Bar owners would like to extend hours

People who come Downtown for nightlife along and near East Bay Street have a lot of ideas on how to make the experience better. Friendly staff, quality drinks and information from venues about specials and entertainment make the list. So do food trucks, a trolley connecting nearby neighborhoods and a more open environment for pedestrians who’d like to imbibe. That’s according to a survey of nearly 700 people, conducted April 4-20 by Downtown Vision. The data is being used to develop a program to increase business at nightlife venues. The results of the survey are being shared with club owners in “The Elbow,” an entertainment district from East Bay and Liberty Street west to Ocean Street, then north to East Forsyth Street. Along the way are lounges, live music clubs and restaurants, plus the Florida Theatre. A key element of a campaign to stimulate nightlife in the area is to build a Thursday night bar crowd to add to the existing business on Friday and Saturday nights. That could be a good plan, said Mark Hemphill. He opened Mark’s Downtown Club & Lounge at 315 E. Bay Street in February 2006. He also owns Dive Bar, a few doors east along Bay Street. Mark’s is open 4-10 p.m. Monday, 4 p.m.-2 a.m. Tuesday-Friday, 8 p.m.-2 a.m. Saturday and is closed on Sunday. Dive Bar is open 8 p.m.-2 a.m. every day. “Thursdays are a tough day to get people out,” he said. “We rely on Friday and Saturday night and happy hour.” Among those surveyed, 91 percent said food trucks would make The Elbow more enjoyable. More roads, sidewalks and drainage projects By David Chapman Staff Writer When City Council member Matt Schellenberg took office almost four years ago, one of the first things he did was find out how much money was in his district account. There was only about $7,600 for the Mandarin area, which had parks, sidewalks and drainage needs. One stormwater project, he found, was designed and ready to go — only to sit on the shelf for the past three years because, he was told, there was no money. But money was there for projects like Schellenberg’s. It just

wasn’t readily apparent. After 40-plus hours of a council committee reviewing the city’s Capital Improvement Projects, there was a lot found. Projects in various states, pockets of funding in others across the city. On Tuesday, council passed a bill that moved that project forward. The result, Schellenberg said, was possible through a subcommittee’s time-intensive review. “We were able to achieve a lot,” he said, shortly after a Wednesday news conference that shared results of the committee’s efforts. Those included reconciling $590 million of projects dating back as far as 15 years, identify-

ing $50 million for future projects and at least $25 million that could be pushed forward for current projects. In all, more than 1,200 projects stretching back to the Better Jacksonville Plan were closed. Some were completed, some were in various states. Others needed more money after funds were diverted to fill other needs. Typos and misplaced decimal points were examples of the overall problem. “Sloppy bookkeeping” was a common term, although committee chair Lori Boyer said the group’s review shows it wasn’t done on purpose. Albertelli said adding food trucks to the nightlife mix would be an asset, as long as the mobile vendors didn’t conflict with the brick-and-mortar businesses in the district. “We don’t need tacos. We’ve got Burrito Gallery,” he said. Another aspect to be considered is a “gap” in the district created by the Blackstone Building, said Downtown Vision Director of Marketing Katherine Hardwick, who presented the results of the survey to the organization’s board of directors. The block offers no entertainment venues and essentially splits the district into two zones. Food trucks and seating across the street, with the addition of improved street-level lighting, could create connectivity, she said. Ten years ago, former Downtown City Council member Suzanne Jenkins introduced legislation to make it legal for bars along East Bay Street and the Southbank to remain open until 4 a.m. It was an uphill battle that ended in defeat. Jenkins said she talked about the proposal to her colleagues and other elected officials, pitching the proposal as an economic development opportunity for businesses as well as the city. “It’s not always about providing tax incentives,” she said. “Sometimes, you just have to get out of their way and let people compete.” But almost everyone she talked to said the faith-based community would never support the idea. “It was a good discussion, but nobody wanted to touch it,” Jenkins said. Allowing open containers in the district would allow patrons to carry a drink from one venue to another. Among those surveyed, 83 percent said changing the rule on public consumption of alcohol would be important in improving the nightlife experience. Albertelli “fully supports” letting people stroll from one place to another with a drink in their hand. It would create an atmosphere like that found at Art Walk, the Jacksonville Jazz Festival and Florida-Georgia weekend. “It would increase walkability. People want to see who’s at the other clubs and they want to carry their drinks with them,” he said. The results from the survey are being studied by DVI’s Marketing Committee. respondents were 25-44 years of age, with 51 percent in the 25-34 age group. They are well educated — 64 percent hold a bachelor’s or graduate degree — and they have disposable income. Only 7 percent said they earn less than $20,000 annually. Eighty-eight percent spend at least $26 on a night out Downtown and 29 percent spend $51$100. Ream said another finding from the study that will guide a future campaign is how the people who might patronize Downtown venues prefer to learn about events and promotions. Social media is used weekly by 93 percent of those surveyed who want to know what’s happening in the Downtown club scene. “It’s the lowest cost medium and it’s embraced by our target demographic,” he said. The committee is crafting a programming plan that likely will launch in early summer and last about three months in its first phase, said Ream. Initial indications are it will involve food trucks, increased presence of Downtown Ambassadors and more street-level information about parking and the variety of venues. While the regular club crowd tends to begin showing up later in the evening, the promotion is planned begin at 6 p.m. Thursdays to encourage those who work Downtown to visit the venues before they go home. Ream said the concept is almost finished and the next step is to involve the Downtown Investment Authority, public parking officials and the city Office of Special Events. “We want to be sure we’re all on the same page,” he said. “It can be done effectively at low cost. It has spurred other neighboring developments, a Fresh Market-anchored shopping center across the street and Brooklyn Riverside, another 310-unit apartment complex one block up. Together, they’ve formed the beginnings of a walkable urban lifestyle considered key to successful Downtown redevelopment. Tenants have been attracted to 220 Riverside for its emphasis on gathering places, said MAA marketing development director Diane Gilmore. “There’s been an industrywide paradigm shift,” she said. “We’re now seeing residents wanting apartment communities to be a place where they can socialize, instead of just a place to live. You didn’t have that 10 years ago.” A fitness center and a secondfloor lounge with a connecting community kitchen and game room are already up and ready. A rooftop salt-water infinity pool is filled, but waiting for the second phase of construction to open.

220 Riverside sits along two main corridors between historic Riverside and Downtown. “It’s connected to everything,” property manager Kelly Treadaway said. Unity Plaza is also still under construction, scheduled for a grand opening Labor Day, though its step seating and grassy landings are in place. The complex also has urban appeal. The style of the apartments is modern, but with the features and finishes of a luxury home. Five Points, its 701-square-foot studio apartment, is compact and bright. Instead of a completely open floor-plan, the bedroom features a partial-wall that lets in natural light. Sliding barn doors can be closed for privacy or opened for a more spacious feel-

The price, Gilmore said, is comparable to its peers among luxury apartments in the Downtown area.

Blame game follows alimony bill defeat

By Dara Kam The News Service of Florida An alimony overhaul that brought together people once bitterly divided on the issue has created an even deeper rift between two powerful Republican lawmakers who blame each other for a failure to get the bill passed this year. After a year of wheeling-anddealing by lawyers, lawmakers and others, the alimony proposal died when the Senate refused to take up the House’s version of the bill, which would have established a formula for alimony amounts based on the length of marriages and the amounts of

money spouses earn. The acrimony over the measure involved a provision, pushed by Senate Appropriations Chairman Tom Lee, that would have established a “50-50” presumption regarding child sharing between divorcing spouses. The House proposal (HB 943) didn’t go as far as Lee wanted, and the Senate did not consider the measure after the House adjourned and went home Tuesday. Lee said language about child sharing in the House bill was “poorly drafted” and “designed to create confusion in the courts.” But House Rules Chairman Ritch Workman accused Lee

of being a “bully” and “hijacking” the bill for his own reasons. Workman sponsored an alimony overhaul vetoed by Gov. Rick Scott two years ago and worked on a revamp for more than eight months with The Florida Bar and representatives of an organization seeking to change the state’s alimony laws, The Family Law Section of the Bar supported the alimony overhaul but strongly opposed Lee’s child-sharing element, one of the reasons Scott gave for his veto of the 2013 version. Workman said Scott told him this year “don’t bring back retroactivity and don’t bring back drama” if he wanted the gover-

nor’s approval. Workman also said Lee promised in March that he would not allow the childsharing portion to kill the bill. But Lee refused to back down from the requirement despite repeated attempts to amend it, Workman complained. He accused Lee of having a personal grudge about the issue because of Lee’s own child custody dispute. “What he cares about is getting back at the judge that didn’t give him 50-50 time share 15 years ago or whenever he got divorced,” he said. But Lee, who is divorced and remarried, said his views on the issue had nothing to do with his

own situation. “It’s reprehensible that he would go there. I actually have 50-50 custody of my children. So, nice try. But I do policy here. Am I informed by experiences I have in a wide array of things? Absolutely. But I’m never going to make policy on the basis of my own personal experiences. This has nothing to do with my own personal custodial arrangement,” Lee, R-Brandon, said. Lee said the bill was doomed because the House left before he could work out his objections to the time-sharing guidelines. The House adjourned three days before Friday’s scheduled end of the legislative session.

It was seen as an especially important task, given the city is trying to improve its accounting software. “In many ways, it’s setting the foundation for future improvements,” said council Vice President Greg Anderson. He also said the review will help council members come up with an aspirational budget for annual needs like road resurfacing. Typically, he said, the number should be in the $12 million to $20 million range. This year, only about $2 million was budgeted, he said. “It eventually catches up,” he said, referring to the city’s needs. Schellenberg said the group’s findings were surprising, given all the needs the city has. Council member Bill Gulliford wasn’t as shocked, saying he thought there were “little bits and pieces here and there” that added up to the greater number found. The budgetary findings are just the first step. Next, the group will spend the next several months on policy review, such as determining appropriate levels of deficit spending. David DeCamp, Mayor Alvin Brown’s spokesman, said the administration has worked with the council panel and will use the findings to guide proposals for city improvements. As for where the identified money will be spent, it’ll be up to the mayor to figure out what’s important for the next projects plan.
