The Right Employees Are Out There – You Just Need to Find Them

T

ypically the number one item asphalt contractors list lately when I ask, “What keeps you up at night?” is labor.

It’s tough to find the right people.

It’s tough to train the right people. And it’s tough to hold on to the right people.

It’s a problem many contractors have, which only means the pool of people looking to get their hands dirty with your asphalt company isn’t very deep.

With that in mind, we’ve decided to focus on the labor shortage with some special reports on the topic. In this issue, on page 60, we offer some advice on the most common mistakes made before, during and after the hiring process and how to avoid them.

In our March/April issue, we’ll focus on an asphalt company in Michigan that designed a Future Paving Professional Pre-Apprentice Program to help secure the right employees.

While it might seem hopeless at times, remember, the best available workers are out there. You just need an organized effort to go find them.

Here are some tips to get started in the process from The Contractor’s Best Friend, Brad Humphrey.

Review & replace your “old” job descriptions. Before looking to fill a position, clearly understand what the role of that specific position is.

What are the responsibilities? Include everything from showing up to work on time, to details such as “assisting in preparing equipment/tools for project”

and “support others when requested.”

The more detailed you are, the better understanding you and the potential candidate have of your needs.

Develop an Employee Positional Profile (EPP) which will help refine what you need as far as “social skills.”

Consider the following ingredients of an effective EPP (you will need to expand on each ingredient used for each different EPP developed): • The amount of interaction with other employees • The amount of interaction with contractors, clients, suppliers, etc.

• Level of decision making, problem solving— i.e. figuring things out “on the fly” • Presentation skills needed and who will they present to • Work dress expected: company uniform, long pants, shirts, etc.

• Personality or communication style most needed such as friendly, detailedoriented, methodical, dominant, salesoriented, process focused, etc.

If you have ever thought, “He’s just not right for the job,” you will better understand why information captured from the EPP will greatly benefit your effort to find the best workers.

The construction labor shortage is a real challenge, but like other challenges, it can be overcome with the right tools and the right attitude. Good luck in your efforts & thanks for reading! AC

ROADTEC OFFERS ITS SMALLEST HIGHWAY PAVER The RP-170e 8-foot asphalt paver is designed for maneuverability without sacrificing power

T

he Roadtec RP-170e is a rubber-tire 8-ft. highway class asphalt paver with a 6-ft. 4-in. wheelbase designed to offer greater maneuverability. The hopper width is 10-in. 5-in. with a 11.5ton capacity.

The smallest machine in the Roadtec paver line, the RP-170e rubber-tire asphalt paver is designed to offer better maneuverability, ride quality, and traction.

Two large rear drive tires are steered by two tandem bogie assemblies, and the offset bogie assemblies to increase the ground pressure gradually. Dry disc brakes on both wheels, hydraulic braking, and a parking brake are designed to provide precise control during operation.

Featuring a tight turning radius of 30-in., the 174-hp unit is designed for managing tight spots around barriers and drains. With the narrow shipping width of 8-ft. 2-in., the RP-170e is designed for quick and easy transportation between job locations.

Featuring Roadtec’s anti-segregation design, which now includes larger 16-in.-diameter augers, the auger assembly can be hydraulically raised, lowered or tilted.

This feature can assist in eliminating segregation in certain mixes and is designed to be helpful during the loading and unloading process, as well as with constructing HMA Superpave mixtures. Standard sonic feed sensors control each side of the feed system Dual operator stations hydraulically swing out beyond the sides of the machine, allowing the operator a clear line of sight down the side of the machine, back to the screed and down to the material tunnel. On-the-fly responsiveness is designed to allow the operator to be in the best positon while paving, but move when encountering trees or other obstacles.

The new Comfort Drive operator system embodies the latest in ergonomic design and unobstructed views. Fingertip controls with user-friendly switch and

button placements on the armrest are designed for operator comfort, even through long shifts. A tilt steering wheel controls the rubber tires.

Unit features the FXS fume extraction system, which uses two fans to draw any fumes emitted by the asphalt mix away from the operator. Fumes and exhaust are directed through vents at the front of the engine hood. This large amount of air moving over the hopper is designed to keep the platform fumefree and cooler.

The machine can accommodate numerous screed options to match paving needs. Through partnership with Carlson screeds, Roadtec offers the EZ-IV and EZ-V front mount screeds.

The machine can also be paired with Roadtec-designed S-8 standard wedge-lock screed or the Eagle 8 rear extendable screed. Every screed option is electrically heated and vibratory.

MILLING BENEFITS

These systems can help improve smoothness and yield on any project

T

he advent of 3D milling is not new. The technology has been around since around 2009, and while 3D milling may be more prevalent on airport runway jobs than mainline highway paving jobs here in the U.S., its popularity is increasing.

“We sold more 3D units in 2016 than in 2013 and 2014 combined,” says Kevin Garcia, business area manager for paving and specialty construction in Trimble’s Civil Engineering and Construction Division. “We’re starting to see some states leaning toward including it in specs.”

For example, Oregon’s DOT is implementing 3D milling throughout the state. The agency will provide contractors the data necessary for 3D milling in order to benefit projects with tight constraints or high material costs.

Also known as Automated Machine

Guidance (AMG), 3D milling is a system where milling machines are equipped with computer technology that controls the vertical position of the milling rotors.

3D milling equipment can adjust elevation and slope based upon data sent from a total station, removing the need for extensive labor associated with surveyors placing stakes and equipment operators continually adjusting for variable mill depths.

Garcia says early adopters of the technology in California, Texas, and North Carolina are seeing tangible benefits to smoothness and material management.

ADVANTAGES 3D milling systems allow operators to produce the correct profile for a road without using external, on-site grade references, such as stringline, which can be flawed. A stringline system is only as accurate as the surveyor who sets each pin. It can get hit. It can blow in the wind. Workers will try to step over it and kick it by accident, and then walk away without telling anybody.

With 3D milling, the machine will follow the design rather than a potentially flawed reference.

Stringline also limits use of multiple milling machines. "If you’re running one milling machine, you could set up stringline," says Garcia. "But if you’re running three milling machines on a project, you can't do it. It makes logistics very difficult. Anytime you work in echelon, it makes string hard to maneuver and navigate trucks around."

Multiple milling machines can work at the same time using AMG, however.

“It’s actually much easier to create that smooth surface with the mill, and go out with the paver and lay a fixed thickness of asphalt,” says Garcia. “It’s very easy on that surface to create a nice, smooth lift of asphalt."

smooth surface with the paver, but when you start rolling it, the asphalt will actually compact more above the low spots. Milling it smooth first prevents this problem and saves material.

3D milling can also help you mill more complex designs such as transitions and elevated curves. Imperfections in the existing surface do not affect the final product.

Using 3D technology does not copy existing topography. Because you’re using planned data that is optimized by engineers, any sort of waves or other uneven areas will be corrected regardless what the actual surface looks like.

“The technology allows precise redesign of roads, saves material being

placed and ensures design thickness, which is fundamental for long-term quality,” says Garcia.

Maximizing your yield is yet another advantage of using a 3D system. The surface prepared by a 3D-equipped milling machine is very accurate. With tight specs to meet, wasted material just takes away from the bottom line. Milling accurately helps you to pave accurately.

3D milling can help you mill more complex designs such as transitions and elevated curves.

LIMITS As with any technology, there are limitations. Typical limitations are machine speed, line of sight to the instrument or satellites, radio communication and the availability of design data. Also, if the milling machine is worn out or not maintained very well, or the material it’s supposed to cut is not good, even the best calibrated 3D system will not fix it.

Purchase price can be a hurdle.

Typically, the biggest objection relates to the initial cost of the 3D system.

Multiple machines on site can increase that initial cost.

Of course, the quality of the design data is critical. 3D control systems can place more emphasis on the engineers and surveyors when they do their jobs in the first place. The 'control points' on a jobsite are absolutely key to getting a good final result. If the surveyors are careless when they set out control points, accuracy of the machine control can suffer.

Also, it’s imperative for the engineer who is taking the digital design file and developing the machine control file to be used on the equipment to be accurate in the steps that he is taking. The milling machines are going to build exactly what the design file tells them to build, so if there are problems built into the design file, there will also be problems in the final results. AC

Prepare your Asphalt Plant for

Production Season Proper maintenance before the weather breaks, and after, can help ensure a smooth paving season

W

hen asphalt contractors are ready to pave, your plant better be ready to work.

Unexpected downtime during the paving season is costly not only to your plant operations, but often times for your customers as well. With spring just around the corner, plant operators should be focused on making sure their facilities are in top operating shape before it’s too late and production is stalled.

"The springtime is the busiest time for the service department. Plants do not like to be shut down, not even for one night, and when they are down for months it is even worse," says Mike McClure, regional sales manager, parts department at Astec. "Just like on a daily basis the morning is when you are more likely to have a break down, the spring startup is your most troublesome time of the year."

Asphalt plant manufacturers know their products and can offer insight into what you should address before the season begins.

PREVENTION IS KEY During the winter months, your company should optimize plant downtime by completing a myriad of preventative maintenance tasks. A winter repair regimen for asphalt plants consists of a list of 'trouble spots' that have accumulated

over the course of the season that they know need to be addressed in the offseason. During this time, be sure to thoroughly check things that are often overlooked when they've been trouble-free.

"Every plant should have a checklist for their particular plant for getting ready for storage and the spring startup," McClure says. "Have the list sitting in sight in the control house for several weeks before you shut down and when you see something that needs attention over the winter, put it on the list. Then prioritize the items. During the winter maintenance, make sure everything is done, especially the things that had high priority."

“Proper plant maintenance is a good investment for long term plant operation,” says Mike Devine, president of Asphalt Drum Mixers (ADM).

“Proper maintenance helps to avoid problems at start up in the spring, keeps the plant running at peak performance, helps to avoid downtime and keeps employees safe.”

Devine says the top five touch points that should be looked over before spring start up are the burner, pumps, baghouse/exhaust fan, drag conveyor and belts. “There could be so many more, but where do you stop?” Devine says.

McClure recommends these steps be taken before spring start up to help ensure your plant is ready to work.

Check the thickness of everything that wears: Start with the bins and work your way through the plant, following the path the material takes. Chutes to the drum, the drum itself, the drag conveyor, then the batchers and silos.

It’s too late when the metal is so thin you can’t weld to it. This is most critical on drums and silos where the skin is stressed. You don’t want these to get much less than ¼-in. in thickness and anything less than 0.2-in. should sound warning bells in your head. Almost every year you hear of a silo that starts to “bear can” or “gives birth” and drums that rip

themselves apart. Ultrasonic thickness testers can be found on the internet for less than $1,000 and every plant should have one.

Have your compressor checked when you shut down: If you were shut down for an extended period of time, have it checked again when you put it back into service.

Check all your control wiring and connections: Replace any warn cables, or tachs and Loadcells that look like they can be trouble later. Being down for 1 hour may be more costly that replacing all of them. Get your plant computers running and tested before the first week of production.

Check everything that moves: Grease all bearings and replace any that you think may cause trouble, especially the head shaft of your drags and elevators.

“I try to tell everyone they should keep everything from the drive gears to the shaft and shaft bearings to the segmented sprocket for the drag chain, on the shelf,” McClure says. “Yes they are expensive, but not as expensive as being down a couple of days while you are waiting to have these made and shipped.

It happens many times every year at the worst times.”

During the winter months, your company should be optimizing plant downtime by completing preventative maintenance tasks.

Have your heater serviced, and heat up your plant early: It can take a long time to get a plant heated back up, especially in the north.

“I have been to several plants where they could not start on schedule because the oil was not hot, and have even had plant damaged due trying to run when they were too cold,” McClure says. Make sure your heating oil is in good condition, it doesn’t last forever.

Additives and cleaning chemicals can be circulated through your system to prolong the life of the oil, but it does have a finite life and should be changed.

Make sure burner is clean, checked andready to go: McClure says it would even be wise to have a technician check it in the first couple of weeks of running. “He will save you, in burner fuel, and possible down time, many times what he will cost.”

THE DAILY GRIND When the season is in full swing, some plant operators don’t stop to think about daily or weekly maintenance checks.

However, not completing this maintenance can be detrimental to your plant operations causing you to lose time, money and customers.

"The number one most expensive part of plant maintenance is downtime," McClure says. "Your plant not running is going to be more expensive than any part you're going to need to buy to fix the problem."

“If maintenance is not done regularly, material could be packed in the drum or drag causing more expensive problems,” Devine says. “Motors and gear reducers could seize up, employee injuries could occur and more importantly the plant may not be running at maximum efficiency, costing you money.”

ADM recommends these daily checks for your asphalt plant to ensure safety and maximum efficiency:

Daily Maintenance Checklist: Bag house and primary drop out chamber: • Drain the air compressor & manifold(s) of condensation.

• Normal operating pressure should be 3-in. wc to 6-in. wc.

• If the pressure is more than 7-in. wc operating pressure, check the filter clean rate, grain loading, pulsing time (cleaning), backwash air pressure (90 to 100 psi).

• Check the belts and drive components on the baghouse screws and blowers.

• Check oil levels in gearboxes.

• Check for leaks in the gearbox seals.

• Check the fines material level in the unit.

Cycle silo gates, bypass gate and asphalt valve: • Check for loose or worn bolts, nuts and pins on the air cylinders.

• Check for airline leaks.

• Check for loose cylinder rod end locking nut.

• Lubricator is filled with light tool oil.

Air compressor: • Clean the dirty intake air filters. Clean or replace.

• Check the lubricator oil level.

• Drain the tank of condensation.

• On dual action compressors, check the pilot valve for correct operation.

Drum: • Check the v-belts on the drum drives for the correct tension and wear.

• Check for excessive drum tire pressure upon guide idlers (adjust trunnions).

• Remove material from the discharge chute.

Fuel pump: • Check for fuel leaks.

• Adjust the packing if needed.

• Observe fuel pressure for normal circulating pressure.

• Check for irregular noises or vibrations.

Aggregate feed bin and fast conveyor: • Check the belt splice condition.

• Check for loose material, which may affect weigh-bridge operation.

This may seem like a lot of touchpoints to check over every day, but it's time well spent considering the alternative of a plant shut down.

"One of the things I always was thankful for when I worked in the service department was I almost always worked on new equipment," McClure says. "I hate working on dirty greasy plants and there is no reason for any out there. It is management’s responsibility

as well as the men and women working at the plant. I hear ‘we don’t have enough people,’ and ‘they don’t give us enough time,’ and this can be true — but I also see two people sitting in the control house watching the drum turn when one of them could be cleaning, or even waiting on the last truck with nothing to do while the plant is covered in muck.

“Clean plants run better and breakdown less because of the pride of the employees that maintain it,” he continues. “Be proud of what you do. You build roads, one of the noblest professions a person can have. You connect the world and it is not an easy life."

“We strongly believe that when someone has a clean and well maintained asphalt plant, the employees take pride in keeping it that way,” Devine concludes.

“It helps to retain quality employees and it helps sell the product to customers while producing the highest mix quality.”

How to Better Understand Your Asphalt Plant A look at the benefits of keeping accurate yearly records

L

ast month, I talked about the strategies for combating employee theft and the importance of yearly records analysis to identify such problems.

This involved the material audit report component. But there are other potential benefits to this type of comprehensive records keeping at your asphalt plant.

As I travel around the U.S. and beyond analyzing plant problems and trying to correct them, I am always astounded by two things. One is when I ask, “How long has the plant been doing this?” and the answer is, “It’s always done that.” I want to say, “Why don’t you fix it?”

The other is when I am trying to analyze burner issues, and I ask, “What was your fuel consumption last month?”

Most of the time I get, “We don’t keep track of that, so I don’t know.” This is a very disappointing answer. How can you not know this data and competently manage an asphalt plant?

One of the most important strategies for success at your asphalt plants is a little concept called “focused analytical data.”

Several components come in to play in this process: operational audit reports, material audit reports and mechanical audit reports.

UNDERSTAND YOUR OPERATIONS One benefit of the operational audit report is that you will have a record of burner fuel usage across the entire year. These records will include the wet winter and spring weather and also incorporate the bone dry summer and early fall conditions.

As a part of the operational audit report, I ask the QA/QC test lab keep daily records of moistures, AC contents and sample results, noting any irregularities. I ask that they graph this data weekly and turn it in at least on a monthly basis.

From there it is up to the production manager to organize and present this data to upper management in a manner that can be analyzed, understood and related back to conditions that existed at your asphalt plant at the recorded times.

By using this information you can calculate your fuel usage correlated to incoming moisture conditions. By graphing your plant report data and comparing it with your test lab moisture records for these periods of time, you can see trends in fuel use. Trends — that if read and understood — will alert you when you need to work on burner tuning issues, drum flighting wear or exhaust system issues.

CREATING TRENDS For the next few issues I am going to talk about burners and issues relating to costing you fuel economy. As we all know, the thing that affects fuel usage the most is incoming aggregate moisture content.

Obviously if your incoming moisture from the cold feeds is 7%+ you are going to consume more fuel drying it than you will in the summer when the moisture is 3% or less. We all know this, but the

trick is to use these records to plot trends in fuel usage over a period of time. What was your fuel consumption the last time your production rate and incoming moistures were the same? By comparing this data you should be able see any problems as they develop.

I have always recommended that companies do a daily plant report. I have written about these in the past and even offered a free template on my webpage, hotplantconsulting.com/articlefourteen. html#howto so please feel free to download them.

In these reports, the important thing is to include a record of the day’s fuel use, the incoming aggregate moistures, RAP moisture and percent, total day’s production, liquid AC inventory, daily AC usage, and quantify any waste. This report should also include weather data like temperature, cloudy or clear, windy or calm. All of these things affect fuel usage to some degree. Smooth Pavement, Joint Transitions Needed for

RUNWAY PAVING

S.T. Wooten uses new paving technologies & techniques to accomplish project goals

hen visitors come to Marine Corps Air Station (MCAS) Cherry Point, they’re likely to forge lasting memories of roaring jet engines and pilots taking off in some of the world’s fastest aircrafts.

Commissioned in 1942, MCAS is an airfield located in Havelock, NC, which has been a source of pride for local residents and Marines from around the globe for more than 70 years. It is currently home to the 2nd Marine Aircraft Wing, who conducts various air operations in support of the Marine Forces.

In accordance with its mission to provide the highest quality operating environment, MCAS trusted S.T. Wooten to repave two important runways, 23R and 15L, to safeguard the nation’s airmen and its aircrafts.

The project began on June 6, 2015, and was completed a little over a year later on July 21, 2016.

PROJECT OBJECTIVES & PREPARATION The existing pavement on the runways was extremely oxidized with both transverse and longitudinal cracking.

The contract for the project called on S.T. Wooten to produce smooth pavement and joint transitions across the runways while exceeding the required percentage of compaction. The treatment and processes for the pavement repairs were also named in the contract.

“A number of best practices and innovative methods were used to ensure the project exceeded MCAS’s expectations,” says Chris Croom, division manager of asphalt materials and quality control at S. T. Wooten. “These included the pavement milled to grade, cracks sealed and leveling performed prior to paving the surface mix.”

To prepare for paving, S.T. Wooten used robotic total station technology with the milling machine to ensure the

runways were cut to grade requirements on the project. This technology uses an electronic (transit) system integrated with an electronic distance meter (EDM) to read slope distances from the instrument to a particular point.

“Providing the capability to precisely control the instrument from a distance via remote control, the total stations helped our operators increase efficiency on the project,” says Croom.

MIX DESIGN CHALLENGES The mix designs for Runways 23R and 15L were specified by the government using U.S. Army Corps of Engineers standards for hot mix asphalt (HMA) airfield paving. There were two mixes applied: HMA surface and HMA leveling.

“These mixes were intended to give MCAS Cherry Point Airfield a long service life under variable conditions and the ability to handle load from military aircrafts,” says Croom.

A portion of the project was paved in colder weather, during the winter months, so S.T. Wooten used an antistrip warm mix additive called Evotherm M1-3G, produced by Ingevity, which helped with mix compaction in cooler temperatures.

A 2015 Caterpillar AP1000F paver with a vibratory screed was used to pave both runways. The maximum screed width used was 18.4 feet. S.T. Wooten also used a Roadtec SB-2500 material transfer vehicle (MTV).

NEW TECH HELPS OVERCOME CHALLENGES “The challenge with this project centered on the balance of achieving multiple specifications, producing smooth pavement and joint transitions across the runways while also ensuring the project surpassed the required percentage of compaction on the mat and the longitudinal joints,” says Croom.

“To accomplish this, we implemented a cohesive strategy to ensure that not only were the customer’s needs met, but their expectations were exceeded,” he says. “We incorporated a Willow Designs wedge device, with vibration, to shape and compact the edge of the mat to an angle of about 30 degrees. Tack was applied to

the joint prior to placing the adjacent lane of asphalt, and an Asphalt Reheat Systems infrared joint heater was used to heat the longitudinal joints as the next lane was being placed. A Hamm combo roller was used primarily on the longitudinal joint.”

The joint heater and wedge devices were two innovative solutions used on this project. “We used a Roadtec SB-2500 MTV to produce a smooth pavement without mix or temperature segregation, and to reduce the potential pickup of foreign object debris (FOD) by not having trucks on the tacked surface,” says Croom.

“FOD can be picked up by jet engines and result in significant damage.”

S.T. Wooten also used non-tracking tack supplied by SEACO Emulsions Inc., to further help address the concern for FOD which could have been created by the haul trucks or the paving equipment.

A broom tractor and sweeper truck were also used nonstop to mitigate FOD and ensure a quality finished product.

Other innovative equipment utilized included: • A Road Dryer 1200 used to dry the milled surface after a rain, to keep paving as continuous as possible • A portable asphalt plant onsite to help facilitate efficient hauling of the mix to the paver and improve mix temperature retention • Light plants to continue paving into the night and start earlier in the mornings to limit the number of

transverse joints on the project “With this combination of best practices and innovative equipment, we were able to ensure both smooth pavement and smooth joint transitions, in addition to achieving the required densities.”

To prepare for paving, S.T. Wooten used robotic total station technology with its milling machine to ensure the runways were cut to grade requirements on the project.

LESSONS LEARNED Croom says S.T. Wooten learned that the paving techniques used on this project gave the company the best opportunity for successful paving on similar applications in the future.

“It will help us continue to build on the innovations that we implement for our customers, helping set ourselves apart and get the job done better,” he says.

And as always, communication and coordination between S.T. Wooten and the Naval Facilities Engineering Command was crucial to the success of this

project. Says Croom, “This project was a great example of how S.T. Wooten strives to investigate and utilize innovative paving technologies and techniques in order to accomplish our project goals while ensuring we construct high quality pavement.” AC

What Causes Waves in Asphalt?

An unusual base material can create a defect when not used properly

Fresh boiler slag was used as the base material on this parking lot project, creating waves in the finished product.

S

ome pavement defects are more uncommon than others, and what faced Don Rooney with Pioneer Paving & Grading when he served as a consultant on a job was a bit of a puzzle.

Rooney walked on a 10-year-old 50-ft. x 200-ft. parking lot rehab job in Virginia – and saw waves of asphalt pavement.

“Drivers couldn’t drive at 10 mph over the pavement because of these waves,” Rooney says.

So what was the cause?

A core sample was taken and Rooney discovered the problem. Boiler slag, a byproduct of the steel-making process, was used as the base material. The slag is essentially the same material often used in sealcoating under the name Black Beauty, but where sealcoating slag is sand-sized aggregate the slag used as a base is considerably larger.

“It looks like crushed volcanic rock,” Rooney says. “It’s very abrasive and it’s a little bigger than sand.”

Rooney says boiler slag as a base material isn’t common in the United States but it’s a regional material available near steel mills. “Contractors use it because it works well and is about half the price of stone,” Rooney says. “It packs wonderfully.”

So 10 years ago, this industrial plumbing supply parking lot was paved using boiler slag from a nearby steel mill as base material. Slag was placed 8 in. deep and covered with 3 in. of hot mix asphalt.

The problem, Rooney says, is the boiler slag was fresh from the steel mill.

“Fresh boiler slag releases a gas as it ages. So if it’s taken fresh from the mill, placed, compacted and then covered with hot mix asphalt, that gas hasn’t had time to be released,” Rooney says.

“When it does start releasing, it doesn’t have any place to go. It’s contained by the hot mix asphalt on top of it.”

Rooney says the gas then creates pressure beneath the asphalt, bending the pavement as it tries to find a way out. “In this particular parking lot, the pressure from the gas created waves in the pavement – so bad that drivers couldn’t drive over them.”

He says boiler slag can be used effectively as a base material but that it must age to allow the gases to escape. He says most contractors who use it wait up to two years before using it as base material.

HOW TO FIX IT The solution, Rooney says, is to pulverize the asphalt into the slag base, mix it together, then compact it before placing an overlay.

The pulverized mix of base and surface course will serve as the new base.

Rooney estimates there will be a 30% fluff factor of remixed material that will need to be hauled from the site to enable installation of a 3-in. asphalt surface course.

“We’ll want to pulverize the entire surface layer and about 2 in. deep into the boiler slag base course,” Rooney says.

“Going 2 in. deep into the base ensures the material is mixed thoroughly and it also helps keep the teeth of the machine cool.”

Once the pavement is pulverized and compacted, a 3-in. surface course will be installed and the wave problem will have been repaired. AC

ock Solid Stabilization & Reclamation, headquartered in Genoa City, WI, recently completed one-mile test sections for both Cass County, ND, and Hebron Township in McHenry County, IL, that doubled as preservation demonstrations for the company and the Asphalt Recycling & Reclaiming Association (ARRA).

“Cass County had a one-mile section of 158th Ave. SE that we repaired, approximately a half mile was existing pavement that was about 30 or more years old with cracking every 20 feet or so, but still in okay shape,” says Jonathan Pease, president of Rock Solid. “The last ½ mile of was gravel only.”

The test projects had two objectives, says Pease. “First, it allowed our industry to showcase various techniques, materials and processes, including pavement preservation scopes, in a live demo application,” he explains. “Second the project allowed the county and neighboring DOTs to connect with the county to see how the test strips performed and start utilizing them on other applicable projects.

“Live demonstrations are always more impactful than a PowerPoint or other forms of presentations,” he continues.

“Bringing the audience into the field will net a greater understanding of the industry potential.”

Rock Solid Stabilization & Reclamation was formed in April 2007 to supply the increasing demand for soil stabilization and soil modification throughout the Midwest. Initially a subsidiary of Pease Construction, Rock Solid responded to the growing demand by expanding their expertise in soil modification and

restructuring methods, its goal being to save customers valuable time, money and resources, and to “Support Infrastructure Responsibly.”

The company soon realized that by pursuing rehabilitative methods and doing jobs in-place that conserved existing materials rather than performing wasteful and costly undercuts, it could build projects that were vastly more efficient, environmentally responsible and cost effective for its clients.

Recognizing that clients were also looking for help planning projects and solving logistics problems, Pease decided to expand the vision and establish Rock Solid as its own business.

Using its valuable field experience and accumulated knowledge, Rock Solid has since developed a focus on value engineering —working with clients from the start of their projects all the way to the very end to ensure the best possible outcomes in terms of performance, quality, reliability, safety and use of natural resources.

The company performs pulverization, soil stabilization, soil modification, full depth reclamation (FDR) and cementtreated base projects in 21 states ranging from California to New York and Texas to North Dakota. Rock Solid has processed over 60+ million square yards of unsuitable soil & deteriorating pavement and salvaged 3 million tons of aggregate and pavement on DOT, local agency, and private projects since 2010.

TREATMENTS On the one-mile section of 158th Ave. SE, the northbound and southbound lanes were broken into segments, and each segment received a different treatment.

On the Northbound lane, the four segments included: • Segment 1: 5-in. full-depth reclamation (FDR) with emulsion on 5-in. salvaged gravel/asphalt blend on 12-in. soil cement with a thin surface treatment • Segment 2: 12-in. FDR with cement and a thin surface treatment • Segment 3: 4-in. emulsion with thin surface treatment • Segment 4 (gravel section): 12-in. lime treatment then cement treatment with a gravel cap

On the Southbound lane, a 12-in.

“In the gravel section to the south ½ mile, ¼ mile stayed gravel with a lime/ cement subgrade improvement to all better performance of the gravel and subgrade from rutting,” explains Pease.

“The remaining ¼ of the (1/2 mile) gravel section was improved and capped with either a thin hot mix overlay or a Cape Seal as alternatives to dust control.

“The Northbound lane of the ¼ mile of gravel-to-hard surface was improved from a gravel surface to a 4-in. emulsified gravel with a Cape Seal overlay for approximately $5 per square yard, thus the ROI on normal dust control would be approximately 4 to 5 years and will eliminate dust and graveling of the road for years to come,” he continues.

According to Pease, the rest of the sections where designed to only gain structural coefficient over the original cross section.

The two surfaces used were a thin hot mix overlay, that Border States Paving wanted to experiment with, and a Cape Seal performed by Astech. “Both of these were chosen for a few reasons, but mostly as a wear coarse as the structural integrity of the road is in the FDR and stabilization processes,” says Pease.

As with any project, there were several challenges to overcome.

“Being a live demo and using some alternative materials in the industry, trying to get supply was a challenge at times,” says Pease. “We had to pull emulsion from Illinois as no local source would sell it to us. Weather in a live

demo can be a challenge too, but that’s just construction and you deal with it.”

The primary equipment used for the demo included a WR250 Wirtgen reclaimer, RM500 Caterpillar reclaimer, and Stolz site spreaders.

WHAT’S NEXT? The next step for this pilot project is observation, says Pease.

“Now the project will sit for the winter for all to observe and to see the performance of the roadway to determine in any other cross sections would be a fit for upcoming work in the area,” he says.

Pease says this test project is a great way to show not only the various ways to preserve a pavement, but which method is most cost effective and long-lasting for that particular road. It’s also a great way to show cooperation between all parties.

“The fact that it’s a live test strip on a larger scale of various cross sections all side by side, in both gravel and paved sections, shows alternative ways of redoing the roads at up to 50%+- savings over traditional processes,” he says.

“It also shows the agency, contractor, suppliers and equipment manufactures all can come together to pull this off.”

Hiring Mistakes Contractors Make

...And how you can avoid them

H

ere, based on research, National Pavement Expo (NPE) seminars, and conversations with industry contractors and consultants are 18 of the most-common mistakes contractors make before, during and after the hiring process – and tips on how those mistakes can be avoided.

Mistake #1

Hiring at the wrong time. When you’re under the gun in the heart of the season, chances are you’ll take on any warm body that shows up in the morning.

But that approach isn’t going to help you long term. “Hiring is a year-round job even if you’re a seasonal operation,” says Jeff Stokes, Next Level Contractor System and NPE speaker. Avoid By: Always be hiring. Consultants and contractors say the best time to be hiring – well, first of all you should always be on the lookout for prospective employees – but the best time is when you don’t need anyone. That way you can be more selective and have a better chance of getting the type of employee you want. “If you haven’t been pursuing hiring all year and you need a worker in July, odds are you’re not going to get the best person. You need to work the hiring process in advance and throughout the year to be able to have the best hiring options and be able to make the best hiring decision,” Stokes says. Also, contractors say hiring in the offseason before your work starts enables you to fish in a better-stocked pond. And if you can actually hire people before you have work – in other words before other contractors hire them – you’re ahead of the game. Brad Humphrey, Pinnacle Development Group and NPE

speaker, recommends hiring yearround but focusing heavily on the process in the offseason when many construction workers are out of work. “That’s the time you can find quality people,” Humphrey says.

“You might have to put them on the payroll a few weeks early to get them to commit, but a few weeks’ worth of salary to bring in a quality worker who is going to help you succeed in the field is a small price to pay.”

Mistake #2

Not throwing a wide-enough net to find prospects. Avoid By: Using all outreach available. In this day and age, there are any number of ways to find prospects – and you should use them all. Job fairs, visits to local tech schools or community colleges, referrals from family and friends, referral bonuses to employees, social media, Craigslist ads, even newspaper ads, all reach a different segment of the working population.

Closing the door on too many options restricts the number of people you will reach. Maybe you can’t do all of these all the time (though why not?) but you should at least work through them all regularly. “Most contractors haven’t formed relationships with the places they’re going to find the best candidates, places like high schools, community colleges and junior colleges and technical or trade schools,” Stokes says. “Because they haven’t developed those relationships, they end up hiring candidates that otherwise would be ‘unhirable’ for them as opposed to the ‘hirable’ candidates who have not only already had some training but

have also demonstrated some level of commitment, effort and responsibility.”

Mistake #3

Not being clear – either internally or to the new hire – what you are hiring for.

Avoid By: Using clear, updated job descriptions. Yes, this means you have to develop descriptions for each position in your company, but you should have those anyway. You can’t expect to fill a slot with the ideal candidate if you can’t define – to you or the prospect – what that slot is. Note that job descriptions need to be modified as the company grows or as you add new services. Each job description should include time commitments and growth opportunities.

Mistake #4

Rely on poor interviewing skills. Avoid By: Learning how to interview or hiring a professional to interview for you. Prospects, bad ones or good ones, can be sharp and they’ll pick up on

signals you send during the interview.

You want them to reveal information about themselves – and you don’t want to tip them off on what you want to hear. You also don’t want to lead them to an answer or provide them an “out” when they struggle. Interviewing should be viewed as an honest effort by both parties to find a good employment match. But if you don’t know how to interview, you could easily end up with an employee unsuited to the job but who figured out what you needed to hear to get hired. Stokes says that too many contractors end up hiring the wrong person simply because they didn’t ask the right question, didn’t ask the right question in the best way, or inadvertently “led” the job seeker along to get the answer the employer was looking for.

“It simply could be that many contractors and the people they tap to do interviewing and hiring are not sophisticated enough to conduct a quality interview,” Stokes says.

Mistake #5

Not checking – or even asking for – references. Avoid By: Asking for them and then making the calls. This seems simple, but many employers don’t take the time to make the calls that can help them screen out – or in – workers. “Who would give me a reference that’s going to give them a bad review?” is a common excuse, but you’d be surprised. And, just like you might learn a reason to reject a prospect, you might find out why a fringe candidate has more potential than you saw.

Mistake #7

Not offering enough hours to workers. Avoid By: Finding ways to increase hours. Most people who work construction want the hours, so your company needs to be able to provide them. That might mean finding more work, adding more services, subcontracting less or any combination of those and other options. “The $1 million companies struggle and are always complaining about help. But the fact is they often don’t have enough work for the people they already have,” Stokes says. “If that’s the case, they’re not going to attract the best people.” He says some contractors try to solve the low-hours problem by cross-training crews. “The problem is most workers don’t want to jump from one type of work to another day after day. They want to get good at something and not be a jack-of-all-trades at a bunch of skills they can perform but aren’t really good at.”

Mistake #8

Don’t embrace technology. Avoid By: Upgrading your technology. As the labor pool – from field workers to supervisors, sales people and managers – gets younger, technology becomes more important. And that’s even ignoring any improvements technology can provide. “I don’t think Millennials look at construction naturally because they are very computer literate and feel more comfortable working with all sorts of electronics,” Humphrey says. “That’s why I think that contractors who have embraced technology – and that means smart phones and tablets among other technologies – have an advantage in hiring and retaining workers.”

Mistake #6 Mistake #9 Not providing reasons for people to join your company. Avoid By: Delineate specifically why a prospect should join your team. This certainly includes salary and benefits, but you should also reference culture, advancement opportunities and any other positive aspect that might make you attractive to an applicant.

Hiring skills instead of character. Avoid By: Paying closer attention to a prospect’s personality and character than the skills he possesses. “It’s difficult to develop character traits if they don’t have them, but if they are of sound character you can build skills,” Humphrey says.

Why is there a labor shortage now?

Industry consultants for years have warned of this coming situation. A cultural change in the emphasis on education combined with the aging of the workforce foreshadowed not only a decline in workers but a decline in experienced workers.

Brad Humphrey, Pinnacle Development Group, identifies a number of reasons that contribute to the current labor shortage, including: • A move in the education system away from trades. “I think our educational system has diminished the opportunities for construction to be considered because they’ve taken away most classes related to the trades – shop class, auto mechanics, even welding,” Humphrey says. “Most schools just don’t offer those types of things anymore so people who might gravitate to those careers aren’t exposed to them.”

• Reduced outside encouragement for construction. “High school counselors are slanted to prepare kids for college so that’s what they emphasize,” Humphrey says. “And because there are fewer trades-related classes in high school the trades and construction aren’t a focus.” He says a similar situation arises in the family where “there’s no real family encouragement to even consider construction as a career alternative” because the families aren’t exposed to it as a career choice.

• Industry image. Humphrey says that in general the image of the construction industry doesn’t attract attention or generate enthusiasm. “The reputation and image contractors have hasn’t been great historically so people aren’t looking for it and families don’t want their kids in it.”

Humphrey says that he’s been surprised that, even among families already in the construction industry, there’s little encouragement for their children to become involved.

“I don’t understand it, but there are really a lot of craftsmen who will tell me they want ‘something better’ for their kids,” Humphrey says. “They encourage them to go to college not so they can come back and take over the business but so they can ‘get a job doing something better than I’m doing.’ It’s hard for me to understand why they wouldn’t want their kids to follow them into an established business in an industry that has given them a good living and a nice life. It’s ironic because some of the highest-paid average salaries are in the construction industry.

“People often say they don’t like the ups and downs of the construction industry, where they get laid off when the economy is bad. But even when the economy is bad there are still a lot of contractors out there working and those contractors maintain the best workers,” Humphrey says.

“So if you work hard, if you have some skills and expertise, if you’re a valuable employee there’s a good chance you’re going to weather those types of downturns. Plus, in tough economic times all industries lay off workers so construction is not alone.”

Mistake #10

Confusing hiring a field worker with hiring a manager. Avoid By: Matching the job needs and skills to the person and his or her characteristics. Not everyone is suited for management or supervisory work – just as not everyone is suited to field work. When you’re looking to fill a position make sure to pursue the type of person that matches the position.

Mistake #11

Don’t beg a prospect to fit a role. Avoid By: Recognizing personality traits and skill levels and positioning employees for success based on their ability. One sure way to lose a solid and content worker, is to move him into a position you need filled but which he is unable or uninterested in filling.

Mistake #12

Shortchanging prospects. Avoid By: Keeping an open mind, not only when hiring, but once you’ve decided to bring a person on board. The guy you think might become a skilled lute man might just be your next paver operator or even, eventually, supervisor. Be open to your employees’ interests and growth and provide them the opportunity to move up when they can.

Mistake #13 Mistake #14 Not paying enough in wages. Avoid By: Setting an appropriate and competitive pay scale. You don’t have to far outpace your competition when it comes to the wages you pay, but you do need to pay at least what the market is paying. Contractors who continually pay below-market wages not only have the least-qualified and least-productive employees, but they are also the contractors always in need of new workers.

Why? Because their workers either moved out of the industry or went to the competition. “This is why it’s so hard for the little guy to make it,” Stokes says. “If he’s out there paying $4 an hour less than other guys in town, he’s probably defending it by saying he’s a small guy and can’t afford to pay more. But that doesn’t matter because those workers have other places to go.

So even if the small guy manages to hire quality people, they eventually will leave for greener pastures across town.”

Don’t provide training. Avoid By: Training. How many people do you know who don’t want to do a good job? How many do you know who don’t want to learn new skills? In theory you’ve hired people who want both – so make sure to provide them a chance to learn, grow and develop so they can help your company do the same. Not only will your work quality improve, but so will efficiency on the job and quite possibly you’ll have fewer equipment issues. Plus, by providing training, you’ll be able to better identify the people who “can” and who are interested in staying with and moving up within your company. “Not training new workers is the biggest mistake contractors make once employees are hired,” Humphrey says. “Employers have good intentions, but they’re so busy that they stick the new employee on a crew and tell him to watch what the crew does and try to keep up with them. I’ve always felt that for the first week or two, that new employee is not going to be contributing much to productivity anyway so why not use that unproductive time to train him so he can be more productive more quickly? “That’s where most contractors fall down – they’re doers and not trainers,” Humphrey says.

“You can’t just make people feel good, you have to teach them so they become good at what they do, so they can take some pride in their work and so they want to learn more and do better for your company.”

Mistake #15

Don’t provide a career path. Avoid By: Defining in writing a path to advancement. Stokes says that while training is important, many people – Millennials in particular – want competitive pay, a balance of work and personal life and a career path. “This certainly includes training but more importantly shows a true path to the next level,” he says. “A recent survey of contractors showed that only 19% have a defined career path plan in place. While they want training, they more importantly want to know where the training is going to take them.”

Mistake #16 Mistake #18 Be afraid of losing employees. Avoid By: Changing your mind-set. A common excuse for not training people is, “As soon as I’ve trained them, they’ll go to a competitor.” Well, in the big picture if you’ve trained them well, you raise the job quality bar for the whole industry.

But more important, why would they leave after you’ve invested training efforts in them? Odds are that there is something you’re doing – or not doing – that gave them a reason to leave, so examine your operation to try to identify what that is. Are you paying market wages?

Are you providing enough hours? Are they forced to work too many hours (this is a major concern among the Millennials)? Are they ignored? Is your work environment unsafe? Whatever the reason is, few people will take your training and bolt to the competition without a reason.

Identify and fix it.

Mistake #17 Not communicating with employees.

Avoid By: Keeping them in touch and keeping in touch with them. Humphrey says that in a recent consulting job, he conducted exit interviews with two Millennial Generation workers who had worked for the contractor for less than 30 days. “The exit interview showed that nobody took the time to explain the big picture to them. And no one trained them,” Humphrey says. “They wanted to know what the company does, how it works, where they fit in.”

Having a poor corporate culture. Avoid By: Developing a workplace and company that entices people in. This doesn’t mean paying more money – though as mentioned above market wages are a “must.” But it probably means offering benefits and it might mean offering paid time off. Bonuses, retirement programs, company outings, clean and new vehicles, an organized yard and headquarters, transparency, free uniforms, a high-profile client list – elements contributing to a corporate culture are vast. But whatever your culture, the more people want to work for your company, the easier it will be to attract (and retain) quality people.

A “good” corporate culture can mean many different things to different people, but a good rule of thumb is to operate a place that you would like to come to work at every day. And talk with your employees about what they like and don’t like. Change what you can and if there are issues you can’t change, help your employees understand the reasons why.

Ultimately there is a finite pool of workers from which to choose, and anything business owners can do to make their company more attractive to prospective (and current) employees moves that company ahead of the competition where hiring is concerned. AC www.kpijci.com

Is It Too Cold to Pave?

Feeling spring fever? Keep these things in mind before you lay asphalt during the winter months

“C

an asphalt pavement be put down during colder weather?” It’s a simple question, but the answer is complicated.

Asphalt contractors have to evaluate more than just the temperature registering on the thermometer hanging outside the office to decide whether it’s too cold to pave.

During colder temperatures, mix temperature is critical to achieving compaction. You will have less time to compact the mix in cold weather, as the mix will cool more quickly. Contractors need to understand the factors that affect the cooling rate of the mix. Before paving, decide what variables you are willing and able to control, such as project size and requested mix delivery temperature.

Keep these five things you may not be able to control in mind before paving in cooler weather.

• Ground Temperature: What is the temperature of the foundation for the pavement? In many cases, the ground temperature, or the temperature of the foundation that will be supporting the pavement, is the most critical factor. Normally, contractors will not

apply pavement when the ground temperature is below a certain point.

The colder the foundation, the quicker the asphalt will lose its heat, making it difficult — if not impossible — to achieve adequate compaction.

The time available for compaction (TAC) defines the total amount of time that roller operators have to compact the mix before it loses too much heat and becomes too stiff to compact.

• Lift Thickness: How thick is the pavement to be? The thinner the layer of asphalt, the faster heat will dissipate.

This means that in cold weather, crews have a very small window for working a thin layer.

Thicker lifts hold temperature much longer than thinner lifts. The heat retained in asphalt lifts is not a linear relationship, but rather an exponential one. For example, a 3-in. lift will retain heat for approximately four times as long as a 1.5-in. lift of the same mix placed under the same conditions.

• Mix Delivery Temperature: How far is the asphalt plant from the jobsite?

Asphalt is hot when it leaves the plant, and if it cools in transit, it can be unusable upon arrival. Crusts on top of the asphalt or segregation of components would result in pavement of inferior quality with a reduced life expectancy. There are transport methods that can help protect asphalt

during transfer, but over long distances, these methods may be insufficient.

• Ambient Air Temperature: This has a relatively minor influence on the cooling rate of hot mix asphalt (HMA). However, if the ambient air temperature is combined with wind, a condition of both conductive and convective heat transfer occurs. Heat is now being lost to the base through conduction and to the air through convection. The greater the wind speed, the more quickly it will remove heat from the HMA. The temperature of HMA during the rolling operation is what will determine how successful the compaction operation will be. It’s important to have an understanding of how mix temperature is related to the compaction of HMA. • Solar Radiant Flux: Sunshine will help reduce the rate of cooling of the placed HMA. When placing HMA, ensure that the mix temperature is a minimum of 290° F at the mid-depth of the mat behind the screed when the compaction process begins. AC
