Home prices increase as builders add inventory

Demand for homes continues to be strong even while prices increase.

That means the timing could not be much better for those looking to sell.

Inventory of available properties still is at historically low levels, giving homeowners, real estate agents and builders the powerful opportunity of having an overload of buyers.

Once homes hit the market, they haven’t been sitting for long, although the pace has cooled since 2017.

“In August 2017, 65 days was the average for a home to go under contract,” said a report from the Northeast Florida Association of Realtors. “That figure dropped by 9.2 percent in August 2018, with homes selling in an average of just 59 days.”

And prices aren’t staying steady. They’re rising quickly.

“Concurrent with the spedup cycle, the trajectory of sales prices is tracking upward,” the NEFAR report says. “The median price for August sales was $220,000, or a 7.3 percent increase over a year ago.”

“While 3,744 new listings were added to the market, overall inventory was just 9,237, which equated to 3.7 months on hand (a balanced market is considered to be five- to six-months on hand),” the NEFAR report says.

Of the many companies constructing homes in the Northeast Florida region, the largest are D.R. Horton, Lennar Homes, Dream Finders Homes, Mattamy Homes and KB Home.

D.R. Horton is the biggest since its been building twice as many as every other local homebuilder, according to a list provided by the Northeast Florida Builders Association.

In 2017. D.R. Horton received 1,758 building permits, while the next two companies – Lennar and Dream Finders – were issued

797 and 659, respectively.

Representatives of D.R. Horton, who responded to questions via email, wrote that they believe the high demand for housing will continue in Northeast Florida.

“With our strong city and county leadership in Northeast Florida, the opportunity for business expansion and job growth is more promising than ever before,” their email states.

D.R. Horton officials say that will lead to more “future opportunities” for both job seekers and business owners in the region.

NEFAR also said in its monthly sales report that “the pace at which homes are selling in Northeast Florida continues to accelerate.”

It says that new home listings in the region increased 2.4 percent to 3,744, pending sales were up 3.6 percent to 2,673 and inventory levels fell 1.4 percent to 9,237 units.

“While some are starting to look for recessionary signs like fewer sales, dropping prices and even foreclosures, others are taking a more cautious and research-based approached to their predictions,” the report says.

NEFAR’s report added that the trends are not showing a “dramatic shift away from what has been experienced over the last several years. Housing starts are performing admirably...prices are still inching upward, supply remains low and consumers are optimistic. The U.S. economy is under scrutiny but certainly not deteriorating.”

Maurice “Mo” Rudolph, chairman of the Urban Land Institute District Council of North Florida, said the growth is “not as crazy” as some think.

Rudolph, who is director of planning and development for The PARC Group, said he believes the area is being developed at a good pace.

“We’re not drastically growing,” he said. “We’re staying steady. We don’t have exponential growth.”

Rudolph added that now is the right time to buy, as prices will just continue to increase, especially as costs for materials are rising because of the ongoing trade and tariffs battle between the United States and China.

Another factor contributing to the housing market growth is the regions rising population.

According to U.S. Census data, Duval County saw a 7.17 percent increase in residents from 2010 to 2016.

Realtors learn how to protect themselves Round Table Realty hosts safety seminar for real estate professionals.

Working as a real estate agent isn’t often thought of as a perilous profession. But there are those who say it should be considered one of the most dangerous jobs.

That is why Howard Flaschen hosts a safety seminar for his Round Table Realty employees and other local Realtors about once a year.

This year’s event in late August at the Shearwater community center in St. Augustine included a presentation by Brad Causey, a security specialist and former Jacksonville Sheriff’s Office deputy with 27 years on the force.

Along with offering tips on staying aware at all times, the event included suggestions on how to fight back and save oneself, as some real estate agents have fallen victim to attackers, including in Northeast Florida.

In July 2016, Jacksonville police arrested a 41-year-old man days after authorities said he kidnapped, robbed and sexually assaulted a woman at knifepoint at a Jacksonville Beach realty office.

“You may meet someone you only know from online,” Flaschen said at the event before he introduced Causey. “We let our guard down all the time in this line of work. We have been trained to cut people slack or blow off weird behavior because it’s commission

sales.”

As the broker and owner of Round Table Realty based in St. Johns County, Flaschen said his agency doesn’t have sales quotas.

That is out of concern for his staff’s safety, since so many of them work alone and often with clients they know little to nothing about before meeting them.

He said he tells his Realtors that he doesn’t expect them to sell a home if the “hair on the back of their neck rises” because they get

an odd feeling about a prospective client.

Causey, who worked on JSO’s SWAT team for more than a decade and as a motorcycle patrol officer for about the same amount of time, gave the 20 real estate professionals in attendance many tips.

Those included staying aware of their surroundings not just when they’re about to host an open house by themselves, but everywhere they go.

He said that many people don’t pay attention to where they are going because they are constantly looking down at their phones.

“If you’re in the office, that’s fine, but if it’s in a parking lot, that’s not the right time,” he said, adding that is one way in which criminals choose their victims, by sneaking up close to someone and attacking before they have time to react. “You’re just vulnerable that way.”

During his many years as a

police officer, Causey said he often would hear victims say after being assaulted that they noticed something suspicious but didn’t do anything about it like call a friend, go back inside a building or shout for help.

He said if you see a person looking around and acting strangely, turn around and go in the opposite direction.

“If you can’t keep your distance, that’s when you get aggressive,” he said. “If they get close to you, it’s time to be rude. If it turns out to be nothing, you can apologize.”

Flaschen told the Realtors that they have to give themselves permission to be savage and picture themselves in a scenario where they fight back instead of freezing up.

“Say to yourself, ‘I am going home tonight,’” he said. “You have the right to go home. You have the right to get violent.”

At the end of the presentation, Causey and Flaschen paired up to show off a few techniques that can be used if an attacker grabs a victim from behind or is holding their arms.

For example, they demonstrated using an elbow to ram an attacker’s chin and talked about hitting or kicking the person to quickly bring him to his knees.

“You gotta give it your all,” Causey said. “Are you going to get bruised up? Probably. But if you give 100 percent commitment, (the techniques) will work.”

Women homebuilders share lessons, tips Professional Women in Building Council hosts panel discussion at NEFBA headquarters.

The homebuilding industry isn’t solely a man’s game.

That was evident at a Professional Women in Building Council meeting inside the Northeast Florida Builders Association’s headquarters, where four panelists shared their experiences as leaders in the male-dominated field.

“Don’t be so conscious of (your gender), because the lines are blurred,” said LMH Solutions President and owner Linda Hutchins, who has spent 40 years working in the industry. “Whether you’re a man or a woman, don’t be intimidated because in the end, it’s about people.”

Hutchins added that it’s an asset to be a woman in the field these days because there are many women, particularly young single women, who are making the decision to buy a house.

“That should translate to having more women in the industry, or we should at least get closer to 50-50 (percentage),” she said.

“So the advantages of course for us are being able to relate to those women who are buying homes.”

The audience, like the panel, also was mainly made up of women, although there were a few men in attendance.

three panelists were Cora Johnston, the president of Generation Homes; Tracy Valente, an attorney with the Bachara Construction Law Group; and Lani Collard, the founder of Mialani Interiors.

Even though they mentioned some disadvantages to being a woman working in the field, the panel agreed that there are many more benefits.

Valente said as a lawyer who has worked with many men deal-

ing with construction disputes, some of whom assume women don’t know much about their job, she has turned it around on them.

Valente has done a lot of research about the construction and homebuilding industry, so she often “surprises” them with her extensive knowledge.

The times they have dealt with males who treat them poorly, the panelists said they just had to stand their ground.

Johnston had a customer who kept questioning her knowledge, suggesting that she should ask her male co-worker for help.

“I wrote a nice email back to him telling him that I own the company and I know the numbers,” she said. “I finally told him, ‘If you doubt my ability to build your home, then I am probably not the builder for you.’”

The email made the client realize his mistake, leading him to

apologize, and he ended up hiring her company to build his house, she said.

The panel ended the program by saying being successful in the business isn’t about your gender, but how you treat your customers and connect with others.

Making an Encore with a new firm Landon Homes co-founder Dennis Ginder starts again with a fresh company.

Dennis Ginder knew he couldn’t just retire and hang up his construction hard hat.

Last September, the now 47-year-old married father of three sold his stake in Landon Homes, a Jacksonville-based homebuilding company that Ginder founded in 2012 with Jesse Killebrew and Chester Stokes.

After leaving Landon, it took Ginder about a month before he decided that sitting around wasn’t right for him. Therefore, he kicked off a new homebuilding company, Encore Homes.

“It didn’t take me long to realize I wasn’t going to do nothing,” he said. “So within 30 days, by the end of October, we were out and off to the races.”

Ginder has worked in the industry for more than 25 years, starting out as an estimator in college.

He joked that he began his career by sweeping out homes and doing the normal odd, dirty jobs that no one else wanted to do.

He graduated from the University of North Florida with a degree in construction management.

Over that quarter century, Ginder said he has been privileged to get experience in “almost every

part of the industry,” including construction, sales and land development.

That’s why Ginder couldn’t see himself doing anything else.

“I really enjoy building homes,” he said. “This company (Encore) is based on the same principles when we started Landon. It’s about building a good house and listening to customers.”

Encore’s customer base is homebuyers in the $250,000 to $600,000 range, Ginder said, but that they aren’t limiting themselves to that price point.

He said business is brisk with 11 homes under construction.

Ginder isn’t new to Jacksonville, either. He’s been here since his family relocated from Illinois when he was 3 years old. He attended public schools in Duval County before he made his way to UNF. Unlike starting Landon with other partners, Ginder is the sole founder of Encore, financing the venture on his own. He said he has capital for “startup and land and a credit line with Fidelity for vertical construction.”

Several months after Ginder left, Landon Homes was acquired by national builder KB Home.

Ginder brought a few former Landon employees with him, hiring them to work in Encore’s office on Historic Kings Road South near the corner of Philips Highway and Sunbeam Road. The company has five full-time staff members, including Ginder.

Dennis Ginder started Encore Homes last October, about one month after he left the homebuilding company he co-founded, Landon Homes.

Encore is to do things “a little bit different and a little bit better” than every other homebuilder out there. He said that’s accomplished by “listening better to customers” and understanding how meaningful a home purchase is for most buyers.

“Home is where you’re safe.

Home is where you live. Even

the word ‘home’ itself has a good connotation,” he said. “That is a pretty impactful thing that you do for people. I don’t think I’ve ever lost that perspective.”

He said that he and the many others at Landon earned that reputation and that he plans to focus on doing the same thing at Encore.

His strategy is “simply to be the best at creating a great homebuilding experience and (build) obviously high-quality homes at the same time.”

When it comes to making sales, tiny adjustments to your habits can produce huge payoffs, said John Palumbo, a national real estate trainer and author on the psychology of influence and persuasion.

Palumbo was the guest speaker Sept. 14 at a Closing Skills Workshop sponsored by the Northeast Florida Builders Association’s Sales and Marketing Council.

About 120 people attended the presentation at the University of North Florida’s University Center.

Palumbo, of Jacksonville, is the

author of nine books. Over the years, he has received the National Association of Home Builders’ Sales Manager of the Year Award and The Million Dollar Circle Lifetime Award.

Even experienced agents sometimes are perplexed by what it was they did to close a sale, Palumbo said. But the reasons may not be that all that elusive.

Making small adjustments in the words we use, old habits and scripts and how we read people and their degree of commitment, can make a big difference, he said.

Palumbo’s presentation, “7 Tiny Reasons You’re Not Closing More Sales,” is based on the premise that a tiny reason is “a small but destructive habit that is quietly deterring your next sale from closing.”

Here are Palumbo’s seven reasons why real estate agents aren’t closing more sales:  Treating all lookers the same.

“The reality is, not everyone is a buyer,” Palumbo said. Distinguish between the tire-kickers and the serious clients. Devote more time to the clients who have done their research, gotten a preapproval letter and ask detailed questions.  Offering incentives and specials. Incentives won’t close a deal unless the client is about to reach that conclusion on his or her own.

That will be revealed by the questions they ask. “Let pressure build organically,” Palumbo said. “You don’t have to push, push, push.”  Don’t apologize for anything.

Show that you can solve problems, not apologize for them. Instead of saying “I’m sorry” about an issue, respond with “Let me take care of that,” or “Don’t worry, I’ll handle it.”  Falling into the time trap.

Customers in today’s market are moving fast. Get ahead of the curve and address their pain

points head-on. If you want to become a top producer, accept the after-hours calls and texts.

Create a mind-set that work can be your play and play can be your work.  Giving just the tour. Activate the customers’ curiosity, not their passive interest. Gauge the clients’ level of involvement by the depth of their questions. Step up your presentation by actively interpreting what your customer is saying.  Using the wrong word. Words like “if” show uncertainty and can make a difference in how the customer sees you and the home.

Say “when” you by this home, not if you buy this home.  Sticking only to plan A. Loosen up a bit and be more authentic and spontaneous. “Customers don’t want scripted, planned aggression,” Palumbo said. “Forget the script. Over planning kills the magic.”

A Tampa workforce housing developer and a local nonprofit organization will renovate a senior apartment complex in Downtown Jacksonville with an award of $16.6 million in federal funding.

The money will go toward revamping Cathedral Townhouse, a 177-unit apartment community on North Ocean Street, operated by Aging True, a nonprofit that provides senior housing services and runs the Jacksonville Meals on Wheels program.

Cathedral Townhouse is Blue Sky Communities’ third project for Aging True.

Blue Sky completed a $10 million renovation of Cathedral Terrace in 2016. This year it is scheduled to complete a $12 million renovation of Cathedral Tower.

Renovations to the 50-year C a t h e d ra l Tow n h o u se include major building systems, life safety, accessibility, energy efficiency and painting. Unit updates include kitchens, lighting, flooring, plumbing and electrical.

Work is scheduled to start in the second quarter of 2019 and be complete by the end of the year.

“The senior population is one of the fastest growing segments – with 12,000 people turning 65 every single day in this country, and housing is one of the most needed services for this population,” said Aging True CEO Terri Barton. “Our mission is to meet the demands for quality housing for the city’s seniors who are living on limited incomes.”

The developer and nonprofit also are planning to develop a fourth apartment building for seniors and the workforce population on a vacant lot next to the other three Cathedral buildings.

The fourth building would be five stories and feature 120 units. It would have a parking garage with 160 spaces and a fitness room.

NEW HOME COMMUNITIES:

A STEADY INCREASE

Homebuilding hasn’t returned to the numbers seen before the Great Recession, but there are more than 150 new home communities in progress in Northeast Florida, with more in the pipeline.

hroughout Northeast Florida, developers and homebuilders stay busy yearround trying to keep up with the demand for new homes.

In the region’s four busiest counties – Clay, Duval, Nassau and St. Johns – there are hundreds of single-family, townhome, condominium and apartment communities under construction, with more proposed almost daily.

While the region hasn’t reached the level of home construction seen before the Great Recession, there has been a steady increase over the past several years.

In 2001, for example, homebuilders were issued 9,075 permits and it rapidly escalated to 17,753 permits in 2005 before dropping off significantly in the years after.

The area didn’t see a resurgence in homebuilding growth until six years ago, when the number of permits rose from about 3,000 annually in the years following the nationwide housing crisis to 4,257 in 2012.

Since then, the number has continued to climb. In 2017, there were 8,870 housing permits issued, with 6,835 in 2018 as of August.

But just how many new home communities are there in Northeast Florida? It’s difficult to say.

While the St. Johns River Water Management District receives a significant portion of those plans that require environmental review, there is no government database of new subdivisions.

Also the Northeast Florida Builders Association and Northeast Florida Association of Realtors don’t track ongoing homebuilding.

According to research by Realty-Builder, there are more than 150 single-family developments in progress. Some are new, with nothing but dirt lots. Others are

nearly built-out.

In Duval, there are 54 developments.

Of those, one of the newest is eTown, a 1,478-acre mixed-use community being developed by The PARC Group in south Duval County.

The first two neighborhoods – Marconi and Edison – were announced in mid-September.

PARC representatives did not respond to questions about the total amount of homes proposed to be built in eTown.

In Nassau, of the 19 housing developments found, the largest is Wildlight, which is just the first portion of a 40- to 50-year project with plans for up to 24,000 units over 24,000 acres of land.

The developer, Raydient, is a subsidiary of one of the area’s

largest landowners, Rayonier Inc., a timber real estate investment trust.

According to Charles Adams, vice president of community development for Raydient Places + Properties, which is building Wildlight, the community will be a centrally based “town” with about 3,200 homes, townhouses and apartments and 7 million square feet of commercial space.

It will be surrounded by many other housing and commercial developments, he said, describing the end product like a European town that has a dense center, with “villages” on the outskirts and homes sitting on a property with several acres even farther out.

He also revealed that there are plans for some of the communities to be age-restricted proper-

ties and that there will be roughly 11 million square feet of commercial space eventually in addition to the 24,000 units.

In St. Johns County, RealtyBuilder found 68 single-family projects.

RiverTown, being developed

by Mattamy Homes, is one of the latest added to the already busy northwestern zone of the county, where dozens of placards, billboards and people twirling arrow-shaped signs line many street corners, encouraging drivers to check out the latest development just down the road.

Jason Sessions, the vice president of land acquisition and development for Mattamy Homes, said the community will have about 5,000 units – singlefamily and multifamily – within

4,500 acres, and that they have sold about 10 percent of the project so far. The entire build-out of the community will take 10 to 15 years, he said.

In Clay County, of the 12 new neighborhoods, GreyHawk is one of the most recent projects being added in the large OakLeaf Plantation community.

The neighborhood, being developed by GreenPointe Communities, began its first phase of construction this month. GreyHawk will have 500 homes on 188 acres, said Mike Taylor, the North Florida Division manager for GreenPointe.

As new housing developments continue to pop up all around Northeast Florida, market conditions, rising prices for homes and building materials and higher interest rates are pointing to a potential regional slowdown.

In August, 2,656 homes sold in the region, a 6.2 percent drop from August 2017, according to the monthly sales report released by the Northeast Florida Association of Realtors.

In the same month, there were 799 permits pulled in the Jacksonville Metropolitan Statistical Area, according to the Northeast Florida Builders Association, a significant decrease from the past few months.

While many of the region’s homebuilding experts agree that there is bound to be an economic course correction nationally and locally, they don’t believe the area – or even the country – will suffer from the same effects as the Great Recession.

“I think it’s going to be more of a hiccup than a sustained slowdown because there is good job growth that is staying steady locally,” said Charles Adams, the vice president of community development for Raydient Places + Properties, which is building the expansive Wildlight community in Nassau County.

“I don’t disagree that there is going to be something that will be considered a dip, but I don’t think Florida will be in the same boat as other areas,” he said.

Adams and others said with demand at an all-time high and inventory of both existing and new homes still low, many homebuyers are willing to pay more for homes and often submit bids higher than the asking price.

But that trend may not continue, according to the monthly NEFAR report, which pulled much of its data from the National Association of Home Builders.

“Rising home prices, higher interest rates and increased building material costs have pressured housing affordability to a 10-year low,” the report says.

The report said the trend had been taking shape for some time. Nationally, median household income has risen 2.6 percent in the last 12 months, while home prices are up 6.0 percent.

Bill Garrison, the executive officer of NEFBA, agrees.

“Growth is cyclical, based on a variety of factors, and it absolutely will slow down again,” he said.

“Development is a true supply-anddemand industry.” Garrison said. “Currently, we are at a healthy place with a strong demand, and a tight supply. This keeps prices up which makes new development attractive to large investors (aka developers).”

Garrison said eventually something will happen to slow the economy and reduce demand.

“The question is not if this will happen, the question is when will this happen,” Garrison said. “Given the relatively long term of this recovery, many people think it is sooner rather than later.”

Highland Chase proposed for western Duval

A Jacksonville moving company and a Jacksonville developer submitted a preliminary site plan with the city to build Highland Chase, a neighborhood in western Duval County proposed for 458 single-family homes.

The community is planned on 196 acres at southwest Garden Street and Jones Road.

The plan shows that 360 of the homes would be on 50-foot wide lots and 98 homes will be on 60-foot lots.

The land is owned by Highland Chase LLC, a subsidiary of The Suddath Companies, a multifaceted group that specializes in worldwide corporate employee relocations, household moving, warehouse and logistics management and specialized transportation services, according to the firm’s website.

Suddath is based in Downtown Jacksonville.

The plans submitted to the city of Jacksonville’s Development Services Division were signed by James G. Barnett, Suddath’s vice president and treasurer, a member of the firm’s board of directors and a manager of Highland Chase LLC. The project developer is GAI Consultants of Jacksonville, off Riverplace Boulevard. The GAI agent representing Highland

Townhouses planned near River City Marketplace

Spartina Cove, a 233-unit affordable townhouse community, is planned on 41 acres near River City Marketplace in North Jacksonville.

The site, at Duval and Cole roads, was purchased Aug. 22 by Corner Lot Development Group of Jacksonville for $2 million.

Victory Baptist Church was the seller.

Andy Allen, co-founder of Corner Lot, said Lennar Homes was chosen as the project’s homebuilder. The townhomes are planned to sell in the high $100,000s.

Allen said there isn’t enough affordable housing available in the Jacksonville area.

He said too many people think the term “affordable housing” means Section 8 projects.

At or below 30 percent of one’s income is considered “affordable,” according to the U.S. government.

The real estate agent who represented Victory Baptist Church said in a news release that the sale of the property took four years.

approach and hard work on both sides. There were many challenges, including some resistance from some of the property neighbors,” said Carmen Mantay of NAI Hallmark.

Arlington’s Pier5350 sells for $31.3 million A 400-unit apartment community off Arlington Expressway in Jacksonville changed ownership for $31.3 million from one private real estate firm to another.

AREP Pier LLC, a subsidiary of New York City-based Atlas Real Estate Partners, acquired the property Aug. 27 from Summer Oaks L P, a subsidiary of Chicagobased 29th Street Capital.

Atlas acquired the property with a 12-year fixed-rate Freddie Mac loan for $24.1 million.

The community, called Pier5350 but formerly titled Summer Oaks, is near Arlington Expressway and University Boulevard North in the Clifton area.

Joe Stampone, vice president of investments for Atlas Real Estate Partners, said the firm plans to renovate parts of the complex, including both outdoor spaces and inside residents’ units.

Stampone didn’t wish to disclose how much money will be invested to upgrade the complex, built in 1972, but said it will be in the “multimillion dollar” range.

Architects of Atlanta is listed as the architect.

An Indianapolis-based developer that has built luxury apartment complexes in Jacksonville purchased property to construct another multifamily neighborhood.

Becovic Management Group bought 16.75 acres of undeveloped land on Gate Parkway West for $2.7 million.

The property is on the south side of the road east of the Century Deerwood Park apartments.

Company President Muhamed Becovic said plans are to build about 234 “high-end” units in four- or five-story buildings.

He said the number of units and the size of the buildings are dependent on the property’s zoning and could change.

Plans are to build 80 onebedroom, 130 two-bedroom, 20 three-bedroom and four penthouse units, he said.

Planned amenities include a saltwater pool, dog park, walking trails and a 24-hour fitness center.

Other Becovic Management Group apartment communities in Jacksonville include Ocean Blue, Atlantica and Villas at Atlantic Beach.

The firm also has complexes in Indiana and elsewhere in Florida.

Artesia apartments proposed for South Jacksonville FROM STAFF

Plans for a 296-unit apartment community on two parcels in South Jacksonville were submitted to the St. Johns River Water Management District.

Site plans show the project, Artesia at Gran Park, would comprise four buildings along both sides of Citicards Way. Each side would have two buildings and 148 units. Both sides would have a pool, dog park and recreational areas.

Property owner DD Jax-FLGR LLC, a subsidiary of Davis Development of Stockbridge, Georgia, also manages the Vera Luxury Living Apartments on Gran Bay Parkway near the proposed Artesia site.

Plans show a total of 125 one-bedroom units, 144 two-bedroom and 27 threebedroom units.

Baker Design Build of Jacksonville is listed as the civil engineer and GLA Architects of Atlanta is the architect.

Developers broke ground in August on the start of what could become 1,000 luxury apartments near historic San Marco.

Chance Partners LLC will begin its Philips Highway project with San Marco Promenade, a 284unit complex among three fourstory buildings on the north end of 17.3 acres between Mitchell Avenue and River Oaks Road.

Site clearing started in June and construction, estimated at $34.5 million, is expected to be completed by May 2020.

Jeffrey Rosen, a principal partner with Chance Partners, said he considers the project as a catalyst to spark more growth and renovations along Philips Highway.

“I live nearby so I hope to see an impact in the neighborhood that we care so much about,” Rosen said.

Judd Bobilin is the founder and a principal of Chance Partners.

The second phase of the Promenade project is in design. Plans call for 200 to 250 apartment units on the south end of the site, said Paul Bertozzi, the president and CEO of Live Oak Contracting, the project contractor.

Bertozzi said the developer’s

relocates.

Plans show that the site can be redeveloped with up to 372 apartments or townhouses along with recreation and open space, but Bertozzi said that number will be closer to 290 units. That project is estimated to cost $50 million to $60 million.

Those three projects add up to 774 to 824 units, but Rosen and Bobilin have plans to build more.

“The (developer) is trying to develop this entire corridor with over 1,000 units,” Bertozzi said.

Live Oak representatives said rents at the Promenade probably will start around $1,200 to $1,300 and reach $2,200. The development also will include about 10,000 square feet of retail space for one to two shops.

Rosen said the location is near San Marco and the medical and other development along the Southbank of the St. Johns River.

“I think there is a need for highquality housing closer to Downtown and walkable to San Marco,” Rosen said.

New million-dollar neighborhood along the Intracoastal Corner Lot Development Group offering Palm Island community in Jacksonville.

A Jacksonville development group is working to build 18 single-family homes on the Intracoastal Waterway in the Isle of Palms neighborhood.

George Leone and Andy Allen, founders of Corner Lot Development Group, are behind Palm Island, a gated community off Stacey Road West on Beswick Island.

It’s midway between Beach and Butler boulevards.

The homes and lots range from $1 million to $2.5 million and include private boat docks and deep-water access.

Lots are about a quarter-acre with homes from 2,500 square feet to 4,500 square feet.

Clients will be able to choose among three Jacksonville custom homebuilders: Glenn Layton Homes, John Merrill Homes and Architectural Classics.

Of the 18 lots, 10 are available.

Allen said the three builders “understand building homes just as much as building lifestyle.”

The community will be sur-

rounded by a bulkhead and the homes will wrap around a central lagoon, a news release said.

Amenities will include a covered pavilion with a fire pit and entertainment area.

The community will have a “Caribbean flavor with British West Indies Colonial-style architecture,” the release said.

“Architectural details will include breezy porches, hard tile or metal roofs and bohemian shutters.”

Leone said they believe this is one of the last opportunities to build a custom home with a dock on the Intracoastal Waterway in the Jacksonville area.

The developers said in a phone interview that other developers have tried projects on the island, but none were successful.

The property, valued at $1.2 million according to the Duval County Property Appraiser, was owned by George M. Bennett of Jacksonville Beach.

He recently sold the land to Corner Lot Development Group for $2.75 million.

Home-lot packages are being sold by Kim Sessions of Keller Williams Atlantic Partners and other agents working with the homebuilders.

Apprentices learning a new trade 375 students begin education at apprenticeship program.

A group of 375 students took the first steps toward a new career path by attending classes to become a carpenter, electrician, plumber or HVAC technician.

The NEFBA Apprenticeship program welcomed the 375 apprentices, along with 19 instructors, to 22 trades-related classes during the last weeks of August to kickoff the 2018-2019 training year.

In preparation for the new training classes, instructors were welcomed back in mid-August by the apprenticeship staff. New to NEFBA, Rachael Burke came on board with the apprenticeship staff in June as a second training coordinator in addition to Tatum Ellison. The program’s relatedtrade instructional duties for school operations has been led

by Charlie Libretto since January.

Lab classes allow students to observe and practice the skills of their chosen trade.

Dear members, October marks the beginning of the fourth quarter, and as we keep the momentum going to wrap up the year full of pride, optimism and energy, let’s take a quick glance at the NEFBA calendar. There is much to celebrate, and we will have opportunities to do so, beginning this month.

First is the move to our new location. Staff has been carrying on the full order of business for the association while facing the Herculean task of cleaning out the office. It seemed that every square inch of the offices the association occupied for

more than 20 years contained enough history to write a book.

I congratulate all of them for being able to juggle the dayto-day operations of planning events, serving members and maintaining an already-full calendar while deciding what goes and what doesn’t.

In case you’ve forgotten, NEFBA will celebrate its 75th year of service to the industry and the community next year.

Seventy-five years is a lot of history, and we are so proud that on the eve of that important date in our legacy, we are moving ahead as we occupy the new space. We believe this truly marks a new era for NEFBA, one that will enlarge our influence in the community and increase our relevance to the citizens of this region.

This is a busy time of the year for any business. We have projects to complete before the end of 2018 and plans to make for 2019. Let me urge you to include NEFBA in your plans, too.

You will want to attend the Casablanca Gala on Nov. 2.

It’s our annual fundraiser and it is always the hit of the year.

It kicks off the holiday season in grand style with dining, dancing, entertainment,

casino games, raffles and lots of socializing. We celebrate our successes, share our excitement about the future and generally have a great time. I look forward to seeing you there.

After that, many of the individual councils hold their own holiday parties, some combine that party with their installation of officers. I think you will find it fun and beneficial to attend these celebrations. You will also have opportunities to participate in local councils’ charity events, which allow us to give back to the communities where we live, build and conduct business.

I am so pleased that I was lucky enough to be your president at this exciting time. I thank you for your participation and dedication to this family, the family we sometimes call NEFBA.

As the construction on the new office comes to an end, and we celebrate the beginning of the next era in NEFBA’s history, I wanted to say thank you to everyone who has helped make the last year so exciting.

Since our groundbreaking ceremony last October, we have been on a 12-month journey to bring years of planning and hard work to fruition. And in true NEFBA fashion, the journey from initial concept to celebrating the ribboncutting has been a collaborative

and positive experience. The final product speaks for itself.

First, thank you to our generous donors. You have donated nearly $400,000 of cash and in-kind products and services to help offset the cost of construction and furnishing of NEFBA’s beautiful new office. We are fortunate to have members who are committed to NEFBA’s mission of promoting and supporting the construction industry, and the people who earn their living in it. Your donations helped build NEFBA a proper

home where we can continue to grow our association.

Thank you to the past leadership of NEFBA who had the vision and wisdom to make this dream a reality. As we enter our 75th year of serving the building industry in Northeast Florida, we have a state-of-the art office in beautiful Southpoint to call home. The custom design is stunning and unique. The site has gorgeous live oaks at the front, and a gem of a backyard and patio at the back. It fits us perfectly.

And finally, thank you to NEFBA’s Executive Committee for giving me the opportunity to serve as the association’s executive officer. Christina Thomas has been NEFBA’s director of training, and she has been responsible for the program’s workforce development operations since July 2016.

“Of course, the NEFBA Apprenticeship program would not be possible without the ongoing, continued partnership with Jacksonville’s career college, Keiser University,” Thomas said. “Keiser has graciously provided classroom space for our related instruction since 2015. They have gone out of their way to welcome our program’s efforts as part of their investment in our community’s education.”

This year’s apprentices were welcomed back to classes by NEFBA First Vice President Sean Junker. Junker is a devoted supporter of the apprenticeship program as the construction industry continues to see workforce development and the shortage of skilled tradespeople as being one of the most critical industry issues.

NEFBA Vice President of Training Keith Ward, along with NEFBA Executive Officer Bill Garrison, were among the executive level professionals welcoming apprentices back to classes.

“Starting my career in the industry as a framing carpenter, it was incredibly rewarding to have the honor of welcoming back our next generation of rising industry leaders back to classes,” Garrison said. “They looked professional and ready to get back to taking the next steps in a long-lasting, rewarding career.”

The training for the latest group of apprentices will last until the end of April. Applications for the next training year will open March 14.

Builders Care partners with others to expand, enhance Irma recovery services

A

s a nonprofit construction company, Builders Care has a targeted clientele: the elderly, those needing special modifications to accommodate physical conditions and families with young children who are stretched financially and unable to make much-needed home repairs.

In other words, Builders Care is a company with a mission to help provide safe, healthy housing for everyone in Jacksonville and surrounding areas.

As the charitable arm of the Northeast Florida Builders Association, Builders Care has an inside track to builders, suppliers and others related to the building industry.

“Already this year, we have repaired

more roofs than we did in 2016-2017 combined,” said Justin Brown, director of Builders Care. “The fact that we are still recovering from Hurricane Irma and had more damage to homes, particularly roofs, than in past years accounts for part of that increase.”

Finding community partners with similar goals made the increase in workload possible.

“Our budget alone will not permit us to complete all the work that needs to be done,” he said. “Thus far, because of grants from the United Way, Presbyterian Social Ministries and HabiJax, we’ve been able to repair 103 roofs and perform nine full re-roofs in 2018. We’ve also helped 12 families get back into safe housing after living through the Irma flood without flood insurance. The flooded homes in the

Ken Knight Drive area have been done with help from the Cooperative Baptist Foundation, Yellow House Art and 7,269 hours of volunteer help for 2018.”

The Northeast Florida Long-Term Recovery Operation has been essential to Builders Care’s increased ability to aid and assist storm victims.

“NEFLTRO’s contribution to these projects is such a great example of what happens when public and private sectors work together to solve the problems of individuals and the communities where they live,” Brown said. “Sharing resources and preventing duplication of efforts allows us to reach more people and provide more help.”

Brown chairs NEFLTRO’s construction committee and has seen firsthand that partnerships of this type extend

available resources. “This group is basically why we’ve been able to coordinate resources with other nonprofits,” he said.

When Hurricane Irma came barreling into town, many of those affected sought help from local nonprofits.

Nonprofits started working together to form a Voluntary Organization Active in Disaster, which, with direction from FEMA, was formed with the understanding that it will take years for Jacksonville to recover fully.

Builders Care was asked to participate. Meeting every week, the major Jacksonville nonprofits have been diligently planning and organizing the Northeast Florida Long-Term Recovery Organization.

Through United Way, the First Coast Relief Fund was established to help with long-term recovery. The initial focus was on immediate needs in the hurricane aftermath. To start working toward rebuilding, the First Coast Relief Fund granted Builders Care $100,000 to start fixing roofs in immediate need of repair.

NECHAMA (a nonprofit national Jewish Response to Disaster organization), ElderSource, Yellow House, the Red Cross and local pastors and faith leaders assessed the needs to provide Builders Care with the names of homeowners most in need.

For those not in Irma’s path, it’s hard to imagine the storm’s damage still affecting lives, but people still are living in homes without walls, with leaking roofs and other unsafe conditions.

“Any one agency can do only so much,” Brown said. “When you start pooling your resources, the available dollars go much further. We are thankful for these partnerships and are glad we can do our share in a more efficient and effective way because the community is coming together to make things work, and ultimately to change lives.”

Everybody loves a parade Winners announced from St. Johns Builders Council Parade of Homes.

The St. Johns Builders Council invited the public to its 2018 Parade of Homes display of homes from the area’s builders and designers.

The results were a large turnout of potential buyers, the just-browsing for future reference folks and a smattering of people who admitted to being curious.

Whatever their motive, visitors were not disappointed.

The event included the Showcase Home: the Iris

by Mattamy Homes in RiverTown; the Pick of the Parade: the Coastal Bliss by Poseidon Builders in Madeira; and 40 more homes designed and built by members of the council.

This year’s parade was Sept.

1-16 and was sponsored by the St. Augustine Record and The Florida TimesUnion.

For the purposes of judg-

ing, homes were divided into price ranges, with 14 price categories ranging from $200,000 to $800,000 for single family detached homes, and from $250,000 to more than $1 million in townhomes/condominiums.

“Naturally, we talk a lot about the winners and that’s appropriate,” said Mike Davis, SJBC chair.

“From the standpoint of the members and the SJBC, all the entries were winners. Each home reflected the attention to detail and workmanship area homebuyers have come to expect through their dealings with homes built by our members throughout the county.

I offer my congratulations to every entry. And thank you for a job well done.”

Government advocacy update DUVAL

ST. JOHNS

 NEFBA’s Government Affairs Committee meeting is 8:30 a.m., Thursday, Oct. 25, at 8:30 a.m., at the new NEFBA offices in Southpoint.  Jax Beach townhomes. Jacksonville Beach is considering changes to its land development codes which would drastical-

ly limit the ability of builders to construct townhomes in the beachside community.

Proposed changes include requiring a 5-foot separation between the driveway and property line and reducing the number of attached units from six to four.

NASSAU  Flood ordinance. Fernandina Beach is

considering updating its flood ordinance.

Several changes proposed in the ordinance go well beyond state requirements, including increasing the elevation in the flood plain of the freeboard to 2 feet over the required one, restricting breakaway space in the flood plain under the elevated

living to a smaller amount and lowering the threshold for requiring existing structures to be elevated out of the flood plain to 25 percent from 50 percent of remodeling cost. The city commission will conduct a workshop Oct. 9 to discuss builders’ concerns about the changes.

 Tree ordinance update. St. Johns County staff held a third stakeholders meeting to discuss proposed amendments to the Land Development Code originally proposed by NEFBA and the Citizens for a New Tree Ordinance. Merging the two groups’ suggestions, staff reviewed a list of recommendations, including reducing

the required preserved tree size from 80 inches to 40 inches, increasing penalties on unauthorized removal of specimen trees to $15,000 per tree, and adding incentives to developers who preserve tree canopy. Staff will host a fourth stakeholder meeting to review final recommendations later this year.

CLAY  Permit fee increase. Clay County made several changes to its fee structure, resulting in higher residential fees and lower commercial fees. New residential increased from $15 per 100 square foot

to $20, with roofing going from $10 per $1,000 in value to $20. Meanwhile, commercial fees for both new and remodels dropped from $12 per $1,000 in value to $6.
