ABOUT THE FOOTBALL FOUNDATION The Football Foundation is the UK’s largest sports charity. It was established in 2000 after the Premier League, The FA and the Government joined forces to create an independent charitable vehicle to deliver their community facilities investment.

Over the last 18 years we have delivered community sports projects worth over £1.5 billion into local communities across the country.

These have developed new or refurbished facilities, including sports pitches and changing pavilions.These are fully sustainable and are increasing long-term participation in football and a range of other sports.

They are also vibrant community hubs that act as platforms for the delivery of a range of benefits to wider society that go beyond sport.

Many local people that participate each week at facilities funded by the Football Foundation are also improving their physical and mental health, gaining qualifications and career experience, and learning many other life skills.

THE FOOTBALL FOUNDATION GRANTS PANEL The Football Foundation Grants Panel is made up of six independent volunteers, recruited nationally, and a representative from each of our three Funding Partners. They review funding applications once they have been assessed by the Foundation’s Grant Management Team. The panel ensure that applications have been assessed in accordance with the Foundation’s governance framework and that they will fulfil our strategic objectives.

CHAIRMAN’S INTRODUCTION In his foreword, our Chief Executive focuses on the significant funding provided by our Funding Partners, how local authorities are encouraged to partner with us to magnify the impact of this funding, and how this has benefited local communities. I would like to consider what has been achieved with this funding.

Since being created by the Premier League, The FA and the Government, in 2000, the Football Foundation has delivered over 750 state-of-the art thirdgeneration (3G), floodlit, all-weather pitches; more than a thousand modern changing pavilions; and helped to improve in excess of 3,000 natural grass pitches. While there is still much more work to be done, I have no doubt that the state of community football facilities has significantly improved through the support provided by our Funding Partners.

the Centre for Economic and Business Research found that a single year of Foundation investment generated 2,700 volunteers who provided £9.5 million of economic output nationally.

However, it is not just about bricks and mortar; it’s what these facilities do for their communities that really counts. As well as providing quality, modern, safe environments for those who enjoy playing the game simply for the love of doing so and for the health benefits – whether by joining a local community club and playing in a local league, or participating in a less formal, small-sided format of the game – Foundation-funded facilities are supporting communities on a very broad front. On Page 12 of this Review, you will be able to read about the exceptional community outreach work being delivered from Burton Albion Community Trust’s community hub.

This is but one of many examples where professional football clubs are supporting their communities from facilities delivered by the Foundation.

On Page 19, you can see how a small Grow the Game grant has helped to provide a brave, young girl with her first ever opportunity to play football; and on Page 23, you will see what a huge difference the Premier League Primary Stars Kit and Equipment Scheme is making in terms of education and talent development.

Our work is all about partnerships. Yes, the critical funding partnership between the Premier League, The FA and the Government that makes it all happen as the source of the essential funding, but also partnerships at the local level – between local authorities, professional and community clubs, County FAs, schools and volunteers. Without this spirit of cooperation, this great game of ours would not work so well.

A significant proportion of Foundation investment goes towards supporting those who live in the most deprived communities.Very often, this will be the first investment a community has received for decades, and I am always overwhelmed by the positive reception I receive when I represent the Foundation at an official unveiling. These facilities would simply not work without an army of volunteers who give their time freely to ‘bring them to life’, from coaching and mentoring young footballers, through to cleaning the changing rooms and maintaining the pitches. CHIEF EXECUTIVE’S FOREWORD This Annual Review is quite rightly focused on what has been achieved over the past year and we showcase some of the fantastic new facilities that are being enjoyed by communities up and down the country. However, it is worth reflecting on what has been achieved through the Football Foundation funding model over the past 18 years.

The Foundation was created by the Premier League, The FA and the Government in 2000 to help modernise community football facilities.

Since then, the Foundation has used the significant funding provided by our Funding Partners to work with local authorities, local education authorities and community football clubs to create the facilities described by the Chairman in his introduction. As is the case in most other countries, the provision and maintenance of community sports facilities is the responsibility of local authorities. However, unlike in those countries, this responsibility is not mandatory in England. Therefore, when times are hard, community sports budgets are invariably the first to be cut.

However, local authorities have been willing to partner with the Football Foundation to build new community football/sports facilities, even when budget cuts have bitten the hardest, as this means that they only need to find part of the capital cost. They also do not have to set aside budgets to sustain them, as the Foundation ensures that each facility is supported by a Business Plan that makes them self-sufficient throughout their c. 25-year life.

Over the past five years – in the teeth of the worst recession in living memory – the Football Foundation has been able to draw sufficient funding out of local authorities and other partners to double the funding provided by our Funding Partners - taking investment into community football facilities to c. £130 million per year.

This investment is guided by a National Football Facilities Strategy (NFFS), which is supported by Local Football Facilities Plans that articulate the facilities needed to support football in each local authority area. More than 80 of these plans have already been developed, while 326 – one for each local authority – will be completed by 2020. These will be kept up to date by County FAs and the Foundation will use them to create a National Capital Investment Plan to ensure that available funds are directed to where the need is most and where the greatest impact can be achieved against NFFS targets.

Since 2000, the Foundation has used £650 million of direct funding to draw in a further c. £850 million, which means that £1.5 billion has been invested into community facilities over the past 18 years. None of this would have happened had the Premier League, The FA and the Government not had the foresight to create the Football Foundation nearly twenty years ago. Significant funding continues to flow from the very top of the game and is then magnified by the Foundation model to the benefit of community footballers all over the country.

I hope that you enjoy reading this Review and hearing about all the initiatives we have been working on over the past year.

FUNDING PARTNERS

FOCUS ON THE FUNDING PARTNERS The Football Foundation is a unique public-private partnership that is funded by the Premier League, The FA and the Government, through Sport England.

Each year, the Football Foundation supports community sports projects worth more than £100m. Grants that we award are increasing the capacity and improving the quality of local football facilities in this country.

The Foundation maximises our Funding Partners’ generous contributions in three ways. Firstly, we nearly double their initial investment by using it to attract additional partnership funding from local authorities, councils and other grant-giving bodies.

Secondly, the Foundation targets that investment into projects that are located in areas of greatest need and that will deliver the greatest impact and return in terms of overall outcomes.

Thirdly, we work with each applicant to develop a bespoke five-year Football Development Plan (FDP), which is a vision of how sport will be played at newly enhanced sites with an emphasis on increasing participation. These FDPs are then monitored and enforced for a minimum of 21 years to ensure that each project is achieving their targets.

The significant investment of the League and our clubs in the Football Foundation since 2000 has funded thousands of local pitches that provide high quality and safe places for people to play our national game.

“Our clubs also deliver a range of programmes that encourage young people to play football, including the social inclusion project, Premier League Kicks, which is run by 69 Premier League and EFL clubs, and the Premier League Primary Stars initiative - which has engaged more than 15,000 schools - helping inspire children in everything from maths and English to teamwork and sports. Such projects and many others across the country, are increasingly taking place on Football Foundation-funded sites.

LAYING THE FOUNDATION OF OUR NATIONAL GAME In the past 12 months, the Football Foundation delivered 310 grants worth £44.3m from the Premier League & The FA Facilities Fund.

Supplemented by additional funding from external partners, the Foundation’s investment helped to develop projects worth £89.4m overall, providing communities across the country with enhanced sporting provision.

A key to the Foundation’s strategy is our focus on impact of investment. Before so much as a shovel is raised, we work with each and every applicant in order to maximise the potential outcomes and provide the greatest return on our Funding Partners’ investment.

The Foundation develops a detailed Football Development Plan for every site, to agree to the intended outcomes of a project.

The Foundation also draws together a comprehensive business plan for each project to ensure that they are able to remain financially sustainable long after the Foundation’s subsidy is complete. For a more detailed look into the application process from start to finish, go to Pages 28 and 29.

The cumulative impact of this level of diligence is felt up and down the country. Foundationfunded facilities are being used to give individuals the opportunity to participate in regular sporting activities and our through-life approach means this can easily be sustained.

Not only do these facilities support players, but they are also vital in enhancing the infrastructure of community football clubs, aiding the development of top-quality coaches and providing a platform for indispensable community outreach work.

Within this Annual Review, you will find some of the many examples of projects funded by the Foundation, providing a snapshot into what our funding partners’ investment has helped us to deliver.

FOCUS ON ALL WEATHER PITCHES This year, the Football Foundation helped to deliver 40 all-weather, floodlit, third generation (3G) pitches to projects across the country.

Able to accommodate an average of 90 hours of playing time every week and unperturbed by changes to daylight hours, our 3G facilities have helped to increase access to community football for hundreds of thousands of people across the country.

NEW FACILITY FIT FOR A KING The College of Haringey, Enfield and North East London (CONEL) was in desperate need of a sustainable and reliable alternative to their inadequate natural grass pitches.

The solution came in the form of a £542,284 grant from the Premier League & The FA Facilities Fund to help build a brand new state-ofthe-art 3G pitch. The site was opened by ex-Tottenham Hotspur club captain and current club ambassador, Ledley King.

The new facility is being used to house several programmes, centred around crime reduction and enhanced disabled footballing provision.

It has also helped to forge a highly fruitful partnership with Leyton Orient FC, who run a Football Academy at the site in partnership with CONEL. The Academy sees students provided with top-quality coaching sessions and has proved to be the catalyst for remarkable success in their inaugural year, with the team crowned Association of English Colleges Football Association (EFCA) League champions. As a result, the team has been promoted to compete in the EFCA Category 1 League during the 2018/19 season, the highest level possible for college academies.

Jonathan Silman, Head of Sport at CONEL said: “These achievements simply wouldn’t have been possible without this investment. The surface has allowed the boys to both play and train more regularly and the impact of this is highlighted by the fantastic performances we’ve seen as a result.

“The site has also been a source for huge positivity in the area. For example, the West Lea Secondary Disability School have been using it to deliver disability sports activities and we’ve also seen programmes run by Enfield Borough council focused on the benefits of sports participation in overall crime reduction.”

PARTICIPATION SOARING THANKS TO WINSTANLEY WARRIORS’ NEW 3G

Located in one of the most deprived areas in the country, Wigan-based Winstanley Warriors FC have historically had one of the biggest presences in the area.

However, opportunities for a wide range of target demographics, including female, disabled and veteran football were being hampered by a lack of all-weather facilities.

As a result, the club worked in partnership with the Lancashire FA to secure a £418,714 grant from the Premier League & The FA Facilities Fund. The investment helped to fund a new floodlit 3G pitch, which caters for 7v7 and small-sided play, and the refurbishment of their existing changing pavilion. It was opened in November 2017 by former FA Cup-winning captain, Emerson Boyce and MP for Makerfield, Yvonne Fovargue.

Since then, the site has enabled the club to develop hundreds of new playing opportunities with the establishment of new female teams, an Over-35s veterans’ team, a walking football team and a number of new mini-soccer sides.

The surface is also used to host training sessions for some of Winstanley Warriors’ more senior sides, most notably the Under-18s whose

enhanced access to quality training facilities inspired them to become the first team from Wigan to win the Lancashire FA County Cup. Shaun Rotherham, Chairman of Winstanley Warriors FC, said: “Without funding from the Premier League & The FA Facilities Fund, the strides we have made in footballing participation simply wouldn’t have been possible.

We now boast over 30 teams playing in FA-affiliated local leagues, with plans to continue to focus on enhancing our offering to female footballers in the local area.”

As well as providing a training base for other FA-affiliated clubs, including Winstanley St Aidans FC and Hawkley FC, the site has also proved to be a useful facility for Wigan Athletic Community Trust (WACT). The Latics’ charity arm has been able to use the site to deliver a range of community outreach programmes, including Premier League Kicks and ‘Every Player Counts’ sessions for local disabled pupils to access and enjoy football.

And Rotherham suggests this is just the beginning for the new site.

He said: “We’ve managed to forge a fantastic partnership with Wigan Athletic Community Trust and they share our determination to create more participatory opportunities. We’re looking to establish our first disabled football team very soon and build stronger partnerships with local community groups to ensure we make the very most of this fantastic facility.”

CHANGING PAVILIONS

FOCUS ON CHANGING PAVILIONS Over the years, many footballers have become accustomed to getting changed in car parks or dark and dingy changing rooms. Often facilities have also been completely inadequate for the provision of girls’ football and bereft of any appropriate space for match officials.

Last year, the Foundation helped to deliver 36 new changing pavilions. The pavilions have helped to deliver a safe, secure space for community footballers, whilst also providing clubs with superb hospitality areas to use as social spaces for the local community.

BACT FROM THE DEAD ‘WASTELAND’ TRANSFORMED INTO COMMUNITY HUB Burton Albion Football Club’s charitable arm, Burton Albion Community Trust (BACT), can show first-hand how the impact of a new community sports centre has the potential to go far beyond sport itself.

Located on grounds that were previously described as ‘wasteland’, BACT now provide a base at the heart of the Burton upon Trent community, delivering a wide scale of work, aimed at inspiring, engaging and educating local people.

“ THE HUB IS ABSOLUTELY UNIQUE AND HAS BECOME A FOCAL POINT WITHIN THE LOCAL COMMUNITY - IT REALLY IS CHANGING LIVES.”

The Burton Albion Community Football Centre – which was opened in September 2017 by Burton Albion manager, Nigel Clough, along with club chairman, Ben Robinson – plays host to 58 different local organisations.This includes an FA-affiliated coaching education programme, an FA coaching academy for 16-18-year-olds and an apprentice framework to deliver employment pathways to local students.

A number of local users have also benefitted from the changing provision, including Stretton Eagles FC, Outwoods FC and the Burton Junior Football League, with over 130 community football teams using the site for matches.

Matt Hancock, Head of Community at Burton Albion Community Trust, said: “Over the years, the club have played a fundamental role in the delivery of life-changing outreach work within the local community but our hands were slightly tied by the lack of adequate facilities.

“This new facility has enabled us to transform our scope and target provision to parts of our community that needed the most support. The hub is absolutely unique and has become a focal point within the local community – it really is changing lives.”

NEW HOPE FOR HOLSWORTHY AFTER RENOVATION OF CENTURY-OLD PAVILION Stanhope Park has played host to community football in Holsworthy for over 100 years. The fact that the Park’s pavilion had also passed the century mark, however, was beginning to become a major cause for concern.

Virtually untouched since its construction in the early 20th century, the pavilion was no longer fit for purpose, leaving players from Holsworthy Youth FC and Holsworthy Cricket Club with nowhere suitable to get changed. Holsworthy Town Council therefore decided to make this their priority and lead the project to refurbish the pavilion.

HASP and the council are delighted with the improved facility with Vice Chair Lyndon Piper saying: “I would guess that not many community clubs in England have to contend with a changing pavilion that was over 100 years old – it didn’t even have an indoor toilet prior to the revamp.

“The changes, though, have been phenomenal and from a comfort, safety and social standpoint, this funding has helped to transform the fortunes of both clubs using the facility.”

The facility was officially opened in April 2018 by Plymouth Argyle FC defender, Gary Sawyer. He was also joined by Geoffrey Cox, MP for Torridge and West Devon, and the Mayor of Holsworthy Town Council Councillor, Jon Hutchings, to celebrate the state-of-the-art facility.

Adam Chidley, Holsworthy Youth FC Chairman, said: “For almost 30 years, Stanhope Park has hosted community football without any meaningful facilities.

Thanks to a £99,000 grant from the Premier League & FA Facilities Fund, the pavilion was given a complete overhaul. It was fitted with two new changing rooms, two officials’ rooms, a kitchen, a community space and accessible toilets.

Once completed, the Town Council handed the refurbished pavilion over to the Holsworthy Area Sports Pavilion Group (HASP) – a partnership between the Holsworthy Youth FC and Holsworthy Cricket Club – to manage the facility.

“Thanks to the Premier League & The FA Facilities Fund we will now be able offer match-day facilities for all our players, coaches, officials and guests from opposition clubs, host community football events to help increase participation and help other local sporting organisations utilising Stanhope Park by giving them the opportunity to use the new building.”

NATURAL GRASS PITCHES

FOCUS ON NATURAL GRASS PITCHES With the weather becoming increasingly unpredictable in recent years, natural grass pitches have often borne the brunt of harsh winters and long, dry summers.

Whilst floodlit 3G pitches offer fantastic all-weather alternatives to guarantee playing time, the majority of community football still takes place on natural grass surfaces.

That is why we are committed to ensuring we help to maintain natural grass pitches across the country, too. Over the last 12 months, our natural pitch grants awarded have gone towards new drainage systems, pitch maintenance equipment and the levelling out of surfaces, helping to reduce postponements and enable players to continue playing on traditional grass surfaces.

TEETERING ON THE CLIFFE EDGE – EMERGENCY FUND PRESERVES FUTURE OF STORM-HIT CLIFFE FC Maintaining natural grass pitches poses a challenge to community clubs under normal circumstances, but when they are subject to an extratropical cyclone, the aftermath is an altogether different prospect.

This was the situation that Yorkshire-based Cliffe FC were forced to contend with after Storm Desmond struck in December 2015.

The club’s Cliffe Park home ground was left in a desperate state following heavy rain and gale force winds, with pitches completely waterlogged and access to the changing rooms obstructed by flooding. The extent of the water covering the surface of the field was such that a local family of ducks had taken up residency on the pitch in the absence of any competitive football.

The pitch was rendered unplayable for over six months, and, with the club forced to rent alternative venues and travel further for training and matches, the increased cost to players was significant.

However, as part of the Foundation’s Emergency Football Relief Fund, the club were given a grant of £14,839 to install a new state-of-the-art drainage system as well as to perform vital surface improvement work. The progress since has been remarkable.

Malcolm Bryce, Cliffe FC Club Secretary said: “Since the refurbishment, I’d say we have probably lost less than five fixtures to the weather and that’s in spite of also having to contend with the Beast from the East.

“Without the funding support, Cliffe FC would have struggled along having to hire pitches out during the wetter months, which would have been physically, mentally and financially unsustainable and would’ve put the club’s future and the community facilities in real jeopardy.

“Thankfully we’re in a much better position now and count ourselves very lucky for the funding support we’ve received – it’s made a huge difference.”

BOYS AND GIRLS GIVEN ANOTHER ALDER-SHOT BY PITCH IMPROVEMENT WORKS Aldershot Boys and Girls FC were another example of a team who were plagued by problems with their natural grass pitches.

The surface at their home ground of Ivy Road playing fields was covered in large undulations which, when the heavens opened, resulted in unplayable pools forming across the pitch. Not only was this having an impact on the playing time of junior footballers, with a large number of postponements to contend with, but the undulations were also hampering the skill level of children, with the free movement of the ball completely restricted.

However, after receiving a £56,875 grant from the Premier League & The FA Facilities Fund, the club were able to relevel the surfaces and improve drainage, which significantly reduced the number of match and training cancellations.

Martin Sterio, Rushmoor Borough Council’s health and physical activity officer, said: “Before the refurbishment, our concerns were that the pitches were completely stunting the growth and development of our young footballers. The pitches just weren’t in a conducive state to accommodate quality football and it was important that we solved this issue.

“Since the refurbishment, the pitches have become the best in the area and the talent at Aldershot Boys and Girls club has been able to flourish. In the last two seasons, we’ve had more teams gain promotion than at any other stage in the club’s history, while football participation has tripled, with the number of girls teams rising from two to six.”

SMALL FACILITY GRANTS

FOCUS ON SMALL FACILITY GRANTS As well as funding towards 3G pitches, natural grass pitches and changing pavilions, the Foundation also provides a number of other smaller grants to help towards smaller scale improvements to the infrastructure of clubs.

Some of the other grants on offer to clubs up and down the county include the replacement of unsafe goalposts, new grounds maintenance equipment and new storage containers.

While the grants on offer may be smaller in monetary value, their overall impact on clubs can be just as valuable.

PITCH MAINTENANCE EQUIPMENT PUTS GATESHEAD REDHEUGH BACK ON TRACK-TOR For Gateshead Redheugh FC, the 2017/18 season was a story of uncertainty, frustration and unfulfilled fixtures, with troublesome weather playing havoc with their Eslington Park home ground.

Thanks to a grant from the Premier League & The FA Facilities Fund, the club were allocated funds to purchase a top-of-the-range tractor to help maintain the quality of the surface.

The tractor comes with multiple attachments, including a shockwave decompactor, combination frame tool and roller mower to provide groundsmen with all they need to manage the pitch.

Terry Ritson, Manager of Gateshead Redheugh, said: “The feedback we’ve had from our

groundsman and volunteers has been unequivocally positive and our players have also seen a real difference since we received this grant. Previously, the pitch never really had a chance to breathe properly and the surface was deteriorating as soon as we started training on it every August.

We’ve only had it for a few months now but we’re already seeing a massive improvement.”

The club, which boasts Paul Gascoigne, Andy Carroll and Don Hutchison as some of its most notable alumni, endured a season plagued by postponements, with harsh weather rendering the club’s efforts to maintain their fixtures throughout the season futile. Now, Ritson is confident that these problems will be a thing of the past.

“This equipment is going to massively benefit our club. Over the past couple of years, the fact we haven’t been able to fulfil our fixtures has put players off and it’s been a struggle retaining some of the squad,” he added.

“Now we’re anticipating significantly fewer postponements, an influx of new, hungry players and a large financial saving on keeping our pitch in order.”

NO MORE MOVING THE GOALPOSTS AT LAKENHEATH YFC Lakenheath YFC’s previous goalposts had become a weekly source of frustration for club officials. The collapsible frames were weak, aged and required three people to successfully erect.

The £441 they received through the small grants scheme allowed them to purchase state-of-the-art, portable seven-a-side goals, significantly enhancing the quality of goal frames and putting an end to time-consuming struggles to put them together.

Lakenheath Club Chairman, Richard Horrex, said: “It’s really difficult to put into terms how many issues we had with the previous goalposts. They took at least three people to put up and a huge amount of time was wasted before training sessions and matches.

GROW THE GAME

FOCUS ON GROW THE GAME Solely funded by The FA and delivered on their behalf by the Football Foundation, Grow the Game is a scheme that focuses on creating brand new association football teams.

Grants of £1,500 are made available to every new team created, helping to relieve the financial burden on clubs by paying for FA coaching courses, FA league affiliation costs, referees’ fees, first aid kits and even kit and equipment. The grants are targeted at traditionally underrepresented groups in community football, including women and girls’ teams and disability teams.

In 2018, 491 Grow the Game grants were awarded worth £1.75m. This helped to form 1,166 new teams and deliver access to football for more than 12,500 people.

But Bradford City’s Ladies Disability Team certainly wasted no time in getting to know each other after being awarded a Grow the Game grant.

Incredibly, the Bantams went all the way to the final of The FA People’s Cup at St George’s Park, eventually succumbing to three times winners, Aston Villa.

The achievement was all the more remarkable given that four of the seven community stars had never kicked a ball before pulling on their Bradford City kits.

Gemma Rose Fletcher, Bradford City Disability FC goalkeeper, said: “Bradford City Disability FC has changed my life for the better. I didn’t really know many people with disabilities until I met the team and coaches. We train once a week and all have a laugh with each other, and I have made many new friends through the club.

“Having started by playing in the South Yorkshire Ability Counts League just a few months ago, it was one of the best experiences of my life to reach The FA People’s Cup Final. It felt like a dream and I’m so proud of

what we have achieved in such a short space of time.”

The inspired run to the final of the national competition was also a particularly proud moment for Head Coach, Paul Jubb, who has been coaching disabled sport for nearly two decades.

He said: “As a coach, I take great pride in trying to change people’s lives and what I enjoy most about disability football is that people really appreciate what you’re doing for them, whether it’s the players, their families, carers or their friends. Disabled people just want the chance to play football.

“To have reached a national cup final within just six months of starting out as a team is simply a ridiculous achievement. All of our players can now say they’ve played in the FA People’s Cup which is a great feeling for them.”

GROW THE GAME GRANT GIVES TEYAH HER FIRST FOOTBALLING ACTION “The best day of my life” was how nineyear-old Teyah described her first taste of the nation’s favourite game.

“With the help of our Grow the Game grant, we are striving to provide accessible and affordable football to players with disabilities and our taster session was just the beginning of our journey.”

A Grow the Game grant given to St Agnes FC, provided Teyah with her very first opportunity to take part in football. The youngster, who has Peter’s Anomaly and Neuronal Migration disorder also managed to score her first ever goal in the process.

Over the course of the next three years, St Agnes FC aims to become the first club in Cornwall to fund a disabled Under-16 female side, and Kimmins is excited to see what the future brings.

The taster session was supported by Cornwall FA and it forms part of St Agnes AFC’s plan to enhance their present disability provision to offer footballing opportunities to female footballers with disabilities.

Mandy Kimmins, Chair of St Agnes AFC, said: “There are people with disabilities up and down the country that have been let down by the lack of disabled footballing provision and we felt this needed to change.

She said: “It’s rather shocking that, locally, there’s currently no provision for female disabled football at that age group so it’s about time someone did something about it. We’re going to be looking these opportunities so that girls like Teyah can continue to enjoy inclusive football, with the possibility of also playing competitive football against rival clubs in Devon.”

FOCUS ON FUTSAL £300,000 INVESTMENT BOOSTS FUTSAL IN ENGLAND Last September saw the launch of The FA’s first ever dedicated Futsal fund to help develop the sport in England.

Normally a five-a-side game played on a flat indoor pitch with a weighted size four ball, the exciting, fast-paced sport is played across the world and is officially recognised by both UEFA and FIFA.

The fund was targeted at previously unengaged groups, including:

The scheme has already made a considerable impact, with 254 packs awarded to community groups from across the country.

This has helped to provide access to over 100,000 players and inspired the creation of around 400 new Futsal leagues and competitions.

The FA pledged £300,000 to providing Futsal starter packs to County FAs, football leagues and schools, designed to adapt existing sports halls, playgrounds and other hard surface facilities and provide new opportunities to youngsters looking for their first experience of Futsal.

REACHING THE SUMMIT –

FUTSAL FUND PROPELS MOUNT CARMEL TO NATIONAL CHAMPIONSHIP FINALS Before the start of the 2017/18 season, the majority of Mount Carmel High School’s Under-13s girls’ team had never kicked a weighty Futsal ball before.

Fast forward a year and the girls have exceeded all expectations to become one of the most successful youth sides in the entire country.

The catalyst for this was receiving a grant from The FA’s Futsal Fund. Under the stewardship of PE Curriculum Leader, Gaynor Gallagher, the team would enjoy a hugely successful first year of competition.

Striker Ella Whittaker, who won the golden boot at the National Finals after notching eight goals, said: “It was an incredible experience and we loved every minute of it. It was slightly nerve-wracking to be involved in a national competition but we were all so proud to have been able to represent the North West and we definitely did ourselves proud.”

“ WE NEVER ENVISAGED IT ENDING WITH A THIRD PLACE FINISH AT A NATIONAL COMPETITION SO THE GIRLS HAVE DONE AN UNBELIEVABLE JOB.”

The girls became Hyndburn and Ribble Valley champions, overcoming 11 rival schools in the local area. They then represented Accrington Stanley FC in the North West Futsal championship and were once again victorious. This led them to compete in the National under-13 Futsal Championships as representatives of the North West region.

The team has been supported by Accrington Stanley FC throughout their journey, with the newly promoted League One side providing branded kits and weekly training sessions for boys and girls. The club has also created a pathway at the school for post-16 students to complete BTEC qualifications.

The girls went unbeaten during the competition and eventually finished in third-place, an unbelievable feat for a side that had never played a game of Futsal at all just 12 months earlier.

“Through the Futsal Fund, we’ve been able to introduce a brand new sport into the curriculum, created opportunities for young people to develop team skills, improve communication and promote lifelong participation in sport and what’s more, it’s all been absolutely free for us.”

Gaynor Gallagher, said: “The whole experience has been a bit of a whirlwind.

At the start of our journey, we never envisaged it ending with a third place finish at a national competition so the girls have done an unbelievable job.

Last year saw the launch of the Premier League Primary Stars Kit & Equipment Scheme, with more than 3,700 football kits or equipment packs being sent to primary schools.

The Scheme enables primary schools across England and Wales to register online for either a free Nike football strip containing 15 shirts, shorts and socks, or an equipment pack with items to aid active lessons across the school curriculum including numbered cones, lettered floor spots, footballs and more.

Over the past two years and since the Premier League Primary Stars Kit & Equipment Scheme began, more than 7,500 primary schools have received free resources.

The Kit & Equipment Scheme is linked to the Premier League’s Primary Stars initiative, which uses the appeal of the Premier League and professional football clubs to inspire children to learn, be active and develop important life skills.

Wolverhampton Wanderers defender Conor Coady headed to lucky primary schools to help deliver some of this year’s Premier League Primary Stars Kit and Equipment packs.

Tottenham Hotspur’s Kieran Trippier surprised pupils at St John Vianney Catholic Primary School, by delivering an equipment pack and taking part in a PE lesson. “Football is one of those sports that can bring children together... they seemed so surprised, they had big smiles on their faces when we opened the bag,” said Trippier. Headteacher Stephen McNicholas said “Having a top sportsman who’s really at the top of his game to come and visit our school and inspire us has been amazing.”

KINGS OF THE MANOR – PRIMARY SCHOOL STARS SHINE IN NEW KIT For Manorfield Primary School, remaining a competitive footballing outfit was a proving a struggle without a full kit.

The School had already been benefitting from the free resources offered as part of the Premier League Primary Stars programme, before they took advantage of the Kit & Equipment Scheme.

The kit has been hugely popular with the girls’ and boys’ football teams in years 5 and 6.Tanzil in Year 6, an Arsenal fan and aspiring striker, explained why it means so much to pull on a Premier League Primary Stars shirt.

“Football inspires us – it’s about coming together, meeting new people, enjoying life, having fun. It’s not always about winning, it’s about pride in who you play for and what you do.

“ IT WAS AMAZING TO SEE THE PRIDE ON THEIR FACES THE FIRST TIME THEY TOOK THAT KIT OUT OF THE BOX.”

“It means so much to wear this kit with ‘Premier League’ on it, just like an Arsenal player.The Premier League giving you a kit is an opportunity you don’t get every day, so it’s a big thing for our whole class and the football team. It inspires us to do more and to be better.”

Class teacher Adam Eastick explained that the new kit made an immediate impact on his pupils.

“They walk a bit taller when they wear it. It’s a really high-quality kit and as a school facing funding challenges, it’s great to have this kit provided by Premier League Primary Stars.

“Giving the girls pride in their kit and their representation of the school has also helped more of them to participate in team sports, which is great to see. As a result, I now have four girls who are really talented footballers and they’re taking it forward as a sport.”

Assistant head teacher Frank Harrowell reiterated Adam’s point about pupils’ pride in wearing the kit. “It was amazing to see the pride on their faces the first time they took that kit out of the box.They feel amazing when they put it on.

It makes us stand out as a school, so they’re all desperate to be on that team. It’s a reward for all the hard work they do in school.

“A lot of normal school football kit doesn’t last long enough.The kids are less likely to engage with it if it’s not good quality. But if you’ve got high quality gear, like this Premier League Primary Stars kit, you’ll get high quality outcomes. For these kids, having that high-quality kit makes the world of difference.”

FOCUS ON RESPECT Ten years after launching, the Respect campaign continues to be one of The FA’s most popular of all.

FA RESPECT CHAMPIONING POSITIVE COMMUNITY FOOTBALL ENVIRONMENT Solely funded by The FA and delivered by the Foundation, the campaign seeks to promote a more respectful, inclusive environment for community footballers to enjoy the beautiful game.

Throughout the years, clubs have been awarded Respect packs, containing strong pitch-side barriers, attention boards, wall banners and captain’s armbands to help encourage good behaviour.

This year, this was also supported by the launch of a new Respect Journey pilot across 43 designated sites.

The Journey aimed to increase the number of interactions that players, coaches, officials and

spectators have with The FA’s Respect messaging. Individuals are exposed to at least seven separate pieces of messaging placed strategically to reinforce good behaviour and create an inclusive environment for all on matchdays.

YOUNG REFS LAYING THE LAW AT NEWPORT PAGNELL TOWN So inspired were Newport Pagnell Town FC by the messaging deployed from The FA’s Respect scheme, the club decided to go one step further and create their very own refereeing pathway to help develop young, talented match officials.

The club initially witnessed a large change to the attitudes of spectators at home fixtures, after erecting banners and signage containing Respect messaging around their Willen Road home in Buckinghamshire.

Julie added, “It’s had a fantastic uptake from within the youth ranks of our club as well as also having a really beneficial impact on the standard of refereeing. When clubs insist on allowing parents without proper qualifications to referee matches, we do often see games marred by abusive behaviour from both players and parents.

This will include writing a Business Plan and Site Development Plan to demonstrate how the prospective facility will be used and what outcomes will be achieved.

The programme enables every applicant to take control of the progress of their application via a 24/7 online internet-banking style system. Grantshot also provides the Football Foundation with a forward-looking project pipeline.

Upon submission of the application, the Football Foundation carries out an initial assessment to see if the applicant has provided all the information.

The facility then goes through a period of Monitoring and Evaluation (M&E) using the Foundation’s bespoke Upshot® software. This is used by projects over the value of £20,000 to track participation and highlight any potential risk of underperformance. Like all Foundation systems, Upshot is designed in-house. It is used by 750 organisations globally.

The Football Foundation’s Communications team contact each project to help publicise the launch of the applicant’s brand-new facility to generate local awareness and additional media coverage.

Following a final inspection by a member of the Foundation’s Technical Project team to ensure the work has been carried out to the required standard, the remaining 5% of the grant can be released.

Projects are provided funding from the Football Foundation in staged payments on the production of invoices to ensure that work is going to plan and money is being spent in the right areas.

This continues until 95% of the grant is released.

If successful, applicants are sent an offer letter and grant acceptance form.

Once returned, the project is granted permission to commence. Any projects that are unsuccessful are also written to, explaining the reasons for rejection.

Projects then use the Foundation’s internal Performance Management Systems to track the progress of their application and log any delays so that timely remedial action can be taken to get them back on track early.

INDEPENDENT AUDITORS’ STATEMENT TO THE MEMBERS OF THE FOOTBALL FOUNDATION We have examined the supplementary summary financial information included within The Football Foundation Annual Review 2018 for the year ended 31 May 2018, which comprises the summary group and parent charitable company balance sheet as at 31 May 2018 and the summary consolidated statement of financial activities for the year then ended.

RESPECTIVE RESPONSIBILITIES OF THE TRUSTEES AND THE AUDITORS The Trustees are responsible for preparing The Football Foundation Annual Review 2018, in accordance with applicable United Kingdom law and the Statement of Recommended Practice: Accounting and Reporting by Charities (revised 2005), which includes information extracted from the full annual financial statements of The Football Foundation for the year ended 31 May 2018.

Our responsibility is to report to you our opinion on the consistency of the summary financial information, included within The Football Foundation Annual Review 2018, with the full annual financial statements for the year ended 31 May 2018.

This statement, including the opinion, has been prepared for and only for the charitable company’s members as a body and for no other purpose. We do not, in giving this opinion, accept or assume responsibility for any other purpose or to any other person to whom this statement is shown or into whose hands it may come save where expressly agreed by our prior consent in writing.

BASIS OF OPINION Our examination involved agreeing the balances disclosed in the summary financial information to full annual financial statements. Our audit report on the charitable company’s full annual financial statements describes the basis of our opinion on those financial statements.

OPINION In our opinion the supplementary financial information is consistent with the full annual statements of The Football Foundation for the year ended 31 May 2018.

We have not considered the effects of any events between the date on which we signed our report on the full annual financial statements (19 September 2018) and the date of this statement.
