The vacant Fire Station No. 5 at 347 Riverside Ave. in Brooklyn.

BROOKLYN

City receives no offers for fire station It’s now likely the vacant 109-yearold Fire Station No. 5 in Brooklyn will be demolished. Downtown Investment Authority CEO Lori Boyer said the city received no response to its 30-day request for proposals to purchase and relocate the 7,152-square-foot structure from 347 Riverside Ave. The notice closed Dec. 16. The Department of Public Works plans to clear the property by March to remain on schedule for a planned

realignment of Forest Street across Riverside Avenue. The street realignment will provide improved access to Sidney J. Gefen Riverwalk Park and the future $145 million Fidelity National Information Services Inc. headquarters. The planned 12-story, 300,000-square-foot FIS world headquarters will be built on the adjacent 4½-acre property at 323 Riverside Ave. and support 1,716 employees. It is expected to break ground in the second quarter of 2020.

Ravella at Town Center sold for a record per-unit price of $220,833.

Apartment construction booms, sales net record prices Continued population and job growth and a low unemployment rate supported demand for apartment construction as well as investor interest in buying the projects. Apartment occupancy and rental rates remained strong over the year, attracting new investors to the market. This year is the fourth consecutive year when multifamily transaction volume exceeded $1 billion. The $67.57 million sale Dec. 19 of the 306-unit Ravella at Town Center set a record per-unit market price of $220,833. Nearly 50% of people moving to Northeast Florida are renters by choice, said Bradley Coe with Colliers International. Investors bought existing properties to make “value add” improvements to some units and property exteriors. After raising rental rates on upgraded units, buyers sold to new investors.

RESIDENTIAL REAL ESTATE

Property representative Steve Diebenow, a partner with Driver, McAfee, Hawthorne & Diebenow, explained the process for The Trails development at a citizen informational meeting in May.

The Trails in Southwest Jacksonville BY SCOTT SAILER • STAFF WRITER

Rural Southwest Jacksonville residents prevailed after community meetings and social media pressure swayed landowners of the 1,915-acre development known as The Trails to withdraw and redraw development plans.

Developers sought a large-scale land-use amendment that would allow the mostly agricultural area to have up to 5,000 single-family homes and 225,100 square feet of commercial use. Developers are expected to request a landuse amendment for rural residential, which will require larger lots and less density.

Developers turn to infill Developers saw the benefits of residential and commercial infill projects throughout Jacksonville, including Downtown, Arlington, North Jacksonville and Westside. Examples are restaurants, self-storage centers, apartments and housing. Developers learned the challenges of infill as neighboring property owners voiced fears of traffic congestion, pollution, flooding, tree and wetland destruction and impacts to schools and other public facilities. Developers also learned that converting vacant, under-used and abandoned buildings and empty lots can make use of existing infrastructure and generate jobs and housing. They found the key was working with regulatory agencies and considering neighborhood concerns.

HEALTH & BUSINESS Neighborhood taprooms pour into Jacksonville BY KATIE GARWOOD • STAFF WRITER

Jacksonville gained several new watering holes this year. Lemon Street Brewing Co. opened in September in the Rail Yard District and Strings Sports Brewery in June in Springfield. Neighborhood taprooms like Buchner’s Bierhalle in Murray Hill, Posting House

in San Marco and Jax Craft Beer in Mandarin gave area residents new options. In November, another brewery announced it would enter the scene: Tepeyolot Cerveceria, a Mexicaninspired brewpub is planned for San Marco. Kent Thielen

Mayo Clinic embarks on expansion

Innovation on the rise With new resources coming online for entrepreneurs and startup companies, 2019 was a good year for Jacksonville’s innovation ecosystem. entrepreneurs. Mayo Clinic’s Life Sciences Incubator, inside its new Discovery and Innovation Building that opened in August, is designed to commercialize the hospital’s internal innovations, as well as host life science, health care and biotech entrepreneurs from around the world.

Landmark buildings Downtown demolished BY MIKE MENDENHALL • STAFF WRITER

Demolition of The Jacksonville Landing and the former City Hall and Duval County Courthouse left voids in the Downtown skyline in 2019. The Downtown Investment Authority has con-

tracted with real estate firm CBRE Jacksonville to market the City Hall/Courthouse property on East Bay Street for redevelopment, now called The Ford on Bay. DIA CEO Lori Boyer says the city could issue a request for proposals by the end of the first quarter 2020 to redevelop the former Landing property.

JEA ended 2019 by firing CEO Aaron Zahn and announcing it will comply with any probe from State Attorney Melissa Nelson’s office as complaints increased about the city-owned utility’s push toward a possible sale. On Dec. 23, Mayor Lenny Curry asked the JEA board of directors Chair April Green to end its negotiations with potential Aaron Zahn was fired by the JEA purchasers. board Dec. 17. Curry said the public’s view of the invitation to negotiate process “has eroded over the past few months.” Melissa Dykes was named interim JEA Managing Director and CEO.

4th Circuit welcomes 7 judges BY MAX MARBUT • ASSOCIATE EDITOR

Through elections and retirement, seven new judges were sworn in to the 4th Judicial Circuit in 2019, about 13% of the 55-member judiciary in Clay, Duval and Nassau counties. Above, Chief Circuit Judge Mark Mahon, center, is joined by, from left, Duval County Judges Michael Bateh and Kimberly Sadler; and Circuit Judges Maureen Horkan, Katie Dearing and Collins Cooper. Judge Erin Perry was sworn in to the Duval County Court in January. In June, Duval County Judge R. Anthony Salem was appointed to the bench to replace Judge Meredith Charbula, who was elevated to the circuit court.

Law school remains under scrutiny After just 25% of Florida Coastal School of Law graduates who took the Bar exam in February 2017 passed it, the American Bar Association conducted a 27-month investigation into whether Florida Coastal was meeting accreditation standards. It declared in May that “Florida Coastal School of Law remains an approved law school.” Now, the ABA has directed Florida Coastal to submit a report on its financial condition that will be evaluated by the ABA in February. “We intend to submit a prompt response designed to clarify our position and resolve any confusion or concerns that may exist,” said Florida Coastal President Peter Goplerud in an email sent Dec. 14 to students, faculty and staff.

New address for Jacksonville Bar Association The Jacksonville Bar Association completed a vertical move in October – from offices on the 22nd floor at Wells Fargo Center to a groundfloor suite along the Bay Street side of the office tower. About half of the 3,100-square-foot space is a meeting room that can be divided into two

areas for simultaneous conferences or continuing legal education seminars. “The 22nd floor was not in the best interest of the Bar. Meetings and CLEs are the backbone of our organization,” said Executive Director Craig Shoup.

Maple Street Biscuit Company is sold BY MARK BASCH • CONTRIBUTING WRITER

Maple Street Biscuit Company isn’t one of Jacksonville’s biggest companies, but the chain of 33 restaurants has built a big following since it started seven years ago. So, eyebrows were raised in October when

Cracker Barrel Old Country Store Inc. bought the company for $36 million. Cracker Barrel promises to keep Maple Street as a separate business and plans to expand the brand but said it is moving Maple Street’s executive team to Nashville.

Palmer named Regency CEO An organization called 2020 Women on Boards said early this year only four of 109 Florida-based public companies had female CEOs, and none were in Jacksonville. That changed when Lisa Palmer was promoted to CEO of shopping center developer Regency Centers Corp., to become effective Jan. 1. Palmer, who has been with Regency since 1996, succeeds Hap Stein, who will become executive chairman.

Jacksonville’s unemployment rate falls to 2.6%, lowest on record The number of jobs increased 3.4% over the year, led by professional, hospitality and construction. BY MARK BASCH CONTRIBUTING WRITER

Jacksonville’s unemployment rate fell in November for the fourth straight month, reaching the lowest level recorded. The jobless rate in the Jacksonville metropolitan area (Duval, Baker, Clay, Nassau and St. Johns counties) dropped from 2.8% in

October to 2.6% last month, the Florida Department of Economic Opportunity said Dec. 20. That’s the lowest unemployment rate in the area since at least 1990, according to the department’s data. That year is the earliest for which the department provides data. All five counties in the metro area were below 3% with St.

Johns County the lowest at 2.2%. That also was the second-lowest unemployment rate in the state behind Monroe County, which was at 1.8% in November. Duval County’s unemployment rate fell by 0.1 percentage point to 2.8% last month. Job growth in the metro area was strong, with Northeast Florida nonfarm businesses adding 24,400 jobs from November 2018 through November 2019, a 3.4% increase. The strongest growth in the

12-month period came in the professional, scientific and technical services sector, which reported a net gain of 6,300 jobs, or 14%. Other big gains came in leisure and hospitality, up 5,400 or 6.3%, and construction, up 4,000 or 9.1%. Job growth was widespread across industries with a couple of notable exceptions. The transportation, warehousing and utilities sector had a net loss of 1,600 jobs in the 12-month period, or 4.1%, and retail trade

lost 1,500 jobs, or 1.6%. Jacksonville’s job growth was better than Florida’s statewide growth rate of 2.5% in the past year. Florida’s unemployment rate fell by 0.1 point to a seasonally adjusted 3.1% in November. The Department of Economic Opportunity does not adjust the Jacksonville area data for seasonal factors. THE BASCH REPORT

Volcker legacy included Schultz friendship

MARK BASCH CONTRIBUTING WRITER

The men started working together in 1979 at the Fed during a period of runaway inflation in the U.S. When former Federal Reserve Board Chairman Paul Volcker died two weeks ago, many news stories recalled his successful efforts that permanently ended an era of runaway inflation in the U.S. What many Jacksonville residents may not realize is the key role a local civic leader played in assisting Volcker’s crusade. Fred Schultz, a Jacksonville investor and Florida politician, was appointed vice chairman of the Fed in July 1979 just a few days before Volcker was brought in as chairman. It was Schultz a critical time in U.S. financial history when global markets had lost confidence in the U.S. dollar because of double-digit inflation rates. Almost immediately after Schultz was sworn in as vice chairman, Fed Chairman G. William Miller resigned to become Secretary of the Treasury. That left Schultz temporarily as the highest-ranking member of the Fed board. In an interview with me for a story published in The Florida Times-Union during the most recent U.S. financial crisis in 2008, Schultz said he told Miller “thanks a hell of a lot.” Schultz had served in the Florida House of Representatives from 1963 to 1970 and was speaker of the House during his last two years there, but he was largely unknown outside of the state, particularly in

the financial community. “They didn’t know me from Adam,” Schultz said. That made investors more nervous. However, Volcker, president of the Federal Reserve Bank of New York, was a well-known figure on Wall Street and the markets calmed down when he was appointed Fed chairman a few days later. Volcker, with Schultz’s support, was determined to squeeze inflation out of the U.S. economy. He embarked on a tight monetary policy that sent interest rates even higher. That led to a six-month recession in 1980 that doomed the reelection campaign of President Jimmy Carter, who had appointed Volcker and Schultz. With interest rates remaining high, another recession hit the economy during the first two years of President Ronald Reagan’s first term in 1981 and 1982, but inflation started to come down and the economy recovered. Schultz left the Fed in 1982 but Volcker was appointed to a second four-year term as chairman. Inflation has not been considered a major issue in the U.S. economy since he left in 1987. Schultz, who died in 2009 at age 80, remained close friends with Volcker. After leaving the Fed, Volcker became the Frederick H. Schultz Class of 1951 Professor of International Economic Policy at Princeton University, alma mater of both men. Schultz remained active

in civic affairs in Northeast Florida, particularly efforts to promote education. But he never tired of talking about his years at the Fed with Volcker and the legacy they left on the U.S. economy.

Regency Centers downgraded Two analysts last week downgraded Regency Centers Corp., with the Jacksonvillebased shopping center developer expecting slower earnings growth in the new year. Morgan Stanley analyst Richard Hill downgraded his rating on Regency from “overweight” to “equal weight,” and J.P. Morgan analyst Michael Mueller downgraded it from “overweight” to “neutral.” “We remain constructive over the medium to long term, given a higher-quality portfolio of assets and strong balance sheet, but we don’t see a nearterm catalyst as the market will not reward the company for SS-NOI growth that is expected to be flat to slightly positive in 2020,” Hill said in his report. Jacksonville-based Regency, which operates mainly neighborhood shopping centers anchored by supermarkets, warned in its third-quarter earnings report that bankruptcies of some retailers are likely to affect the growth of its same-store net operating income, or SS-NOI. Regency isn’t losing too many tenants, however. Its portfolio of 422 properties across the country was 94.8%

leased at the end of the third quarter. “Regency’s portfolio and platform are top-notch, in our view, and we recognize that the stock screens as being attractive on both an absolute and relative basis at current levels,” Mueller said in his report. “While management already telegraphed that 2020 should be a modest-to-very low growth year, making it not ‘new news’, our Neutral stance better reflects our view that the market has a little bit of time to wait before growth reaccelerates,” he said. Hill’s report on retail real estate investment trusts like Regency said smaller strip malls are in a better position to weather the “challenging retail backdrop” than the big regional malls. “Historically, mall REITs have generated stronger SS-NOI growth, but recently strips have generated higher growth than malls,” he said. Hill said strip centers account for 71.5% of all leasable space, with about 115,000 strip malls in the U.S. and only 1,200 large malls. “Malls receive much of the media headlines, but strip centers are a much bigger part of retail real estate,” he said. “Bottom line, we think the market views strip REITs as more investable than malls, given a better risk-reward balance.” Mueller’s downgrade also was part of an overall assessment of REIT stocks, and J.P. Morgan analysts also said trends for strip malls operators are better than larger mall REITs. Regency expanded in 2017 by acquiring Equity One Inc., but the J.P. Morgan analysts said that deal was an exception in a period of “muted” acquisition activity by strip mall operators. They think acquisition activity may heat up again soon. “The topic of acquisitions (and M&A) has come up more in conversations throughout the year, implying that it is more front and center for management teams,” they said.

Analyst labels FIS a ‘fresh pick’ Fidelity National Information Services Inc., or FIS, had underperformed the S&P 500 index by about 3% since

it completed its $43 billion acquisition of Worldpay Inc. on July 31, Robert W. Baird analyst David Koning said in a research note last week. But Koning thinks investors have been too pessimistic so, as he has before, he designated Jacksonville-based FIS as a “fresh pick” stock. “We think there are several ways for estimates to rise, while the backdrop of growth seems quite healthy, and valuation seems quite reasonable,” he said. Besides underperforming the S&P 500, FIS also has underperformed its peer group of companies that made big acquisitions recently, Koning said. Investors “seem a little dissatisfied” with the financial technology company’s thirdquarter trends in its merchant services division and its projection of revenue growth “approaching 7%,” he said. “Yet we think acceleration is likely and 7% plus could ultimately be possible,” he said.

mCig is shifting focus to health care CBD products

Jacksonville-based mCig Inc., which has been engaged in several areas of the legal marijuana markets, said it is shifting its focus to “healthcare and medically driven CBD (cannabidiol) botanical products.” After announcing a joint venture last month with a company called Bareroots Rx Inc., mCig said it is working with Bareroots to develop the products. “A new joint company will be one of first to market scientifically backed nutrigenetic CBD based proprietary botanical result driven products, that is so terribly needed in the industry,” CEO Paul Rosenberg said in a news release. The joint venture expects to launch new over-the-counter CBD botanical nutrigenetic products in the next 90 days under the brand name BRRX Clinical. Publicly traded mCig reported revenue of $2.3 million and an adjusted net loss of $1.8 million in the fiscal year ended April 30.

How has the Women’s Council of Realtors benefited you personally and professionally? WCR has been a part of me since I started in the title industry 10 years ago. I was very involved in my chapter in Oklahoma and served on several committees. When I moved to Jacksonville I did not know a soul but knew that I would meet a great group of women and men in WCR that would not only make me feel more at home but also would help me professionally to connect with the right individuals and companies that would benefit my career.

THE MARBUT REPORT

‘Home for the holidays’ sees family adopt six kids

MAX MARBUT ASSOCIATE EDITOR

Annual adoption event sees 42 children join their 19 forever families. Shannon and Keith Cook walked into the Duval County County Courthouse on Dec. 19 with their five children. When they walked out of the courthouse, they had 11. Theirs was the first hearing on the docket when Circuit Judge David Gooding convened the 15th annual “Home for the Holidays” adoption event, scheduled each year the week before Christmas. By the time court adjourned, including the six adopted by the Cooks, 42 children joined their 19 forever families. The multiple-hearing adoption tradition began in Duval County in 2003 on National Adoption Day, the Saturday before Thanksgiving each year, Gooding said. When he was transferred into the dependency court division in 2004, Gooding said the event was moved to the week before Christmas.

Circuit Judge David Gooding, left, and the Cook family that grew from five children to 11 children Dec. 19 during the 15th annual “Home for the Holidays” adoption event at the Duval County Courthouse.

The idea was to connect children with permanent families so the adopted children could truly be home for the holidays, hence the name of the event. Gooding said that 15 years ago, adoptions primarily were instituted by parents who hired attorneys and there was a backlog of hundreds of cases that were waiting to be heard. In the years since, adoption has become supported by a network of nonprofits and other agencies, such as Family Support Services of North Florida, that work year-round to help connect children in out-of-home care to adoptive parents. “The sense of urgency about adoption has improved. The organizations realize how impor-

tant it is to get children into permanent homes,” Gooding said. He said research indicates that children raised in foster care are four times more likely to enter the justice system than children who are adopted and those who grow up in foster care are 17 times more likely to become homeless than children who are adopted. In addition to the 42 children adopted at “Home for the Holidays,” Gooding said he’ll continue to convene adoption hearings and expected to sign adoption orders for at least 50 children the weeks before and after Christmas. “I’ll sign adoption documents on New Year’s Eve. That way, the parents get the tax credit for the whole year,” Gooding said.

JBA, JSO deliver gifts to seniors Also on Dec. 19, the Jacksonville Sheriff’s Office helped the Jacksonville Bar Association by delivering Christmas gifts to seniors who are served by the Meals on Wheels program. Through the JBA’s Holiday Project, association members purchased, wrapped and delivered requested gifts to about 350 people this year. Some of the gifts were delivered by attorneys and judges and some were delivered by sworn officers and Community Service Officers from JSO.

Flower and the Jacksonville Women Lawyers Association facilitated a holiday party Dec. 12 for more than 100 residents at Centennial Tower near Downtown. The JWLA members wrapped costume jewelry for the women and socks and neckties for the men and then delivered the gifts, along with sandwiches, cake, cookies and coffee. It was the second consecutive year that Flower and the association have sponsored the party. See photos at jaxdailyrecord.com

There will be no proration of taxes, rents or other income or liabilities, except that the purchaser will pay, at or before closing, his/ her/its pro-rata share of any real estate taxes that have been paid by the Secretary to the date of the foreclosure sale. When making their bids, all bidders except the Secretary must submit a deposit totaling ten (10%) percent of the bid amount in the form of a certified check or cashier’s check made out to the Secretary of HUD.
