Officials take part in the groundbreaking ceremony Thursday for Vestcor’s Lofts at Jefferson Station apartments at 799 Water St in LaVilla.

Vestcor, JAXUSA officials say the need is great for Downtown workforce housing. BY JAY SCHLICHTER ASSOCIATE EDITOR

At a groundbreaking ceremony Thursday for Vestcor Companies Inc.’s third apartment complex in LaVilla, community leaders spoke about the increasing need for workforce housing in Downtown Jacksonville. Vestcor President Steve Moore said he hopes the project – Lofts at Jefferson Station – and plans for additional communities like it will fill that gap. Vestcor’s first “Lofts” project – Lofts at LaVilla – was built for people making less than 60 percent of the median income, $69,900 in Duval County. Rental rates range from $686 for a studio to $1,015 for a three-bedroom unit. The Lofts at Jefferson Station at 799 Water St. will have a different mix. Of its 133 units, 80 will be reserved for lowerincome residents and 53 will be workforce housing for residents making up to 140 percent of that median income.

For example, a family of four couldn’t make more than $97,860, according to the Florida Housing Finance Corp. Vestcor officials said rental rates have not been set for Lofts at Jefferson Station. The Florida Housing Finance Corp. sets rental rates in addition to the income limits for affordable and workforce housing. A family of four couldn’t be charged more than $1,837 a month for a one-bedroom apartment or $2,544 for a threebedroom unit. New JAXUSA Partnership President Aundra Wallace said the income ceiling describes people like waitresses, secretaries, accountants and project managers who desire to live and work in an urban environment. Lofts at Jefferson Station is estimated to take about a year to build, said Moore and Ryan Hoover, the president of Vestcor’s TVC Development. They hope to have it ready by the fall of 2019. Amenities will include a fitness center,

internet cafe, resident lounge and a dog park. There will be a mix of studio, one-, two- and three-bedroom units. The construction cost is $17 million. Summit Contracting Group Inc. will build the five-story, 189,642 square-foot building. Moore and Hoover said the company knew there was demand, but didn’t realize how much until they built the first Lofts project, which is adjacent to the newest building on Water Street. The company’s second project, Lofts at Monroe, should be ready for renters by Nov. 1 and will have a similar mix of affordable and workforce units. Moore and Hoover said the company is working with city officials and others on the Lofts at Brooklyn at Spruce and Jackson streets. If approved, that project would also be a mixed-income property, they said. JAYS@JAXDAILYRECORD.COM (904) 356-2466

European Street Cafe coowner Andy Zarka is working on a new concept for Springfield – a soft-serve ice cream shop that also sells beer and wine. “This is something that the neighborhood doesn’t have now. The time is right,” Zarka said Thursday. Springfield United is planned at 1401 N. Main St. in a former auto repair shop that property records show was built in 1930. He intends to lease and convert the almost 2,000-squarefoot building into a neighborhood amenity. Zarka owns four European Street Cafes with his mother in Riverside, San Marco, Jacksonville Beach and along Beach Boulevard near University Boulevard. He and his wife, Marlo, will own Springfield United. The Zarkas and their daughter, Amelia, 12, moved to Springfield from Riverside in March 2017. SEE MATHIS, PAGE 2

Brierwood wraps renovation Brierwood Village Shopping Center completed a $600,000 remodeling by Building Dynamics Inc. The 125,000-squarefoot center at 8775 Old Kings Road S. is anchored by WinnDixie, Planet Fitness and American Freight. It was built in 1977. A 15,000-square-foot space remains for lease. TSG Realty manages the property and Killashee Investments handles leasing. First Atlantic Bank financed the project.

“We absolutely fell in love with the neighborhood,” he said. Referring to the retail and restaurant development along Main Street, he said, “we wanted to be a part of it.” Zarka will lease from property owner Trautmann & Co. LLC. Trautmann seeks a zoning exception from the city for the outside sales and service of beer and wine as well as food. The exception application says the property is at Main and Fourth streets in Historic Springfield. The Main Street location is between First and Eighth streets, a corridor “experiencing a vibrant and varied revitalization” that includes restaurants, microbreweries and specialty retail. The application refers to Crispy’s, Uptown Kitchen & Bar, Flour & Fig and Wafaa & Mike’s Cafe as the Main Street restaurants. Hyperion Brewing Co. and Main & Six Brewing Co. are the microbreweries, and The Block Skate Supply is one of the retailers. “Springfield United’s unique offering of soft serve ice cream confections and draft beer will fit nicely in this environment and provide a more family friendly environment than currently is available,” it says. He envisions rolling up the bay door on the side to create a breezeway for

patrons. Zarka said he would like to offer a playground, too. “It will mostly be focused on the exterior and have community tables out front and out back,” he said. He will build a playground so kids “can come and hang out and play with the kids in the neighborhood” while parents gather as a community. Zarka said Springfield United will offer soft-serve ice cream, cones and dipped cones, banana splits and the like. “This is not artisanal,” he said. It will offer soft drinks, canned local beer and macrobrewery heritage drafts on probably four taps. There likely will be snack foods, too. Customers will order inside, where there will be some activities and TVs. The focus is on sitting outside and enjoying the neighborhood, he said. Zarka said the exterior would stay the same and he anticipates $70,000 to $80,000 in other renovations. In addition to the zoning exception, Zarka will work toward architectural drawings and permitting. “We are not in a huge hurry,” he said. He anticipates opening “sometime next year.” He also will have a neighbor. Work is underway next door on Fred Cotten’s Landmark BBQ, which had been operating at 2623 N.
