Jacksonville University is nearing completion of the expansion of its Healthcare Simulation Center, a $500,000 construction project, according to the city building permit. JU opened the center in a former Albertsons grocery store at Beach and University boulevards in October 2019 with 18,450 square feet of space for simulation rooms, classrooms and offices. The city issued a permit July 27 to AXIS Hotels LLC for $4 million in renovations and repairs to the historic Ambassador Hotel in Downtown Jacksonville’s North Core. The permit is for framing, slab work, fire safety and other improvements for what the Augustine Development Group LLC subsidiary expects to be a $17.6 million project that will transform the building into a 100room TRYP by Wyndham hotel with a restaurant and speakeasy lounge. AXIS originally planned a La Quinta Inn & Suites for the Ambassador when the project was announced in July 2018. That hotel flag is shown on the building permit. Work on the Ambassador will begin less than two weeks after the Downtown Development Review Board awarded AXIS final exterior design approval to restore the 98-year-old building at 420 N. Julia St. City Council President Sam Newby introduced legislation July 27 at the request of the Downtown Investment Authority to amend the AXIS development agreement with the city to give the developer until July 31 to start construction. The DIA board approved the extension in June but needs Council approval. The bill was filed in a one-cycle emergency and could be approved by Aug. 10. DIA Real Estate Development Director Steve Kelley said July 9 that AXIS secured financing for the project by June 30, meeting SEE AMBASSADOR, PAGE 2

Council OKs $425K grant for Boeing expansion The Jacksonville City Council awarded The Boeing Co. a $425,000 city infrastructure grant July 27 to support the company’s $116.5 million plan to expand its maintenance, repair and operations hangar at Cecil Airport. The Council voted 16-0 to approve the grant to assist Boeing with its estimated $3 million in infrastructure expenditures for the project over three years. Boeing reached a 25-year lease agreement Dec. 17 with the Jacksonville Aviation Authority to expand its 400,000-square-foot operation at Cecil in West Jacksonville. Boeing says the expansion will create 334 jobs.

Council votes to keep Duval County millage steady The flat property tax rate is part of Mayor Lenny Curry’s proposed $1.41 billion operating budget. BY MIKE MENDENHALL STAFF WRITER

The Jacksonville City Council voted 12-4 on July 27 to keep Duval County’s property tax millage rate unchanged for another year despite some members calling for it to be reduced. The rate in Mayor Lenny Curry’s proposed $1.41 billion 2021-22 fiscal year city operating budget will remain at $11.4419 per $1,000 of taxable property value. The Council set the tax rate for the Beaches at $8.1512 per $1,000 of taxable value and the city of Baldwin at $9.6312 per $1,000 of taxable value. All seven of Curry’s proposed budgets since 2015 have kept the rate flat. Although the millage rate is stable, property owners could see an increase in their bills because of increasing property values. That caused Council members Rory Diamond and LeAnna Cumber to vote against the millage rate. Diamond said that although he supports much of Curry’s budget, he would not vote for a millage rate that would see

many property owners paying more. He also said that is why he voted against Curry’s budget last year. “We’ve had a boom in the value of real estate and we’re all going to pay more,” Diamond said. Cumber said the higher revenue expected from increased property values coupled with one-time federal dollars and other local tax increases are reasons to lower the millage. Jacksonville received $171.8 million for fiscal year 2021-22 from the federal American Rescue Plan Act with another $171 million is expected the following year. The city and the Jacksonville Transportation Authority also will bring in more money starting Jan. 1 from the 6-cent local option gas tax increase Council approved in May. Cumber noted taxpayers also are paying more after voters approved a ½-cent sales tax increase last year to fund nearly $1.9 billion in infrastructure projects for Duval County Public Schools. Council members Al Ferraro and Michael Boylan also voted no on the millage rate. Council member Matt Carlucci said a steady millage with a growing property tax base will help the city keep up with its needs. Council rejected his proposal last year to raise the rate by ¼-mill. “We can’t run a city on the cheap,”

conference room, five flexible classrooms that also can accommodate simulation training and a 2,569-square-foot event and conference space. The center’s mission is to reduce medical errors through training designed to improve patient care in classrooms that resemble hospital emergency rooms and patient care rooms. The programs let health care professionals learn and practice with medical manikins that breathe, blink and respond just like a living adult or infant. That facilitates training in a realistic environment without risk to a real patient. “We are saving lives. People are allowed to make mistakes so it doesn’t happen at the bedside with a live patient,” said Kathleen Kavanagh, executive director of the center. “It’s a humanistic, ethical approach to quality care that will reduce patient errors.” The center was established in 2014 at JU’s Arlington campus to train nurses at

Baptist Hospital how to treat patients who had contracted the Ebola virus. The curriculum expanded when Baptist established a nursing residency program at JU, then expanded to serve nurses at most local hospitals, Kavanagh said. When the need outgrew the 5,000-square-foot facility on campus, the center moved to its current location. Kavanagh said the number of staff nurses and recent graduates trained annually has more than doubled since 2019. She expects about 800 will complete programs at the center this year. In addition to the core curriculum, new programs include an Emergency Training Academy and lifesaving courses developed by the American Heart Association, such as CPR and first aid. After the center’s expansion is completed, planned by Sept. 1, church and community groups and public school students will be able to learn lifesaving skills there, Kavanagh said.
