From city elections to thousands of acres slated for development, the staff of the Jacksonville Daily Record and Record & Observer looks forward to the stories that will make headlines in the months ahead.
With the goal of moving in next year, VyStar Credit Union seeks permits for an additional $11.4 million in work at the Downtown property it bought in July for $59 million and is renovating for its corporate headquarters. It follows an application in November for $2.2 million for core building upgrades that include restroom and elevator lobby work on at least 13 floors. The 23-story tower is at 76 S. Laura St. The Jacksonville-based financial services institution submitted plans Friday for $8 million in renovations called “Tenant improvement – Package 1” and recently for $3.4 million to add backup generators and fuel tanks. Dana B. Kenyon Co. is the contractor listed for the tenant improvements for office uses on the second through seventh floors and for employee amenities — such as cafe, game and collaboration space — on the 23rd floor. Dana B. Kenyon Co. also is the contractor listed to add the power

Dahlia’s still open as Brewz deal falls through In case you missed it, three code-named 2018 projects were identified by the city and JAX Chamber. n Project Moon is Selene Finance LP. It will expand its offices at 8201 Cypress Plaza Drive and create 50 jobs at an average salary of $52,396. It will retain 252 jobs. It will invest $125,000 to buy IT equipment, furniture and fixtures. In return for the job creation. The city and state will pay a Qualified Target Industry Tax Refund of up to $250,000, with the city responsible for $50,000. The name was identified in the Economic Development Agreement signed by the city May 4.

Owner of the Riverside neighborhood beer establishment says the business still is for sale. Andrea Koralewski wants customers to know that she continues to own Dahlia’s Pour House in Riverside and that it continues to operate its 52 taps. A prospective deal to sell the property and business at 2695 Post St. didn’t happen. “We could not come to terms,” said Brian Slucker, who considered buying the property and converting it to the Brewz concept that includes TVs and wine taps. Brewz operates in Bartram Park and Atlantic Beach. However, the property remains for sale. “We are looking to sell the building and debating what to do with the business, depending on who the buyer is,” Koralewski said. Koralewski, 33, said she moved to Northeast Florida 12 years ago from Buffalo, New York, and taught sixthgrade math and science in Clay County for five years and then opened Dahlia’s, which employs five people. It’s a beer and wine bar and does not offer food service. She said she used the last name Dahlia as a teacher. “It is a beautiful flower of Mexico and I felt it fit perfectly for the beer bar,” she said. Koralewski said only Bold City Brewing and Intuition Ale Works were open at the time, “so I decided to open a beer bar.” The beer environment has changed and brewers, taprooms and other beer establishments have joined the scene. She said she also previously co-owned Northstar The Pizza Bar Downtown, which closed in 2015, and Magnolia’s restau-

Koralewski said she has a master’s degree in educational leadership and might return to teaching. “I want to see what else there is in life,” she said. “I always worked really hard so I’m really kind of ready to chill.” Koralewski said she loves the atmosphere in the Riverside area. “We’ve always been a community neighborhood bar,” she said. She said she will post updates on the Dahlia’s Pour House Facebook page. Prime Realty is marketing the property at $550,000 with an option to buy the existing bar equipment. “This is a hip part of town with a young population,” Prime Realty says in its marketing brochure. “Riverside is a
bohemian neighborhood with funky coffee shops, outdoor cafes, one-of-a-kind shopping, nightclubs, antique stores, and more.” It says Dahlia’s has been a neighborhood staple for six years. The 2,440-square-foot building was developed in 1927.
Baptist Health plans OakLeaf ER, care center
Baptist Health Properties Inc. plans a new stand-alone ER and a new primary care center. It filed plans with the city for its proposed stand-alone emergency department at OakLeaf. England-Thims & Miller Inc. is the civil engineer. The project is shown as a 19,000-square-foot building with expansion of 7,000 square feet on almost 8.6 acres at Argyle Forest Boulevard and Merchants Way. The site shows
a helipad for helicopter use. It also submitted plans with the St. Johns River Water Management District to develop a Baptist Primary Care center in South Hampton in St. Johns County. The 5,000-squarefoot health care facility is planned on 1 acre at Hampton Point Drive and South Hampton Club Way, off County Road 210 West. Plans indicate a future building expansion. England-Thims & Miller Inc. is the civil engineer.
Flagler Hospital buys in Nocatee Flagler Hospital announced it will start construction of Flagler Health Village in Nocatee for completion and opening in summer 2020 on 4 acres next to Nocatee Town Center. Flagler Hospital Inc. bought the property Nov. 20 from TC Development LLC, led by President Jed Davis. The Davis family launched the Nocatee
development on 14,000 acres it owns. The deed specifies the land for the Nocatee/Town Center Health and Wellness Center. The village will comprise a family practice, specialty care, women’s health services, a community education and partnership center and green space for lifestyle and art activities. “Our health villages are designed to advance the physical, social and economic health of the communities we serve,” said Flagler Hospital President and CEO Jason Barrett in a statement. A Community Health Advisory Council for the Flagler Health Village at Nocatee will work with schools, businesses, residents and others to develop a “customized healthy community plan” for Nocatee. All 19 City Council seats on ballot in Jacksonville Voters will elect or re-elect Jacksonville’s top government leaders in 2019, which will shape the city’s direction into the next decade. Candidates for mayor, sheriff, supervisor of elections, tax collector, property appraiser and all 19 City Council seats are on the ballot. Qualifying for the 2019 Unitary Elections is Jan. 7-11. The election is March 19 with a runoff set for May 14 if needed. Mayor Lenny Curry, Sheriff Mike Williams, Supervisor of Elections Mike Hogan, Tax Collector Jim Overton and Property Appraiser Jerry Holland all face re-election bids. Eight council members are term-limited. All but two eligible incumbents, Anna Lopez Brosche and Garrett Dennis, have filed for re-election. Brosche and Dennis might run for another office. Announcements are expected soon.
Big projects will be moving
If 2018 was the year of big proposals, 2019 could be the year shovels hit the dirt. Over the next 12 months, the mixed-use development called The District is expected to break ground along with other infill projects near the Southbank. Across the St. Johns River in Brooklyn, developers will start construction on a 10-story apartment and retail building next to 220 Riverside. Work on a nearby Residence Inn by Marriott should start in the spring. Another affordable and workforce housing project also will start in Brooklyn. In LaVilla, work will continue on the Lofts at Jefferson Station. An urban grocery store and restaurant also is planned. On the Northbank, The Barnett is expected to open next year and work crews will move across Laura

Street to redevelop the Laura Street Trio and build a parking garage. The Ambassador Hotel and the Jones Bros. Furniture properties are expected to bring more housing to the urban core, including a potential La Quinta hotel at the Ambassador. Finally, there could be a better idea of what the city plans for the Shipyards, Lot J, the former Duval County Courthouse site and other properties along

Land coming onto market for growth, development More land is coming onto the market for live-work development, especially from major owners like the Skinner and Davis families, Gate Petroleum Co. and Rayonier Inc. In Southside, the Skinner family is preparing 1,000 acres at Kernan and Butler boulevards that will include housing and commercial space. In South Duval County and in St. Johns County, the Davis family is opening hundreds of acres for commercial and retail projects in eTown and Nocatee. In St. Johns County, Gate and Gatlin Development Co. are developing The Pavilion at Durbin Park shopping center that will be followed by more projects in Durbin Park. And in Nassau County, Rayonier is developing Wildlight, which intends to include offices and shopping centers along with residential communities. It doesn’t stop there. Those large projects are attracting other developers who are building shopping centers and residential communities nearby.

Jacksonville’s unemployment rate fell below 3 percent in late 2018, the first time it’s been that low in at least three decades and well below the average rate for the area since 1990 of 5.4 percent. Jacksonville continues to add jobs, with annual employment growth at 1.7 percent in November, and with new projects underway in Northeast Florida, the growth should continue in 2019. However, most economists would argue that an unemployment rate this low is not sustainable, even if the economy continues its strength next year. The jobless rate is expected to creep back up at some point, even if the local economy is doing well.
Two Jacksonville-based technology firms are likely to become publicly traded in 2019. SharedLabs Inc. filed plans for an initial public offering but the IT services company instead agreed to merge with an existing publicly traded company called Glowpoint Inc., which will result in SharedLabs becoming a public company. Meanwhile, LocatorX, which is developing logistics tracking technology, also has announced plans to become public.

Demand for housing expected to remain strong
More tech access coming to the legal system Whether you’re an attorney or a member of the public who has to interact with the legal system, expect that technology will impact how you conduct business in 2019. The coming year will bring more technology-based access to the legal system for the public, said Mike Smith, 4th Judicial Circuit Court technology officer and a member of the Florida Courts Technology Commission. With the “Florida Courts Help” app, people seeking a divorce, name change, order of protection, stepparent adoption or other family law matters can access resources on their smartphone or tablet. Smith said there’s an inventory of 186 digital family law forms in simple language and approved by the state Supreme Court. The forms can be filled out on the device and then filed electronically with the clerk’s office. “It’s like using TurboTax,” Smith said of the app that is available at Apple’s App Store and Google Play. The app provides links to help centers sorted by circuit and county as well as links to free and low-cost legal services. Also included is a description of how a case flows through the court system and what to expect at each stage. Also, the 4th Circuit will be implementing a new electronic notification program that can help people avoid missing their court date, Smith said. Defendants will have the option to receive text or email alert reminders of when they have to see the judge. Failure to appear is a separate offense in Florida. It may result in the issuance of an arrest warrant that requires the defendant to be taken into custody, to forfeit cash bond or collateral and to be held in jail without bond. The new option is intended to benefit the public and the justice system. “For the courts and clerks, having to reschedule these cases is expensive and inefficient, costing both money and time,” Smith said.

‘Active adult’ communities rise as baby boomers age The market sector for “active adult” communities will continue to claim a larger share of multifamily real estate growth. As the population, especially baby boomers, continues to age with longer lifespans and during a strong economy, the demand will increase for active adult communities. Retirees or those near retirement are supporting the growth as they look for communities of people with similar interests, ages and means. They are downsizing and seeking turnkey homes so they can lock up and travel.

Attorneys will have to be even more vigilant in the protection of business data and confidential client information, according to Chris Dix, a shareholder at Smith Hulsey & Busey and president of the Association of Certified E-Discovery Specialists Jacksonville chapter. “There will be different attacks and vulnerabilities. Law firms big and small will have to be more focused on cybersecurity,” he said. The increasing use of artificial intelligence and data analytics also will continue to rapidly evolve, Dix said. Software that allows attorneys to automate many research processes is becoming more sophisticated to the point that, for example, an attorney soon may be able to increase the chances of having a motion granted based on certain keywords that may carry more weight, based on past rulings. “We’ll be able to make better decisions based on better information,” said Dix.
With Jacksonville recognized on national lists as being one of the best places to work and live, the demand for housing is expected to remain strong. Developers and homebuilders will work to keep pace by providing single-family and multifamily units as quickly as possible. The inventory of available homes has been at historically low levels. As a result, Northeast Florida has seen tremendous interest and investment in new subdivisions and rental complexes, particularly in Jacksonville’s neighboring counties of St. Johns, Nassau and Clay, where there still is an abundance of vacant land to develop. Numerous plans for residential, commercial and mixed-use projects have been announced over the past several months for the northern part of St. Johns County, such as subdivisions in Nocatee and new communities like Beachwalk, SilverLeaf and RiverTown. That trend carries into 2019, despite concerns that the housing market might experience a slowdown because of rising interest rates and home prices.
Medical expansions
Medical centers UF Health, Ascension St. Vincent’s, Baptist Health, Memorial Hospital and Mayo Clinic are expanding their campuses and developing buildings and services throughout the region. A glimpse at some of the many projects: UF is building a medical center near the Wildlight community in Nassau County; St. Vincent’s is building a four-story heart and vascular pavilion in Riverside; Baptist intends to develop an almost 25-acre medical and wellness complex in Nassau; Memorial has expanded its emergency department and is adding rooms to a tower; and Mayo Clinic and United Therapeutics Corp. are developing a lung-restoration center at Mayo’s Southside campus. The Lofts at Monroe apartments opened in LaVilla in 2018 and are fully occupied with a waiting list.

VyStar said it submitted plans for the construction of three backup generators and two fuel tanks. “These will enable the continued operations of any and all VyStar staff located in downtown Jacksonville for several days in the event of natural disaster/emergency,” VyStar said. It said it is the same level of emergency planning and disaster recovery at its major operations centers and many of its branches. VyStar said the design allows for construction of up to five backup generators on-site. VyStar President and CEO Brian Wolfburg said previously the total remodel will cover 195,000 to 200,000 square feet of space over 16 floors at the 358,278-squarefoot tower. VyStar also will open a branch office. VyStar expects to move about 900 employees Downtown by year-end 2019 and put its name on the building. Northeast Florida job growth slows but unemployment rate unchanged The jobless rate in the Jacksonville metropolitan area remains steady at 2.9 percent. BY MARK BASCH CONTRIBUTING WRITER
Jacksonville’s unemployment rate remained below 3 percent for the third straight month in November but job growth in Northeast Florida slowed, the Florida Department of Economic Opportunity said Friday. The jobless rate in the Jacksonville metropolitan area (Duval, Baker, Clay, Nassau and St. Johns counties) was unchanged from October at 2.9 percent. The agency did not adjust the data for seasonal factors but when it is seasonally adjusted, the unemployment rate fell from 2.99 percent in October to 2.91 percent in November, the University of North Florida’s Local Economic Indicators Project reported. UNF economist Albert Loh said November typically is not a month with favorable seasonal influences on unemployment, so the slight decline in the seasonally adjusted rate “suggests that the outlook continues to be very positive.” Duval County’s unadjusted unemployment rate was unchanged at 3 percent last month, the Department of Economic Opportunity reported. Loh said when the data is seasonally adjusted, Duval County’s jobless rate rose from 3.05 percent in October to 3.26 percent in November. The other four counties in the metro area all had unemployment rates below 3 percent in November. St. Johns County’s jobless rate of 2.5 percent was tied with Okaloosa County for the second-lowest in the state, behind Monroe County’s 2.4 percent. Florida’s statewide unemployment rate fell by 0.1
percentage point to a seasonally adjusted 3.3 percent in November, the Department of Economic Opportunity said. While unemployment remained low, Jacksonville did not add a lot of new jobs in November. Loh The number of jobs on nonfarm business payrolls in the Jacksonville area rose by 12,000 from November 2017 through November 2018, a 1.7 percent growth rate. That’s down from the 2.1 percent annual growth rate reported in October and the 4.4 percent growth rate in September. While the Jacksonville area had widespread growth across nearly every sector in previous months, several sectors had significant job losses in the 12-month period through November. The biggest drop came in wholesale trade, which declined by 1,600 jobs, or 6.2 percent. Other sectors losing jobs included professional, scientific and technical services, down 3.5 percent, and transportation, warehousing and utilities, down 1.9 percent. The best job gains in the 12-month period came in construction, which added 1,600 jobs, or 3.6 percent. Jacksonville’s job growth rate was well below Florida’s statewide growth rate of 2.8 percent, but equal to the national rate of 1.7 percent. Every metropolitan area in Florida increased jobs in the 12 months through November except Panama City, which declined 0.5 percent after Hurricane Michael devastated the region in October. The unemployment rate in the Panama City area jumped from 2.8 percent in October to 6.2 percent in November.

Ameris stock tumbles after deal to buy Fidelity

But analysts that follow Ameris like the move and say now is the time to buy. Wall Street was unhappy with last week’s agreement by Ameris Bancorp to buy Fidelity Southern Corp., but analysts who follow Ameris like the deal. While Ameris’ stock fell to a 52-week low after the announcement, three analysts raised their ratings on the bank last week. “We think Ameris’ shares underperformed following the deal announcement not because of poor deal metrics (to us they are fair to solid), but because investors are concerned that if things are getting incrementally concerning for a potential slowdown that could devolve into a recession, buying another bank’s loan portfolio looks like an inappropriate decision,” Piper Jaffray analyst Brett Rabatin said in a research note. Ameris fell by $2.84 to $31.18 on Dec. 17 after the merger announcement and with the overall market slumping, it dropped to a low of $30 this week. Rabatin, who raised his rating on Ameris from “neutral” to “overweight,” asked if investors don’t want to buy the stock now with the price depressed, when would they? “Time will tell on the economy, but at some point franchise value and relative valuation metrics matter. Fast forwarding a year from now, picking up shares of Ameris at present levels should have solid reward metrics,” he said. Ameris agreed to buy Atlanta-based Fidelity Southern, parent of Fidelity Bank, for stock valued at $751 million at the time the deal was announced. But after the decline in Ameris’ stock price, the value of the deal dropped to about $662 million when the stock bottomed out on Wednesday. The two banks combined
have 191 offices in Florida, Georgia, Alabama and South Carolina. That includes 26 branches in the Jacksonville market and 72 in the Atlanta area. Ameris plans to maintain its executive offices in Jacksonville after the merger but will move the charter of its bank subsidiary from Moultrie, Georgia, to Atlanta, which will become its largest market. “Acquisition of Fidelity Southern is superb addition of low-cost, highly core deposits with deep and irreplaceable footprint in the Atlanta, Georgia, MSA,” FIG Partners analyst Christopher Marinac said in a research note as he raised his rating on Ameris from “market perform” to “outperform.” “New Fidelity customers add excellent opportunities,” he said. Stephens analyst Tyler Stafford, who maintained his “overweight” rating on Ameris, said many investors were not expecting to see a buyout of Fidelity Southern. “Our view, however, was that Fidelity Southern was indeed a potential seller given the CEO’s age and recent changes to proxy verbiage and that there was tremendous scarcity value in the franchise,” he said. James Miller, CEO of Fidelity Southern since 1979, was 77 when the company filed its annual proxy statement in the spring. He will become executive chairman of Ameris after the merger, which is expected to be completed in the second quarter of 2019. One other analyst, Casey Whitman of Sandler O’Neil, raised her rating on Ameris last week from “hold” to “buy.” eek. Whitman did not respond to a request for her upgrade note.
Brown retiring from Web.com After affiliates of Siris Capital Group LLC completed their $2 billion buyout of Web. com Group Inc. in October, the Jacksonville-based provider of website development and marketing services for businesses said there would be no changes to operations. However, two months later, Web.com founder David Brown announced he is retiring as CEO. Brown has served as CEO since he started the company in 1997. He will stay on until a new chief executive is brought in, which is expected in the first quarter of 2019. Web.com is continuing with
RPM Automotive, which operates 10 auto service facilities in Northeast Florida. Icahn Automotive is a subsidiary of Icahn Enterprises LP, the conglomerate founded by billionaire Carl Icahn. The automotive business operates more than 2,000 service centers under brands including Pep Boys, AAMCO and Precision Tune Auto Care. “The acquisition of RPM Automotive complements Icahn Automotive’s existing footprint in the region and will accelerate our growth in an important market for us,” Icahn Automotive CEO Dan Ninivaggi said in a news release. Harrison-connected board member leaving CSX
Dennis Reilley, one of five new directors brought into CSX Corp. during a sweeping management overhaul in March 2018, is retiring from the board. Jacksonville-based CSX said in a Securities and Exchange Commission filing last week that Reilley is retiring Dec. 31 for “personal reasons.” Reilley When the late Hunter Harrison joined CSX as chief executive officer in March 2017, backed by hedge fund Mantle Ridge LP, Harrison and four other Mantle Ridgebacked directors were added to the board, including Reilley. Reilley is the retired CEO of Praxair Inc. and has served on boards of other major corporations. Reilley’s retirement is the second recent change
announced for CSX’s board. Board Chairman Edward Kelly is retiring in January and will be succeeded as chairman by John Zillmer, another of the Mantle Ridge-backed directors who joined in March 2017. CSX has not named directors to replace Kelly and Reilley on the board.
Glowpoint has go-shop period in SharedLabs deal
Jacksonville-based SharedLabs Inc. last week announced a definitive agreement to merge with Denver-based Glowpoint Inc. under basically the same terms as their preliminary agreement announced in November. However, the definitive agreement includes a 45-day “go-shop” provision that allows Glowpoint to solicit competing offers through Feb. 3. SharedLabs will be the surviving company in the merger of the two technology companies. SharedLabs had been planning an initial public offering but will instead become public by merging with the already publicly traded Glowpoint. If no competing bid emerges, the companies expect to complete the merger in the spring of 2019.

St. Joe announces new Bay County community
The St. Joe Co. moved its headquarters from Jacksonville to Watersound in 2010 as it focused its real estate development activities on the Panhandle region of Florida. In the wake of Hurricane Michael’s devastating impact on the area, St. Joe last week announced it is beginning work on a new residential community in Bay County. The Brannonville community near Panama City will potentially have 800 homesites on 592 acres. “The shortage of workforce housing in the region is why St. Joe chose to advance plans for Brannonville,” St. Joe Vice President Bridget Precise said in a news release. “The scale of this site allows for various lot sizes, builder interests, phased expansions, and a quick start,” she said. St. Joe expects to begin site work on the first phase of the community in 2019.

needs a warship, needs a symbol,” Bean said Friday. “So we’ll continue to work for other opportunities.” In a news release, the JHNSA said the Navy intends to scrap the ship instead of donating it to Jacksonville. Bean said this is the final attempt at bringing the ship to Jacksonville. “We’ve been working back and forth with the Navy since before 2014 in good faith,” he said. “We thought we had satisfied all of their requirements.” The 437-foot USS Adams was commissioned in 1960 and is named after former Secretary of the Navy Charles F. Adams. It was decommissioned in 1990 and currently is at the Philadelphia Naval Shipyard. It spent 20 years at Naval Station Mayport. The JHNSA has spent years trying to bring the ship back to Jacksonville. It secured $2.8 million through donations, private capital, bank loans and state grants to refurbish the ship and moor it Downtown. In May, the Downtown Investment Authority approved a three-year economic development agreement with the nonprofit to dock the

Navy will scrap ship, says group that was working to create museum on Northbank of the St. Johns River. The U.S. Navy will not donate the USS Charles F. Adams to the Jacksonville Historic Naval Ship Association, the group said Friday. The association planned to transform the retired warship into a naval museum along the Northbank of the St. Johns River. Bean said the group will look at other retired Navy ships or try to obtain one that is on display in another city. “None of the warships on display will sit in front of an amusement park, which is another reason we believed the USS Adams would do well in Jacksonville,” Bean said. Bean referred to a plan by developers to turn the former Berkman Plaza II condominium property on East Bay Street into a hotel, water park and arcade attraction. Legislation approving an economic development deal for the project has not been introduced to City Council. Bean said he wishes the Navy would abide by the federal program through which the military branch transfers retired vessels to nonprofits, museums and other groups to refurbish and display. “We may have to wait it out for new leadership, so we’re
not giving up on bringing a ship to Jacksonville,” he said.
Hillwood buys property for Wayfair warehouse AllianceFlorida at Cecil Commerce Center master developer Hillwood bought almost 80 acres for construction of a 1 million-square-foot warehouse for use by Wayfair Inc. Through a subsidiary, 103 BLDG A-B LLC, Dallasbased Hillwood closed on the $758,330.50 purchase Dec. 20. The sale was recorded with the Duval County Clerk of Courts on Dec. 21. The city of Jacksonville was the seller. Hillwood paid about $9,517 an acre for the 79.68 acres. The company also secured a $49.7 million mortgage Dec. 21 from Tennessee-based Pinnacle Bank. USS Adams isn’t coming to Jacksonville
Boston-based online furniture and home goods retailer. Wayfair plans to open a $72 million distribution center where it will hire 250 full-time employees. City Council approved a $3.3 million grant for Wayfair in October, which provides an annual refund of a percentage of new property taxes generated by the project. Legislation tied to the economic development agreement says Wayfair will invest $50 million into real estate and $22 million into machinery, equipment, furniture and fixtures. The city can terminate the grant if Wayfair’s investment falls below $40 million in private funding by year-end 2020. Hillwood applied for permits Dec. 4 to build the 1,012,567-square-foot center at a cost of $49 million and build-out 16,280 square feet of office space at a cost of $3.5 million. That totals $52.5 million. The Conlan Co. is the contractor and Prosser Inc. is the engineer. Wayfair will pay for construction and development costs through a lease it has with Hillwood. According to the economic development agreement, Wayfair will start construction on or before Jan. 31 and complete it on or before Dec. 31, 2020. The city said previously the building will be completed by year-end 2020 and the jobs created by the end of 2021.

Jaguars host the first naturalization ceremony ever held at an NFL game. The week before Christmas for the legal community, the holiday season was marked by welcoming new children to families and new citizens to America. And some professional sports history was made in Jacksonville. On Dec. 19, for the 14thconsecutive year, Circuit Judge David Gooding presided over the “Home for the Holidays” adoption ceremony at the Duval County Courthouse. Fourteen families adopted 24 children, bringing Jacksonville’s adoption total since July 1 to 146. Gooding established the annual event as a way to ensure that children and their adoptive parents could be together as a family at Christmas. “Research confirms what we already know in our hearts — children thrive when part of a loving, permanent family,” he said. “We are leading, or a close second, in adoption finalizations across the state of Florida. Adoptions are increasing as we create more awareness and a willingness to ensure that children find permanent homes and not linger in foster care,” said Dani Deyton, director of community development at Family Support Services of North Florida. At a naturalization ceremony Dec. 13 at TIAA Bank Field, 65 people from 38 countries became U.S. citizens. The ceremony, during halftime of the Jacksonville Jaguars-Washington Redskins football game, was the first such ceremony conducted at an NFL game. “As the daughter of naturalized citizens, I have always found naturalization ceremonies to be increasingly meaningful, and over the years, our court has tried to expand the educational experience of attending a naturalization ceremony to larger audiences. We are pleased that the Jaguars share our appreciation for these important ceremonies,” said U.S. District Judge Marcia Morales Howard, who administered the Oath of Allegiance to the new Americans.
Federal courts remain open Despite the partial government shutdown, the federal courts are open and will remain so through Jan. 11 by using court fee balances and other funds not dependent on a new appropriation, according to a news release from U.S. Courts. Most proceedings and deadlines will occur as scheduled. In

The Case Management/ Electronic Case Files system also will remain in operation for electronic filing of documents. If the shutdown continues past three weeks and exhausts the federal judiciary’s resourc-
es, the courts then will operate under the terms of the AntiDeficiency Act, which allows work to continue during a lapse in appropriations if it is necessary to support the exercise of Article III judicial powers. Under that scenario, each court and federal defender’s office would determine the staffing resources necessary to continue operations.

Who or what inspired you to become a lawyer? My father, Edward M. Booth Sr., practiced law for 53 years and inspired me to follow in his footsteps. I saw the mutual respect between my father and his clients and how important the legal system is to our community.

How do you relate your undergraduate degree to your practice of law? The study of political theory, almost exclusively written by lawyers, is ideal preparation for a career in law.
What has been the biggest change in your practice area since you passed the Bar? Specialization. When I passed the Bar there were attorneys with a general litigation practice. It is difficult to do that effectively today.

Someone who inspires me: Daniel R. Coffman Jr., who has been a lawyer for 58 years and a pilot for more than 60. He continues to provide me with invaluable guidance in both areas.
How did you decide your practice area? And why have you chosen that? I was born into a family of litigators. My father, uncle and several cousins were trial lawyers. From listening to conversations around the house and at family gatherings, I had an excellent understanding of litigation by the time I reached high school. I also developed an interest in aviation at an early age and have been flying airplanes for more than 40 years. In 1994, I worked with The Florida Bar to develop a board certification program in aviation law, and in 1996 became the first attorney certified.

What do you think will be the next biggest change in your area of law? Alternative dispute resolution will play a more dominant role. Litigation is inefficient and rarely passes any cost/benefit or risk/reward test. If I could change anything in the legal system, I would: Eliminate advertising of legal services and return to the world we knew prior to Bates v. State Bar of Arizona, 433 U.S. 350 (1977). Advertising has not improved the quality of legal services, access to legal assistance or the public’s perception of lawyers. What community service have you pursued and why that? I have been a member of
Rotary International for 31 years. I also have served on the boards of local organizations dedicated to improving the quality of life in Jacksonville. I am a past president of the Jacksonville Historical Society and enjoy working toward the preservation and revitalization of neglected buildings and neighborhoods. What’s your advice for new lawyers? Your first job should be as an assistant prosecutor or public defender. You will gain jury trial experience and meet judges and attorneys who will help guide your career. Realize that the legal profession is in a constant state of change and you will need to re-invent yourself every 10 years.
