he next step in the possible sale of Jacksonville’s cityowned utility is on hold until the end of January. The JEA board tabled a decision Dec. 17 on how to proceed with its ongoing invitation to negotiate. The board instructed JEA interim CEO Melissa Dykes to review the yearlong strategic planning process and complete JEA staff’s research on the five scenarios being considered to restructure the utility. The move was characterized by board members as an attempt to restore public trust in the process that JEA ratepayers and the City Council have criticized for a lack of transparency. In her opening statement at a news conference after the board meeting, board Chair April Green apologized to JEA employees and the public. “Transparency is key for us going forward,” Green said. “We will try to expedite the transparency with the current strategic process and we’ll continue to push for that. But it looks like the end is near and everything will be revealed.” One option includes moving forward with negotiations with nine private companies to sell the utility. A sale would require approval by Council and a voter referendum. SEE JEA, PAGE 8

State Attorney ‘looking into matters involving JEA’ The Jacksonville Civic Council calls for a grand jury investigation into potential sales of utility.

State Attorney Melissa Nelson’s office said it is “looking into matters involving JEA” after multiple calls from Jacksonville officials and organizations since Nov. 30 for an investigation into the public utility’s push to privatize. “We have heard the concerns of the community over the past several months. This office is — and has been — looking

into matters involving JEA. We will not be commenting further,” Nelson said Dec. 18 in a written statement. Nelson’s announcement comes one day after the Jacksonville Civic Council sent a letter to her office requesting she convene a grand jury investigation into the potential sale of JEA and the city officials, employees and lobbyists involved. The city issued a conditional capacity availability statement in January for the project. The hotel completes the almost 22.2-acre Kernan West site, joining the Bainbridge Jacksonville apartments and a Daily’s gas station and convenience store. Bainbridge at Town Center Owner LLC bought 17.09 acres for a 276-unit apartment complex. First Coast Energy LLP bought 2.85 acres for a Daily’s store. Dr. Jorge Mallea directs Mayo Clinic’s new lung restoration facility in Jacksonville. As a critical care resident from Peru studying at Saint Louis University, the process of a lung transplant caught Dr. Jorge Mallea’s attention. “It was very interesting to me to see how you could actually change one person’s lungs for another person’s lungs and then make it work,” said Mallea, medical director of Mayo Clinic’s lung restoration facility. “It was very intense, very labor demanding, intellectually, very challenging,” he said. Mallea went on to complete his fellowship in pulmonary medicine at Saint Louis University in St. Louis, Missouri. As he was looking for work, a mentor from his residency, Dr. Cesar Keller, recruited him to join the lung transplant team at Mayo Clinic. Two other doctors he knew

from St. Louis already were at Mayo Clinic in Jacksonville, so Mallea joined the hospital in 2003. In 2015, Mayo Clinic announced it would partner with United Therapeutics to develop a lung restoration center on its Jacksonville campus. The form of regenerative medicine is designed to take donor lungs which previously would have been unusable and turn them into viable transplant organs. The center is on the first floor of the new Discovery and Innovation building on Mayo Clinic’s campus. In August, Mallea became medical director of the facility. He believes the technology can change the way lung transplants are done. The ex-vivo lung perfusion technology, which is used in the facility, allows for the lung restoration team to spend more time with donor lungs, which would help make more lungs available for transplant. Mallea said the technology can make the lungs treated in the Jacksonville facility better than the standard lung, and last longer than the typical lung transplant. He wants to save the nearly 400 people who die annually waiting for a lung transplant. “The goal is to chop that number from 400 to zero,” Mallea said. So far, only trials have been completed in the Mayo Clinic facility, which opened in August. When it receives FDA

approval, which likely will be in January, the facility will have the capacity to treat nearly 900 lungs each year. Aside from serving as medical director of the facility, Mallea works as a pulmonologist, seeing patients suffering from COPD or emphysema on campus. He said those patients, given the nature of their disease and

chance of mortality within the next year, often are low on the list to receive a transplant. Part of his work at Mayo Clinic is trying to find solutions for those patients. He’s working on developing a trial to treat COPD patients with mesenchymal stem cells, but it’s in the early stages, he said. Mallea said he and the United Therapeutics team also

hope to be able to regenerate lungs using biomaterials or stem cells in the future, which would create more ways to increase the lung donor pool. “Sometimes it’s looking into the future and it looks like science fiction,” Mallea said. “But it really is exciting, the things that we can do, or the things that we’re hoping to do soon.” Working on the lung transplant and now lung restoration teams has been rewarding, Mallea said. He’s seen lung restoration in action at United Therapeutics’ Silver Spring, Maryland, facility, which performs the procedures. Sometimes lungs will come into the facility, and it’s unclear if they will work for a transplant. After inspection and “by tweaking a few things,” those lungs can then be suitable, he said. “You can see the difference that having them in the facility can make,” he said. “So that’s definitely a satisfaction of being part of that team, being able to know that another person’s getting a second chance of life because they’re receiving lungs that are going to save their lives.” Mallea considers himself “lucky to be in a situation where I can be part of developing, discovering and hopefully transforming the future with a great team.”

Age-restricted community with a golf course is planned along County Road 210. WCI Communities, a subsidiary of Miami-based Lennar Corp., submitted plans for the Stillwater development, formerly known as Greenbriar Downs, to the St. Johns River Water Management District. WCI requests an environmental resource permit review of the proposed 818-unit agerestricted residential community in northwest St. Johns County. The 729-acre residential development with an 18-hole golf course is bounded north and south by Creekside High School and County Road 210 West and east and west by the Cimarrone community and Veterans Parkway/County Road 223 right-of-way extension. The residential development comprises 402 detached and 416 attached dwelling units in

the gated community with 181 acres of golf course and other active and passive amenities. The application says the development will preserve 354 acres of wetlands and maintain more than 37 acres of upland buffers. In March, St. Johns County approved rezoning the property from open rural to planned unit development and changed the comprehensive plan land use map from rural/silviculture to residential-B. During county review, the development changed from nonage-restricted residential in 2016 to reduce impacts to school capacity and roads. Raydient LLC, a real estate subsidiary of Rayonier Inc., sold the 784-acre mixed-use property to WCI Communities in June for more than $14.43 million or $18,406 per acre. A separate northern 55.4acre parcel included in the sale is limited to neighborhood commercial and business uses. St. Augustine-based Matthews Design Group is the civil engineer.

Review sought for apartments in RiverTown

St. Petersburg-based WRH Realty Services Inc. submitted an application to St. Johns County for master development plan review of RiverTown Parcel 11, a 333-unit apartment community with an associated amenity center on 18.8 acres. The property is along the

northwest side of Longleaf Pine Parkway. Plans show six apartment buildings and an amenity center with a pool. There will be 679 parking spaces among attached and detached garages and surface parking. Jacksonville-based Prosser Inc. is the civil engineer.

Trusts seek wetlands determination for 3,173 acres Miami-based City National Bank, on behalf of the Tredinick/Abess Trusts, submitted a petition to the St. Johns River Water Management District for a formal determination of the location of wetlands and other surface waters on 3,173 acres in North Jacksonville.

The property is held by trusts for the Tredinick and Abess families. The property comprises three parcels used for silviculture. About 2,600 acres, the largest parcel, is north and south of Yellow Bluff Road, from the Timucuan National Ecological and Historic Preserve at the north end to Starratt Road in the south. The property is zoned residential rural-acre with the land use designations of mixed-use and low density residential. A second parcel, about 200 acres, is north of Scarwin Lane, between Yellow Bluff and Lanier roads, near Louis S. Sheffield Elementary School. The property is zoned residential rural-acre with a land

use designation of low-density residential. The third parcel, about 394 acres, is at 14250 Boney Road, south of the intersection of Starratt and Boney roads, between Grover and Spring Hammock roads. It was rezoned in 2015 from residential rural-acre to the Edwards Creek Preserve planned unit development to allow single-family clustered development of 75- 60- and 50-foot-wide lots. A bank representative could not be reached for comment about the disposition of the property. SSAILER@ JAXDAILYRECORD.COM (904) 356-2466

JEA: Utility board to look at scenarios CONTINUED FROM PAGE 1

Other options Dykes will examine include JEA becoming a community-owned cooperative or a publicly traded company by making an initial public offering. Dykes will present the in-depth look at the five possible structures at the board’s January meeting. This will be one of Dykes’ first assignments as the head of the utility, as she takes over from former CEO Aaron Zahn, who was fired by the board at the meeting. Dykes told board members that she also would include possible City Charter changes in her review of the scenario where JEA remains a municipally owned utility. Council member Danny Becton asked Dykes for that during a Dec. 9 Council fact-finding hearing. At the time, Dykes could not list changes city policymakers could implement that would allow JEA to grow as a city-owned utility. She expects to have those proposals drafted within two weeks. JEA procurement officials anticipate negotiators will have bids, including monetary offers, from the nine companies seeking to buy the utility ready for the JEA board’s January meeting. At that time, the board also will have to decide whether to accept or reject a proposal by Mayor Lenny Curry to turn the strategic planning process over to Council. In a Dec. 12 letter to the board, Curry suggested sending information for the five scenarios for JEA to Council, allowing its 19 members to decide what could be sent to voters. Curry recommended sending a “top tier” of bids to the Council. Council also could choose to keep JEA in its current state. If the board decides to send multiple scenarios to Council, it would require the board to amend the invitation to negotiate process it approved July 23. At the news conference, Green said the board will make that decision at its next meeting. Board member Dane Grey, who was appointed by Curry in October, said he supported the mayor’s request. The Dec. 17 JEA meeting was his first as a board member. Board member Henry Brown recommended suspending negotiations with the nine bidders while JEA staff continues to evaluate and

mittee sent the letter Dec. 17 to Nelson, City Council President Scott Wilson and Council members, JEA board Chair April Green, interim JEA CEO Melissa Dykes and city Inspector General Lisa Green requesting immediate action to investigate the activities and performance of fired JEA CEO Aaron Zahn. The group also wants Nelson to investigate the utility’s invitation to negotiate with nine private companies to possibly sell the city-owned utility. “As the Civic Council has previously stated, JEA is in no immediate danger of collapse or insolvency, and there is time to strategically evaluate the options and take action in a thoughtful, transparent manner,” the committee wrote. The Civic Council, a group of about 75 CEOs from Northeast

Timeline of JEA events

A look at the events at the city-owned utility leading up to the firing of CEO Aaron Zahn: April 10, 2018: The Jacksonville City Council unanimously approves a measure placing the question of whether Council should authorize the sale of more than 10% of JEA’s assets on the Nov. 6, 2018 ballot. April 17, 2018: Aaron Zahn resigns as JEA board member and is elected interim managing director and CEO, replacing Paul McElroy, who resigned. Nov. 27, 2018: Zahn is named permanent JEA CEO in a unanimous board vote. He’s selected over Cris Eugster, chief operating officer of San Antonio-based CPS Energy and former Bahamas Power and Light CEO Pamela Hill. Nov. 6, 2018: Duval County voters approve a nonbinding straw ballot measure telling Council they want a say in the sale of JEA. Nov. 27, 2018: Council approves a City Charter amendment that requires a voter referendum to sell more than 10% of JEA. January: JEA staff begins a strategic planning process that will lead to an invitation to negotiate the possible sale of the utility. May/June: Zahn and JEA officials tell the board the utility will have to lay off 30% of its workforce and raise electric rates by 26% if JEA remains publicly owned without City Charter and state Constitution changes allowing JEA to diversify its business. July 23: The JEA board votes to allow Zahn to initiate an invitation to negotiate with private companies that could lead to a possible sale of the utility. Aug. 1: Jacksonville Mayor Lenny Curry says he would use proceeds from the sale

of JEA to pay off the city’s $2.2 billion in outstanding bond debt with the remaining money invested for future city projects.

Council, stating his support of the invitation to negotiate as former Mayor Jake Godbold speaks out against the process.

Aug. 2: JEA issues the invitation to negotiate and process timeline. The procurement method includes a cone of silence to keep bidders’ names and offers secret until a top bid is selected by negotiators.

Nov. 25: The Florida Commission on Ethics begins to investigate possible conflicts of interest with JEA negotiators because of retention bonuses they would receive if the utility is sold. JEA senior management is replaced on the bid negotiating team by three members of Curry’s administration.

Oct. 14: JEA announces nine private companies will move into negotiations to possibly sell JEA. The utility releases the identities of eight of the nine companies as public pressure for transparency grows. The companies include Florida Power & Light Co. parent NextEra Energy Inc. and international firms that include Macquarie Infrastructure and Real Assets Inc. Oct. 28: City Council member Michael Boylan announces he will chair 14 factfinding hearings into the possible JEA sale. Council President Scott Wilson announces he will use $1.85 million earmarked to hire a special counsel to advise Council on the JEA invitation to negotiate.

Dec. 4: A previously unreleased memo from the City General Counsel Jason Gabriel dated Nov. 12 surfaces, showing city attorneys recommended JEA kill the long-term performance plan. Dec. 12: Curry calls on the JEA board to speed up negotiations with bidders and send multiple options to City Council for vetting by the end of January 2020. Dec. 15: JEA board member Henry Brown adds his voice to City Council member Matt Carlucci’s and others calling for Zahn’s termination.

Nov. 6: Jacksonville Civic Council CEO Jeanne Miller appears at a City Council hearing to refute JEA’s claim of a financial death spiral and says there is not enough evidence to warrant the sale of JEA.

Dec. 16: City Council member Rory Diamond and Ron Salem hold hearing on the Long-Term Performance Unit Plan. Diamond calls the program “legal theft.” He calls for the termination of Zahn and JEA CFO Ryan Wannemacher.

Nov. 18: The City Council Auditor issues a memo warning a value-based, stockoption-style Long-Term Performance Unit Plan for JEA employees could cost the city up to $636 million is the utility is sold.

Dec. 17: The JEA board votes to fire Zahn without cause, placing him on paid administrative leave until attorneys can negotiate his final severance package. JEA COO Melissa Dykes is named interim CEO.

Nov. 19: Zahn tells Council President Scott Wilson he will recommend the JEA board kill the Long-Term Performance Unit Plan.

Dec. 17: A Jacksonville Civic Council letter to state and city officials calls for a grand jury investigation into the possible sale of JEA, Zahn and utility and city officials involved in the process.

Nov. 25: Curry unexpectedly addresses the

finalize strategic planning. He argued the move would be prudent given transparency issues with the possible sale. “It might make sense with this leadership change that we take a break on the ITN while we finish our full analysis of all the strategic planning options,” Brown said. “Once we finish those options and are able to present those fully

to the public, then we’re able to make a determination of whether to restart the ITN or pick up from where we left off,” Brown said. Robert Hosay, procurement counsel with the Foley & Lardner law firm, told Brown and the board a pause in negotiations could have an inherent risk, implying the nine bidders could take action against JEA.

“We’ve reserved rights to protect JEA. But these respondents, they’re significant companies that have invested a lot in this process. I cannot tell you what they may want to do, but certainly, they may want to look at their options,” he said. Brown asked what would have greater risk — a temporary halt to negotiations with the “cone of

silence” kept in place or informing the companies at the end of the process that JEA has decided not to sell to a private company. “To pause it, you just elongate the process,” Hosay said.

Florida companies and organizations, has become a voice against the process being used to research selling JEA. Civic Council President and CEO Jeanne Miller testified on behalf of the executive committee in November at a City Council fact-finding hearing, advocating for more transparency in the invitation to negotiate. The Civic Council also has a special committee dedicated to researching the actions of JEA and the utility’s value to the city. The group says the scope of the grand jury investigation should focus on whether the JEA board and senior management’s actions regarding a possible sale have been legal and appropriate. The Civic Council committee also said the conduct of all city officials and contracted firms and lobbyists involved in the possible sale should be investigated, as well as those responsible for an abandoned Long-Term Performance Unit Plan that could have cost JEA ratepayers nearly $600 million were the utility to be sold. On Dec. 17, the JEA board voted 6-0 to rescind the plan.

JEA officials have not been able to answer who was responsible for conceiving the stock-optionstyle incentive plan for JEA employees. The consulting firm Willis Towers Watson drafted the plan’s framework. The Civic Council wants Mayor Lenny Curry and City Council to conduct an investigation into Zahn and bring in the city Office of Inspector General “or other external entity.” The executive committee said City Council should use its subpoena powers in the investigation, which would put witnesses under oath with a penalty of perjury. The letter requests the results of the investigation be made public. The letter also asks the JEA board to reconsider its vote to fire Zahn without cause and move to fire him with cause. JEA’s six-member board decided Dec. 17 to place Zahn on paid administrative leave while city attorneys and Zahn’s lawyer negotiate the terms of his termination. The board gave the negotiators a Dec. 30 deadline. At stake

is a $842,925 severance payout, which includes a 12-month consulting contract worth $634,000, 20 weeks of pay and COBRA insurance compensation. If JEA is sold, the General Counsel’s Office says firing Zahn without cause could make him eligible for a $520,000 retention bonus — a provision included in the invitation to negotiate that’s available for all JEA employees. Zahn’s attorney, Jacob Peek, told board members his client is willing to reduce the consulting deal to a six-month term to reduce JEA’s financial liability. The JEA board wants the consulting fee reduced to $52,833 —a one-month term— and the retention bonus eligibility removed. The Civic Council says the board should not agree to any severance. “Further, that the JEA Board should not execute or agree to any severance package, waiver, or other covenant of confidentiality with Mr. Zahn before the conclusion of the investigation,” the executive committee wrote. “Releasing him without cause is not enough. Mr. Zahn should

not be able to profit in any way from his actions as JEA’s executive leader.” The Civic Council joins others who have called for an investigation into Zahn and the process that led to the invitation to negotiate. City Council member Matt Carlucci said in a Dec. 15 letter that a grand jury should investigate. He called for Zahn’s termination in November. The NAACP wants a federal criminal probe into Curry’s administration and senior JEA executives for their handling of the possible sale. Jacksonville NAACP Branch President Isaiah Rumlin sent a letter Dec. 11 with support of both the Florida State Conference of NAACP Branches and the National NAACP to five committee chairs in the U.S. House of Representatives requesting an investigation.

ing,” it said. The restructuring includes a rights offering and direct investment to bring $325 million in new capital, “sending a strong message to the Debtors’ employees, vendors, clients, and other business partners that they are well positioned for future success,” the memorandum said. The company’s Chapter 11 filings have not included full financial reports. But a filing Monday showed Acosta projects a negative cash flow from operations of $23.1 million for the 13 weeks ending Feb. 28.

International Flavors merging with DuPont unit

International Flavors & Fragrances Inc., with operations including an aroma chemical plant on Jacksonville’s Westside, announced an agreement Sunday to merge with a unit of DuPont de Nemours Inc. The combination of New York-based IFF and DuPont’s Nutrition & Biosciences subsidiary creates a company with more than $11 billion in annual revenue and a range of products in the taste, texture, scent, nutrition, enzymes, cultures, soy proteins and probiotics categories. The companies did not announce a name for the merged business. “Together, we will create a leading ingredients and solutions provider with a broader set of capabilities to meet our customers’ evolving needs,” IFF Chief Executive Andreas

Fibig said in a news release. Fibig will be CEO of the merged business. DuPont shareholders will get 55.4% of the shares of the company and IFF stockholders will own 44.6%. The companies said the merged business has an enterprise value of $45.4 billion. IFF has operated the plant at 2051 Lane Ave. N. since it acquired Bush Boake Allen Inc. in 2000 for $970 million. The Jacksonville plant was the headquarters for Bush Boake’s aroma chemicals division. The plant employs about 100 people, an IFF spokesman said Monday. IFF has about 13,000 employees and DuPont Nutrition & Biosciences has more than 10,000.

Analyst sees more questions at Maxwell House parent It’s been nearly a year since news reports surfaced that Kraft Heinz Co. wanted to sell its Maxwell House coffee business as part of an overall restructuring. The company apparently never found a suitable buyer for the business and its Downtown Jacksonville coffee plant, and it could be well into 2020 before any decisions are made. “Kraft Heinz is now pivoting to reinvent its core capabilities, rebuild credibility with customers/investors, and take a more ‘consumer-obsessed’ path to future decision-making,” Deutsche Bank analyst Steve Powers said in a report

Morgan Stanley analyst James Faucette on Dec. 16 initiated coverage on Fidelity National Information Services Inc., or FIS, at “equal weight,” seeing little additional upside to the stock after a recent big acquisition. Faucette gave the same rating to FIS competitor Fiserv Inc. Both financial technology companies expanded with big acquisitions this year, as FIS acquired Worldpay Inc. and Fiserv bought First Data Corp. “We see synergies from their WP/FDC acquisitions reflected in market expectations, while rising competitive investment in the space poses long-term headwinds and limits the compounding nature of their returns,” Faucette said in his report. “Our conversations with buy-side investors since the deal announcements indicate nearly universal expectations of substantial upside to the deal synergies outlined by FIS and Fiserv,” he said. “We think this upside is attainable, given management track records at both companies, and particularly strong execution at FIS’s Worldpay, but we think that upside magnitude may be limited.” Faucette set a price target of $146 for FIS’ stock, which would be just a 6% gain from its recent trading price. For the third time in the past six years, Landstar System Inc. gave its shareholders a Christmas present by announcing a special dividend before the holidays. The Jacksonville-based trucking company last week said its board of directors declared a one-time cash dividend of $2 a share payable in January. Landstar also announced an increase in the number of shares it is authorized to buy under its stock repurchase program. Acosta Inc. said Dec. 16 it received bankruptcy court approval of its prepackaged reorganization plan and it “expects to successfully emerge from Chapter 11 in the coming days.” The Jacksonville-based sales and marketing company, along with several affiliated companies, filed Chapter 11 petitions Dec. 1 in U.S. Bankruptcy Court for the District of Delaware. The main case was filed under the name Anna Holdings Inc., a holding company formed by The Carlyle Group when the investment firm bought Acosta for $4.75 billion in 2014. The reorganization plan will give stock to creditors in exchange for about $3 billion in debt, but court filings don’t show who will be receiving stock and end up as the owners of the company. Acosta said in a memorandum of law filed Saturday in support of confirmation that it began negotiating with lenders to restructure the debt in August and by November, it had the approval of a majority of creditors. The memorandum said Acosta now has unanimous support of all creditors who hold the $3 billion in debt. “The Plan, and the remarkable consensus it represents, is the product of months of good-faith, arm’s-length negotiations among the Debtors, their first lien lenders, senior noteholders, and other key constituents, who all worked towards a consensual, value-maximizing restructur-

on the company last week. “However, the heavy lifting has only just begun and lots of questions remain,” Powers said as he resumed coverage of the company with a “hold” rating. Maxwell House is an iconic brand but it has been struggling to compete with specialty coffee brands. The nearly century-old Jacksonville plant at 735 E. Bay St., which employs about 200 people, is Maxwell House’s last U.S. plant. Powers said other old-line Kraft Heinz brands also are struggling, and the company has considering selling them. “While such plans appear to be shelved, we still believe divestitures of these or other businesses could be a means by which Kraft Heinz reduces gross debt,” he said. “In many ways, Kraft Heinz is the poster-child for the food industry’s past missteps,” he said. “Not long ago, Kraft Heinz was viewed as perhaps the crown jewel of food/consumer packaged goods companies. Today, however, Kraft Heinz is a true turnaround—burdened with high debt and eroding market shares.” It may be a few months before Kraft Heinz reveals any turnaround plans, Powers said. “Some of these challenges can be met with clear-cut interventions; others may require more creative solutions, and Kraft Heinz assuredly cannot do everything quickly,” he said.

THE MARBUT REPORT

Attorneys recognized for their ‘spirit of giving’

MAX MARBUT ASSOCIATE EDITOR

Federal Bar presents awards for contributions to court and community. Two attorneys were recognized Dec. 12 for their service to the community and to the federal court at the 13th annual Spirit of Giving Holiday Luncheon at The River Club. The event is the annual December tradition for the Jacksonville Chapter of the Federal Bar Association. U.S. District Judge Marcia Morales Howard introduced the 2019 recipients and presented the award plaques to attorney Michael Stanski and attorney Suzanne Judas, who became the federal court in Jacksonville’s community outreach coordinator after she retired from the practice of law. Howard said the recipients were selected for the award because “they exemplify the spirit of giving.” MICHAEL STANSKI

U.S. District Judge Marcia Morales Howard, left, presented the Spirit of Giving Award to Suzanne Judas, the U.S. District Court Jacksonville Division community outreach coordinator. She presented the award to lawyer Michael Stanski for his volunteerism.

been a member of the U.S. District Court Middle District of Florida for less than three years, but “this lawyer has already distinguished himself for his professionalism, his legal talent and his willingness to say ‘yes’ when called on by the court,” Howard said. She said Stanski has represented numerous clients on a pro bono basis in civil and criminal actions before the federal court. Stanski is a U.S. Army veteran who was deployed to Afghanistan, Iraq and Kuwait and later served as a special agent in the U.S. Secret Service.

While helping grade entries in the federal court’s 2018 High School Essay Contest, Stanski read an essay written by a student whose circumstances indicated he might need a mentor. “Michael could have let it go, but instead he contacted the court, received permission from the student’s parent, and now a year and a half later, he is still involved with this student, who is preparing for college and exploring careers in federal law enforcement with Michael’s help and encouragement,” Howard said.

SUZANNE JUDAS

When Judas retired from the Holland & Knight law firm in September 2017, she could have chosen to “ride off into the sunset or relax at her vacation home in the mountains,” Howard said. Instead, Judas began helping educate the community about the justice system and its role in American government. Howard cited civics education programs Judas has coordinated for the court, including a law camp for middle and high school students, a high school mock trial competition, the annual High School Essay

Contest and taking naturalization ceremonies outside the courthouse to the Cummer Museum of Art and Gardens and during halftime at Jacksonville Jaguars games. “We’ve been able to do things we never imagined we even would try to do,” Howard said. Gunster shareholder Mike Freed was the keynote speaker at the awards luncheon and explained how Freed to Run, his annual running of six daily marathons from Tallahassee to Jacksonville, has raised awareness of the justice gap. “Six marathons in six days gets people’s attention,” Freed said. “But it’s impactful only because others have joined the journey.” Now in its third year, sponsors contribute donations that benefit the North Florida Medical Legal Partnership at Jacksonville Area Legal Aid. Matched at 125% by Baptist Health, donations are building an endowment that provides civil legal services free of charge to pediatric patients and their families. “Freed to Run gets the attention, but the great work JALA does every day is what’s important,” Freed said. He is scheduled to cross the finish line on the lawn in front of the Duval County Courthouse at about 4 p.m. Dec. 20. MMARBUT@ JAXDAILYRECORD.COM (904) 356-2466
