There’s 15% more money for road building this year, it’s your job to make sure it gets spent on asphalt

T

he $1.3 trillion omnibus appropriations bill for Fiscal Year 2018 (FY18) will significantly boost Federal highway dollars this construction season, which could positively impact the asphalt market.

While the mammoth two-year (2018-2019) budget deal agreed to on February 8, 2018 allocated $20B to infrastructure, roads and highways will not be the only bearer of that money.

Under the bill, infrastructure is defined as “programs related to rural water and wastewater, drinking water, rural broadband, energy, innovative capital projects and surface transportation.”

That means the agreement to allot $10B per year for two years on “infrastructure” doesn’t necessarily mean the areas we work on will be getting that money.

The Omnibus Appropriations Committee went to work to determine how much of the $20B allotted for “infrastructure” will be allocated to highways and gave an additional $3.46B total for our roads in 2018.

Under the Surface Transportation Block Grant program program, states will be seeing $1.98B from the general fund directly allocated to their State DOT and local Mayors. Roughly 53% of that money is then sub-allocated to metro areas but the appropriations committee says that the money must be spent on construction of highways, bridges and tunnels.

“What we’ve learned is that when the states get the money, they tend to spend it on highways,” Jay Hansen, executive vice president at NAPA says. “If the Mayor gets the money, they will divert more of it into transit and livability programs. How the money will be spent is really up to the industry and the state asphalt pavement associations and their colleagues to

make sure that when money goes to the cities, the money is spent on its intended purpose.”

Since there is also a match with this program, states that have not increased their user fees will struggle and states that are matching federal dollars will see an even larger increase in their construction market.

“This should be seen as a reason for states to increase their highway revenues,” Hansen says. “States that don’t have the match are leaving good money on the table. That’s a talking point with your legislators.”

OTHER FUNDING OUT THERE The Omnibus Appropriations Bill also extended to the Airport Improvement Program that funds runway, taxiway and apron projects.

This year, Congress added a $1B bonus from the general fund for discretionary grants.

“This is a really important program for our industry,” Hansen says. “That means a lot of airports, including the general aviation airports, will see grants. And since over 92% of the general aviation airport runways and taxiways are asphalt, this is very good for the asphalt pavement market and this season.”

The bottom line is that 2018 is expected to be even better than 2017 as total federal infrastructure spending is up $7B in the asphalt pavement market, that’s a 15% increase. EROUTES APP Brings Real-Time Tracking Data to Paving Contractors

New Caterpillar Inc. application will help asphalt contractors track mix delivery from their smartphone

C

aterpillar, Inc. will soon launch a new web-based application for smartphones and the web that will allow paving contractors to track the location and productivity of haul trucks as they travel between the asphalt plant and jobsite.

Caterpillar previewed their new app, eRoutes, during a presentation at World of Asphalt in Houston.

“The app is the result of an intellectual property purchase that Caterpillar is in the process of making from Minds, Inc., a company that specializes in developing automation control systems and process monitoring software for the asphalt and construction industries,” Dann Rawls, business development manager for eRoutes at Caterpillar says.

Contractors know that a consistent flow of material to the paver is critical for smooth, consistent paving. With eRoutes, paving contractors can open up the app and quickly see where their trucks are and when they will arrive to a jobsite.

“Having visibility to truck location and estimated time of arrival enables the crews to plan ahead for any problems or breaks in the trucking cycle,” Rawls says. “Today, the crews don't really know there is a bust in the trucking cycle until it happens. They will typically have to stop the paver when this happens.

Knowing there is a potential trucking cycle problem coming, say in the next 45 minutes, crews are able to adjust paving parameters to avoid a paver stop.

“The goal is to allow contractors to align laydown and delivery by making adjustments to a paving operation based on information flowing in from the app,” Rawls continues. “eRoutes can also send push notifications to your phone about certain stages of the haul process such as when a truck is loaded or when a mix

change has occurred.”

The app provides location tracking by placing devices at the plant and on the paver or material transfer vehicle that create a geofence at these locations. The trucks are also outfitted with a small device that is constantly pinging its GPS location. Thanks to the geofence devices, you can instantly see when a truck enters or leaves the jobsite or asphalt plant.

IMPROVING PLANT OPERATIONS While it’s easy to see how this app would improve jobsite productivity, it is also helpful for plant operators as well.

“For the plant, there is typically more than one mix type being produced each day,” Rawls says. “Balancing the production of these various mix types is challenging without visibility to the progress of trucks returning to the plant.”

With this technology, a plant operator can see which crew is being most productive, and he/she can plan production of the various mixes accordingly.

“Today, the plant operator may be in the process of producing one mix type when numerous trucks for a different mix type begin to show up at the plant because that particular crew is in a productive state,” Rawls says. “Their trucks are typically forced to wait at the plant until a sufficient quantity of their mix type is ready. Unnecessary switching from one mix to another is costly for an asphalt plant due to time and waste.”

REPORTING REDUCES GUESSWORK eRoutes also promises to give contractors a view of how productive truck drivers are being.

“The paving "plan of the day" is reliant on accurate trucking cycle time estimation,” Rawls says. “Also, many companies hire trucks as well as utilize their own trucks. Trucking is a major expense associated with paving, so ensuring the drivers are on task goes a long way to accomplishing the planned day.”

Identifying productive and safe drivers, whether hired or company owned, enables management to create metrics to measure the other drivers. With this app, managers are able to compare costs across company and hired trucks to see if there is opportunity to cut costs or decide if the compensation model needs to change.

“If I bid a job assuming sixty minute cycle times at a given tons/hr delivered, I would expect to finish paving the job in x number of days. If my cycle times extend, then I finish in x+ number of days. My paving schedule, either monthly, bi-weekly, or weekly is dependent on

starting and finishing on time.

“With this reporting, we are able to match expectations with reality,” he continues. “I may not like the fact that my estimate of sixty minute cycles is wrong, but if I use a realistic cycle time, the overall paving schedule is tighter, and my only variable becomes weather, which contractors are accustomed to.” eRoutes began life as a custom software request that Minds, Inc. delivered to customers looking for real-time truck tracking. Rawls says Cat expanded on the great work MINDS Inc. performed on the core software and built a new mobile web app and dashboard around it. The app is set to launch to the public as soon as the purchase from Minds, Inc. is complete. eRoutes will be distributed through SITECH and sold through a subscription.

Many producers are looking to reduce costs in any way they can and one of the best ways to cope with volatile

energy costs is to reduce consumption at the plant.

At World of Asphalt in Houston, we learned some easy ways to reduce energy consumption that do not require an enormous amount of effort on the part of plant owners.

Energy costs are driving most asphalt plant operations today.

Many producers are looking to reduce costs in any way they can and one of the best ways to cope with volatile energy costs is to reduce consumption at the plant.

PLANT STOCK PILES The biggest consumer of energy at an asphalt plant is the burner and dryer which is why your stock piles play a huge

“A 1% decrease in moisture in your stock pile decreases your costs by 12% because your dryer doesn’t have to work as hard,” Bill Garrett director of training at Meeker Equipment says.

Covering your aggregates with a fabric structure is the best way to help prevent moisture from even getting to your aggregates. If that is not an option, sloping the stock piles properly at an ideal 4% slope will also help. Be sure to have the water drain towards the north.

Your loader operator should always look to pick off of the south side of your piles because that’s where the sun hits first,” Garrett says. “You could reduce your moisture by a half or a full percentage which will save 6-12% in fuel costs just by how you arrange your stock piles.”

By the Numbers: As an example, the average plant is making about 150,000 tons of mix a year and spending around $300,000 to dry those aggregates for mix production. Garret says that if the plant could reduce those drying costs by 6% that’s a savings of $18,000 right there.

“This also means you need to make sure your dryer is properly sealed,” Garrett says. “You don’t want excess air to come in that the burner has to heat up. That reduces your combustion efficiency and wastes fuel.”

Keep it Clean Making sure your plant is clean is a huge component of having it operate efficiently.

“If material, oil, dust, etc, build up on the burner components, it reduces its efficiency to process the fuel to a vapor,” Garrett says.

“That means you’re burning more fuel to do the same job.”

Garrett adds that if you are using a recycled fuel of any sort, processing and filtering that material is essential.

“The fuel needs to be clean when it gets to the burner,” Garrett adds.

Keeping your tanks clean is also important.

“If you get a buildup on the coils in your tanks, that buildup is carbon and it cannot dissipate heat from the thermal fluid into the asphalt so the heater has to run longer to get you the same temperatures,” Garret says.

“I recommend annually checking the coils and the inside of the tank to make sure they’re clean so you’re not using energy unnecessarily.”

Infrared is Your Friend It’s extremely easy to install and move an infrared camera around to different locations at your plant. Most phones can even accommodate infrared and the camera will show you where heat is escaping from places like the baghouse, roof, dryer and more.

“I encourage plant owners to take infrared pictures of everything; their bearings, electric, all the starting equipment, motors, etc,” Garrett says. “That way you can build a library of what your temperatures are when you’re running normally and periodically check them to see if you’re about to have a failure. If something is hotter than it normally is, there is friction, something is happening that is costing you more money than necessary to operate and could hurt your plant.”

“You have to properly flight your dryer so that you don’t let energy leave the dryer without going in to the stone,” Garrett says. “I would say that any time you have to increase the temperature of something, go and find out why. Increasing the heat won’t fix the underlying problem.”

NEVER ENOUGH INSULATION Proper insulation can make or break your plant efficiency. If you want to reduce fuel usages, examining and repairing insulation on all heated areas is important.

“Your tank farm is a good place to start because it’s a 24/7 heating system,” Garrett says. “Any older tank will have little to no insulation left so inspect and reinsulate those older tanks.”

Many mix facilities do not insulate their piping because it’s difficult to do, but proper pipe insulation can save you big money in terms of energy efficiency.

By the Numbers: An uninsulated 4-in. asphalt pipe with 2-in. of hot-oil jacketing will require 2,300 BTUs of energy to heat per lineal foot. That same pipe with 1-in. of insulation added to it will only require 122 BTUs of energy to heat per lineal foot. *Numbers based on a 300°F asphalt and 350°F hot oil.

“When you think of all the piping at the plant, that becomes a huge load on your hot oil heater that’s working all the time to keep those pipes hot,” Garrett says. “People don’t insulate because it’s hard, but you don’t have to insulate all the elbows and jumpers to make an impact. Just insulate the lineal feet and you’ll see a big difference.

That’s where you’re going to save your money anyway.”

Insulation blankets can be utilized to cover those areas that may be difficult to insulate. The blankets can easily be removed and reattached when service is needed.

“I am also a strong believer in insulating drums,” Garrett adds. “If you put an infrared camera on the dryer, you

And since that heat didn’t have to go through the dryer, you’re also able to reduce energy since there is not excess heat on the motors, reducers, bearings and wiring that’s all around the drum.

By protecting those elements from high temperatures, they will ultimately end up lasting longer.

IMPORTANCE OF SCHEDULING While it may not have anything to do with your plant components, making

sure you have a proper schedule in place with the field is paramount to reducing costs at the plant.

“I asked eight major mix producers, guys that were producing over 700,000 tons a year, what the number one thing was that they could do to save energy at the plant and not spend so much money.

Seven out of eight said that one thing would be having proper scheduling with the field,” Garrett says.

This means knowing what mixes you are producing ahead of time so that you’re not producing a mix on a day where it’s not needed. This will also prevent you from getting behind on mix production that can cost productivity issues in the field.

“Plant operators communicate, but if you’re feeding several crews and one

This is where the importance of plant controls can really help with keep production costs down.

“With plant controls, owners can pull up how plant 1, 5 and 8 are producing from the office and make more timely decisions on the operations and mix production which will help with cost control,” Garrett concludes.

Safety Tips You only need to be careless once for tragedy to strike

A

s asphalt plants in northern North America gear up to start their 2018 production season, I would like to take a moment and talk about safety around those plants.

One of the jobs I have at C.M. Consulting is as an “Expert Witness” in plant accident cases around America. Sadly, as a result of this job I see far more accidents than I even knew occurred in our

industry each year. It has been a real eye -opener for me.

Asphalt plants can be very dangerous places. Accidents, sometimes fatal, happen far too often. Most accidents can be traced to the same root cause; the pressure for more production supersedes common sense and normal safety protocols. I see a lot of safeties bypassed in the effort to reach those production quotas.

It is strongly recommended that you don’t disable any safety devices, but out in the real world, under the pressures of production, I know it happens. If you are

PRODUCTION NOTES forced to do so, the utmost effort MUST be made to repair that safety device as soon as possible. Preferably that same day. Extreme caution must be used when operating any piece of equipment on which a safety device has been disabled.

The best advice I can offer is that companies carry adequate spares of ANY safety device that exists on their plant.

Any other scenario and you are flirting with trouble. You need to be safe ALL the time, but unsafe for only seconds.

Accidents happen in split seconds. No amount of production is worth maiming or possibly killing an employee.

Two things can work together at your asphalt plant to increase safety: common sense, coupled with a ridged safety program’ This program should include mandatory weekly safety meetings to discuss safety protocols.

Everyone should have a voice, from the top down. Even the truck drivers, who spend a lot of time around plants. And if anyone has a concern, it needs to be recognized and addressed.

Speaking of the trucks, one area of safety that is routinely compromised at many asphalt plants is the conflict between truck traffic and the needs of the loader operator to access his stockpiles. Small pits, filled with the aggregate for coming jobs, sometimes offer precious little space to set-up a plant. Compromises must often be made that can and do jeopardize safety.

One common practice is to run the truck traffic behind the loader at the feeders until enough aggregate can be used up to permit the construction of an alternate path. In the heat of battle, the loader operator is a busy person. Sometimes, hurried past the point of conscious thought by the need to keep up with the plant, the loader operator backs away from the feeders without checking behind the machine.

Since loaders have the right-of-way in almost all pits, the operator gets away with this most of the time. But not always. It seems obvious that the utmost care must be exercised during the time the trucks are vulnerable, yet each year trucks are wrecked and their drivers hurt from loader/truck encounters.

One method of combating this problem is to have weekly safety meetings prior to the start-up of operations each Monday. The loader man and all truck drivers should discuss the ways to keep their respective activities safe for the others and work out a plan that is acceptable to everyone involved. My suggestion: a common C.B. (citizen band) radio in the loader and one in each of the trucks can go a long way toward eliminating conflicts.

Again, communication is often the key to safety.

BASIC SAFETY PRINCIPLES What almost all of the accidents I have seen around asphalt plants in my 40+ year career have had in common is that someone disregarded a basic safety tenant. Under the pressure of production quotas, people did things that they may not have done in ordinary circumstances. And it ended up costing them. Sometimes dearly.

Asphalt plant operators often feel tremendous pressure to produce hot mix by any means possible. Unfortunately, this shifts the focus off of safety and onto money. Perhaps a clear-cut set of guidelines dealing with company policy on safety issues should be drawn up and distributed to everyone involved with the plant. Be sure to include the paving superintendent. This individual can exert enormous pressure on the plant operator without even realizing that he is doing it.

Remember: Everyone wants to do a good job and will sometimes go to great lengths to get results. Often, to that end, things are done that normally would not even be considered. Once again, communication is the key to safety.

Another potentially dangerous activity around portable plants is the handling of hot asphalt oils. Each year, a large number of people are burned when they are careless, equipment fails or hot oil is forced into plugged lines.

A hose that fails explosively under high pressure can send a surprising amount of oil in a large radius, to the peril of anyone unfortunate enough to be standing near.

Properly maintained and operational pressure relief valves can help eliminate a lot of the risks. Also, a remote startstop station for the off-loading pump can be a true asset if an accident does occur and spraying oil drives everyone away from the area. The flame used to heat stubborn pumps, lines and off-loading hoses can sometimes cause problems, especially in those area where housekeeping is lax.

Asphalt oil fires are difficult to extinguish once they get going. The best way to prevent these fires is to deny them a chance to get started in the first place. Oil messes should be cleaned up immediately. Any leaking fittings, hoses or shaft seals should be repaired or replaced at once. In addition, a liberal sprinkling of five and ten pound fire extinguishers around the off-loading area will go a long way toward minimizing the damage should an incident occur.

A shovel and a modest pile of sand can also provide some insurance, and are useful in cleaning up oil spills.

The issue of careless people is a somewhat more difficult to deal with, since some folks only learn in the aftermath of an accident. If a person is consistently careless and puts themselves and others at risk, perhaps it's time to replace the guy, even if he is Aunt Mabel's favorite son.

When dealing with safety issues, one must keep in mind the fact that you need to be safe all the time-- you need only be careless once for tragedy to strike.

The Illinois Tollway carries more than 1.6 million vehicles per day. It is a userfee system and no state or federal gas tax dollars are used for maintenance and operations.

The Tollway found that making changes with aggregates and asphalt mix designs could substantially provide economic, environmental and social benefits.

“The Tollway is a much smaller organization than a typical State DOT,” Paul Kovacs, chief engineering officer for the Tollway says. “Last year alone, we undertook the delivery of $1 billion in capital improvements with less than 20 in-house engineers. We operate under a very lean structure and rely on consultants to help deliver the program and provide innovative ideas. This allows us to expand and contract our professional services as needed and help implement cost saving measures.”

The Tollway began working with Applied Research Associates (ARA) vice president and principal engineer Bill Vavrik in 2000, a time when the agency was not using any recycled material, importing a good amount of aggregate for their high friction mixes and paying more per ton than necessary for asphalt.

“Researching best practices and working with the industry to implement these innovative ideas helped the Tollway reduce costs and established the agency as an industry leader,” Vavrik says.

The Tollway has steadily implemented these best practices in construction over the past 12 years, producing new standards and policies for pavements, materials and recycling. The Tollway recently reviewed construction costs and found the adoption of more innovative and sustainable material specifications saved an estimated $247.5 million between 2004 and 2017.

The Tollway Advantage The Tollway can focus solely and specialize in highway construction, which is an advantage over other DOTs as they typically have jurisdiction of different route types.

“The Tollway basically deals with one set of materials,” Vavrik says.

“A typical DOT on the other hand has to create specs that are used from local roads and residential streets, as well as interstates that run through large cities. It’s harder for them to have a spec that spans all those types of roadways.”

This allows the Tollway to truly focus on what matters and optimize what works best for the agency. .

The Illinois Tollway’s program management office, HNTB Corporation, confirmed that recycling pavements into the new bases of the reconstructed and widened roadways saved an estimated $73.5 million through 2015.

These aggregate-related initiatives alone saved a total of nearly $103 million.

MIXING IT UP To help the Tollway achieve sustainability goals, the industry helped coordinate research initiatives for asphalt mix designs and these were implemented fairly quickly based on findings.

“The Tollway has a very rapid innovation cycle,” Vavrik says. “If someone suggests increasing recycled asphalt pavement (RAP) percentages, we look at that in the lab and if it has the right material properties, we go to building test sections on a low-level mix in the field and see how it performs.”

“The Tollway seeks input on innovations, initiates research timely and quickly moves to test the results in a pilot phase,” Kovacs adds. “Our existing work and our contractors have provided a great opportunity to serve as a test bed for the most promising pavement innovations. If the innovation proves to be successful in the pilot, it is quickly adopted into standard practice. We want to be an innovator, and we understand that means learning from what works and what doesn’t.”

In 2006, the Tollway began field testing and analyzing pavements with ground tire rubber (GTR). It started with high-performance stone matrix asphalt (SMA) mixes with asphalt binder modified at the terminal. These mixes included shredded scrap tires at up to 12 percent of the mix. By making this change, the Tollway saved an estimated $7.50 per ton by eliminating the need for fiber reinforcement1.

The researchers studied the early age rutting potential of high asphalt binder replacement (ABR) SMA mixes with various warm mix processes. They found that in place, SMA surface mixes with low, medium and high ABR content maintained performance. The mix also competes with SBS modifiers to reduce prices further.

This change equated to a $2.2 million in savings for the 300,000 tons of SMA the Illinois Tollway produced from 2008 to 2011.

The Tollway also began investigating fractionated reclaimed asphalt pavement (FRAP) through research at the University of Illinois in 2007. Both hot and In 2006, the Tollway began fieldtesting and analyzing pavements with ground tire rubber (GTR). During I-90 field production, three layers of FRAP were placed to see how each level would perform. Higher levels of FRAP reduces virgin aggregate needs and liquid asphalt quantities. The increased FRAP reduced the costs of the asphalt mixes by $10 to $15 per ton.

FUTURE OF RESEARCH Because of the Tollway’s success with rapid field testing, a formal research program with local universities was developed to investigate even more sustainable solutions for future use.

Currently, the Tollway is investigating other options for ground tire rubber modifications and conducting research to find the best lab test methods to use with performance-based specifications for asphalt mix designs. It is also working on research relating to intelligent compaction.

“The Tollway has been fortunate to dedicate about $1 million a year on research initiatives,” Kovac Says. “We start by identifying a need or a challenge that we are facing, seek a research needs statements from interested universities and then implement research projects that will make a difference for the Tollway and hopefully the industry as well.”

he state of Minnesota has been at the forefront of a federal push toward the use of Intelligent Compaction (IC) for some time now, testing IC in aggregate applications as far back as 2004. It should come as no surprise then, that when a major section of Interstate 94, the primary artery into and out of downtown Minneapolis, was slated for resurfacing in advance of the city hosting the 2018 Super Bowl, IC would play a major role in the project. For Valley Paving, Inc., the local firm heading up the resurfacing effort, employing the technology not only fit well with their progressive company philosophy, it also helped ensure that critical performancebased paving criteria were consistently being met on this high-profile project.

WILLING PARTICIPANT As one of Minnesota’s largest general contractors, Shakopee, MN-based Valley Paving, Inc. has met the area’s needs for nearly four decades, providing a range of services that, in addition to asphalt paving, includes milling, reclaiming, utility pipe work, excavation and grading.

According to Brent Carron, company vice president and son of founder Richard Carron, following in his father’s footsteps was never in doubt — at least from his own perspective.

“I’ve been tagging along with my dad to his jobsites ever since I was a kid and, at age 15, started working summers with the company,” he says. “But, because parents always want better for their children, they did not want me to get into the paving business and insisted I go to college. So I got a degree in construction management from Purdue University, then came back to the business. Truth is, I like building things and On this project, Valley Paving completed a five-pass pattern: up/back, up/back and then up again. A miscount can easily lead to a seven-pass pattern which not only over-rolls the material, it also impacts production, since the pavers have to slow down to compensate for the longer rolling time. IC eliminates the chances that an operator will lose track of the pass count and over-roll an area.

The project Carron was pondering at the close of each day last summer involved 5-½ miles of five-lane paving — in both the east and westbound directions — on I-94, the most heavilytraveled road in the Minneapolis metro area. The project started in May 2017 and, by the end in the early Fall, saw more than 110,000 tons of asphalt and bonding material laid down.

“Because the original surface is concrete, that NovaChip acted as a bond breaker,” Carron says. “The concrete was in relatively poor condition and this ultra thin bonded wearing coarse is helping as we put the single 2-in. lift of hot mix asphalt over the top. We used two Roadtec pavers: a Model 195 and a Model 175, each one outfitted with a MOBA infrared scanner to identify any temperature segregation in the mix. It is believed that having a consistent mix temperature will result in consistent

compaction, since cold spots tend to compact differently.”

And if anyone knows compaction, it's the Minnesota Department of Transportation (MNDOT). The department has been championing IC technology almost since its inception and is increasingly demanding employment of it from asphalt subcontractors.

For Valley Asphalt, bringing IC to bear was something of a déjà vu moment according to Carron.

“Our first go-around with IC was in 2011, when we outfitted four rollers with systems from a different manufacturer,” he says. “MNDOT wanted to start getting into the technology so they more or less subsidized it for us.

We used it on one project, the results were less than what was expected, and

we didn’t use it again — until this year.

This time, however, it’s a whole new ballgame.”

IC? I SEE! Taking a step back, it might be best to offer a look at just what constitutes an IC approach to paving. IC generally refers to the compaction of road materials — soils, aggregate bases, or asphalt pavement materials — using modern vibratory rollers equipped with specialty components. These can include: an integrated measurement system, an onboard computer reporting system, GNSS-based mapping, and, perhaps, a feedback capability. By integrating the measurement, documentation, and control systems, a company’s IC-equipped rollers can bring about real-time

compaction monitoring and allow timely adjustments to the compaction process — key to minimizing the risk of over- or under-compacting the asphalt.

According to Carron, the IC approach taken for the I-94 project is far more sophisticated than the one undertaken in 2011.

“One of the main benefits of IC is an ability to gather massive amounts of data in real-time and upload it for immediate analysis and evaluation,” he says. “The system we tried back then wasn’t even cloud-based. The solution we are now using, the C-63 Intelligent Compaction System from Topcon, uses an in-cab monitor to show our operators exactly where they’ve been, how many passes they’ve made, temperature and stiffness factors, and more. As a company, we pride ourselves in providing a quality product and this just reconfirms that for us.”

That level of support is aided by an ability to remotely log in and view the progress of any of the rollers via the Topcon Sitelink3D solution. Designed to provide remote connectivity with machines at the jobsite, Sitelink3D has allowed both Valley Paving supervisors

“The assistance we received from both Topcon and RDO Integrated Controls, the area Topcon dealer, has been outstanding,” he says. “In addition to the strides Topcon has made in the technology, the support was one of the biggest reasons why we went with them.

We knew that having seven rollers on a high-profile project like this would involve a good deal of service, training and ongoing help — and we got that.

The RDO team was out there whenever we requested help and both companies had people help us as we first tackled the critical data transfer facet of the job.

"Keep in mind that, once we get the info, we have to take it from Topcon’s C-63 system and roll it into MNDOT’s Veta software, and any time you do that, you run the risk of losing data. So

and any support/service personnel to monitor the progress of each roller at work on the I-94 job.

“We had some issues early on and Blair and Dan were able to get online and zero-in on one of these units to see what is going on,” Carron says. "Using Sitelink3D, they can look at the colorcoded passes indicated and identify areas that were missed, spot any low density areas — info that could, in turn, tell us whether we had too many, or too few, trucks onsite. Much of the work out there was done at night which is not the most convenient time for a service call, but that remote capability suddenly makes it a lot easier to resolve things.”

SMART SITES MNDOT’s push toward the use of IC makes perfect sense, given the much

broader emphasis on what’s been called intelligent construction technology occurring across the international construction spectrum. Topcon itself calls such an approach: the intersection of infrastructure and technology — that is, the point at which industry professionals have the necessary solutions at their disposal to meet the demands of today’s projects. While intelligent construction currently centers around IC and the paver-mounted thermal profiling

Though that wasn’t critical, given the urban setting of I-94, in which power poles, bridges and other landmarks can be used to help determine position, other facets of the solution were invaluable Carron says.

“Just being able to look at a screen and verify how many passes they’ve made —ensuring they are getting good coverage all the way through — is huge,” he says. “An operator can lose track of the pass count and end up overrolling an area. On this project, we completed a five-pass pattern: up/back, up/ back and then up again. A miscount can easily lead to a seven-pass pattern which not only over-rolls the material, it also impacts production, since the pavers have to slow down to compensate for the longer rolling time. That risk is eliminated with this system. The operator knows — at all times — exactly how many passes he has made.”

Carron added that consistent pavement stiffness is yet another area which benefits from the use of IC. Generally, operators are dependent upon both the “feel” of the roller on the asphalt and the sound of the drum’s vibrations in determining whether they are getting the densities they need or if additional compaction is needed. Now, simply by applying the system’s stiffness calculation function, they have a quantifiable measurement of pavement stiffness.

“That is really what it’s all about,” Carron says. “The ability for our roller crews to have info at their fingertips confirming what they’ve always had to trust to their judgement or memory. And that, in turn, helps ensure that we are providing MNDOT with the high-quality product they expect from us.”

Valley Paving had in use on I-94, it could arguably also include things like automated machine control, 3D modeling, Civil Integrated Management (CIM), Building Information Modeling (BIM) and more.

“There’s no doubt that MNDOT has been spearheading the use of IC and will continue to do so,” Carron says. “The department has more than $1 million invested in the software aspect of the technology alone and has already made it clear that all its projects for the 2018 paving season will be IC-mandated projects. And their support for IC has already shown a trickle-down effect here in the metro area as Washington and Dakota Counties are themselves starting to roll out some of this technology.

"Eventually it will be on all jobs — and deservedly so," he concludes. "With IC, it is all about quality and quality yields longevity. The longer they can make these surfaces last, the less they have to invest in reconstruction. It’s a smart move from so many perspectives and we are happy to be on the cutting edge of its implementation.”

Midstate Makes Recycling Their

MISSION

Minnesota-based in-place recycling, milling and reclamation contractor is expanding its reach as it tackles projects in the upper Midwest and Great Plains states

rom its base in Lakeville, MN, a Minneapolis suburb, Midstate Reclamation & Trucking is leveraging its fleet of reclaiming, cold milling and in-place recycling equipment to grow its market while serving long-time customers.

Midstate was launched in 1991 and brought in the first reclaimer to Minnesota in spring 1992.

FDR In The Suburbs In early 2018, Midstate had eight Wirtgen WR 250 reclaimers, acquired from 2013 through 2017, and a WR 240i. In Blaine, MN, a suburb just to the north of Minneapolis, one of Midstate’s new WR 250s was recycling a 3,300-sq. yd. parking lot and footprint of a former miniature golf course, in advance of future construction.

“We are full-depth reclaiming the parking lot 6 to 8 inches deep,” Midstates John Peterson, project manager/estimator says. The material was being broken up and reduced to a top size of 1.5 in. minus and no cement, lime or other stabilizing agent was being used.

“The drums on the WR 250 have been improved quite a bit, so we are seeing a lot finer sizing at the top end,” Peterson says. “On a parking lot like this, there is no specification and the contractor hopes he will have something to use later. He puts a lot of trust in us to provide a product he can use and the WR 250s do not give us any problems with providing a usable gradation.”

Wisconsin S.R. 13 serves resort communities and vacation homes on Lake Superior.

"After being in trucking for a number of years, I figured there had to be a better way to make a living," Tom Johnson, Midstate chief executive officer says. "In my research I saw how you could take a piece of asphalt, grind it up and turn it to gravel. We worked with the state to establish a standard specification for that and the business took off from there.

"We believe in our mission. We are saving taxpayer money by preserving and building superior pavements for less money, in less time and in an environmentally friendly manner. Our mission is stewardship. We are making tax dollars go farther while greatly cutting down on truck trips, greatly reducing total truck emissions and traffic

congestion. And re-use of materials in-place saves virgin aggregates and prolongs the life of quarries and gravel pits, which are encountering permitting challenges of their own."

In the late 1990s Midstate helped develop specs for cold in-place recycling in its home state and now executes that work through the northern tier of states.

PRESERVATION UPDATE "Midstate has been a driving force behind 100% in-place recycle and every couple of years we seek out another discipline to explore," Johnson says.

"We started with reclaiming, then cold in-place. Then we brought soil stabilization and cold milling into the fold. Now we are looking at cold central plant recycling. We've pioneered every single process that's been out there the last 25 to 30 years.

"Every road theoretically is failing and it has a lot to do with what it's built on," he adds. "Every subgrade likely has poor soils in it. When we were building roads decades ago, they would strip the topsoil and pave on that. Up here, there are many miles of full depth asphalt resting on clay and these roads are failing. It's not what roads are built of, it's what they are built on."

COUNTIES LEAD WAY In those days, regardless of technique, Johnson found that local governments were more accepting of preservation, in-place recycling and base reclamation than the state DOTs were. "The counties have been way ahead of the states on this," he says. "We got farther with the counties in a shorter period of time than the states because counties led the charge. And 25 years later, the states are finally getting on board."

That's because at the county level so long as federal money has not been involved - local government has more latitude to initiate these processes. "We have been getting more of a charge from the bottom-up than the top-down," he adds.

To better serve its clients, Midstate shifted to a high-technology equipment platform when it acquired its first piece of Wirtgen Group equipment. "Their technology leads the rest of the industry and they have led the pack in cold mills and reclaimers," Johnson says.

Today, Midstate has over 100 employees and operates in a core of 13 states, including Minnesota, Iowa, Florida, Indiana, Colorado, North Dakota, Nebraska, Illinois, Montana and Wyoming. It works for governments and real estate developers as well a sub for prime contractors.

Midstate’s first Wirtgen cold mill was a W 2200 with an 8-ft., 2-in. drum.

"That was a monster," Johnson says. "We were cutting 13 inches of asphalt and just tearing it out. The W 2200 changed the market in cold milling and changed the way we conduct milling."

Midstate now has a variety of Wirtgen cold mills including a W 120 F, W 2000, three W 2100s and five new W 220s.

Midstate's most recent mills are equipped with the Vacuum Cutting System (VCS), which reduces the amount

of airborne material particles which are produced by cold milling.

"Without a doubt VCS is a real game changer," Johnson says. "We had the first in the state and now five of our newest mills have the vac system. And we had the first folding conveyors as well, they lower our liability when moving equipment."

MILLING BY LAKE SUPERIOR In July 2017 Midstate used one of its new 8-ft., 2-in. W 220 cold mills to remove aged asphalt from Wisconsin State Route 13 between Bayfield and Ashland, WI along the Lake Superior shoreline in the northern part of the state.

"We milled a total of 228,774 sq. yd. of S.R. 13," Mike Swing, project manager/ estimator for Midstate says. "Our average milling depth was 3 inches. The existing pavement was about 25 years old and being somewhat brittle, it cut fairly easily as we were not going through a lot of teeth compared to other northern Minnesota and Wisconsin projects we've done."

The 10.7-mile project involved two 12-ft. driving lanes with 6-ft. shoulders on either side and approximately 38,000 tons of reclaimed asphalt pavement was produced with a top size of 2 in. That material will go to a plant location where it will be stockpiled and processed to a 0.75 to 1.0 in.-minus size for re-use.

mill shoulders on both sides and then would mill the driving lanes afterward," Swing says. "Because we preserve the crown of the road, on each side of the centerline we would have 18 feet to cut and we would undertake three passes on each side of the center."

Wirtgen's Level Pro system on the W 220 kept the milling profile on target.

On Wisconsin S.R. 13's driving lanes, Midstate was cutting 3 in. deep along the centerline and then carrying a 2.5 percent slope across the driving lane.

The 6-ft.-wide shoulders were cut at a 4 percent slope.

Cameras at the end of the conveyor and at the rear of the machine for backup visibility made views into the truck hopper and rear of the cold mill easily available from the operator's platform. The mill's VCS kept airborne dust and grit away from the workers and equipment while placing it on the conveyor and into the truck.

For this project, the Wirtgen WITOS FleetView system supplied Midstate an extraordinary information resource on day-to-day operations. FleetView keeps headquarters informed in real time of the location and operating state of every machine meaning that while the W 220 milled Wisconsin S.R. 13, it was linked to Midstate's home office 236 miles away.

"I really like the fact that using FleetView, I can see what each crew is doing on each project in real time," Swing says. "It tracks where each machine is at any time and provides production rates, equipment condition, everything. Even if they can't have cell phone service I can see where they are. And it's nice for our dispatch center as we can pinpoint where our equipment is."

The information also is archived for later use in case questions arise about the project or what transpired during milling.

MAINTENANCE KEEPS EQUIPMENT GOING Midstate does not undertake paving projects by themselves, but uses its Vรถgele pavers and Hamm rollers to place and compact cold recycled mix from its in-place recycling trains. It has Hamm HD 130 HV, HD+ 140 VV HF (Tier III), and HD+ 140i VV tandem rollers. It uses two Hamm GRW 18 and one GRW 280i rubber tire rollers.

For soil compaction, it uses two Hamm H 11i rollers and a Hamm 3412. The double-drum HD+ 140i VV is outfitted with the Hamm HCQ Navigator system for intelligent compaction.

It has a new 10-ft. Vรถgele Super 2000-3i asphalt paver and two Vision 5200-2i pavers, like the rollers, used to place in-place recycled cold mix from its in-place recycle train.

And in addition to all this road work, Midstate continues its trucking activities with 30 low boy trailers in its fleet.

Keeping that durable roadbuilding equipment going throughout the season requires maintenance work during the off-season.

"During the winter months, we run two rebuild shops," Johnson says. "We want every single piece of equipment to

go through one of the two shops and expect it to come out 90 percent new following the rebuild. We hold ourselves to a very high standard on how well we maintain the equipment."

Operators are kept to a high standard as well.

"A lot of training goes on," Johnson says. "This equipment operates in a very abrasive environment. An inexperienced operator can destroy a drum in 10 minutes. Wirtgen equipment is very powerful, so we monitor the operators, starting with an intense training program."

Midstate works with two equipment distributors, Hayden-Murphy Equipment Co. in Minnesota and RDO Equipment Co. in North Dakota.

"While we do a lot of the In Wyoming, equipment servicing ourselves, 10-ft. paver so much of fixing the problem receives recycled is getting the supplies and pavement mix parts," Johnson says. "That's from windrow why the incredible relationelevator. ships that we have with our suppliers are so important. The support they give us is tremendous."

n 2011 Ron LaCoe got the idea to try using recycled crushed glass to replace silica sand and boiler slag in sealcoating jobs. He and son Cody, co-owners of A-1 Sealcoating & Asphalt Maintenance, West Fargo, ND, did some investigating

and on-the-job testing, and in 2013 brought the product to National Pavement Expo where it received quite a bit of attention – but few sales.

But that didn’t dissuade them.

Since then, they’ve used it successfully on more sealcoating jobs than LaCoe can count, have generated excitement from the Environmental Protection Agency (EPA), used it on U.S. Air Force properties, and are in discussion with North Dakota DOT to use it on the shoulders of all the state highways.

“We were talking with someone from the DOT and he said ‘you don’t have enough glass to go across the state of North Dakota’ and I said ‘you don’t know how much beer people drink’,” LaCoe says.

START-UP WORKS THE SMALL JOBS Thirty years ago, as a disabled vet with no job, LaCoe started doing building maintenance and in 1977 bought a used parking lot sweeper. Soon after, he

built his own striping machine using an old Craftsman lawn mower, eventually bought a used striper from the city of Bismarck and he bought a new striper in 1987.

“Basically we were a striping and cleaning company until 1987, but we started adding pavement maintenance because people needed it,” he says.

To add pavement repair to his business, he bought a 55-gal. drum and would fill that drum with hot mix at the plant, then drive from site to site to make pavement repairs (he eventually bought a dump truck).

“We focused on the piddly stuff no one else wanted – we still do,” he says.

“The big asphalt companies want the big jobs and we focus on the little stuff. It works out fine.”

In 2012, Ron and Cody decided to add sealcoating to their services. He and his daughter, Jessie, built their own 550gal., trailer-mounted sealcoating system complete with agitation. They used it until 2015 when they bought a Seal-Rite trailer-mounted spray rig.

Today, the 3-person company generates 75% of its sales from pavement repair and sealcoating work, 15% from crackfilling and 10% from striping. Almost all their work is parking lot work, but they also sealcoat driveways and access roads in the many lake area homes. “Lake area homes are great for work,” he says. “We went into one lake and had one job and before we left we’d finished 14.”

REPLACING SAND WITH GLASS When A-1 began offering sealcoating services, they learned that sealer producers recommended adding boiler slag or silica sand to the sealer. They tried boiler slag but didn’t like it, so they switched to silica sand.

“The silica sand really improved the product and made it last longer – and our customers were happy,” LaCoe says.

But LaCoe didn’t like the potential health issues associated with silica sand, especially since they were using so much of it and adding it into the sealer on their own at the jobsite.

That got him thinking; he wanted to provide an enhanced sealcoating product, but he didn’t want to expose himself and others to the dangers posed by silica sand and dust. Then he thought about the landfill that he drove by twice on each trip to his supplier and he thought about all the glass bottles he could see in the dump. Lots and lots of bottles. And he wondered how much more space there would be in the landfills if the bottles weren’t there.

Then he called a glass crushing plant.

“We showed them the silica sand and asked if they could provide glass that was

the same granule size and clean and they said they can provide clean glass in any size granules we wanted,” LaCoe says.

He left that day with 400 lbs. of ground glass and used it in place of silica sand on a job just to test it out. “It worked out great,” he says.

So they upped the ante, placing 750 lbs. of glass on a bank parking lot and then 950 lbs. on a job and then 1,400 lbs. on another job.

“It didn’t take us long to realize we were on to something,” he says. “The glass worked just fine – and it had the added benefits of being healthier for the workers and being great for the environment because we were removing a lot of bottles from landfills.”

LaCoe contacted the EPA, who he says had never heard of or considered using glass this way, and they liked the idea and encouraged him to pursue it.

HOW GLASS WORKS IN THE MIX Ron LaCoe says A-1 uses the ground glass exactly the way they had used silica

sand, adding 2-3 lbs. per gallon of sealer.

They use an additive on 90% of their jobs to help the glass bond to the sealer, the same as they would for silica sand.

“We buy our sealer without additive or abrasive in it and mix it on site because each job varies and because the condition of the asphalt varies job to job,” Cody says. “We’ll use up to about 4 lbs. per gallon and then bump up the additive to help the particles in the sealer stay bonded to the glass.”

Cody says that when comparing glass particles to sand grains under a microscope the sand contains pores while the glass does not.

“Sand looks like a sponge and can absorb the water from the sealer.

Glass has no pores so it doesn’t absorb moisture,” Cody says. “We control the size of glass particles based on how oxidized the lot is.”

Mix designs generally recommend using sand or boiler slag in the 50 to 70 grade range. A-1 chooses from three different grades of crushed glass depending on the surface being sealed.

• 10-20 grade is used only on the most severely oxidized and aged pavement.

It’s considered “coarse to very coarse” and is added at the jobsite by the contractor.

• 15-35 grade is less coarse and is used on pavement that is not new but also not severely oxidized or damaged. Also added at the jobsite.

• Minus-80 grade filler is an almost powder-like material that can be added

by the sealer producer at the plant or by the contractor at the jobsite. Minus 80 crushed glass is used on new or like-new pavement.

A-1 used to buy its crushed glass in 55-gal. drums but it’s become such a mainstay of their operation that they now buy it in 3,000-lb. totes. LaCoe says the cost of crushed glass comparable to silica sand.

A-1 applies the sealer using squeegee or spray depending on what the customer wants, and the glass sealer goes down no differently than sand or boiler slag. The glass has created no issues with the spray sealcoating system and A-1 believes sand might wear the spray system quicker.

“I haven’t tracked it or tried to measure it but my feeling is we changed tips more frequently when we used only silica sand,” Cody says.

LaCoe says the choice of aggregate is up to the customer. He says when the job specs require it, they do use a pre-mixed sealer that contains silica sand. But if silica sand or pre-mixed sealer isn’t specified for a job they try to use crushed glass.

LaCoe says they have offered incentives to customers to encourage them to use glass. When bidding the Border Town Bar & Grill’s parking lot, for example, A-1 Sealcoating offered the bar a $400 discount if the bar saved its beer and liquor bottles for a month and gave them to A-1.

“We picked them up and trucked them to the glass company and they crushed them and we put that glass right back in the bar’s parking lot,” LaCoe says. “You can use crushed silica sand which has health and environmental issues, but since you have an option why not go a healthier route and use glass?” he concludes.

Attracting Women to Lucrative Careers in Asphalt

The Women of Asphalt Council made their debut at World of Asphalt 2018, ready to take on industry stereotypes and attract women to careers in asphalt.

D

espite composing almost half of workers in all occupations (47%), women make up only 2.6% of workers in construction and extraction occupations. And while there are one million women employed in the construction industry, women only comprise approximately 9% of the actual construction workforce. In our industry, that equates to a mere 7,000 women who work out in the field. Why? Female careers in the construction industry have remained shockingly low – under 3% – for decades, due in large part to the discrimination that blocks women from entering and staying in the field.

Sexual harassment and hostility, lack of mentors and stereotyped assumptions about women’s capabilities all contribute to the problem.

The Women of Asphalt Council (WOAC) has high hopes to change that.

ATTRACTING WOMEN TO ASPHALT For the past eight months, Amy Miller, P.E., national director of the Asphalt Pavement Alliance, has worked to unite women in the asphalt industry, raising awareness of the roadblocks facing women and funds to help the cause gain momentum.

During a panel at World of Asphalt, the WOAC debuted their goals and hopes for the council in the future.

“Our vision is to lead and inspire women in the asphalt industry,” Natasha Ozybko, regional sales manager at Road Science and founding member of WOAC says. “The Women of Asphalt Council has four goals; to foster and promote mentoring and networking opportunities; create professional developmental opportunities through education and training; advocate for women; and encourage other women them to join the asphalt industry.”

And the industry needs all the help it can get attracting those workers. With over 10 million people employed in the construction industry, nearly 75% of companies are still reporting they cannot find the skilled workers they need. Furthermore, it’s projected we will need 1.6 million new workers by 2022.

“It’s pretty obvious we need to expand the workforce,” Audrey Copeland, Ph.D., P.E with the National Asphalt Pavement Association says. “There is an urgency to attract women to the industry. We need to highlight how good we have it and create an attractive environment for them.”

And women in construction really do have it good. In most fields, female workers make only 80 cents on the dollar compared to their male counterparts working full time, year round. In construction however, that wage gap is much smaller with women making 95.7 cents on the dollar compared to men.

“That’s good news,” Copeland says.

“That’s something we should be talking about to get women in to the field.”

Copeland says women in construction can take home approximately $757 per week, a wage that’s right in the middle in terms of general industry wages.

“You’re not at the bottom, you’re right in the middle and the potential is there to do well,” Copeland says. “We know looking at the economy that we’re going up. Things are looking good and there is a lot of potential.”

NEXT STEPS The launch of the council at World of Asphalt in Houston was just the beginning for this important movement.

“We look forward to growing this program and we have a lot to build upon,” Tracy Schlich, director of marketing & membership at the Asphalt Institute says.

“We’re doing this for all of us. We are always looking for suggestions and we would love to hear more from you.”

It’s not just important for women to champion this cause, it’s important for everyone in this growing industry to bring in all the talent we can to complete the work that’s out there. Without skilled workers, the opportunity for construction to thrive will be stifled.
