CSX extends proxy deadline Rumors continue that Harrison to oust Ward

As rumors persist that CSX Corp. is negotiating with former Canadian Pacific Railway Ltd. CEO Hunter Harrison to possibly take over the Jacksonvillebased company, CSX on Friday extended the deadline to nominate directors to its board. The deadline to nominate directors for election at CSX’s annual meeting was Friday, but the company announced it is extending the deadline until Feb. 24. That seems to confirm reports

that CSX has been negotiating with Harrison to avoid a proxy fight. Harrison retired from Canadian Pacific last month and the Wall Street Journal reported he was seeking to replace Michael Ward

as CSX chief executive officer. Ward has not given any indication he is ready to leave CSX. Even if he doesn’t become CEO, Harrison could be looking to nominate new directors to CSX’s board. He has a reputation for costcutting and improving operations at Canadian Pacific and in his previous role as CEO of Canadian National Railway Co. The Harrison rumors have BASCH

Former Comcast site preps for lease With office space tight in Southside, owners of the former Comcast building in Southpoint are investing in the vacant structure to market it — starting with at least $1.7 million in property and exterior work. “We’re about to start some really cool improvements,” said Jason Isaacson, the founding partner and president of IP Capital Partners LLC. Through SCIP 6805 LLC, IP Capital Partners bought the building, at 6805 Southpoint Parkway, in April 2015. The almost 124,000-square-foot, singlestory building offers about 118,000 square feet for lease to a single or multiple tenants.

Isaacson declined to identify any prospective tenants, saying only “we’re working on some interesting things.” To prepare for tenants, IP Capital Partners has applied for a permit for exterior improvements to the building to include a new glass entry, ADA ramp and decorative

elements. That permit shows a $600,000 job cost for contractor Bent Construction LLC. Gresham, Smith and Partners is the architect. Plans show facade elements, a trellis and canopy. The interior is empty. The exterior work is in addition to a $722,000 roof project and $370,000 to replace air conditioning, heating and refrigeration equipment, both approved in March. Isaacson said the new roof includes 30 skylights. Boca Raton-based IP Capital Partners LLP paid $3.6 million in April 2015 for the MATHIS CONT INUED ON PAGE A-2

The Jacksonville Sheriff’s Office is preparing for a flood. Police officers aren’t filling sandbags and reviewing evacuation plans. They’re getting ready for a flood of digital data that will come when the department implements its body camera program. The first step is upgrading the department’s computer equipment. City Council is considering Ordinance 2017-56 that would appropriate $2.7 million to replace network components that will be required when the body camera system goes into operation. About 5 percent of the information technology infrastructure reached its end of life in 1999 and 80 percent of the remainder was due to be replaced from 2006 to 2012, according to the legislation. According to data presented by Williams the sheriff’s office last week to the council Public Health & Safety Committee, $1.2 million is needed to upgrade computer firewalls and network equipment at the Police Memorial Building and substations. An additional $1.5 million was requested for a full network upgrade and to hire three additional help desk technicians to manage the data collected. “The IT upgrade is the pipeline to get the video to the storage,” said Sheriff Mike Williams.
