Sometimes decorating is best left to others

Among the most critical elements to longevity in the publishing industry from an editorial perspective is adaptability.

Often, at the spur of the moment, a writer can be thrust into coverage of subject matter they know absolutely nothing about, charged with the task of producing copy in such an authoritative tone that the reader is convinced the author is knowledgeable.

Over the last four decades, I’ve written about sports, complex transportation issues, state and local government and just about everything in between. I’ve also learned the key to convincing people I’m smarter than I really am is to provide just enough profound input in a conversation to sound convincing, then get out before saying enough to demonstrate otherwise.

One of my oldest and closest friends is convinced I’m a genius because I incorporate that tactic in nearly every social scenario.

It’s easy to talk about leaving rooms uncluttered for staging a home, but not always easy to master.

that a career in newspapering provides has armed me with just enough knowledge of such a wide variety of subjects that I can enter a conversation, plant my limited kernels of wisdom, then get out — and, this is important, stay out— before being exposed as a fraud.

Even my wife of seven years thinks I’m smarter than I really am.

I tell you this, readers of this venerable publication, because I must to be honest with you. In this month’s issue, I may just push the envelope far enough to blow my cover.

In addition to coverage of this month’s NEFBA Parade of Homes, the theme of the April issue of Realty-Builder is interior decorating trends for 2018. I can

write all day long about the merits of a managed lanes project, commuter rail, the development of a town budget, the possible causes of an ocular melanoma cluster (a story I covered in a prior existence) and even a football game with some level of expertise.

However, anyone who has seen anywhere I’ve lived — with the exception of my previous house, a model home we purchased lock, stock and professionally decorated barrel — can attest that interior design is not in my wheelhouse. In one new house I had built, I thought it was a good idea to have a different carpet color in each bedroom.

That should tell you all you need to know.

I’ve learned a lot since then.

For example, not to install mauve string cloth on a dining room wall. And not to hang large-print wallpaper in a small powder room. And that giant wooden cable spool I found abandoned in my still-under-construction neighborhood? Yeah, I was going to refinish that and make a cool table out of it.

The termites got to it first.

The best home decorating project I ever executed was in a home office space. I painted the wainscot an off-white, then the walls a deep, rich red. Above the chair rail, I rag rolled (remember that?) a black glaze, then finish-coated the glazed upper wall with varnish.

If you’ve never rolled walls with varnish — and besides me, who has? — I would recommend using breathing apparatus. I

could have applied polyurethane to avoid the potent fumes, but I knew the yellowish tone of varnish would render the look of a rich, veiny, red leather chair.

It worked perfectly.

Over the years, I’ve learned to temper my misguided enthusiasm with understated solids and rely on accents to provide punches of color. I’ve also learned that when it comes to décor, I yield to my wife’s tastes in furnishings, wall color and accessories. I don’t make the plan, but I am solid in the execution.

I have deep respect for decorators who possess the vision to put a room together. How often have you walked into a model home or a well-decorated resale, noticed design elements and said, “I never would have thought of that!”?

Most of the decorating ideas I have thought of, I probably shouldn’t have. Many of your clients are the same. When it comes to staging, we know they should keep it neutral, keep it simple, keep it uncluttered and keep it impersonal. That message isn’t always easy to deliver.

Having bought and sold six homes, I’ve learned to always keep resale strategies at the forefront so that when the time comes, wholesale changes won’t be needed.

And that’s pretty much all I know. Time to duck out of this conversation.

Soldier, firefighter — and now Realtor Russell Russ picked a new career in real estate “because he wanted to try something civilized.”

Russell Russ traveled around the world for four years while serving in the U.S. Marine Corps.

For the past 17 years, he has faced lifeand-death situations as a firefighter/ emergency medical technician with Naval Air Station Jax Fire Department.

In February, the 40-year-old Russ launched a new career as a Realtor. After earning his license, he joined Berkshire Hathaway Home Services Florida Network Realty.

The Westside Jacksonville native is based in the company’s Avondale/Ortega office — and is ready for the challenge.

“I really wanted to try something civilized,” Russ said. “The Marine Corps and firefighting are not civilized. There is nothing normal about running into a burning building, or running into battle and risking your life on a daily basis.”

By contrast, real estate is a positive, “fun” career, he said.

As a firefighter and emergency medical technician, “When someone calls me into their home, it is usually the worst day of their life. Something terrible has happened.

“As a Realtor I can be there for one of the best days of their life — the day they buy their first home. The day they buy their dream home.”

Russ knows real estate is a competitive business, that he has much to learn, and that it will take time to build his new career in order to achieve success. But because he still works as a firefighter he said he feels fortunate that he can take his time, and do it right.

“I got the impression real estate is competitive from the get-go,” he said. “This is not for someone counting on a paycheck the first week. You might not earn a dime for six months, and then the second six months you might make a $100,000.”

His schedule as a firefighter requires him to be on duty for 48 hours, then off for 72 hours.

Between calls while on duty he can take phone calls and do computer work related to real estate.

He knows of only one other firefighter who works in real estate, but when the

word gets out, he said he expects there will be more.

Russ said the time is right to begin his transition into the real estate business.

It remains a sellers’ market, but “not out of control like before the recession.”

He decided to become a Realtor after a chance encounter with a middle-school classmate last fall.

They caught up on each other’s lives, and she told him she was a Realtor with Berkshire Hathaway.

Russ had not considered a career real estate, but the conversation planted the idea. A week later, he saw a friend who also was a Realtor who had just made his first sale.

“The timing was perfect,” Russ said.

He called his former classmate for advice and, although she didn’t try to sell him on Berkshire Hathaway, “I could tell she had done her research,” he said. “I trusted her research, I trusted her word, and she is helping me out a lot.”

Because he grew up on Jacksonville’s Westside, Russ is specializing in that area.

Now living in his “dream home” in Macclenny, he has been married to his high school sweetheart, Valerie, for 19 years, and they have four children, ages 16, 14, 13 and 11.

Between his family, volunteering as his children’s soccer coach in Baker County, working as a firefighter and now also as a Realtor, he admits he is busy, but is looking forward to the challenge.

Josh Cohen, managing broker of the Berkshire Hathaway Avondale/Ortega and San Marco/San Jose offices, said Russ has the potential to do well in real estate because of “the relationships he has cultivated over time. It’s a relationship business.”

He said agents come from a wide range of professions and backgrounds, including public sector and military, as well as banking, teaching, financial consulting, the restaurant industry and more.

Russ said he has enjoyed and appreciated the in-depth training he received from Berkshire Hathaway, giving him the opportunity to meet brokers from around the region. He also learned by accompanying Realtors on listing appointments.

“It’s very interesting,” he said. “You are like an investigator, trying to get the scoop on what people want, and then finding a way to make that happen.”

Even though he’s working on his home turf, Russ said he is working continually on becoming a marketwide expert.

“It takes time, and there is still a lot to learn, but I am in no hurry,” Russ said. “I’m not going to risk my integrity to do anything short of the best.”

Plus, “It’s fun,” he added. “Real estate is fun.”

Ah spring, when a trendy homeowner’s fancy turns to redecorating. Trends in home decor often change with the seasonal winds, but applied appropriately, many can endure over many years. The key is incorporating the right design elements in the appropriate measure, and not to stray from the architectural characteristic of the home.

Decorating based on the latest magazine articles can become dated more quickly.

That random architectural element like a barn door may seem like a fun focal point, but not if the rest of the home is traditional.

The same holds true with formal design features in a coastal cottage or suburban ranch.

Trends in colors, architectural features and other design elements can be incorporated, but unless you want — and can afford — to redecorate every two years or so, experts advise taking a more timeless approach.

According to a number of websites that specialize in design trends, here is a summary of what’s in — and even some of what’s out — for 2018.

First, what’s out: all-white kitchens, white and stainless steel sinks, off-color accent walls, artwork featuring words and random architectural features inconsistent

Before your mind wanders back to the 1970s and the garish avocado green and harvest gold that dominated the era, this green is different. According to housebeautiful.com, olive, emerald and similarly bold greens are making a comeback.

SPRING HOME DECOR and lilac are gradually replacing “millennial pink” and bold colors high in contrast are setting the backdrop for natural accents of wood, stone and woven textures.

Trims are going to be more colorful, providing contrast to warm colors such as yellows, reds and corals.

Then there’s wabi-sabi, the Japanese art of finding beauty in imperfection. The result is rough linens, handmade pottery and stoneware for a more organic, homespun look.

Here is some of what we can expect to see in fashionable homes in 2018 according to Houzz.com:

SINK GROOVES Cut into countertops, these groove offer drainage for those dirty dishes that will eventually find their way here.

MATTE BLACK

From plumbing fixtures to shower enclosure trim to hardware, look for flat black finishes to pick up where satin brass left off. Matte black complements a variety of trending materials and provides a versatile, durable finish.

COLORFUL KITCHENS

Expect white as a continuing basic, but homeowners are looking for new ways to personalize what has become the focal point of the home. Neutrals like gray and blue continue to trend, but warm wood tones are replacing painted cabinetry and countertop materials such as quartz, concrete and butcher block are making gains.

KITCHEN DINING

Large islands are beginning to fall out of favor as the standard for eat-in kitchens as many homeowners, particularly of smaller homes, are opting for dining tables instead.

Really creative designers are incorporating the island into dining space where family and guests face each other.

CONCRETE ACCENTS

As a base material, concrete is as basic as it gets. But, this durable material is being dressed up in new colors and smooth finishes that allow them to be used in a variety of applications. As countertops, flooring and even accent walls, the humble concrete offers a contemporary touch as it can be manipulated into a variety of textures and colors.

BOLD-COLORED UPHOLSTERY

Remember your grandmother’s gaudy, brightly colored sofa? We don’t, either, but we can imagine. As a room’s focal point, the sofa is taking over as bright blue, pink or green shades anchor the living room or family room decor, no plastic protective cover required.

CALMING BEDROOMS

By contrast, the bedroom should be decorated with soothing, calming color and texture palettes. Bedrooms are being pared down to the bare minimum with homeowners heading in the direction of soothing neutrals and simple, functional pieces.

MORE INTERESTING KITCHEN SINKS

Just when you think there is nothing new in countertops, how about cut grooves gradually deepening toward the sink to create drainage for wet dishes, spills and other wet kitchen functions? They even add “archi-textural” interest as well.

SEMI-OPEN KITCHENS

Anyone who has watched a home improvement or home hunting show has heard the phrase “open concept” more times than they care to count. And in recent years, interior spaces have been laid out to reflect that trend. Open concept isn’t going away, but more homeowners are wanting a visual, if not physical, separation between the kitchen and living areas. A half-wall of cabinetry or a small serving island serves to provide that line of demarcation while avoiding isolation.

TROUGH OR BUCKET SINKS

Beyond the kitchen sink, the modern bathroom or powder room is placing more emphasis on sinks of architecturally pleasing shapes and styles. Even the traditional dual vanity is being replaced with a longer sink with twin faucets.

FLORALS

Grandma’s florals are enjoying a revival.

Look for botanical motifs in high-contrasting colors with oversized patterns in bold tones including black, teal and gold.

MILLWORK ACCENT WALLS

Watch any DIY show and you’ll know what shiplap is. Accent walls can be created more easily than ever before with available materials that mimic the appearance of a number of wood styles. You can always install the real thing as well, something that is making more appearances in model homes and is prevalent in the luxury home market.

A little known or unknown fact (past or present) about yourself. i was born and raised in the Philippines, and left home nearly 19 years ago to start my new life in the usa. a previous us Navy wife, animator and singer, i found my new passion as a realtor when i started working with eXit real estate Gallery in November 2007. i quickly stepped into a leadership role, spearheading the eXit Military relocation team, which proved pivotal in assisting military families with their move from Nas Brunswick, Me to Nas Jacksonville as part of the Base closure and realignment (Brac). this challenging mission helped me earn the 2008 “rookie of the Year” for eXit Florida region and established my reputation as an agent willing to go the extra mile to assist families with their real estate needs.

For 10 years in a row, i’ve achieved the status as one of the top Producing agents in Northeast Florida and was awarded the eXit Florida “associate of the Year” and Most improved agent for 2016.

Carter, SRA, ASA has been an appraiser in the Jacksonville area for over 35 years and is the owner of Carter Appraisals, Inc. Mr. Carter currently serves as a trustee for the Appraisal Institute Insurance Trust. On the chapter level, he is the Executive Director and Education Chair of the Northeast Florida Chapter of the Appraisal Institute. Formerly, he served on the national Professional Standards and Guidance Committee and as the president of the Northeast Florida Chapter. Residentially, he specializes in VA, relocation, estate, and litigation appraisals. For over two decades, he has serviced as a Special Magistrate for Value Adjustment Boards in multiple counties as part of their statutory oversight of the ad valorem taxation process for residential and commercial real estate. Mr. Carter has extensive experience in appraising warehouses, retail space, apartments, flex-space, hotels, and industrial properties. Additionally, he has expertise in litigation support, including deposition and trial testimony.

There’s something for everyone in this parade Lookers, homebuyers and Realtors all can find value in NEFBA’s Parade of Homes.

VOTE VIA NEW SMARTPHONE APP In addition to the “Dream Homes,” NEFBA is launching a new app and website. The app will feature every entry in the Parade with features to help house hunters plan their day and navigate their preferred course. Each entry will include a builder profile with builder log, pictures and description. There will be a gallery of floor plans along with exterior and interior photos.

A ratings page will also be available through the app, which is how the general public can judge:  Best Kitchen.  Best Master Bathroom.  Best Outdoor Living.  Best Interior Design.  Best Floor Plan.

The app will feature a map of all homes located by their latitude and longitude, and will have a directory of NEFBA members specializing in construction-related fields.

The website will offer the same features as the mobile app at paradeofhomesjax.com.

This year’s Northeast Florida Builders Association Parade of Homes will offer new home browsers an opportunity to dream a little.

Four builders placed entries into the new for 2018 “Dream Homes” category, homes valued at $1 million or more.

Fox Signature Homes, Arthur Rutenberg Homes, Dostie Homes and The Pineapple Corporation will each showcase a high-end home in the Parade.

In all, there are 90 entries by 28 local, regional and national homebuilders in this year’s Parade of Homes, set for April 14-29.

The Parade of Homes is an annual opportunity for homebuilders to showcase their products to a wider audience and, even though many visitors aren’t necessarily in the market for a new home at the time, they soon might be. And the brand awareness builders can generate can pay dividends later.

And sometimes, they even change the minds of reticent browsers.

Realtor Judy Hicks of RE/MAX Coastal Real Estate, a charter member of NEFBA’s Sales and Marketing Council, calls the parade of homes an effective marketing opportunity not just for

The SMC’s mission is to foster deeper relationships between builders, site agents and Realtors to drive new home sales. The Parade, she said, dovetails with that mission.

“I look forward to the Parade,” Hicks said. “I let my clients know it’s coming up and do a lot of networking with site agents. It’s

a great tool for me to use to see where the new neighborhoods are and the pricing, because everything changes and it’s not always easy to keep up with that.”

The longer schedule and extended hours from noon to 6 p.m. offers flexibility for agents to plan with their clients and new home shoppers additional time to tour.

Toll Brothers is second builder in E-Town three product lines.

Luxury homebuilder Toll Brothers is the second single-family residential developer to buy property at E-Town, the undeveloped Southside property along Florida 9B in southern Duval County.

Toll Brothers will build on 113 acres along R.G. Skinner Parkway. The builder has not announced how many homes it will build, although David Weekley Homes, the first builder to buy in E-Town, bought 111 acres and plans 143 homes.

Roger O’Steen with The PARC Group, which is developing E-Town on property owned by the Davis family, said Toll Brothers planned a single-family community.

On Jan. 31, David Weekley Homes bought 111.28 acres from Eastland Timber LLC. Keith Donnelly, land acquisition manager with David Weekley Homes, said the parcel will be a gated community of 143 homesites that are 50 feet wide and 79 that will be 60 feet wide.

He said the land will be developed as a joint venture between David Weekley Homes and ICI Homes. He said he expected to have David Weekley model homes under construction before the end of the year.

Donnelly said 36 acres of the parcel will be preserved as conservation area and parks will be included in the community development.

O’Steen is chairman and founder of The PARC Group, which develops Davis family property. He said previously that several builders are working on preliminary plans and permits for neighborhoods within

District for a new portion of the first phase of the new “town” it is building in Nassau County.

Raydient Places + Properties has submitted plans for Phases 1C-1 and IC-2 of the master-planned community to build 257 homes, 44 of them townhomes. Connelly & Wicker is the engineer.

Phase 1 of Wildlight includes 1,000 homes and 500,000 square feet of restaurants and shopping on about 261 acres plus nearly 350 acres of preserve.

In all, Wildlight is planned for 3,000 homes and millions of square feet of commercial development on 2,900 acres.

“Phases 1C-1 and 1C-2 are still part of Phase 1 of Wildlight,” said Charles Adams, vice president of community development for Raydient Places + Properties.

“The first lots we built were around Wildlight Village. As development progresses, we are starting to build lots on Phases 1C-1 and 1C-2, which is essentially the area around Wildlight Elementary School,” he said.

“Phase I of Wildlight is projected to offer a variety of homes ranging in price from $195,000-$400,000. To date, Dream Finders Homes and D.S. Ware are the residential builders for Wildlight,” Adams said.

Anticipated home prices in Phase 1 will be $175,000 to $400,000.

Toll Brothers completes Julington Lakes land buy Toll Brothers purchased 187.3 acres from Raydient Places + Properties to complete its Julington Lakes development in St. Johns County.

The national homebuilder paid $2.5 million for the property north of Longleaf Pine Parkway and west of Veterans Parkway.

The site is part of the ICI-Middlebourne PUD just west of Durbin Crossing and south of Julington Creek Plantation.

The entire PUD site is 572 acres.

According to Greg Netro, Toll Brothers group president of Florida, the purchase was made about a year ahead of schedule as sales in the initial phase of the neighborhood outpaced projections.

“We paced it out when we first bought the job that over a five- to seven-year period we would do these takedowns of the property, but our schedule is over a year ahead, which is good for everyone,” Netro said.

Julington Lakes is a gated community with access from Longleaf Pine Parkway. Home prices start at $362,995 for the Heritage Collection, $511,995 for the Ambassador Collection and $559,995 for the Estate Collection.

Miami-based real estate brokerage Xcellence Realty is expanding into Northeast Florida to focus on the upper-mid and luxury property markets.

Xcellence Realty has been expanding throughout Florida, establishing branch offices in Jacksonville, Orlando, Palm Harbor, Lakeland, Naples and Pensacola.

Xcellence was founded in the early 2000s and employs more than 450 agents.

Michael Turwitt will lead the Jacksonville office at 822 Florida A1A N., Suite 310, in Ponte Vedra Beach.

Turwitt, a Northeast Florida resident, has more than 30 years of commercial and residential real estate experience.

In 2017 the group added Xcellence Mortgage Inc. The company reports that foreign investment in residential and commercial properties is growing in Florida.

According to Xcellence Realty, investment in Florida residential properties increased nearly $5 billion in 2017 to $24.2 billion, accounting for 21 percent of the state’s residential sales volume.

Last year, foreign investors bought 61,300 residential properties in Florida, the company said.

Most of those acquisitions were in South and Central Florida.

“One of our objectives is to attract more foreign investments to the area,” Turwitt said.

“The First Coast is still a hidden secret and most international buyers purchasing vacation homes or investment properties in Florida are looking southward simply because they don’t know the Northeast coastal region,” he said.

TriBridge brings more Town Center apartments Atlanta-based TriBridge Residential LLC, in partnership with Miami-based Sefira Capital, will open The Jaxon, a 287-unit apartment community in Town Center Promenade, this summer.

The Jaxon, at 4450 Tropea Way, is across from St. Johns Town Center. TriBridge said The Jaxon will comprise studio, one-, two- and three-bedroom apartments with amenities including granite countertops, built-in Bluetooth speakers and custom finishes.

Outdoor amenities include a pool with cabanas and rain curtain, a party porch, dog park, dog wash station and 24-hour package system including refrigerated storage.

TriBridge Residential developed several area projects, including Uptown in St. Johns Town Center and BluWater Apartments, Seagrass Apartments and Cottage at North Beach.

Chance Partners bringing apartments to San Marco Chance Partners LLC has begun construction on the first of two apartment communities that could total more than 600 units — and an investment topping $100 million — on the edge of San Marco.

Underway is the estimated $42 million San Marco Promenade along Philips Highway between Mitchell Avenue and River Oaks Road.

Work on the up to $60 million San Marco Crossing, just a few blocks north, could start early next year.

Construction has begun on Tidal Pointe at Southside Quarter, the Central Living brand of David Weekley Homes that features high-density residential projects. Tidal Pointe will be David Weekley’s

Jacksonville introduction of the Central Living brand, which focuses on developing luxury housing in prime locations.

Construction soon will begin on three model homes, including The Woodsmoke, a single-family detached home, and townhomes The Hester and The Latitude.

Model homes are scheduled to open for sales in late spring.

At Tidal Pointe, David Weekley Homes will build 89 townhomes and 46 singlefamily, detached courtyard homes. Floor plans for the single-family, detached homes will range from 2,000 to 2,100 square feet, with townhomes from 1,500 to 2,000 square feet.

The company has not released a price range.

Houston-based Hines is developing the 105-acre Southside Quarter at southwest Interstate 295 and Butler Boulevard, along Gate Parkway. The development is south of St. Johns Town Center.

Plans show the 46 single-family homes along Park Village Drive and the townhouses along I-295 and around the single-family development. An amenity center is in the middle.

Amenities will include a pool and cabana. The neighborhood is within walking distance of shopping, dining and entertainment.

Construction begins on Luxor Club apartments Summit Contracting Group is building Luxor Club, a luxury apartment community in the Flagler Center area of south Jacksonville.

Luxor Club, owned by Jacksonvillebased Fort Family Investments, will comprise 464 apartments in 17 three-story buildings and eight two-story carriage houses with garages and a net 528,055 square feet of space.

The site is next to Palm Bay Club apartments, also a Fort Family property.

While the current approved Planned Unit Development allows up to 650 units, Chance will apply to modify the PUD when the final number of units is determined. An earlier plan indicated a total of up to 510 units.

National experts discuss economic growth Profit & Politics Luncheon also highlights women in homebuilding.

The inaugural Profit & Politics luncheon drew more than 100 people as the National Association of Home Builders chief economist and chief lobbyist provided insights into the impact of the political landscape and economic conditions on the national and local homebuilding industry.

The event was part of the Builders & Realtors Showcase on March 8 at the Prime Osborn Convention Center, bringing together the national, regional and local perspectives on economic growth in Northeast Florida.

The event began with Professional Women in Building Council Chair Toria Hale introducing Cathy Chambers, the senior vice president of the JAXUSA Partnership for economic development.

In her role with the PWB, Hale promotes, enhances and supports women in the homebuilding industry.

The first quarter of 2018 is over. For those of you who track business, and to some extent life, by quarters, that’s good news.

We made it through one and we have three more ahead to make corrections, double down on efforts if we need to, or pat ourselves on the back for a job well done.

For NEFBA, it’s a little of all three. Our association has accomplished much in these three short months. I thank you and congratulate all of you for a job well done.

I also want to thank the NEFBA staff for putting together some awesome programs for the members. Their ability to organize, plan, execute and perform at such a high level every day makes it happen.

We have learned from each event more about what members want, what they need and what they expect. The next quarter will provide opportunities to fine-tune processes and accelerate the momentum we’ve built since January. Upcoming events this month and next are those that have a major impact on the association and the community.

First up is the Parade of Homes, which runs through April 29. We call it the area’s largest open house. It’s probably also the oldest. Since 1954, the Parade has attracted the public to shop homes, neighborhoods and builders. The Parade Banquet

is May 17, and everyone is invited to celebrate with all the participants for representing the best of the best in new homes and communities.

In May we also conduct our annual membership drive. The kickoff party is May 1 at Intuition Ale Works, and the drive itself begins with a two-day call-a-thon at NEFBA on May 2 and 3. The drive runs through May 23, and the welcome party for all the new members — the more the merrier — is May 24. A certain former executive director (not mentioning any names but his initials are the same as mine) has been talking a lot of trash up in Atlanta about their recent membership gains. Let’s have a great drive and put some further distance between Northeast Florida and this upstart to the north.

Finally, the Apprenticeship Program graduation is 7 p.m. May 8 at the FSCJ Downtown Campus. This is a great event that honors the men and women who have earned a four-year degree in his or her chosen construction field.

NEFBA’s Apprenticeship program trains men and women in carpentry, electrical, plumbing and heating and air-conditioning. The local labor market is strained, and we are helping meet the demand for skilled trade workers contributing to industry growth.

I look forward to seeing you as our association grows in numbers, strengthens its impact on the community and supports the growth of the industry.

ALL IN! Update

DONOR: CURTIS HART, HART RESOURCES LLC

LEVEL OF CONTRIBUTION: LEADER ($10,000 TO $50,000) Curtis Hart is a familiar name around NEFBA. He has been active in the association for many years, and he has an impressive list of accomplishments.

Hart was president of the association in 1996. He has served on NEFBA’s board of directors since 1984. He serves as chair of NEFBA’s Political Action Committee. He was honored with the Leadership Award in 2008 and the Arnold Tritt Achievement Award in 2016.

“Curtis has invested a lot of time, enthusiasm and leadership into NEFBA,” said NEFBA Executive Officer Bill Garrison. “It was not a surprise that he was the first one to step forward when we announced the ALL IN! campaign.”

Hart said this is the third NEFBA headquarters relocation he has experienced, beginning with the Southside Boulevard location to the Century 21 address, and now to Southpoint.

“I attribute my success to NEFBA, its people,” he said. “I’m convinced this group of people taught me, prepared me and equipped me to keep moving up and to survive the ups and downs of the industry.”

Hart moved from Gainesville to Jacksonville in 1975. In 1980, he founded a development company, Hart Resources.

“We build shopping centers and develop lots for residential developments,” he said.

“We have developed thousands of residential lots in this area.”

Hart said he believes that only way to make the most of a NEFBA membership is to invest in the association.

“The first step is to find an area you are interested in, whether it’s remodeling, construction crime prevention, government affairs, the market and regulatory environment of your county,” he said. “Focus on that. Spend time with the folks in that council or committee, volunteer at their events, share your expertise and experience with that group. You will meet people and develop relationships that will propel you forward and pick you up should you stumble.”

As NEFBA goes, so goes the local economy and the industry. That is the principle that encouraged Hart’s donation to the ALL IN! campaign.

“The association has done so much for me,” he said, “and I want to be part of its future. I want to make sure it’s around for the next generation of builders, developers and everyone involved in providing housing in Northeast Florida.”

Jessie Spradley, Government Affairs Director

JESSIE SPRADLEY

Jessie Spradley joined the NEFBA staff in November 2013 as director of government affairs. He grew up in Jacksonville and graduated from the University of North Florida in 2006 with a degree in political science.

After graduation, Jessie volunteered on local political campaigns and was selected to coordinate Charles McBurney’s successful bid for state representative. McBurney hired Spradley full-time to serve as his district aide.

In that position, he was responsible for the day-to-day operation of the local office, handling constituent issues and researching political legislation.

Spradley has served on the board of the Jacksonville Junior Chamber of Commerce — the Jaycees — and as its president.

As government affairs director at NEFBA, Spradley monitors and organizes response to proposed legislation in the five-county area NEFBA serves. He also serves as liaison between NEFBA and the Clay Builders, Nassau Builders and the Young Professional Group councils.

A typical day might include a day on the phone, at his desk making contacts and arranging meetings. Or, he could be on the road between the two county councils he serves, meeting with city employees and elected officials.

“Most of my day is consumed by plan-

ning and attending the huge variety of NEFBA meetings and events we host,” he said. “NEFBA annually hosts more than 170 events, and each one requires a staffer or a team of staff to work on locations, sponsors, agendas and speakers.

On top of the NEFBA socials, fundraisers and regular meetings, I also work closely with our Government Affairs Committee to set up meetings with local elected officials and county staff, and attend Jacksonville City Council and Nassau and Clay county commissioners meetings representing NEFBA and its members.”

All of his efforts are worth the relationships he has built with NEFBA staff and its members.

“I love NEFBA because of our amazing members, my awesome fellow staffers and the mission we get to work toward every day — helping provide housing to all,” Spradley said. “At the core of everything we do here, from apprenticeship to government advocacy to even our socials, our goal is to make sure our industry can continue to provide quality housing to as many Northeast Floridians as possible.”

During the monthslong search for a new executive officer in 2017, Spradley temporarily filled the position as interim executive officer.

“Jessie is truly an asset to this office and his influence is felt even beyond the responsibilities described in his job description,” said Executive Officer Bill Garrison. “His experience in the political arena has given us an edge when it comes to interacting with elected officials and candidates.”

On the weekends, Spradley and his wife, Nicole, can be found fishing or volunteering with the St. Johns Riverkeeper at a creek cleanup. During football season, they are with friends cheering on the Jaguars.

The Spradleys are expecting their first child in April.

NEFBA swings for the fences in 2018 membership drive

It’s time for the annual competition to see who can enlist the most NEFBA members. The annual membership drive kicks off May 1 and continues through May 23. This year’s drive is taking on a baseball theme.

The primary goal of the drive is to engage all members in this effort to strengthen the association.

“We are asking every member to invite at least two prospects to join,” said Hans Krieg, NEFBA’s director of member services. “The ‘Recruit 2’ campaign could yield significant results. If only 10 percent of our current members actually enlist two new members each, we would be welcoming 240 new companies into the NEFBA family. Think what that would mean if more than 10 percent participate and perhaps even enlist more than two new members.”

Krieg suggests contacting business and personal acquaintances and telling them your own story, why you are involved and why they should be as well. There are nearly 200 events each year, networking opportunities that help build all members’ circle of influence and support.

Seven teams for the campaign have been formed so far. They are:  Remodelers Council, manager Michael Lenahen, team name Jumbo Shrimp.  Professional Women in Building/Young Professionals Group, comanagers Toria Hale and Cole Slate, team name Bananas (after the Savannah Bananas minor league baseball team).  Clay Builders Council, manager Mark Paulsen, name to be determined.

The league commissioner is NEFBA First Vice President and Membership Committee Chair Sean Junker.

“We love that the early team names are fun, minor league team names,” Junker said. “That’s what the theme is all about — promoting fun and competition. We’re looking for more teams and some creative names for some we have that remain unnamed.”

SMC manager Katrina Watkins is off to a fast start, drafting AJ Beson and Doug Wenzel, two very strong hitters. Any NEFBA member is eligible for the draft, and all board members will be added to a team.

The winning team will be treated to a night at a Jacksonville Jumbo Shrimp game in a luxury suite. Other individual and team prizes will be announced later.

As an incentive, new members who join during the drive will have access to up to $2,300 in products and services from NEFBA members, expanding the value of membership to encourage participation.

“I am really excited about the event, and look forward to a very successful season,” Krieg said. “Thanks again for all you do to support NEFBA, and particularly this effort. There is nothing more important than growing our membership roster, and this annual event is key to that effort.”

Hurricane Irma left widespread damage and flooding throughout Florida. Six months later, many Floridians are living with daily reminders of the flood. In Northeast Florida, much of Irma’s damage occurred in lowincome neighborhoods.

The devastation in these areas is unfathomable. For homeowners not receiving assistance from an insurance or a FEMA claim, the challenge of rebuilding seems insurmountable. A number of faith-based organizations arrived here to assist in gutting flooded homes by tearing out floors, cabinets and drywall. Some homeowners refused to have the walls in their rental properties torn out, so the effects of the flood were not properly remediated.

To help the most vulnerable citizens, the city’s major nonprofits and faith-based groups collaborated, establishing the Voluntary Organization Active in Disaster. The VOAD was formed with the understanding that it will take years for Northeast Florida to fully recover.

The Northeast Florida Long Term Recovery Organization created multiple committees: needs assessment, case management, resource coordination, spiritual care, volunteer coordination, public relations and communications, and building and construction.

NEFBA Builders Care Executive Director Justin Brown is chairing the building and construction committee.

In coordination with NEFLTRO, Builders Care has gotten 36 homeowners out from under blue tarps by providing much-needed roofing repairs. Builders Care is also helping coordinate rebuilding in the Ken Knight Drive area, an almost forgotten part of Jacksonville. Working with the Cooperative Baptist Fellowship and Yellow House Art, Builders Care has used volunteer labor to rebuild

One of the volunteer groups is an Americorps team. These are people ages 18-24 who donate 10 months of service in the United States. Currently, there are a number of Americorps teams in Florida. A FEMA representative helped facilitate the process for Builders Care to become a sponsoring agency.

Part of the process to sponsor a team is to provide housing. Team members live communally, but because of their limited food budget they need access to a kitchen. Presbyterian Social Ministries, one of the orga-

nizations in the NEFLTRO, has housed the team in its dormitory for its entire stay.

“The team has been amazing,” Brown said.

“I figured they would be drywall experts by the time they left. I had no idea it would happen so fast. While the effects of Hurricane Irma will continue to haunt many families for months to come, it is wonderful to see the community coming together to help those in need.”

CLAY Help Wanted. The City of Green Cove Springs has begun its search for a new city manager. City Manager Danielle Judd has announced she plans to retire after this year’s budget meetings. Coun-

cil members advised staff to begin the search process, adding that they want the replacement sooner rather than later in order to work with the outgoing manager on this year’s budget.

Impact fees. The final set of directions has been established by the county commission. The new fee schedule reflects a reduction in nonresidential (including hotels) impact fees of 40 percent to promote economic development. Residential fees are divided into seven categories, with larger homes seeing a sharp increase in rates. The commission also requested staff to include a roll-out period in the

enacting ordnance. By a 3-2 vote, the commission directed staff to enact the new fees 90 days after approval, with a 25 percent reduction to be applied to the new fee until Jan. 1, 2019. The reduction would not affect school impact fees. The final approval of the impact fees is scheduled for April 3, with the start of the new fee (with 25 percent reduction) to begin July 2.

NASSAU School Impact Fee. The current rate of $3,268 will increase to $5,430.60 on April 23. The flat-rate increase was unanimously approved by the Nassau County School Board and County Commission. Neither the school board nor commission members considered funding alternatives or a tiered fee.

Thomas Creek Flooding will be studied

by the Army Corps of Engineers at the request of the county commission to help alleviate flooding. Along with the study, the county also has applied for an Emergency Watershed Grant to remove fallen debris and trees left by Hurricane Irma.

If approved, this grant would require a 25 percent match — estimated at $177,000 — from the county.
