After 53 years in operation as one of Regency Square Mall’s original tenants, J.C. Penney Co. Inc. closed its department store for good at 4 p.m. Oct. 18. Other than a few pieces of merchandise, all that remained for sale were fixtures, display equipment

Permits requested for Publix-anchored East San Marco

It’s a big step for a long-awaited project. Developer Regency Centers Corp. applied for construction permits Oct. 16 for the East San Marco retail center that will be anchored by Publix Super Markets Inc. “Our commitment to this project has remained unchanged since we first started planning East San Marco,” said Eric Davidson, Regency Centers senior manager of communications. “We look forward to bringing a high quality, essential needs center to the area, and continuing the necessary steps to make it a reality,” he said by email Oct. 16. It’s been almost 20 years in the making. Davidson could not immediately provide a completion date. Jacksonville-based Regency applied for four permits for Publix, a Publix Liquors store and two retail buildings at construction costs totaling $9.7 million. That cost will be higher when other work, including interior

build-out, is approved. Regency will develop the 3.25-acre site at 2039 Hendricks Ave, at the southeast corner of Atlantic Boulevard and Hendricks Avenue. Permit applications show: ■ A two-story building totaling 76,588 square feet, topped by a 39,000-square-foot Publix on the top floor and parking on the bottom at a cost of $7 million. ■ A two-story retail building totaling 8,665 square feet at $1.25 million. ■ A one-story retail building of 9,951 square feet at $1.2 million. ■ A 1,436-square-foot Publix Liquors store at $250,000. Fisher and Associates LLC of Clearwater is the architect. San Marco merchants, customers, residents and visitors have been noticing work at the East San Marco site for stormwater and other preparations. Regency Centers and England-Thims & Miller Inc. submitted civil engineering plans to the city and St. Johns River Water Management District in May for the project. Despite a slowdown from COVID-19, “everything is still progressing and we hope to file for permits later this year,” Davidson said then. In 2002, initial discussions surfaced about a Publix and mixed-use development on the site. In 2006, Regency Centers and The St. Joe Co. announced the project, including Publix and condominiums. The project was delayed by several factors, including the recession and a residential development partner that pulled out of the deal in 2017. The city approved previous designs

BRIGGS EQUIPMENT ISSUED PERMIT The city issued a permit Oct. 16 for North Coast Construction Co. of St. Augustine to renovate a former car dealership along Philips Highway at a cost of $545,000 for Dallas-based Briggs Equipment. It’s the next step after the city issued permits totaling job costs of almost $100,000 for site clearing, interior demolition and associated work. On Sept. 18, Briggs bought the 3.4-acre property and 15,547-square-foot building at 2525 Philips Highway and 2111 York St. from O’Steen Volvo Land LLC for $4.2 million. Briggs, a materials handling company, has not responded to requests for comment. The stretch of Philips Highway from San Marco to Emerson Street is seeing new development, including apartments.

that included apartments and town houses. In 2018, Regency Centers Chairman and CEO Martin E. “Hap” Stein said the project would continue but with just the shopping center. There will be far fewer residences than approved in 2014. Other developers will build those. After almost two decades of stops and starts, Regency Centers disclosed the latest plans a year ago. who expected the usual 6 p.m. Sunday close. On the dot, a voice on the public address system announced: “It’s 4 o’clock and we are closed.” J.C. Penney Co. temporarily closed its three Northeast Florida stores in March because of the pandemic and reopened those at The Avenues and Orange Park malls in May. Plano, Texas-based J.C. Penney announced June 4 it would shut the Regency store, at 9501 Arlington Expressway, in its first phase of 154 stores closing in its Chapter 11 bankruptcy. It reopened at Regency in mid-June with closing sales. The company filed a notice with city and state officials July 17 that 94 employees will lose their jobs at Regency. J.C. Penney is the last departmentstore tenant to leave the mall. Belk closed and the store was sold to Impact Church of Jacksonville Inc., which is renovating it. Sears and Dillard’s own their stores. Sears closed and the building is for sale. Dillard’s operates a clearance center.

J.C. Penney’s departure leaves several independent retailers and a few national names operating at the 1.4 millionsquare-foot shopping center. Jacksonville-based Rimrock Devlin said in June it has a contract to buy the mall and redevelop the 77.11-acre property into mixed uses. About 1 million square feet is available for the developer to buy from the primary owner. “Our plans remain the same as we have always viewed this project as a complete redevelopment,” said Rurmell Mcgee, Rimrock Devlin vice president of retail development, Oct. 19. “The mall traffic has been on a downward trend for many years. The exit of Penney’s only accelerates the end of the mall’s life cycle.” KMATHIS@JAXDAILYRECORD.COM @MATHISKB (904) 356-2466
