Charisma lands Navy attorney IG job Hoffman could make up to $130,000 for the position

James Hoffman never had a job interview outside of the Navy before Monday. He was an alternate candidate interviewed for the city’s inspector general job. As one member of the hiring committee commented, the Navy general counsel’s experience was the furthest away from an inspec-

tor general position among five candidates interviewed. Hoffman’s background in audits was lacking and he admitted experience was his biggest weakness. Yet, he had charisma and communication skills that impressed the Office of Inspector General Selection and Retention Committee enough to make him the top choice for the fledgling office. With construction underway, Jollibee is expected to open its first Jacksonville location in mid-December at southwest Atlantic and Kernan boulevards in Southside. It will be the forerunner for expansion of the largest fast-food chain based in the Philippines. “It will be our first in Florida and yes, there will be more Jollibee (restaurants) in the entire state,” said Agnes Briones, director of new markets for Jollibee North America, in an email Monday. Briones said the Jacksonville Jollibee will be company-owned. She said the company will announce the precise opening date when confirmed. Until Monday, the company had not indicated a specific time frame. The restaurant’s menu includes what it calls its all-time favorite Chickenjoy, which is fried chicken, as well as Jolly Spaghetti, Yum Burgers, Fiesta Noodles, a sandwich collection that includes Spam and corned beef, and Chicken Dippers. It also serves breakfast and desserts, including peach mango pie, the Ube Pearl Cooler and Buko Pandan Pearl Cooler. Its more than 30 U.S. locations comprise more than 20 in California along with stores in Hawaii, Illinois, Nevada, New Jersey, MATHIS CONTINUED ON PAGE A-4

Monday, the committee voted unanimously to extend an offer to make Hoffman the second inspector general, succeeding Tom Cline, who left after about a year. “I’m OK going outside the box,” said City Council member John Crescimbeni, vice chair of the committee. Crescimbeni noted Hoffman was a 180-degree turn from Cline, who had vast experience but was

criticized for not communicating enough about the office that identifies fraud, waste and abuse in city government. Council and the committee in the past few months have made it a point of emphasis that the next inspector general be more active in working with city departments and the independent authorities. To that end, Hoffman told the committee public outreach was INSPECTOR CONTINUED ON PAGE A-2

Vining’s career took off from the start By Maggie FitzRoy, Contributing Writer

Anita Vining was working as a marketing manager’s administrative assistant in Orlando when the office was closed down. The human resources manager asked Vining what she was going to do next. She had no idea. “Go into real estate,” Vining recalls him telling her.

It turned out to be great advice, although she didn’t follow it immediately. She and her husband, Pete, moved to Jacksonville first, where she was a stay-athome mom. It was only when her children entered high school that she felt the time was finally right. She joined a small boutique firm, for what she expected would be a part-time gig. But it didn’t turn out to be that at all. “I’ve been full time ever since,” Vining said. “I got immediately addicted to real estate.”

Her first listing, in 1994, was a friend’s house on the St. Johns River and her business quickly mushroomed from there. Vining and her family were living on the river in Beauclerc at the time and she used her contacts to obtain even more waterfront listings. In each of her first two years in the business, she reached $5 million in sales. Then she joined Prudential — now Berkshire Hathaway HomeServices Florida Network Realty — and her success skyrocketed. She has been with the company for 20 VINING CONTINUED ON PAGE A-3
