fter years of watching the Discovery Channel’s “Moonshiners” docudrama, Brian and Susan Lieberman thought they could learn to make alcohol spirits. Lieberman said he and Susan enjoyed visiting local distilleries and toured more when they traveled. Why not learn to how do it and become a destination for other people, they thought. They did their research and decided to try it. Brian Lieberman said they have been working for about a year toward opening Sailbird Distilling Co. at 215 W. Davis Industrial Drive, Suite A, west of St. Augustine. Lieberman, 49, an information technology project lead for a local bank, said he has a science background and knew they could do it. He attended a class at a distillery in Tampa and now they are at the point of production. Susan Lieberman, 53, is a parish administrator for a church in St. Augustine and a founding member of the St. Augustine Sailing Sisters. They started the regulatory process first with the Alcohol and Tobacco Tax and Trade Bureau, a division of the U.S. Treasury Department, for a distilled spirits plant permit. They had to lease a nonresidential space for the distillery with a zoning designation of industrial warehouse. The use also requires approval of a special use permit for a microbrewery. St. Johns County issued an occupancy license for spirits manufacturing. To operate the tasting room and retail space, Brian Lieberman applied for the special use permit.

Collins Aerospace Corp. continues to hire and build-out space for its Engineered Polymer Products plant in North Jacksonville that could employ more than 100 people by the end of 2020. The plant has been almost a year in the making. Collins Aerospace is the combined United Technologies Aerospace Systems and Rockwell Collins. It will open the marine composites manufacturing plant in a 140,400-square-foot building it will lease at 10531 Busch Drive N. in Imeson International Industrial Park. Developer Imeson International Industrial Park Inc. of Orlando filed site plans with the city for a 182,910-squarefoot expansion to the building, creating a distribution center of 323,310 square feet. Brooks plans $43M rehab hospital Brooks Rehabilitation announced Dec. 17 it will develop a $43 million, 60-bed rehabilitation hospital next to its Bartram Park campus in South Jacksonville. Construction will begin in late 2020 or early 2021. Patients will begin using the hospital by 2022, spokeswoman Jill Matejcek said. The 115-acre Brooks Bartram campus, at southwest Interstate 95 and Old St. Augustine Road, offers assisted living, skilled nursing and memory care facilities. When it was constructed in 2013, space was left for future growth.

there were no plans to start construction on that phase. Collins Aerospace representatives have not commented on the Collins plant. Job postings for the Collins facility include production supervisor, production planner, production worker, materials handler and CNC (computer numerical control) machinist to work with computer-operated equipment to create machine parts, tools and other mass-produced items. Building plans approved in January showed tenant improvements for offices and manufacturing space to make polyurethane parts for clients that include the U.S. Department of Defense. The city continues to review plans, including a recent permit application to prepare for crane equipment. Collins Aerospace previously applied to the city for a certificate of use to operate the center. Collins Aerospace appears to be Project Turtle, a code-named advancedmanufacturing project. City Council adopted a resolution in January for $1.64 million in city and state taxpayerbacked financial incentives to expand the unidentified manufacturer’s Jacksonville operation and hire 108 employees. A development agreement contract has not been executed. The city approved the shell structure construction in May 2018 for a 140,790-square-foot building at a cost of $4.4 million for Webb Southeast Corp., associated with Imeson International Industrial Park Inc. Webb Southeast obtained a permit in January to build-out the 14,463-square-foot office space portion at a cost of $982,000, identifying Collins Aerospace as the tenant. Since January, the city approved more than $3 million of tenant improvements for the structure, most recently

a $68,023 foundation for eight concrete footings into an existing crane slab for an overhead rail crane to be installed. Turtle proposes to invest almost $22 million into a new 140,000-square-foot building in North Jacksonville and buy equipment. The capital investment for the expansion would include $19.2 million for a new industrial building, and $2.6 million in new equipment. Collins Aerospace already leases space at 6061 BF Goodrich Blvd. in North Jacksonville at the Blount Island Marine Terminal. The certificate of use application for the Imeson project lists that address as the company’s main Jacksonville location. The incentives legislation said Turtle would retain the 111 jobs it already has in Jacksonville. Turtle said the new jobs would pay an average annual wage of $53,298 plus benefits. It sought a Qualified Target Industry Tax Refund from the city and state and a Recapture Enhanced Value grant from the city. Construction would be completed by year-end 2020. The agreement states that 30 jobs would be created this year and 78 next year. A hearing is scheduled Feb. 6. The permit requires that 75% of the facility, which is about 990 square feet of the 1,320-square-foot space, be devoted to liquor manufacturing. A microbrewery can sell to distributors and sell directly to consumers on-premises for carryout and on-site consumption. The property is adjacent to residential zoning, which then disallows outdoor sales and service. Lieberman said after the permit is approved, an architect will design the tasting room and submit a building permit. “Opening of the tasting room is months out,” he said. They plan to offer white rum, gold rum, spiced rum, vodka and gin when the tasting room opens. The state of Florida required proper zoning and an occupancy license from the county to obtain a temporary craft

distillers permit, which allowed them to start distilling. The state will inspect the operation prior to issuance of a permanent craft distillers permit, Lieberman said. He said they plan to offer a low volume of product with their 8-gallon still. They intend to make limited-edition handmade liquors of about four to six 80-proof 750 ml bottles at a time. He said they can blend runs and offer cases. Lieberman acknowledged they will need a larger still to make the business cost-effective, making 55 gallons a week to gauge sales and interest. They hope to produce 100 to 200 gallons a week and “don’t expect to compete with the other local distillers,” he said. Lieberman said they are operating on a shoestring budget to start and probably will have $75,000 invested, depending on the cost of a larger still.
