When Jim Bailey, former owner of the Daily Record, started Realty-Builder, it was known as Realty-Builder Connection.

That’s what it intended to do: Connect Northeast Florida’s Realtors and homebuilders.

And that’s what Realty-Builder did. It created a targeted venue for homebuilders to promote their new developments to the people who would help them sell their homes, the Realtors.

Realty-Builder also served as a “connector” for the Northeast Florida Builders Association and the Northeast Florida Association of Realtors. It brought its members together with news, information and coverage of the association’s events.

Rather than each association publishing separate newsletters, Realty-Builder combined that information in one place so everyone could read and see what was happening throughout the region.

modifying Realty-Builder’s content. We added more news about trends affecting residential real estate and homebuilding with the intent of providing more relevant information along with the other staples of the monthly publication.

But at the beginning of this year, when Realty-Builder Editor Jay Schlichter resigned to move back to Naples for family reasons, that prompted us to evaluate the future of Realty-Builder and the Daily Record.

Buying and selling homes with a twist YellowBird Home Buyers plans to focus on transparency and offer opportunities for education, networking.

Kyle Passkiewicz and Pat Flynn are putting their reputations and names on the line.

They are offering a homebuying service that many companies have available, but they are going about it differently.

Instead of placing snipe signs on street corners that promise homeowners boatloads of cash for their property like some competitors do, the two young Jacksonville entrepreneurs are adding a personal touch.

Their names and photos are included on advertisements for their new company, YellowBird Home Buyers.

The duo, along with a crew of several staffers, kicked off their new venture by hosting a launch party in early January at Manifest Distilling in Downtown Jacksonville.

Even though Passkiewicz has been buying and selling properties in the region for more than 15 years, YellowBird is a new business plan that includes a big marketing campaign and budget, along with a monthly educational meet-and-greet component called “Connect” for those interested in asking real estate-related questions of the two owners.

The two want their customers to know who they are dealing with, unlike some businesses that aren't as transparent.

“We're putting our name and faces on everything we're doing,” Flynn said. “We're not hiding behind a mysterious company.”

Passkiewicz, 34, became involved in real estate wholesaling locally after graduating from the University of Florida in 2006.

When the housing market crashed not long after he completed college, he said he attacked the market and started buying inventory while everyone else was running away.

With Andy Allen, he founded Corner Lot Properties, a Jacksonville-based real estate investment firm that focused on distressed properties.

Allen went on to start Corner Lot Development Group, while Passkiewicz flipped houses and helped facilitate hedge funds.

Passkiewicz connected with Flynn a little more than a year ago, teaching the 31-year-old how to purchase, renovate, market and sell homes. They formed a partnership and decided to start the business.

These days, the pair said they buy an average of 30 homes every month, from dilapidated properties to multimillion-dollar estates.

While a majority of their business is buying, renovating and selling, the two said they also keep a small inventory as rental properties.

In addition to their core business, YellowBird also hopes to educate others, even if those people aren't clients. They don't charge a fee to attend their “Connect” meetings, which kicked off in February.

N

ame a local, state or national real estate committee and there is a likelihood that Diane Cook has been a part of it by serving as a board member or attending

meetings.

That is one of the reasons the Northeast Florida Association of Realtors named Cook as its 2018 Realtor of the Year at the organization’s “Sharing the Journey” installation of officers and awards gala Jan. 17 at the Jacksonville Marriott.

“Our winner certainly fits the bill of involvement, with a history of service to NEFAR, Florida Realtors, the National Association of Realtors and the Women’s Council of Realtors,” NEFAR CEO Glenn East said during the event, before listing many of Cook’s accomplishments and announcing her name.

Her list of extensive contributions includes serving on both the NEFAR and Florida Association of Realtors boards of directors and on NEFAR’s strategic planning, forms, RPAC and candidate screening task forces, as well as the legislative committee.

That’s just a small portion of the positions she has held.

Not long after she chose real estate as a second career about 12 years ago, Cook decided she wanted to become involved and help bring about positive changes in the industry.

“People will ask me all the time, ‘Why do you do all of that?’” she said, referring to the many committees she serves. “The reason I do it is I

believe that this industry and the value that we provide can be so much better. I think we can be respected much more.”

Cook, 57, said she feels as though some people look at real estate agents in the same light as used car salesmen, and that some brokers and real estate agencies worry too much about how many agents they have instead of focusing on fewer, but more educated, Realtors.

She said the industry could be made better if all real estate agents realized that they essentially are running their own businesses when they get their license because they have to market themselves as being trustworthy.

It all comes down to providing superior customer service to every client, she said.

Before becoming a Realtor, Cook studied business at Auburn University and moved to Jacksonville in 1983 to work in the mortgage banking field. She learned the software side of the business and became a trainer, traveling around the country to teach others how to use the computer programs.

After deciding to try real estate, Cook obtained her license in 2006 and worked for one year with a Coldwell Banker real estate agency before moving to Exit Real Estate Gallery in 2007, where she has been since.

Along with being named the Realtor of the Year, Cook also accepted the position as secretary of the NEFAR board for 2019.

She said even though she knew she had been nominated for the award, it still came as a shock when her name was called.

“I didn’t expect it and I’m very honored to have received it,” she said.

This year, the final round of The Players Championship is scheduled on St. Patrick’s Day instead of Mother’s Day. The weather is expected to be cooler and likely windier for the PGA Tour’s March 12-17 event at TPC Sawgrass in Ponte Vedra Beach.

“The course is in the best shape I have seen in 20 years,” 2019 Tournament Chairman Adam Campbell told Women’s Council of Realtors members Feb. 21 at a luncheon at Deercreek Country Club.

Returning to March after being held in May since 2007, Campbell said real estate agents “are awesome advocates for the tournament.”

He said the global event, broadcast in 30 languages, “is also an opportunity to showcase the area.”

Last year, he said 58 percent of attendees came from outside Northeast Florida and the tournament had a $151 million impact on the region. Since 1977, The Players has raised $100 million for local charities.

Campbell said renovations to the TPC Sawgrass Stadium Course, including new greens and a “difficult and challenging” rough, will test players not familiar with playing the course in March.

For fans, the test will be finding parking.

Because of construction of the new PGA Tour headquarters off County Road 210, there will be about 1,000 fewer parking spaces available this year.

Campbell urged Realtors to let customers know they will need to purchase parking passes in advance for Thursday to Sunday rounds, because passes will not be sold at the lot.

Parking will be free on Tuesday and Wednesday practice days, but fans need to arrive early to get a spot.

Gerri Landrum, a new Realtor with The Legends of Real Estate in Jacksonville Beach, said she attended the luncheon to hear about The Players and to join the Women’s Council of Realtors. Her broker, Andrew Bell, is this year’s state president — the first man to hold that position.

Despite the organization’s name, “about 10 percent of state and national members are men,” said Bell, who said he joined for the education, networking and leadership skill development opportunities.

In Northeast Florida, the Women’s Council hosts roundtable discussions and events featuring panels of industry experts and new marketing concepts.

Landrum said that pursuing a career in real estate, full time and “without a backup plan,” like she is, takes determination, courage and financial investment, and she appreciates the opportunities.

Nationally, the average member income is $134,470; 54 percent do referrals through the network annually; and 62 percent are business leaders in their community or association.

As a former resident of Augusta, Georgia, the home of the Masters Tournament, Landrum said The Players especially intrigued her.

Moving the tournament to March will ultimately “prove better for players and spectators,” Campbell told luncheon attendees.

In the past, when the final round Sunday usually coincided with Mother’s Day, fans were encouraged to wear pink.

While finishing on St. Patrick’s Day, fans won’t be encouraged to wear green and no ponds will be dyed green, nor will the beer, Campbell said.

But the event will feature the world’s best golfers.

“It is the best of the best, going toe-totoe,” he said. “Everything we are doing is building on our brand.”

Skinners negotiating sale of 1,000-acre site The family envisions a walkable, mixed-use community at Butler, Interstate 295.

Jacksonville's Skinner family is negotiating to sell about 1,000 acres in Southside to two buyers that members chose after careful review.

That's because the property, at southeast Butler Boulevard and Interstate 295, is the last large piece of land that the family owns.

The family declined to identify the prospective buyers.

Most of the land is targeted for residential development and much of the rest is for commercial uses, indicating that it Skinner III will be sold to groups with those focuses.

“We really spent a lot of time getting what we think are the best builders and developers involved, so at the end of the day you will see that we have taken great pains to ensure the quality of the project,” said family representative A. Chester “Chip” Skinner III. He said the family looked at three main factors in choosing buyers: Their history in the marketplace; the quality of the product that they build; and their willingness “to embrace the vision

that we have for the community, which is a walkable, communityfriendly development,” Skinner said.

A news release announcing the pending deal said the buyers were chosen after a careful selection process “to ensure that any development there will be unique and serve as an enduring legacy.”

Skinner represents the land ownership group, Sawmill Timber LLC. The land has been owned by the family for more than 100 years.

Skinner said the land probably will be sold in 2020. “We need to complete our contracts and let them do their due diligence,” he said.

Once sold, build-out depends on the market, he said.

“The developers are going to be driven by the market, so if we hit a good period in the market, then the build-out will be shorter,” he said.

Assuming no recession, “we think it could be a 10-year buildout,” he said.

The family hired Town Planning & Urban Design Collaborative of Nashville, Tennessee, to work with planning firms representing the buyers.

A family statement said the assignment was to design a walkable, mixed-use community with distinct residential neighborhoods, a village center, and regional office and commercial uses.

The family submitted an application to the city to rezone the property for a planned unit development, which proposes what it said is “a distinctive character-

based approach focusing on development form and pattern.”

“The document reflects the family's vision for a place with neighborhoods and businesses that will serve and benefit the people of Jacksonville for many decades to come,” said the statement.

"We want this place to be as special for the community as it has been for our family,” Skinner said.

wants to extend it into the property south of Butler Boulevard.

The 1,063-acre property is the last large undeveloped Duval County site that remains of the Skinner family’s original 50,000 acres from the early 1900s.

The rest has been sold and developed.

The family has been working on plans to sell the property for development of housing, offices, retail and other uses.

Skinner said in May the ownership group is optimistic the

plan “will create something in Jacksonville that it hasn’t really experienced yet, something that is a little more urban in a suburban area.”

“This is our last large holding in the area. We are trying to cast a vision and hopefully get some parties that buy into that vision that we can bring into the property to develop it,” Skinner said.

Opendoor enters Northeast Florida What Realtors need to know about the San Francisco-based company that offers cash for homes.

A real estate company that bills itself as a “revolutionary way to buy and sell your home” opened an office in Jacksonville in November.

Opendoor, headquartered in San Francisco, operates in 19 U.S. cities.

It purchases houses directly from homeowners, allowing them to sell without listing with a Realtor and therefore avoiding showings and “months of stress,” according to its website, Opendoor.com.

Companies have been buying homes directly from owners for many years. In a lot of cases properties are fixer-uppers, owned by people who need to sell quickly and are willing to let them go for quite a bit below market value.

But Greg Hiltz, Opendoor general manager in Jacksonville, said his company is different in that it offers cash for homes in good condition, based on market analysis.

It targets homes built after 1960 in the $100,000-$500,000 range, and he said offers reflect fair market value.

“We very much want to be symbiotic with the real estate community,” Hiltz said.

After Opendoor purchases a house and makes repairs it deems necessary, the property is placed on the Multiple Listing Service.

Buyers’ agents earn a competitive commission when their customer purchases an Opendoor home. Upon closing, listing agents are paid their listing agreement by their customer.

“We pay full agent commissions,” Hiltz said. “Both sides.”

Opendoor works with local vendors, including roofers, plumbers and painters, if a property needs repairs, Hiltz said.

repairs. We are not knocking down walls. We want homes to be clean, safe and functional,” he said.

Homeowners interested in selling their house to Opendoor can fill out a form on the company’s website.

If the house meets its qualifications, the company will respond within 24 hours.

If the homeowner agrees to the offered price, Opendoor sends inhouse estimators and third-party HVAC and roofing repair estimators to see if any work is necessary before putting the house back on the market.

Once repair estimates are presented, homeowners can elect to have the work done themselves and pay for it before closing or Opendoor can arrange and pay for the work and credit back the costs at closing.

People who sell their homes to Opendoor also agree to pay a 5 to 7 percent service fee.

Opendoor usually lists a home to sell for not much more than what it paid for it. Hiltz said that is where it makes money. “We are

not aiming to buy low and sell high.”

Opendoor was founded in 2014

by CEO Eric Wu, who also founded a geodata analytics company, Movity, which was acquired by Trulia in 2011.

In September 2018 Opendoor raised $400 million from SoftBank Vision Fund and as of that year raised more than $1 billion in venture capital financing.

Jacksonville is Opendoor’s third Florida market, after Orlando and Tampa.

In early February, the company paid $238,700 for a three-bedroom, two-bath, 1,727-squarefoot home at 12051 Livery Drive.

It repaired fencing, put on a new roof, installed new carpeting in the bedrooms and spruced up the landscaping before putting it back on the market a few weeks later for $250,000.

The people who sold it to Opendoor allowed it to make the repairs, so the company credited those costs to the company at closing.

“At closing, net proceeds go down by the amount of agreed

upon repairs,” Hiltz said. “It doesn’t change the published price,” however, and therefore does not affect area property values.

Opendoor uses a smartphone app to allow potential buyers to tour its homes.

The app unlocks the front door, and tours are allowed between 6 a.m. and 9 p.m.

Realtor Katie Tarpley, with Better Homes and Gardens Real Estate Lifestyles Realty, toured the Livery Drive home with her customers.

They liked the home and made an offer, she said. Opendoor counteroffered, which her customers rejected.

Opendoor and her customers were $4,000 apart in price, said Tarpley, who said the company’s business model seems to leave little wiggle room for negotiating.

“You are doing business with an investment entity, not a human being,” she said. While Opendoor might be “great for some people,” it has its limits because “the human element plays a lot in real estate.”

Todd Shealy, broker and owner of Focus Real Estate Group, said by fixing up homes and incorporating big items into the situation, such as a new roof, the home is made more appealing to buyers.

As for sellers, in his opinion, “they are targeting people who have a lot of equity,” and therefore the flexibility to take a reduced amount of money for the home by paying for agreed-upon repairs.

“It would not be for everybody,” Shealy said. “It’s flipping. Flipping at its finest.”

As such, he doesn’t expect Opendoor will have a significant impact on the Northeast Florida real estate market.

“There are a variety of business models within the real estate industry and Opendoor is simply one of them,” said Northeast Florida Association of Realtors President Jeanne Denton-Scheck.

“Having a variety of business models gives consumers the freedom to choose which type of firm and service level best suits their particular needs,” she said.

The apartments will be within the Village Center, south of eTown's single-

family neighborhoods.

The community will comprise 332 units in seven buildings. Amenities include a leasing center, clubhouse, mail kiosk, swimming pool, fitness center, business center, dog wash area, dog park, grilling stations with fire pits and a walking trail along a lakefront.

Construction is expected to be completed in spring 2020.

The developer is Catalyst Development Partners and the architect is Humphreys

& Partners Architects/Florida LLC. The PARC Group is developing eTown “around the belief that convenience, community, technology and sustainability enhance a modern way of life.”

ETown will include homes, apartments and retail. It sits primarily east of Interstate 295 and Florida 9B, with some property to the west.

Pulte Homes, Toll Brothers, Del Webb, David Weekley Homes and ICI Homes are developing projects at eTown.

Davis family proposes San Pablo townhome community

A company led by Jed Davis of the Davis family is preparing 40 acres to develop a 254-townhome community along San Pablo Parkway south of Beach Boulevard, according to documents filed with the city of Jacksonville.

A mobility fee calculation certificate application submitted Dec. 12 shows

that the family, through Estuary LLC, is planning San Pablo Parkway West PUD (Townhomes).

Conceptual site plans show the townhomes divided among 40 buildings on the west side of San Pablo Parkway next to the Crosswater at Pablo Bay singlefamily community.

The project would include 2 acres for commercial space, 1½ acres for an amenity center and nearly 6 acres of ponds.

The project would impact less than 1 acre of wetlands.

The city issued a mobility fee certificate calculating a development impact of $366,113.

The project was submitted by Tyler Blair, a traffic specialist with EnglandThims & Miller Inc. of Jacksonville.

The owner is listed as Estuary LLC at 4310 Pablo Oaks Court in Jacksonville.

D.R. Horton plans 191 townhomes at 8159 Arlington Expressway, the roundabout west of Arlingwood Avenue not far from Regency Square Mall.

The homebuilder plans to develop the Rivergate project on 14.12 acres where the Expressway Mall was demolished in 2006.

Harvest Baptist Church, which changed its name to River City Baptist Church, owns the property.

It planned to build a campus on the property but instead purchased the St. Matthew’s Lutheran Church site on Merrill Road.

Site plans indicate buffers of 80 feet to the east and a minimum of 60 feet to the north adjacent to existing single-family homes.

Plans show wetlands preservation between the north side of the property and the homes.

The buildings are designed around the 446 required parking spaces, which keeps the parking from facing the neighboring homes or the expressway.

A retention pond is on the west side, as the site slopes away from the singlefamily homes while a recreation area and open space on the northwest corner is separated from the homes by wetlands.

Wetlands and Mill Creek are to the west.

Stores at the Expressway Mall included Publix, Burlington Coat Factory, a movie theater, restaurants, a barber shop, Eckerd Drugs and other shops.

INDUSTRY NEWS Broward Point planned for North Jacksonville Subdivision west of North Main Street to comprise 143 singlefamily homes.

H. Smith Inc. plans to develop Broward Point, a 143 singlefamily home subdivision on about 50 undeveloped acres west of North Main Street and south of Interstate 95 and Zoo Parkway.

A rezoning application submitted to the city seeks to change the residential low density-90 zoning to a planned unit development, providing 60-footwide lots.

The subdivision will be a mix of one- and two-story homes with access from Broward Road near North Main Street. The conceptual site plan shows recreation areas, proposed to include a tot lot, picnic tables and benches for residents, near the entrance.

community called Meadows at OakLeaf Townhomes on 30.44 acres at northeast Cecil Commerce Center Parkway and Argyle Forest Boulevard.

The entrance will be at the northern extension of Merchants Way. Plans indicate 40 six-unit buildings and two four-unit buildings along with green space.

The property is owned by AFI Associates Inc., a land investment company and an affiliate of St. Augustine-based Hutson Cos. LLC., developer of OakLeaf Plantation. An Alsop representative said KB Home will build the townhomes.

Pulte Home Corp. wants to build a two-story, 4,767-squarefoot center at 11246 Town View Drive at a cost of $180,000.

Del Webb planning two communities

Del Webb is developing two active adult communities that target residents age 55 and older.

Del Webb Nocatee is 854 homes on 188 acres in St. Johns County.

Del Webb eTown is 346 homes on 88 acres in the community under development along Florida 9B in South Jacksonville.

Sales at both communities are expected to begin in the summer with prices starting in the mid$200,000s. Del Webb also plans to build a new model sales center at eTown.

Committee: The committee will meet at 8:30 a.m. March 28 at NEFBA’s offices at 6747 Southpoint Parkway. n C&D waste permit fee: The city of Jacksonville Solid Waste Committee filed Ordinance 2019-55, which, if approved, replaces the C&D Host Fee with a

building permit surcharge. The proposed surcharge is $8.75 per 100 square feet for new residential construction and .90 cents per $1,000 of construction cost for nonresidential. The plan would add $218.75 to the permit cost for a 2,500-square-foot house.

n Impact fee increase: St. Johns County has increased its impact fees.

The residential fees are divided into seven categories, with the fees capped at $24,212 for homes of more than 5,000 square feet. The increase was because of a

requirement to adjust the fee annually with the Construction Price Index. Typically, the price adjustment is in October, but because of reduced fee rate that was in effect from July 2-Jan. 1, officials delayed the increase until the full fee was in effect.

NEFBA’s reason for its rhyme: Group effort means success

Advocate. Educate. Celebrate. A cute rhyming phrase that sums up the main efforts of what we do at the Northeast Florida Builders Association.

Advocate. Government advocacy for our members engaged in the construction and development industry is our quiet strength. Quiet because most members do not even know how powerful NEFBA’s advocacy influence is, which is unfortunate because it is the thing that provides the most value for members. Without NEFBA’s never-ending battle against cost-increasing regulations and requirements from government, the cost of developing land and building homes would continue to spiral out of control. But because our Government Affairs Committee and Director of Government Affairs, Jessie Spradley, are constantly monitoring this

sector, and are effectively connected to the right agencies and government leaders, we can intercede to minimize the negative consequence of legislation and fees. Often with the effect of having bills dropped, or fees postponed and reduced.

Educate. NEFBA’s 45-year old Apprenticeship Program is the crown jewel of our education effort. Managed by professional education administrators from the public-school system, and certified by the Florida Department of Education, the Apprenticeship Program produces highly trained craftspeople in carpentry, electrical, HVAC, plumbing, and soon, sheet metal. With nearly 350 apprentices, we are making a direct impact on the workforce shortage in the construction industry.

Celebrate. Shorthand for the many, many events we hold throughout the year that connect our members so they can form meaningful relationships with customers, mentors, vendors and subs, and just make new friends. Our Director of Fun Corey Hacker makes sure every event is memorable, and you the members make it successful.

The Women’s Council of Realtors has helped Kayla build lifelong business partnerships that have turned into friendships. These partnerships are extremely important because she has been able to rely on her partners for help in real estate transactions and trusting each other to provide professional advice to help each other grow. Also, these same partners have become friends that she has worked with in the community through giving back to various non profit organizations which has brought us closer together. We are committed to empowering each other and building each other up professionally and personally, and that is what it’s all about!
