An 11th Northeast Florida Amazon.com Inc. facility is planned, this one a delivery station in Northwest Jacksonville. The city is reviewing plans for a $16 million, 155,819-square-foot delivery station, code-named DJX5, in the Perimeter West Industrial Park. The new building is at 4345 Perimeter Industrial Parkway N. Amazon would lease it. The DJX designation is Amazon’s code for a Jacksonville delivery station. Plans say the station is designed for a package delivery service with two shifts – one day, one evening – and a potential third shift during peak seasons. No contractor is listed. Baker Barrios of Orlando is the architect. TLC Engineering Solutions of Orlando is the civil engineer. The plans specify how the station will operate. Packages arrive in cardboard boxes labeled for shipping within local neighborhoods and areas surrounding the facility. They are brought into the facility by tractor-trailers and unloaded. The packages are sorted into more specific locations, put into mobile carts and rolled to the loading area. There, they are loaded into vans for delivery. Atlanta-based Rooker completed the speculative building early this year. Rooker Vice President Cason Bufe said Aug. 10 he had no tenants to announce but had “good leasing activity on it.”

Deutsche Bank could add Jacksonville jobs Industry trends lifting Black Knight
The German bank is considering moving jobs out of New York to lower-cost cities. Deutsche Bank’s long-term plans to grow its Jacksonville operations center, which employs about 2,000, seemed to fizzle as the Germany-based bank retrenched its global operations in the last two years. But as the company looks ahead to a post-COVID-19 restructuring, it might consider moving more jobs to Jacksonville. In an interview with the Financial Times published Dec. 14, the chief executive of Deutsche Bank’s U.S. operations said the company may move jobs out of New York City into “smaller hubs and pockets.” Christiana Riley said Deutsche Bank could reduce its New York staff of 4,600 by half Riley and move those jobs to lower-cost cities, the financial newspaper said. Jacksonville is Deutsche Bank’s second-largest U.S. operation outside of New York City. Riley said lessons learned during the pandemic as employees worked from home demonstrated the bank may not need so many people in a New York office. Rather than have employees continue to work from home when the pandemic eases, Deutsche Bank might move more workers to hubs like Jacksonville. A Deutsche Bank spokesman said the company would not comment on the possibility of moving more jobs to Jacksonville. Deutsche Bank opened its

Jacksonville campus in 2008 and when it added another building in 2016, then-CEO John Cryan said its offices could accommodate up to 2,800 employees. However, Cryan was fired in 2018 and his successor, Christian Sewing, began a program of cost cutting as the bank struggled financially. Deutsche Bank last year said it planned to cut about 18,000 jobs and reduce total global employment to 74,000 by 2022. The company reported 86,984 employees at the end of the third quarter. In a previous interview with the Financial Times in June, Riley said the company’s cuts in the U.S. were complete. During an investor meeting last week in Frankfurt, Sewing said the bank’s restructuring plans are going well. “Since 2018 we have consistently delivered on or ahead of our targets,” Sewing said in a news release. “We will maintain our discipline on cost and risk management as we now enter the third phase of our transformation: sustainable revenue growth and profitability,” he said.
CSX-Pan Am deal a ‘unique situation’ Before its agreement two weeks ago to buy Pan Am Railways Inc., CSX Corp. hadn’t made an acquisition to expand its vast rail network this century. The deal, which expands Jacksonville-based CSX’s rail operations in New England, doesn’t signal a new strategy, according to Chief Financial Officer Kevin Boone.
“I think Pan Am was probably more of a unique situation in terms of short lines. I don’t think you could look for us to be big buyers in that market necessarily over the next few years,” Boone said at an investor conference held by Credit Suisse. “There are assets Boone that come up that are unique and are a fit (and) we’ll certainly look at those. But I wouldn’t read into anything there in terms of more transactions on that side,” he said in a webcast from CSX’s Jacksonville headquarters. CSX’s rail system covers most of the Eastern U.S. The Pan Am deal adds 1,800 miles of track, expanding CSX operations in Connecticut, New York and Massachusetts and adding Vermont, New Hampshire and Maine to its network. CSX’s last big railroad expansion was its 1998 acquisition of 42% of Conrail Inc.
CSX downgraded to ‘underweight’ Morgan Stanley analyst Ravi Shanker last week downgraded his rating on CSX from “equal weight” to “underweight” with a price target of $60, which would be a huge drop from its recent trading price near $90. “The downgrade reflects valuation more than anything – our view on fundamentals has not materially changed and we continue to believe that normalized EPS for CSX remains around $4 and the
JinkoSolar expects bump from Biden As Wall Street tries to assess the winners and losers in a Joe Biden administration, JinkoSolar Holding Co. Ltd. is promoting itself as a beneficiary of the president-elect’s policies. “We strongly believe that the PV (photovoltaics) industry has ushered in a golden age, together with strong support from government policies to adopt renewable energy, promote grid transformation and green investments,” CEO Kangping Chen said last week in a news release as JinkoSolar reported earnings. “In the U.S., solar demand is expected to more than double over the next five years under the Biden administration,” he said. China-based JinkoSolar opened its first solar panel manufacturing plant outside of Asia last year in AllianceFlorida at Cecil Commerce Center in West Jacksonville. JinkoSolar said third-quarter revenue rose 17.2% to $1.29 billion and adjusted earnings rose 6.7% to $47.3 million, or 27 cents a share.
Flowers Foods Landstar paying promotes former special $2 dividend Jacksonville exec For the third time in the past four years, Landstar System Inc. is giving shareholders a special dividend in January. The Jacksonville-based trucking company last week said it would pay $2 per share on Jan. 22 after paying $2 a share in January 2020 and $1.50 a share in January 2018. The special dividend is in addition to Landstar’s regular quarterly dividend, which was raised from 18.5 cents a share to 21 cents in July. “Landstar’s strong balance sheet and free cash flow generation enables us to continue to return value to our stockholders through a special dividend,” CEO Jim Gattoni said in a news release.
Flowers Foods Inc. last week promoted Heeth Varnedoe, former president of its Jacksonville bakery, to a top executive position at the Thomasville, Georgia-based company. Varnedoe was named chief transformation officer, a newly created position to oversee implementation of long-term strategic initiatives. Varnedoe was president of the Jacksonville bakery before leaving Flowers in 2000. He rejoined the bakery company in 2012 and most recently served as senior vice president of direct store delivery regions/ sales.

MARK BASCH CONTRIBUTING WRITER
Jefferies analyst Ryan Carr rated Black Knight Inc. at “buy” Dec. 14, saying market trends should help the Jacksonville-based mortgage technology company. In an initiation report on five real estate finance and technology companies, Carr said he expects mortgage activity to grow better than expected. “We believe that numerous secular tailwinds, including pent-up demand, increasing prevalence of digital adoption, the migration of individuals away from cities and into new markets, looming foreclosure activity, and the substantial pipeline of mortgages eligible to refinance will buttress the mortgage operating environment moving forward,” Carr said in his report. “We anticipate the persistence of the favorable origination environment to benefit all players in the space,” he said. For Black Knight, “we believe the most significant near-term growth driver will be the recent Optimal Blue acquisition, which we anticipate driving 20% EPS expansion in 2021 as a substantial cross-sell opportunity is ramped,” Carr said. Black Knight was the lead investor in a group that bought Optimal Blue, which provides data and other analytics services for the mortgage industry.
Landstar said it had $258 million in cash and short-term investments on its balance sheet at the end of the third quarter. Jacksonville’s other publicly traded trucking company, Patriot Transportation Holding Inc., recently announced a special dividend of $3 a share for the second year in a row.
THE BASCH REPORT

THE MATHIS REPORT
Grocery proposed for eTown community
KAREN BRUNE MATHIS EDITOR
Plans filed with the city show a supermarket that matches the size of a Publix store. An unidentified grocery store is proposed for eTown, the master-planned Southside community designed for up to 2,000 homes. The site is along E-Town Parkway, east of Florida 9B. While no name is shown on plans filed with the city, the size – 43,387 square feet – fits Publix Super Markets Inc. The Lakeland-based grocer says it has no plans that show a site there, but doesn’t rule out the location as one of interest. “We’re always looking for opportunities to best serve our customers,” said Publix Director of Communications Maria Brous. Eastland Timber LLC is the
landowner. E-Town Development Inc., part of The PARC Group, is the developer. England, Thims & Miller Inc. is the civil engineer. The PARC Group is developing eTown as well as Nocatee, where Publix leases a store. Publix also opened a GreenWise Market there. The PARC Group had no comment about the eTown supermarket. The plans filed with the city also show a 12,000-squarefoot retail building near the Publix for lease to tenants. The location is in The Exchange at eTown, the commercial element of the project at E-Town Parkway and Florida 9B. A map at eTownJax.com shows a grocery in The Exchange. The city issued a mobility fee calculation certificate for the 17.1-acre project, shown along the parkway between Apex Trail and Exchange Street. Baptist Health kicked off commercial plans for The Exchange in February when it said it bought 3.5 acres there. It will start with primary care at the site. Gate Petroleum Co. then proposed a 6,500-square-foot gas station and convenience store with 20 fueling positions on 2.16 acres near the Baptist Health site.
GROCERY FOR ETOWN A map of the eTown master-planned development along E-Town Parkway east of Florida 9B shows a proposed grocery store. The size on city plans – 43,387 square feet – fits that of a Publix Super Market.
ETown’s residential neighborhoods include the Del Webb, Nobel, Kettering, Marconi and Edison singlefamily home communities; the Newton townhouses; and the Menlo apartments.
ETown markets itself as a smart-living community built around technology connections. Neighborhoods are named after inventors. Homebuilders include Pulte Homes, Toll Brothers,
David Weekley Homes and ICI Homes. KMATHIS@ JAXDAILYRECORD.COM @MATHISKB (904) 356-2466

retail space that includes a small grocery. Marriott’s possible upgrade adds another element to the project, which occupies the high profile northeast corner of Laura and Adams streets. The chain has 180 independent boutique hotels worldwide that feature custom designs in the Autograph brand, according to the hotel company’s website. The closest is the Casa Monica Resort & Spa in St. Augustine. “We’re already exceeding the Courtyard standard,” Atkins said. “So we are already checking all the boxes. It sort of makes sense.” Atkins said a restaurant and bar planned for the Trio’s Marble Bank Building is part of Marriott’s review. He said the restaurant and 145room hotel are required to be a minimum four-star quality for the Autograph brand and the restaurant must serve three meals per day. Atkins purchased a Marriott franchise in 2014. He said Oct. 23 that he’s working with a third-party group that specializes in adaptivereuse hotels to manage it. Atkins said he expects an adaptive-reuse product like the Trio
could be on the front end of a hospitality market rebound after the COVID-19 pandemic. NEW DEAL
Atkins faced starts and stops in the Trio renovation since his holding company, Southeast Holdings LP, purchased the property in March 2013 through Laura Trio LLC. The Florida Life Building, the Bisbee Building and the Marble Bank Building comprise the Trio. Atkins acquired the former Barnett National Bank Building at 112 W. Adams St. in a deal, aided by $3 million in financing from a company led by Jacksonville Jaguars owner Shad Khan. But that deal fell through after litigation and Atkins entered a partnership with Las Vegas-based The Molasky Group of Cos. to coown the Barnett in 2017 through Barnett Tower 2 LLC. State records show it is managed by Barnett Tower Holdings LLC, which Atkins said is a joint company of SouthEast and Molasky. City Council approved $9.8 million in June 2017 for SouthEast and Molasky to renovate the Barnett and the Trio. The deal included $8 million from the Downtown Historic Preservation and Revitalization Trust Fund and a Recapture Enhanced Value grant up to $1.8 million to

be paid out over 20 years. After SouthEast missed a deadline to complete a parking garage that was part of a deal to redevelop the Barnett, DIA CEO Lori Boyer announced in September 2019 the DIA and project developers were renegotiating the city agreement to ensure the Trio is renovated. Boyer told City Council members in October the Trio was one of three projects waiting for the Downtown Preservation and Revitalization Program to pass Council. Council unanimously approved the overhaul to the city’s adaptive reuse incentives Oct. 13. SouthEast’s application to the DIA and city will request Downtown preservation incentive dollars and Atkins said he also plans to use federal historic tax credits to finance the project. The developer did not release the breakdown between public and private investment, but he
said there will be a “fairly large” private cash investment. Atkins said he has secured the private capital financing portion of what he expects to be a $63 million to $65 million Trio project. SouthEast will not work with Molasky in the latest Trio proposal, Atkins said.

THE PROGRAM
In addition to the hotel, Atkins plans a 4,000-square-foot bodega-style grocery store in the space. He has not released the identity of the operator. “It certainly will address the lifestyle of a lot of our clientele Downtown,” Atkins said. “If they can just have a place to walk across the street and get some toilet paper, you don’t have to take a trek out of Downtown.” There also will be about 4,000 square feet of additional groundfloor retail space, Atkins said.
“The program at Trio is fairly limited because of the size. We will have some additional streetlevel retail,” he said. He said he has spoken with some operators but will not offer the space until about a year after work begins on the Trio. “I’m specifically holding that piece until the end. The Trio program is about a 24-month build and markets can change a lot,” Atkins said. “But certainly it will be a very important corner to reactivate Downtown.” Danis Builders LLC, which worked with SouthEast on The Barnett, will be the contractor. Atkins wants to start work on the project in the first quarter of 2021. MMENDENHALL@ JAXDAILYRECORD.COM @MIMENDENHALL (904) 356-2466
