Sheriff Mike Williams has short-term help through extra overtime funds when it comes to combating Jacksonville’s crime problem. It’s the long view he’s working on now, an effort he said will be helped through a $180,000 partnership with the John Jay College of Criminal Justice. The college is part of the City University of New York and has a dozen centers that focus on elements of crime. They include a National Network for Safe Communities, a Center on Race, Crime and Justice and a Center on Terrorism. Williams called it a “foundation of a longterm solution” when pitching for the funding to the mayor’s budget review committee, which signed off on the Williams money and will forward the request to City Council. The $180,000 will come through asset forfeiture money from drug cases and will provide funding for a year in the John Jay program. The benefit is threefold, the sheriff said. It gets the Jacksonville “a seat at the table” with other cities in the program in the partnership. Doing so taps into their crime-related data and can help determine what cities are facing and what they’re doing that’s working and not. It also allows the John Jay College program to act as another set of eyes on the Jacksonville Sheriff’s office’s own data. Williams said the program is noted for helping cities in their community outreach efforts on crime. Williams continued on Page A-4

Air-Van doubling size in North Jacksonville move Jacksonville-based Air-Van Inc. will relocate in North Jacksonville and almost double in size. The transportation company expects to move in May from 60,000 square feet of leased space in the Jacksonville International Tradeport to 110,000 square feet in the Alta Lakes Commerce Center. Air-Van Vice President Steve Wright said the company is expanding its business model and needs a larger area. “Moving closer to the Jacksonville ports will improve our position in the market and gives us the advantage we need to accomplish our goals,” he said. Wright said the Tradeport loca-

tion, at 13845 Alvarez Road, No. 100, is about 23 miles from the JaxPort Blount Island Marine Terminal and TraPac Terminal. The Alta Lakes location, at 11070 Cabot Commerce Circle, is less than 5 miles from Blount Island and TraPac and about 10 minutes from the Talleyrand Marine Terminal, he said. He said the company has 27 employees and will add three or four positions this year. It has a sister company, AVi Logistics, in the Regency area that offers nationwide truck brokerage services. Wright said the 29-year-old Air-Van started as a pickup and delivery company for Jacksonville International Airport, providing deliveries for late arriving passenger luggage and small parcels coming into the airport. Air-Van has grown from its domestic services portfolio to include operating a Customs Bonded – Container Freight Station for international shipments entering the United States, including final mile delivery. Other services include regional freight pickup and delivery; warehousing and distribution packing services; ocean drayage services; consolidation and crossdocking; container loading and unloading; trade-show pickup and deliveries; and special project services. It has operated at the Tradeport for at least 20 years. Wright said Air-Van operates 17 trucks and trailers that handle local pickup and delivery within 100 miles of Jacksonville, including southern Georgia. He said it continues to look at opportunities to expand its footprint using its fleet of trucks and drivers to serve its customers’ needs. Air-Van also works with a few larger direct shipper accounts, such as General Electric. Wright said Air-Van has the transportation equipment to pick up cargo at the port, bring it to the facility, unload the cargo and handle it as the customer requests. Alta Lakes Commerce Center is owned and managed by Cabot Properties Inc. The 65-acre industrial park’s first phase consists of four buildings totaling about 570,000 square feet. The second phase is available for build-to-suit development of up to 200,000 square feet on about 11 acres. Tenants include Sam’s Club, Recall information management, AJC Logistics, Spectrum Logistics and Survitec survival products. Boston-based Cabot Properties is a private equity real estate investment firm that buys, develops and operates industrial properties in North America and the United Kingdom. Formed in 1986, it invested $6.3 billion in industrial real estate and manages more than 3,000 tenants in more than 145 million square feet of space. It has invested $59.4 million into 932,785 square feet of

space in the Jacksonville market, according to its website.

Aldi possible at Promenade

A grocery store is shown, but not identified, on the site plans for the Town Center Promenade soon to be under development across from St. Johns Town Center. Just one chain operating in Northeast Florida matches the size of the almost 18,000-squarefoot store. That’s Aldi, whose typically store averages about 17,000 to 18,000 square feet, according to its site criteria. Aldi was noncommittal but did not deny a Promenade site. “There are many factors involved when we open a new location, so we can’t always confirm new locations in advance,” Aldi replied to a Facebook message asking about opening at the Promenade. It said to check for upcoming grand openings on its website, but none is listed for that location. Property representative Tom Mundy with The Shopping Center Group said previously a national grocery store had signed a lease and he could not comment when asked if it was Aldi. Stores at the Promenade are expected to open in the second quarter of 2017. Just in case shoppers thought the grocer might be Trader Joe’s, its stores are smaller and, in any case, the company said it isn’t them. “Another Jacksonville, Florida location is not in our 2 year plan at this time,” said Trader Joe’s spokeswoman Alison Mochizuki by email. Other stores in the market that average larger than 18,000 square feet are The Fresh Market, Earth Fare, Walmart Neighborhood Market, Whole Foods Market, Publix and Winn-Dixie. Aldi also makes sense because it is on a growth path. It runs 1,500 stores in 32 states and expects to operate nearly 2,000 by the end of 2018. The no-frills chain was founded in 1961 in Germany. It opened its first U.S. store in Iowa in 1976. Aldi US is headquartered

in Batavia, Ill. Its Northeast Florida stores are in Middleburg, St. Augustine and at 9041 Southside Blvd. in Jacksonville.

Ullmann Financial buys Beaches office

Ullmann Financial Group will move this spring from leased space in Ponte Vedra Beach into an office building its leaders have acquired. Ullmann Financial Group leaders Glenn Ullmann and Deanna Brown, through 1540 The Greens Way LLC, bought the Jacksonville Beach property at that address for $1.1 million. Ullmann said Tuesday the move almost doubles the size of its space, from 2,500 square feet to about 4,400 square feet. He estimates it will take about three months to renovate the structure. The company has nine employees and might add one more, he said. The deed and a $1.1 million mortgage from Atlantic Coast Bank were executed and recorded Friday with the Duval County Clerk of Court. Ullman and Brown are managers of 1540 The Greens Way LLC, which bought the property from Language Services LLC, whose president is Michael R. Batten. The property comprises a 4,316-square-foot, single-story office building developed in 1995 on three-quarters of an acre. The purchase also includes a retention pond. Ullmann Financial operates at 5000 Sawgrass Village Circle, Suite 25, in Ponte Vedra Beach. Ullmann said the design firm is Designmind LLC, led by Larry Wilson and Rebecca Davisson, and the contractor is New Century Construction, led by Mike Cascone. It offers financial planning services to individuals, families, business owners and corporate executives. Forever 21 is shutting its fashion retail store March 20 at St. Johns Town Center, laying off 63 employees. Much merchandise was marked down by at least 30 percent as of Monday. The company filed a Worker Adjustment and Retraining Notification Notice on Monday with the state, citing the number of layoffs and the date. Ken Daga, manager for service and training at the store, said the company had operated the 16,000-square-foot store at the Town Center for six or seven years. He said the chain is not renewing the lease, although he said he could not comment about why. The store is at 4663 River City Drive. Forever 21 also has a store at The Avenues mall 7 miles south of the Town Center. The Los Angeles-based company sells women’s, men’s and children’s clothing and accessories and focuses on current trends at value prices. The Town Center store stocks only women’s goods. Forever 21 was founded in 1984 and operates more than 730 stores in 48 countries. The company’s closing comes after the Aerosoles women’s shoe store in the Town Center closed in January at 4712 River City Drive.

On Monday, the Florida Senate’s Finance and Tax Committee unanimously approved Curry’s push for a half-cent sales tax extension that would be used to pay down the city’s crippling $2.7 billion in unfunded pension liabilities. If approved in Tallahassee, the plan would need City Council and voter approval among others, but the Legislature is the first necessary step. The proposal was approved by the Senate’s Community Affairs Committee and House Finance

& Tax Committee in late January. That leaves just the Senate Rules Committee and House State Affairs Committee. The latter has it on its agenda Wednesday. Bill sponsor Sen. Rob Bradley, R-Fleming Island, presented the legislation Monday to the group, guiding it through a series of amendments. Most were technical, although one clarified the tax would terminate Dec. 31, 2030, or when the pension plans reached or exceeded 100 percent funded, whichever comes first. In previous pension reform discussions locally, when the question of what “fully funded” meant was brought up, some considered 80 percent to be a man-

ageable threshold. The Senate amendment locks in the timeframe and protects taxpayers, who must decide whether they will tax themselves to solve the issue, Bradley told the committee. There was no debate on the bill, but a couple of questions were asked. One in particular came from Darren Soto, D-Kissimmee, who wanted to know exactly how Jacksonville’s pension problems became so bad. Investor Brandon Mardenfeld regularly buys homes through foreclosures and tax sales. He is as inclined to invest in a $125,000 home as he is one for $500,000. He says that strategy is for efficiency’s sake — he’s a huge subscriber of “time is money” — and to avoid having to write big checks up-front. “I like to consider myself as a borderline hedge fund manager,” he said. Mardenfeld curses a lot, doesn’t network much with his Realtor peers and passes on seminars and other education opportunities. “I go by the beat of my own drum,” Mardenfeld said, as he showed his latest investments — seven single-family homes in largely middle-class Jacksonville neighborhoods from San Souci to Avondale to the Westside. Mardenfeld typically chooses Fridays to check on his properties, mostly acquisitions through foreclosures and tax sales. The Duval County Clerk of Courts office administers the auctions online Mondays through Thursdays. “Fridays, I start winding down from all of the auctions and check on my properties to see who’s doing what, what needs what and whether my subs are (expletive) drunk on the job, you know,” he said. That’s Mardenfeld. Candid. Transparent. Playful. Sometimes vulgar. “He’s a goofball, but he’s a lot smarter than he acts,” says Mardenfeld’s assistant, Sallie Fulmer. “And he knows the business from tip to tail.” The two met five years ago when Fulmer bought a house from Mardenfeld. She’s been working for him since early 2015.

“He’s very business-oriented at the same time he’s got a train horn in his truck,” she said. Mardenfeld says focusing too much on work and not enough on family likely contributed to his recent divorce. Still, he says, being attentionchallenged likely has helped his real estate career, particularly as an investor. “ADD. OCD. Everyone thinks it’s a curse. I think it’s a great (expletive) thing because I can do the job of three or four people by myself and not care what other people think,” he said. He shares custody of his three kids with his ex-wife. “I’m managing the work thing better now,” he said. From the Ford F-150 that serves as his mobile office, Mardenfeld paused during an interview to complete the $15,000 sale of a Springfield home he bought for $6,800 at a tax sale two days earlier. “The house isn’t bad; it’s already remodeled. It’s just in a (expletive) neighborhood,” he said. “All I had to do is change the locks.” Indeed, he readily pursues properties in horrible condition. “The crappier the house is, the bigger the opportunity is, a lot of the time,” he said, jokingly referring to holes in roofs as “skylights.” “You just have to know what you’re doing,” he said. Because many of the houses he purchases are long-abandoned, the post-purchase scrutiny of new acquisitions is often hairy for Mardenfeld. He says on occasion, he’s had

to pull his .22 Magnum from his pocket to encourage a squatter to make a quick exit. “This is a nasty little thing. It’ll do what needs to be done,” he said, while holding the weapon. Mardenfeld says when buying and selling investment property and rehabs, he sets out to make at least a little more than 15 percent profit. Of hundreds of investment deals he’s made over the past five years, he says he’s only had two or three losses. “There’s other people who do it (in Jacksonville), but I don’t think they do it as carefully as I do ...” Mardenfeld said. “The partners I deal with are very trusting. ... I can buy whatever I want. I’ve got carte blanche to whatever money I need.” Mardenfeld readily provides advice to people who ask him to share secrets of his success, including that reality television shows largely don’t reflect what he’s experienced in the business. “I have a lot of people come to me who have just watched HGTV and they want to try their hand at it,” he said. “The first thing I tell them is to do their research — to know what they are getting into.” He also advises prospective flippers to account for the time they will put into the project, properly estimate repair costs, work with qualified buyers and set the right price for the property. Also, he counsels them to keep restoration projects simple. “Make it pretty. That’s really all you need to do,” he said. “If you over-improve it, you’re really wasting your money.”

LGBT protection bill stalls in Senate panel By Margie Menzel The News Service of Florida A bill that would bar discrimination in jobs and housing based on sexual orientation and gender identity stalled Monday at its first-ever committee hearing in the Florida Legislature, but it is expected to be reconsidered. The Senate Judiciary Committee deadlocked on what is known as the “Competitive Workforce Act.” A tie vote typically kills a bill, but a procedural move Monday would allow the bill to be heard again by the panel, which meets Tuesday. The bill (SB 120), filed by Sen. Joseph Abruzzo, D-Boynton Beach, would update the Florida Civil Rights Act of 1992 to add protections for lesbian, gay, bisexual and transgender people in the workplace, public housing and other public accommodations. Although the proposal had been kicking around the Capitol for roughly a decade without a hearing, senators offered little resistance to the idea that LGBT workers should be protected from job discrimination. Instead, most of the discussion focused on whether the bill would permit biological males to use public restrooms intended for women and girls. “We’re caught up in bathrooms,” Sen. Jeremy Ring, D-Margate, said. “My guess is the transgender community has used the bathroom before.” But the question dominated the

Ring discussion. “There’s not a soul on this committee that wants to discriminate against anyone,” Sen. Wilton Simpson, R-Trilby, said. “I’m all in favor of business treating people fairly and accommodating people. (But) the second we go to other public accommodations … you could have a lot of weirdos doing weird things in bathrooms, with men or women, and you could have lots of civil lawsuits pertaining to this. … It has nothing to do with someone’s sexual orientation,” he added. Simpson said the matter was pressing for him and many others, noting he has a wife, daughters and granddaughters. This is a green flag of profitability and a flag of doing the right thing for our employees.” But the bill faces strong opposition from social conservatives such as John Stemberger of the Florida Family Policy Council, who said it would do nothing to stimulate the state’s economy. “It is a fake argument,” Stemberger said. “If they want to argue special rights for gays, then let them make that argument. But let’s not deceive Florida into thinking this is somehow going to stimulate our economy and bring jobs here, because it’s really not.” The bill’s supporters backed an amendment by Sen. David Simmons, R-Altamonte Springs, whom Abruzzo had asked to help resolve the question of public accommodations and other issues. After working with a number of the parties, Simmons offered an amendment that restricted “gender identity” to “a defined circumstance … that has been the subject of medical care and treatment.” The bill’s backers said no local jurisdictions with their own LGBT protections had seen significantly increased lawsuits.

If all goes as planned, Florida lawmakers will get to enjoy springtime outside of Tallahassee this year. Now, lawmakers are starting to consider if an early start to the regular session should be repeated in two years. The House Government Operations Appropriations Subcommittee on Monday backed a proposal (PCB GOAS 16-01) that calls for the 2018 session to begin Jan. 9 rather than in March. Chairwoman Jeanette Nunez, R-Miami, said the early start helps the budget-crafting process and gives people who rely on state funding more time to prepare for changes before the July 1 start of the fiscal year. “There won’t be a need to have any sort of interruption in the regular session like we normally do because of either Easter or Passover,” Nunez said after the meeting. “It also gives agencies, universities, those that depend upon our budgetary decisions, ample time to adapt to whatever decisions we end up making.” Joe Negron, a Stuart Republican who is slated to serve as Senate president in 2017 and 2018, said Monday he supports the proposal. The state Constitution fixes the start of session to the first Tuesday after the first Monday in March in odd-numbered years, but no dates are specified for even-numbered years. Lawmakers support the March start in odd-numbered years as a way to help newly elected freshmen ease into the legislative process. “Those that get elected in November, it would very difficult for them to begin a session in January not having even served on one committee and having to get their bills together,” Nunez said. Two years ago, when lawmakers agreed to advance the start of the 2016 session to January, supporters of the change said, in part, that it would allow lawmakers to be home with their families for such things as spring break. However, at the time critics countered the early session, with pre-session committee weeks starting in September, would conflict with college football in Tallahassee. On Monday, other than some lawmakers joking the proposal is to “freeze” lawmakers from South Florida, no opposition was raised.
