edestrians with and without pets using the sidewalks can be startled by bikes and scooter riders. Pets that are startled or scared can lunge with an accident as a result and all parties can be injured. To prevent these surprise occurrences, add a bike bell to announce you are approaching 15-20 feet behind pedestrians (and pets) and give warning. In addition, cyclists must follow California and local ordinances which are in force and the following points are required to protect riders and the public: •

Helmets are required for minors under the age of 18.

Use of bike lights and reflectors for night riding.

Pedestrians on sidewalks have the right of way at all times. Cyclists must yield to pedestrians and slow down, stop or dismount as needed. Cyclists must give an audible warning if passing a pedestrian.

hen two Michelin-rated chefs team up, you know there's something special brewing in the kitchen.

Pedregal, a forthcoming cantina in Folsom, will be the exciting culinary creation of co-chefs Patricio Wise from Nixtaco in Roseville and Brad Cecchi from Canon in East Sacramento. Both chefs have the rare distinction of receiving Michelin Bib Gourmand status for their respective restaurants, a recognition for delivering exceptional quality and value.

Nixtaco, famous for elevating tacos to new heights, drew accolades from Food & Wine magazine, lauding it as "one of the best chef-driven taquerias in the U.S." Wise, inspired by the creativity of friends in his native Monterrey, aims to bring a bold twist to traditional Mexican dishes at Pedregal. The menu will feature shareable small plates and family-style service, emphasizing authentic flavors from northeastern Mexico. Cecchi, a Sacramento native, brings his expertise in running fine dining establishments to this venture. old onto your hats, folks! The 2nd annual pumpkin patch festival at Mangini Ranch Elementary School was a smashing success! The school grounds were transformed into a fall wonderland, complete with pumpkin patch, face painting, and a petting zoo. There were even food trucks and vendors selling all sorts of goodies. Thank you to Arash Zamanian for bringing the Folsom Ranch community together to celebrate the season and get into the autumn spirit!

R

andy and Dina are both originally from the Bay Area. Dina was born in San Francisco and Randy was born in Palo Alto. They met through family. Randy had been wine buyer and olive oil importer with his family business for over 20 years. He had just flown back from a buying trip when Dina’s cousins invited her over for wine. They really invited her over to meet Randy. It was an instant connection. Fast forward, they married in 2012 and welcomed three children into the world. Santino (10), Paola (7), and baby Allen (19 months old). Most recently, Randy and Dina were living in Kelseyville, California. They enjoyed the rural life with several chickens, few neighbors and scenic views. Dina became a Registered Nurse right at the beginning of Covid. After baby Allen was born, they decided to seek out a “nice” place to raise a family, with job opportunities, good schools and that was closer to family. After several visits, Folsom seemed to check all of those boxes. A rental literally fell onto their lap through a “friend of a friend” in the first community off the freeway. They moved in and seemed overwhelmed with the close proximity to neighbors, small backyards and construction everywhere. That outlook quickly

changed. The second night at their rental, a group of children knocked on the door and asked if the kids could come out and play. The rest is history. They fell in love with their halfway built neighborhood and community. When one of the last houses was still listed for sale, directly facing the community park, they jumped on it. Needless to say, the neighbors (especially the kids) were very excited. When Randy is not managing their rental properties, he plays the guitar, teaches his children guitar and piano, and cruises in his 1970 Camaro Z28. He also cares for the kids while Dina works as a Labor and Delivery Nurse at Sutter Roseville. Dina enjoys gardening, ballroom dancing and hosting neighborhood get togethers. Santino likes to play his electric guitar and is an avid Star Wars lego builder. Paola loves to sing, play the piano and draw. Allen will always be known as “Baby Allen” to all of the neighborhood kids. He can be seen kicking a soccer ball across the field or riding his balance bike. The Feliciano Family will tell everyone and anyone that they bought their home because of the neighbors. True story. If you visit the Enclave you can see and feel the magic!

ALDER CREEK MARKETPLACE A Modern Agrarian Retail Haven

The project comprises a collection of eight buildings, including four drive-thru retail pad buildings and three multi-tenant shop buildings. At the heart of the development is a major grocery store, which not only fulfills a vital community need but also serves as an essential anchor, drawing residents and visitors alike. As you explore the marketplace, you’ll notice a distinct architectural character: Modern Agrarian. This style complements The Shops at Folsom Ranch, continuing the legacy of the California Ranch Style with

a contemporary twist. The design principles employed echo the rustic charm of the past while embracing the elegance of the present. Crisp white metal accents enhance the warmth of natural materials, and black metal trim adds modern elegance. The project strategically activates the street edges through its arrangement of buildings, with steel frame structures serving as inviting pedestrian gateways. These gateways not only welcome patrons but also integrate the development into the urban fabric of the surrounding area. The architectural elements in this project are carefully selected to reflect the Modern Agrarian concept. The design palette showcases a blend of flat and sloped roofs, paying homage to the agrarian support buildings that once defined the landscape. These elements help break down the scale of the project and create varying opportunities for added character elements and design details. Warm accent colors, balanced with light and dark material contrasts, infuse the project with a welcoming and contemporary style. Smooth-troweled stucco and a range of

metal roofing and siding options evoke the functional elegance of agrarian structures while also adding a touch of modern sophistication. Metal shade canopies and brick veneers further enhance the visual appeal, providing both functionality and warmth to the project. These design choices connect with the community’s values and expectations, creating an inviting atmosphere that encourages social interaction and community engagement, especially at the pedestrian scale. Alder Creek Marketplace isn’t just a retail destination; it’s an embodiment of Folsom’s history and future intertwined. Diwali is from the Hindu epic, Ramayana. According to it, Diwali marks the day Rama, Sita and Lakshmana return to Ayodhya (a city in India) after 14 years in exile. Exiled by his own father King Dasharatha, Rama, his wife Sita and his brother, Laxmana, face various hardships as they travel through the forests. In this struggle, they defeated Ravana, who was the ruler of ancient Siri Lanka. Without defeating Ravana, they could not return home since he had abducted Sita. WHO CELEBRATES DIWALI Over the centuries, Diwali has become a national festival that's also enjoyed by non-Hindu communities. For instance, in Jainism, Diwali marks the nirvana, or spiritual awakening, of Lord Mahavira on October 15, 527 B.C.; in Sikhism, it honors the

day that Guru Hargobind Ji, the Sixth Sikh Guru, was freed from imprisonment. Buddhists in India celebrate Diwali as well. DIWALI TODAY Diwali, or Deepawali, is India's biggest and most important holiday of the year. The festival gets its name from the row (avali) of clay lamps (deepa) that Indians light outside their homes to symbolize the inner light that protects from spiritual darkness. Thus the triumph of Good over Evil. This festival is as important to Hindus as the Christmas holiday is to Christians.

FOLSOM RANCH COMMUNITY UPDATES ― Sarah Aquino, Council Member, District 3 ―

open the westbound lanes to traffic. The developer is hopeful that this work will be completed between Thanksgiving and Christmas of this year. The schedule is entirely dependent on weather, and SMUD finishing permanent power. Please note that the current construction is being managed and administered by the Landowners/Developers and their contractors, subcontractors, etc. and not the city of Folsom. Here’s another Frequently Asked Question I get . . . Q: Where/When will we get a grocery store in Folsom Ranch?

* White Rock Road opened to traffic on Monday 10/30. The intersection of White Rock Road and Savanah Parkway was completed as well and there is now a left turn pocket for eastbound vehicles wanting to make a left turn onto northbound Savannah Parkway.

* The temporary traffic signal at the intersection of East Bidwell Street and Alder Creek Parkway should be turned back on around the middle of November. All traffic control on East Bidwell will be completed at the same time. When the signal becomes operational, the developers are planning to open eastbound Alder Creek Parkway to traffic.

* Westwood Drive and Placerville Road closures are over and the remaining improvements are not expected to require any further closures of Westwood Drive north of Alder Creek Parkway. The remaining improvements at Westwood and Alder Creek may require temporary one-lane traffic control to complete the intersection improvements.

* The westbound closure of Alder Creek Parkway will continue until SMUD transfers permanent power and the existing SMUD vaults at the intersection of Alder Creek Parkway and Westwood Drive can be removed and relocated. Once these existing vaults are removed and relocated, the developer plans to complete the westbound lanes of Alder Creek Parkway and

A: In September, the city received a new application for Alder Creek Marketplace on the southwest corner of Alder Creek Parkway and East Bidwell (across from the Shops at Folsom Ranch.) The application is for a parcel map and Planned Development Permit for construction of a 95,000 square foot commercial center with retail and restaurant spaces and a 55,000 square foot grocery store. That application may be refined over time, is contingent upon City approval, and would likely move forward within a year or two after receiving necessary approvals from the city. The city doesn’t control the timing of the implementation of projects once decided, but residents can certainly review the application, provide input, and get contact information about any subsequent implementation from the city’s website and “pending development applications” page.


FOLSOM RANCH COMMUNITY SCHOOLS NEWS SCHOOL FACILITY IMPROVEMENT DISTRICT 3 UPDATE (SFID3) If you live South of Highway 50 and have, or will have, kids in FCUSD schools... this message is particularly important for you. A little background: Folsom Cordova Unified School District (FCUSD) is divided into school facility improvement districts for the purpose of passing bond measures to fund school construction or modernization efforts. For example, everything in Folsom North of Highway 50 is in SFID5, which passed Measure G in 2014 to fund $195 million bond measure used to modernize and improve school facilities in that area. The area South of 50 is SFID3 and includes the South of 50 sections of both Folsom (Folsom Ranch) and Rancho Cordova (Rio Del Oro), and some unincorporated areas as well. The bond measure funding SFID3 is called Measure M, a $750 million bond passed in 2007 by at that time, the small number of residents in that area of Rancho Cordova. A portion of that $750 million bond was used to build the Education Services Center (FCUSD district building in Rancho Cordova), Mangini Ranch Elementary, and Alder Creek Elementary, which is under construction and expected to open for the

2024-2025 school year. Based on current construction, design, and land acquisition costs, the remaining $540 million is insufficient to build all of the schools desired by each community served by SFID3. Due to the activism of the residents of Folsom Ranch, FCUSD has added a special meeting on Measure M on December 12, 2024 at 6PM at 1965 Birkmont Drive in Rancho Cordova, California. FCUSD is looking and re-looking at any and all options to develop facilities to service the students in SFID3, to include analyzing current and projected enrollment numbers south of 50, capacity north of 50, and how to reduce construction costs at all new projects. During our conversations with FCUSD staff and board members, there is a belief that we may need a third elementary school and/or middle school most urgently in Folsom Ranch. TWO THINGS ARE CERTAIN: #1 There isn’t enough Measure M money to build what both communities need or expect #2 The FCUSD board will not approve any plan which does not include schools in Rancho Cordova

HOW CAN YOU GET INVOLVED? #1 Attend the Folsom City Council Meeting on 11/28/2023, where FCUSD is giving a presentation to the city council. This meeting is at 50 Natoma Street at 6:30PM- and we are first on the agenda. Again, these meetings are long so we do not recommend young children be in attendance. We need at least 50 people, and 3 speakers. Please email alaynajwagner@gmail.com if you would like to be a speaker for assistance in drafting a public statement. #2 We were told to “Pack the room” if we want to effect change, on December 12, 2023 at 6PM at 1965 Birkmont Drive in Rancho Cordova, California.
