Message Congratulations to the Women and Men of the JCI Senate Philippines and the Philippine Jaycee Senate Foundation as you hold your 2020 Joint Induction and Turnover Ceremonies. Cooperation and solidarity are two of the most powerful tools for positive social change, especially to those from the margins. And lasting transformation involves contributions from every sector of society. This is the essence of Angat Buhay, the OVP’s flagship anti-poverty program. To date, 200 families and communities from all over the country have been empowered. None of this would be possible without our partner organizations. None of this would be possible without you. We’d like to express our gratitude to the JCI, and thank you for your tireless work, providing opportunities for the disenfranchised, and for molding future leaders to become conscientious and responsible Filipinos. As you gather today to welcome your new set of leaders, I hope that your bonds grow stronger with the passage of time, and that you continue to draw inspiration from your vision of contributing to nation-building. We look forward to our continued partnership as we reach out to those in the fringes of society and bring the message of hope and a brighter future.

Cooperation and solidarity are two of the most powerful tools for positive social change, especially to those from the margins.

May you have a memorable celebration. Mabuhay kayong lahat.

Hon. LENI ROBREDO Vice President Republic of the Philippines

Message My heartfelt felicitations to the JAYCEE International Senate Philippines! Transformative leadership is one that influences and changes lives. It is a boldness tempered with kindness, and courage softened by compassion. As the youth of today take center stage and prepare to take over the reins of ensuring awareness in societal problems is inculcated to our society, we certainly hope they would exhibit the bravery, integrity and strength of character that were the hallmarks of anyone who ever became truly great in this country. Innovation will play a huge role, no doubt, in how fast and how well they would be able to meet the challenges our nation is facing. In the end, however, it is the old-age values they will find inside their hearts that will determine the legacy they will leave to the next generation of leaders that will follow them. May your convictions lead you to transform first yourselves, then your goals, then the manner by which you serve. You will do our forefathers proud! Congratulations and Mabuhay kayong lahat!

Hon. VICENTE C. SOTTO, III Senate President Republic of the Philippines

Message A new chapter in the colorful history of JCI Senate Philippines begins with the passing of the torch from one National President to the next in line. In ceremonies befitting of JCI Senator leaders that we are, the leadership succession takes place in Southern Philippines where the Jaycee movement is as much a part of everyday life as it is a much sought after leadership organization. Much has been achieved in the year that was as much is definitely expected in a year that will be. The evening is as much auspicious as it is historical as I take a leap of faith in my induction as the 53rd National President of this organization. In all humility, I accept the challenges of this leadership inasmuch as I treasure the adventures I am about to experience in my one year to lead this storied organization. In all humility, I fervently ask your utmost cooperation as we embark on an odyssey in furtherance of the JCI tenet “that service to humanity is the best work of life.” On the occasion of the 2020 Joint Induction and Turnover Ceremonies of JCI Senate Philippines and the Philippine Jaycee Senate Foundation, I wish to convey my deepest gratitude to all the JCI Senators from all over the archipelago who braved the long journey just to be one with us on this momentous occasion, to the 2019 National Board led by 2019 National President JCI Sen. Domingo Roque, Jr. of which I have been a part of for a year of unprecedented strides in JCI Senate Philippines history, to the 2020 National Board of which I am privileged to lead for joining me on this historic moment as we begin our year of leadership, to the 2019 Board of Trustees of the Philippine Jaycee Senate Foundation led by 2019 Chairman JCI Sen. Felizardo Sevilla, Jr. for increasing the coffers of the foundation and to the 2020 Board of Trustees led by 2020 Chairman JCI Sen. Apollo Enriquez whose vision for a dynamic Philippine Jaycee Senate Foundation finds synergy in our continuing resolve to RAISE THE NATION through a responsive, thorough and noble JCI Senate Philippines we can all be proud of and to the Induction Committee led by JCI Sen. Rodolfo Saavedra, II, for assuring us of an induction to remember. Together, let our work in progress find the fruition in a vibrant JCI Senate Philippines of tomorrow, replete with the leadership gains of today.

Message A pleasant good evening to all! 2019 has been a good year for the PJSF simply because of the wholehearted support and cooperation of the members of the foundation and, most especially, the Board of Trustees. I am not going to mention the achievements anymore since a detailed written report was submitted to the members during our national convention. It was included in the kit distributed during the national convention. My Chairmanship has officially ended, but, my COMMITMENT continues and my INVOLVEMENT will be more and better. To the members of the Board of 2019 and to Arline and Aicel, thank you very much. To all members of JCI Senate Philippines, thanks for everything. Congratulations to the 2020 Members of the National Board of JCI SENATE PHILIPPINES and to the 2020 Members of the Board of Trustees of the PHILIPPINE JAYCEE SENATE FOUNDATION. Mabuhay tayong lahat.

Message Congratulations National President Rene and JCI Senate Philippines. As JCI Senate Philippines celebrates and embark on its 52nd year, we also continue the camaraderie, the fellowship that strengthen the bond among us; as we continue living up to our Jaycee Creed. As your 2018 Golden National President and 2020 Chairman of the Philippine Jaycee Senate, I am amazed first hand on our brotherhood. That we never grow tired of doing good to others; never quit on moving forward and never stop sharing our blessings. We continue to fill our lives with great experiences and enthusiasm, not on things; have stories to tell, not stuff to show. Our times together is not measured by a clock or the time in our watch but by moments – the memories we make together as one JCI Senate Philippines. It is because of your support that a lot of historic events happened this past 2 years, so many firsts in our JCISP history. NP Rene, yours was a leadership by example and you responded well, with all the enthusiasm and camaraderie exemplified truly by all JCI Senators. This positive developments will bring our organization to greater heights. Let us continue to share our blessings for we never know how many persons are looking at us as an inspiration in their own lives. As we grow older, we learned an important lesson in life. That if someone shared something of value to us, it is our moral obligation to share it to others. Our organization moves on as we continue to live by these words.

JCI Sen. APOLLO “COCOY” S. ENRIQUEZ, CCD 2020 Chairman

History of JCISP JCI Senate Overview JCI Senator Number One was conferred to JCI Sen. Joaquin V. Gonzalez posthumously in September 1952 during the 7th JCI World Congress in Melbourne, Australia. Jake Gonzalez of JCI Manila was a Past National President of JCI Philippines (1951-1952) and a Past JCI SecretaryGeneral (1950-1951) whose glorious life was cut short in a plane accident on his way home from the 3rd JCI Philippines National Convention held in Baguio City where he was reelected as National President. It was unfortunate that he did not witness the birth of JCI Senate in the Philippines but his exemplary life as a JCI leader served as an eternal inspiration to each of its members. For sure, he would have taken pride and joy into what this organization has become. The idea of having an organization for JCI Senators in the Philippines aimed, among others, at maintaining ties with the regular JCI organization began in the mid-‘60s. In 1964, a Liaison Committee of JCI Senators was formed under the umbrella of JCI Philippines. However, it was only in 1967 when JCI Philippines Immediate Past National President JCI Senator Jesus Perlas, Jr. of Quezon City Capitol was appointed as Chairman of the Liaison Committee by then National President JCI Senator Jose M. Barredo, Jr. of Makati to formally propose the concept of having an organization for JCI Senators separate from the regular JCI Philippines. This was presented to the floor during the 19th JCI Philippines National Convention held in Baguio City from September 27 to October 1, 1967. It was during the 20th JCI Philippines National Convention held in Cebu City from September 25 to 29, 1968 that JCI Senators from Iloilo City presented their drafted constitution for the Senate organization. Hence,

14

it was during this time that the “JCI Senate of the Philippines” was formed, its tentative constitution was adopted and JCI Senator Aurelio O. Periquet, Jr. of Manila was elected as Chairman/President, along with the other charter officers; Vice President JCI Sen. Jose C. Sering (Surigao), Treasurer JCI Sen. Tony O. Limtong (Cebu), Directors: JCI Sen. Johnnie M. Dimalanta (Baguio), JCI Sen. Rene O. Fournier (Cagayan de Oro), JCI Sen. Eduardo N. Fructuso (Cebu), JCI Sen. Eduardo J. Taylor, Jr. (QC Capitol), JCI Sen. Santiago C. Goking (Cagayan de Oro), JCI Sen. Maximiano G. Llorente (Tarlac), JCI Sen. Buenaventura B. Loberiza (Manila), JCI Sen. Justo M. Ortiz (Cebu), JCI Sen. Clarito R. Robles (Lucena). JCI Sen. Jose E. dela Rosa (Cotabato), JCI Sen. Arturo M. Sanvictores (QC Capitol), JCI Sen. Cayetano J. Tuazon (QC Capitol) and Auditor JCI Sen. Rodolfo B. Jacob (Manila). On February 7, 1969, a special meeting was held in Manila. It was then that the Constitution and Bylaws, as amended, was approved. Amendments included the change in the official name of the organization from “JCI Senate of the Philippines” to “Philippine Jaycee Senate” and the positions “Chairman” and “ViceChairman” to “President” and “VicePresident”, respectively. On February 19, 1969, the organization was incorporated and registered with the Securities and Exchange Commission. Thus, the JCI Senate Philippines became an organization of Jaycee International (JCI) composed of current or past members, who, during their regular Jaycee years, have performed exceptional achievements, outstanding works and contributions to the chapter, to the Jaycee movement as a whole and to the community in the spirit of selfless giving that advance the purposes of the organization. In view thereof, that regular jaycee member is awarded the

JCI Senatorship and called a JCI SENATOR, which confers Life Membership with a permanent JCI Number, being the highest and the most coveted award of recognition bestowed by Jaycee International (JCI). The award of JCI is an honor that requires the approval of the local, national and international presidents. About one percent (1%) of all Jaycees ever achieve this status from the more than five (5) million young people who have been Jaycees since the Jaycee inception in 1939. To date, this honor has been awarded to about 70,000 Jaycees in more than 84 countries. Through the years, the JCISP had not only strengthened bonds amongst its members, but, also, with the entire JCI global community. More importantly, it had made a tremendous impact in our very own beloved country. History shows that the JCISP had evolved significantly and simultaneously with our country. It had its shares of up’s and down’s and yet, always emerged as stronger and as persevering as ever. It is the hope of every JCI Senator that future generations shall take pride in what we have achieved - that they will pick up from where we left off and shall continuously carry the torch of jayceeism, adapting to the call of the times, perpetually.

Theme for 2020

The theme, “RAISE THE NATION”, was chosen relative to the thrust of relevance of JCI Senate Philippines for the year 2020. “RAISE THE NATION” vividly captures the role of JCI Senate Philippines in nation building where JCI Senators serve as shining examples of leadership in the various communities throughout the archipelago where JCI Senate chapters are located thereby inspiring and helping mold the next generation of leaders of our country. The theme lock up logo is comprised of the JCI Senate Philippines logo and the 2020 theme logo separated by a gray bar with the “RAISE THE NATION” theme in bold capital letters as the core values of RESPONSIVENESS, THOROUGHNESS and NOBILITY are found beneath the theme. The core values are strategically found at the base of the lock up logo for they serve as the

18

foundations upon which our nation shall rise. These core values are couched in JCI colors of green, blue and orange symbolizing the significance of Junior Chamber International in nation building. Responsiveness pertains to the quality of reacting quickly and positively as a JCI Senator is honed from his or her JCI roots where a culture of positive change pervades. Thoroughness pertains to the quality of possessing great care and keen attention to detail sufficiently describing the leadership role of a JCI Senator in society. Nobility pertains to the quality of a ranking member of society aptly portraying the JCI Senate as a badge of honor that lasts a lifetime, a reward for an exemplary JCI career. The theme, “RAISE THE NATION”, is couched in red, symbolizing the energy, strength, power, determination as well as the passion and desire of JCI Senators to bring the country towards achieving greater heights

on the map of the world. The theme logo has two red crescent shaped objects found side by side where each end is connected to three people-like objects in JCI color shades of green, blue and orange signifying the role of the JCI Senate Philippines leadership in uniting JCI Senate Chapters across the nation as the entire logo takes the shape of a heart, symbolizing the love that breeds fellowship, the very reason for the existence of JCI Senate Philippines. The theme logo is strategically found on the upper right, signifying the right path which JCI Senators take in leading their respective communities. The gray-colored bar separating the JCI Senate Philippines logo and the theme logo manifests leadership, as symbolized by the JCI Senate Philippines logo, and unity through fellowship, as symbolized by the theme logo, go hand in glove in building a nation’s success.

National Flagship Projects

KASAMBAHAY KASAMBUHAY PILIPINAS AWARDS This project is aimed for domestic workers who work in the homes of others for pay, providing a range of services: sweep and clean; wash clothes and dishes; shop and cook; care for children, the elderly, and the disabled; they provide gardening, driving, and even security services; to provide them the recognition they deserve for being the marginalized workers who as we all know tend to have lower wages, fewer benefits, and receive less legal and social protection compared to most other wage workers. The primary basis for the selection is the tenure in service and how the kasambahay promotes the Filipino values and unquestionable integrity and loyalty not only to his/her family, but, also, to the people he/she works for.

TOFP (THE OUTSTANDING FILIPINO PHYSICIAN AWARDS) The main driving inspiration for the conception of The Outstanding Filipino Physician (TOFP) Awards in 2007 was to instill patriotism and give due honor and recognition to Filipino doctors who chose to serve their countrymen rather than search for greener pastures in foreign lands. The project is in line with the JCI tenet in the JCI Creed “that service to humanity is the best work of life. History of PJSF The PHILIPPINE JAYCEE SENATE FOUNDATION was launched during the 1978 JCI World Congress in Manila. It was conceived by President Ramon A. Tirol, 1978 Philippine Jaycee Senate President. The foundation was created as a non-stock and not-for-profit organization with the prime objective of promoting the Jaycee Creed that “Service to Humanity is the Best Work of Life.”

Chairman and Emmanuel Y. Angeles as President.

It was envisioned that all contributions which will form part of the trust fund shall be invested and only the earned interest shall be expected for programs in support of the goals and objectives of the Philippine Jaycee Senate.

JCI SENATOR NUMBER 1 IN THE WORLD

On April 23, 1979, the Foundation was incorporated and registered at the SEC with the appointment of Amelito R. Mutuc as Chairman and President and the other eight JCI Senators as officers and trustees. The Board of Trustees was increased to fifteen in a special meeting called for the purpose on August 28, 1984. During the 1984 PJS National Convention in Baguio City on October 27, 1984, the General Assembly voted the first elective PJSF Officers and Trustees headed by Jose C. Sering as

It was also in the said convention that the PJS Board, headed by Senate President Romulo H. Cordova, approved the resolution conferring the Jake Gonzalez Fellow (JGF) award to foundation members in honor of the late Joaquin Gonzalez, the Jaycee Senator Number 1 in the world.

Joaquin Gonzalez Joaquin V. Gonzalez, as a Jaycee, surpassed many young men who have contributed much to the Jaycee Movement. ‘Jake’, as he was fondly called, served as ‘voluntary’ Secretary-General of Jaycees International (JCI) for the fiscal year 1950-1951. His services to JCP were all gratis et amore. In 1951, three and a half years after the establishment of the first Jaycee chapter in Manila, he was elected as the 3rd National President of the Philippine Jaycees (JCP). At that time, the JCP movement already had 30 Jaycee chapters throughout the country.

(from left) Jake Gonzalez Fellow Pin, Jake Gonzalez Exemplary Fellow Pin and Jake Gonzalez Venerable Fellow Pin

The job Jake did during his incumbency as National President of JCP was so exemplary that the delegates to the 3rd JCP National Convention held in Baguio City in 1952 unanimously decided to amend the Constitution of the national organization to pave the way for his re-election. After the JCP convention, Jake, a thoughtful family man, decided to rush home to comfort his ailing wife, Lourdes dela Rama, who was 5 months pregnant. He hastened to the Baguio Airport to catch a chartered PAL flight of Jaycees that was to take-off for Manila. A fellow Jaycee, Philip Monserrat, gladly gave up his seat to accommodate Jake. The fateful moment came to Jake at exactly 10:30 Sunday morning, March 30, 1952. His Manila bound plane crash landed into a steel matting fence and burst into flames. Jake, along with eleven Jaycees and their wives perished and the rest were severely wounded. When Jaycees International Senate was launched in September 1952 at the 7th JCI World Congress in Melbourne, Australia, Jake was nominated posthumously by the Canadian delegation and became JCI Senator No. 1 in the world.
