building next door at 11211 Atlantic Blvd. That’s where it will develop a new Porsche dealership. Garry Redig, vice president of operations at Fields Auto Group, said he expects construction to start in January and be completed in November. International Contractors Inc. is the contractor. Redig did not provide an investment estimate. Fields Auto Group’s existing Porsche
dealership will relocate from 10100 Atlantic Blvd. It occupies 24,450 square feet there. Redig said that site will become the Fields Collision Center, which now is behind the group’s Lexus dealership on Atlantic Boulevard. London-based SmartStream Technologies says it will open a customer service center in Jacksonville in early 2020. SmartStream is a financial software and managed services provider. It has more than 1,500 clients, including BNP Paribas, Deutsche Bank, Goldman Sachs, JPMorgan Chase, Morgan Stanley, Northern Trust and Nasdaq. It was founded in 2000. It will lease 6,908 square feet of space at Enterprise Park at 4190 Belfort Road. SmartStream operates a U.S. headquarters in New York City and has offices in 17 countries. Chief Marketing Officer Mark Roth said the Jacksonville customer service center will start with 20 employees, with plans to grow the staff “exponentially.” The 20 employees will be a mix of relocated personnel and new hires. According to job postings on its website, it has several openings on its reconciliations team, and an opening for a senior application support analyst. “Being in the tech field, we’ve heard from a lot of people that it’s a great place to open up a center,” SEE SMARTSTREAM, PAGE 2
Interior demo OK’d for old FBI building The former FBI building in Arlington was approved for interior demolition. The city issued a permit Wednesday for All American Debris & Wrecking LLC to gut the interior at a cost of $275,000. The permit lists the proposed use as storage. All American Debris was cleared to demolish the interior and remove some of the exterior elements of the six-story, almost 94,000-square-foot building at 7820 Arlington Expressway. Kozman Realty Inc., with an address in Canada, paid $1.2 million for the vacant building on 4.8 acres. The FBI occupied the building from 1975 to 2009.

The city and the St. Johns River Water Management District are reviewing plans for the Porsche dealership on 5.85 acres. Plans show a proposed 41,032-square-foot, two-story building, comprising 31,648 square feet on the first floor and 9,384 square feet on the second floor. The developer is Fields PAG Inc. Fields bought the Jaguar Land Rover Jacksonville dealership from the Matheny family in 2014. Fields Auto Group, based in North-
field, Illinois, lists nine Jacksonville area dealerships, with five along Atlantic Boulevard: Porsche at 10100 Atlantic Blvd; Mercedes-Benz at 10131 Atlantic Blvd.; Lexus at 10259 Atlantic Blvd.; and Jaguar and Land Rover at 11217 Atlantic Blvd. The other four comprise a Cadillac dealership in St. Augustine and Cadillac, Lexus and Mercedes-Benz dealerships along Blanding Boulevard in Southwest Jacksonville. Proposals must include: i) A purchase price for conveyance of the structure in its “As In” condition; ii) Identification of an alternative property and demonstration of site control either by contract, lease or by ownership; iii) If the proposal requests any City funding, a business plan for the proposed use of structure, and expected ROI to the City including ad valorem and other tax generated to the City iv) A signed cost estimate by a company or contractor for the relocation of the structure; v) Demonstration of financial capacity of the person or entity submitting the proposal to relocate and rehabilitate the structure; vi) Acknowledgement that no development rights are being conveyed via this Notice, and that relocation on a particular property is subject to conformance with the City’s Land Development Code and Comprehensive Plan; vii) Commitment to relocate the structure by no later than March 1, 2020; and viii) A $5,000 good faith cashier’s check or money order payable to the City of Jacksonville, which will: (a) Upon the selection of a particular proposal by the Downtown Investment Authority, be returned to submitters of those proposals not selected; or (b) Upon relocation of the structure, returned to the person or entity whose proposal was selected; or (c) Be forfeited by the person or entity whose proposal was selected in the event the struc ture has not been relocated as of March 1, 2020. Note: The Downtown Investment Authority was provided a cost estimate for the relocation of the structure to a specific property within the Brooklyn neighborhood. This estimate is available for inspection at the DIA office by contacting the Operations Manager, Guy Parola at GParola@coj. net, (904) 255-5305. This relocation estimate is only intended for information purposes and is not to be relied upon for determining the actual cost of relocation. Proposals received after that time will not be opened or considered. It is the sole responsibility of the respondent to ensure their proposal is received on or before the date and time stated, in the specified number of copies and in the format stated herein.
