NEFAR to double in size with new addition The Realtors organization is paying $3.2 million to renovate its existing headquarters and add a new structure.

The Northeast Florida Association of Realtors is at record membership, and that means it needs more space.

About 2007, before the market crash, the group reached 7,500 members, said NEFAR Communications Director Melanie Green.

Membership now is 8,400 in NEFAR’s area of Clay, Duval, Putnam and part of St. Johns counties.

Green said when the market is good, people tend to get into the business. NEFAR members take orientation and education classes, and the current Southside building doesn’t have the space to accommodate all of that, Green said.

“We are just out of space. We need more room,” she said.

It is doubling the square footage of its headquarters on Deercreek Club Drive in Jacksonville by constructing a new building and renovating its existing offices.

It plans to hire additional staff once the addition is completed.

The city granted a building permit Aug. 27 for NEFAR to add a one-story, wood-frame building next to the existing structure.

The new building will comprise 9,882 square feet of space, about the same as the current office.

Construction of the new structure just kicked off, but crews have been working on the demolition and renovations inside the old building for a couple of weeks, said NEFAR President Glenn East.

“We have staff doubled up or even tripled up in some cases.”

East and Green said the office space has been tight for the 10 staff members and the 16 people who run the Northeast Florida Multiple Listing Service.

Plus, East said both NEFAR and the service need to hire additional employees.

The job cost of the project was listed at $2.2 million on the permit but East said the entire development, with renovations and additions, will cost $3.2 million.

East said the organization has the cash to fund the project because NEFAR has zero debt.

Two Northeast Florida real estate agents were recognized as leaders in their industry, ranked in the top 10 percent in Florida for individual sales last year.

Jan Shields and Kim MartinFisher were listed in the annual Best Real Estate Agents in Florida report, produced by REAL Trends, a Colorado-based residential real estate research and analysis firm.

Shields was ranked 24th for selling $69.5 million in homes in 2017, while Martin-Fisher was ranked 29th for selling $63.1 million.

Shields said she was shocked and flattered to learn that she was recognized among her peers in the report.

“I knew I had a really good year last year,” she said, but didn’t realize it was good enough to get her

ranked so high. “I don’t know if my company has ever had that kind of volume.”

Shields has been working in the field for 33 years and always for the same brokerage, Watson Realty.

She said her normal annual average for sales is around $50 million, but that her previous record was $66 million in 2006 before the market crashed.

“So last year was quite a big jump for me. I got really lucky.

Everything came together well,” she said, adding that she mainly sells homes in the Beaches area.

Her advice for other Realtors looking to do as well or better is to “pretty much stick with it.”

Shields said it’s important to work hard whether the market is good or bad.

“I committed myself to this career a long time ago, and I survived fine (during the downturn),” she said. “Just keep working.”

However, Shields said she couldn’t have done it without the support of her two full-time assistants, as they allow her the ability to leave the office to show homes to clients and to keep things organized.

Martin-Fisher, an agent with Coldwell Banker Vanguard Realty, has been a full-time Realtor in Jacksonville since 1996, but originally was licensed in 1980 in the Ormond Beach area.

She did the job while also raising two children on her own for many years.

Her daughter ended up in the same field and the two now work as a team.

For those who want to repeat Martin-Fisher’s success, she has a few recommendations.

“Be consistent, always follow through and always be honest,” she said, adding that she’s run into some Realtors who will make promises to clients they can’t keep. “I’ve actually lost clients because I’ve told them the truth.”

Martin-Fisher said she would recommend the industry only to those who are willing to provide superior customer service and are willing to put a lot of time and effort into it.

“I get up at 4 a.m. to start my day... and then I’m out all day long meeting people,” she said. “I have it down to such a science.”

er specializes in selling luxury homes and mainly in the Beaches and Ponte Vedra Beach region.

The next Jacksonville-based Realtor on the report’s individual sales list is Anne Winicki, of Berkshire Hathaway, who sold $34.2 million. She ranked 83rd.

The top individual seller is a Palm Beach-based agent who sold $303 million.

The report also listed the agents with the highest number of transactions, also known as “sides,” as well as teams with the top sales and transactions.

The Jacksonville-based Realtor with the most transactions is William Miller of Coldwell Banker Premiere Properties, who ranked 34th with 96 sides. Jan Shields was the next area agent listed, ranking 51st with 86 sides.

The Edge Group and Welch Team, both with Keller Williams Realty, were both ranked the highest locally in the top sales volume teams and top transactions teams.

Jags working to lift other Downtown projects Shad Khan working with city to back his project and Berkman Plaza II to help secure NFL Draft, Super Bowl.

Shad Khan not only wants to build the Shipyards project in Downtown Jacksonville, but the owner of the Jacksonville Jaguars also is hoping to host the NFL Draft and eventually another Super Bowl.

To do that, the Jaguars are working closely with the city to make sure Khan’s plans are successful, and others as well, said the team’s senior vice president of sales and service.

“There’s been talk about the Berkman (Plaza) II and what’s going on with the building down there, so we’re in conversations with the city and everyone else on how to make that whole area successful,” said Chad Johnson, also the team’s chief content officer.

Johnson made the remarks and shared details about Khan’s vision for the team and Downtown Jacksonville during a monthly breakfast for the August Sales and Marketing Council of the Northeast Florida Builders Association members at the University of North Florida.

He said the NFL turned down the Jaguars’ pitches to host the draft because there aren’t enough hotels and entertainment venues close enough to TIAA Bank Field.

Chad Johnson, the Jaguars senior vice president of sales and service, said the team is working to improve Downtown so it can compete for events like the NFL Draft.

Khan’s recently released plans would remedy that, along with the proposal to renovate the Berkman Plaza II into a hotel with a water and amusement park.

“What do we have to do to support certain initiatives that aren’t ours, but make the whole area successful, and then how do we tie in the convention center?”

Johnson said.

Khan’s Iguana Investments Florida LLC released the conceptual plans for the first phase of a $2.5 billion Northbank riverfront

development, called the Shipyards, to the Downtown Investment Authority. They include a 490,000-square-foot convention center and 350-room hotel.

Just west of that property sits the unfinished Berkman Plaza II, which originally was planned to be a 22-story condominium tower.

The property recently sold for $4.75 million to 500 East Bay LLC, with plans to convert the 2-acre site into a 312-room hotel with bars, parking, restaurants

and amusement parks at a cost of $150 million.

The Jaguars also plan a hotel within the proposed mixed-use entertainment, office and residential development at Lot J next to TIAA Bank Field.

Johnson also mentioned that he’s been working with the NFL to get the draft hosted in Jacksonville and that the city was a finalist for it in 2018 and 2019.

“We talked about how we will rename our city Draftsonville,” he said. “They loved our pitch,” but

the city wasn’t accepted because the NFL’s response was “’there’s not enough to do Downtown.’”

Johnson said he and Mayor Lenny Curry attended the draft in Dallas to talk with NFL officials about pitching it for Jacksonville to host it in 2020 or beyond, once some of the proposed Downtown projects have been started or completed.

“We know what the challenges were with the last Super Bowl, hotel rooms being the No. 1 and the cruise ships and everything else we had to do,” he said. The city docked cruise ships Downtown to provide the hotel rooms needed for Super Bowl visitors in 2005.

“We’ve already started warming the NFL up to what our plans are – new hotels at Berkman II, new hotels on Lot J, new hotel at the Shipyard,” he said.

“If all those things start happening, and the infrastructure is where it needs to be, we could be in those conversations. We will not be in them right now,” he said.

Johnson said the city “won’t be in the running for the Super Bowl until we get that stuff done.”

Johnson said that while parking structures are being considered in the proposed developments, the franchise is looking at additional land to buy for surface parking.

“You can’t tailgate in a multilevel garage structure, so we’re looking at other land that we can acquire that gives us surface parking,” he said.

The Northeast Florida division of a national homebuilder is developing new neighborhoods, looking to acquire more land and going after a generation that hasn’t yet jumped into homebuying.

Matt Devereaux, president of Miamibased Lennar Homes’ regional division, said Lennar is seeking to grab the attention of Devereaux young professionals.

“What we’re trying to capture is the millennial buyer who hasn’t yet decided to buy,” he said. “The millennial buyer has been slow to get to the market and has been focused on other things in their life.”

Now that many in that generation are marrying and having children, they are looking at forming plans to buy their first house, he said.

Lennar purchased 31 finished homesites in the Osprey Landing community for $1.47 million from St. Augustinebased Clay Investment Fund XIV LLC. The acquisition bumps the number of Lennar single-family homesites in the neighborhood to 227.

Osprey Landing, which Devereaux said Lennar starting selling in the spring, is on Dunn Avenue near Interstate 295 in

Northwest Jacksonville.

Home sizes are 1,544 to 2,400 square feet with prices from $199,990 to $244,990.

Richmond American Homes and Ashley Homes also are selling homes in the neighborhood.

Lennar also is building a townhome community near Empire Point.

Lennar submitted plans to the St. Johns River Water Management District in late July to build 60 townhomes on the south side of Atlantic Boulevard between Brookside Circle West and Jork Road.

The community, Pottsburg Pointe, will comprise three-bedroom units ranging from 1,600 to 1,800 square feet. Prices will start in the high $100,000s and top out in low $200,000s.

Devereaux said Lennar hasn’t determined what amenities will be included, but said all of their homes come with features and that some other homebuilders charge extra for, like stainless steel appliances.

“It all comes in the base price of the home,” he said. “So you don’t feel like you’re being nickel and dimed.”

Devereaux said the company is working on building more homes in the region.

Lennar has 38 active communities in Duval, St. Johns and Clay counties, and it also is considering a move into Nassau County.

“We have a lot of things in the works right now,” he said. “Nothing that I can speak about right now but we have our crosshairs on all counties.”

Architect offers insight into development world When the public and developers clash over a project, the end result may not be an improvement, Peter Hendee Brown says.

Peter Hendee Brown had a crowd of homebuilders transfixed when he told them some people think developers will eventually go away if they keep opposing their plans.

As an architect, planner, consultant and university professor who wrote a book titled “How Real Estate Developers Think: Design, Profits, and Community,” the Minneapolis resident said the problem with that thinking is what can happen if those community members are successful in discouraging a developer who sought to improve an area with their project.

“Don’t oppose for the sake of opposition and don’t kill a good deal because the next one may be worse and the next developer may not even come talk to you,” he said.

Brown spoke Aug. 15 to a full auditorium at the University of North Florida. The event was hosted by the Urban Land Institute and the Northeast Florida Builders Association.

In addition to builders and developers, the audience included local elected officials, candidates looking to unseat those folks, and a few students.

which can lead to ugly projects being built in place of the original developer’s more pleasing plans.

And the public usually is not even aware of the new project, because the new developer will build something that doesn’t require zoning changes or government approval, he said.

Brown asked the developers in attendance if they have dealt with that type of opposition, which was met with a resounding “yes” from a large part of the crowd.

Brown was invited to speak at the function and introduced by leaders of ULI and NEFBA, Maurice “Mo” Rudolph and Bill Garrison.

“As universal and far reaching as the development industry is, it still remains largely misunderstood by too many people,” said

Garrison, the executive officer of NEFBA. “Northeast Florida is growing into one of the most desirable regions in the country to live in, and that’s due in large part to the way it’s been developed.”

Additionally, JAX Chamber President Daniel Davis welcomed Brown and thanked the developers for building Jacksonville into what it is today, and encouraged them to continue, particularly in the city’s Downtown area.

“You’re the ones responsible for the success we’re having in the community,” he said. “You cannot have a great city without a great downtown. We have to create an urban environment that is attractive to young talent that is coming out of our higher ed institutions today. So we can’t take our foot

off the gas.”

During the presentation, Brown said he decided to write the book after he came to the conclusion that “no one understands developers.”

Brown used a quote from famed Miami architect and planner Andrés Duany, who said that people “used to call them our town founders and we honored them by erecting their statues in our town squares. Today we just call them ‘developers.’”

Brown used examples from cities that have successfully redeveloped urban spaces, like Miami and Portland, Oregon. He said developers like John Carroll took big risks by building unique spaces in downtown areas.

He didn’t do it by himself, Brown said, but by working with the government.

Brown said he wasn’t telling the Jacksonville-based developers that they had to do exactly what was done in Portland, but that they could learn valuable lessons from those who restored a once blighted area.

He said it’s often hard to deal with members of the public, many of whom get incorrect information and often from sources like social media.

He said developers often are trying to build something that improves an area, but that some people think they’re just out to make money. While he said they obviously are still business professionals looking to make a living, they usually are seeking to make a neighborhood better.

He told the elected officials that their job is to support and promote good projects and don’t change building codes and other rules so often that it hinders the progress.

Finally, he encouraged community members upset with a potential project to make positive suggestions.

“Be realistic. If a developer has a 40-story building, don’t ask them to build three stories,” he said. “Think about where you can use your energy to recommend good change.”

partment construction is booming across Jacksonville with a 51 percent increase in new units this year compared with last year. But the growth isn’t enough to offset soaring rents and occupancy rates.

Jacksonville ranked fourth among the nation’s large cities with the fastest rent growth, according to RENTCafé, a national apartment search website. Rents rose 5.2 percent from July 2017 to July of this year, according to the website’s Aug. 10 report.

Job growth explains much of the demand. In the last year (July

2017 to July 2018), employment rose 3.2 percent in Jacksonville, according to the Florida Department of Economic Opportunity.

Jacksonville attracts 30,000 new residents a year and most move here for jobs, Williams said.

But the demand for apartments also reflects a rise in the number of renters, who now make up 36 percent of Jacksonville’s households, according to a 2018 report from the National Low Income Housing Coalition.

San Marco Crossing is a $60 million apartment project at 2118 Kings Ave., between Olevia Street and Mitchell Avenue. It will be built on a 6.82-acre parcel sold to the developer by Southside Assembly of God.

Strong demand for apartments has knocked Jacksonville’s vacancy rate down to about 4 percent, the lowest point in 20 years, according to a 2017 snapshot of the city’s multifamily housing status from Colliers International.

“That number underscores why we’re seeing all this construction right now,” Taylor said.

“Jacksonville is one the strongest rent growth cities in the nation.”

Yet, Taylor hesitates to call it a “boom.”

“The city, ultimately, is just growing up,” he said. “And there’s a real need for more product. It might feel like a boom. But in reality, it’s a natural reaction to very strong job growth.”

Apartments aren’t the only rentals experiencing a crunch.

Rental homes are as well, said Shelby Heinemann, who oversees the property management division for Berkshire Hathaway HomeServices Florida Network Realty.

“We’re definitely seeing a

smaller number of available rental properties,” she said. “It’s because the owners are actually turning around and selling the houses now because home prices have gone up. They’re finally able to sell the house and walk away and make a little profit.”

That means renters don’t have time to dawdle.

“If you like something, you definitely have to move fast on it,” Heinemann said. “The supply is not there, and the demand is high.”

This is all good news from an investment standpoint.

“There’s a lot of U.S. and international capital chasing deals in Orlando, and it branches out to Tampa and Jacksonville from there,” Taylor said.

“We’ve been playing catch-up a little bit,” he said. “And as long as we have in-migration at the level we have and job growth at the level we have, there will be a continued demand for more product.”

St. Johns County continues to be the most popular place in Northeast Florida for homebuilding.

According to monthly Northeast Florida Builders Association permit data, St. Johns is outpacing Clay, Duval and Nassau counties in home construction.

In July, 420 single-family home permits were pulled in St. Johns, compared to 401 in Duval, 62 in Clay and 47 in Nassau.

St. Johns has been leading the other three counties monthly, with a few exceptions. In May, Duval edged St. Johns 376 to 365.

St. Johns has led the region since 2011, the report shows.

This year through July, it again leads with 2,759 permits. Duval has 2,242; Clay, 534; and Nassau, 500.

Before 2011, Duval led the region.

NEFBA’s data is supported by a monthly report from the St. Johns County Building Services Division, which shows that the county is seeing tremendous growth year-over-year in singlefamily homebuilding as well as

Jariel Bortnick, one of Quad’s founders, said he and his partner decided to invest in Jacksonville apartments because of what many others are seeing happening in the city.

“Jacksonville is firing on all cylinders,” he said, adding that people from around the country, but especially New Yorkers, are starting to recognize that Northeast Florida is the place to invest.

He pointed to projects like the Amazon fulfillment center at Cecil Commerce Center and the growth in the financial services industry, with many financial services companies from the New York region moving to Jack-

TriBridge developing fourth property A developer that built three apartment complexes in Jacksonville is one step closer to constructing a fourth, called Bishop Gate.

TriBridge Residential wants to erect three multifamily buildings with 145 one-bedroom and twobedroom units in the Riverside neighborhood while expanding the public Riverwalk along the Northbank.

Portiva apartments sold for $50.7M Portiva apartments was sold Aug. 6. to West Palm Beachbased Myers Apartment Group for $50.7 million.

The seller was Portiva Residences LLC, a subsidiary of LIV Development of Birmingham, Alabama. The firm’s president, Robert B. Crumpton, signed the deed.

The recently completed 260unit Southpoint-area community was acquired through a $36.23 million loan using Fannie Mae’s “near stabilization execution,” which provides financing for newly constructed or recently renovated apartment communities expected to achieve stabilized occupancy within 120 days of closing, according to a news release.

Public invited to two-for-one event NEFBA hosting grand opening, Beast Feast at the same time at organization’s new building

It was a beautiful fall day on Oct. 18, 2017, when the Northeast Florida Builders Association broke ground for its new office and events building on Southpoint Parkway.

More than 150 members, elected officials and other friends of NEFBA filled the construction site and could only imagine what the future had in store.

Exactly one year from that date, Oct. 18, 2018, on what the organization hopes will be another beautiful fall day, NEFBA members, elected officials and other friends of NEFBA will celebrate and tour the new office space that will house NEFBA staff, the Apprenticeship Program and NEFBA’s charitable arm, Builders Care.

At the same time, the public is invited to celebrate with free barbecue and drinks at the organization’s annual Beast Feast.

The design of the organization’s new building includes flexible

conference and event space, in addition to offices, workstations, informal meeting areas, outdoor event space and ample parking.

Erik Kasper of Kasper Architecture designed the more than 10,000-square-foot structure.

Thomas May Construction was the general contractor. The association budgeted $1.9 million for the project, which will be partially funded by the All In! fundraising campaign, headed by past President Andy Chambers.

Topping off the grand opening will be another NEFBA favorite – the annual Beast Feast. Featuring what is hailed as the best barbecue in town, Beast Feast attracts members, city officials, elected officials and candidates for offices and other friends of NEFBA. Last year more than 250 people filled the parking lot of the offices on Century 21 Drive. It is an opportunity for the public to meet and talk to lawmakers, regu-

As I’m writing this letter, it is the middle of August. By the time this is printed and you read it, some important and amazing events will have taken place.

The Clay Builders Council will have held its Charity Golf Tournament, the Sales and Marketing Council will have sponsored a Power Breakfast with a workshop led by John Palumbo, and the St. Johns Builders Council will have held its Parade of Homes banquet and opened the doors to the model homes built by NEFBA members in St. Johns County.

Even as we look back on the third quarter and celebrate its many successes, we are looking forward to some of the biggest events on our annual calendar.

It has been such a privilege for me to watch our new office complex come up from its foundation to completion. At the groundbreaking last October, our keynote speaker, Daniel Davis, and our then-President Lee Arsenault spoke about NEFBA’s legacy and about its leap into the future.

The building and furnishings are certainly designed to meet the needs of our members, our staff and the community for a variety of events, classes, workshops and meetings. The convenient location, the ample parking and the ability to bring many of our featured events in-house are not only more efficient, they are looking to the future – NEFBA’s role in leading the industry to our next 75 years.

We will open our doors at the new address next month and hold our first Beast Feast there on Oct. 18. The annual Beast Feast is one of our best attended events. Not only is the food the best barbecue in town, members can meet lawmakers, city officials, building department heads and other decision-makers to exchange ideas and talk about issues related to their businesses.

Builders Care finds dedicated, talented construction manager

Edward “Eddy” McKinnon, a 25-year-old native of Guyana, is Builders Care’s new construction manager.

McKinnon crossed paths with Builders Care Executive Director Justin Brown through HabiJax. McKinnon had been working at HabiJax through a grant, which once it was completed, HabiJax was not able to offer him a permanent job.

However, they had been so impressed by the young man, they were on the lookout for a good position for him.

“When I met Eddy, the recommendation from HabiJax was well borne out,” Brown said. “He was everything they said he would be and more. Eddy is knowledgeable and laid back, amazing with volunteers. We were in need of a project supervisor and Eddy has demonstrated himself to be the perfect fit.”

Builders Care had just Edward “Eddy” received a grant McKinnon from Volunteer America to help repair homes damaged by Hurricane Irma, and Brown needed help managing volunteers.

Mc K i n n o n ’s ex p e r i e n ce included following his father on construction jobs and working for a property management company in Jacksonville when he was not able to continue working for HabiJax. That was the practical plumbing, electrical and carpentry work that was so valuable for

McKinnon hit the floor running, Brown said.

“His first day in the field, he was overseeing 25 volunteers,” Brown said. The following week, he was managing 80 volunteers.

He operates on the assumption, ‘the more, the merrier.’”

Brown said Eddy is the type of supervisor who will step in and work alongside the volunteers, and if they leave before the job is completed, McKinnon will keep working to get as much done as possible.

“My dad was in construction,” McKinnon said. “I would go with him, and he taught me a lot about construction as I was growing up.

I saw at an early age the impact that having a home has on a person – a safe, comfortable place and a place to gather with family and friends. Everyone needs a home.”

Working for HabiJax reinforced McKinnon’s early discovery that

if he wanted to have an impact on people’s lives, for him it would be in construction.

At HabiJax, new homes are built for individuals who might not otherwise have one. Applicants for a HabiJax home are educated about the financial responsibilities of homeownership and they are required to invest many hours of sweat equity before they take the keys to a new home.

Working with Builders Care has given McKinnon an appreciation for restoring older homes, renovating them and making them safe, comfortable dwellings.

Whether new homes or restored homes, working in construction seems to be his path to making a difference in the world.

“I can have the most impact on individuals, communities and even the world by helping provide housing to all people,” he said. “I studied architecture and where I am now, what I’m doing now is giving me a better understanding

of what people and communities really need in order to build stronger families and a sense of being part of the larger community.”

Brown said McKinnon is ready to take on more responsibility. He has begun working with subcontractors, and Brown wants to see him become more involved in the planning process, budgeting and the management of the project that takes place before the project can even begin.

“We have found in Eddy someone with a solid foundation, an eagerness to learn and a heart for helping people,” Brown said. “He is the person we need.”

n NEFBA’s Government Affairs Commit-

27, at the NEFBA offices. n Proposed road legislation (Bill 2018271) was filed by Jacksonville City Councilman Danny Becton. The bill would increase the minimum width of roads in residential neighborhoods, require two layers of pavement and require new commercial prop-

erty and existing properties being substantially enlarged or improved to connect to adjacent properties. NEFBA and other groups have expressed concerns over the legislation, ranging from the safety within neighborhoods due to wider road surfaces, to forcing commercial businesses to connect to adjacent properties that may or may not have compatible uses.

CLAY n Proposed Clay County Utility Author-

ity expansion is an attempt to acquire the Town of Orange Park’s water and wastewater systems. CCUA is estimating the value of the town’s water system at $20 million, but that value could rise after an appraisal.

Currently, Orange Park brings in about $1 million a year in revenue from providing the service. A public hearing is scheduled for 5:30 p.m., Sept. 18, at Orange Park Town Council with representatives from CCUA to discuss the proposal.

n Lobbyist reform that would require lobbyist registration failed to gather support at the St. Johns County Commission meeting after heavy pushback from the regulated community. The proposal would have required lobbyists to register with the county, keep detailed communication logs and would have banned contingency payments. n An affordable housing crisis has been addressed by the St. Johns County Commission. The commission recently directed

staff to analyze recommendations from the St. Johns County Continuum of Care, who presented the results of a yearlong study about creating access to affordable housing in the county. At the heart of the COC study is a proposal to launch a 600unit pilot program by eliminating fees, reducing regulatory burden and expediting the permit process. Staff review of the proposal is expected to be completed early next year.

NASSAU n A gas tax increase of 5 cents was approved by the Nassau County Board of Commissioners at a recent commission meeting. The proposed gas tax, which was supported by NEFBA and the Nassau

Builders Council, received a 4-1 vote, with only Commissioner George Spicer opposing. The 5-cent gas tax, which will be in addition to the existing 7-cent tax, will help fund road construction projects.

Mattamy’s Iris named SJBC Showcase Home The St. Johns Builders Council featured the Iris by Mattamy Homes in RiverTown as the Showcase Home for the 2018 SJBC Parade of Homes.
