PineRidge Film and Television is preparing to produce a threepart documentary, “The Soul of Southern Rock,” that would take Jacksonville’s history with the genre onto an international stage. Jacksonville-based PineRidge Film and Television is led by CEO Jerry Smith and his wife, Cynthia Smith, as president. Suzanne Teate is associate producer with First Coast Films, which is producing the documentaries. The series will answer why and how Jacksonville came to be considered the birthplace of Southern rock while exploring the widespread roots of the music. The estimated $2 million production has a target debut date in 2020 on PBS member stations nationwide, Jerry Smith said. Smith said PBS has committed to airing the program but will not announce a date until the money is raised. The Southern rock genre was made famous by groups with Jacksonville ties: The Allman Brothers, Lynyrd Skynyrd, Molly Hatchet, .38 Special, Blackfoot and numerous other bands of the late 1960s through the early 1980s. City Council member Michael Boylan said Monday that the first of 14 fact-finding workshops in the Council’s independent inquiry into the possible sale of JEA will be Nov. 6 During a noticed meeting with City Council President Scott Wilson on Oct. 8, Boylan said he would form a special committee to hold a series of fact-finding hearings on the ramifications of selling the city-owned utility. The schedule shows meet- Boylan ings twice per month through June 8. Boylan said the workshops will examine JEA’s yearlong strategic planning process and outcomes leading to the release of its invitation to negotiate Aug. 2. Sixteen companies responded to the utility’s solicitation, and JEA negotiators are considering bids from nine to buy some or all of the utility’s assets. JEA’s senior management team says selling to a private company could be the best option to solve a projected decline in energy sales and revenue. The workshops will examine each scenario presented by JEA leadership to its board of directors, including making no changes to its operations, transitioning into a customer-owned co-op or conducting an initial public offering to become a publicly

MedMen to open in Jacksonville Beach MedMen Enterprises Inc. announced it will open its Jacksonville Beach location today. The medical marijuana retailer is at 308 S. Third St., the former 33 Star retail location. The grand opening is at 9 a.m. Regular store hours will be 8 a.m. to 9 p.m. daily. As part of the grand opening, customers will receive 25% off their purchases and a portion of proceeds for the first month of sales will benefit Epilepsy Florida. Los Angeles-based MedMen said in a news release the Jacksonville Beach location is its seventh in Florida. The chain also is working on sites in Five Points and Mandarin.

Smith said. The three hourlong programs will look at the music’s blend of gospel, jazz, rhythm and blues, rock and country influences. That dates to the 1920s and 1930s when LaVilla in Downtown Jacksonville was a national entertainment center for African American jazz and blues players. “Some have called Jacksonville back in those days ‘The Harlem of the South.’ Others contend that Harlem should be called the ‘Jacksonville of the North,’” Smith said. Because much of the music is inspired by the region’s swamps and dirt roads, the series will feature historic and beauty shots of Jacksonville and Northeast Florida. That will underscore the importance that Jacksonville played in the music’s foundation. Timing is critical, Smith said. With many of the first-generation Southern rock performers now in their 70s and 80s, knowledge is passing away. Greg Allman died in 2017 and .38 Special bassist Larry Junstrom died Oct. 6. Today, as Lynyrd Skynyrd is finishing its concert career, guitarist Gary Rossington is the only surviving member of the original band that recorded its first album. Smith intends to enlist modern practitioners of Southern rock to talk about the history. Members of bands like Larkin Poe, Drive-By Truckers and the Zac Brown Band, among others, are being sought for input. A part of PBS documentarian Ken Burns’ formula is the authoritative voice of the documentaries, such as Peter Coyote. PineRidge is looking for its voice. Smith would like a personality with an instantly recognizable voice, such as Billy Bob Thornton. No commitments or contracts have been signed. Another aspect of the documentary is that race is rarely a subject in Southern rock. The Allman Brothers Band included percussionist Jaimoe Johanson. One of Lynyrd Skynyrd’s standards is “The

Guitarist Duane Allman introduced The Beatles hit “Hey Jude” to soul singer Wilson Pickett. Together they did a version that became a hit for Pickett. Southern rock was not confined to Jacksonville’s city limits. Bands formed throughout the South spread the music to national and international audiences. “Just like Nashville is the home of country music, Jacksonville is the home of Southern rock. It is who we are,” said Cynthia Smith. In addition to PBS, PineRidge has produced programs on networks that include HGTV, Food Network and The Discovery Travel Channel, among others. PineRidge has won six national daytime Emmy awards. The group is seeking national and Jacksonville area sponsors for the estimated $2 million Southern rock project. Smith said his group hopes to raise the money by early in the first quarter of 2020. PineRidge is in negotiations with the California-based National Sponsorship Group to sign corporate sponsors and is soliciting $500,000 to $700,000 in local funding. The media kit to be used in the sales pitches are in an album cover. There is a 10-minute trailer narrated by Lynyrd Skynyrd guitarist and Blackfoot founder, Rickey Medlocke. Jerry Smith said that by participating, a sponsor will be mentioned at the 30-second opening and closing as well as be included in credits and listed on “The Soul of Southern Rock” website. Smith said the investment could last for years, given PBS’s practice of airing programs many times throughout its markets. However, PBS has strict sponsorship standards. “When working with PBS, you have to be very discreet in choosing sponsors. There can be no ‘pay for play’ arrangements,” Smith said. For example, if a guitar company were a sponsor, it couldn’t edit out film footage showing a musician playing another brand of guitar. However, if footage shows a musician playing a sponsor’s equipment, that is seen as a plus. PineRidge will work with Janson Media to distribute the series in Canada, Europe, Australia and other international markets.

The meetings are 11 a.m. to 1 p.m. in the Lynwood Roberts Room at City Hall. “These fact-finding workshops are not only to educate the City Council members but the community at large,” Boylan said. “I’m not interested in focusing on the ITN but the general background information on all the scenarios and what is the authority of the independent authority.” Boylan expects JEA officials to attend the meetings and testify to how the strategic planning process unfolded that led to the utility seeking bids for a sale. The council member said he’s been speaking with JEA management and it is supportive of the fact-finding hearings. “They understand the importance of the third-party review,” Boylan said. An independent Council investigation into the JEA sale is allowed by Jacksonville’s City Charter. Section 5.09 states the Council “may subpoena witnesses, administer oaths, take testimony and require the production of evidence” to investigate the affairs of the consolidated government. Boylan has tried to strike a more measured tone with the fact-finding hearings, saying they’re not meant to be adversarial toward JEA or management team. In an Oct. 21 memorandum to the Council, Wilson praised Boylan for leading the hearings. “I know he will govern and oversee these sessions in a fair and impartial manner,” Wilson wrote. “These meetings will be open and available for public view.”

The annual SEC East rivalry football game between the University of Florida and the University of Georgia will remain in Jacksonville through 2023. Mayor Lenny Curry announced Friday the city reached an agreement with the schools to keep the game at TIAA Bank Field for three more years with an option to extend the agreement through 2025. “Our new agreement further strengthens the Florida-Georgia tradition we have enjoyed here in Jacksonville for more than 80 years,” Curry said. “This game is an incredible asset for our city and the best is yet to come.” Jacksonville has hosted the college football rivalry game since 1933. A sellout crowd of more than 83,000 is expected at TIAA Bank Field. “We look forward to the continuation of one of the greatest college football traditions in the country — a border states battle between Georgia and Florida,” said Georgia athletic director Greg McGarity. “The extension ensures the historical preservation of the game in Jacksonville which has been part of the national college football landscape since 1933. The city of Jacksonville has once again demonstrated its commitment to this game through significant financial considerations to each school,” he said. Florida athletic director Scott Stricklin also praised the city and the agreement. “The Florida-Georgia game is more than a football game, it’s a weeklong celebration of two storied programs meeting on a neutral field that has created generational memories for both fan bases,” he said. City Council will need to vote on the agreement. Curry said he anticipates that will be complete in the coming weeks.

Curry also announced this year’s Florida-Georgia weekend will include the inaugural Bold City Bash. It will feature a concert by country music headliner Brett Young with country music singer-songwriter Chase Rice as the opening act. The Bash will have a block party and exhibition baseball game between the two universities. It also will feature the annual Florida-Georgia Hall of Fame Ceremony and Luncheon. The Hall of Fame Ceremony is at noon Friday at The TIAA Bank West Club. The Block Party begins at 4 p.m. Friday along Adams Street and A. Philip Randolph Boulevard and will feature food trucks and a beer garden. The baseball game is 6:30 p.m. Friday at the Baseball Grounds of Jacksonville, followed by the concert.
