A Message from President Catherine Bowman
IampleasedandhonoredtohavebeenPresidentoftheFlorida NativePlantSocietyduringits38th yearofworkingwith conservationprofessionals,researchers,publicofficials,businesses, landowners,andcitizenscientiststhroughour37chaptersand 4,000+members. Herearesomeofthehighlightsofourexciting andbusy2017.
OurPolicyandLegislationCommitteeworkedwithstateandlocal legislatorstoincreaseawarenessoftheneedtocontinuetoacquire, protectandmanagenaturallandsinourrapidlydevelopingstate. Ourchaptersworkedwith171conservationpartnersthroughout Florida,includingraisingfundstoassistwithlandacquisitionsand providingvolunteersintheirlocalareastoidentifyandrescuerare plantsandplantcommunities. Membersconductedplanting, monitoring,invasiveplantremovaleventsandparticipatedwith conservationlandmanagersandpublicagencies’stafftoenhance andrestorenaturallands. Sinceitsinceptionin2010,theLand ManagementPartnersCommitteehasprovidedexpertvolunteers whoparticipateontherequiredmanagementplanreviewsforstate ownedlands,includingstateforests,stateparks,preserves,wildlife managementandenvironmentalareas. In2017therewere30 reviewsforwhichwewereaskedtoprovidereviewers. Our2017 AnnualConferencewasheldinthemidstoflandsthatarethe headwatersoftheKissimmeeRiverandprovidedsome400 participantswith4daysofamazingfieldtrips,inspiringspeakers’ presentations,andworkshops;andwewerepleasedtoaward4 grantsforprojectsthatwillresearchandconserverarenative plantsandtheirhabitats.

FloridaNativePlantSocietywonthe Conservation Organization of the Year Award fromtheFloridaWildlifeFederation.
FNPSdistributedmorethan100,000copiesofour new Native Landscaping brochures. Thebrochureshighlighteasytogrownativeplantsin6differentregionsofourstate.
The Dan Austin Award for Ethnobotany receivedfullfunding.
Populations of more than 120 plant species, including over 25 rare and endemic species wererescuedfromdevelopmentsitesacrossthestateandusedforrestoration projectsatnumerousstatelandsandotherpublicly-ownedpreserves.
1,000s of Tillandsias wererescuedfromdowned-treesandrelocatedfollowing HurricaneIrma.
Ourmembersdonated 28,709 volunteer hours andourBoardmembersdonated 3,586 hours of In-kind services.
FNPSRepresentative Richard Moyroud served his 25th year astheChairoftheFlorida Endangered Plant Advisory Council (EPAC). TheCouncilmeetsonceayearandreviews theRegulatedPlantList,evaluatescandidatespeciesforadditionordeletion,andusesthe combinedexpertiseofitsmemberstoaddressissuespertainingtoendangeredplantsin Florida,withinthescopeofitsmissionasdefinedunderFloridastatute.

Research and Conservation Grant Awards

* Dr.GaryKnox,GardeningFriendsoftheBigBend “ExplorationintothebiologyandecologyoftheFlorida-endangered Magnolia ashei (Ashe’s magnolia).” ResearcherswillstudythebiologyandecologyoftheFlorida-endangeredAshe’s magnolia(Magnolia ashei)initsnativehabitats.Thestudywilladdresspollination,seed predation,plantinjury,andpotentialdiseasethreatsof M. ashei.Thesekeyfactors collectivelydetermineAshe’smagnoliasurvival,fecundityandreproduction,andmayimpose significantnegativepressureson M. ashei populationsresultingfromconditionssuchasfew orinefficientpollinators,excessiveseeddamagefromcommonseedpests,excessiveplant injuryfromantleredwhite-taileddeer,andopportunisticpathogensinvadinginjuredtrees. Effectsmaybecompoundingandlikelycontributeto M. ashei’soveralllimitedrangeandlow populationlevels.Impactsto M. ashei associatedwiththeseriskfactorswillbequantified usingpassiveinsecttraps,programmabledigitalphotography,andtraditionalandDNAbaseddiseasediagnostics.Datawillbeincorporatedintomanagementtoolswhichwillbe vitaltoconservationeffortsforthisrelictreespecies.

Policy
DespiteaconcertedeffortbyFNPSandotherconservationorganizationstosecureanincreasein fundingforFloridaForever,thelegislaturecompletelyeliminatedFloridaForeverfundingfrom the2017-2018budget. Inresponsetothissetback,theFNPSPolicyCommitteedecidedtotakea moreproactiveapproachinpreparationforthe2018legislativesession. Coordinationwith SenatorRobertBradleyresultedinhiscraftingandsponsorshipofabill(SB370)thatwould dedicateatleast$100millionannuallytotheFloridaForeverTrustFund.
Representinganevenmoreambitiousandpotentiallyfar-reachingeffort,FNPSproposeda constitutionalamendmentthatwasdevelopedincoordinationwithamemberofthe2017-2018 ConstitutionRevisionCommission(CRC). Proposal46wassponsoredbyCommissionerJacqui Thurlow-Lippischandwouldhaverequiredaminimumof1/3ofannualAmendment1revenues, orapproximately$300-$400millionperyear,togodirectlytoFloridaForever. Unfortunately, opponentsstymiedthateffortearlyintheCRCprocess.
ThePolicyCommitteealso challengedtheChaptersto attendlocalmeetingsoftheir legislativedelegationsandto invitetheirlegislatorsto attendfieldtripswith them. Manymembers respondedtothecallfor actionbyattendingdelegation meetings,andthePawpaw Chaptersuccessfully organizedafieldtripthatwas attendedbytheirlocalHouse member. Thiswastheinitial yearofwhatwehopewillbea continuingefforttopromote ongoinginteractionbetween ourmembersandtheirelected officials.

Conservation, Restoration and Citizen Science
2017wasayearofplantrescue,restoration,andmonitoring. ThroughoutFlorida,FNPSworked toconserveourplantsandplantcommunities,manyofwhichareendangeredorthreatenedby development,non-nativeinvasivespecies,firesuppressionoralteredhydrology. Ourstatewide effortsincludedmappingandmonitoringprojectsforrareplantspeciesand Asclepias (Milkweed)species.
Membersof10FNPSchaptersteamedupforamassiveemergencyrescueofSandhillspecies fromtheCastleHillsite,apropertythatlanguishedontheFloridaForeverlandacquisitionlist formorethan30years. Inall,121speciesofplantswererepresentedintherescue. Among thosespecies,23areendemictoFlorida(occurringonlyinourstate)and9arestateand federallylistedasimperiled.
Thankstotheoutpouringoffinancialandvolunteersupport,werescuedmorethan4,800plants andmanypoundsofseedsandstemcuttings! Atthetimeofthisreport,alloftheplantshave beenrelocatedtoninerestorationsitesmanagedbyourpartnersandmanymorearebeing propagatedfromtheseedsthatwerecollected. Land Management
FNPSprovidedexpertassistancetoFlorida’slandmanagersthroughourparticipationin5-year and10-yearlandmanagementreviews. TheFNPSLandManagementPartnersCommittee workedwiththeFloridaDepartmentofEnvironmentalProtection(FDEP)toschedulelocalFNPS membersforeachreview. Eachlandmanagementreviewrequiresbetween20-25hoursin preparationandon-siteparticipation. Theonsitelandmanagementreviewsensurethattheeach propertyisbeingcaredforinaccordancewithapprovedmanagementplans. Infiscalyear20172018FNPSmembersparticipatedin28reviews-93%ofalllandmanagementreviewsforthe fiscalyear.

Forthepast37years,FNPShashosted anannualconferenceineveryregionof thestate. Theconferenceattractsa diversegroupof peopleincludingconservation professionals,researchers,public officials,businesses,landowners, andcitizenscientists. Thesefour-day eventsfeatureworldclassspeakers, 20fieldtrips,lectures,workshops,panel discussions,authorbooksignings,FNPS committeeandAnnualMembership meetings,vendors/exhibitors,asilent auction,anativeplant sale,andthreebreakout-tracks highlighting1)Conservationand Ecology,2)CurrentIssues,and3) Research.

Thisyear,theconferencewasheldMay 18-21,atWestgateRiverRanchinthe heartofthehistoricEverglades watershed. Fourfeatured speakersspokeontopicsthatcoveredsea-levelriseanditseffectsonournaturalcommunities (Dr.TonyaClayton),wildflowersoftheKissimmeeValley(RogerHammer),therolesof mycorrhizalfungiinecosystems(LauraSuper),andthehistoryandcurrentrestorationeffortsof theEverglades(Dr.ThomasLodge).

TheCurrentEventstrackofthe conferencefocusedonrestoration projectsintheKissimmeeRiverValley, comprehensiveEvergladesrestoration, thehistoryoflandconservationin Florida,thePeninsularFloridaLandscape ConservationCooperative,andprograms onpreservingFlorida’snaturallandsand connectivecorridors. Mangrove Chapter – Phenology Study
InJanuaryof2012,membersbeganparticipatingin monthlyplantsurveysatCedarPointEnvironmental Park. TheCharlotteHarborEnvironmentalCenter (CHEC)islocatedinthisparkintheEnglewoodarea.This is“homebase”forchaptermeetings,outreachevents,and anativeplantDemonstrationGarden.
Theoriginalideaforthemonthlysurveyswastoproduce datathatwouldpredictwhenaparticularplantwouldbe expectedtobeinbloom,fruitingorseeding,orotherwise dormant. Thisfallsintothesimpledefinitionof “phenology,”whichisthetimingandsequenceof seasonalbiologicaleventsandthestudyofthistiming andsequences.
Withfivefullyearsofdatacollection,theChapter answersquestionsforparkvisitorsandprovides informationtoCHECandotherinterestedparties. CHEC hassharedthesedata,inpart,withCharlotteCounty ParksDepartmentfortheirannualreport. Therehave beeninquiriesfromotheroutsideentitiesinwhichthese datawereveryhelpfulinansweringtheirquestions.

Pawpaw Chapter – Rugel’s Roundup
Rugel’spawpaw(Deeringothamnus rugelii)isaVolusiaCountyendemicplantandisamemberof thepawpaw/custardapplefamily(ANNONACEAE). Itsonlyknownoccurrenceintheworldisin easternVolusiaCountywithinImmokaleesoils. Thisdiminutivelittlepawpawisbothstateand federallyendangeredandgrowsinmesictoscrubbyfire-maintainedflatwoods. TheVolusia CountychapterofFNPSisthePawpawChapternamedafterRugel’spawpaw. In2011,Pawpaw Chaptermembersdiscussedtheideaofconductingannualsurveysfortheirnamesakeandin 2012theInauguralRugel’sRoundupkickedoff. TheRoundupisacitizenscienceprojectwhere teamsofcitizenscientistsrangingfromhighschoolstudentstointerestedcitizensandchapter membersaredividedintoteamswithoneplantexpertoneachteam. Theseteamsaredirected onwheretogobasedonsoilmapunitsandexistingoccurrencereports. Whileinthefieldthe teamsfilloutFloridaNaturalAreasInventory(FNAI)reportingforms. Aftereachseasonthe dataarescannedandemailedtoFNAIforincorporationintotheirstatewidedatabaseofrareand imperiledspecies. TheRounduphasincreasedawarenessofthisrareendemicspeciesandits obligatoryfireanddisturbancerequirements. Fortunately,mostpopulationsoccuronpublicly ownedandmanagedlandsincludingTigerBayStateForestandseveralVolusiaCountyowned and/ormanagedproperties. VolusiaCountyandtheFloridaForestServicehavebeenactively involvedinthesurveysresultinginapositivepartnershipandpositiveresultsforthespecies. TheRounduphasalsoactedasapositivewaytorecruitmembersintotheSociety. In2016the roundupwasconductedasafieldtripatthe36thAnnualConferenceinDaytona. 2017marked thesixthyearofdatacollectionforthisproject.
