Change at top for Stein Mart

Stein retiring as CEO, retail industry veteran Robertson taking over Stein Mart Inc. on Tuesday morning announced Jay Stein is retiring as CEO and named a longtime retail apparel executive to succeed him. Dawn Robertson, the new CEO, has more than 25 years of experience in the retail industry, Stein Mart said. The 70-year-old Stein will remain chairman of the company founded by his grandfather more than a century ago, but is giv-

ing up the CEO spot because of “his desire to step back from that position,” the company said in a news release. Jay Stein orig- Robertson inally retired as CEO of his namesake company in 2001 but remained chairman and its largest shareholder, controlling 32.8 percent of the stock, according to Stein Mart’s 2015 proxy statement.

Recruiter signs on to market District

A group that represents a new highprofile St. Johns Town Center area shopping center also has signed on to recruit retailers and restaurants to the proposed District project on the Downtown Jacksonville Southbank. A sign at The District – Life Well Lived – Jacksonville property along the south bank of the St. Johns River shows The Shopping Center Group is handling retail and restaurant leasing for the proposed almost 30-acre mixed-use development. It already is handling Town Center Promenade, which recently announced eight retailers and restaurants, including three eateries new to the market, for that 30-acre development. Michael Munz, president of the Dalton Agency PR Group and a partner with developer Peter Rummell in RummellMunz Equity LLC, said Monday The Shopping Center Group has been onboard for several months and representatives have been attending trade shows, scheduling meetings and working the retail side of the project. “I would categorize the response we have received as very positive,” Munz said. Don’t look for immediate announcements, however. “While we have quite a few very interested tenants and are engaged in very active conversations, we will not be announcing anything specific until we have prospects under contract,” he said. Stein resumed the role of CEO on an interim basis in 2011 as the company began a search for a new leader but after two years, Stein decided to keep the job himself and take the “interim” tag off his title. Stein Mart last week reported adjusted earnings of 58 cents a share for the fiscal year ended Jan. 30, down from 72 cents in fiscal 2015, after disappointing sales in the latter part of the year. Robertson, 61, has a history of coming in to retailers that are looking for a turnaround,

including a stint as president of the Old Navy division of Gap Inc. Most recently, she became CEO of Deb Shops Inc. in Stein 2013, but that retailer filed for Chapter 11 bankruptcy in 2014 and closed its stores last year. Deb Shops still exists as an online retailer. “Dawn brings with her over

25 years’ executive management experience at major retailers and department stores,” Stein said in the news release. “With her leadership and industry knowledge, she will help us build on our growth initiatives and bring a fresh focus to our company and merchandising organization that will benefit us immensely,” he said. Panel holds off on summer camp money By David Chapman, Staff Writer Mayor Lenny Curry’s goal of adding to $1.9 million to Jacksonville Journey anti-crime programs mostly made it out of the City Council Finance Committee intact Monday. Mostly. The committee set aside $350,000 slated for summer camp programs after Vice President Lori Boyer raised concerns about the level of funding already in place for those activities and how the new money would be used. The city’s summer camp program is administered by the Jacksonville Children’s Commission, which has a budget this year of $2.4 million for the camps. It was boosted to that total Feb. 23 when council provided $701,000. That money came from the commission’s fund balance to provide access for five weeks this year

to another 1,870 children. “It’s kind of exploding,” Boyer said in an interview Monday evening. The additional Journey funding for camps was introduced last week. Boyer said if she had known more money was to be pegged for the summer camps, she would have asked for information and time to review. Additionally, the recommendation for the Journey-related funds doesn’t exactly match what the children’s commission has in place. The Journey summer camp money is recommended for seven-week programs that have a literacy education component included. The children’s commission camps are five weeks with no literacy aspect. Jacksonville is second in Florida in job growth

Jobs are growing in Northeast Florida at a much faster rate than previously thought, according to the state’s latest data on the labor market. The Florida Department of Economic Opportunity reported Monday that Jacksonville area non-farm businesses increased jobs by 28,100 from January 2015 through January 2016, a 4.5 percent growth rate. That made Jacksonville the second-fastest growing job market in the state, behind a 4.9 percent job increase in the Orlando-Kissimmee-Sanford metropolitan area. Florida’s statewide growth rate was 3.3 percent in the 12-month period. The Department of Economic Opportunity’s previous labor market report showed a 2.7 percent growth rate for Jacksonville from December 2015 through December 2016. However, when the agency issues its data for January, it recalculates the data from the previous year — which is why the January data is not released until March. The agency also Monday said the unemployment rate for the Jacksonville metropolitan area — Duval, Baker, Clay, Nassau and St. Johns counties — rose from 4.5 percent in December to 4.9 percent in January. That’s a normal trend as businesses downsize after the holiday season and the agency does not adjust the data for seasonal factors. However, when the data is seasonally adjusted, it shows the area’s unemployment rate fell from 4.77 percent in December to 4.53 percent in January, according to the University of North Florida’s Local Economic Indicators Project, or LEIP. Duval County’s unemployment rate rose from 4.8 percent in December to 5.2 percent in January, before seasonal adjustment. But even after adjustment, it still rose from 4.69

UNF economist Paul Mason said the outlook for the Jacksonville economy remains encouraging this year. “I continue to believe, locally and nationally, there’s a lot of positive news out there,” he said. However, Mason is concerned the international economic outlook is not as strong. The Department of Economic Opportunity’s data from business payrolls shows growth in just about every major industry sector in Northeast Florida. The strongest growth is in the leisure and hospitality sector, which added 8,200 jobs in the 12 months through January, an 11 percent rise. The construction industry also was strong, growing by 8.7 percent. The state agency added a new industry sector to its reports this year, mining and logging. That was one of the few sectors to show no growth in the Jacksonville area, with employment unchanged at 400 jobs in the 12-month period. Davis receives ‘Distinguished Eagle’ honor By Max Marbut Staff Writer It’s not easy to surprise a member of the federal judiciary, but that’s what happened Monday when U.S. District Judge Brian Davis was honored with the Distinguished Eagle Scout Award. At a luncheon hosted by the Rotary Club of Jacksonville, Davis was joined by 47 of the 251 members of the North Florida Council Boy Scouts of America Eagle Scout Class of 2015. Davis thought he was invited to extoll the virtues of Scouting and what it meant to him to be an Eagle Scout. But he was called to the podium to accept the honor. “This is truly a surprise,” Davis said. The award was first bestowed in 1969 and since then, 2,100 Eagle Scouts have been recognized for applying what they learned as a Scout in their adult lives, said 11th Circuit Court of Appeals Judge Gerald Tjoflat. Previous recipients include astronauts, generals, admirals, members of Congress, governors and leaders in business and education. Davis is only the fifth federal judge to receive the award, said Tjoflat. Davis recalled his interview before the Judicial Nominating Commission that led to his appointment to the federal bench in 2013. He said when he walked into the room, he appeared calm on the outside, but was anything but calm on the inside as he faced the 20-member committee. When the first question was to explain why he thought he was qualified to serve as a federal

Davis judge, Davis replied by reciting the principles of the Boy Scout Law. “I said. ‘I am trustworthy, loyal, helpful, etc.,’” Davis said. “It made them laugh, but it allowed me to take a breath and the rest is history.” North Florida Council Scout Executive Jack Sears said one of Davis’ most important contributions to the community and Scouting is his involvement with the local Urban Scouting program. The group serves young men in some of the city’s most challenged neighborhoods, including the Eureka Garden and Cleveland Arms apartments. “It allows young men without the necessary financial resources or parental support to participate in Scouting,” Sears said. Urban Scouting began in Jacksonville when Davis was an assistant state attorney in the 4th Judicial Circuit. After one of the late Realtor Dan Jones’ children was assaulted, “rather than seeking revenge, he came to the State Attorney’s Office looking for ideas to reach into the underserved communities,” Davis said. The program has grown over the years, supported by a $3 million endowment that began with

a $1 million gift from Robert and Monica Jacoby plus $2 million in donations from other philanthropists. “We average about 600 young men in the program each year. They get the full Boy Scout experience,” said Sears. Tjoflat said Davis has used what he learned as an Eagle Scout in his career as an attorney and judge. He cited contributions Davis has made to local social service organizations and serving on local and state committees that studied children’s legal issues and domestic violence. Davis also was instrumental in establishing a mental health court in Nassau County. Davis offered a statistical analysis of young men who are Scouts. He said of 100 boys who join the organization, about 30 will drop out for one reason or another. Among those who dedicate themselves to Scouting, less than 1 percent will appear before a juvenile court judge, 12 percent will have no exposure to religion other than what they receive through Scouting and about 50 percent will serve in the military. “At least one will have the privilege of saving another’s life,” Davis said. Eagle Scouts represent 16 percent of the appointees to the U.S. Military Academy at West Point, 12 percent of appointees to the Air Force Academy and 11 percent to the Naval Academy. “Eagle Scouts become leaders in life,” said Davis. Dozens apply for insurance, revenue jobs

A lawmaker from South Florida and one of Gov. Rick Scott’s former appointees to the Citizens Property Insurance board are among the applicants to become the state’s insurance commissioner. Scott and the Cabinet — Agriculture Commissioner Adam Putnam, Chief Financial Officer Jeff Atwater and Attorney General Pam Bondi — are expected to get short list of recommendations next week from their aides, who will sift through 55 applications for the insurance post. Another 110 people have applied to become executive director of the Florida Department of Revenue. Among those applying for the insurance commissioner job were state Rep. Bill Hager, a Delray Beach Republican who previously served as Iowa’s insurance commissioner; John Rollins, a former member of the Citizens Property Insurance Board of Governors who is now the agency’s chief risk officer; and Belinda Miller, chief of staff at the Office of Insurance Regulation.

The Department of Revenue job has drawn interest from an array of candidates, including Leon Biegalski, who for the past year has been deputy secretary of the Department of Business and Professional Regulation and Robert McKee, chief economist at the Department of Revenue. Finalists for both positions are expected to be discussed at a March 29 Cabinet meeting. Kevin McCarty, who has been the state’s only appointed insurance commissioner since the Office of Insurance Regulation was created in 2003, announced in January he would step down May 2 from his $134,157-a year-position to explore “other career opportunities.” In December, Department of Revenue Executive Director Marshall Stranburg said he was leaving his $129,000-a-year job effective April 1 to take a post in Washington. McCarty and Stranburg were both targeted for removal by Scott a year ago after Cabinet members questioned the governor over the abrupt departure of Florida Department of Law Enforcement Commissioner Gerald Bailey.

Rummell and developer Michael Balanky formed Elements Development of Jacksonville LLC to do the deal. They have a contract to buy the riverfront land, which is the site of the former Southside Generating Station, from JEA for $18.5 million. In February, the JEA board approved an extension of the inspection period to Nov. 30, after which the Elements group has 30 days to close. The due diligence inspection period includes on-site reviews and governmental approvals such as zoning, land use and development rights. At the February board meeting, JEA Director of Governmental Relations Nancy Kilgo said developers have “demonstrated much due diligence” and secured several permits needed to develop a retail and residential community, but other permits still need to be granted by the state and city. Munz said Monday the group is talking with the Downtown Investment Authority about the redevelopment agreement, which will need City Council approval. He said his intention is to complete that process by mid-June and close on the acquisition soon after. In November, the DIA allocated development rights for The District to include 1,170 residential units, 200 hotel rooms, 288,500 square feet of commer-

cial and retail space and 200,000 square feet of office space to be developed over three phases. A rendering released in November shows a complex of buildings that includes condos, two apartment structures, two office buildings and a hotel. A 4-acre park fronts the St. Johns River, where developers are seeking approvals for a 125slip marina. The Riverwalk would extend along the property’s riverfront. In December, the team released a rendering for The District Luxury Apartments. The 552 efficiency, one- and two-bedroom apartments are designed to be built above 46,000 square feet of retail space and a 433-space parking garage. Amenities include a swimming pool and an observation deck with a view of the marina. Birmingham, Ala.,-based Equity Resources LLC is the apartment project’s developer. The idea took shape when Rummell decided a mixed-use community focused on healthy lifestyles for all ages could be a larger trend, and he wanted to start it on land in Jacksonville. The 30-acre mixed-use project will add 33,000 square feet of restaurant space and 25,000 square feet of retail space along Town Center Parkway across from St. Johns Town Center. The Shopping Center Group LLC recently announced tenants signed to date and provided details of their size. The Aldi grocery store, the largest tenant so far, will be 17,825 square feet. Three restaurants new to the area will be Red Robin Gourmet Burgers and Brews, at 5,700 square feet; Texas de Brazil Churrascaria Brazilian Steakhouse, 7,000 square feet; and Piada Italian Street Food, 2,800 square feet. Other tenants will be Newk’s Eatery (4,200 square feet); Aspen Dental (3,500 square feet); Mattress Firm (3,700 square feet); and Starbucks (2,100 square feet). While the announced retailers account for all of the retail space, there remains about 11,200 square feet for restaurant use. The center is expected to open in spring 2017. A spokeswoman for The Shopping Center Group said the group could not disclose the names of tenants before leases are signed. camps, which led to Boyer saying she was uncomfortable with the extra money going toward summer camps that don’t align with the Journey’s intention. The finance committee on Monday placed the $350,000 into a Journey contingency fund for tobe-determined alternative summer programming. Boyer said she would like Journey and children’s commission officials to talk to see if the agency’s summer camps can incorporate the Journey recommendations. Delaying the appropriation ended up helping council member Reggie Gaffney’s cause, too. In Monday’s meeting, he sought that not all of the extra Journey money be earmarked. He wants a little flexibility to readjust and reallocate the funds if better programs or ideas come up. The remaining $1.5 million passed and will go to programs dealing with workforce development for teens and young adults, summer jobs and early learning centers. The funding bill will be heard today by the council Recreation, Community Development, Public Health and Safety along with Rules committees.

Curry reorganization passes first test

Curry’s push to reorganize aspects of the city’s day-to-day operations received an OK from the Finance Committee despite a few questions. Sam Mousa, Curry’s chief administrative officer, was on hand to explain the switches being made, many of which initially were made during one of former Mayor Alvin Brown’s shake-ups. The changes, Mousa said, have goals aimed at cost control and organizational efficiencies — not cost savings. The plan does so in several ways. Mousa and Chief Financial Officer Mike Weinstein will take on more responsibilities of direct reports for a number of areas. That allows the mayor to “focus on the bigger picture,” Mousa said. The Office of Public Parking, minus vehicle inspections, heads to the Downtown Investment Authority, a move that prompted some initial concern from Boyer. She represents the Southbank and San Marco, the latter of which isn’t Downtown but has some specialized parking enforcement. How will parking issues outside Downtown be handled, she asked. The DIA, Mousa said, much like

Boyer said she is generally supportive, but said OED reports to the mayor while DIA reports to its board, not an elected body. Changes it makes might impact areas outside Downtown. “If things don’t work, we come back to you and change them,” Mousa said in response. Outside of that, council members liked the changes. Committee Chair Bill Gulliford suggested the changes were going back to around 2007-08 when things seemed to work better. That included a time when the Neighborhoods Department was up and operational, much like Curry plans to do with this reorganization. The plan passed by a 6-0 vote; the Rules Committee will have a chance to review it today.

‘Project Star’ ready for council

An economic deal that would create a Jacksonville headquarters and create 100 new jobs received the go-ahead by the committee. It would be the first U.S. presence for the unnamed privately owned international company. Code-named “Project Star,” deal details match those of Scotland-based City Refrigeration that has wanted to move to the Southside. Kirk Wendland, city Office of Economic Development head, told the Finance Committee the project has “been around for some time,” and city leaders met with company officials during the Jacksonville Jaguars game in London. Of the 100 jobs that would be created, 51 would be covered by $353,000 of city and state incentives. The city’s portion would be $230,600, consisting of grants from a jobs and real estate-related programs. The state’s share would be $122,400 through the grants grant. The jobs would be in place by the end of 2017 and the company also would invest a minimum of $5.7 million in information technology, equipment, furniture and real estate improvements. Operations would open immediately upon incentives being approved, Wendland told the committee.
