New Year will bring some changes to Realty-Builder

Real estate, builder news will be mixed throughout the publication. As the end of a year comes to a close and a new one takes its place, many people take the opportunity to set resolutions to change things up or reach certain goals. This New Year is no different for this publication. Beginning with the January edition of Realty-Builder, we are going to present news from the real estate and homebuilding industries throughout the publication. In other words, rather than having the front section devoted to articles about real estate and the second section about the latest homebuilding happenings, we will publish articles about both industries from the cover to the back.

However, we still want to split the section in half, but for a different reason. The front section will now be used to showcase traditional “hard news” stories on the latest developments in Northeast Florida, as well as national and Florida-based items that affect and interest local readers. The articles in this section will range from new and updated residential projects announced for the region to analysis pieces about what is happening in the housing market. The second section will focus on the people who make things happen in both industries, what makes them successful and the events they attend. So along with human-interest stories, the section will include photos from the many social gatherings that are held every month as well as calendar listings so you can make sure not to miss any of those shindigs. We believe it makes sense to try this route with the publication since a Realtor often wants to read the same stories as a homebuilder. For example, if a developer releases plans to build a 10,700unit community in St. Johns County, people who work in both professions are going to be interested in that (for those paying attention, that is some of the details from a story we recently published about SilverLeaf, the

master-planned community being developed by the same company that brought OakLeaf to Clay and Duval counties). In addition to the changes to the two sections, the Northeast Florida Builders Association will now provide a single page of content instead of submitting content for the entire homebuilding section, as the organization has in the past. The Realty-Builder staff will now be reporting, writing and taking photographs to fill both sections. A Virginia-based developer is planning to add 162 single-family home lots to the Eagle Landing neighborhood in OakLeaf Plantation in Clay County. Roger Arrowsmith, president of the Florida division of East West Partners, said the additional homes will be built in two phases, with about 70 homes in the first phase. The developer submitted site plans for the project’s first phase to the St. Johns River Water Management District. They show the homes and two ponds will be built on 72 acres. The project will require East West Partners, headquartered in Midlothian, Virginia, to build a road, called Tynes Boulevard. Arrowsmith said the Eagle Landing community will have about 1,500 homes after the additional 162 homes are built. Homes in the community range from $200,000 to more than $1 million, according to the East West Partners website. The community includes an 18-hole golf course, parks, playgrounds, hiking trails, a heated pool and water slide. It borders the 24,000-acre Jennings State Forest.

Bobby goes after them by asking questions, troubleshooting and resolving. He aims to quickly fix any problem when it occurs. With all of his achieved success Bobby never stops aiming to be better than he was yesterday. What is their strategy for success? “Bobby simply adjusts and keeps moving,” his nominator wrote. “He knows that he cannot be successful without those around him. Bobby understands that maintaining balance in all areas of life is vital to his success.”

I began selling new homes in 2007, at the beginning of when the market started to crash. So while many agents before me were focused on how good things ‘used to be’ and leaving the industry, I was so excited to sell new homes and help families. This attitude allowed me to learn and develop my skills as a builder representative, and as the market began to rebound, my experience and skills grew with it.”

I’m very fortunate to have a broker that gives me guidance as she has been in the industry over 30 years. What is their strategy for success? “I was an elementary school teacher for 12 years before becoming a Realtor. I believe that teaching chooses you, you don’t choose teaching, and that was certainly true for me. Thus, it should come as no surprise that, though I have left the classroom, my focus is still on teaching and serving others (both my clients and my fellow agents) as much as I can.”

Focusing on helping sellers in some of their most difficult moments, she helps ease the transition by being honest and direct with her customers in a polite way. What is their strategy for success? Kelly ensures she knows the market inside and out, aligning herself with the best information available by researching the market and being involved. She is always willing to give a helping hand and leading the listing team through this shift in this market has helped her separate herself from others on the team, wrote her nominee.

Chris Dostie Age: 37 Position: President Company: Dostie Homes Years in industry: 14 Where he lives: San Marco What is it they do that makes them stand out? On the 60th anniversary of the family business, Chris Dostie is the third generation to run Dostie Homes. He and his father both served as president of the Northeast Florida Builders Association, and the organization’s new headquarters on Southpoint Parkway was built during his tenure. What is their strategy for success? Dostie said he continues to follow his family’s legacy of “honesty, integrity and customer satisfaction,” demanding hard work from subcontractors, suppliers and employees alike. He said he also promotes and provides a work environment of camaraderie, teamwork and collaboration, while treating everyone with respect and fairness.

Julia Fattahi Age: 39 Position: Realtor Company: Berkshire Hathaway HomeServices Florida Network Realty Years in industry: 3 Where she lives: Avondale What is it they do that makes them stand out? Before finding her way into real estate, Fattahi spent 13 years in the insurance and financial planning industries. That, and her experience in renovating her own houses, allows her to help clients in many ways besides just selling them a home. What is their strategy for success? Fattahi said a Realtor must remain humble and grateful to clients because they can see right through someone who isn’t sincere.

The company developing Annie’s Walk is planning to build additional townhomes connected to the North Jacksonville community but under a different name. Corner Lot Development Group of Jacksonville submitted plans to the St. Johns River Water Management District for a community called Bachara with 108 townhouses at southeast Gillespie Avenue and Airport Center Drive, near Interstate 95. The community would be built directly south of Annie’s Walk, a 103-unit townhome subdivision that the developer sold to AV Homes in May, said Corner Lot Chief Operating Officer George Leone. AV Homes was acquired in late September by another national homebuilder, Taylor Morrison. Maps included with the submitted site plans show that Bachara would be

connected by the same roads in Annie’s Walk, which are called Bachara Way and Annie’s Place. In addition to being connected to those roads, Bachara also would have an entrance off Gillespie Avenue. However, Leone said Annie’s Walk and Bachara may be separate communities with the different names since Annie’s Walk already was sold to the homebuilder. He said Corner Lot has not chosen a homebuilder for Bachara or established price ranges. Annie’s Walk, which was announced in January, is designed to be an affordable neighborhood with prices from $160,000 to $189,000, said Corner Lot CEO Andy Allen. Most of the units will have three bedrooms and there will be open recreation spaces, but no central amenity. The engineering consultant for both projects is Connelly & Wicker. National homebuilder D.R. Horton Inc. is seeking to rezone a vacant 13.75acre parcel to develop a maximum of 80 townhouses and two neighborhood commercial areas south of First Coast High School. The 13-building townhome project, called Trafalger, is along Starratt Road between Airport Center Drive East and Bonaparte Landing Boulevard. The property is part of the Bonaparte Crossing South planned unit development that allows for single-family residential and neighborhood commercial use. The subject property is approved for neighborhood commercial uses. The property rezoning would reduce the amount of neighborhood commercial use

for the townhouses. The commercial areas are at the north and south ends of the development. The southern commercial area along Airport Center Drive East allows for less intensive commercial uses such as medical and dental offices, business offices, restaurants, banks, churches and retail. The northern commercial area along Bonaparte Landing Boulevard allows only libraries, community centers, churches and day care centers. Current surrounding properties have single-family homes and the high school. The application states that the townhouse buildings are limited to a maximum height of 35 feet and amenities may include a pool, clubhouse, exercise facility, parks and playgrounds. The application was submitted by Jacksonville-based law firm Rogers Towers. The property owner is listed as JRL Investments LLC of Jacksonville. The former president of Amelia Island Company and an international businessman formed a partnership to develop Crane Island, a master-planned community with 113 high-end single-family lots on

185 acres between the Intracoastal Waterway and Fernandina Beach Municipal Airport. Jack Healan Jr., well known in Nassau County for his longtime involvement in developing Amelia Island Plantation, partnered in 2012 with Saad Wallan, the founder and chairman of the Wal-

lan Group, based in Saudi Arabia. They purchased the property for Crane Island in 2014 for $9.9 million. On Nov. 16, representatives from the companies that are part of the project met at the site to celebrate the community selected for Southern Living’s “2019 Idea House.” Each year, the publication chooses a location in the Southeast for construction and decoration of a model home to showcase designs. This house will be 4,540 square feet, with four bedrooms and four bathrooms.

The magazine will feature the home in its August 2019 edition, meaning the chosen homebuilder, Jacksonville-based Riverside Homes, needs to start it immediately to complete it by May. Chris Wood and Matt Roberts, founders of Riverside Homes, said they are up for the challenge to finish in the time frame. Most homes the size of the Idea House take at least 10 months to build. Riverside is one of the four homebuilders selected to build homes in Crane Island.

The others are Pickett Construction, DF Luxury Homes and Cam Bradford Homes. Of the 47 lots that have been plotted for the first phase of construction, three have sold, six have been purchased by the homebuilders and five are under contract, said John Hillman, Crane Island vice president of sales and marketing. He said lots are selling from $350,000 to more than $1 million, and homes will range from $900,000 to about $4 million. The second phase of construction will add 66 lots. The entire project, expected to be complete by 2024, will be gated and include a clubhouse, park, infinity pool, fitness center, bocce courts and boat docks. The Shearwater community includes the Kayak Club amenity center, fitness lodge, Har-Tru tennis courts, resort-style lagoon and lap pool, water tower, a lazy river and 13 miles of trails.

The Women’s Council of Realtors Jacksonville is planning its awards banquet and annual installation of officers Dec. 20. Franklin Street closes $3.4M sale Franklin Street’s North Florida office brokered the sale of Casa Grande Apartments, a 59-unit community in Jacksonville. The property is at 6455 San Juan Ave. in the Hyde Grove neighborhood. The purchase price of $3,414,000, or $57,864 per unit, was the highest price per unit for a 1960s-era multifamily property of less than 100 units sold in the Jacksonville market. Franklin Street’s Jim Reed, director of multifamily investment sales, brokered the sale on behalf of the seller, a Californiabased real estate investment group, with the assistance of St. Johns Properties of Jacksonville, which will be managing the property for the buyer. The buyer is a consortium of investors led by Rama Krishna of Cupertino, California, who have acquired 130 apartment units in Jacksonville this year. Dream Finders partner predicts slight slowdown Homebuilders need to finish homes faster to keep up with high demand, Chris Butler says. BY JAY SCHLICHTER ASSOCIATE EDITOR

The man in charge of finding investors for Dream Finders Homes believes the housing market is headed for a slowdown because of the steady increase of home prices, but he doesn’t think it will be a sharp decline. Chris Butler, the managing partner of DF Capital Management LLC, a subsidiary of Dream Finders, shared his opinions at an Economic Roundtable of Jacksonville meeting Nov. 27 at the Omni Jacksonville Hotel. Instead of selecting the most expensive homes, Butler said many prospective homebuyers today are choosing smaller and cheaper properties. He said Dream Finders is targeting those clients by building entry-level homes while trying to keep up with the demand. “Supply has never been lower,” Butler said, referring to statistics in his presentation that show

Florida has 1.2 million homes available for purchase compared with more than 2.3 million in 2011. He said inventory of new construction homes is at 1.9 months and all available homes is at 3.6 months. A six-month supply of homes is considered normal. Butler said Florida will continue to see tremendous population growth because of people leaving other states that have increasing taxes. Because of that and low supply, Butler said homebuilders need to pick up the pace. Despite the current labor shortage and rising costs for some homebuilding materials, Butler said national and regional homebuilding companies still are making a decent profit. “They’re still getting the 20 percent margins they were a couple of years ago,” he said. Butler said rising interest rates likely won’t affect the market since they are increasing slowly. “If rates are going up, it’s because the economy is getting better,” he said, adding that purchasing a home still is less expensive than renting. A Jacksonville developer proposes to build an additional 786 single-family lots on about 400 acres in Panther Creek, a western Duval County subdivision now with 270 single-family homes. The plans are outlined in a rezoning request filed in November. The project developer is Panther Creek Preserve LLC, managed by Chris Funk, the CEO and president of SunCoast Property Management and Southeast Premier Properties. Both companies are based in Jacksonville. The request asks the city to rezone the 400 acres from a planned unit development with several land use designations to a planned unit development with low density residential land use to allow for the development of 786 lots. Plans show there will be 670 50-foot-wide lots and 116 70-foot-wide lots, with 11 acres of active recreation areas and 228 acres of open space. The property is south of Interstate 10, north of POWMIA Memorial Parkway, west of Chaffee Road and east of Halsema Road. Drees Homes is selling homes in the existing subdivision.

Clay County high schoolers learn the trades NEFBA invites students to consider joining apprenticeship program after graduating. BY NEFBA STAFF

A group of Clay County high school students enrolled in trades-related classes had the chance to speak one-on-one with leaders in the Northeast Florida homebuilding industry. More than 40 teenagers from skilled trades programs offered at five Clay County School District high schools were invited to a Nov. 7 pre-apprenticeship workshop at the new offices of the Northeast Florida Builders Association on Southpoint Parkway. The event encouraged the students to join NEFBA’s Apprenticeship Program after they graduate. It included hands-on activities like a nail drive contest and presentations from NEFBA officials, like Executive Officer Bill Garrison, Training Vice President Keith Ward, Workforce Development Director Christina Thomas and Executive Committee President Chris Dostie. Garrison and Ward started their careers as carpenters before advancing into top leadership positions within two prominent organizations. Ward is the president of Thomas May Construction. Outgoing NEFBA president grateful for the support and guidance

Dear members, Twelve months go by very quickly. Each month was filled with meetings, socials, committee responsibilities, charitable efforts and, of course, the move into NEFBA’s new home in Southpoint, the culmination of years of planning and months of construction. NEFBA’s training for the office of president includes a two-year stint as a member of the Executive Committee. The first two years give the incoming president an appreciation of the business side of the association. You learn about the various committees and councils. You need working knowledge of other NEFBA entities, such as the Charitable Foundation, Builders Care and the Apprenticeship Program. Those first two years are good preparation. The day of reckoning comes when you receive a call asking for information or assistance as the president of NEFBA. It could be a City Council member or the mayor asking us to weigh in on a legislative issue. Reporters call for statistical information about housing starts and then want to know what that means to the economy. Members call needing help with a wide range of topics from permitting to contractor disputes to regulatory compliance – and everything in between. That’s when I was thankful we had the resources and the expertise to answer these calls. No, I didn’t have answers to all the questions I was asked. But I knew someone who did. Or I knew someone who knew

someone; someone in our organization would have the answer. It should be a great source of pride for every member to know our association is the information resource for residential construction matters in Northeast Florida. For issues outside our area, we have access to the Florida Home Builders Association, and outside Florida, we have access to the National Association of Home Builders. As a family of local, state and national associations, we work to bring about changes that support our industry. We seek to ensure a well-trained and skilled workforce. We support candidates who share our interest in the building industry, and this year was especially successful. We work toward standardization of training, licensing and certifying workers. We are intent on improving the quality of our product, on making housing available to a wide range of budgets and generally enhancing the quality of life in our communities. In other words, after this year serving as your president, I have an even greater appreciation for NEFBA — our members, our staff and our council and committee leaders. NEFBA could not exist without all of you and the legacy we’ve built over the past 75 years. I leave office knowing that your 2019 president, Sean Junker, will dedicate his talents, time and experience to successfully move NEFBA forward. I trust you will give him the support and feedback he needs to excel at the job, just as you gave me. You are all invited to attend the installation in January to jump start 2019, NEFBA’s 75th year serving the industry and the community. To our members and staff, I am deeply grateful for all you accomplished this year and for all your help. This is a year I will never forget because of you. Sincerely,

Q&A: NEFBA staff hold an exit interview with its outgoing president BY NEFBA STAFF

When Chris Dostie was installed as the 2018 Northeast Florida Builders Association president in January, he already was a familiar name in the industry. Members of the Dostie family have built homes in this region for 60 years. In fact, Chris’s father, Richard, served as NEFBA’s president in 1988, it is the first time in NEFBA’s history that a father and son have served as president of the association. Chris Dostie and his brother Rick operate the company their grandfather, J. Rene Dostie, started, and their father Richard Dostie ran for 36 years. Chris Dostie is in the last month of serving as NEFBA’s president. He shared his goals and objectives as the incoming president, and now he reviews the year to evaluate the highlights and challenges that made it memorable. How has serving as president of NEFBA confirmed or changed your view of the building industry in our area? This year has absolutely confirmed my high regard for the association. In a way, I grew up in NEFBA. My dad served as president 30 years ago so NEFBA was a household word early on. Serving as president gave me a more intimate view of the workings of members and staff, and I can say without reservation that NEFBA has an abundance of individual builders, trade partners, sales and marketing experts and other talented individuals who care enough to meet the needs of the industry and contribute to benefit everyone. What would you consider the greatest challenge of this leadership role? The biggest challenge I had was learning to communicate with different personalities and with different interests within the association. My faith in our members tells me that all individuals are well-intentioned, eager to contribute and seeking the betterment of the association. We all face this to some extent every day, and what most of us know is that you can’t please everyone every time. My effort was to acknowledge and respect differing opinions and attempt to build bridges and arrive at solutions most, if not all, could embrace. I attempted to connect people and ideas so we could all grow and learn and be part of a network that is bigger than any one of us. You had the advantage of being able to turn to an exceptional body of talent and experience in the Executive Committee.

How did their support contribute to your success as president? Having served on the Executive Committee prior to becoming president, I knew that NEFBA’s operation is indeed a team effort. The president cannot and is not expected to do it all. I also knew that our Executive Committee has a depth of expertise and experience to cover all of us. I was beyond blessed to have access to the talent, energetic participation, variety of interests and eagerness to be leaders when called upon. The association is often contacted to represent Northeast Florida’s regulatory and legislative interests. We have members who can step in and be counted on to reflect our values and goals. Also on the Executive Committee are voices in the room that are natural mediators and negotiators. They are adept at guiding discussions, bringing us back to the core issue and integrating differing opinions into one, with qualifiers and disclaimers so that we can move forward and assure that all opinions have been addressed. Sean Junker, our next president, provided a great sounding board for me in his first year on the Executive Committee. He has the experience, insight and love for the association to respond to the many different challenges the committee faces. He’s going to be a great president. Speaking of Sean Junker, what advice would you offer him as the incoming president of NEFBA? That’s an easy one. From Day One, recognize the talent and expertise in the members, in the Executive Committee, and in the staff. NEFBA’s staff is second to none. Trust them and rely on them. Ask one of them first. They can tell you who you need to call, what you need to ask and it’s likely that staff person can answer the question for you. They are all experts in their own areas: sales and marketing, government affairs, communications, membership issues, NEFBA councils, apprenticeship, charitable efforts, managing volunteers, fundraising, organizing events from the gala and the Parade of Homes to a luncheon or social. And perhaps the most difficult task of all — moving. They deserve much credit for the months of preparation and hard work to move NEFBA offices from Century 21 Drive to our extraordinary new facility in Southpoint. Congratulations on a job well done and much gratitude from everyone else whose burden was lightened by your effort.

encouraged attendees to consider a career in the construction industry. “As a third-generation homebuilder, I want to continue to create homes for our community,” Dostie said. “I will need your talents to make that vision a reality.” Sean Junker, the first vice president of NEFBA’s Executive Committee, concluded the welcoming session by emphasizing the great demand for skilled construction craftsmen and women now and in the next several decades. The students, instructors and district staff rotated through a series of three sessions hosted by more than 20 volunteers from NEFBA apprentice employer companies. Students competed in a nail-driving contest with guidance from Tim Conlan of Auld & White, Steve Glover of DeBerry Electric and Ward. Students also took part in a team-building exercise of building a tower made of uncooked spaghetti under the direction of Belinda Byers and Beau Brooks of A/C Design. A panel of employers, apprentice alumni and current apprentices provided personal experiences to give students a realistic evaluation of the opportunities available in the industry. “It is important for potential apprentices to have an understanding of what it takes to complete the four-year program of study and on-the-job training,” said Charlie Libretto, director of NEFBA’s Apprenticeship Program. “High school students hearing from the young professionals who currently work in the field and are benefitting from the apprenticeship training in both their personal and professional lives was very powerful.” The NEFBA Apprenticeship thanks the following companies for donating their time and resources to this event: Thomas May Construction, Dostie Homes, Providence Homes, Auld & White Constructors, DeBerry Electric, A/C Designs, The Haskell Company, Greener Solutions Air, Campbell Plumbing & Mechanical, Island Mechanical Contractors (IMC), Thermodyne Services and Miles Electric.

Government advocacy update DUVAL

n NEFBA’s Government Affairs Commit-

tee meeting is 8:30 a.m., Thursday, Jan. 24 at the NEFBA offices in Southpoint. n Roadway legislation: Jacksonville City Council member Danny Becton’s roadway legislation (2018-271) continues to work its way through committee in Duval County. The bill is a multipart piece of legislation that would affect both the residential and commercial development segments of the building industry and existing commercial properties. Its purpose is to amend Section 654.111, Chapter 654, to increase the minimum

roadway width to 24 feet for certain zonings (RLD 40, 50 and 60) and require developers to move to a two-lift roadway installation process. Along with changes to the road surface, 2018-271 would change the roadway acceptance process, requiring warranty periods and bonding. The bill also amends section 654.115, Chapter 654, requiring existing commercial property to provide for interconnectivity with adjacent properties. The bill has met resistance from the development industry.

NASSAU n Accessory Dwelling Units (ADUs): NEFBA is supporting an effort in Nassau County to allow accessory dwelling units. Supporters of the plan hope that allowing ADUs by right in the county will help

promote affordability. ADUs are typically smaller one- or two-bedroom configurations and provide affordable rental stock in areas where it would typically be hard to find something to rent.

n Fair housing survey: St. Johns County is conducting a survey to help identify whether barriers to fair housing choice exist in St. Johns County in the rental and

real estate markets and the mortgage lending, insurance and appraisal industries.

CLAY n Increase impact radius: The Clay County Board of Commissioners voted 3-2 to increase the concurrency impact area from 1 mile to 3 miles. This expanded area would affect any development that will generate more than 400 trips a day. In an example presented by Planning Director Ed Lehman, a development off College Road will go from three impacted links to 18, resulting in a fair-share payment that would rise from $1.3 million to $3.9 million (impact fees on this example development would be $2.9 million). During the discussion of the increase, Com-

missioner Diane Hutchings proposed a moratorium on growth, but the suggestion was not pursued. n Municipal Service Benefit Unit (MSBU): The Clay County Commission is moving forward with a plan to require all new developments to have a Municipal Service Benefit Unit. The MSBU, a non-ad valorem assessment, will be used to pay for resurfacing, maintenance and infrastructure replacement. Commissioner Gavin Rollins requested input from the development industry on how the MSBU should be implemented.

The men and women who build houses for Northeast Florida’s residents deserve at least one night on the town each year, trading in their steel-toed work boots and jeans for ball gowns and tuxedos. On Nov. 3, the people who make up those homebuilding companies as well as associated industries got the chance to do that at Northeast Florida Builders Association’s annual gala. The Casablanca-themed event, at the Hyatt Regency Jacksonville Riverfront, included dinner, a cash bar, casino games, a silent auction and dancing with music performed by The Chris Thomas Band. Corey Hacker, events coordinator for NEFBA, said that previous galas gave out a single grand prize but that NEFBA decided to offer multiple prizes this year. Prizes included an Apple Watch, Louis Vuitton purse, Royal Caribbean five-day cruise, a weekend stay at a Ritz-Carlton, Kendra Scott jewelry, Sonos speaker, Apple AirPods and a Tory Burch wallet. “The main point of the gala is to celebrate the year and the people who work so hard in the homebuilding industry,” Hacker said. She said almost 600 people attended the event and that it is the organization’s biggest fundraiser of its type. The amount of money raised was not released, but Hacker said the group successfully raised money for NEFBA’s operating expenses despite spending more than previous events due to the new venue. The gala used to be at the Prime Osborn Convention Center. The money raised in the silent auction will benefit NEFBA’s charitable arm, Builders Care, whose mission is to help eradicate substandard housing for the community’s most vulnerable: the elderly, veterans, storm victims and others who need assistance.
