Hangar 101 repairs a $51.51 million project

Haskell is the contractor for the renovation work at Naval Air Station Jacksonville. Today’s 2021 Top Construction Projects is based on city and county permits issued during the year. There’s another project that would rank on that list, but did not have to seek city permitting. The project illustrates the importance of military contracts. Jacksonville-based Haskell is the contractor for the almost $51.51 million Fleet Readiness Center Hangar 101 Repairs at 6801 Roosevelt Blvd. at Naval Air Station Jacksonville. Haskell says the project is repairing and renovating Hangar 101, also known as the Large Hangar. It was built in 1940 and has had several additions and internal modifications over the years reflecting changes in mission and equipment. Haskell said the facility is occupied and operational throughout the repairs and

renovations. The project consists of interior and exterior renovations, electrical system replacement and upgrades, mechanical system replacement, and roofing replacement. Haskell estimates completion March 17, 2023. The architect is Mike Schmieder. The civil engineer is Myra Jones. Buildings built on federal property are exempt from state and local building codes, although it is general policy to comply with those codes to the maximum extent practicable.

Rooker applies for spec warehouse Atlanta-based Rooker is preparing to build its proposed 168,000-square-foot Perimeter West Building Two speculative shell warehouse in Northwest Jacksonville.

FCL Builders LLC of Itasca, Illinois, is the contractor for the $6.98 million structure on about 10.48 acres at 4259 Perimeter Industrial Parkway W. in Perimeter West Industrial Park. The park is at northeast Interstate 295 and Pritchard Road. Rooker Vice President Cason Bufe said Nov. 9 that the building is under construction and scheduled for completion in summer 2022. “It is available for pre-leasing,” he said. Bufe said Aug. 10 that multiple spec industrial buildings in the market had leased up over the previous nine months. “The market for Class-A industrial space has tightened significantly over that time,” Bufe said. FIS disappointed in sliding stock price

The financial technology company says it is focusing on improving messaging after falling 22% since the beginning of the year. Fidelity National Information Services Inc., or FIS, has grown into Jacksonville’s largest company and a global powerhouse in financial technology. However, Wall Street doesn’t seem to be impressed. “While our team continues to execute at a very high level, our share price is clearly not performing well,” CEO Gary Norcross said Nov. 4 during FIS’ quarterly conference call with analysts. “Over the last few months, our management team engaged in open and constructive dialogue with the investment community about areas where we can improve the messaging and transparency of our business. We believe in the strength

and value of our company,” he said. FIS reported third-quarter adjusted earnings of $1.73 a share, 31 cents higher than the third quarter of 2020, with revenue growing 10% to $3.5 billion. But while the company grows, the stock price is falling. It closed at $110.92 the day before the earnings report, down 22% from the beginning of 2021 and down 29% from its April high of $155.96.

That’s basically the opposite of the broader market’s performance. The S&P 500, which includes FIS, rose 25% this year through the first week of November. One transparency issue FIS executives identified is providing more data on its payments business. FIS has long been a market leader in banking technology but it expanded its merchant payments business with the 2019 acquisition of Worldpay Inc.

In its third-quarter report, FIS said revenue in its merchant business grew 14% to $1.16 billion but also gave more data on transactions processed by the division. The number of transactions rose by 11% in the quarter to 12 billion. FIS also sought to attract more investors by committing to increased dividend payments to shareholders. The company plans to increase cash dividend payments by 20% a year starting in 2022, up from its current growth rate of 10%. “This will enable us to expand our dividend payout ratio over several years without affecting our ability to invest in growth,” Norcross said. FIS remains in a strong competitive position in the financial technology industry, Norcross said. “We anticipated the changing competitive landscape and invested heavily in technology and innovation over the last five years. Ours is a durable business model, and FIS will remain a global leader with sustainable competitive advantages now and into the future,” he said.

Regency sees return to growth Jacksonville-based shopping center developer Regency Centers Corp. announced a dividend increase as it reported quarterly earnings Nov. 4. In Regency’s conference call,

CEO Lisa Palmer said the 5% increase reflects confidence that the company is returning to long-term sustained growth after the COVID-19 pandemic. “You’ll recall, and I know you’re probably sick of this, but I can’t possibly remind you enough that we never cut our dividend during the pandemic,” Palmer told analysts. “We are committed to growing our dividend while also accretively investing our sector-leading free cash flow to drive solid total returns for our shareholders.” Regency’s funds from operations, Palmer reflecting earnings excluding noncash charges, were $1.12 a share in the third quarter, up from 60 cents the previous year. “Our third-quarter results are reflective of a healthy environment for open-air groceryanchored shopping centers,” Palmer said. “I’m also really pleased to report that despite the recent concern about potential impacts from the delta variant, we’ve continued to make meaningful progress on rent collections, narrowing the gap further as nearly all of our tenants are in a position to pay us full current rent,” she said. Treace sees COVID impact easing

Fidelity National Financial Inc. also raised its dividend as it announced earnings Nov. 2, increasing the quarterly payment by 4 cents a share to 44 cents. The Jacksonville-based title insurance company, which spun off FIS, reported thirdquarter adjusted earnings from continuing operations of $2.12 a share, up from $1.48 the previous year. “Our results speak to the dynamic business model that we have created which we believe positions FNF for success through varying market cycles,” Chairman Bill Foley said in a news release.

Treace Medical Concepts Inc., which completed its initial public offering in April, is optimistic that the COVID-19 impact on its business is easing. Ponte Vedra-based Treace produces a surgical procedure to treat bunions, which is generally an elective procedure that many potential patients have put off because of the panTreace demic. “We’re definitely seeing a tail off in delta case delays and elective case cancellations or deferrals that were occurring daily in the Southeast. FRP Holdings sees earnings drop FRP Holdings Inc.’s earnings fell from 57 cents a share in the third quarter of 2020 to 4 cents this year because of two property sales that lifted results last year. Marc Padgett, president of Summit Contracting Group, started his career cleaning carpets and pressure-washing and now heads a business expected to cross the $1 billion mark in 2022.

ummit Contracting Group founder and President Marc Padgett expects demand for apartment construction could make 2022 a $1 billion year for his company. “I’d like to see the pricing flatten out first of all so we can get away from all of these spikes in costs. Those are the surprises our clients get when things go through the roof,” Padgett said. “But we are expecting growth next year. I still think next year will be a good year.” Business growth has been steady for Jacksonville-based Summit Contracting, which specializes in building multifamily projects. Last year the company grossed $642.3 million and Padgett expects to reach $800 million this year. Padgett said the growth comes without advertising and rarely

seeking bids. Projects come to his company. “We turn away as much work as we do. We have a good reputation. Most of our clients are repeat clients,” he said. Padgett said that since its formation in 2007, the company’s steady growth, even during economic downturns, has relied on a foundation of building relationships and delivering quality service. Summit is a Jacksonville company with national impact. The National Multifamily Housing Council has ranked Summit Contracting as the top multifamily builder in the nation by number of units. The company started 9,159 multifamily units in 2020 and expects that to exceed 10,000 by year-end. Summit has 11 projects under construction in Northeast Florida, with the largest being the 844-unit Grand Cypress in St. Johns County. Others include The Southerly, Novo Kendall Town, The Avery at River City Marketplace and The Station at Fleming Island. The scope of projects ranges from market-rate apartments to student housing, senior housing and tax credit dwellings. Padgett, 53, has been a worker all of his life. Before graduating from Lake Mary High School he was attending classes in the morning and working in the afternoon. “We were a middle-class family and I was going to an upper class high school,” he said of his motivation to work. He had to earn the money to upgrade his wardrobe from the offerings sold at Kmart, he said. Upon graduation in 1986, he began working for a plumbing and sprinkler company and later cleaned carpets working as a subcontractor. That gave him a taste of being a business owner. Besides cleaning carpets, the job involved pressure-washing driveways and home exteriors. By 21, he had started Aal Kleen Pressure Cleaning. “You have to remember this was back in the days when the Yellow Pages was a thing. I wanted to be listed first,” he said. He quickly reached his goal of making $100 a day and that goal rose in $100 increments. He took on subcontractors of his own, having learned from the carpet cleaning experience. By the late 1990s the company was making

$40,000 a month. However, owning a small business was a lot of work. He found himself filling in for ill or absent workers. He recalled working more than 24 hours straight handling the business as well as doing the manual labor. Padgett sold the business in 1998 and went into contracting working for Summit Contractors Inc., not to be confused with his current company. He quickly became an assistant superintendent, superintendent and later an estimator and then a project manager. In 2007, he formed Summit Contracting Group. He was completing his last two open projects when the economic crash of 2008 hit. “By 2009 there was almost no work at all. I was not sure what we were going to do next. I thought I might have to close the doors,” he said. Good fortune came when a company had two apartment projects under construction in Nashville and needed them completed when the original contractor lost bonding. Those projects supported Padgett’s company through the recession and business began to pick up in 2010. Summit Contracting Group employs 260. It is family-run.

Padgett is married to Chief Administrative Officer Nicole Padgett. Together they have five children. Despite having offices next to one another in the company’s Baymeadows building, they seldom see each other in the office. Padgett Premiere Property I LLC bought the two-story, 49,338-square-foot Oak Grove Plaza building in Deerwood Center in June 2019. “It’s never been a problem. We may live and work together but at the office we do our own separate things,” Nicole Padgett said.

The principals said Group 4 expects to close soon on its future home at 1939 Hendricks Ave. in San Marco. It will double its space to about 8,000 square feet. Firm principals are 50-50 partners with Incipit of Florida LLC to buy and renovate the 69-year-old building in a $2.5 million project. Kovacocy said when a firm can provide a quality design at an affordable-living price, it “changes the face of the housing market in Jacksonville.” “That’s true architecture and true design when you’re making a difference in the community like that,” he said. The principals said they also like the design challenge posed by inserting a new-built project into existing historic neighborhood. They point to projects like the Lofts at Murray Hill, the 133-unit Hendricks at San Marco and the coffee shop concept Southern Grounds & Co. in Avondale, all executed by Group 4. “We don’t want to come and plop something into a neighborhood that doesn’t fit the aesthetic or with the history,” Gunn said. Kovacocy said “it takes a lot of faith” to add something new to an established neighborhood.

Group 4’s headquarters on the Downtown Southbank. “There could be high design on any budget, for any project, for any developer.” Since 2009, Group 4 has grown to 32 employees providing architecture and interior design services for a range of uses: multifamily; amenity and wellness; recreation; clubhouses; assisted living; student housing; corporate design; hospitality; and restaurants. Kovacocy, 45, moved to Northeast Florida in 2000. After a short stint designing buildings for health care industry clients, she was approached to open the Looney Ricks Kiss Jacksonville office. Gunn, 48, has been working in Jacksonville since 1999 and is principal of Group 4’s interior design studio, specializing in clubhouse, fitness, hospitality and amenity spaces and multifamily interiors. Cheek retired from the firm about four years ago. Jaxon, 59, has been a construction contractor for more than 40 years. He works directly with the general contractors who build-out Group 4 designs. Jaxon said he ensures what Group 4 puts down on paper can be executed in the real world. “We have a rapport with the contractor,” Jaxon said. “They may not be able to say some of the same things that they say to other architects. ‘Oh, I can’t do that.’ Well, ‘Yeah, you can and here’s how,’” The Group 4 principals said the firm averages 30 projects per year. According to Jaxon and Kovacocy, the firm’s market territory reaches north to Virginia, Kentucky and southern Indiana. Group 4 has been contracted for projects by national, regional and local companies and developers like PGA Tour, Mayo Clinic, The Vestcor Companies, Arlington Properties, Birminghambased Daniel Corp. and Bristol Development Group. The primary driver of Group 4’s growth since 2019, despite the global pandemic, is development of a prototype studio. Jaxon said the program helps developers and contractors maintain design quality despite the uncertainty created by increasing materials and construction costs. “What happens to affordability when everything is custom-designed, everything is custom-priced with a very long timeline? With this program, the developer typically knows, within a few percent, what their price is upfront.” Group 4 added 10 employees, most of them recent college graduates, to staff the studio and develop the program. “You can do anything with a huge bud-

Ebenezer Baptist Church. The recently completed Elena Flats apartments in the Cathedral District Downtown is another of its historic restoration structural engineering projects. “It was a hard project because the building was so dilapidated,” Baker said. Restoration of the lighthouse at Cape Hatteras, North Carolina, is the firm’s current federal historic preservation project. The company also is working on the Jacksonville Transportation Authority’s Bay Street Innovation Corridor, a 3-mile project from Hogan Street to the Sports and Entertainment District. It is the first phase of JTA’s Ultimate Urban Circulator autonomous vehicle service in Downtown Jacksonville. “We also work on schools and warehouses. We do a little of everything because we have to,” Baker said. Born and raised in Folkston, Georgia, Baker said her family often visited Jacksonville to shop or see a movie. After graduating from the University of Florida with a bachelor’s in civil engineering, she wanted to live and work in a growing city and be close to her family as she began her career. “I’ve watched Jacksonville grow a lot. n the business cycle of a development that involves building on land, the civil engineer typically is one of the first professionals whose skills are needed on a project. “A lot of people don’t do that,” said Kyle Davis, a licensed professional engineer and vice president of Baker Design Build. “People sometimes purchase real estate without knowing the pitfalls of what they are buying. There may be zoning, wetlands and environmental and infrastructure issues or building code or land use requirements.” Tamara Baker, a licensed professional engineer and general contractor, established the firm in 2004 as a one-woman business. “I started it in my laundry room,” Baker said. In the past 17 years, the company has grown to 25 employees that work in offices on the second floor at the Cecil W. Powell Building in Downtown Jacksonville. When Davis, 44, joined the firm in 2018, the focus shifted to the designbuild business model that combines civil and structural engineering, architecture and construction. “It is more efficient than the typical design, bid and then build. In designbuild we evaluate and value-engineer as we go,” Davis said. “That helps keep costs in line and the project in the budget. It also shortens the time from design conception until you can move into your building.” The company specializes in small- and medium-scale projects. “We’re not like Haskell or Stellar. We are a small business and a boutique contractor,” Baker said. The firm also performs threshold inspections, independent third-party evaluations of a contractor’s work that lets the developer/owner know whether a completed project complies with all regulations and construction requirements. The accelerated growth in multifamily development in Jacksonville has helped Baker Design Build grow its business. Baker and her team are the civil engineers for the Atlantic North apartments, a four-building, 300-unit community under development at northwest Atlantic and Kernan boulevards that made this year’s list of top construction projects. “We’ve had one apartment project a year for the past six years,” Davis said. The company also has worked on projects including the Duval County Courthouse in LaVilla, Baptist MD Anderson Cancer Center on the Southbank, the Jessie Ball duPont Center Downtown, the Daily’s Place amphitheater adjacent to TIAA Bank Field and the air traffic control tower at Cecil Spaceport. Working with the National Park Service is another niche, Baker said. In 2018, the firm received the Associated Builders and Contractors Excellence in Construction Award for work it performed in the Martin Luther King Jr. Historic District in Atlanta, including the complete restoration of a twostory building and replacing the roof on
