How to Ensure Your Digital Data Stays Safe

n today’s world, most information is digital, transferred electronically and stored in the cloud. A cyberattack could do great damage to your company and cybersecurity measures aimed at fending off, mitigating and responding to an attack, is something that all business owners need to be concerned about today.

Michael Denniston with Bradley Arant Boult Cummings, LLP, recently tackled the subject of “Cybersecurity in the Construction Industry” in his blog post at JDSupra Business Advisor (jdsupra.com). He warns that any business connected to the internet is at risk for a cyberattack, and contractors have a wide variety of information that is attractive to cyber-criminals, including employee information, construction data, company financial information and more.

Cyberattacks are unpredictable and take many forms, ranging from email “phishing” schemes to sophisticated hacking or denial of service attacks. However, Denniston says planning for cybersecurity can mitigate the threat. Take these steps to stave off or stop the attack and guide the response: • Establish Incident Response Plans.

Prepare a plan for responding to an incident.

The plan should address both stopping an ongoing attack, securing data from further breach and notification procedures for personnel or partners whose data was compromised.

• Define Key Responders. The personnel tasked with responding to the attack must know their role and action steps. While identifying a team leader is essential, the leader needs to be able to rely on other previously identified personnel to assist.

• Establish Lines of Communication.

In responding to a cyberattack and its aftermath, communication is key.

Communication has both internal and external elements. Internally, employees and department heads must know when a situation needs to be escalated and to whom the report must be made for the best response. Externally, the company must establish lines of communication in the initial response when it identifies a breach (to network providers, outsourced IT personnel, banks and law firms), and in follow-up response (to government regulators and affected internal or outside personnel).

• Ready and Train Employees. All employees should receive training, at the appropriate level, on how to respond and lines of communication. Internal IT personnel may receive detailed training about the latest cybersecurity measures and programs. Management may receive training from law firms and law enforcement about threats and legal remedies. All personnel should receive training on the “simple” points: password security, being wary of opening attachments to email from unknown or unlikely sources and being able to spot a phishing email.

The first step is realizing your digital data is vulnerable, but having a plan in place and a team that understands it can go a long way in preparing for the possibility of an cyberattack.

It may not prevent the attack, but it can help mitigate the damage.

Caterpillar Introduces PM620 & PM622 Cold Planers New half-lane milling machines offer Tier 4 Final engines and updated automation features

C

aterpillar Inc. introduced its PM620 and PM622 cold planers during World of Asphalt 2016 in Nashville.

These half-lane milling machines are designed to perform controlled fulldepth removal of asphalt and concrete pavements in a single pass. Operating weight for the PM620 is approximately 73,260 lbs. and the PM622 is approximately 74,580 lbs.

The PM620 and PM622 are powered by a Cat C18 ACERT engine, a turbocharged, 6-cylinder diesel engine that provides 630 hp of gross power. The C18 engine meets U.S. EPA Tier 4 Final and EU Stage IV emission standards.

The engine is iso-mounted to reduce vibration and increase operator comfort.

The Automatic Engine Speed Control feature allows the engine to optimize output to match the load, reducing excessive fuel consumption and wear on the engine.

Automation There are several automated functions to simplify operation. The operator’s platform has a ‘hold’ button to stop the

machine and pause various functions while making truck interchanges or job stops.

It returns to previous working speed and functions when deactivated.

There is a speed limit to allow the operating speed to set to ensure consistent operations.

The machines are equipped with position sensing cylinders in the posts and hydraulic systems, providing basic machine function improvements such as service height indications and rear leg auto-stop. It also enables the optional Cat Grade Control system to include additional capabilities.

Operator’s station The operator’s station features dual operating controls, including joystick steering/propel lever, upper conveyor controls and rear track steering controls.

Ergonomic instrumentation layout has been designed for comfort and ease of use.

A touchscreen display is visible in day or night conditions, and keypads are backlit for comfortable low light operation. Keypad controls are positioned

within easy reach for the operator.

The computerized monitoring system includes several electronic control modules (ECMs) that constantly monitor system pressures and engine conditions with multiple modes of operation. The system can provide selfdiagnostics and fault codes to the touchscreen display.

Cutting system The cutting chamber features a design that streamlines material flow, reduces wear on the chamber, and has enhanced flush cutting capability. Side plates move via independent hydraulic cylinders that are equipped with position sensors.

A hydraulically operated anti-slab device prevents slabbing of the road surface. It also protects the collecting conveyor and ensures an optimum discharge opening to the rotor chamber.

The chamber features a right side hinged door to provide service access to the rotor. The moldboard, side plates and anti-slab device all feature raise, lower, float and hold functions.

Automatic Load Control

is a standard feature to enhance machine productivity while milling.

An ECM continually evaluates engine rpm and controls propel speed as required to maintain peak performance for maximum output.

The PM620 is equipped with a 79-in.-wide high production rotor and the PM622 is equipped with a 88-in.-wide high production rotor. The maximum cutting depth is 13 in.

The rotor is equipped with durable three-piece, quick release tool holders and carbide-tipped cutting bits arranged in a chevron pattern for maximum breakout force.

Optional Cat Diamond Bits are available for greater cutting performance during certain applications.

A standard water spray system lubricates the conveyor belt and helps control dust. The nozzles focus water spray in a flat fan pattern to the rotor for better cooling of cutting bits.

The system features an automatic function that operates only when the rotor is engaged and machine is moving forward, which conserves water.

Autonomous trucks: driverless solutions

From dozers to freightliners, trucking is becoming smart. Rio Tinto mining in Australia is currently utilizing 69 autonomous dump trucks with GPS to transport ore. The trucks are controlled remotely by a single driver, which amounts to a more efficient use of resources and creates a safer work environment for employees.

Mining isn’t the only place driverless trucks are showing up. Autonomous crash attenuator trucks are coming to the highway construction zones of Florida — the first state to test this type of vehicle. Crash attenuator trucks save lives in construction zones but endanger their drivers, so this pilot program uses completely

driverless trucks. The technology works by leader/follower programming or remote control, utilizing GPS Waypoint navigation.

Materials: revolutionary or recycled

Carbon fiber and 3D printing are changing the way items like turbine blades are constructed. The carbon fiber is printed in honeycomb-shaped structures, with reinforced cell walls making it durable. This technology has the ability to revolutionize the creation of wind turbine blades and other instruments currently created from balsa wood.

Not all construction materials need to be new: sometimes they can be recycled instead.

We all know asphalt is the most recycled material in the world, and the amount and way these recycled materials are used in the construction of roads is increasing.

Concrete is also a common construction material, and up-and-coming technology and research will mean that the concrete industry’s impact, mainly in the form of obtaining aggregate, will be reduced through recycling.

At the jobsite: monitoring productivity

Drones are popping up everywhere, and the jobsite is no different. Look out for drones checking on job progress and keeping the site secure. Drones are mapping worksites and generally keeping tabs on productivity and safety. Footage shot by drones is even being used to analyze when jobs will be finished and show progress to clients. In essence, drones are becoming productivity monitors.

Live construction drawings are creating a real-time progress monitor that can be viewed anywhere. Fieldlens is just one program that allows you to view your plans from anywhere, including on a mobile device. It allows users

On the road: street smarts

While some technologies are already being piloted, others are still in the works. For instance, smarter roads are being developed.

Dutch firm Heijmans and designer Daan Rosegaarde are working on a technology called Smart Highway that incorporates glow-in-the-dark lining on road decks, electric priority lanes, interactive lighting and utilization of dynamic paint.

Another Dutch company, SolaRoad, is working on roads that will generate solar power. These roads will absorb sunlight and convert it to electricity. So far, it has been tested outside of Amsterdam and generated about 3,000 kWh in the first six months.

Rieth-Riley Reconstructs a Portion of U.S. 31 in

INDIANA Despite traffic challenges and trucking shortages, this paving company was able to complete this $60M highprofile project with over 200,000 tons of asphalt laid

Route 31 runs from Spanish Fort, AL, to Mackinaw City, MI. In Indiana, the highway enters the state via the George Rogers Clark Memorial Bridge between Louisville, KY, and Clarksville, IN. The 266 miles of U.S. 31 that lie within Indiana serve as a major conduit for the state.

One stretch of U.S. 31 is the main artery to and from Indianapolis from the north.

While the pavement was in need of resurfacing, there was a higher purpose in the reconstruction of this segment on this highway.

This stretch of U.S. 31 – from 169th Street to 203rd Street in Westfield, IN, was one

of the final road improvements funded by Indiana’s former Governor Mitch Daniels’ “Major Moves” campaign.

The aggressive 10-year transportation plan started in 2005 to significantly improve and expand Indiana’s highway infrastructure.

Major Moves was funded in part by the $2.6 billion generated by the leasing of the Indiana Toll Road.

The desire to convert this stretch of highway, which was approximately 23 lane miles, into a limited access highway was the primary reason for the project, says Eric Jordan, project manager with Rieth-Riley Construction Co., who won the bid for the

“Not only was the main road of U.S. 31 completely rebuilt, including elevation changes, but the crossroads were redesigned and rebuilt with roundabouts and other improvements,” he says.

Because of the nature of the reconstruction, this was a high profile project for Rieth-Riley, which specializes in asphalt and concrete paving, site preparation

PAVING INNOVATIONS The project was located directly through a main artery in Indianapolis. Traffic delays and business disruptions had to be kept to a minimum, while ensuring safety of the crew and traveling public.

and excavation, bridge construction and underground utility installation and has locations in both Indiana and Michigan, and others.

“This project went directly through a main artery on the north side of Indianapolis,” says Jordan. “Besides the significant traffic, the route winds its way through an affluent area with many prominent businesses along the route. It was an important project for the state of Indiana, INDOT and the City of Westfield to minimize traffic delays and business interruptions, as well as the safety of the traveling public and construction workers.”

Reconstruction process The project was started in September 2013 and was just recently completed in midOctober 2015.

Rieth-Riley completed nearly 75% of the $60 million project with its own labor force and equipment. One of the first steps of the project was removing 1.5 million square feet of a combination of asphalt and concrete pavement. This, like the majority of the project, was completed in two different phases, southbound then northbound, explains Jordan.

After the pavement was removed, 300,000plus cubic yards of dirt were imported to the site to build up the grade nearly 25 feet to carry the new U.S. 31 over four intersections previously controlled by traffic signals.

Rieth-Riley completed all bridge construction themselves at the four locations, says Jordan.

“The imported dirt was retained at the

bridges by 200,000 square feet of mechanically stabilized earth (MSE) walls installed

by Rieth-Riley,” he says. “The final layer of dirt below the 14 inches of asphalt was treated with cement.”

The 14-inch dry cement subgrade treatment was used below 90% of the pavement. “Our subcontractor, Mt. Carmel out of Illinois, performed this work,” says Jordan. “After the cement was introduced into the subgrade, a 72-hour cure time was observed prior to paving.”

Rieth-Riley worked closely with the Indiana DOT (INDOT), whose designers determined the pavement design.

Approximately 200,000 tons of asphalt were laid in five layers totaling 12.25 inches deep.

INDOT 401 QC/QA mixes were used due to

proven reliability, says Inniger.

“As the project moved along, there were some alterations made, such as switching from a slurry to dry cement subgrade treatment,” says Jordan.

New drainage was also installed throughout the four miles to accommodate the drastic elevation changes of the highway.

Rieth-Riley utilized Caterpillar equipment with GPS systems.

“Rieth-Riley has made significant investments in GPS, much of which to help construct U.S. 31,” says Jordan. “Dozers, graders and excavators equipped with GPS were used to more efficiently handle dirt and stone. Our GPS robotics were used to establish line and grade for precise concrete placement.

“This project helped further develop our use of GPS and resulted in more accurate and timely results,” he says.

Challenges Traffic control was a major consideration in this reconstruction project. Commuters on U.S. 31 move through one of the busiest access routes in the city.

The majority of the traffic was pushed onto existing northbound lanes to construct southbound, explains Jordan. Temporary asphalt widening was added to maintain two

North of 181st street, traffic was down to one lane each direction during construction.

The new 169th and 181st streets were built under 14-day closures.

“The most complicated potion of the project’s traffic control was the construction of SR 32-which contains heavy traffic in all directions,” says Jordan. “Five phases were required to rebuild SR 32, ¼ mile on each side of U.S. 31, in order to keep traffic flowing through Westfield’s busiest intersection.

“Completion of the project saves commuters significant time from no longer having stoplights throughout the stretch,” says Jordan.

Trucking shortages also became a problem at times as there was significant fill for the raised bridges.

“Pre-planning to minimize how many truck-intensive activities were going on at the same time was crucial,” says Jordan.

“The U.S. 31 project was the largest active job we were doing at the time,” he continues.

“The high profile nature of the project within the company and the community gave a sense of pride to all involved.”

The U.S. 31 project was a great success in that it met the objectives of INDOT and the traveling public.

The distracted driver is the #1 risk for highway workers “Distracted driving is the leading cause of road construction worker fatalities,” says Lee M. Cole with Oldcastle Materials. Cole offers up these sobering statistics obtained from a poll of more than 2,800 American adults: • Approximately 86% of drivers often eat or drink • Over 1/3 of drivers (37%) have sent or read text messages • 41% of adult drivers have set or changed a GPS system • 36% of adult drivers have read a map • One in five have combed or styled their hair • Approximately 14% have put on makeup at least once • About 13% have surfed the internet • Younger drivers were more likely to engage in distracted driving • Men were more likely to drive while drowsy, after drinking, reach a map, use a GPS and use the internet • A large percentage of people said they know distracted driving is dangerous, but do it anyway

The AWARE system is a radar-based system that can detect a potential work zone intrusion from multiple vehicles, and, simultaneously, warn the errant driver and workers who may be in harm’s way, says Nathan Creech, president of the Southwest Division of Oldcastle Materials Inc. The system consists of a sensor that includes electronically-scanned radar, highprecision differential GPS, accelerometers,

gyroscopes and magnetometers for position and orientation sensing, explains Creech.

High-definition video and several wireless interfaces are used to monitor traffic in the area. All of this is to broadcast a warning when an intrusion is detected.

“A second sensor includes a tracking device that is typically strapped to the workers’ hard hats, vests or armbands with high-precision position sensing as well as wireless interfaces

“The system detects a threat by determining speed, position, trajectory, and stopping distance, therefore providing valuable seconds that could save lives of the workers and the motoring public,” says Cole.

Best practices to keep your workers safe In addition to the AWARE System, Oldcastle Materials employs daily best practices to keep its workers safe in the work zone.

Safety best practices is a top-down value, meaning management needs to be all in and supportive of the philosophy.

“At Oldcastle, we expect management to not only support the best practices, but also to encourage more innovation/ideas from our workers to provide additional tools to use in defense of work zone intrusions,” says Cole.

When it comes to keeping workers safe from work zone intrusions, training is top of the list.

“First of all, workers need to make sure they receive the proper training before they work on any project,” he says. “Education regarding the risks and how to mitigate those risks takes time. Do not send a novice out to the road construction project too early.”

Second, everyone needs a mentor, another worker to watch out for us,

says Cole. “Fatigue and complacency are major contributors to fatalities involving distracted driving. We need to do whatever we can to defend against these conditions.”

Because training is a top priority, it needs to be ongoing through daily safety meetings, risk assessments and true-to-life stories.

“Risk assessments are conducted at the beginning and throughout the day when conditions change,” says Cole.

“We believe the best practice approach takes us beyond compliance – beyond the rules and regulations. We believe compliance is just the foundation upon which best practices provide the walls and roof of protection that saves lives.”

The company plans to test the system on 12 more projects across eight states in 2016.

“Our goal is to have this system available to all our road crews by 2017,” says Cole.

“There is no doubt that this system will save lives in the future,” he continues.

“We are not concerned how this affects our bottom line. We have a major investment in this system now and have done so for the sole purpose of providing a safer work environment for our most important asset, our employees.”

PAVING INNOVATIONS an abbreviated paving season that doesn’t kick into high gear until June and can hit a hard stop in early November. However, demand is at an all-time high, thanks to an economy that’s on the upswing. Colorado is currently ranked number four in the nation for employment growth according to Bloomberg data, with residential and commercial infrastructure keeping pace.

One might assume that the growth of Brannan is a result of favorable circumstances.

But the company has long followed a lean mindset that squeezes the highest quality and productivity from their operations.

“Here in the Denver area, sustaining volume is the challenge – just keeping ahead of production demands while making sure that what we put into and pull out of the plant is quality,” says Jon Joesten, quality control manager with Brannan. “When you are taking out thousands of tons of asphalt per day, every pound of that is going somewhere.

So staying ahead of the game in regards to production and consistent quality is a big deal.”

This focus on meeting demand is how Brannan has stayed true to its heritage. In 1906, J.W. Brannan chanced upon a sand and gravel deposit and began peddling the materials to foundries in downtown Denver.

The aggregates business proved increasingly profitable as dirt roads transitioned to paved highways and asphalt was added to the product portfolio in 1943. The company expanded over three generations and today is led by J. C. “Curt” Marvel Jr., whose father worked for the Brannan family.

It’s a high-caliber corporation but without the pretentiousness that can accompany being the top-seeded player in town. Brannan is a contractor for all budgets, Theran says, from

resurfacing grandma’s driveway, to paving the streets of downtown Denver, to meeting exacting smoothness standards for the Denver Grand Prix course – a project that received the Excellence in Construction - Landmark Project award by Associated Builders & Contractors Inc. During the summer of 2015, Brannan was contracted to pave a new 60-acre airport parking lot at Denver International Airport (DIA). The lot includes 10 acres of covered parking for added traveler convenience. The entire project was paved using a Volvo P7110 tracked paver that placed 65,000 tons of mix in two lifts of 4-inch and 2-inch thicknesses.

Concurrently to the DIA project, Brannan was awarded a contract in adjacent Aurora to resurface the city’s residential and arterial streets, laying 60,000 tons of hot mix asphalt (HMA) and 40,000 tons of stone matrix asphalt (SMA) in one lift, ranging from 2-inches to 3-inches in thickness. was placed with a Volvo PF6110 tracked paver while the SMA was placed on high-traffic thoroughfares using the Volvo P7110.

A trusted name Loyalty runs thick through Brannan’s employees, many of whom have made a career with the company. That fidelity also carries over to the equipment they rely upon day in and day out. In fact, the number of brands in Brannan’s fleet can be counted on one hand.

Running lean puts high demands on equipment uptime. The paving division operates a stable of five Volvo PF6110 and one Volvo P7110 tracked pavers.

“We find a brand we like and we stick with it,” Theran says. “If we don’t like the equipment or the level of support we receive from our dealer, we won’t continue to buy it. If we have issues, we will make a change.

That’s just what we do.”

When general paving superintendent Abraham “Abe” Perez started with Brannan as a laborer in 1975, the crew ran Blaw-Knox pavers. It was a trusted brand supported by Denver dealer, Faris Machinery. After Volvo acquired Blaw-Knox as part of the IngersollRand purchase in 2007, Brannan ordered the new 6000 Series pavers when they hit the market two years later. However, those early Volvo pavers were not without some faults.

so they understand our business,” division manager Chuck Irsik says. “The difference for us is how a vendor handles a problem. That is often the most important factor in determining what equipment we buy. Am I customer number one or am I customer number 27?”

In the case of the Volvo 6000 pavers, Volvo owned up to the issues and worked through Faris Machinery to make it right.

“All of those early problems were solved and Volvo continued to make improvements to their pavers by listening to customers like us. It shows their commitment to the road machinery line,” he says.

“Working with Faris Machinery and Dave Barthel has been a really good partnership, and that is what it is — a partnership,” says Theran. “They aren’t just selling equipment.

They’re performing paver rebuilds and service, as well as training, and have been doing so for many, many years.”

Brannan’s pavers are on a five-year replacement schedule. That timetable coincided with the launch of the Volvo P7000 series paver that recovered the Blaw-Knox reputation for reliability and embraced design changes that appealed to operators — taking into account the feedback of heavyweight users like Brannan.

For example, the new paver’s low profile frame was the first change noticed by the crew, says Irsik. “They like the visibility the new pavers provide. When we transitioned to the PF6110 from the (Blaw-Knox) PF5510, it appeared to be a larger paver due to the operating platform. That was somewhat intimidating to the operators. With this new 7110, even though you sit lower it has 360-degree visibility and the operator seats extend out beyond the platform so you have a full line of sight if you are pulling a string line or matching curbs. You can see the entire flow of material. It’s easy to use and it is also very quiet.”

Continuing the lean philosophy, Brannan uses just-in-time delivery for its paving operations. The Volvo 7110 keeps pace with consistent material flow matched to the paver’s speed. “We want to keep our paving train moving consistently at around 25-30 feet per minute because that is what we need to maintain quality,” Theran says. “With the paver’s meter gauges, we can easily see our speed and know if we need to make any adjustments back at the plant or with our trucks so we have perfect timing.”

PAVING INNOVATIONS Quality in the mix The capability to develop, test and manufacture aggregate products in-house gives Brannan a tight handle on quality control.

Of Brannan’s four asphalt plants, three are situated within a three-mile radius along the I-76 artery and produce hot and cold mix asphalt, LEED-certified porous asphalt and polymer enhanced asphalt. The lion’s share

of Brannan’s binder comes from the Albert Frei & Sons granite quarry, the last greenfield quarry in the Denver area.

All four of Brannan’s asphalt plants — Lipan Street, I-76, Rock Creek and 62nd Avenue — have earned the National Asphalt Paving Association’s Diamond Achievement Award for Environmental Excellence.

“In 2013, the opportunity arose for us to

use 30 acres at Lipan Street to build a new plant and relocate operations offices,” says Josh.

Brannan took this blank slate of land and designed a progressive plant with efficiencies to improve asphalt throughput and quality. The plant is divided into five areas: cold feed/RAP/RAS bins; tank farm; dryer, burner and baghouse; mix silos; and load out and control house.

Features of the Lipan Street plant include: • Gencor Industries Ultradrum 500 tons per hour-tph dryer • Gencor Ultra II-135 high-efficiency gasfired burner with 10 hp blue smoke top capture system that recirculates gases produced during loading to the top of the batcher • Custom-built control house • Gen III blending control system to control individual aggregate feed to the burner The plant also incorporates a Gencor 500tph lime pugmill and 900 bbl lime silo that adds 1% lime to all hot mix to strengthen the binding properties of the aggregate to prevent stripping and ultimately extend road life.

Additionally, the Lipan plant has a mineral filler silo and fiber machine so SMA mix can be produced.

Six Gencor deluxe hot mix storage silos with safety gates are fed by a Gencor 500tph, 92-foot drag slat conveyor. John adds, “Because of the short paving season, everyone wants to load early so it was common to see long lines of tri-axles waiting before dawn for the plant to open. We installed two truck scales to accommodate truck traffic and more efficiently load out.”

The I-76 location features a Gencor Ultrafoam GX green machine system that allows the AC and water to be introduced at widely different flow rates and temperatures for the production of warm mix.

“Every year we look back and reflect on the previous season to determine what we can improve upon over the winter months, whether it be in the field or internally,” Theran says. “We also conduct a lot of employee training to keep everyone updated on the latest changes. We want to be prepared for new opportunities and smart growth.

If we take care of those things, who knows what will happen in the next five years, but Brannan will be ready for it.”

OSHA Issues Final Rule for Silica Dust Exposure Rule will take effect June 23

I

n late March, the Occupational Safety and Health Administration (OSHA) issued its final rule on silica dust exposure. The goal of the new rule is to curb lung cancer, silicosis, chronic obstructive pulmonary disease and kidney disease in America’s workers by limiting their exposure to respirable crystalline silica. The rule is comprised of two standards, one for construction and one for general industry and maritime.

There are several key provisions in the final rule: • Reduces the permissible exposure limit (PEL) for respirable crystalline silica to 50 micrograms per cubic meter of air, averaged over an 8-hour shift (previous limit was 250 micrograms).

• Requires employers to use engineering controls (such as water or ventilation) to limit worker exposure to the PEL, provide respirators when engineering controls cannot adequately limit exposure, limit worker access to high exposure areas, develop a written exposure-control plan, offer medical exams to highly exposed workers and train workers on silica risks and how to limit exposures.

• Provides medical exams to monitor highly exposed workers and gives them information about their lung health.

• Provides flexibility to help employers — especially small businesses — protect workers from silica exposure.

Compliance schedule Both standards contained in the final rule take effect June 23, 2016. The construction industry (e.g., milling operations) must comply with the final rule by June 2017 and June 2018 for general industry (e.g., at an asphalt mix facility).

OSHA estimates that the rule will save over 600 lives and prevent more than 900 new cases of silicosis each year, once its effects are fully realized.

The final rule is projected to provide net benefits of about $7.7 billion annually.

Most employers can limit harmful dust exposure by using equipment that is widely available — generally using water spray systems to keep dust from getting into the air or a ventilation system to remove it from the air. The rule provides greater compliance assistance to construction employers by including a table of specified controls they can follow to be in compliance.

to devise engineering controls that would control silica dust emissions during milling operations.

“Through their hard work, the Asphalt/ Silica Milling Machine Partnership developed efficient solutions to this potential hazard, and we are pleased that OSHA recognized the effectiveness of these engineering controls by specifying their use in the standard,” says Marks. “Many newer existing milling machines already have these controls in place, and manufacturers have pledged to have them on all half-lane and larger mills starting in January 2017. In addition, retrofits will be made available for older model milling machines.”

Although there will be costs in complying with the rule, NAPA believes the asphalt milling machine industry is well positioned to meet the new OSHA silica standard by its effective date and that the enhanced engineering controls developed through the Asphalt/Silica Milling Machine Partnership will protect those working on or near these large milling machines, says Marks.

“NAPA recently issued interim guidance for the industry (see sidebar) but we continue to review the rule as it relates to other asphalt pavement mix production and construction activities, and we expect to provide our members with additional guidance in the near future,” he says.

“The rule does allow employers flexibility in meeting the standard, and it doesn’t necessarily require respiratory protection or even engineering controls so long as an employee does not exceed the PEL,” Marks says. “NAPA is currently reviewing employee exposure across a variety of job tasks and activities to see where the industry needs to focus its resources and actions.”

Micro Surfacing in the desert American Pavement Preservation conquers a remote location and stringent specs to secure success on a road leading to a solar energy plant in Nevada

abbs Road is an old county highway located in a remote area outside of Tonopah, NV, about 190 miles northwest of Las Vegas. An 11-mile stretch of this two-lane, 28-foot-wide roadway was in need of rut filling and micro surfacing, and American Pavement Preservation was tasked with the job.

Gabbs Road leads into the Crescent Dunes Solar Energy Project, a 110-megawatt net solar thermal power project located near Tonopah. In order to return the road to its previous condition after damage from the construction of the solar project, the Gabbs Road project had to be built to Nevada DOT (NDOT) and NYE County Nevada requirements.

Project preparation According to Eric Reimschiissel, president of American Pavement Preservation, in order

to prepare for the project, a sampling of the emulsion and aggregate was sent to a qualified testing laboratory for mix design properties.

“We also had multiple meetings with the client for clarification on the scope of work and specifications for the job,” he says.

Adhering to stringent specifications, American Pavement Preservation identified ruts with 0.5-inch-plus depression for rut filling as well as any surface scratch coat profiling which needed to be addressed.

The tire ruts were filled with micro surfacing material utilizing a 6-foot rut box.

Reimschiissel points out that rut filling is not typically done much anymore because today’s asphalt mixes are designed to be more rut resistant and stable.

“Once the rut filling and scratch coat profiling was completed, we started placement of micro surface treatment along the 11-mile section of roadway,” says Reimschiissel.

“These micro mix designs not only met but exceeded the project specifications producing a high quality product,” says Reimschiissel.

of the project. “The location we had was the only area we could use due to the narrow edge of the road and shoulders,” says Reimschiissel.

Because of the remote location of the project, there was also a limited water supply.

And public traffic had to be accommodated full time with a one-lane pilot car.

Testing and inspections were also a recurring event on the project because of the stringent specifications.

“Client and local government inspections were conducted on a full time basis as well as daily sampling and on-site testing of the materials used throughout the project,” says Reimschiissel. “Constant communication was a big part of making this project successful.”

Constant communication meant daily crew meetings in the mornings and good organization and planning. “We couldn’t talk much during the day because of the limited, remote location,” he says. “All parties involved with this project were great to work with, which made success for all of us that much easier.”

A Review of the 2016 AEMAARRA-ISSA Annual Meeting The gathering was held Feb. 23-26 in Bonita Springs, FL

epresenting over 150 of the world’s leading companies in the pavement preservation and rehabilitation industries, over 350 attendees gathered to participate in the 13th combined annual meeting of the Asphalt Emulsion Manufacturers Association (AEMA 43rd Annual Meeting), the Asphalt Recycling & Reclaiming Association (ARRA 40th Annual Meeting), and the International Slurry Surfacing Association (ISSA 54th Annual Convention). Held in Bonita Springs, FL, the gathering heard more than 30 speakers over the four-day period.

The meeting was a concentrated assembly of industry promotion and technological advancement, as industry leaders and innovators joined together in a unique opportunity to discuss subjects of common interest and to share news of accomplishments in their related fields. This year’s program focused on “Getting Value from your Industry Association.” The meeting highlighted advancements in technology and the application of asphalt emulsions and other additives, asphalt recycling and reclaiming, slurry and micro surfacing, chip seal and crack treatments.

In addition to the usual working and technical committee sessions, registrants heard presentations from numerous industry experts and leaders on a wide variety of subjects.

The Annual Meeting began with the president’s welcome by AEMA President Archie

Reynolds (Walker Emulsions), ARRA President Ryan Essex (Miller Paving Ltd.), and ISSA President Rusty Price (Intermountain Slurry Seal).

The first presentation of the meeting was a keynote titled “Getting the Most from Your Association” by Shelley Row, Shelley Row Associates LLC. Next was the Washington and Legislative Report provided by Williams and Jensen’s Tracy Taylor.

Jim Moulthrop, FP2 Inc., gave a presentation on “FP2: How It Works for You.” Larry Galehouse, National Center for Pavement Preservation, followed that with a presentation on “The Benefits of Working Together.” After Galehouse, Dr. R. Buzz Powell, PE, National Center for Asphalt Technology, gave an update on the NCAT Pavement Test Track.

The last presentation of the morning was by Hari Kalla, FHWA Office of Asset Management, Pavement, and Construction, about the FHWA Pavement Program.

The afternoon featured breakout sessions for each association.

During AEMA’s Session, Past AEMA President Mark McCollough, Asphalt Materials, Inc., presented the “2016 AEMA Strategic Planning and Marketing Update.” Chris Lubbers, Kraton Polymers, provided the “PPETG – Emulsion Task Force Update (ETF).”

Following that was the “Regulatory, Environmental, Health, & Safety Compliance: Relevance to the Asphalt Emulsion Industry” presentation by Everett Crews, Ingevity.

Andrew Braham, P.E., University of Arkansas, discussed the “Asphalt Emulsion Residue Recovery: State of the State.” BASF’s Arlis Kadrmas presented “Asphalt Emulsion VOC Testing.” The last presentation was “Rejuvenating Chip Seal Specifications - Using the Bending Beam Rheometer” by Trey Jordan, Paragon Technical Services Inc. ARRA’s Session started with “Soil Stabilization Spreaders: Information and Best Practices” by Michael McHugh, Stoltz

MFG., LLC. After Michael was Kyle Hammon, Roadtec, Inc., discussing “Milling for Smoothness, Milling for Profit.” The next presentation was “Fine Milling and Micro Milling to the Next ‘Level’” by Randy Dobson, Caterpillar. The last ARRA session was on “Intelligent Compaction (IC) for Cold In-place Recycling” by Donald M. Matthews, PE, Pavement Recycling Systems Inc. ISSA’s Session began with a discussion on the “Low Noise Micro-China Market”

by Delong Wu, Shanghai Longfu Materials Technology Co. Scott Dmytrow, Telfer Pavement Technologies, followed Delong with a presentation on “Promoting Multi Lift Preservation Treatments.” Rex W. The following day began with the AEMAARRA-ISSA Recognition Breakfast. Following breakfast was the second keynote on “Work Force Issues 2016” given by Keith Reester, Reester & Associates. This was followed by AEMA, ARRA, and ISSA annual business meetings.

The last day continued the individual association’s breakout sessions.

The attendees came back together for two final presentations before the meeting adjourned. Wirtgen America’s Tom Chastain gave a presentation on micro milling. The final presentation was on “Trucking as a Regulatory Target: The View through the Windshield,” by Ken Armstrong, Florida Trucking Association.

The 2016 AEMA-ARRA-ISSA annual meeting was a huge success. We hope to see you next year for the 2017 AEMA-ARRAISSA Annual Meeting held Feb. 14-17, 2017 at the Westin La Paloma Resort & Spa in Tucson, AZ.

Reviving Recycled Asphalt

A

There is a solution to help minimize the damaging effects of RAP

sphalt pavement is America’s most recycled product. Each year, the National Asphalt Pavement Association (NAPA) conducts a survey to gather information from the industry on how much reclaimed asphalt pavement (RAP) and recycled asphalt shingles (RAS) are consumed annually.

NAPA’s 5th Annual Asphalt Pavement Industry Survey on Recycled Materials and Warm Mix Asphalt Usage: 2014 reported that the amount of RAP used in hot mix asphalt (HMA) and warm mix asphalt (WMA) was 71.9 million tons in 2014, a 28% increase from 2009 tonnage.

If we assume that RAP contains 5% asphalt binder and 95% aggregate, this constitutes 3.6 million tons of binder and 68 million tons of aggregate, non-renewable resources that can be recycled back into use.

When combined, the recycled binder and aggregate adds up to significant potential

savings to contractors, agencies and taxpayers.

This then begs the question – which sector is using the most RAP and why aren’t we, as an industry, using more?

Many agencies allow the use of RAP in hot mix asphalt albeit with limits. RAP use in surface mixtures generally ranges from zero to 15%, while higher ratios ranging from

20% to 30% are seen in structural layers.

RAP can be of extremely high quality containing Class 1 aggregates as well as oxidized asphalt. Recovering these resources can be valuable to the taxpayer. Recycling and reusing this valuable resource can significantly reduce the cost of a ton of hot mix, but the oxidized asphalt in RAP has a stiffening effect on the mix. Excessive quantities of a stiff binder can lead to reduced flexibility, early cracking and premature failure.

Agency evaluation of high RAP mixes Performance is always a concern. Agencies are working hard to better understand the performance of high RAP mixes. Their goal is to limit the detrimental effects of RAP while maximizing the valuable RAP resource.

Intuitively, it is best to avoid excessive stiffness that may compromise flexibility. There is currently no consensus on the best method for evaluation of high RAP mix performance, but two methods are gaining traction: • Binder Performance Grading (PG) Approach Some agencies assess extracted asphalt binder properties using a series of tests to determine how they relate to the conditions under which the asphalt is used. Mixture from the field is required to meet original PG binder specifications to maintain expected performance for the climatic area. Alternately, other agencies prequalify mixtures and establish a qualified Job Mix Formula (JMF) based on binder properties where a RAP extract is lab-blended with asphalt and additive. PG grading confirms the JMF that is approved for use.

• Mixture Performance Approach Some agencies take the approach of evaluating mixture performance. Opposing mechanical properties such as stiffness and flexibility may be balanced in mixture performance testing.

Modulus test methods such as Indirect Tensile Strength or Marshall Tests are conducted to define stiffness. Flexibility and Fracture Energy Tests help predict crack resistance or strain tolerance.

Other tests under consideration by agencies include the Texas Overlay Test, the Disk-Shaped Compact Tension Test and the Semi-Circular Bending Test. Hamburg

Wheel Track Testing is also considered to ensure that mixtures do not get too soft and rut or strip.

Overcoming RAP limitations RAP use does have limits if left unaided.

Over the years, early cracking and unexpected raveling in asphalt containing RAP have driven RAP use to the current generally accepted safe limits typically topping out at 15% to 20%. Changing binder grades to a lower PG grade, however, has been effective in incrementally raising RAP limits. Thereafter, mix performance is at risk and mitigating strategies are needed.

So how can agencies and contractors balance the cost-savings and environmental benefits of using RAP, while minimizing the damaging effects of stiffening the mix?

One company has developed an additive to address this very issue. Road Science’s Revive 1114 is an asphalt additive that facilitates significantly increased RAP usage while maintaining mix flexibility and controlling stiffness. The additive works in two separate ways: First, it has a high solvency for the old, aged and oxidized asphalt. This means a very high percentage of the RAP binder will be quickly accessed and brought into the binder/ mastic continuum.

Second, Revive 1114 reduces the complex shear modulus of the resulting RAP-virgin asphalt binder mixture. This combination reduces the risk of undesired performance and enables profitable use of more RAP. Revive 1114 may be added to the binder at a terminal to meet the PG Grade of choice.

Alternatively, it may be directly injected into the binder at the mix plant as required, reducing the need to inventory additional binder grades.

Performance results Lab data illustrates the effectiveness of Revive 1114 on high RAP mixes. A standard lab mixture with 25% RAP and a PG6422 binder was used to provide baseline performance data for comparison. With a tensile strength of 230 psi, the 25% RAP mixture already exceeded the maximum stiffness specified by some agencies. The RAP was incrementally increased to 35%, then 45% with Revive 1114 added, and as

This shows how the Revive 1114 additive reduces the Critical Cracking Temperature

predicted, the Indirect Tensile Strength of the mixture increased linearly.

These lab results demonstrate that incremental amounts of Revive 1114 modify mix rigidity efficiently and effectively. The additive predictably and controllably reduces mixture stiffness.

Low temperature performance is another critical aspect of pavement performance. As temperature decreases, the restrained asphalt layer builds up thermal stresses until the road cracks. The lowest temperature a mixture can withstand before cracking is known as its Critical Cracking Temperature.

In a study of high RAP mixtures on county roads in 2013, the Minnesota Department of Transportation determined that “IDT critical temperature results showed that the addition of RAP significantly increased the critical temperature, predicting less crack resistance” further reinforcing the need for improved crack resistance in high RAP mixes.

The Critical Cracking Temperature of a mixture can be defined using an Indirect Tensile Test. As shown in the chart above, Indirect Tensile Testing of varying percentage RAP mixtures containing Revive 1114 demonstrated that the additive effectively reduces the Critical Cracking Temperature.

High value RAP need not sit in stockpiles or be relegated to low-value fill options. High performance mixtures may be achieved while using higher RAP content predictably and controllably with Revive 1114 from Road Science.

These problems range from the simple, like calibrations, to the more difficult, like failing sample results from mix testing. Most of the time these are short trips with solutions readily recognizable after 43 years of plant experience.

But several times in 2015, I came across a problem that baffled me for a while until I came to recognize the cause. For reasons that will become apparent by the end of this article, I am going to create a fictional company. For three different companies I worked with last year, however, the circumstances were all too real.

While the company is fictional, everything else is true.

In December, I received a call from “Bill,” the owner at “Hot-Top Paving” who was having a problem for a few years with oil content not matching expected output, and 2015 had been his worst year yet.

This year the AC oil inventories were not mathematically close to tallying with known production. He explained that they were producing approximately 180,000 tons of mix per year. They were running six days a week, 50 weeks a year with two weeks out for scheduled maintenance. During the past year they’d paved about 100,000 tons for their own use and 80,000 tons to small pavers in the area.

At Hot-Top, internal jobs ran the gamut from city streets, state highways and federal work, to big box parking lots and even included residential driveways. They had their own well-equipped Superpave and Marshall test lab. As a result of this,

they had reams of recorded test data from the years previous.

I spent several days going over aggregate sample trends and oil content results. I noticed that on the rare occasion they would have a sample out, but in reality their track record was quite enviable.

Almost all of their mix was at a 4.8% of virgin oil after 25% RAP inclusion. This made me wonder if the company was sweetening up the oil for their commercial sales in response to requests of their outside sales customers. As we all know, there is NEVER enough heat or oil in the mix to make the small, private pavers happy.

By my calculations the company should have AC delivery certifications for

roughly 8,700 tons of liquid for the year.

Instead, they had receipts for 9,900 tons of oil. This works out to a projected yearly tonnage of a little over 206,000 tons, not the 180,000 tons that I had been told.

Someplace along the way we were missing more than 26,000 tons of mix. Where was the missing product? I knew the plant calibrations were right. Could this be waste at the plant? I doubted it.

Up to this point I had not visited the plant, instead concentrating on analytical investigation. I arranged with Bill to go to the asphalt plant for a few days to perform an Operational Audit. Typically I’ll analyze plant operations and make recommendations based on what I see that can be improved, like start-up/shut-down waste reduction, on-going fuel usage, safety protocols and in general, basic plant daily operations.

The 350-tph counterflow drum plant had a four-person crew. A loader man, a ground man and two plant operators who, ironically, knew who I was from reading my writings in Asphalt Contractor Magazine.

One of the operators ran the plant while the other operated the load-out system, dispatched trucks and generally oversaw operations. He used a pneumatic tube to send tickets out to the trucks. He was a busy man. Both men were friendly and open to my presence, however I sensed a bit of nervousness from them.

I am used to this because one of the first problems I have at a lot of plants is convincing the operator that I am not there to replace them. I am there to HELP them.

The first day I was there, the plant made about 4,000 tons of mix across the scales. The guys had their start-up/shutdown sequencing nearly perfect with a minimum of wasted rock. I was happy with the basic operations.

During the day, however, I noticed a certain trend. Occasionally the plant operator would launch into his personal life story, telling me about his last vacation or what he wanted to do the next weekend.

that each time he started talking, the load-out operator would hand deliver the ticket to the truck below and then come back up to the control room. This went on all day. I got the distinct impression that I was being purposefully distracted, which made me suspicious.

The next day was a mirror image of the first day. Except this time, I made a point of glancing surreptitiously at the load-out each time. It happened to be a Systems WIN-LC3000, which I’m very familiar with as a dealer. I noticed that the load-out operator was just making a duplicate ticket of his last charge sale. Making it for my benefit, apparently so that I would see a transaction taking place. But the sale was not registering anywhere in the daily totals. Now I was starting to get it.

As I watched, I noticed there were three companies that the load-out operators were selling mix to off the books.

They were stealing the proceeds somehow. I watched operations for two more days, now working to identify the cash customers that were being served under the table. I kept up the friendly facade, because I needed them to think that I had no idea of their thefts. I acted ignorant on how the load-out functioned and was careful not to mention that I noticed that there were three companies that the loadout operator was selling mix to off the books. I saw over 400 tons that were unaccounted for leave the plant in those four days. At $68 per ton, those two guys pocketed over $27,000 to split. I hate thieves.

The next day I met with Bill and told him what I thought was going on. He started with outraged denial. Both the operators were relatives and had worked for the company for years and would never steal from him. So I asked him when he first noticed the discrepancies at the

plant. He was quiet for quite a while, then finally asked me, “What do we do?”

I suggested that we get a security company to install hidden cameras in the control house while everyone was away.

We could then tie that feedback to his office computer and record operations. I would stay at his office and point out the trucks that had been getting the special treatment.

We watched for the whole day Monday. The truck drivers I had identified earlier would come up to the control room, pay a discounted price in cash and leave without a ticket of any kind. As we watched the camera feeds, the two operators would split the cash, pocket it and go on as if it was a normal thing. I could see the pain in Bill’s face as he watched.

I felt sorry for him. These guys were his family, stealing his money.

Bill turned the video file over to the local district attorney. The two guys were arrested within a week and charged. I ended up running the plant and training a new crew over the next month. The cameras stayed in place and Bill now monitors operations a lot closer. He also doesn’t sell hot mix to the companies who were knowingly participating in the thefts.

Over the last year I have helped three different companies root out this kind of theft. If your company has cash customers, I suggest trusting no one. Cameras are your friend. Even the knowledge that those cameras exist can reduce the temptation to do something stupid. The only reason Bill’s guys got caught and ended up in prison, is they got greedy.

These two thieves stole over $1,000,000 from him that he knows about. Had they kept the thievery to a minimum they may have gotten away with it forever.
