Dear Community Members, On behalf of the Fairbanks North Star Borough, I am pleased to present Winter 2022/2023 Parks and Recreation Activity Guide! These past two-plus years have demonstrated the continued need to promote our community's health and well-being. The entire Parks and Recreation team have worked diligently to imagine, create and provide a wide variety of activities for the community. This past year there were several new activities along with many time-honored annual ones, such as the winter trails challenge, which takes you to many places and perhaps see parts of our community that you've never visited before. Even during the short and cold days of winter, there are plenty of things to do outside. I challenge you to look through this winter activity guide and find an activity or two (or three) that is NEW to you. The benefits are immense as you experience something new! As Borough Mayor, I am committed to doing my part to help our staff to create programs, cultural events, and experiences that will help to enrich the quality of life in interior Alaska. Many hands work hard "behind the scenes" to make winter recreation in the borough possible. Whether you are young or a seasoned "young-at-heart" resident or visitor, take some time for yourself and your family and create some winter memories that will last a lifetime! I wish you and your family well and look forward to hearing about the new adventures that you've accomplished.

FNSB Parks and Recreation Director

One of the missions of the Fairbanks North Star Borough Parks and Recreation Department, through our facilities and programs, is to “enrich the quality of life” of our community members. We are doing that with the new John Weaver Memorial Skate Park and our partnership with the Fairbanks Youth Soccer Association to provide additional space for indoor sporting activities. Our staff have been working hard to meet the needs of our community. We are listening, asking questions, and involving the community as we maintain our 55 parks and 25 playgrounds. With projects like Bluebell Park renovation, and the upcoming Graehl Park, we are setting the standard for simple, yet intentional playgrounds that include opportunities for all our community members. Stable surfaces for strollers and wheelchairs are also fantastic places for all to play tag on these newly designed playgrounds. Our quality of life rests on our ability to provide play for all. We will continue to work towards serving our community by creating and maintaining these spaces. We hope that you join us as we strive for a community filled with fun, laughter, and learning. Our services are designed to assist people in developing and using their leisure time in ways that enhances health, well-being, and quality of life. GENERAL POOL RULES Listen to the lifeguards. All swimmers must shower, including hair. Walk, don’t run. No rough horseplay, foul language or fighting. No food, gum or drink allowed in the locker rooms or pool deck. No resting on or swimming over the lanes lines or safety ropes. Children age 5 and over must dress in their same gender locker room. If your child needs assistance, ask a Lifeguard about alternatives. The pool is for aquatic activities only. Harassing or unwelcome behavior that results in multiple complaints could result in loss of facility privileges. No aquatic instruction is allowed during open or lap swim times except by certified pool staff or with prior parental consent. The use of photographic equipment or imaging devices is prohibited in the locker rooms and restrooms. Video recording or photography of any kind elsewhere in the facility must be approved by the Manager.

BIG DIPPER ICE ARENA 1920 Lathrop St. Fairbanks, AK 99701 The Big Dipper Ice Arena is owned and operated by the Fairbanks North Star Borough for the benefit of all its residents and visitors. Once an airplane hangar in Tanacross, the structure was reassembled and repurposed as an ice arena in Fairbanks in 1968. Commonly referred to as "The Dipper," the facility hosts public skating, youth and adult hockey, and is home of the Ice Dogs of the North American Hockey League. A walking and jogging track is free to the public during scheduled hours. Most areas of the facility, including the ice, are available for private rentals and special events.

WATCH A FAIRBANKS ICE DOGS GAME! The Fairbanks Ice Dogs are a Tier II junior ice hockey team in the North American Hockey League's Midwest Division. The Ice Dogs play home games at the 2,200-seat Big Dipper Ice Arena in Fairbanks, Alaska. For a complete schedule of games, visit their website at fairbanksicedogs.com.

WALK INDOORS!

GO SKATING! The Big Dipper offers various skating programs, as well as three outdoor rinks that are available 24/7 for rent, or on a first-come, first-serve basis. Outdoor lighting is available too! A push button is located near the northeast corner of Rink #2. Look for the outside rinks to be open and skateable in mid-November! Give us a call to check!

The walking and jogging track is free to the public during scheduled hours. Walking is available M-F 6am-6pm, and Sundays 11am-4pm, or unless otherwise posted. No walking on Saturdays.

CHENA LAKE RECREATION AREA 3780 Laurance Rd North Pole, AK 99705 Chena Lake Recreation Area is a 2,178 acre park located east of North Pole. The park offers multiple outdoor activities including hiking, skiing, walking, snowshoeing, snow-machining, ice fishing, aurora viewing and photography in the winter.

GO SKIING OR HIKING!

Chena Lake is an ideal location to view the aurora borealis or "northern lights." The official aurora season is Aug 21-Apr 21.

GO ICE FISHING! Ice huts are available typically in December as opening dates vary according to ice thickness. Lakes are stocked with Rainbow Trout, Silver Salmon, and Arctic Char. Huts are $30/day and include one bundle of wood. Submit a request online at parks.fnsb.gov. Reservations are approved M-F, 8-5pm.

Fairbanks North Star Borough Parks and Recreation

The Mike Agbaba Trail System offers 12 miles of groomed, multiple-use trails along Chena Lake and surrounding park areas. Choose from the 3.8mi, 5.1mi, 6.5mi, 9.5mi, or 12 mile loops for your activity. The River Park Cross-Country Ski Trails offers 4.3mi (7km) of groomed, classical skiing trails nestled along the Chena River. No dogs allowed on ski trails.

TANANA LAKES RECREATION AREA 4400 S. Cushman St. Ext Fairbanks, AK 99701 Conveniently located just minutes from downtown Fairbanks, Tanana Lakes Recreation Area is a 750 acre multi-use recreation area. This park offers plenty of outdoor opportunities in the winter for people of all ages including hiking, skiing, snowmachining, ice fishing and more. The newly remodeled Rifle Range is open 8am-10pm daily; closed Wednesdays from 8am-12pm for maintenance.

GO ICE FISHING!

GO SKATING! Tanana Lakes features an ice rink and skating loop! Parks maintenance staff plow and mop the rink when conditions allow. Bring your own skates or stop by the Big Dipper Ice Arena to rent skates for you and your family! Rink conditions can be checked on our website at parks.fnsb.gov.

GO SNOWMACHINING! There are multi-use trails for snow machining, including trails that head out onto the Tanana River and go for miles! There are also more than five miles of groomed trails for cross-country skiing and snowshoeing! Leashed dogs are welcome on trails- please pick up pet waste.

BIRCH HILL RECREATION AREA 101 Wilderness Drive Fairbanks, AK 99712 The Birch Hill Recreation Area is one of the premier cross-country skiing destinations in the country. Not only are the trails some of the best designed and maintained trails in the nation, but the buildings offer great places for before and after skiing activities as well as places to socialize. All this is offered by a joint effort by the Nordic Ski Club of Fairbanks and the Fairbanks North Star Borough Parks and Recreation Department. Although you can use the trails at any time, the gate to the recreation area is closed and locked from 10:00pm to 7:00am each night. The Jim Whisenhant Cross Country Ski Trails weave throughout Birch Hill Recreation Area.

CROSS-COUNTRY SKIING

JUNIOR NATIONALS

There are gorgeous trails to hike and ski at Birch Hill. The Jim Whisenhant Cross-Country Ski Trails offer you 40+ kilometers of trails to explore! Warm up in the hut with access to 24-hour restrooms and changing facilities. There's even a waxing room in the Cross-Country Ski Center.

The Nordic Ski Club will host the 2023 USS&S Jr National Cross Country Ski Championships this year at Birch Hill! The popular event takes place Monday, March 13 through Thursday, March 16! The Nordic Ski Club's website offers many recreational and competitive skiing opportunities, and detailed weather information, plus a live weather cam placed at Birch Hill. Check out their site and what they offer at nscfairbanks.org.

HOST AN EVENT The Birch Hill Assembly Room is the perfect scenic location for your next big event! The 2,500 square foot room is available to rent and includes tables, chairs, sound system and kitchen. Rates are found on our website at parks.fnsb.gov!

CARLSON CENTER 2010 2nd Ave. Fairbanks, AK 99701 The Carlson Center is a 4,595 seat arena located along the banks of the Chena River and across from Growden Memorial Park Fairbanks, Alaska. It is the third largest arena in Alaska followed behind the Sullivan Arena and Alaska Airlines Center located in Anchorage, Alaska. The facility serves as Interior Alaska's largest entertainment, sports, and meeting facility. It is home to the University of Fairbanks Alaska Nanooks Division 1 ice hockey team of the WCHA. It is also home to many graduation ceremonies. In August of 2021, it hosted the Foo Fighters!

PIONEER PARK 2300 Airport Way Fairbanks, AK 99712 Pioneer Park is a 44 acre Historical Theme Park located in the heart of Fairbanks, Alaska - between Airport Way and the Chena River bike path. There is no admission fee to enter Pioneer Park. Feel free to come to the Park and experience a self-guided tour of our artifacts, buildings and grounds! You can also enjoy the playground and Bear Art Gallery at no cost! Some museums and activities charge a nominal fee. Winter season hours are daily from 6:00 am - midnight and provides the opportunity for self-guided tours of artifacts, buildings and grounds as well as special events.

TRAILS ADVISORY COMMISSION

TRAILS OFFICE The Trails Office is responsible for implementing the Comprehensive Recreational Trail Plan (Trail Plan), working closely with other Borough Departments and the Trails Advisory Commission. The Trail Plan is part of the Borough's Regional Comprehensive Plan and was created in 1985. It identifies many trails throughout the Borough that have high recreational value for the community and deserve some level of protection for public access. Trails i cross many types of property and have varying degrees of public access which is not guaranteed across all sections of trails. Trails in the plan receive protection across a piece a property if and when that property is ever subdivided via the Borough's Code of Ordinances, Title 17 "Subdivisions." Over the years, several new trails have been added. The latest trail, the Cranberry Trail, was added in 2006. Fairbanks residents can nominate new and existing trails to be added to the Trail Plan by making recommendations to the Trails Coordinator and the Trails Advisory Commission. Trails Coordinator

RECREATION AREAS

The Trails Advisory Commission (TAC) was established by Borough Ordinance in May of 1980. The responsibilities and duties of the Commission are to: inventory and review current trails and make recommendations concerning present and future needs, review state and borough land disposals in regard to trail needs and trail routing, provide a forum for citizen input in trail assessments and needs, review and recommend adjustments needed in the Comprehensive Recreational Trails Plan, and encourage voluntary incorporation of trails where needed in subdivision plans. The Commission is comprised of 15 borough at-large residents who are appointed by the Mayor and confirmed by the Borough Assembly. Applications are available on line and through the Mayor’s office and the Parks and Rec office. The Commission is required to meet quarterly, but generally meets on the 2nd Tuesday of each month. Times, places and agendas are included in public notices and also on the Borough web site.
