Labor shortage a problem locally and nationally

Because of a lack of professionals in the trades, some projects are running months behind schedule.

Finding a qualified, licensed and available plumber, carpenter, electrician or other trade professional to build or repair homes in Northeast Florida has become almost as hard as picking the correct lottery numbers.

Before the Great Recession hit, catapulting the country into an economic tailspin, homes were being built at a frenzied pace, locally and nationally.

As a result, there were plenty of skilled employees and firms that could be called upon and would respond rapidly to a service call or a request for a job estimate.

The market crash, however, left many of those workers stranded, as jobs dried up and the phone calls stopped.

Curtis Hart, a developer and Northeast Florida homebuilding industry veteran, said he has seen statistics showing that the area lost 60 percent to 70 percent of its labor workforce because of the recession.

In the years after the downturn, the homebuilding industry has seen a steady incline. The number of homes being built in the region continues to climb, although not at the levels before the crash.

While the industry has rebounded, the number of people returning to physically demanding trades or high school

graduates choosing a career in the trades has not kept up.

Many construction jobs are taking longer than normal because there aren’t enough workers.

And they are taking not just days or weeks more, but sometimes months, according to local leaders like Bill Garrison, the executive officer of the Northeast Florida Builders Association.

Garrison told a group of sales associates and marketers at a NEFBA Sales and Marketing Council breakfast that projects are delayed as much as two months because of the labor shortage.

Many of the developers, homebuilders and business owners said they blame the school system for the shortage.

They said students – whether they attend a public or private institution – aren’t offered the chance to study topics other than basic courses like math, science and English, along with basic elective classes like band, art or a foreign language.

“Everyone should be exposed to the trades. It needs to start out in high school,” Hart said, adding that many schools used to offer classes like wood and metal shop, home economics and auto mechanics.

Hart and others said one of the biggest issues is that too many people falsely believe that a college degree is necessary to be successful.

However, NEFBA’s training director, Charlie Libretto, said that students graduating from the organization’s four-year apprenticeship program often make more than those who just obtained their bachelor’s degree.

He said once the graduates pass their final tests and become a certified journeyman in their selected skill, they can start out making around $20 to $25 an hour.

The labor shortage has some companies turning down work or asking clients to be patient.

Eric Belley, who co-owns North Atlantic Painting Co. in Fernandina Beach, said that he can’t find enough experienced employees.

He said it isn’t just a local problem, but is happening throughout the country. The painting company also operates

10,700-unit community planned in St. Johns Hutson Companies is proposing the SilverLeaf master-planned development on 8,500 acres.

The company that developed OakLeaf Plantation in Duval and Clay counties is proposing another expansive neighborhood, this one in St. Johns with up to 10,700 residential units and 1.7 million square feet of commercial space.

The Hutson Companies, based in St. Augustine, submitted plans for review by the St. Johns River Water Management District to develop SilverLeaf, a master-planned community on 8,500 acres between County Road 210 and County Road 16A. The developer is connecting those roadways by constructing 7.5 miles of roads, including a new street — SilverLeaf Parkway — and extending St. Johns Parkway farther south.

The community, which will take eight to 10 years to build-out, will start with three neighborhoods, said Kathy Merrow, Hutson’s marketing manager.

Those will be Holly Forest, with 143 singlefamily homes and 210 multifamily townhomes; Meadow Ridge, with 195 single-family homes; and SilverLeaf Village, with 467 single-family homes.

A map of the community shows numerous parcels to be built into other single-family, multifamily and commercial or retail projects along both sides of SilverLeaf Parkway and the extended St. Johns Parkway.

On the site plan, they are listed as East Village Neighborhood, River Chase Neighborhood, Village Walk Neighborhood and Southern Pines Neighborhood.

Merrow said Hutson hopes to have its plans approved soon to start building by the end of 2018 or in the first quarter of 2019 so that model homes will be available by the end of the first quarter.

Hutson will name its chosen homebuilders when the deals are signed.

Initial plans call for the community to comprise about 64 percent single-family homes and 36 percent multifamily units, which are condominiums, townhomes and apartments.

Merrow said those percentages could change.

Merrow also said Hutson does not have information to share about retail and commercial companies interested in operating within the community.

Of the 8,500-acre property, the developer is planning on leaving almost 4,000 acres as preserved land to include walking trails.

s the saying goes, everybody has to start somewhere.

Occasionally, people trying something new for the first time will falter and fail. However, there are those occasions when a rookie will surpass all expectations and shine.

These four Northeast Florida real estate professionals and homebuilders fall under the latter.

In a matter of only a few years, they proved themselves capable of being successful in their respective careers.

For November, Realty-Builder is featuring area rookies who already have made a substantial impact. In next month’s edition, the newspaper will publish a list of the top 40 individuals under 40 in the region who work in the same industries.

LYNN MATTINGLY

Making the transition from organizer to real estate agent.

As the wife of a career Navy man, Lynn Mattingly traveled around the country and world.

The 53-year-old Jacksonville mother of four packed up and moved her family 17 times within a 21-year time frame, buying and selling their latest house to make way for another place to call home, at least temporarily.

The couple started their journey together in Jacksonville in the late 1980s and decided to

return as Mattingly’s husband, a helicopter pilot, originally is from the area.

Before they left Northeast Florida, Mattingly obtained her real estate license and sold homes for about a year. But then life happened. Specifically, their four kids.

Mattingly chose to be a stay-athome mother and raise their children. These days, those four kids now range in age from 16 to 26.

Since coming back to Jacksonville in 2009 and finding a home in Atlantic Beach, Mattingly decided to return to work. She became a professional organizer, helping people de-clutter their lives.

After doing that for several years, Mattingly had the desire to try her hand at selling real estate again.

She knew her experience and knowledge of selling and buying many homes over the years would help, as well as being able to help people be organized throughout the transaction.

“Being my age, even though I’m fit, I didn’t want to do that much physical work. Professional organizing is a very physical job,” she said.

Therefore, she found an agency she was comfortable with and provided the training she wanted, Berkshire Hathaway HomeServices Florida Network Realty.

Mattingly recently celebrated her two-year anniversary with the agency and is on track to sell about $3.5 million in real estate this year, twice the amount she sold her first year on the job.

Her advice for other Realtors is to treat others as they would like to be treated, not how you would like to be treated.

“Real estate transactions should not be about the agent,” she said. “Realtors can kind of get in the way of the deal. Sometimes you need to step aside and figure out what’s the goal of the client.”

In addition, Mattingly said she is the type of agent who stays in almost constant contact with her customers because she wants them to be informed every step of the way.

JASON BEARD

Moving from working for builders to becoming one.

With the exception of being born in Texas and living outside of Florida for a short time, Jason Beard is essentially a Jacksonville native.

At 42, the father of three daughters has been in Northeast Florida the majority of his life, attending Nathan B. Forrest High School (renamed Westside High in 2014) and later receiving an associate degree in business administration at Florida State College at Jacksonville.

During and after college, Beard worked as a lineman for JEA but realized he wanted to

do something more fulfilling when his first daughter was born in 1999.

Beard started buying, renovating and flipping homes in the region and decided to get into selling real estate for local and national homebuilders.

In 2007, Beard started working on the sales floor for Taylor Morrison Homes. In 2008, he took a job with Mattamy Homes, working his way up the corporate ladder to become the vice president of sales.

Beard held that position for six years until he decided to strike out on his own.

In April, he founded Madison Homes, named after his youngest daughter. Instead of relying on angel investors, Beard is funding the venture himself.

Beard also is the company’s sole employee, with the exception of his friend, Michael Towne. Towne holds a general contractor’s license and agreed to come on as a silent partner.

Unlike the big homebuilding companies that have limited choices in the type of houses or neighborhoods to choose from, Beard plans to serve a niche by offering options that people may not be able to find elsewhere, like those customers who already have land available but want something different than a cookie-cutter plan. And he’s already found success in offering that.

One of his first set of customers wanted to build a custom in-law suite on their property and were having difficulty in finding a builder that could help them. Beard was able to offer exactly what they wanted.

“One of the first things I thought of when starting this company, I want to build homes the way people want to live, not the way I think they want to live,” Beard said.

Beard said his goal is to figure out a client’s needs, wants and lifestyle and then design a home around that.

He’s doesn’t want to build hundreds of homes, but between 15 to 20 a year. Since starting out just months ago, Beard already has multiple contracts in hand.

MARYANNE RODRIGUEZ

Elementary school teacher finds a new career in real estate.

MaryAnne Rodriguez knew she couldn’t continue to serve as an elementary school teacher when a student punched her stomach during her pregnancy.

The 29-year-old, who had been teaching at Title I schools as part of Teach For America, realized she had to find a new profession despite her love of teaching. Plus, she knew she wanted a job that allowed her to raise a family.

“I am a very self-driven and a very self-motivated person,” she said. “I asked myself what could be a career that the harder I worked, I could make more and have time for family.”

Her conclusion: Real estate.

So in 2013, after three years as a teacher, Rodriguez started out as a real estate agent with Keller Williams.

She said she soaked up all the knowledge and training that she could.

After a while, Rodriguez formed a team through the agency, with her leading two agents.

They had a satellite office and started doing things their own way. Eventually, Rodriguez realized that she needed to break out on her own.

Two years ago, she got her broker’s license and founded Root Realty, bringing the two agents from the team with her.

Before long, she would hire seven other employees, all female.

Rodriguez said she didn’t intentionally hire all women, but that she started the agency with the goal of allowing its employees to have their children or even pets at the office when needed.

“As a woman, it’s very difficult to create that perfect balance of work and family,” she said. “So it was very intentional to create a space where both of those priorities would be welcomed.”

Last year, the agency did $20 million in sales.

In 2018, it already had sold $24 million in real estate, she said.

Rodriguez has been approached to franchise her agency, but she has no interest.

“I prefer quality over quantity,” she said. “Growth will happen but will be strategic growth.”

Following in his father’s footsteps to become a land development manager for Toll Brothers.

In only a few years, Nick Kausch has made it far in the construction and homebuilding industries.

At 25, the former New Jersey resident already is a land development manager for Toll Brothers in Jacksonville.

He is in charge of building three of the national homebuilder’s latest Northeast Florida single-family communities: Julington Lakes, with 466 residential units; Coastal Oaks, with 900 units; and Edison, a 265-unit community recently announced for eTown.

Kausch said Toll Brothers has two other local housing development projects in the design phase that should be announced soon.

Kausch, whose father was in the construction industry, knew long ago that he wanted to follow in his dad’s footsteps. During his college

A North Jacksonville resident seeks to develop a subdivision on land next to his home.

Gary Gilder is proposing 123 single-family home lots on 44.44 acres off New Berlin Road between Dunn Creek Road and Wages Way. Gilder submitted plans to the city along with a rezoning request. To move forward, the property must be rezoned from rural residential to planned unit development.

According to the plans, the name of the proposed development is Logan Point Plantation, but Gilder said the community could be renamed.

He said the project hasn’t been sold or marketed to homebuilders because he wanted rezoning approved first.

Site plans show home lots ranging from 50 feet to 70 feet wide. It would include two small parks and protected wetlands encompassing about 17 acres.

Gilder, who lives on New Berlin Road, said he would prefer to find a homebuilder that is willing to construct and sell homes at prices comparable to the area, from the high $100,000s to the mid$250,000s.

Gilder said he developed four properties in the early 2000’s but that he left the business before the housing market crashed.

The 75-year-old said that he returned to the industry because he wants to develop the land so he can have something to pass down to his family.

Direct mail campaign targeted business owners, Realtors State Office of Attorney General files complaint against two companies and their owner.

The state Office of the Attorney General has filed a complaint in Jacksonville against two companies and their owner alleging deceptive trade practices designed to target owners of new businesses and licensed real estate agents.

Alfredo Zambrano, owner of Florida Regulation Enforcement Council and Florida Real Estate Council LLC, is accused of violating the Florida Deceptive and Unfair Trade Practices Act. In the case, assigned to 4th Judicial Circuit Judge Virginia Norton, the state seeks civil penalties, consumer restitution, attorney’s fees and injunctions against Zambrano and his companies.

According to the complaint, Zambrano, operating under the name Florida Regulation Enforcement Council and possibly others, has since 2014 used the names and contact information of newly formed Florida corporations and limited liability companies to send “officiallooking documents” through the U.S. mail to solicit payments for “certificates of status.”

The solicitation allegedly gives new business owners the impression that the solicitation is from an official department or agency and that the Division of Corporations requires recipients to send a $65 fee to FREC for a “certificate of status” to complete the process of becoming a corporation or LLC. In fact, the state says, the Division of Corporations issues certificates of status for a payment of $8.75 for corporations and $5 for LLCs, but the certificates are “entirely optional decorative pieces of paper” that have no bearing on a corporation or LLC’s official status.

“Defendants provide no additional value which justifies increasing the price of certificates of status to 1300% of the actual price” charged by the state Division of Corporations, the complaint states.

Zambrano also is alleged to have, acting as Florida Real Estate Council LLC, created and mailed deceptive solicitations for money to as many as 160,000 Florida licensed real estate agents from 2016 through 2017.

listed on the summons for Zambrano is disconnected.

The state contends that the mailings were designed to appear to be from an official government agency called the “Florida Board of Realtors,” but no such agency by that name exists.

The mailings state that Florida real estate agents are required by state statute to self-report criminal convictions on their record to “the department.”

The mailings threaten action that could include fines or license revocation for failure to answer three “yes” or “no” questions on the form and return it to FBR with a $225 “fee.”

The complaint states that licensed real estate agents are required by law to inform the state Department of Business and Professional Regulation if they are convicted of a felony, but there is no fee associated with reporting to DBPR. The Northeast Florida Association of Realtors became aware of the alleged scheme through inquiries from members who received the letters, said spokeswoman Melanie Green.

The association investigated and then sent its members emails warning them about the deceptive letters on March 6, 2017, and again on June 27, 2017, advising “do not pay this invoice under any circumstances!”

But some real estate professionals who received the solicitation may have responded with a payment.

“Realtors can be an easy target because they are used to paying fees,” Green said.

Under state law, any entity or person that willfully engages in a deceptive or unfair act is liable for a civil penalty of $10,000 for each violation. The penalty may be up to $15,000 per violation involving senior citizens, veterans or members of their families or disabled people.

The complaint also asserts the language of the letters violated the Misleading Solicitations Statute by failing to make it clear to the recipient that there was no obligation to make the payment.

In addition, the complaint asks the court to grant restitution from the defendants to “fully reimburse every consumer who paid them money in response to their deceptive, misleading, unfair, unconscionable and unlawful solicitations.”

Vestcor Companies Inc. broke ground in October for its third apartment complex in LaVilla, the Lofts at Jefferson Station.

The project is workforce housing, and residents will have to meet income requirements.

Of its 133 units, 80 will be reserved for lower-income residents and 53 will be workforce housing for residents making up to 140 percent of that median income.

For example, a family of four couldn’t make more than $97,860, according to the Florida Housing Finance Corp.

Vestcor officials said rental rates have not been set for Lofts at Jefferson Station.

The Florida Housing Finance Corp. sets rental rates in addition to the income limits for affordable and workforce housing.

more than $1,837 a month for a one-bedroom apartment or $2,544 for a threebedroom unit.

JAXUSA Partnership President Aundra Wallace said the income ceiling describes people like waitresses, secretaries, accountants and project managers who desire to live and work in an urban environment.

Lofts at Jefferson Station is estimated to take about a year to build, said Vestcor President Steve Moore and Ryan Hoover, the president of Vestcor’s TVC Development.

They hope to have it ready by the fall of 2019.

Amenities will include a fitness center, internet cafe, resident lounge and a dog park. There will be studio, one-, twoand three-bedroom units.

The construction cost is $17 million.

Summit Contracting Group Inc. will build the five-story, 189,642 square-foot building.

INDUSTRY NEWS 80-lot subdivision planned for North Jacksonville

A Jacksonville developer submitted a rezoning request to build an 80-lot, single-family subdivision on 29 acres at southwest Yellow Bluff Road and Burket Lane in North Jacksonville.

Curtis Hart of Hart Resources LLC proposes to develop the property.

The land is rural residential and must be rezoned as a planned unit development.

Richmond American Homes is the project developer and Dominion Engineering Group Inc. is the project engineer and planner.

Site plans submitted to the city show that the project is called Yellow Bluff PUD. A name hasn’t been chosen for the development.

The density of the community would be about 2.7 units per acre, with a majority of the lots being 60 feet wide.

The homes would take up about 18 acres with about 7 acres for open space, wetlands or ponds.

Hart said the homes will likely sell in the high $200,000s to low $300,000.

The land is owned by four individuals: James Shronce, William Dekle, Irma Dekle and Sarah Dean, all of Jacksonville.

The real estate investment company that built and sold The Point at Tamaya plans to build another luxury apartment community nearby.

Boca Raton-based Waypoint Residential Services purchased 26.3 acres of vacant land at northwest Kernan and Beach boulevards Sept. 21 for $5 million from West Kernan Land Acquisitions LLC of Daytona Beach.

Waypoint plans to develop a 301-unit multifamily community there, according to a news release from Colliers International Northeast Florida, which brokered the sale.

Construction is expected to start this month and should be completed by the second quarter of 2020, she said.

Willis said the community is expected to have a clubhouse with a resort-style pool, grilling stations, enclosed outdoor dog run and park, a parcel locker system, tuck-under garage parking and wraparound porches overlooking a lake.

Units will range from 644 square feet to 1,357 square feet.

The community will have 161 onebedroom, 124 two-bedroom and 16 three-bedroom units spread across 12 three-story buildings and five two-story carriage house buildings. The apartments will feature 9-foot ceilings, granite countertops and stainless steel appliances.

Jacksonville-based Sleiman Enterprises is developing more than just retail and commercial properties.

The company submitted plans Oct. 9 to the city Planning and Development Department to develop nearly 2 acres of land in San Marco into seven single-family home lots.

Site plans show the project is called San Marco Estates, located on a narrow strip of property west of San Jose Boulevard north of Christopher Point Road North.

But Toney Sleiman, the owner of the land and the company, said he isn’t interested in building the homes.

“It is just going to be a small subdivision,” he said.

“I will put the road in and the utilities in. I will sell the lots to builders or to individuals.”

He has partnered with Mike Bowles, principal of Dominion Engineering Group of Jacksonville on the project.

The city issued a mobility fee calculation certificate Oct. 17 determining the project required payment of $13,568 to cover traffic impacts.

The minimum lot size will be 9,900 square feet, according to the submitted plans. Homes are required to be less than 35 feet tall. The subdivision will have access off San Jose Boulevard, ending in a cul-de-sac with the two homes on the far west having direct St. Johns River views.

Sleiman, who owns the Jacksonville Landing and many other retail shops in Northeast Florida, purchased the land for this project in August 2001 for $1.33 million.

he Northeast Florida Builders Association welcomed an estimated 500 people, including elected officials and local government representatives, to its annual Beast Feast at its new office at 6747 Southpoint Parkway.

The annual networking event is held to thank elected officials from Clay, Duval, Nassau and St. Johns counties for their services to the community and to introduce them to members of the Northeast Florida building industry.

This year’s Beast Feast also served as the grand opening of the association’s new office.

Builders Care continuing to help Hurricane Irma victims More than a year after the disaster, organization still finding people who need help fixing their homes.

Builders Care also has spent much of 2018 in the Ken Knight Drive area, trying to help the homeowners in the area who were ravaged by more than 3 feet of floodwater. The organization partnered with Yellow House Art and Cooperative Baptist Fellowship to start putting homes back together.

Collectively, pooling the group’s limited resources and some much needed help with supplies and volunteers from Presbyterian Disaster Assistance, the group has able to get nine families back into their homes safely.

In the middle of the summer, when it felt like the momentum might be waning, HabiJax approached Builders Care with a funding opportunity to help homeowners still affected by Irma. Within a three-month period, Builders Care and HabiJax were able to provide three elderly ladies with renovations to their damaged homes, as well as completing three reroofing projects and 32 roof repairs.

EXECUTIVE COMMITTEE

Long Term Recovery Organization, Volunteer Florida provided a grant to hire a construction manager. With those funds Builders Care was able to hire Edward McKinnon to run volunteers and manage Irma construction projects. Volunteer Florida also is providing materials and supplies to be used for Irma rebuilding.

In October, Builders Care began its partnership with Catholic Charities. Using the funding from a grant by the American Red Cross, Catholic Charities is providing the case management and grant oversight, allowing Builders Care to handle the construction.

The funds have been established for 18 months to help those who have not been able to get their Irma-damaged homes repaired. Within the first couple of weeks of this collaboration, the organization has repaired three roofs and will soon begin the process of a full reroof for an elderly widow in desperate need.

Builders Care is grateful to be a part of the team of nonprofits and faith-based groups working together to help the area’s most vulnerable citizens recover from Hurricane Irma.

It’s hard for many to fathom that people are still displaced from Hurricane Irma, the major disaster from more than a year ago. Even worse, there are people in Northeast Florida who continue to live in damaged homes.

Fortunately, there are many wonderful organizations in our community to help our most vulnerable citizens.

Serving on the Northeast Florida Long Term Recovery Organization has afforded Builders Care the opportunity to work alongside these amazing nonprofits and faith-based groups.

Builders Care has been able to collaborate with many in order to help it get much needed construction services to the neediest.

The United Way gave Builders Care a grant in the beginning of 2018 for $100,000 to service immediate roof repairs. This allowed the organization to stop the water from getting into the homes of 71 families. Builders Care spent the beginning of the year removing blue tarps from homes.

Government advocacy update DUVAL

 NEFBA’s Government Affairs Committee meeting is 8:30 a.m., Thursday, Dec. 6, at the new NEFBA offices.  PUD reform: The City of Jacksonville wants to change the PUD process. Since 2016, 146 PUDs have been approved, with a total of 2,048 on the books, making it the largest zoning category in the city. Council members seek to make deviations in PUD’s easier to identify and track, create rules regarding buffers between zoning types, limited minor modifications to PUD’s and change the rules regarding the sale of PUD’s.  Commercial corridors bill: Legislation

that would allow the planning director to strip the zoning from properties that are not complying with the city zoning code or conditions in their PUD met opposition in a recent committee meeting to discuss the bill (2018-537). Several in attendance expressed concern over the lack of due process in the new procedure, while others questioned the effectiveness of the bill to bring out-of-compliance property owners to the table. NEFBA representatives voiced concerns about the negative impact the new law would have on attracting investors to Jacksonville by creating uncertainty in the zoning process.

NASSAU  New park fee: The Nassau County Board of Commissioners has commissioned GAI and JB Coxwell to undertake a study to determine the cost to build specific facilities defined in the 2030 Comprehensive Plan at a standard equivalent

to the same facilities already existing in Nassau County. The county is hoping to move to a park and recreation fee in lieu of developers being required to provide land and facilities.

 New PZA appointment: Florida Home Builders Association President Greg Matovina has been appointed to the Planning and Zoning Agency in St. Johns County, District 1. Matovina was one of eight applicants and overcame the recommendations of the PZA board to appoint Gurpreet Misra, a former county employee who did not

live in the planning district. Commissioners Jim Johns, Paul Waldron, Henry Dean and Jeb Smith overruled the PZA, with all four expressing a desire to see the District 1 seat filled with a resident of the district.

Commissioner Morris voted against the appointment, expressing a desire to follow the recommendation of the PZA.

CLAY  School funding: The Clay County School Board is taking a look at funding options for the next wave of growth that the county is anticipating. The county currently has a $7,034 school impact fee, but Jim Fossa, planning director for the district, is anticipating the need for an additional $91 million in funding to build

the schools needed to house the 8,000 students that are expected to be added to the school system by 2028. One option to fund the new schools is a sales tax increase, which could generate the additional funding rather than an impact fee increase.

Hundreds of real estate agents, brokers, homebuilders and others came out to attend or staff booths at the 39th Annual Realtor Builder Tradeshow.

The event, co-hosted by the Northeast Florida Association of Realtors and the Northeast Florida Builders Association, was held from 9 a.m. to 3 p.m. Oct. 12 at the University of North Florida’s Adam W. Herbert University Center.

Information, business cards, prizes and swag were exchanged as people from the real estate and homebuilding industries networked and shared laughs at silly and scary costumes for the Halloween-themed event.
