Breeze Homes, a subsidiary of Corner Lot Development Group, is ready to sell 268 “affordable, attainable” homes in five singlefamily housing developments throughout Jacksonville, all of which opened last month. model homes in the next several months, O’Neal said. The higher-end development is Elizabeth Crossing, with 17 lots along McLaurin Road near The Avenues mall. Three homes are under contract. Homes in Elizabeth Crossing range from 1,648 to 2,054 square feet and have at least four bedrooms. Homes in all the developments come with stainless steel appliances, espresso cabinetry, cabinet hardware, architectural shingles and wood-like vinyl flooring, O’Neal said. Corner Lot Development Group is the parent company of Breeze Homes. According to the Breeze Homes website, it “offers homebuyers a simpler,
more cost-effective approach to home ownership.” Corner Lot CEO Andy Allen founded the company in 2018. O’Neal said Breeze Homes’ focus is to provide affordable, attainable housing in Jacksonville. The target demographic typically is a first-time homebuyer, he said. “The price point we’re hitting is very hot right now in Jacksonville so we can’t build them fast enough,” he said. As for areas of town to develop, O’Neal said his group looks for opportunities “really anywhere,” but especially sites with growth and areas that lack newer, affordable housing. “We’re looking forward to continuing to build these houses,” O’Neal said. “It’s much needed in Jacksonville, and we’re happy to fill in that niche.” KGARWOOD@JAXDAILYRECORD.COM (904) 356-2466

DDRB approves USS Orleck welcome center design The naval warship museum proposed for Pier 1 Downtown still needs City Council approval.
MUSEUM SITE The USS Orleck DD-886 Naval Museum, shown in these plans presented to the Downtown Development Review Board, is planned for Pier 1 east of the Berkman Plaza II on the Downtown Northbank.
BY MIKE MENDENHALL STAFF WRITER
The Downtown Development Review Board approved design plans for a temporary welcome center and office space for the USS Orleck DD-886 Naval Museum at the city-owned Shipyards property. The DDRB voted 8-0 on Nov. 12 in favor of a 90-by-50-foot modular building off Pier 1 for the Jacksonville Historic Naval Ship Association’s warship museum. The board added a condition that the nonprofit return to DDRB in three years to extend approval for the temporary building or submit designs for a permanent center. The design includes removable landscaping around the structure, a brick walkway from Catherine Street and a ramp leading from the building over the Downtown Northbank Riverwalk onto the ship. The Downtown Investment Authority asked the association in January to create something temporary because of other developers’ desires, including Jacksonville Jaguars owner Shad Khan, to build at the site. The DIA board unanimously approved a one-year development agreement with the ship nonprofit Jan. 15. That deal needs City Council approval before the ship docks Downtown and the supporting facility is built. The DIA has not filed legislation supporting the agreement. The DIA decision gives its staff the authority to negotiate a 10-year licensing agreement with two five-year renewal options to dock the museum warship in the St. Johns River. After regulatory approval, the association has several steps to take before it can tow the USS Orleck from Lake Charles,
Louisiana, to Jacksonville. Association Vice President Justin D. Weakland said Nov. 12 the ship will need to be towed to shipyards in Texas for inspection, hull maintenance, basic repairs and painting. The USS Orleck is a fully built-out and operating museum in Lake Charles. The association expects to spend $2.65 million for operations and to move the ship. apartment building. The 120 units comprise 96 one-bedroom and 24 two-bedroom apartments. Cathedral Foundation of Jacksonville Inc. is the property owner. The Downtown Development Review Board gave final design approval in November 2019. According to the board application, 90% of the units are for those who qualify for affordable housing, with 10% set aside for low-income residents. Ashley Square includes other residential services and activities. The lot is bordered by Beaver, Ashley and Newnan streets, west of the Stevens Duval Apartments. Blue Sky Communities and nonprofit Aging True Community Senior Services said previously they will invest $15 million to convert the 1.03-acre parking
lot into 650-square-foot one-bedroom units and 900-square-foot two-bedroom units. A site plan also calls for a 160-space, ground-level parking garage with the apartments built above it. According to agingtrue.org, since 1962, Aging True — operating as Cathedral Foundation of Jacksonville Inc. and subsequently in partnership with Urban Jacksonville Inc. — has designed and administered programs to help older adults in Northeast Florida. Cathedral Foundation of Jacksonville was established by a group of St. John’s Cathedral parishioners concerned about the health and welfare of the elderly in Jacksonville. The initiative expanded in 1974 to include Urban Jacksonville as a focused community service division dedicated to the needs of older adults. KMATHIS@JAXDAILYRECORD.COM @MATHISKB (904) 356-2466

*The annual amounts stated herein include estimated collection costs and early payment discounts. Pursuant to the Redevelopment Agreement for Redevelopment of the JEA Southside Generator Parcel dated July 2018 and among the City of Jacksonville, the Downtown Investment Authority and Elements Development of Jacksonville, LLC, the District anticipates receiving “Recapture Enhanced Value Grant” money (“REV Grant”) – essentially a form of tax-increment financing – from the City on an annual basis, once certain development thresholds are met. Such REV Grant money may be used to off-set the District’s annual debt service payment on any debt issued, and may result in a corresponding reduction in the Debt Assessments that are collected each year, but there is no guarantee of any such off-set. Please review the Assessment Report for further information. The assessments may be prepaid in whole at any time, or in some instances in part, or may be paid in not more than twenty (20) annual installments or the maximum installments under Florida law subsequent to the issuance of debt to finance the improvements. These annual assessments will be collected on the County tax roll by the Tax Collector. Alternatively, the District may choose to directly collect and enforce these assessments. The public hearings and meeting are open to the public and will be conducted in accordance with Florida law. The public hearings and meeting may be continued to a date, time, and place to be specified on the record. There may be occasions when staff or board members may participate by speaker telephone. Any person requiring special accommodations because of a disability or physical impairment should contact the District Office at least forty-eight (48) hours prior to the meeting. If you are hearing or speech impaired, please contact the Florida Relay Service by dialing 7-1-1, or 1-800-955-8771 (TTY) / 1-800-955-8770 (Voice), for aid in contacting the District Office. Please note that all affected property owners have the right to appear and comment at the public hearings and meeting, and may also file written objections with the District Office within twenty (20) days of issuance of this notice. Each person who decides to appeal any decision made by the Board with respect to any matter considered at the public hearings or meeting is advised that person will need a record of proceedings and that accordingly, the person may need to ensure that a verbatim record of the proceedings is made, including the testimony and evidence upon which such appeal is to be based. Continued from page 4 costs. On an annual basis, the Assessments will defray no more than $4,013,567 per year, again as set forth in Exhibit B. C. The manner in which the Assessments shall be apportioned and paid is set forth in Exhibit B, as may be modified by supplemental assessment resolutions. The Assessments will constitute a “master” lien, which may be imposed without further public hearing in one or more separate liens each securing a series of bonds, and each as determined by supplemental assessment resolution. With respect to each lien securing a series of bonds, the special assessments shall be paid in not more than (30) thirty yearly installments. The special assessments may be payable at the same time and in the same manner as are ad-valorem taxes and collected pursuant to Chapter 197, Florida Statutes; provided, however, that in the event the uniform non ad-valorem assessment method of collecting the Assessments is not available to the District in any year, or if determined by the District to be in its best interest, the Assessments may be collected as is otherwise permitted by law, including but not limited to by direct bill. The decision to collect special assessments by any particular method – e.g., on the tax roll or by direct bill – does not mean that such method will be used to collect special assessments in future years, and the District reserves the right in its sole discretion to select collection methods in any given year, regardless of past practices. 5. DESIGNATING THE LANDS UPON WHICH THE SPECIAL ASSESSMENTS SHALL BE LEVIED. The Assessments securing the Project shall be levied on the Assessment Area, as described in Exhibit B, and as further designated by the assessment plat hereinafter provided for. 6. ASSESSMENT PLAT. Pursuant to Section 170.04, Florida Statutes, there is on file, at the District Records Office, an assessment plat showing the area to be assessed, with certain plans and specifications describing the Project and the estimated cost of the Project, all of which shall be open to inspection by the public. 7. PRELIMINARY ASSESSMENT ROLL. Pursuant to Section 170.06, Florida Statutes, the District Manager has caused to be made a preliminary assessment roll, in accordance with the method of assessment described in Exhibit B hereto, which shows the lots and lands assessed, the amount of benefit to and the assessment against each lot or parcel of land and the number of annual installments into which the assessment may be divided, which assessment roll is hereby adopted and approved as the District’s preliminary assessment roll. 8. PUBLIC HEARINGS DECLARED; DIRECTION TO PROVIDE NOTICE OF THE HEARINGS.
