City taking steps toward old courthouse demolition Request for Proposals seeking bids to take down former City Hall, Duval County Courthouse in the works.

By David Cawton Staff Writer Jacksonville’s Downtown riverfront could be closer to demolition. The city is working on a Request for Proposals seeking bids to demolish the former Jacksonville City Hall and Duval County Courthouse buildings.

It’s the first indication of progress toward the demolition of the vacant buildings along East Bay Street. Mayor Lenny Curry earmarked $8 million in his $1.2 billion budget for the job as part of the $131 million capital improvement plan. Demolition

Barrique Kitchen & Wine Bar of Avondale, developed in the former Cowford Traders retail store at 3563 St. Johns Ave., scheduled its grand opening Thursday. Partner Greg Bartolotta said the community has shown a great response since the soft opening a few weeks ago. Barrique seats 100 diners and features a full bar and more than 200 wines. It is open 3 p.m.midnight daily with a 3-7 p.m. happy hour Monday-Friday.

Bartolotta said it will start serving daily lunch and weekend brunch in about two weeks. Hours will be 11 a.m.-4 p.m. for lunch and 4 p.m.-close for dinner. The menu features salads, thin-crust stone oven pizza, artisanal cheeses, pressed sandwiches, sides, mini desserts and small plate selections such as braised short ribs, sautéed salmon, octopus, seared tuna Mathis

Galleria Marketplace sold for $4.8M Sleiman brothers to use proceeds for more projects. By Karen Brune Mathis Editor Developers Louis and Paul Sleiman said they sold their first project – Galleria Marketplace – for $4.8 million. The sale was completed Tuesday to a private buyer they iden-

tified as LADS. The sale was not recorded with the Duval County Clerk of Courts as of Wednesday afternoon. The 9,000-square-foot Galleria Marketplace, on about 2 acres at 6025 Butler Point Road in the Southpoint area, is fully leased. Tenants comprise Newk’s Eatery, Kazu Sushi Burrito, Smoothie King and Chicken Salad Chick. The Sleimans built the project in 2016 and owned it through Bonneval Retail LLC.

The Duval County Property Appraiser assessed it at almost $2.03 million this year. The Sleimans, the third generation of the family that has developed shopping centers around Jacksonville, plan to use the proceeds to grow their business. Among their projects is Baymeadows Corner, a former Miami Subs site at 8355 Baymeadows Road. The Sleimans intend to rebuild the site as a 7,600-square-foot

retail center comprising three units. The Malle Co. Inc. will build the project at a cost of $600,000. Realco Recycling Co. Inc. was approved to demolish the 3,604-square-foot restaurant structure at a cost of $12,000. The Sleimans, through Baymeadows Retail LLC, paid $812,500 for the property. Permits plus the purchase price total more than $1.4 million. The property is designed for two retail stores of 2,500

Downtown 300 W. Adams St. building sold for $3.45 million Buyer plans to invest additional capital in property, broker says. By Andrew Warfield Associate Editor A Downtown building has been sold to a private investor. The 34,781-square-foot building at 300 W. Adams St. was sold for $3.45 million. The buyer, Hildebrandt Owner LLC of Dexter, Missouri, plans

to invest additional capital into the building, according to Keith Goldfaden and Daniel Burkhardt of NAI Hallmark, who brokered the sale. “There was very strong demand for this property as investors see the positive momentum occurring in this area of downtown,” Goldfaden said. “This momentum started with the opening of the new county courthouse in 2012 and was bolstered by the relocation

of EverBank and Citizens Insurance to the adjacent office tower. This submarket will continue to thrive as it benefits from several new apartment developments scheduled to open over the next few years,” he said. The RFP is the subject of a meeting scheduled Thursday morning between Chief Administrative Officer Sam Mousa and Aundra Wallace, executive director of the Downtown Investment Authority. Wallace said Wednesday any information about a potential RFP should be directed to the city. An assistant general counsel assigned to handle public records requests said no drafts are available but that an RFP or a draft should be available for review within two weeks. A request for comment from the mayor’s office was not immediately returned. Florida law requires the city to publicly advertise its Request for Proposals to solicit bids from prospective parties, typically for at least 30 days, for any purchase of supplies or contractual services for capital improvements of more than $65,000. The pending demolition is one of several potential developments along Bay Street, including the Shipyards and Metropolitan Park projects helmed by Jacksonville Jaguars owner Shad Khan. Curry has been adamant about his desire to redevelop the Northbank riverfront, including the vacant, half-built structure that was to become the Berkman Plaza II. The city is demolishing the

parking deck that collapsed in 2015 along Liberty Street and Coastline Drive behind the courthouse. In 2011, the Jacksonville Civic Council Northbank Redevelopment Task Force recommended that the Duval County Courthouse and Annex site be developed as a convention center and exhibition hall. In August, Curry said more than one party had expressed interest in developing the land. “At this stage, it’s just that,” he said. The city moved most of the legislative and executive branch departments in 1997 to the St. James Building at 117 W. Duval St., although some departments

and the State Attorney’s Office used the space for several more years. Courthouse operations relocated in 2012 to the new Duval County Courthouse at 501 W. Adams St. Although the buildings are vacant, taxpayers still are paying for their upkeep. A partner in the project described it as intimate with “Old European charm” similar to the Barrique Kitchen & Wine Bar in Babylon, New York. Northeast Florida Contracting Inc. was the contractor for the $550,000 project to remodel the 5,030-square-foot space. The city issued a business license to BMR Dining Group LLC for Barrique of Avondale.

The décor is designed to be reminiscent of an Old World winery or wine cellar, with reclaimed wood, brick and stucco. Owners Richard Rapp and BMR Dining Group LLC of Ponte Vedra Beach registered the Barrique of Avondale name with the state as of Jan. 3. Rapp is the agent for BMR Dining, whose members include him, Joseph Murphy of Ponte Vedra Beach and Bartolotta of Wantagh, New York. The 100 dining seats are a

number agreed upon during the zoning process. There also is private catering space available. The main dining room will accommodate more than 50 customers. Between two private dining rooms, one will have space for 10-12 seats while another can accommodate 35-40. They can combine for 50 seats. Bartolotta said previously the wine selection will consist of a majority in the $30-$40 range, with almost all under $100 a bottle. It hired a staff of 35-40 employees. Bartolotta said there will be more than 200 wines, including by-the-glass and half-bottles. USA Quartz deal moves forward City Council members will vote Tuesday on fast-tracked legislation that could provide up to $210,000 in state and local financial incentives to USA Quartz LLC. The Boca Raton-based business has pledged to hire 70 employees in North Jacksonville and purchase the former General Electric Co. manufacturing building in Imeson Industrial Park for $2 million. The company, which manufactures quartz slabs for residential and commercial clients, plans to spend at least $5.6 million renovating the 63,000-square-foot space. In exchange, the city and state would provide a Qualified Target Industry Tax Refund grant of up to $210,000. The city would be responsible for 20 percent of the award, $42,000, with the state paying the remaining $168,000. The QTI award would be payable after the jobs are created and verified by the Florida Department of Economic Opportunity over a four-year period begin-

ning in 2020. Fast-track bills require only a one-cycle reading at council committees before a full council vote.

JEA to review assets ahead of privatizaton debate

JEA Board Chair Alan Howard has instructed JEA CEO Paul McElroy to spend the next two to three months reviewing the publicly owned utility’s assets in advance of a larger debate over whether it should become a private company. Howard handed down the instructions Tuesday in a letter to McElroy. It comes a week after outgoing board member Tom Petway suggested JEA consider privatization at its Nov. 28 board meeting. In the letter, Howard said he believes “answering this question requires a better understanding of the value of JEA’s assets.” While privatization has been suggested in the past, it is the first time it has come up at a board meeting during Curry’s term. The day after Petway’s comments to the JEA board, Curry told reporters that he welcomes the review.
