Apartments may replace JACKSONVILLE River City Brewing
Daily Record
An unidentified developer is under contract to buy out the owner’s land lease with city and build up to 335 units. BY MIKE MENDENHALL STAFF WRITER
The unnamed developer recently entered into a contract with River City Brewing owner Maritime Concepts Inc. to buy out the remaining 77 years of the restaurant’s 99-year land lease with the city, DIA CEO Lori Boyer said Oct. 2. The DIA Strategic Implementation Committee is scheduled to discuss and could take action on a negotiated notice of disposition for the property at its Oct. 9 meeting. Boyer would not disclose the development company interested in the property, which fronts the St. Johns River, because negotiations between the developer, Maritime Concepts and the DIA aren’t
concluded. But she said the developer hopes to close on the lease buyout and transaction by the end of the year. The developer’s proposed construction budget for the riverfront apartments is $70 million and a $10 million estimated acquisition cost to buy out the lease. “The transaction is entirely dependent on the prospective buyer acquiring the interest from Maritime,” Boyer said. The restaurant has been operating for decades. River City Brewing entered the ground lease with the city in 1998, but

Georgia-based Rise buys property, intends to redevelop the site with apartments, a parking garage and retail space. BY KAREN BRUNE MATHIS & MIKE MENDENHALL STAFF WRITERS
Rise: A Real Estate Company paid $5.2 million for the George Doro Fixture Co. property at 102 A. Philip Randolph Blvd. Rise bought the property Sept. 30 through Jacksonville Properties I LLC. The deed was recorded Oct. 1 with the Duval County Clerk of Courts. It bought the property from 102 A. Philip Randolph LLC, led by Jacksonville investors Paul and Farley Grainger. The Downtown Development Review Board approved final designs May 14 for Rise to build an eight-story apartment and retail project to replace the building, despite objection from local historic preservation advocates. Rise Vice President of Development Matt Marshall said Oct. 1 that the company is applying for building

Permit issued for demolition of former bank The city issued a permit Oct. 1 for Lockwood Quality Demolition to demolish a former Bank of America drive-thru and building at 50 W. State St. at a cost of $24,000. Cantrell & Morgan is listing the 1.08-acre property – between Union and State streets east of Laura Street – for a ground lease or build-to-suit project. It said the owner wants to clear the site to help with marketability. Bank of America sold the site in October 2017 to 50 West Union LLC. The manager is based in Oregon.

permits from the city. He expects demolition of the existing Doro structure and site work to begin this fall. Marshall said construction will take about 22 months and Rise will start a preleasing program three months before receiving its certificate of occupancy from the city. The DDRB voted 6-1 to clear plans by Valdosta, Georgia-based Rise for a 247unit apartment building and seven-story parking garage. Plans call for 7,527 square feet of combined ground-floor and rooftop retail, outdoor patio and public gathering spaces. PROJECT DEBATED
The board’s 2½-hour debate included public comments from more than 20 opponents of demolishing the at least century-old Doro Fixture building on the 1.63-acre site near the Sports Complex. Rise applied to the city for a demolition permit in April after the DDRB made the permit a condition for final approval when it cleared the conceptual design in March. The permit is in review. The Doro Fixture Co. building is not in Jacksonville’s Downtown National Register District and does not have local landmark status that could protect it from demolition, according to a Downtown Investment Authority staff report. DIA staff consulted with Christian Popoli, city planner supervisor for the Community Planning Division, Historic Preservation Section, for the report. Documents from the Florida Division of Historical Resources show the building was reviewed by state officials in 1983, 1991 and 2003 and found potentially eligible for a local historic designation.
The oldest building on the Doro property dates to 1914. More structures were added through 1954, according to the DDRB report, while the state review dates the original building’s construction in 1904. DIA Operations Manager Guy Parola said May 14 officials in the city Historic Preservation Section do not intend to review the Doro Fixture building for historic preservation. The board approved The Doro design with the condition that Rise obtain a building permit for vertical construction before demolishing the existing Doro Fixtures structure. The condition doesn’t apply to interior demolition of the structure. The board agreed to add language proposed by Rise attorney Paul Harden that the hold on demolition pending a permit is a binding condition as long as no one seeks a local landmark designation on the structure. Board member J. Brent Allen said that demolition should not move forward without certainty that the mixed-use project will be built. RISE PLANS MORE IN JACKSONVILLE
Rise wants to create a permanent presence in Jacksonville, Marshall said. The company opened a 5,000-squarefoot office in September at 2312 Pablo Professional Court to house its construction division. Rise also plans to begin work in late November on The Julington, a 260-unit market-rate apartment community along the east side of San Jose Boulevard. “We’re looking at Jacksonville as a long-term investment opportunity,” Marshall said.

the property has been home to several restaurant and entertainment venues. The land housed the Lobster House restaurant for nearly 50 years before it was damaged by fire in 1962. It was the backdrop for some scenes in the 1954 film “Creature from the Black Lagoon.” In the 1970s, Diamondhead restaurant and then Someplace Else disco club operated there. That structure was demolished and replaced by Harbormaster’s, the restaurant that was renamed River City Brewing. The 3.43-acre site has a $4.93 million assessed value, according to Duval County Property Appraiser records. The city would convey the property to the developer at no cost. Boyer said the developer has requested a Recaptured Enhanced Value grant from the city. The amount of the proposed grant award is not finalized, but Boyer said it likely will be a 20-year, 75% property tax reimbursement. In return, the city would gain land to
expand Friendship Park and would retain ownership of the marina, submerged land and boat ramp. Boyer said the city would pay about $2.7 million to repair the dock’s infrastructure and relocate the underground fuel tank to make it more accessible and improve the marina’s resiliency. The developer would operate and manage the marina, according to the DIA. “There’s a cost we incur on that side and a cost to the dock reconstruction,” Boyer said. “We want to see that fuel dock remains in existence. It’s the only one in Downtown and it’s important to us that it remains in operations.” The developer is considering a boat supply shop incorporated into the final design. Apartment amenities would include a pool. Any deal requires the 30-day notice of disposition before the DIA board can vote on a redevelopment agreement. That deal would have to be approved by City Council before the developer can break ground. ASSOCIATE EDITOR MAX MARBUT CONTRIBUTED TO THIS REPORT
