ortheast Florida’s commercial real estate market has been adjusting to the growth and demand resulting from the pandemic, including changes in the office workplace. Some areas, like industrial and retail sectors, are seeing record vacancy rates. The pandemic began in March 2020. The National Bureau of Economic Research soon announced, in June, that the 128-month economic expansion had ended in February. The official recession didn’t last long. In July 2021, the bureau announced the recession ended in April 2020. That meant the two-month downturn was one of the deepest, but also one of the briefest, in U.S. history. The Reuters news agency reported the U.S. economy contracted at a record average annualized rate of 19.2% from its peak in the fourth quarter of 2019 through the second quarter of 2020, confirming that the COVID-19 recession was the deepest going back to 1947. It also reported the pace of recovery rebounded at a historic average rate of 18.3% between the second and fourth quarters of 2020. Businesses and economists are SEE REBOUND, PAGE 6

Electric carmaker considering plant New Jersey-based electric commercial vehicle company Cenntro Automotive Corp. is considering building its first U.S.-based manufacturing facility in Northwest Jacksonville. A memo and project summary drafted Nov. 15 by the city Office of Economic Development show Cenntro seeks property tax incentives for the proposed $25 million investment with at least 34 new jobs. The electric vehicle manufacturer is seeking a Recapture Enhanced Value grant up to $450,000. The money would be a property tax re-
fund of 50% of the property tax revenue added by the project over five years. The project summary says $20 million of the investment would pay for new manufacturing equipment. An exhibit attached to the agreement shows Cenntro is considering space at Lane Industrial Park at 2282 Lane Ave. N. in Northwest Jacksonville. The city project summary says the 34 jobs would have a $52,000 per year annual wage. A job creation schedule in the tentative city agreement shows 15 jobs should be in place by Dec. 31, 2022.
DEVELOPMENT Council approves incentives for One Riverside The Jacksonville City Council approved a $31.59 million incentives package Nov. 23 for One Riverside, the redevelopment of the former Florida Times-Union site in Brooklyn. Atlanta-based Fuqua Development LLC and partner TriBridge Residential propose a $182.2 million project with a grocery store, retail uses, restaurant and apartments. The 15-0 vote authorizes property tax breaks, a forgivable restaurant loan and a parkland buyback to support the multiphase development. The project along the St. Johns River
involves development of the 13.42-acre west portion of the 18.43-acre property in two phases. The plan also would restore McCoys Creek and add about 4.95 acres for a public park and submerged lands for river access on the east side of the property. The developer plans to complete the purchase of the property from the Morris family of Augusta, Georgia, in January. Designs for the first phase will need final approval by the Downtown Development Review Board before the project can break ground.
RETAIL Costco buys land for St. Johns County store Steinemann & Co. announced Nov. 18 that Costco Wholesale Co. bought about 17 acres at World Commerce Center in St. Augustine to build a 162,000-square-foot store that will include a tire center, liquor store and gas station.
Steinemann said construction is expected to start immediately with a projected opening at the end of the second quarter of 2022. St. Johns County reviewed an application for Costco and an 18-pump fuel facility at 655 World Commerce Parkway.

‘ECONOMIC REBOUND AND PANDEMIC RESILIENCY’ BY KAREN BRUNE MATHIS • EDITOR
Jacksonville’s apartment, office, industrial and retail markets largely were rebounding by the third quarter of 2021 from the COVID-19 pandemic that started in March 2020. The multifamily market remained strong. Here is what Avison Young, CBRE, Colliers, Cushman & Wakefield, Franklin Street, JLL, NAI Hallmark, Newmark Phoenix Realty Group, The Shopping Center Group and Walker & Dunlop are reporting about the Northeast Florida market in July-September 2021.
RETAIL
Jacksonville’s ‘retail market is quietly on a roll’ With consumers returning to in-store shopping, retail vacancies are down and rents are up. Those conditions are turnarounds from immediately after lockdowns in March 2020 as COVID-19 was spreading. “Overall, retailers seem to be encouraged by the healthy economy and robust population growth in North Florida, and many seem well positioned to continue expansion,” said The Shopping Center Group. NAI Hallmark said in its Q3 2021 Jacksonville Retail Market Report that Jacksonville’s “strong economic rebound and general pandemic resiliency have allowed the market to avoid some of the negative retail impacts seen in other markets

over the past year.” NAI Hallmark said retail demand remains high as established regional and national brands continue to chase strong population growth and increasing median income in the area. Colliers said in its 21Q3 Retail report that since peaking after the pandemic onset, retail
vacancy is back to 4.1%, a nearrecord low. “Jacksonville’s retail market is quietly on a roll,” Colliers wrote. Rents are up 7% over the year. “Q3 2021 was a healthy and encouraging quarter for retail in North Florida,” TSCG said. With healthy demand, a limited supply of space, “rich construction pricing and measured financing for new construction, landlords are in the driver’s seat,” Colliers wrote. Restaurants looking for secondgeneration space are facing “a needle in the haystack,” it reports. Colliers sees interest from nearly all categories, but especially from quick-service restaurants; specialty fitness concepts; and auto-related uses like gas

stations, car washes and others. NAI Hallmark and Colliers found an area inventory of almost 98 million square feet of retail space. New development is concentrated in submarkets like St. Johns and Nassau counties, Colliers reported. “These areas have been his-
torically underserved and recent housing growth has made retail development a must-have in these communities,” Colliers wrote. It said in-town projects are focused on infill projects, although the most notable are the RH store in St. Johns Town Center and the East San Marco shopping center.

INDUSTRIAL
E-commerce boom: ‘The Jacksonville industrial market is on fire’ Vacancy rates are down, asking rental rates are up and strong demand continues for industrial and warehouse space in Northeast Florida. “The Jacksonville industrial market is on fire,” says Colliers in its 21Q3 Industrial report. “We see no reason that the Jacksonville industrial market should slow any time soon.” E-commerce, especially Amazon.com, is a major driver of tenants seeking warehouse space. That demand is pushed further by supply-chain challenges as companies watch their shipments stuck at ports and prefer to have larger spaces to store more product when they get it. Commercial real estate firms say they need more warehouse space to lease as soon as possible. “Any new supply that has delivered has been rapidly leased, resulting in low vacancy and limited options,” said JLL in its Q3 2021 Industrial Insight. Firms vary in their totals, but the Northeast Florida market comprises up to 110 million square feet of industrial, warehouse and manufacturing space. The largest concentrations are in Westside, with up to 49 million square feet; North Jacksonville, with at least 27 million; and South Jacksonville, at up to 22 million square feet of that space. Reports show that up to 4 million square feet of space is under

construction, and most of that will be fully leased by the end of the third quarter of 2022. Developers are busy. “Players like VanTrust, NorthPoint, Pattillo, CT Realty and Benderson plan to develop significant speculative projects,” Colliers reported. “From where we sit today, these projects cannot come soon enough,” it said. Cushman & Wakefield wrote in its Industrial 3Q 2021 Marketbeat that the main factor for the overall lower vacancy rate was the lack of speculative construction, which means that large
companies seeking space do not have an inventory of choices for a quick occupancy. Cushman & Wakefield said demand is strong in North Jacksonville, where the bulk of new construction is found because of available land for development and its location near JaxPort and interstate highways. Demand overall is driving up rents. CBRE said active tenants in the market total more than 5.9 million square feet of space, led by e-commerce and third-party logistics companies. It said that during the third
quarter, leasing totaled 2.3 million square feet among 57 transactions, led by 1.15 million square feet in North Jacksonville and almost 860,000 square feet in Westside. “There is little reason to expect any significant weakening of market conditions over the near term,” said NAI Hallmark in its Q3 Industrial Market Report. It found that total available space declined by 3 million square feet over the past year while supply is up with 3.8 million square feet underway. Of that, about 75% has been preleased.
“Access to Jacksonville’s improving infrastructure and its relative affordability has drawn expansion-minded companies (and) should continue to attract and fuel large increases in logistics and especially regional distribution centers,” NAI Hallmark said. Cushman & Wakefield Managing Director Tyler Newman and Senior Director Jacob Horsley reported that three more buildings totaling 790,000 square feet were set to deliver in 2021 and 25 buildings, totaling 5.76 million square feet, are due in 2022. Their market summary: Through the third quarter, leasing activity and absorption were at the full 2020 numbers; 6.7 million square feet of tenants are in the market; and there is room for rental growth. What to do in 2022? “Identify land positions & build.”

OFFICE
Vacancy rates climb as companies downsize Office space continues adjusting to the effects of COVID-19. As they have since the pandemic began in March 2020, major employers are thinking about how to bring their workforce back to the office. That might mean companies are giving up space they lease. “Sublease opportunities will continue to come on the market for the remainder of the year, coming primarily from corporate users looking to downsize their footprints as they contemplate future hybrid workplace strategies,” says Avison Young in its Q3 Jacksonville Office Insight Report. Vacancy rates and rents generally are up. CBRE reports the office recovery continues to lag other property sectors in the third quarter as firms adjust lease sizes and terms, often opting for shorter leases. CBRE reports CSX downsized by 128,000 square feet at 550 Water St. Downtown following Florida Blue’s downsize of more than 600,000 square feet last year Downtown and in Deerwood Park. Still, some tenants are moving forward with new leases. “Among active tenants, medical users led the pack,” says Colliers in its 21Q3 Office report. “We are seeing interest on the
tenant side from several small to mid-size medical groups to expand or open new locations in the suburbs,” it reports. Some medical tenants are leaving office towers to lease space in shopping centers because of easier accessibility, the nearby amenities and the fact that there has been a lack of availability in speculative medical construction. Reports note that JEA and Fidelity National Information Services Inc. are the only large tenants set to move into office towers Downtown built for them. JLL reported in its Office Insight those two buildings represent the first new buildings added to the Central Business District since 2008. JLL said Fort Wade Building III in Ponte Vedra and Park Place at Nocatee were completed this year, adding about 187,000 square feet of space to the suburban market. Don’t look for much Class A speculative office construction. “We estimate that current construction costs for new class-A office space would require rent in the $40 range, which is well above current market,” Colliers wrote. Colliers reports the average Class A asking lease rate was $22.27 a square foot during the

quarter. While rents generally rose during the pandemic, “those gains have come at the expense of longer free rent periods and more tenant friendly improvement packages,” Colliers said. Cushman & Wakefield reported in its Office Q3 2021 Marketbeat that the pace of growth in office-using employment remained positive and is on pace to surpass pre-pandemic levels by year-end. It found that half of all leases were signed in the Butler/ Baymeadows suburban areas. “The Deerwood submarkets had the largest amount of Class A leasing activity indicating a flight to quality by some tenants during this period of uncertainty,” Cushman & Wakefield said. JLL said that “despite a few major move-outs, leasing activity Q3 was the highest Jackson-
ville has seen since the onset of the pandemic at over 300,000 square feet.” It said two headquarters moves will result from purchases. Jacksonville-based automotive group owner Jack Hanania bought the former Stein Mart Inc. headquarters on the Downtown Southbank, while New Jersey-based Dun & Bradstreet bought the Town Center Two building along Gate Parkway. “Despite the Delta Variant pushing the return to in-person work back, vacancy increases in this market will likely slow in coming quarters,” JLL wrote. It also said that Jacksonville will benefit from its availability of Class A space for rent, “at a relatively more affordable rate than other Florida markets.” Average asking rates remained steady, it said.

were the most active during the quarter, representing more than half of the sales. Private buyers, users and private equity investors constituted the rest. Class A and Class B projects are selling at record levels. Franklin Street said its research found that Class A properties sold for more than $249,000 a unit on average, with Class B at $168,000 and Class C at $79,000. Most per-unit prices were up. Sales are expected to continue. “As the MSA remains one of the top 25 hottest housing markets in the country, investors maintain their confidence in the multifamily market,” NAI Hallmark reported. “Investors continue the influx of capital into the area.”
however. In Northeast Florida, industrial and retail tenants specifically are expanding. Consumers increased their reliance on e-commerce for ordering and delivery during the pandemic, a practice that continues. That means a steady need for more warehouse space. As consumers ventured out as
the pandemic shutdowns eased, they resumed shopping and dining out. Real estate brokers say there is more demand for store and restaurant space, especially in areas of strong housing growth. Office-based employers faced a different challenge. First, it was how to operate their staffs remotely as they were sent home during the pandemic.
The issue then became when to bring back the office staff and how to design the workspace and workflow. The commercial real estate market is responding to the evolving needs. “A plausible outlook is that waves of COVID-19 continue but the U.S. economy and health system learn to manage these dis-

Apartment vacancy is down, average rents are up and the pipeline continues flowing for construction of multifamily units in the Jacksonville area as of the third quarter of 2021. About 1,300 units were added during the July-September quarter. “This market is positioned for success as it is supported by the largest population of any city in the state,” reported Franklin Street in its Q3-21 Jacksonville Multifamily Report. Franklin Street said vacancy rates continued to decrease quarter over quarter in Jacksonville. “Strong market fundamentals were displayed as approximately 1,300 units were delivered and vacancy rates still declined,” Franklin Street reported. NAI Hallmark reported in its Q3 2021 Jacksonville Multifamily Market Report rents rose 18.7% on average year-over-year while vacancy dropped almost 1%. It found vacancy at 2.9%. “As the MSA continues to see an influx of new jobs, along with the increase in population, rents will continue to rise, while vacancy levels remain at historic lows,” it said. NAI Hallmark reported that vacancy ranged from 1.4% in St. Augustine to 4.1% in Southeast Jacksonville. It found average monthly rental rates ranged from $1,157 in Arlington to $1,569 in upper Southside. Rent growth ranged from 9.3% in St. Augustine to 22.5% in Upper Southside. Apartment projects also are being sold. “The capital to the multifamily sector that has inundated Jacksonville has pushed the sales volume to an all-time high,” said Brian Moulder, managing director of investment sales with Walker & Dunlop.

You are hereby notified that the above-styled action, which seeks the termination of parental rights was filed against you in said Juvenile Court in Camden County, Georgia on the 29th day of October, 2021. The petition alleges that the above-named child is a dependent child and that it would be in the child’s best interest that the parents’ parental rights be terminated. A copy of the petition may be obtained from the Clerk of Camden County Juvenile Court. The child is currently in the temporary custody of the Camden County Department of Family and Children Services. THEREFORE, YOU ARE COMMANDED AND REQUIRED to appear before the Juvenile Court of Camden County, Woodbine, Georgia on the 26th day of January, 2022 at 9 o’clock a.m. The effect of the termination order requested shall be to terminate the parental rights and obligations of the parents with respect to the above-named child, including rights of inheritance. READ CAREFULLY NOTICE OF EFFECT OF TERMINATION JUDGMENT Georgia law provides that you can permanently lose your rights as a parent. A petition to terminate parental rights has been filed requesting the court to terminate your parental rights to your child. A copy of the petition to terminate parental rights is attached to this notice. A court hearing of your case has been scheduled for the 26th day of January, 2022 at 9:00 a.m. at the Juvenile Court of Camden County.
