The City Council Rules Committee will vote on issuing subpoenas for companies linked to Mayor Lenny Curry’s former political consultant Tim Baker. The Council Special Investigatory Committee voted 3-0 on Oct. 12 to advance subpoenas for Baker and four of his companies — Bold City Strategic Partners L LC ; Co n ventus LLC; Baker Data Targeting Research LLC; and Timothy Baker Consulting LLC. At issue is Baker’s work for NextEra Energy Inc. subsidiary Florida Power & Light. NextEra offered to pay $11.05 billion for JEA in the city-owned utility’s canceled invitation to negotiate in August 2019. Smith Hulsey & Busey attorney Stephen Busey, who is aiding Council’s JEA investigation, said his team found “close connections” between the city and Florida Power & Light in the lead up to and during the ITN. He said it falls within the committee’s legislative charge to find out how the attempted sale happened. “I think that the committee would be subject to criticism now that we’ve uncovered these facts that I just outlined if you do not pursue the communications between Mr. Baker and Florida Power & Light while he was advis-

GNP Development Partners wants to redevelop the Boys & Girls Clubs of Northeast Florida Teen Center and Beulah Beal Elementary School at 330 W. Ninth St. into an apartment community.

Tampa-based GNP Development is asking the city to rezone the property. BY MIKE MENDENHALL STAFF WRITER

A Tampa-based developer plans to expand its Springfield portfolio by transforming the former Boys & Girls Clubs of Northeast Florida Teen Center into apartments. GNP Development Partners LLC and Jacksonville-based architect PQH Group Design Inc. filed an application with the city Aug. 31 to rezone the 1.71-acre, four-

parcel site at 330 W. Ninth St. to planned unit development. GNP proposes renovating the main two-story brick building, once used as classrooms, into a multifamily project with efficiency, one- and two-bedroom apartments, according to the application and site plan. A pair of two-story buildings on Pearl Street would be converted into apartments. The developer is asking the city to reserve the right to continue to use the

The $115 million, 150,000-square-foot facility will house 56 beds, including eight intensive care unit beds. Plans show the proposed hospital; three parking lots; a helipad; an ambulance entrance; and three areas for future growth. The hospital is part of the Fountains North development under construction at Interstate 95 and County Road 210. The project is expected to create 600 jobs.

The property is part of the Springfield Historic District and its three buildings are historic contributing structures to the neighborhood, according to the application’s project description. GNP told the city it would retain the existing exterior of the buildings “to the greatest possible extent” and stay in character with the surrounding neighborhood. GNP Co-Principal Joshua Pardue said Oct. 8 his company will submit site drawings to the city for its other project in the historic neighborhood, Springfield Lofts. City Council awarded a $3 million public incentive package to GNP for the project June 23 to transform the former Jacksonville Jewish Center in Springfield into a mixed-use development. Pardue began work on that project in 2014 and began a relationship with the Boys & Girls Clubs of Northeast Florida around the same time, he said. Former JEA Treasurer Joe Orfano told Busey in a September interview that JEA privatization was a “major component” of the RFP to provide financial advisory services, according to the special counsel’s Sept. 25 memo to the Council committee. Clubs that’s become expensive to maintain. “It’s going dark, so the way to make the property have some value is adaptive Pardue reuse and renovation,” he said. According to the Duval County Property Appraiser, the site’s assessed value is $1.406 million. Pardue said it is too early to comment on GNP’s investment in the project or the overall cost of the development. He did not immediately respond Oct. 8 to a question if GNP would purchase the project parcels from the Boys & Girls Clubs. The rezoning application states “selective demolition” and renovation at the site will take one phase of 12 to 24 months. GNP requested the city allow the option to complete the project in two phases over a five-year period, “in the event that market demands are showing concerns for residential apartments.” MMENDENHALL@ JAXDAILYRECORD.COM @MIMENDENHALL (904) 356-2466

Busey noted that Baker was a paid consultant on several Council members’ 2018-19 election campaigns. Data Targeting Research was used by at least six Council campaigns between May 2017 and May 2019, according to filings with the Duval County Supervisor of Elections. In a text message Oct. 12, Baker called the committee’s action “an unconstitutional overreach.” “I look forward to vigorously defending my constitutional rights,” Baker said. Asked if he thought his overlapping consulting work for Florida Power & Light, JEA and Council campaigns was a conflict of interest, Baker said, “I have, and will always, follow the law.” MMENDENHALL@ JAXDAILYRECORD.COM @MIMENDENHALL (904) 356-2466

FIRST INSERTION NOTICE OF PUBLIC HEARING PUBLICATION DATE: October 13, 2020 TO WHOM IT MAY CONCERN: The District Board of Trustees for Florida State College at Jacksonville will act upon the following matters at its next regularly scheduled meeting on Tuesday, November 10, 2020, at 1 p.m. at the College’s Betty P. Cook Nassau Center, Room T-126, 76346 William Burgess Blvd., Yulee, FL 32097. NOTICE OF ADMINISTRATIVE PROCEDURE ACT (APA) ~ PROPOSAL TO REVISE BOARD RULE 6Hx7-11.1 – Student’s Rights and Responsibilities The proposed action recommends modifications to the Rule to reflect appropriate clarifications and updates to College practices, to be effective with this action. There is no economic impact as a result of these revisions. NOTICE OF PROPOSED COURSE FEES AND CHARGES The proposed actions will authorize the College to 1.) Per Florida Statute 1009.285, to charge fees for enrollment in college-credit courses where students have enrolled in the same undergraduate college-credit course more than twice to be equal to 100 percent of the full cost of instruction. The statute further indicates that calculation of the full cost of instruction shall be based upon the system wide average of the prior year’s cost of undergraduate programs for Florida College System institutions. Accordingly, effective Spring Term 2020-21 the fee for students in this situation will be $228 per credit hour, applied only to a course where the student has enrolled three or more times. The recommended fees are minimal and have historically only had small variances from year to year, 2.) Change the fees for the following two courses to be effective Spring Term 2020-21: FFP 0030, Firefighter I and FFP 0031, Firefighter II. The Firefighter I and II courses require students to be exposed to live fire and smoke training scenarios. The student fee for the courses listed are necessary to ensure recovery of the costs of the building materials, vehicles, gasoline and petroleum used during live fires. These fees were last brought to the Board

in 2013. After the review of the consumables by the program, it is requested the current fees above to be adjusted based on the increased costs submitted by the department for materials and services. The recommended fees are projected to have no net fiscal impact on the College and 3.) Change the fee for the following course to be effective Summer Term 2020-21: RET 2520, Community Health. The special fee for the course listed has been re-evaluated. The Respiratory Care program requires a comprehensive exam and the testing material cost has increased since the last fee review. The recommended fee is projected to have no net fiscal impact on the College. NOTICE OF PROPOSED FSCJ ACCESS PROGRAM The proposed action will authorize the College to approve the FSCJ Access Program to be effective Spring Term 2020-21. Florida Statutes allow inclusive access programs when there is documented evidence that the options reduce the cost of textbooks and course materials for students. Students enrolling in courses under this program benefit from significantly reduced textbook costs, as publishers are willing to sell for less when more students purchase the course materials. In most cases, the FSCJ Access program utilizes electronic textbooks and online software. In accordance with Florida Statute 1004.085, Textbook and Instructional Materials Affordability, the FSCJ Access program will utilize an opt-out approach, where students are charged for their books along with their tuition in the participating courses unless the student opts-out of the program. The additional course fees would be exactly what the bookstore provider charges for the course materials. The Spring 2021 FSCJ Access pilot will reduce the cost of textbooks. The recommended fee is projected to have no net fiscal impact on the College. FSCJ is implementing a pilot program in which student course material will be provided digitally to all students enrolled in FSCJ Access classes. This will insure access to required resource material on the first day of classes to everyone in the class and will provide course materials at lower costs. This will guarantee the lowest cost to students because the College is able to secure a below
