Special friendship with Mr. Palmer
By Marilyn Young, Editor
As Liz McCarthy walked into the British Golf Museum in 2009, the young man who took her ticket apologized, saying she was a bit late. All the excitement had happened that morning, he told her. “Mr. Palmer was here to visit us,” the man said. McCarthy said it was clear to her the man couldn’t wait to get off work so he could call his family to share the news. “His life had been made,” she said Monday. He had met Arnold Palmer. It was a reaction McCarthy wit-
nessed over and over again during her nearly 18 years of working for and traveling with the legendary golfer, who died Sunday McCarthy evening. It was a tribute to what Palmer meant to his fans, she said. Fans who adored him long after he stopped topping leaderboards on the tour. McCarthy began working in 1993 for Palmer Course Design Co., when it was at Corona Road and Ponte Vedra Beach Boulevard.
Second candidate offered IG job
Before that, she had worked at The Haskell Co., where her boss was getting ready to retire. The job at Palmer’s company kept her closer to home and her and her husband’s young sons, who were in elementary school. McCarthy said she initially dug into contracts and specifications for the company, where she began working before she met Palmer. Before she began a friendship she grew to cherish.

Makeover for millennials
‘Legacy’ restaurants upgrading with new look, tone and feel
By Karen Brune Mathis Managing Editor
Ando to decide today if he will lead office
Responding to market trends, restaurants like Ruby Tuesday, Arby’s, Domino’s and Wendy’s are among the latest players in the food chain to renovate their Jacksonville locations or build anew. Along with continually revamping their menus, the restaurants are investing in updating their brick-and-mortar stores. Adweek.com reported this month the redesign of many “legacy” restaurants stems from the need to appeal to millennials, generally the population from the teens to the mid-30s. Customers look for pleasant, well-designed, clean environments with more than just reliable food and quick service, Adweek said. It reported the whole look, tone and feel are important. First, Ruby Tuesday. Plans were filed for interior and exterior remodeling for two Ruby Tuesday restaurants in Jacksonville and work can be expected on three more. Nationwide, the chain intends to spend almost $40 million to enhance its signature Garden Bar, remodel and catch up on maintenance, National Restaurant News reported in October. The company has submitted building-permit applications to renovate its restaurants in Regency at 1022 Hospitality Lane and in North Jacksonville at 1360 Airport Road. Plans show fresh painting and awnings outside and a new Garden Bar, furnishings, ceiling tiles and lighting inside. The remodeling at the Regency location, built in 2002, carries a construction cost of $150,000 while the cost at the airport site, built in 2001, is $253,000. A letter included with the Regency application from the state Department of Business & Professional Regulation Division of Hotels and Restaurants also refers to cosmetic changes at the restaurants in Windsor Commons, Fleming Island and St. Augustine. Ruby Tuesday announced in August it would close 95 restaurants, affecting one in Orange Park. RESTAURANTS CONTINUED ON PAGE A-2
By David Chapman Staff Writer The city’s Office of Inspector General could have a new leader by the end of the day, but it won’t be the top choice a selection committee picked last week. Instead, it could be Scott Ando, former head of the Independent Police Review Authority in Chicago. Ando has close to 38 years’ experience in management, law enforcement and investigations and was ranked second by the Inspector General Selection and Retention Committee after a series of interviews Sept. 19. He placed just behind James Hoffman, a Navy general counsel who didn’t have much experience for the role but impressed committee members with his communication skills. Hoffman was offered the job but Ando declined because he was unable to separate from the Navy in time to meet a January start date. Ando’s offer is for $150,000, which will be bumped to $160,000 after he receives inspector general training. He said Monday evening he was still contemplating whether to take the position and would notify the city today of his decision. Ando said he likes the mission of the office and its impact to ensure government operates in a “most respectful and appropriate way.” But he also is concerned about the relatively small size of the office and its budget. The office has seven full-time employees and a budget approaching $1 million after more than $100,000 was brought in from INSPECTOR

Wendy’s “Image Activation” concept includes an ultramodern design. Maryville, Tenn.-based Ruby Tuesday Inc. now owns and franchises 615 restaurants in 42 states and internationally. Ruby Tuesday has not responded to several emails for comment. The casual-dining chain last overhauled its décor in 2008, removing Tiffany-style lamps, polished brass, striped awnings, antiques and curios with a more contemporary look featuring earth-tone colors, upholstered seats and commissioned artwork and photographs along with different lighting fixtures. That schedule called for more than 600 restaurants to be remodeled for about $65 million.
Arby’s new design to ‘Inspire’ customers
Arby’s Restaurant Group Inc., based in Atlanta, has been remodeling its fast-food restaurants to the “Inspire” design to be completed in 2017. In Jacksonville, it has remodeled several locations. Two more are in review at 9361 Atlantic Blvd., at $165,000, and at 9171 Baymeadows Road, at a cost of $170,000. Spokesman Jason Rollins said two more are slated for remodeling by the end of this year at 10160 Philips Highway and 1691 Wells Road in Orange Park. Rollins said Jacksonville “continues to be a strong market for us.” At least 17 Arby’s operate in Northeast Florida. When launched in 2013, Arby’s said the comprehensive, systemwide remodeling program for its U.S. restaurants would include a new design as well as menu enhancements. Inside, Arby’s updated its color palette and added touches like subway tiling and stainless steel, communal tables, contemporary lighting and chalkboard graphics. Outside, the design includes red awnings, new signage, white brick and upgraded lighting and landscaping.
Domino’s adding ‘pizza theaters’
At Domino’s Pizza Inc., the carryout stores are being updated to a pizza theater concept — and some also feature indoor seating. Spokeswoman Danielle Bulger said 22 of the 48 Jacksonville area stores have been relocated or reimaged to feature the pizza theater concept. The remaining stores will be converted by the end of 2017. The pizza theater concept is about bringing the pizza-making experience to the forefront. Bulger said the first thing car-

ryout customers would see at the old stores were pizza boxes and a cash register. “Our new design provides a much warmer and welcoming environment,” she said. The latest appears to be a relocated store at 5025 San Jose Blvd., which will be almost 2,000 square feet in size. It is the relocation of the Domino’s at 4468 Hendricks Ave., a mile north of the new site. Plans and a building-permit application filed with the city show the San Jose Boulevard space will be remodeled at a construction cost of $200,000 to include at least 25 seats at tables, booths and a counter. That cost does not include the other elements involved in the project, such as equipment and furnishings. Bulger said the San Jose Boulevard store should open by yearend. While Domino’s stores are not required to have indoor seating, many do. She said that decision is up to the franchisees. “Many of the Domino’s stores that feature the old design, which are smaller, are opting to relocate to have more space and indoor seating,” she said. Bulger said all Domino’s stores worldwide will be converted by year-end 2017 and all new stores will be built as pizza theaters. Domino’s has 13,000 stores in more than 80 markets worldwide. It is based in Ann Arbor, Mich. In 2014, the chain said the remodeling effort would be a catalyst for long-term, same-store sales growth. Its previous major design overhaul was in 1997. It said it expected the re-imaging costs to range from $40,000 to $55,000 per store, while new locations would cost about $250,000 to $350,000.
Wendy’s continues its ‘image activation’
The developer of Wendy’s restaurants bought almost an acre at 9510 Applecross Road in OakLeaf Town Center from Ameris Bank. Meritage Hospitality Group, through Wen South LLC, paid $925,000 for the land Friday. Meritage Hospitality Group, based in Grand Rapids, Mich., could not be reached for comment Monday. However, it is building a Wendy’s “Image Activation” restaurant at 3100 Emerson St. That is the second such area store, following the Nocatee location developed last year, to carry the “ultramodern design,” said Wendy’s Brand Manager Tyler Boik in June.
Dining notes • Piada Italian Street Food, Newk’s Eatery and Starbucks Corp. are a step closer to opening at Town Center Promenade along Town Center Parkway near St. Johns Town Center. The city approved permits Friday for construction of three buildings. Piada will occupy its own building while the Starbuck’s neighboring tenant will be Mattress Firm and Newk’s next-door neighbor will be Aspen Dental. • Waffle House intends to build a 38-seat, 1,726-squarefoot restaurant at 9041 New Kings Road at a construction cost of $253,000. The city is reviewing the permit application. • Renna’s Pizza intends to open in September in the Reedy Branch Commons shopping center at 10920 Baymeadows Road. Renovation of the 2,407-square-foot space is shown as $120,000 on a building-permit application. It has three other area locations. • Two more McDonald’s restaurants applied for renovations to add customer kiosks for the “Signature Crafted” program. They are the eighth and ninth to signal they will add the kiosks, which will allow customers to order their meals and specify preferred breads and toppings. The program should be available next year in most of the 52 Duval County McDonald’s restaurants. The latest, at 4291 Southside Blvd. and at 14030 Hubble Drive in River City Marketplace, each will be renovated at a construction cost of $50,000. He said then that five others in the area have been remodeled for the new look and five more will be renovated this year. Boik said previously the remodeling and new projects range from $250,000 to $1.2 million. In February, 4-traders.com reported the construction or remodel of “Image Activation” restaurants is a piece of the Wendy’s brand revitalization. The concept includes lounge seating with flat-screen TVs, fireplace, Wi-Fi, Coca-Cola Freestyle machines and digital menu boards, the site reported. kmathis@jaxdailyrecord.com @MathisKb (904) 356-2466

Ed Seay, returned from a grand opening of a golf course, frustrated by the logistics of the visit. McCarthy volunteered to call the next client and set guidelines for Palmer’s visit. She felt she could schedule the day so the client got everything it desired, Palmer accomplished what he wanted and his fans’ needs were met. From that point on, she handled the advance work for Palmer’s business travels, going out the day before he arrived and running through every detail. Parking, where there may be a bottleneck in the crowd, media interviews and more. By handling those details, McCarthy said she could be the “bad guy” when it was time for Palmer to leave — unless he didn’t want to. “Frequently, we’d adjust,” she said, with a laugh. One of those times came when Palmer was visiting TPC Twin Cities near Minneapolis and playing the back nine with former Minnesota Gov. Jesse Ventura. “They were having a blast,” McCarthy said. Palmer came over to her and said, “My buddy wants to play the front nine.” Time to adjust. Palmer would attend an already-scheduled news conference, while Ventura played the first hole. The two would then meet on the second tee. “They had a very relaxed eight remaining holes,” she said. The two may have seemed like an unlikely duo, but Palmer had a connection with everybody he met, McCarthy said. “It’s been said a number of times that he spoke in the same tone to the plumber as he did to queen,” she said. “And he’s met the queen.” McCarthy said she didn’t think Palmer always realized the impact he had on his fans. Taking the time to meet them, make eye contact with them and always listening when they had a story to tell. Oftentimes, they brought memorabilia to events for Palmer to sign. Cherished memories that had been left to them by their father or mother. Other times, they shared stories about how their father or uncle had caddied for him or another tale from the past. Generally, there was something in a fan’s story that would trigger a memory for Palmer. “That connection he made with fans was just remarkable and priceless for them,” McCarthy said. Palmer’s legion of fans never dwindled, she said. Arnie’s Army stayed faithful. “It was always Arnie’s Army,” she said.
‘Cool’ moments
Palmer was just as loyal to his employees, making them feel at ease from that first meeting. He also was interested in their families and enjoyed finding ways to show that. McCarthy laughs when she recalls the first time her sons, Trey and Christopher, met Palm-

er. The family was at the Palmer-designed Bay Hill course in Orlando, when she called to see if Palmer had time for a visit. Sure, his wife said, come on by. As they walked into the workshop at his home, the boys’ first image of Palmer is one that’s pretty memorable. Palmer had a golf club in one hand and a blowtorch in another. Christopher summed it up well. “Wow, that’s cool,” he said. McCarthy also cherishes the time in 2010 when, at the last minute, she asked Palmer if there were two seats available on his plane heading to the Masters tournament There were. She surprised her husband, Jim, with his first trip on Palmer’s plane for a two-day visit to the tournament in Augusta, Ga. “For us to fly up like that, that was so cool,” she said. The next summer, the company downsized and cut 75 percent of the employees. Though McCarthy was one of them, she maintained a friendship with Palmer. McCarthy learned about Palmer’s death Sunday through social media. She knew he had been frail and was nursing some injuries. She also knew he had been scheduled for cardiac surgery Monday morning. She called Sunday night and talked to a woman she knows who worked for Palmer. The woman had shown him the photo of McCarthy’s granddaughter and said he was “very pleased” about Ainsley. Despite working closely with Palmer for nearly 18 years and staying friends long after that, McCarthy never called him by his first name. It was always Mr. Palmer. “That’s just the way I was raised,” she said. McCarthy said their relationship was one that was “truly an honor and a privilege” to have. Clinton, Trump head back to Florida
By Jim Saunders The News Service of Florida Get ready, Florida voters. You’re about to see even more of Donald Trump and Hillary Clinton. After Monday night’s ballyhooed presidential debate, Trump and Clinton will quickly try to grab momentum in Florida. The Clinton campaign didn’t wait for the debate to start, dispatching vice-presidential candidate Tim Kaine to the critical state ahead of time to try to lock down votes. Trump is scheduled to jet into Florida today for a 7 p.m. appearance at Melbourne International Airport. Trump probably doesn’t have to worry much about winning Melbourne and surrounding Brevard County, solidly Republican territory where GOP voters outnumber registered Democrats by about 40,000. But Trump and Clinton both need party loyalists to turn out in the Nov. 8 election.
That likely explains Clinton’s plan to campaign Friday in Broward County, the place where Democrat candidates always go to try to amass votes. Broward was also friendly territory for Clinton during her fierce presidential Clinton primary against Vermont Sen. Bernie Sanders, with Clinton scooping up about 72 percent of the vote in the county. Also during her campaign swing Friday, Clinton is scheduled to go a little ways up Interstate 95 to St. Lucie County. While St. Lucie is a mid-sized county, registered Democrats outnumber Republicans, and the county went heavily for Clinton in the presidential primary.

the city’s independent authorities to support the office. While running the Independent Police Review Authority, Ando had more than 100 employees and a budget of almost $8.3 million. That organization investigated all officerinvolved shootings and alleged misconduct investigations. When he started, there were roughly 6,000 complaints a year, 1,500 of which were kept inhouse and divvied up among investigators, he told the committee. The average caseload was about 35 per person, which he called “absolutely unmanageable.” Ando was at the authority from October 2011 to December 2015, leading the organization starting in January 2013. He told the committee he was able to improve morale and drastically cut the backload of cases to seven to eight cases per investigator. Additionally, cases weren’t backed up three or four years. When he left, it was just under 18 months. Ando’s departure from the office wasn’t exactly traditional. He resigned in December shortly after the U.S. Department of Justice announced an investigation into practices of the Chicago Police Department. He brought up his departure during his interview and said Monday he did so to be forthright. City Council Vice President John Crescimbeni, vice chair of the committee, said Monday what he found in his online research about Ando’s resignation often had different perspectives. The conflicting accounts led him to not put a lot of credence to the various reports. “I felt like it was Chicago politics as usual more than anything else,” said Crescimbeni. He ranked Ando just behind Hoffman, whom he said he gave an extra point to because he is
a veteran. Crescimbeni said he would have been happy with either candidate taking the job and that Ando was articulate and came with more experience. Committee member Marc Hassan ranked Ando as his top choice following the interviews. He said Monday he thought Ando would be able to communicate the office’s role and findings in a relatable way to the community and came wellprepared for the interview. Ando researched the office and relayed information as such during his interviews. He also was the only candidate to ask the committee questions. As for Ando’s departure in Chicago, Hassan said he thought the entire committee knew about it. Additionally, the city’s human resources department researched and contacted references for Ando and all the candidates before putting them forth. While the committee didn’t inquire about his past, Hassan said Ando brought the topic up himself. “Mr. Ando did himself address the elephant in the room,” said Hassan. If Ando accepts the offer, his appointment would be subject to council approval. If he doesn’t, the office would still be in search of its next inspector general — a situation that could be resolved a couple of ways. The group could move to the next highest-ranked candidate, as Hassan suggested. Or it could put out another call for candidates, as Crescimbeni suggested. Crescimbeni said he would be disappointed because much time already has been invested in the search, but he wants the right person in place.
While Clinton works Southeast Florida, her husband, former President Bill Clinton, will campaign Friday and Saturday across the top of the state. Although full details had not been released Monday, Bill Clinton is expected to make stops in Panama City, Tallahassee and Jacksonville. Tallahassee, home to a large number of government workers and two state universities, is a Democratic stronghold. Also, while Jacksonville typically goes for Republicans in statewide races, it has a large number of African-American voters — a group Hillary Clinton is looking to turn out. Bill Clinton’s plan to campaign in Panama City is a little more unusual, as Republicans dominate Northwest Florida. Bay County, which includes Panama City, has nearly two times as many registered Republicans as Democrats. Meanwhile, Kaine, a Virginia senator, tried to rally support for Clinton
in advance of the debate. He appeared Sunday in Miami and was in Lakeland and Orlando on Monday, including attending a debatewatching party at Church Street Station in downtown Orlando. He also was expected to Trump make an appearance Tuesday morning in Orlando. Florida’s 29 electoral votes are among the biggest prizes in the presidential election, making up more than 10 percent of the 270 electoral votes needed for victory. Recent polls have showed Trump and Clinton in a virtual dead heat in the state, with a Suffolk University poll last week giving Trump a one-point edge — a statistical tie.
Skimmer and trafficking laws hit books Saturday
By Jim Turner The News Service of Florida County elections supervisors are up for pay raises, while penalties increase for trafficking in the modern version of food stamps and for stealing credit-card information at gas pumps, under new laws that go into effect Saturday. Those changes to state laws are among 26 that take effect this weekend after being crafted during the 2016 legislative session. Lawmakers sent 272 bills to Gov. Rick Scott from the regular legislative session, which ended in March. Scott vetoed three and signed the rest. The majority of the new laws, including the state’s annual budget, went into effect July 1 or immediately upon receiving Scott’s signature. Here are some of the laws that will take effect Saturday:
House arrest
House Bill 75, which expands rules regarding electronic monitoring devices. The measure makes it a third-degree felony to ask another person to remove or help circumvent the operation of a monitoring device.
EBT cards
Senate Bill 218, which is aimed at reducing trafficking in electronic-benefit transfer cards. The cards, commonly known as EBT cards, are a higher-tech form of food stamps and help provide food assistance to low-income Floridians. The measure, in part, would make it a first-degree misdemean-
or to have two or more EBT cards and sell or attempt to sell one of the cards. A second offense would be a third-degree felony.
Disabilities protection
HB 387, which is named “Carl’s Law” and increases civil and criminal penalties when victims are people with disabilities. Carl Stark, a 36-year-old autistic man from St. Augustine was shot and killed in 2015 after being targeted by teenagers looking to steal a car.
Threats
SB 436, which makes it a second-degree felony for making false reports about using firearms in a violent manner. The law also makes it a first-degree misdemeanor to threaten with death or serious harm a law enforcement officer, state attorney or assistant state attorney, firefighter, judge, elected official or any of their family members.
Supervisors’ pay
SB 514, which adjusts salaries for county supervisors of elections to be calculated the same as for clerks of circuit court, property appraisers and tax collectors. The Legislature’s Office of Economic and Demographic Research has indicated the change will result in $1.2 million in salary increases, which averages to an $18,540 increase per county.
Human trafficking
HB 545, which prohibits people under 18 from being prosecuted for prostitution and makes clear
that sexually exploiting a child in prostitution should be viewed as human trafficking. The measure also increases the penalty for people who knowingly rent space used for prostitution.
Electronic skimmers
SB 912, which is part of a crackdown on illegal electronic skimmers that have been found on gas pumps and ATM machines. The measure, backed by Agriculture Commissioner Adam Putnam, increases the penalties for people who possess counterfeit creditcard information. The proposal also includes requirements for gas-station owners and managers to use security measures on selfservice fuel pumps.
Spiny lobsters
SB 1470, which revises rules dealing with stone-crab traps and spiny-lobster traps. In part, the law makes clear a person with fewer than 100 undersized spiny lobsters may face a misdemeanor violation for each of the undersized crustaceans. Possessing more than 100 undersized spiny lobsters is a third degree felony offense.
Official corruption
HB 7071, which is intended to ease the legal threshold to prosecute officials involved in public corruption. Rather than proving an official acted “with corrupt intent,” prosecutors will need to show the person “knowingly and intentionally” engaged in the corrupt act.
