Rummell and business partners Mike Balanky and Michael Munz want to develop the site to create a place where residents can

live “healthily in a cool mixeduse urban setting with multi generations,” according to a news release this morning announcing the name. Munz said the five winners used a version of the word “district” in their suggestions. Their names will be released after they are notified and sign a release form. Each will receive a year of free membership at The District’s “Base Camp,” which will serve as a focal point for the community. Base Camp is an alternative to the traditional clubhouse or town center and is designed to
include hardware, such as fitness equipment, and software, which provides access to wellness and informational resources. The winners’ names also will be listed on the community cornerstone to be unveiled along with other public art work to be displayed around The District. The online contest began this summer and ended in mid-October. Of the 1,150 entries, Munz said 92 percent came from within Jacksonville ZIP codes. Bold City Brewery opening Downtown
$90M project faces 3 more council panels
After three or so hours of offense, defense and a time out, the proposed $90 million in EverBank Field improvements came out on top Monday. The City Council Finance Committee by a 6-1 vote approved the slate of improvements that include new club seats and the construction of a multipurpose indoor practice facility and amphitheater at the Downtown stadium. Three other committees will review the project today. The first victory for the Jacksonville Jaguars and Mayor Lenny Curry’s team didn’t come quickly. Questions like who would keep money from naming rights for the new city venues? The Jaguars would, as they have in past stadium-related deals. How many events does the city get to host? Five, but more when it doesn’t conflict with other events. And how exactly is the city paying for its $45 million share? A portion of the touristdriven bed tax. That last question was the crux for much of Monday’s debate. A third of the bed tax would be dedicated toward the latest stadium improvements. That’s on top of the $43 million the city contributed toward the scoreboards and pools upgrades two years ago. The money is intended to be used for sports complex upgrades and maintenance. In the past five years, the funding source has brought in $4.4 million to $6 million. Based on projected increases of 2 percent to 4.8 percent, it could be as much as $6.4 million to $7.3 million in five years. Yet, dedicating so much for these upgrades had some council members questioning how much would remain for other maintenance needs for the city-owned facilities. Stadium

Taproom will be next to Cowford Chophouse By Carole Hawkins Staff Writer Soon Downtown will be awash in craftbrewed ale. Bold City Brewery plans to open a small craft brewery in Downtown’s Elbow district next year. The company signed a lease last week for the storefront at 109 E. Bay St., adjacent to the Cowford Chophouse. The location was formerly occupied by Forge 3D Printing. The move comes within a year of Intuition Ale’s bid to move Downtown near the Sports Complex. Both homegrown breweries are based in Riverside. Bold City’s Downtown storefront is owned by Jacques Klempf, who in June purchased three units in the building adja-

cent to the Chophouse in order to design a larger kitchen with a specific layout. The deal brought extra offices and the opportunity to lease to a new tenant. Klempf approached Bold City Brewery with the option to lease the space a while back, said Susan Miller, who owns the company with her son, Brian. “We’re doing it for the added exposure of being Downtown,” she said. Klempf said he sought out the Millers as a neighbor because of their company’s professionalism and ethics. Though the Chophouse is expected to carry a full line of beverages, a brewery next door is still a good fit. “Who knows? Maybe we’ll find a way to brew a Cowford crafted beer,” Klempf said. style layout, with a three-barrel brewery in the back of the building and a taproom in the front. The Downtown location will be used to brew and distribute small-batch releases, which are useful to companies that want an unusual brew for a special promotion. “It’s going to be kind of like our test kitchen,” Miller said. “We’ll be able to give our customers more of that variety and we’ll be able to brew it right there.” The taproom will also offer the Bold City Brewery’s main brands — Killer Whale Cream Ale, Duke’s Cold Nose Brown Ale and Mad Manatee IPA. Regency Square Mall signs International Décor Outlet
International Décor Outlet confirmed Monday it has signed a lease for 200,000 square feet of retail space in Regency Square Mall. “We are taking over the entire west wing,” said Sarah Verus, director of operations for Jacksonville-based International Décor Outlet. She said the company will hold the master lease on the space and sublease it to international manufacturers and retailers who will set up showrooms to sell directly to consumers. Verus estimates there will be about 57 units at Regency and expects construction to start on the spaces early next year. “That is going to be filled in over the next year. We intend to fill up that space,” she said. She would not comment on lease terms. Mall owner Mason Asset Management of Great Neck, N.Y., announced the lease Monday. Executives there did not return an email or telephone call for comment Monday. The West Mall stretches from the former central-mall Belk space, now empty, west to the Sears store. The former Belk space is not included in the International Décor Outlet lease. Celebration Church posted on its website that it plans a campus in the Belk space called “Celebration Regency.” Sears and Dillard’s own their stores, which are not included in the International Décor Outlet lease. Torch Bearers Church is leasing space near the Dillard’s clearance center. Regis Salons, one of the last retailers in the West Mall, has closed its Regency presence, according to its website. International Décor Outlet said that space is included in its lease. International Décor Outlet has hung a banner on an entrance on the Arlington Expressway side of the West Mall. The mall, which is at 9501 Arlington Expressway, has consolidated most of its retail stores into the East Mall. International Décor Outlet also is working on a Georgia center. It says on its website it expects to bring 50-100 manufacturers from around the world to the Darien Outlet Center in Georgia within two years and expand beyond that. International Décor Outlet LLC was registered with the state in April. It describes itself as a directto-consumer outlet for manufac-
turers and retailers of interior décor and home-improvement materials. Its managers are Karin Jia Lee and Warren Hickernell. The company is based in Baymeadows. Its website, idooutlet.com, says global manufacturers, including from China, will sell from the storefronts they lease. The company says on its site it expects a grand opening early next year of its first location at the Darien Outlet Center and that it will develop in seven more sites, including Jacksonville. It scheduled a Dec. 8 homeimprovement and décor conference at the Darien Outlet Center. Manufacturers and exhibitors interested in showcasing their products are asked to contact IDO at info@idooutlet.com. The conference will introduce the IDO retail concept. Hickernell said in a news release about the conference that international manufacturers will showcase their products and that residential contractors, interior designers, remodelers and others will attend to establish connections with the manufacturers. The site also says International Décor Outlet will assist entrepreneurs entering the U.S. market to apply for the EB-1 immigration visa. It also will help with visas for spouses and children. It further explains how the EB-1 can lead to a path for permanent residency. “We are walking them through the process. We are not giving them legal advice,” Verus said. International Décor Outlet can provide information and make referrals to immigration attorneys and translators, she said. The EB-1 is “an extraordinary ability classification” for people recognized at the top of their field who are coming to the U.S. to continue work in that field, according to U.S. Citizenship and Immigration Services. Applicants must demonstrate sustained national or international acclaim.

Bealls Outlet. Plans filed with the city show a potential $610,000 renovation of almost 22,000 square feet at 13500 Beach Blvd. for a Bealls Outlet. Stan Sarnowski, director of real estate for Bealls Department Stores, said the existing Bealls is 80,000 square feet. It will downsize to about 58,000 square feet with the outlet’s addition. “We found that we co-exist very well with our Bealls Outlet counterpart, and we had some excess footage there,” he said. Pending final corporate and city approvals, he said construction could be completed in time for a pre-Easter opening. The two stores will have their own entrances and there would not be internal access from the Bealls to the Outlet, he said.
Newk’s buys back 2 units, to open six more
Newk’s Eatery said Monday it bought two franchise-owned locations in the Northeast Florida market and plans to open up to six more restaurants between Jacksonville and St. Augustine. The first new restaurant will open in January in Claire Lane Center in Mandarin. The two that were recently acquired are near River City Marketplace and near The Avenues mall. Newk’s co-founder and CEO Chris Newcomb said Florida is the company’s most rapidly expanding market, with up to 30 new restaurants scheduled to open within the next five years. He said the plan to build-out the Jacksonville market is part of its strategy to add stores in the Southeast and up the East Coast. Over the next year, Newk’s Eatery plans to open new restaurants in six Florida cities, including Jacksonville. In addition, it has a development agreement with a franchise team to open 10 more restaurants in Palm Beach and Broward counties. Newk’s Eatery is based in Jackson, Miss. The fast-casual concept features open-view kitchens and a menu of soups, salads, pizzas, hot toasted sandwiches and more. It operates and franchises about 90 units in 13 states. Charts show debt service payment on the all stadium-related projects sapping more than what’s available. “I am just concerned about having nothing left,” said council Vice President Lori Boyer. Mike Weinstein, Curry’s chief financial officer, said he was confident the bed tax will be “more than enough” to pay the debt service the projects would need. The city would borrow the money, first through commercial paper while rates are extremely low — debt service wouldn’t hit all at once. That would allow the bed taxrelated fund to accumulate more money in the short-term. Eventually, the projects would be bonded with fixed debt. The bed tax is a “very volatile” tax source, said Council Auditor Kirk Sherman. However, there’s been strong growth in the past couple of years since the recession ended. Sam Mousa, Curry’s chief administrative officer, told council members there would be a bill filed in legislation that could increase the amount headed to maintenance funds. The city has not raised surcharge rates on tickets for events at the Veterans Memorial Arena and Times-Union Center for the Performing Arts since the mid1990s. Both are $1, while the Baseball Grounds of Jacksonville events have a 50-cent surcharge. Along with rates for the multipurpose facility and amphitheater, Mousa said the bill would increase rates for those three cityowned facilities. Such surcharges for the new facilities could generate up to $800,000, Mousa suggested, and include a biannual match by the Jaguars. Estimates for the increases at the

City Council member Danny Becton was the lone dissenter in the Finance Committee’s vote on the proposed $90 million upgrades at EverBank Field. other venues weren’t available. Mousa called the deal in place “pretty equal on both sides of the table,” but council member Danny Becton disagreed. He didn’t like the parameters of the deal and peppered Curry administration officials with questions. Despite the 50/50 split for costs, a Jaguars subsidiary would operate and manage the amphitheater and keep all revenue earned from events it put on. It also would be responsible for the costs. Likewise, the city would keep revenue and be responsible for costs for those events it put on. Becton also didn’t like that the city received only five scheduled events. With 60 days’ notice to the team, the city can host other events. You can’t analyze this deal based on how many events each entity put on, Mousa said — and any event in general would add to the city revenue. Weinstein added that deals of this nature have to account for quality of life benefits and this is the “best package” for the city.

Robert Lewis Dear, 57, was expected to appear in court late Monday afternoon to face charges. However, Stemberger said, “We also admonish those on the other side of this issue who are attempting to use this tragedy for their own political gains.” The rally had been aimed at Gov. Rick Scott, despite his opposition to abortion, because Stemberger contends that Scott could do more to cut Planned Parenthood’s funding. Planned Parenthood, which offers reproductive-health and other services, has been under fire for months after the release of controversial videos by the anti-
abortion group Center for Medical Progress. After Scott saw the videos in July, officials from the state Agency for Health Care Administration inspected and issued fines against five abortion clinics — including three Planned Parenthood clinics — citing them for illegally performing secondtrimester abortions. The clinics deny the charges, contending that the state altered its definition of a first trimester in order to justify the administrative actions. But Stemberger has argued for months that Scott could do more to cut Planned Parenthood’s funding, “through Florida’s contract with Planned Parenthood as a Medicaid provider and through Title X (federal family planning) funding, which six other governors and states have discontinued.”
Both the practice facility and amphitheater would be owned by the city. Jaguars President Mark Lamping told the committee that team owner Shad Khan was putting money into the municipal venue because the long-term stability of the team depended on Downtown development. Still, Becton pushed for a more equitable split. A 50/50 deal should have 50/50 splits of revenue and costs. He was the only one who favored the idea and his push to amend the deal fell flat when no other committee member seconded it. Becton ended up the lone vote of opposition. Others will have their chance today in Rules; Recreation, Community Development, Public Health and Safety; and Land Use and Zoning. It is scheduled for a full vote next Tuesday and, if it passes, construction would start just after the New Year and be ready in time for next football season.
Planned Parenthood protest delayed

After a shooting spree at a clinic in Colorado, a conservative Florida group has postponed a rally that had been scheduled next week to protest government funding for Planned Parenthood. The Orlando-based Florida Family Policy Council, sponsor of the “Florida Taxpayer Rally to Defund Planned Parenthood,” said the Dec. 7 event at the Florida Capitol will take place in the spring instead. “This violent and horrifying act by someone who has a troubling and violent past is in complete opposition to the pro-life cause,” John Stemberger, the council’s president, said in a statement. “We believe that we must continue promoting the pro-life message and reiterate the concern we have for every human life, includ-

Florida’s municipalities intend to fight a proposal now before state lawmakers that would take away their ability to set local election dates and could extend the terms of some current elected officials. State lawmakers on Thursday will look at a proposal that seeks to improve local voter turnout by requiring every city, town and village to line up their elections the same day each year. The proposal (PCB SAC 16-04), scheduled to go before the House State Affairs Committee, would require the local elections to either mesh with statewide November general elections in even years, or be held every other year on the first Tuesday after the first Monday in November in odd years. Of Florida’s 411 cities, towns and villages, only 151 — including Miami, Pensacola and St. Petersburg — hold elections in November. Under the proposed bill, a county supervisor of elections could also set a single annual date for all the municipal elections, something that could keep elections in the spring but may be more easily accomplished in smaller, rural northern counties with fewer municipalities. A state analysis of the proposal notes the measure won’t impact state finances, but could cost local governments who would have to bring their charters and ordinances in line with the proposal. David Cruz, assistant general counsel for the Florida League of Cities, said such decisions should be left to the local governments, a principle known as “home rule.” He also said that local issues and contests could get lost on lengthy general election ballots. “Our municipal officials are very concerned about this,” Cruz said Monday, after the league provided reporters an overview of its priorities for next year’s legislative session. “They feel that what happens when you have a November elec-

Pasco County Supervisor of Elections Brian Corley, president of the Florida State Association of Supervisors of Elections, said the proposal appears to provide some flexibility. “This is more of a policy decision ... that probably is an issue between the cities and the Legislature,” Corley said. “Our posi-
tion is we run the elections; it’s something we do as an administrative function for support to the cities.” Of the state’s cities, towns and villages, 52, including Coral Gables, Panama City Beach and Orlando, hold local elections in April. Another 113 municipalities, including Fort Lauderdale and Jacksonville, hold their council contests in March. A few others ask voters to perform their civic duty in other months. The proposal, if it becomes law, would go into effect after the 2016 general election. Cruz acknowledged a number of local governments that voluntarily moved to November elections did so after looking at their turnout numbers, which often are lower when not tied to state and federal contests. “Not all cities are the same,” Cruz said. “We’d like to have that flexibility for each municipality to go ahead and analyze voter turnout and address that locally rather than being a one-size-fitsall solution coming from the state level.”
Scott signs death warrant for 1983 murders By The News Service of Florida Gov. Rick Scott signed a death warrant Monday for Michael Ray Lambrix, who has spent 31 years on Death Row for killing two people after escaping from a work-release program. Lambrix, 55, also known as Cary Michael Lambrix, was sentenced to death in 1984 for the murders of Aleisha Bryant and Clarence Moore Jr. According to the governor’s office, Lambrix escaped from a work-release detail in December 1982, while serving two years for violating probation. On Feb. 5, 1983, after meeting
Bryant and Moore at a bar in Glades County, Lambrix invited the pair to his trailer for dinner with his roommate, Frances Smith. Lambrix was accused of attacking Moore with a tire iron when they were alone outside the trailer, then calling Bryant outside, where she was kicked in the head and strangled. Lambrix would later take a gold chain from Moore’s body and Moore’s car. Smith, who helped Lambrix bury the bodies and dispose of the tire iron, was arrested three days later on an unrelated charge and would tell police about the two bodies.
Under Scott’s warrant, Lambrix is scheduled to be executed by lethal injection Feb. 11. Lambrix is the second Death Row inmate with an active death warrant from Scott. On Oct. 30, a day after Jerry Correll was executed at Florida State Prison, Scott signed the death warrant for convicted murderer Oscar Ray Bolin Jr. Bolin, 53, is scheduled to be executed by lethal injection Jan. 7 for the 1986 murder of Teri Lynn Matthews, who was abducted from the Land O’ Lakes post office and later found wrapped in a sheet on the side of a road in rural Pasco County.

Munz said Rummell’s vision is to introduce The District to other communities after Jacksonville’s is established. “The enormous level of interest that Jacksonville residents and the development community have shown for the project has reaffirmed that we are creating a model for future multigenerational lifestyle living that starts in Jacksonville,” Rummell said in the news release. Munz won’t release the other names suggested, although he told JEA directors in September that a dozen uses of “Cowford” had been suggested, referring to the St. Johns River history as a cattle-crossing site. JEA formerly operated a generating station on the site. Through Elements Development of Jacksonville LLC, Rummell and Balanky want to buy the property by April 27 and start horizontal ground work on it as soon as possible. JEA approved a purchase price of $18.6 million. Munz would not speculate on a construction timeframe until all of the approvals are in hand. Horizontal work could take a year. Munz is president of the Dalton Agency’s PR and Social Media Group. As a partner with Rummell in the RummellMunz consulting group, he also is partner in The District project. On Nov. 17, the Downtown Investment Authority allocated development rights for 1,170 residential units, 200 hotel rooms, 288,500 square feet of commercial and retail space and 200,000 square feet of office space to be developed over three phases. Munz provided a rendering with Tuesday’s release about the name. The rendering shows a complex of buildings that includes condos, two apartment structures, two office buildings and a hotel. A four-acre park fronts the St. Johns River, where developers are seeking approvals for a 125slip marina. The Riverwalk would extend along the property’s riverfront. The ground floor of the apartments and the hotel will be retail space. Restaurants and bars would be near the riverfront and marina. Munz said the apartments would be five or six stories, while the other buildings are in design. Munz said the intent is to fully

develop the project to meet the entitled rights. Phasing will be market-driven. The partners envision at least two phases. The first would include one or both apartment buildings, the hotel, the riverfront and the retail, as well as the programming. The group has completed its master plan and is working through financial due diligence. Munz said build-out will be close to $500 million. He said developers are working on debt and equity financing and are negotiating to have letters of commitment in place. They will not request public incentives for any vertical development, he said. They will ask for infrastructure assistance from the city, such as for the extension of the Riverwalk and for roads. Munz said the group still requires several approvals from the Downtown Development Review Board, the DIA and City Council. He expects announcements soon related to the vertical developments. When The District is operating, developers envision a community that promotes optimal health through exercise opportunities, wellness and other resources. It also will offer dining and entertainment experiences for residents and visitors. Half of the marina slips will be for residents and half for visitors. Water access also could include canoe rentals, kayak launches and perhaps paddle boats, along with a connection for the water taxi. “We are going to get really creative in different ways people can access the river,” Munz said. The Riverwalk will be connected to a boardwalk or walkway around the property. Munz said walking that loop and then continuing along the Riverwalk to cross the Acosta Bridge, continuing to the Riverside Arts Market and returning across the Main Street Bridge to The District is a 7.9-mile walk or run. Meanwhile, Healthy Town remains a part of the vernacular. Developers filed paperwork to seek a trademark for “Healthy Town” and several other terms used to brand the community. Rummell coined that name at least by March 2014, when he publicly discussed his detailed vision for a residential community on the JEA site for all ages that focused on health of mind, body and spirit.
