An oasis emerges from the desert scape

Driving along County Road 210 in St. Johns County last March while exploring the area and house hunting, it seemed like coming upon the landscape used for filming of the 1977 motion picture “Capricorn One.” For non-baby boomers, the movie’s plot was a mission to Mars that never happened, with scenes of the hoax set in a desert-scape soundstage with nothing but the illusion of dirt and rock as far as the eye could see. One of the stars was O.J. Simpson, back when he was young, thin and still likable.

Blowing sand rendered a dusty haze across the highway as earthmovers shaped the land on both sides.

Semitrailers parked along the north side of the road were emblazoned with promotional signage for Beachwalk. It was explained to me later that day that a developer was building “some kind of fake beach or something.”

Little was known about Beachwalk then, and apparently not much more was known nine

months later.

A story about the nearing completion of the centerpiece Crystal Lagoon that appeared in RealtyBuilder’s sister publication, the Daily Record, was among the most active on the paper’s social media platforms.

In early January, TV commercials for Beachwalk hit the airwaves. One of them aired during dinner at a St. Johns Town Center-area restaurant. The bartender overheard me mention the ad to my wife and said, “I just heard about this place. I’d live there!”

Word is getting out.

This edition of Realty-Builder places an emphasis on trends in outdoor living spaces. It’s not even arguable that Beachwalk will feature a one-of-a-kind attraction beyond back doors in Northeast Florida. It will literally be some homeowners’ backyard.

The 14-acre Crystal Lagoon will bring a taste of Caribbean beach lifestyle to the Jacksonville area as the long-dormant Twin Creeks Planned Unit Development continues to rise up as three residential neighborhoods.

Along with Beachwalk, Beacon Lake and Creekside are adding about 3,000 single-family homes plus a planned 348-unit apartment community.

Home construction has begun in all three neighborhoods. To handle the traffic, County Road 210 is being widened from two lanes to six at the expense of the developer, Twin Creeks Development Associates, with a targeted

summer completion.

The Crystal Lagoon is essentially a 36 million-gallon swimming pool that will give residents a resort beachlike experience.

It will have a sandy shoreline, beach club and nonmotorized water sports such as kayaking and paddleboarding. A cafe and swim-up bar also are planned.

The lagoon is the focal point for 175,000 square feet of retail and restaurant space arranged in a village of Key West and West Indies architecture. Use of the lagoon is restricted to Beachwalk homeowners.

The lagoon will be the second completed in the U.S. by Chilebased Crystal Lagoons. A residential development in the Pasco County town of Wesley Chapel finished filling a 7.5-acre lagoon in mid-January. A second lagoon is planned for Wesley Chapel

and another in southern Hillsborough County. A total of five are planned in western Florida.

Crystal Lagoons has built and operates 60 lagoons around the world in resorts and residential developments.

Sizes range from 1.5 acres to 90 acres. They incorporate a proprietary technology to efficiently clean the water that uses a fraction of the chemicals required for a typical swimming pool, recirculating only 2 percent of the water volume per day and using a fraction of the water necessary to operate a golf course.

All of the lagoons are monitored and operated at a central command center.

When Crystal Lagoons

Regional Director Chris Souza spoke at a meeting of a Jacksonville civic club in November, he didn’t describe his as a lagoon company. “We’re a technology company,” he said.

And he said the Crystal Lagoons concept is the next big thing for enhancing property sales, pointing to a test residential project that was built near the company’s first lagoon at San Alfonso Del Mar resort in Chile. After the technology for that first lagoon was refined, company founder Fernando Fischman decided a demonstration was in order.

“Our owner decided, ‘I'm going to buy a piece of land, third row, off the coast, and validate our technology.’ ” Sousa said.

“He bought this piece of land on the cheap and it was zoned for 85 single-family homes. He rezoned it with 850 vertical, put in a 1.8-acre lagoon, and sold out under two years. Now this was the point where he realized, ‘OK, I have something.’”

John Kinsey, principal of Twin Creeks Development Group, thinks he has something, too, in Beachwalk. He’s gambling on a significant amenity investment to enhance the value and sales of homes — and homebuyers’ willingness to pay a premium for it — and to attract retailers and restaurants.

With all the other projects Crystal Lagoons has in the works, it’s looking like a pretty safe bet.

pen concept living has been taken to a new level.

Call it “ open-air” living, this trend of extending ever-shrinking heated square footage into outdoor spaces, converting backyards and side yards — and even front yards — into comfortable and functional living area.

Model homes now often feature elements of these new outside living rooms, dining rooms and kitchens as examples of how buyers can include some elements into their own new homes. The trend has encouraged creativity

among architects and designers as they work to seamlessly integrate the outdoors with the indoors, fostering a sense of transitional continuity.

National homebuilders and custom builders are striving to appeal to potential buyers across the price spectrum.

Mattamy Homes, for example, incorporates the option of openair living into 90 percent of its models, according to Paul Smith, vice president of architecture for the company’s United States Group.

but today’s trend is bleeding from the interior to the exterior,” said Smith. “I think a lot has to do with the furniture. Ten years ago, a patio set was junky chairs with ugly cushions. Today’s outdoor furniture is beautiful and people are spending a lot of money on it and treating these spaces like an extension of their room.

“Today’s homebuyers envision themselves entertaining in that space, and that’s much different than the past when the backyard was where you sent your kids to get them out of the house. Before, they weren’t adult spaces. Now they are,” he said.

Glenn Layton, owner of Glenn Layton Homes of Jacksonville, agrees that advancements in outdoor furniture design have played a role in the growth of open-air living. Just as important, though, is that adults are now claiming the space for themselves.

“We’re seeing the adults focusing more on their needs than just their kids’ needs,” said Layton.

“I think we’re getting a little more sophisticated with outdoor spaces than we had in the past. In the mid-2000s we didn’t focus on outdoor spaces. We created back porches but not like we do today.

What we’re designing today is not just an outdoor covered space. It’s an outdoor room,” he said.

A NEW CANVAS

Technology and affordability of components such as large, disappearing sliders and NanaWalls —

bi-fold door and operable glass wall systems — have contributed greatly to the phenomenon.

Mattamy’s Smith said both are available at a fraction of the cost of a decade ago as demand has increased. From a design standpoint, they encourage continuity of decor and materials so that, when opened, the space transitions smoothly.

Even built-in heating and misting systems extend the seasonal use of these outdoor spaces.

“You can divide it into covered and uncovered areas,” said Smith.

“Mattamy mostly builds in the Sunbelt, so outdoor spaces that are covered are very important to these consumers. Covered spaces have become more outdoor rooms than they are outdoor spaces,” he said.

Layton said the backyard now provides a blank canvas limited only by the imagination and the budget.

“Fireplaces, eating areas, sitting areas, bars — we do a lot of pools and spas,” he said. “We’re starting to use a lot of natural materials; lots of woods, brick, stone or whatever the theme calls for.”

Coming out of the recession, Layton said homebuyers grew more value-conscious with greater consideration for how they want to live in their homes. As a result, square footage became less important than function, features and finishes.

Formal rooms began disappearing from home designs — along with the walls. Open concepts gained importance as private areas of the home radiated from the central gathering space.

“People value efficient spaces

more than they had in the past,” said Layton.

“It wasn’t the McMansion era anymore. It was building and designing homes based on needs.

We’ve been building on that concept since we re-emerged. It wasn’t something we were pushing on our clients, it was listening to them and telling us how they want to live in their homes,” he said.

“It’s a very organic movement.”

A key aspect of that movement is efficiently maximizing what could be considered previously wasted space outside. Buyers of new homes find it doubly beneficial to add outdoor square footage at significantly less cost than finished, heated space.

“Building an outdoor room is half the cost of building another room within the house,” said Layton. “And it functions really well because you can create multiple uses out there while reducing the living space inside the home.

“We’re pretty fortunate in our climate here in that we can be outdoors comfortably eight out of the 12 months.”

Added, Smith, “As land prices have become higher and house sizes smaller, people are looking for more usable space in their backyard than simply raw space.

In merchandising, you can see builders trying to demonstrate how somebody could potentially use the space. They are demonstrating everything you could want to do and how it fits in the backyard.”

Open-air living is not restricted to the backyard.

“We do a lot of focus groups and often the comments we hear as we are showing them designs are about the size, shape and location of the outdoor spaces,” said Paul Smith, vice president of architecture for Mattamy Homes United States Group.

“They’re not always in the back. Depending on the orientation to the sun and shade and other factors, they can be in front courtyards where privacy can be achieved.

Many are choosing U-shaped homes where the lanai is enclosed on three sides,” he said.

“The front porch has become relevant again,” said Layton. “People are starting to engage more with their neighbors. In the Beaches area, the front porch is a design element and typically it’s a little more casual environment where neighbors can hang out. It’s more open and inviting.”

Smith doesn’t see the move toward the open-air living ending anytime soon.

“In some ways it’s like the automobile industry in that at one time only the highestend cars had power windows,” he said.

“Now all cars have power windows. With the advent of HGTV and other home shows, people are seeing this stuff and they are demanding it,” he said.

Beachwalk taking shape as lagoon fills Second Crystal Lagoon completed in the U.S. is the centerpiece of neighborhood striving for a unique experience.

John Kinsey stood on the south shoreline of the lagoon, pointing toward the north shore while discussing what will await the residents of Beachwalk.

There will be a beach of white quartz sand, which he described as similar to what is found at Fort Walton Beach.

There also will be a private beach club for residents only, mini-golf, a swim-up bar, waterslides, a dog splash park and more.

Where he stood will be boutique retail and restaurants overlooking the crystal clear water, inviting patrons to pause and admire the view of an inland lagoon several miles from the nearest beach.

“It’s going to look pretty cool,” said Kinsey, principal of Twin Lakes Development Associates, the developer of Beachwalk in northern St. Johns County.

The centerpiece, 14-acre lagoon, though, wasn’t an existing natural feature when site clearing began. Nor is an excavated retention pond serving the dual purpose of utility and amenity.

Rather, the lagoon is essentially a giant, 36 million-gallon swimming pool, the second of its kind to be completed in the United States by Crystal Lagoons, a Chile-based company with U.S. headquarters in Miami. There are more than 60 Crystal Lagoons in operation around the world and several more are under development. The company holds patents in 190 of the world’s 195 countries.

As he spoke, several workers waded in the partially filled lagoon, manually vacuuming the liner as a gust of wind blows a cloud of sand into the clear water.

At about 350,000 gallons of water per day — added only during overnight hours when consumer demand is lowest — it would take about 100 days to fill the lagoon.

“See that?” Kinsey asked about the mini-dust storm. “Now we have to vacuum all that out.”

cannot operate. Once that threshold is reached and throughout operation of the lagoon, cleaning is achieved via automation.

Depths will range from zeroentry at the beach surrounding much of the lagoon to 10 feet at the seawall that defines the south shore, where the retail component will be.

“We’ve owned this property for a long time,” Kinsey said.

It’s part of the New Twin Creeks Planned Unit Development, a designated 3,000-acre Development of Regional Impact on both sides of County Road 210 across U.S. 1 from the western border of Nocatee. Kinsey’s group has owned the site for 13 years.

“Three years ago, we reactivated the Twin Creeks DRI and we were looking at what to do here,” he said.

Management didn’t want. They were aware of what Beacon Lake, across the highway from Beachwalk was planning. His development company had sold the site to BBX Capital Partners. Adjacent to Beacon Lake is Creekside, which Kinsey’s company is developing.

Both are single-family communities with somewhat traditional amenity packages.

Beacon Lake does have a centerpiece, 43-acre “paddle-friendly” pond with a boardwalk and Crew House.

Other than that, they are not dissimilar in concept to other surrounding communities.

Kinsey wanted Beachwalk to stand out.

“You look at the developments that dominate and they all follow a pretty predictable pattern. It's Northeast Florida cottage architecture with the shingled roofs, live oaks and magnolias,” he said.

“They are all nice communities, but quite frankly they all look the same. We looked around and said

the last thing this market needs is more of the same stuff,” he said.

More of the same would result in a neighborhood competing with similar developments in which the only differentiating factor is the price point.

“Instead, we decided to go to the opposite end,” Kinsey said.

“Let’s create a community that is going to be a higher-end experience and with the most unique amenity we could do. About that time we learned about Crystal Lagoons and did a lot of research into the technology behind it and the practicality of building it,” he said.

“It’s not difficult, it’s just big.”

The next step was to design a neighborhood concept around a Crystal Lagoon.

To capture a Caribbean vibe, the architectural style of the homes, clubhouse and likely the retail village will be Key West and West Indies.

Homes are building products new to their companies.

There will be golf cart paths throughout, allowing residents to access the beach club and other amenities without having to drive their cars.

“The whole community really is walkable,” Kinsey said. “You really can walk to the beach.”

Homes will be priced from the high $300,000s to the $800,000s, the most expensive of them three-story duplex villas along the banks of the lagoon.

“If you want to buy one of the villas on the lagoon, it's going to have an ‘8’ in front of it,” said Kinsey. “They are an extraordinary product. They will be creatively designed.”

Architects: Outdoor living interest surges in 2017 Adding outdoor living space appeals to homeowners, buyers of existing homes.

Outdoor living space continues as a leading trend in new home design and existing home renovation, according to the Association of International Architects.

This is particularly true in Northeast Florida, where the climate allows outdoor space to be enjoyed practically year-round.

In its Home Design Trends Survey covering activity during the second quarter of 2017, 70 percent of the 500 AIA member firms reported an increase in interest in outdoor living, up from 58 percent in the same quarter 2016.

That far outpaced interest in the four other “special function” rooms included in the survey.

Architects reported 36 percent interest expressed in mud rooms, down from 43 percent in the same quarter last year; 29 percent interest in home offices, down from 37 percent; 22 percent interest in au pair/in-law suites, down from 31 percent; 18 percent interest in roof decks, up from 8 percent; and 11 percent interest in mechanical rooms.

es in the approach to design that have effectively made it easier to use outdoor living space for more of the year, and I’m sure that’s a big factor behind the popularity of that phenomenon,” Baker said.

More than a dining set on a patio, homeowners are opting for outdoor spaces that offer a seam-

less visual extension of the interior. Outdoor-friendly flooring, such as wood-look tiles, can carry ambience from interior rooms to the outside as folding and sliding glass doors can be hidden away to provide an unobstructed transition.

In areas such as Northeast Florida that can experience extremely hot weather, NanaWall systems — framed floor-to-ceiling glass panels — can offer a climate-controlled enclosure when needed.

Retractable screens can provide protection from undesirable outdoor elements when necessary.

As new homes continue to trend toward less heated square footage and open concepts in lieu of formal rooms, buyers are finding outdoor living offers additional space at a lower cost per square foot than finished interior rooms. This allows for luxury finishes and inspired designs that even extend the outdoor space beyond the enclosure to pergolas, additional covered seating areas, courtyards, fire pits and more.

“It has seemed to coincide with what I would call a general increase in flexibility and informality of space inside and outside the home,” said Baker. “I think people are using their space differently and outdoor living fits into that trend very nicely.”

who spoke at the Meninak Club of Jacksonville last December. With its proprietary technology, a Crystal Lagoon filters and recirculates about 2 percent of its total volume of water per day.

Rather than chemicals, impurities are detected by embedded sensors and eradicated via ultrasonic disinfection pulses.

All Crystal Lagoons are monitored and the water quality maintained at a single central control station.

Kinsey said the total cost of living in Beachwalk will be similar to living in Nocatee and owning a membership at Serenata Beach Club.

Beach Club membership dues are $2,400 a year. CDD fees are $2,600 to $3,300 per year depending on home size. Operations and maintenance costs are $660 per year, which includes maintenance of community entry feature and landscaping. HOA fees are $200 to $4,530 per year, the higher fee applied only to homes within the Atlantica Isles area, which include lawn and landscape maintenance, exterior painting, villa insurance and pest control. All Beachwalk residents are required to be members of the Beach Club.

In addition to the lagoon and associated amenities, the developer is investing $35 million to widen County Road 210 from two to six lanes and provided two school sites to the St. Johns County School District. Of Beachwalk’s 1,200 acres, 500 are set aside for preserve.

COMMERCIAL INTEREST

Directly across County Road 210 from Beachwalk is a 30-acre commercial parcel.

New Twin Creeks PUD is entitled for 1 million square feet of retail/commercial

space, 700,000 square feet of office and 1.95 million square feet of light industrial/ office campus space.

Within Beachwalk is a planned 175,000 square feet of retail and restaurant space, but potential tenants have taken a waitand-see approach, Kinsey said.

“We all are anxious for the retail component,” Kinsey said. “A lot of those who do retail seem to think people who live in northern St. Johns County don’t really exist, or if they do exist they don't really want to spend any money. They don’t go out to dinner. They don't buy stuff. Or they have this deep-rooted desire to drive 30 miles round-trip to be able to go out to dinner.”

Kinsey said commercial interest in Beachwalk has increased now that progress is evident.

“They are all starting to get the idea as they see the first part of 210 widening open,” he said. “They see the water going into the lagoon and they say, ‘Oh this is really happening.’ Assuming we get good timing on them removing the lines, we look to open all of the 210 widening by this summer.”

Although there won’t likely be any restaurants in Beachwalk by summer, Kinsey said he has plans to draw a crowd to the Crystal Lagoon.

“We’re going to open the Village Green area and on Friday nights we’ll bring in half a dozen or more food trucks and drink trucks and have our Friday and Saturday night beach parties,” he said.

“If we get the right kind of turnout for that, anybody who questions whether we have the right demand for restaurants here will go away pretty quickly,” Kinsey said.

Mattamy plans 639 homes off Philips near Racetrack National homebuilder Mattamy Homes received its concurrency reservation certificate for a new neighborhood on Philips Highway just north of Racetrack Road in southern Duval County.

Wells Creek is planned for 514 singlefamily homes and 125 townhomes on 217.32 acres on the east side of Philips Highway. Mattamy Division President Cliff Nelson said prices of single-family homes will start in the low $200,000s.

Prices are not set for the townhomes, but Nelson said he expects them to have a lower starting price.

“We expect to be starting development of the site in the next couple of months and we’re looking forward to it,” said Nelson. “We've been successful in Bartram Park, which is in the same general area of Duval County, and I expect Wells Creek to have similar success.”

Nelson said sales will begin by the end of 2018. Construction of model homes also should begin by year-end. Singlefamily homes will be situated on 30- and 50-foot lots. There will be an amenity area that will include a pool.

Details are incomplete, but Nelson said Mattamy is focused on affordability.

Pulte Homes names Jacksonville president Pulte Homes named David Smith president of Jacksonville Operations for the company’s North Florida division.

Smith was the Pulte division president in Jacksonville until 2007.

“I’m thrilled to be back as a member of the Pulte team and am looking forward to leading efforts to grow our Jacksonville market share,” Smith said. “The company is committed to the market and ready to increase our investment level and build on the success we have experienced to date.”

Shearwater adds builder, to add another park Shearwater, a master-planned community in St. Johns County, is opening a new neighborhood, The Falls.

Dream Finders Homes, new to the development, will build there on 50-foot lots. The first Dream Finders Homes model is the Willow, a 2,344-squarefoot home with three bedrooms and 2.5 bathrooms. Prices start at $270,990 and the model is expected to be completed this spring.

David Weekley Homes also will build in The Falls, offering 10 floor plans from 1,639 to 2,374 square feet. Homes will include front porches and low-mainte-

nance yards on 40-foot lots.

The Falls neighborhood includes Shearwater’s newest and largest park.

Falls Park will feature a lake overlook pavilion, shaded picnic pavilion, ponds, a tot lot, event lawn and multipurpose paved pathways. Also opening in the neighborhood is Falls Loop Trail. It will connect to Shearwater’s existing nature trail system.

Wildlight community opens welcome center Wildlight, the master-planned community under development in Nassau County, opened its “StoryCenter,” the community’s welcome center and central

Sola Apartments at 8074 Gate Parkway W. is under new ownership. Built in 2016, the community was purchased by Beachwold Residential LLC of New York City under the name of GW Sola Apartments LLC. Beachwold paid $59.6 million for Sola, acquiring it from Sola Jacksonville LLC. It includes 330 units in six four-story buildings Sola offers one-, two- and three-bedroom apartments.

According to apartments.com, sizes range from 529 square feet to 1,288 square feet and rents from $1,043 to $2,002 per month.

Ibis Pointe now called The Solera at Kendall West Richbuilt Group of Jacksonville LLC’s planned, 378-unit apartment community in Arlington has a new name. Formerly called Ibis Pointe, the project is now The Solera at Kendall West.

The community will include 20 apartment buildings totaling a job cost of $40.5 million.

Permits show 11 18-unit buildings and nine 20-unit structures on 28.25 acres west of the Southside Connector and south of Lone Star Road.

The apartments will comprise 108 one-bedroom, 222 two-bedroom and 48 three-bedroom units.

Its parent company is Strategic Diversified Real Estate Holdings LLC of Westlake Village, California. The seller was Commons on Anniston Acquisition LLC of Atlantic Beach. The per-unit cost is $79,166. The community was built in 1975.

Commons on Anniston sold for $23.75 million

Plans for Annie’s Walk, a 103-unit development on Airport Center Drive east of Interstate 95, have been submitted to the city and St. Johns River Water Management District by Corner Lot Development Group of Jacksonville, under the name Gillespie Acquisition Group.

The site is the southeast corner of Gillespie Avenue and Airport Center Drive.

According to Andy Allen of Corner Lot Development Group, the neighborhood is designed as an affordable product with prices from $160,000 to $189,000. Most of the units will be three bedrooms. The site plan shows the units will comprise 16 buildings. Driveway access is from the street. There are no alleys. There will be open recreation spaces, but no central amenity.

The Northeast Florida Builders Association installation of officers Jan. 19 proved to be more than a nice evening out. It was a celebration of NEFBA’s past and its future. It was honoring its officers and its highest achievers.

And it was a statement about the association’s high standards and strong ties.

Beginning with cocktails at the DoubleTree by Hilton Hotel Jacksonville Riverfront, the NEFBA family renewed its commitment to continue the legacy of 74 years of service to the community and to each other.

“We are deeply proud of our association and its impact on the community,” NEFBA Executive Officer Bill Garrison said. “And, we are not content to rest on our past successes. There is an air of excitement as we prepare for the future and work together to ensure the housing needs of Northeast Florida are met.”

During the evening, officers and boards of directors were sworn in for NEFBA, including the Remodelers Council, the Professional Women in Building Council and the Sales and Marketing Council. NEFBA’s regional councils — Clay, Nassau and St. Johns — held individual installations during the holiday season.

Formal installation event bridged past and present

Dear Members, We see cycles in nature and in life.

Our board and officer installation Jan. 19 was a good example of how cycles and patterns affect our business. It was a return to earlier days of NEFBA when the event was a formal one, but it was crafted and updated to appeal to our diverse membership.

In the recent past, we’ve held our installation ceremony as part of a breakfast. With a past president, Richard Dostie (1988) introducing me, his son, as the incoming president, it was fitting that this installation bridged the generational divide.

I give special thanks to the NEFBA staff, none of whom were at NEFBA when this style of installation ceremony was held, and to my dad, who enjoyed the opportunity to revive some of the old traditions. The longer evening event also gave us a formal opportunity to honor our award winners for their achievements.

It was especially meaningful to me, and perhaps a little embarrassing, when my dad entertained the audience with pictures from my childhood and stories of my youth. It was not only an opportunity to honor my family and its 60 years in the building industry, but it was my first face-to-face meeting as your president with a large group of members.

My focus this year will be to continue the rich legacy built upon strong leadership, dedicated members, talented staff and members, and an interac-

tive relationship with the community.

Builders Care joins citywide effort to help storm victims

In September, much of Jacksonville was swallowed by water. Heavy rain combined with a record storm surge left many homes flooded. The impact from Hurricane Irma was far reaching, leaving the critical challenge of helping the most vulnerable residents recover.

That same month, the city’s major nonprofits began working together to form the Voluntary Organization Active in Disaster. Under the direction of FEMA, it was created with the understanding that it will take years for Jacksonville to fully recover.

Builders Care was asked to be a participating agency. Meeting weekly at the Jesse Ball duPont Center, representatives of the major nonprofits in Jacksonville have been planning and creating the Northeast Florida Long Term Recovery Organization.

The organization has formed multiple committees. They include Needs Assessment, Case Management, Resource Coordination, Volunteer Coordination, Public Relations and Communications, Building and Construction, and Executive committees.

Builders Care Executive Director Justin Brown is chair of the Building and Construction Committee.

Through United Way, the First Coast Relief Fund has been established to assist with the long-term recovery. Its focus has been on immediate needs in

the hurricane’s aftermath. To begin working toward rebuilding, the First Coast Relief Fund granted Builders Care $100,000 for roofs in immediate need of repair.

With the help of Nechama, ElderSource, Yellow House, the Red Cross and local pastors and faith leaders, the Case Management and Needs Assessment Committee will identify the homeowners most in need for Builders Care. Through mid-January, Builders Care repaired nine roofs with monies from the hurricane fund. This does not include the Irma-related roofing repairs that Builders Care had started or completed before receiving the grant.

Builders Care also partnered with 25 student volunteers from Georgia Tech Christian Campus Fellowship, who donated a weekend of work. With these volunteers, Builders Care begin rebuilding two homes in the Ken Knight Drive area that had been fully gutted after Irma. With this group of volunteers, donated materials and financial support from the Cooperative Baptist Fellowship of Florida, both homes were reconstructed.

Still, many are living in homes without walls, and some homeowners have refused to have any work done until there is a concrete rebuild plan. The long-term recovery will be a slow process, but Builders Care is pleased to be part of this citywide, nonprofit movement to help those who need it most.

One of the great benefits of belonging to the Northeast Florida Builders Association is that you automatically become a member of the Florida Home Builders Association and the National Association of Home Builders. This three-inone membership makes you one of the 1,250 members of NEFBA, part of the 8,000-member FHBA and part of the 142,000-member NAHB. This provides you the support and advocacy of state and national networks of professionals who are as invested in our profession as you are.

According to the NAHB, the homebuilding industry is the foundation of the overall economy. Between direct investment in residential construction and consumer spending on housing services, the housing sector contributes approximately 15 percent to the national GDP. In 2015, NAHB reported that 3 percent of the entire U.S. workforce was directly employed in the residential construction industry. Millions of other jobs are created indirectly (truck drivers, manufacturing, etc.), and within support services

in the general economy, such as restaurants, theaters and retail.

We all know housing drives the economy, but sometimes we lose sight of that when times are good. When housing is strong, people complain about new development, congested roads, rising prices and other inconveniences they attribute to new housing. Local governments look to impose more fees and regulation for housing. Many of us were here in 2008, and know all too well how quickly the economy can change from red hot to ice cold. From times of plenty to times of despair.

One of NEFBA’s primary missions is to promote a strong housing market in our region. We fight for sensible regulation that supports housing, not suppresses it. We support political candidates who understand the value the homebuilding industry brings to the economy.

NEFBA carpentry apprentices showcased at International Builders Show

Each year, the Home Builders Institute sponsors NEFBA Apprenticeship’s top carpentry apprentice to attend the International Builders Show. This year’s top carpentry apprentice is Alejandro Rodriguez Hernandez from the Haskell Company.

With all expenses paid, he traveled to Orlando Jan. 9-11 to operate the organization’s nail driving skills exhibit at the event.

Hernandez challenged audience members to see who could drive two nails into lumber the fastest. Hernandez typically drove both nails in only two quick swings.

Officials with HBI were impressed with his professionalism.

“This year was one of our most success-

ful ever reaching more than 2,200 builders who expressed interest in hiring our graduates,” said Keith Albright, vice president of the HBI Job Corps. “Alex can take pride knowing that he contributed greatly to our booth’s success.”

Hernandez, who attended Orange Park High School, entered the program as a third-year student as a result of credit earned in high school, where he earned two levels of NCCER credentials before entering the apprenticeship program.

“He entered the program with two years under his belt and a starting wage elevated $4 above first-year apprentices,” said NEFBA Training Director Christina Thomas.

“He is graduating at 20 years old with no debt and well into his high-wage career.”

Leona Russell Brown, director of St. Johns Builders Council

LEONA RUSSELL BROWN

In April, Leona Russell Brown will celebrate 17 years with NEFBA. As the longest-tenured NEFBA staff member, she holds the distinction of leading the largest of NEFBA’s councils, the St. Johns Builders Council.

Her path to NEFBA is long and winding, but the dots are easy to connect.

Born in the Bahamas, Brown’s career began in the hospitality industry, which is a major employer on the islands. She and her then-husband moved to Miami, and later to a resort in the Everglades, where she managed the resort and the hotel.

Along the way to NEFBA, she worked as a hotel manager in Palm Coast, studied business administration at Palm Beach Junior College, obtained her real estate license, worked in sales administration processing real estate contracts, worked at the St. Augustine Beach Building Department, served as office manager for Coates Construction Co. and worked at SeaGate Homes in Palm Coast.

A friend then told her about an opening with the St. Johns Builders Council. Although hesitant to relocate to St. Augustine, Brown agreed to meet with then-NEFBA Executive Officer Arnold Tritt and some of the board members.

In 2001 Brown became the director of the builders council, the only NEFBA council with a dedicated, full-time director.

Brown considers builder council members her primary concern, an attribute she developed working in the hospitality business.

“Members make or break an association,” she said. “NEFBA and SJBC are membership oriented.

Without members, I don’t have a job, and it’s my mission to keep members happy with the service we provide and to attract new members.”

Her biggest challenge is convincing new members that the benefits they derive are directly related to the degree of their participation in association events.

“We provide opportunities for socialization, networking, community outreach and team-building events,” she said. “That involvement pays off in new business connections and increased exposure in the community. And we encourage members to do business with other members, which strengthens business relationships and the council.”

She and her husband, Jerry, have three children in their blended family. Leona’s daughter, Lise Tomlinson, is the membership and education coordinator for the St. Augustine & St. Johns County Board of Realtors. Her son, Dan Tomlinson, lives in Hawaii and is a captain for Hawaiian Airlines. Jerry’s son, Steven Brown, works and lives in Myrtle Beach.

Leona has a 25-year-old granddaughter stationed at NAS Jax, and an 8-year-old grandson in Hawaii. In her time away from work, she enjoys spending time with her husband and friends, and traveling to visit relatives in Hawaii and the Bahamas.

NEFBA accepts applications for construction trade apprentice training program

The NEFBA Apprenticeship Program is accepting applications for its electrical, plumbing and heating and air-conditioning apprentice training program March 15-June 15. Applications for carpentry training are open throughout the year.

The program has offered quality construction career training for 45 years to meet the needs of employers, the industry and the community.

“Our program is a registered program with the Florida Department of Education,” said NEFBA Training Director Christina Thomas. “It is a four-year program with classroom instruction two nights a week from September through April, and full-time employment by a NEFBA member employer provides on-the-job training and a salary.”

The NEFBA program is compatible with the Post-911 G.I. Bill for veterans, and apprentices in good standing with the program receive a 5 percent wage increase every six months.

Qualified individuals may apply to the plumbing, heating and air-conditioning and electrical programs by appointment weekdays between 10 a.m. and 4 p.m. during the application window. Carpentry applications are accepted weekdays throughout the year.

NEFBA Training Vice President Keith Ward said the program provides graduates with important certifications and advantages.

“Our graduates also receive a Completion of Apprenticeship Certificate from the Florida Department of Education,” Ward said.

“They also receive a National Center for Construction Education and Research wallet ID card to verify their transcripts. They also will have accumulated 8,000 hours of on-the-job training and journeyman status.

Their 600 hours of trade-related instruction gives our apprentice graduates a decided advantage when looking for and beginning a new job.”

 JEA Board of Directors Chair Alan Howard directed JEA CEO Paul McElroy to explore the possibility of selling the publicly owned company. Howard asked for a report to be completed in 60-90 days before the board takes up the topic for consideration. The decision to sell is ultimately the responsibility of the Jacksonville City Council and mayor, with a supermajority required to make the change.  The City of Jacksonville is offering roofing permit refunds to residents whose homes were damaged during Hurricane Irma. City Councilmember Garrett Dennis sponsored

 The St. Johns County Board of County Commissioners will hold workshops on Feb. 20 and March 6 to discuss proposed changes to impact fees. During the previous workshop in August, the proposed residential impact fee (not including schools) for homes between 1,251 square feet and 2,500 square feet was $11,177 per unit, a 63 percent increase over the current fee. Mean-
