estoring the historic Elena Flats building to its former glory wasn’t a profitable proposition for spouses Jack Meeks and JoAnn Tredennick. The building at 122 E. Duval St. was one of a few remaining Downtown that were built between the 1901 fire and 1910. When Tredennick heard the structure was set to be demolished, she wanted to help save it. While they had renovated several other quadplex apartment buildings in Springfield, restoring the “significantly deteriorated” structure Downtown would be a bigger challenge. “It stretched it, but it was within our capability,” Tredennick said. The building, constructed in 1909, was used as a boardinghouse with as many as 25 rooms. “It just didn’t seem like this was another building that should be torn down,” Meeks said. SEE ELENA FLATS, PAGE 4
While home prices have risen substantially over the past year, National Association of Home Builders economist Robert Dietz said relief is on the way for buyers. Since January 2020, home resale prices have risen 30% on average across the country, growth that Dietz called unsustainable. In a Oct. 8 presentation to Dietz the Northeast Florida Builders Association Sales and Marketing Council, Dietz said he sees price increases slowing to about 6% by 2023, and eventually SEE ECONOMIST, PAGE 9

Elena Flats CONTINUED FROM PAGE 1
Meeks and Tredennick wanted to transform it into an apartment building with four 1,700-squarefoot, two-bedroom, 2½-bathroom units. The first step was to make the building structurally sound so workers could get inside. Workers disassembled the structure to save as much original material as possible to reuse. Tredennick said the original pieces of the building mostly are in the front, and include hardwood floors, windows and window frames, doors and door frames and fireplaces. The exterior brick was removed to waterproof the building and then put back in the original pattern. The couple bought the building in 2015 for $20,000. Six years and nearly $3 million later, the apartments became available to lease earlier this year. Meeks and Tredennick took advantage of historic tax credits, but had no other funding or government incentives. Their team included Halbert Contracting Co. and architects Bill and Melody Bishop. Each unit has stainless steel appliances, full-size washers and dryers, exposed brick walls, refinished hardwood floors, a front parlor with a fireplace, patio space and outdoor storage. Units are renting for $1,995 per month. There is a small parking lot adjacent to the building for residents. Two of the four units are leased. “(The tenants) love that they’re so close to everything, you can just go down to the river, everything that’s around here,” Tredennick said. “They love the apartment too. They think the apartment is just beautiful.” The property is in the Cathedral District. Even though the two realize they won’t make much money on their investment, Meeks and Tredennick said it is important for the city and its residents to save historic buildings like Elena Flats. “It’s called a love project,” Meeks said. “We use the term civic philanthropy, which we’d like to see more of,” Tredennick said. “It’s a contribution to the integrity of our city and the architectural integrity of our city.” KGARWOOD@ JAXDAILYRECORD.COM (904) 356-2466

GreenPointe adds amenity-focused executive RESIDENTIAL REAL ESTATE
Mike Taylor helps plan the lifestyle in the developer’s masterplanned residential communities. BY KATIE GARWOOD STAFF WRITER
As potential buyers are increasingly searching for convenience and walkable, active lifestyles, GreenPointe Holdings decided to add a division specifically to design and plan community amenities. GreenPointe chose Mike Taylor in August to lead the new division as president of lifestyle construction. He had been with the company since 2017 as a regional president. He oversees design and construction of amenities in all GreenPointe communities. “It’s understanding what the land and the community have to offer and enhancing it,” he said. “When you look at amenities, what are the programs that are needed for it to meet those demographics, then you challenge architects to take your vision and put it on paper.” TrailMark, a GreenPointe master-planned community in St. Johns County, has amenities that reflect the land around it and what residents want to see, Taylor said. The goal was to allow residents to be surrounded by nature, and that is reflected in the amenities and design of the community.
Mike Taylor is president of the GreenPointe Holdings division that designs and plans amenities for its master-planned communities.
Taylor said a main aspect of that was preserving large trees throughout the 1,300-acre development, adding nature trails and putting a kayak launch at Six Mile Creek for residents. Pocket parks throughout the neighborhoods give residents a place to gather along the trails. The kayak launch is a selling point for buyers, Taylor said. Pathways connect the neighborhoods. Paved, natural, shell rock and water trails total 10 miles in the community.
Future phases will bring the total to 23 miles. Amenities include a resortstyle pool with plans for a second, a play field, sport courts, clubhouse, dog park and fitness center. Taylor said each amenity space is being used often. Another part of his role is hiring lifestyle coordinators to program spaces and host events for residents. That includes concerts, races and family fun events.
OFFICE SPACE AVAILABLE:
“While you can create nice facilities which will be the heartbeat of the community, it’s how you activate the communities and how you purpose each space,” Taylor said. With the population influx into Florida, Taylor said new residents are coming to master-planned communities like TrailMark and seeking convenient living near shopping, schools and jobs. Following the pandemic, more people are looking for places to be outside near their
homes, he said. “What I’m seeing is people are looking for facilities and they’re looking for a sense of place where they can raise their family and feel like they’re connected,” Taylor said. “In this particular community, TrailMark, we’re trying to connect people to nature as well.” KGARWOOD@ JAXDAILYRECORD.COM (904) 356-2466

Permits on increase
14%
The gain in singlefamily home permits in the Jacksonville MSA in 2020. The state’s single-family permits increased 15% for the same period.
BY KATIE GARWOOD STAFF WRITER Special to the Daily Record
Following its decision in July to create a Northeast Florida division, PulteGroup will establish an office in Jacksonville to house the division’s more than 100 employees. Pulte is leasing 15,000 square feet at 12724 Gran Bay Parkway in Flagler Center. Division President Tony Nason said half of its Northeast Florida employees will use the office, while the other half works in the field. The space will house its design center, PulteMortgage and PGPTitle companies. Land development, construction, finance, purchasing, marketing and administration employees will work in the office. Nason said establishing a Northeast Florida division, along with nearly doubling its employee count over the past year and a half, contributed to the decision to open an office in Jacksonville. “Having everyone in one location, it will be better for the employees and the customer experience by having a full design center experience, closing their home at the same loca-

tion and being able to meet onsite with our mortgage team,” Nason said. Pulte plans to open the office in spring 2022. The homebuilder is developing Bradley Pond in North Jacksonville, The Trails at Grand Oaks and the Villages of Valencia in St. Augustine. It soon will begin selling homes at Timber Cove and Hidden Bluff in Jacksonville, Bannon Lakes in St. Johns County and Bradley Creek in Clay County. Nason said he chose the Flagler Center location because it is the most convenient for employees and is centrally located among developments. Although plans for a return to the office aren’t clear, Nason said the office will be built so that every employee has a workspace. KGARWOOD@ JAXDAILYRECORD.COM (904) 356-2466

lining up with inflation. “If you’re making business decisions on the anticipation that we’re going to continue to see 20% year-to-year gains in home prices, forget it. It’s not going to happen,” Dietz said. Population grew 1.7% last year in the Jacksonville metropolitan statistical area of Baker, Clay, Duval, Nassau and St. Johns counties, nearly four times the national average, he said. Jacksonville still is more affordable than the national average, with 63.4% of homes considered affordable to those with the area’s median income. But that number is on the decline from 2012, when it was about 85%. The national average for housing affordability is 56.6%. The Jacksonville MSA saw a 14% gain in single-family permits in 2020, and a 40% gain between August 2020 and 2021. The state’s single-family permits increased 15% in 2020.

Dietz said Jacksonville was the 11th largest market for single-family permits in 2020. Jacksonville also saw a 30% jump in multifamily construction last year. Single-family home growth came despite material and labor shortages along with price increases. Dietz said on average, surging material prices added about $30,000 to the cost of a single-family home and $10,000 to an apartment unit across the country. Appliances, lumber, windows and doors were among the worst shortages for builders this year. As material prices stabilize, Dietz said labor will become the biggest issue for builders. “It’s very important that we recruit and train the next generation of construction workers, and this is something we’re going to pay a lot of attention to in 2022,” he said. He said homes also are becoming more expensive because of increased regulatory costs.

Sugar Factory American Brasserie is in permitting review to take over the closed Brio Tuscan Grille in The Markets at Town Center at an estimated renovation cost of $2.5 million. Las Vegas-based Sugar Factory, known for couture lollipops, celebrity sightings and tropical cocktails up to almost $40, said in April it projected a January opening for the 4910 Big Island Drive restaurant. It said the 11,444-squarefoot property has capacity for 312 seats, comprising 175 inside, 22 at the bar and 115 on the patio. The pending permit covers renovations of 8,535 square feet of space. It offers an Instagram feature cafe in the front; indooroutdoor dining and a bar with operable doors to a large outdoor patio with a trellis and lighting; and a large video wall. There will be a flower and candy wall. Plans show the entrance will open to the dining area, with a retail store to the former private dining to the left and the Candy Heart Lounge to the right. As with Brio, there are outdoor dining and lounge areas. The bar remains a central feature in the back part of the property. “I think it will be super successful,” said Kelly Pulignano, vice president of The Shopping Center Group, in April. She and The Shopping Center Group partner and Senior Vice President Stephanie McCullough represented the landlord, Hines, in the lease

deal. They said in April they had been talking with Sugar Factory since the fall. They referred questions about the opening date and investment to Black Star Hospitality Group, whose concepts include Sugar Factory. Black Star is responding to emailed questions. The restaurant was built in 2012 for lease to Brio, which closed in January 2020, before the March 2020 pandemic shutdowns. The parent company of Brio Italian Mediterranean and Bravo Fresh Italian chains filed for Chapter 11 bankruptcy protection in April 2020. No contractor is listed for the renovation. Codes-ABC Inc. of Orange Park is handling code compliance. GTM Architects of Bethesda, Maryland, is the architect. It has designed several Sugar Factory restaurants. The owner is shown as Sugar Factory Jacksonville 88 LLC of Las Vegas. It is part of Black Star Hospitality Group. The sugarfactory.com website lists 24 U.S. locations, with four of those “coming soon,” and several internationally. Its three open Florida locations are in Miami; at ICON Park in Orlando; and the Tampa Seminole Hard Rock Hotel & Casino. It shows a Dec. 10 grand opening in Aventura north of Miami. Bayside and Espanola in Miami are coming soon. Jacksonville is not listed. Sugar Factory also plans

grand openings Nov. 5 in Dallas and Dec. 1 in Philadelphia. Michael Stern with EDGE Realty Partners in Dallas and Daniel Solomon with Katz & Associates in Miami-Fort Lauderdale represented Sugar Factory in the Jacksonville lease, according to McCullough and Pulignano. Black Star Hospitality Group says it oversees more than $100 million in revenue and investment through current and future venues, including Sugar Factory. The blackstarhg.com site says it has a more than 15-city exclusive deal with Sugar Factory that will be announced. The Dallas Morning News reported April 8 the chain would open its first Texas location in Uptown Dallas in a former Ruth’s Chris Steak
House. Sugar Factory’s LinkedIn site says the company made confections part of the popular culture and turned its Couture Pops into a designer accessory, with stars such as Britney Spears, Drake, Kim Kardashian, Eva Longoria and others photographed with the sparkly lollipops. As an example of how Sugar Factory operates, the Sugar Factory Tampa at the Seminole Hard Rock Hotel & Casino opens at 11 a.m. daily and closes at 11 p.m. weekdays and 1 a.m. weekends. The 120-seat full-service restaurant features the brand’s signature confectionery with a 4,000-square-foot, floorto-ceiling candy wall with more than 500 types of candy,
including bulk and novelty items and its “world-famous Couture Pops.” Sugar Factory also offers coffees, hot chocolate, frozen hot chocolate, specialty rainbow doughnuts and pastries in addition to homemade gelato and ice cream. The online menu for the Tampa location shows appetizers, soups and sides, sandwiches, burgers, pasta, pancakes and waffles and grilled entrees. Prices include a $14 grilled cheese, $14 Caesar salad, $18 club sandwich, $18 signature burger, $28 chicken and waffles, $36 pan-roasted salmon and a $48 filet. There also are milkshakes that start at $12, sundaes and other desserts. The “World Famous Sugar Factory King Kong Sundae” is $99 and serves 12. An extensive specialty cocktail menu online includes $36 drinks, such as a Virginia strawberry lemonade, raspberry watermelon mojito and a lollipop passion, and others including a $17 coconut chocolate bar and a $15 Grape Crush. Sugar Factory also hosts parties, weddings and events. In 2017, GTM Architects said it completed some design work with Sugar Factory American Brasserie at six new locations across the U.S., including its largest restaurant in Las Vegas. It said that at 17,700 square feet on two levels, the Las Vegas location includes a fullservice restaurant and retail destination as well as a “luxurious Chocolate Lounge on the upper level.” It has an indoor dining room plus two outdoor patios on both levels, a 14-seat minicarousel leading to a private gazebo, a full-service café, a bulk candy selection in the confectionery shop and an upscale Chocolate Lounge spanning more than 3,000 square feet, GTM said. The Hospitality Design interior design site said that all of the GTM-designed locations feature the Sugar Factory’s signature black, white, and red palette as well as crystal chandeliers, marble accents, plush booths, VIP areas, and private event spaces. The U.S. Surface Transportation Board sends Jacksonvillebased railroad a letter questioning its service. Before CSX Corp. reported third-quarter earnings, CEO James Foote received a letter from the railroad company’s primary regulator questioning its service level for customers. “The reason for my request is that over the past several months the Board has continued to receive a steady stream of complaints about the adequacy of rail service provided by CSX,” said the Oct. 18 letter from U.S. Surface Transportation Board Chairman Martin Oberman. “While CSX is responsive and prompt to address discrete rail service issues, these reports have been repeated over a long period of time with only periodic and temporary improvement, and I am concerned about what appears to be a systemic problem within CSX’s operations,” Oberman said.
“These complaints are not limited to any particular region on CSX’s network, nor are they confined to shippers of specific commodity groups. Customers also have reported that service problems are sometimes resolved, only to recur weeks or months later,” he said. Foote was asked about the letter when the Jacksonvillebased company held its quarterly conference call Oct. 20 to discuss earnings. Foote said he “found it a little unfortunate” to get the letter. “We’ll deal with it. We’ll respond. We’ll work with the regulator and our customers to try and address any customer issues,” he said. Foote said he didn’t see any reason for customers to complain to the STB. “I don’t know why they just don’t call me,” he said. “We tell every customer I meet. I give him my business card. I give him my cellphone number. So if you’ve got an issue, give me a call.” Susquehanna Financial Group analyst Bascome Majors, after asking Foote about it during the conference call, said he doesn’t think the complaints will have a major impact on CSX. “CSX’s strategy remains hiring to add capacity and drive upside growth, and the company appears finally to be making sequential progress on headcount heading into 2022,” Majors said in a research note. “If this continues, we see more distraction than disruption from the STB’s recent ser-
vice-centric letter and remain optimistic toward accelerating volume growth and mid-tohigh-teens EPS growth next year,” he said.
Patriot paying special dividend Patriot Transportation Holding Inc. announced Oct. 25 it is paying a special $3.75 per share dividend to stockholders, the third year in a row the Jacksonville-based trucking company is rewarding shareholders. Patriot, which previously had not paid any dividends, paid special $3-a-share dividends in 2019 and 2020. The company is paying $12.8 million to stockholders for the special dividend but it said it still will have about $6 million in cash and no debt on its balance sheet after the dividend.
Peyton Manning part of NFT firm investing in Fanatics Fanatics continues to attract new investment capital and with it, new celebrity investors. The latest announced Oct. 21 was an investment in a company majority-owned by Fanatics called Candy Digital. The investment was by a group that includes former NFL star Peyton Manning. Candy Digital is a nonfungible token, or NFT, company formed in June. The group including Manning invested $100 million in
Candy Digital, which values the company at $1.5 billion. In recent months, the Jacksonville-based sports merchandise company has received millions of dollars in new capital that has valued the entire company at about $18 billion, according to reports by major financial news outlets. Those news outlets have reported investors include music mogul Jay-Z and his entertainment company, Roc Nation. The NFT business, in which collectors can buy unique digital memorabilia, is being touted as the next big thing in sports collecting.
International sales boost J&J Vision While contact lens sales in the U.S. lagged, total revenue at Johnson & Johnson Vision rose 10.1% in the third quarter to $1.19 billion. “The worldwide vision franchise grew 10% this quarter, primarily driven by market recovery, commercial initiatives and new products driving enhanced competitiveness.” said Sarah Wood, senior director of investor relations, in parent company Johnson & Johnson’s quarterly conference call Oct. 19. Sales of the Jacksonvillebased vision care unit’s Acuvue brand contact lenses rose 6.2% to $882 million in the quarter as strong international sales offset a decline in the U.S. Wood said the domestic decline was due to restocking of contact lenses in the third
quarter of 2020 as businesses tried to recover from the COVID-19 pandemic.
Tegna takeover rumors return Takeover rumors surrounding television station operator Tegna Inc. are heating up again. Tysons, Virginia-based Tegna operates 64 U.S. stations in 51 markets, including Jacksonville NBC affiliate WTLV TV-12 and ABC affiliate WJXX TV-25. Bloomberg News reported Oct. 19 that media mogul Byron Allen is seeking investors to help him make an $8 billion bid for Tegna. Allen’s company, Entertainment Studios, owns 21 television stations in mostly smaller markets, according to the company’s website. The company’s other holdings including cable television’s The Weather Channel. Allen is bidding against a group led by investment firms Apollo Global Management Inc. and Standard General, who have been pursuing Tegna for at least two years. Allen would offer $23 a share to buy Tegna, Bloomberg said, citing “people familiar with the matter.” Apollo and Standard General have offered $22 a share, it said. Tegna’s stock was trading near $20 before Bloomberg’s Oct. 19 story, but it traded as low as $16.84 in September. MBASCH@ JAXDAILYRECORD.COM

(“Improvement Plan”). The public hearing is being conducted pursuant to Chapters 170, 190 and 197, Florida Statutes.
