The Jacksonville City Council passed Mayor Lenny Curry’s $1.33 billion budget relatively intact Sept. 22, but not before a nearly two-hour debate over the Jacksonville Sheriff’s Office $468 million in funding. City Council member Garrett Dennis withdrew his budget amendment to hold $234 million from JSO’s budget and require Sheriff Mike Williams to return to Dennis Council halfway through the fiscal year and justify the need before it’s allocated. Dennis pushed back against criticism from several Council members that his amendment was linked to the broader national movement to defund and reduce the size of police departments in exchange for more social services. He argued the amendment was not an attempt to defund JSO but to improve transparency, accountability and communication by Jacksonville law enforcement. Dennis cited a Sept. 21 editorial by The Florida Times-Union editorial board that called for Council to hold public hearings on protesters arrested during nonviolent protests May 30 and

An artist’s rendering of the LaVilla town house project planned by Vestcor Companies.
THE MENDENHALL REPORT
Vestcor’s town house development in LaVilla is on pause
MIKE MENDENHALL STAFF WRITER
The company received two extensions to its city-backed development agreement citing Downtown “market instability” because of the pandemic. Vestcor Companies delayed construction of its for-sale town house development in LaVilla twice this summer and the company said it is hesitant to begin the project in a Downtown market impacted by COVID-19. Ryan Hoover, president of Vestcor subsidiary TVC Development Inc., said Sept. 2 that the company sought two extensions to its development agreement with the Downtown Investment Authority and the city to build the 88-unit town house project. Hoover said Vestcor still plans to complete the development but won’t begin construction until the for-sale product market, which includes Downtown employees and people seeking an urban core lifestyle, returns. “You have a lot of people who really aren’t even in Downtown now. I assume that everything will be back to some form of normal,” Hoover said. “As long as things come back where we’re comfortable to do it (the town houses). We really worked hard on it,” he said. “At the same time, we’re not going to sit here and delay something forever. We’re not going to hold them up. We’re not going to start construction on a forsale product in the current market.” DIA documents show that Vestcor President Steve Moore requested a 60-day extension to commence construction, originally scheduled June 13. DIA CEO Lori Boyer granted Vestcor’s first extension request in a June 8 letter to Hoover based on “market instability” and concerns over the sale price and absorption rates caused by the pandemic. The housing developer agreed to keep the base price for each town house at $250,000 in its deal with the city, which will receive 75% of any revenue Vestcor receives above the marketed price. Boyer granted a second 60-day extension in an Aug. 10 letter, pushing Vestcor’s groundbreaking deadline to Oct. 12. Vestcor still has one 60-day extension remaining in its deal with the city,
if the company can show good cause. The developer is required to complete the project by Dec. 31, 2021, under the development agreement. The latest data from Downtown Vision Inc. shows the extent of COVID-19’s impact on Downtown foot traffic. From Jan. 1-Sept. 14, Downtown had 8.35 million visits compared with 14.43 million during the same period in 2019, according to DVI. “We’ve had 53% of the visits we had by this time last year,” DVI Vice President of Marketing Katherine Hardwick said in a Sept. 17 email. The statistics exclude Downtown employees and residents. DVI partnered with Regency Centers Corp. to use cellphone activity data Downtown to calculate the drop. The nonprofit’s annual report showed that from March 14 through July 31, Downtown had 21,641 daily average visitors. There’s not a high volume of for-sale residential inventory Downtown, but Boyer and DVI CEO Jake Gordon told the JAX Chamber ImpactJAX Public Policy Committee on Aug. 6 that Downtown rentable housing had a 94% occupancy rate and is seeing a high demand despite the pandemic. Vestcor’s portfolio in LaVilla has been growing since 2017, with an early emphasis on affordable and workforce housing apartments. The 108-unit Lofts at Monroe opened in December 2018; the 133-unit Lofts at Jefferson Station came online this year; and the 130-unit Lofts at LaVilla was Vestcor’s first project in the Downtown area. The Jacksonville City Council signed off on the town house agreement Jan. 28 after a DIA bid process that selected Vestcor in September 2019 to acquire and develop the city-owned land. Council agreed to sell the 3.9 acres in LaVilla to Vestcor through VC LaVilla Townhomes Ltd. for $100. DIA valued the property at Adams, Johnson, Lee and Forsyth streets at $3.58 million. As part of its deal, Jacksonville-based Vestcor will donate $100,000 each for the development of the LaVilla Heritage Trail and Lift Ev’ry Voice and Sing Park. VC LaVilla Townhomes plans to build 10 three-story buildings comprising 50 town houses and four two-story buildings with 38 town houses. The land will revert to city ownership if Vestcor doesn’t break ground. Vestcor is working with architectural firm Group 4 Design Inc. Plans include gabled roofs on the town house units, a preference expressed by some DIA board members to reflect LaVilla’s historic shotgun-style architecture. THE MATHIS REPORT
Apartment future for old FBI building KAREN BRUNE MATHIS EDITOR
Toronto developer Marc Peter Kozman paid $1.2 million for the vacant Arlington property a year ago and wants to start work “as soon as possible.” Developer Marc Peter Kozman said he is working through the selection of a general contractor and hopes to renovate the former FBI building in Arlington into 118 apartments “as soon as possible.” “Jacksonville is a nice town,” said Kozman, who is based near Toronto, on Sept. 18 during a visit to Jacksonville. “It made good sense to us.” Kozman said Jacksonville offers a diversified economy and doesn’t rely on tourism. “We can see the work Downtown,” he said, and the area offers a good school system and a marketplace that attracts students and young professionals. “It’s an attractive market,” he said. The project architect is Fisher Koppenhafer. Previously filed plans show the building will be converted into 70 one-bedroom and 48 two-bedroom units. Plans

show a gym, recreation areas, amenities and a courtyard. City Council enacted Ordinance 2020-0295 for rezoning and 2020-0294 for the land use change Aug. 11. Kozman rezoned the property from community commercial/general-2 and community, residential and office to a planned unit development. The land use changed from commercial and office categories to high-density residential. The Halff Associates Inc.
engineering and architecture consulting firm applied to the St. Johns River Water Management District for a permit exemption that involves redeveloping the commercial office building at 7820 Arlington Expressway into low-income housing. Kozman said his group is not targeting any specific market for renters but is aware of the area’s demographics. He said rents will be in line with the neighborhood. The Water Management
District application limited site work to landscape islands in the existing parking lot. The district said a permit is not required. Kozman Realty Inc. paid $1.2 million for the vacant building, according to a deed executed Sept. 26, 2019. It conveyed the property to a related group in July. The city approved interior demolition in November. The six-story, 90,000-square-foot building was developed in 1975 on a 4.79-
acre site. Kozman has a registration mailing address in Jacksonville Beach. In a Feb. 19 written description, Halff Associates, represented by Joe Loretta, said the project is expected to be completed in one phase in 12-15 months. It said it is a redevelopment of the former office building along with 5,675 square feet of storage and maintenance buildings. The minimum 17,700 square feet of nonresidential floor area, including amenities and storage, would be for resident use only. The Federal Bureau of Investigation leased the building for the Jacksonville field office until the bureau moved in 2009 to a government-owned structure at 6061 Gate Parkway. The building sat largely vacant after the FBI relocated. The LoopNet.com commercial real estate site said previously the Class C office building has been vandalized and without power, “adding to the demise of its visible condition.” The site said the building could be useful to “a savvy value-add investor” who would recognize it has a better use or could be held for development. “It seemed like an opportunity to serve the community,” Kozman said. “Everybody needs somewhere to live.” Kozman said he was preparing to submit for a building permit, likely as the 7820 Arlington Apartments until his group comes up with a name. Ron DeSantis signed House Bill 607, which allows nurse practitioners to offer primary care without an attending physician if they meet certain requirements. They must complete 3,000 hours of practice with an attending physician and have either three hours of graduate-level coursework or 45 continuing education units in advanced pharmacology and differential diagnoses. Scholarships will be awarded on a first-come, first-served basis. Continuing education units will be offered online. “Nurse practitioners play an invaluable role in delivering patient-centered care in our healthcare system, so it is highly gratifying to see such a program that recognizes our contribution,” Vernon Langford, president of the Florida Association of Nurse Practitioners, said in a news release. “We celebrate the many newly independent nurse practitioners that will emerge from this program who will go on to deliver high-quality care and improve outcomes for the millions of patients who need them.” KGARWOOD@ JAXDAILYRECORD.COM

ness development department. It was there Donaldson met Lowell Salter, the first director of UNF’s SBDC. Salter recruited her from the chamber in 1981 to join the center’s small staff and edit its newsletter. “He hired me and mentored me,” Donaldson said. By the time Salter decided it was time to retire in 2002, Donaldson was a 21-year veteran at the center with experience in all phases of the operation. She was trained to be Salter’s replacement, but Salter told Donaldson there was one issue that could get in the way of his succession strategy. “My undergrad was in journalism. He told me I was groomed for the position, but I didn’t have an MBA,” Donaldson said. So she enrolled in the graduate degree business program at UNF. Instead of first learning the theory and fundamentals of business and then taking that knowledge to the real world, Donaldson did it in reverse. She completed the course of study in 18 months, alongside classmates who were born about the time Donaldson graduated from UGA. A friend told her she had a son in one of Donaldson’s classes. “He said he was glad there was an older lady in the class who knew a lot about business,” Donaldson said. She received her MBA in December 2001 and became the center’s new regional director a month later. Donaldson credits her longevity at the SBDC to its steady growth and because it evolved over the years along with how small businesses are created and sustained. Since 1976, the center’s service area has grown from one office at UNF serving five counties to seven offices in 18 counties. The staff has grown from four to 25. Donaldson said the day she went to work, personal computers and the World Wide Web didn’t exist.

“When I was hired to do the newsletter, I did it on a typewriter and there was no internet,” Donaldson said. In addition to the advances in business and education technology, Donaldson has witnessed how starting and maintaining a small business has changed. When she began working at the SBDC, there was no concept of what “entrepreneur” meant. “Now, it’s recognized as an alternative to working for a company, and colleges offer degrees in entrepreneurship. There was no such thing in 1981,” Donaldson said. What the clients need also has changed. “When I started at SBDC, we were the place to go if you wanted to start a business. Now, 65% of our consulting hours are for people who want help growing their small business,” Donaldson said. CORONAVIRUS RESPONSE
Donaldson said the COVID-19 pandemic has changed how the center and the university operate. Like other businesses, small and large, it was a surprise followed by a rapid response. “UNF told us on March 17th that we had to be remote on March 18th. Having my last year (at SBDC) in a pandemic has been interesting and challenging,” Donaldson said. She and her staff began consulting with other SBDCs in the state and nation to explore ways to transition from the traditional in-person format while maintaining the same level of service to clients. Helping small business owners learn how to adapt to the pandemic became the strategic focus at the center, as well as advising clients about the various financial assistance opportunities available for businesses. Donaldson said she hired more staff to consult with clients who were applying for assistance through the federal Coronavirus Aid, Relief and Economic Security Act and the other state and local programs. Demand for the center’s services is growing amid the shutdowns and slowdowns. “The calls we’re getting now are five times what they were before the pandemic. Business owners are looking for help,” Donaldson said.

CEO and president, Chase Properties Mike Balanky wasn’t always one of Northeast Florida’s most active real estate developers, with projects including San Marco Place condominiums, Deerwood Lake and Parkland Preserve near World Golf Village. Thirty-five years ago, Balanky invented “Truck Chaps,” a removable protective covering to keep tree limbs from scratching the paint on his truck when he went hunting. After showing the product at a national automotive accessories show in Las Vegas and winning the Best New Product award, Balanky sold the patent. With that success, in 1987 he opened the first Truck Options retail store in West Jacksonville. Donaldson and the Small Business Development Center at the University of North Florida helped him expand and franchise his truck accessories business. Balanky said Donaldson and the staff at the SBDC helped him write the franchise agreements and contracts that led to the expansion of his truck accessories business beyond that first store in Jacksonville. Truck Options grew to eight operations – three corporate stores and five franchises – before Balanky sold the business in 2003 and got into commercial real estate development. “Janice was amazing. I don’t think it would have happened without her and the SBDC,” Balanky said.

In previous calendar years, the SBDC staff conducted about 17,000 hours of consulting each year with its clients. With the pandemic, the staff has conducted about 20,000 consulting hours through August. Access to capital facilitated by the center also has increased because of the pandemic, totaling about $50 million through the end of August, more than all of 2019, she said.

HOW DONALDSON HELPED THEM personal approach as regional director Mike Balanky
When Tracy Nazzaro decided to start her small business, Traders Hill Farm in Hilliard, she already knew Donaldson and how the SBDC could help. Nazzaro helped open the center’s Nassau County satellite office and was a financial consultant who helped clients secure commercial loans until she started her sustainable aquaponics agribusiness in 2013. Traders Hill Farms raises salad greens and herbs sold to grocery stores, restaurants and resorts in North Florida and South Georgia. “Obviously, I’m a big fan. Janice is dedicated to supporting small businesses and I knew the SBDC could help with everything I needed,” Nazarro said. She remembers Donaldson taking a

With the leadership transition at UNF’s SBDC about five months away, Donaldson said the center and its programs are in good hands. “My biggest success is building an awesome team that’s ready for the next regional director. We have a stable staff and some new people who brought their own skill sets,” she said. Karen Bowling, UNF vice president of jobs and director of the university’s Center for Entrepreneurship & Innovation, said Donaldson’s legacy will be the organization she led into the 21st Century. “Janice’s leadership created the ‘how can I help?’ culture at the SBDC,” Bowling said.
of the center. “When I worked there, she was teaching start-up classes. She’s hands-on,” Nazarro said.
Tabitha Nicholson-Hunt Co-owner, Builders Enterprise LLC When Tabitha Nicholson-Hunt and her husband, a service-disabled military veteran, wanted to start their general contracting business in St. Augustine, they turned to the SBDC for advice. The company specializes in projects for federal and state agencies. Nicholson-Hunt said the SBDC was able to show them how to navigate the regulations and meet the requirements needed to secure government contracts. What began in 2016 in the back of one truck has grown into a business that billed more than $1 million last year, she said. “We didn’t know what we didn’t know. There are a lot of regulations,” said Hunt-Nicholson. The SBDC staff helped them complete a federal and state contracting with the government course, register in the System for Award Management and receive the Veterans Administration Service-Disabled Veteran-Owned Small Business certification. “They were a great help, and Janice set it all up,” said Nicholson-Hunt.
Carlton Robinson JAXUSA Partnership vice president of entrepreneurial growth The head of entrepreneurial development at JAX Chamber’s business development division credits Donaldson with helping him learn the market and the community when he came to Jacksonville in 2012 and became the chamber’s chief innovation officer. “When I started, Janice was instrumental in helping me develop as a resource provider. She showed me the roles and stewardship responsibilities. She’s a mentor,” said Carlton Robinson, now vice president of entrepreneurial growth at JAX Chamber. The chamber and the SBDC have complementary roles as they assist people who want to start and build small businesses. “JAX Chamber is more focused on programs for initial development, then the SBDC takes over,” Robinson said. “Janice is a voice of reason and has a depth and breadth of knowledge. We’re going to miss her,” he said.
The evolution of the SBDC from the early days of helping small businesses get off the ground into offering more services to help small businesses grow and prosper is coming full circle. Bowling said SBDC staff assists the center’s participants when they need guidance on subjects such as capital and social media. “Janice and her consultants are always there when we need them,” Bowling said. The staff soon will conduct a class at the center that will help entrepreneurs learn the lean business model concept that eliminates waste and inefficiency in product and processes while still meeting the customer’s needs, Bowling said. The university posted the SBDC regional director position on unfjobs.org on Aug. 24, with Jan. 25 listed as the anticipated start date. “We’d like the new director to overlap with me for a month,” Donaldson said. “It’s the end of an era and the start of a new era.”

31 in Jacksonville. Prosecutors dropped charges for 63 of 66 of the people arrested, the newspaper reported. “The Sheriff’s Office is going to be whole. All I’m asking is to hold back their budget so when they come back for the second half of their budget, we can have a conversation on these issues,” Dennis said. “Once we give them half a billion dollars, the Sheriff’s Office does not have to come back.” Council members Rory Diamond, LeAnna Cumber, Aaron Bowman, Danny Becton and Randy White were the most vocal in their opposition to the amendment Sept. 22. Diamond called it part of a “systematic attack” on police officers nationwide. “To pretend that taking half the funding from our JSO is not defunding our police is just completely irrational. That’s exactly what it is,” Diamond Diamond said. “If you’re worried about accountability, I think that’s a logical thing to look at,” he said. “But to tell our police officers we’ll pay your checks for half of the year, you’ll have the equipment you need a little bit but maybe not the rest of it, is absolutely unacceptable to me.” Council member Brenda Priestly Jackson said she didn’t support Dennis’s amendment. She said his approach was not how she would have built consensus among Jacksonville policymakers. But she said Dennis’s amendment forced the Council to have a conversation about police accountability and inequity within the city budget. Priestly Jackson suggested Sept. 22 that Council move forward with hearings on the May arrests once Council completes

In his estimation, the best way to disrupt the system is to have this conversation and, let’s be clear, that would have not occurred had he not filed this amendment,” Priestly Jackson said. Dozens of members of the public addressed the Council before the vote advocating for what they called a “people’s budget” that would reduce JSO’s funding to 20% of the city’s overall budget and reallocate the balance to neighborhood infrastructure and mental health and social programs in minority and underserved neighborhoods.

Cracker Barrel plans to open 15 new locations of the chain founded in Jacksonville. Cracker Barrel Old Country Store Inc. acquired Maple Street Biscuit Co. in October 2019, a time when no one could foresee the difficulties coming for the restaurant industry in 2020. However, the impact of the COVID-19 pandemic is not changing Cracker Barrel’s plans to expand the restaurant chain founded in Jacksonville. “I continue to be impressed with how the Maple Street team is navigating the difficult environment and I’m excited about the brand’s future,” Cracker Barrel CEO Sandy Cochran said last week during the company’s quarterly conference call. “The resilience they’ve demonstrated during the Cochran pandemic has reinforced the attractiveness of the concept and their business model.” Maple Street had 28 company-owned restaurants and five franchised locations when Lebanon, Tennessee-based Cracker Barrel acquired the company for $36 million. After converting six restaurants branded as Holler & Dash and opening one new restaurant in the fiscal year ended July 31, Maple Street now has 35 company-owned locations. Cochran reiterated Cracker Barrel’s plans to open 15 more Maple Street restaurants in the new fiscal year. The company plans to add only three new Cracker Barrel restaurants to the chain of 660 locations in 45 states. “In addition to opening

these new locations, the Maple Street team is focused on developing replicable processes and on leadership development, staffing and training to support the successful scaling of the brand as we accelerate their growth,” Cochran said. Maple Street’s executives relocated from the company’s offices in Orange Park to Cracker Barrel’s headquarters outside of Nashville after the acquisition. Cracker Barrel did not report sales data for Maple Street but Chief Financial Officer Jill Golder said company officials were pleased with the chain’s performance during the pandemic. “We continue to believe they have strong unit economics,” Golder said. “We believe Maple Street will meaningfully add to our results in the coming years.” Cracker Barrel said total revenue dropped 37.1% to $495.1 million in the fourth quarter ended July 31, with dining room service returning to the stores at reduced capacity by the end of June. Sales improved as its stores reopened, but Cracker Barrel said restaurant sales at locations open for more than one year were still 28.2% lower in July than they were in July 2019. Comparable-store restaurant sales rose 3% in the first two quarters of fiscal 2019, before the pandemic affected operations, it said. The company had an adjusted net loss of 85 cents a share for the fourth quarter and finished fiscal 2020 with
adjusted earnings of $2.04 a share, down from $8.87 the previous year.
Kraft Heinz still mum on potential Maxwell House sale
A year and a half after reports surfaced that Kraft Heinz Co. wanted to sell Maxwell House, the global food giant still isn’t talking about the iconic coffee brand. Kraft Heinz last week held a long-awaited investor day presentation to outline its new business strategy under CEO Miguel Patricio, who took over in July 2019. The 82-page transcript of the presentation doesn’t mention Maxwell House at all Patricio and only has the word “coffee” once, as part of a paragraph on opportunities in emerging markets. The lone remaining U.S. Maxwell House plant is the company’s Downtown Jacksonville facility at 735 E. Bay St., which employs about 200 people. The plant has been operating at that site since 1924. Financial news reports starting in February 2019 said Kraft Heinz wanted to sell Maxwell House and other brands that have been struggling to grow sales, but the company has not publicly commented. Kraft Heinz did announce during the investor presenta-

Another company spun off from Fidelity, Black Knight Inc., last week completed the $1.8 billion acquisition of a company called Optimal Blue in partnership with Cannae. Jacksonville-based Black Knight is combining Optimal Blue, a digital marketplace that connects lenders and investors in the secondary mortgage market, with its Compass Analytics business into a new entity. Cannae and investment firm Thomas H. Lee Partners L.P. will each own 20% of that company and Black Knight will own 60%. The deal, completed just two weeks before the end of the quarter, is expected to add about $5 million in revenue to Black Knight’s third-quarter results, the company said. Mortgage technology company Black Knight had revenue of $584 million in the first six months of this year.

Cannae Holdings Inc. and Senator Investment Group LP last week increased their unsolicited offer to buy CoreLogic Inc. by $1 to $66 a share, but that offer immediately was rejected by CoreLogic’s board of directors. Cannae, the investment firm spun off from Jacksonville-based Fidelity National Financial Inc., and Senator made their $7 billion bid to buy the housing market data firm in June. When it was rejected, the two firms said they would seek to nominate nine new directors to CoreLogic’s 12-member board. A special shareholders meeting is scheduled Nov. 17 to vote on the proposed slate of new directors. Shareholders will not be voting on the buyout offer at that meeting. In a letter to CoreLogic’s board, Cannae and Senator said they were increasing their

Cannae and Senator are requesting CoreLogic allow them to conduct an in-depth due diligence review of the company. They also said they would allow a “go-shop” period to allow other potential bidders to submit higher offers. “We remain open to all paths to create value but are confident that continued successful execution of our current plan will produce value for our shareholders far in excess of $66.00 per share,” CoreLogic Chairman Paul Folino said in a news release announcing the board’s decision to reject the new offer. CoreLogic’s stock has traded above $65 since the original offer was announced and traded as high as $68.08 last week, indicating Wall Street is expecting higher offers for the company.

Beverages fall under the company’s “Flavorful Hydration” platform, which did not include any coffee brands. “Flavorful Hydration arms our consumers with products to quench their thirst and feel great about their choices. From kids’ favorites like Capri Sun and Kool-Aid to the plantpowered fruit appeal of our new Creative Roots brand, to water enhancers like MiO, these products offer a range of beverage options with appeal across generations,” said Global Chief Growth Officer Nina Barton, according to the transcript. Patricio said the company is focusing on its existing brands. “We will invest more, and more efficiently, to drive growth. And that means devoting even more resources to our core brands to drive greater results. In the past, we put a lot of money into new brands that really did not move the needle. We will not do this any longer,” he said. Where that leaves Maxwell House is anyone’s guess.

THE MARBUT REPORT
Poll recommends retaining appellate jurists
MAX MARBUT ASSOCIATE EDITOR
Members of The Florida Bar support keeping a state Supreme Court justice and all 1st DCA judges on the bench. A poll of Florida Bar members regarding the merit retention elections of one state Supreme Court justice and 24 appellate court judges, including the six who represent Northeast Florida, indicates support for all to be retained. The confidential poll sought to find whether attorneys who know the most about the jurists believe they should continue in their jobs. The retention election is on the Nov. 3 general election ballot. “The Florida Bar offers the merit retention poll to voters to help them assess jurists on the ballot,” said Florida Bar President Dori Foster-Morales in a news release. “While voters may be familiar with the circuit and county court judges and judicial
candidates in their area, the work of these appeals judges is generally not as well known. So we ask Florida Bar members who know them best to give their opinion.” For the state Supreme Court, poll results indicate support for retention of: ■ Justice Carlos Muñiz by 71%. For the 1st District Court of Appeal retention election that will be on the ballot in Clay, Duval and Nassau counties, poll results indicate support for retention of: ■ Judge Joseph Lewis Jr. by 84%. ■ Judge Scott Makar by 80%. ■ Judge Rachel Nordby by 71%. ■ Judge Tim Osterhaus by 76%. ■ Judge Clay Roberts by 80%. ■ Judge Adam Tanenbaum by 74%. The 1st DCA comprises Alachua, Baker, Bay, Bradford, Calhoun, Clay, Columbia, Dixie, Duval, Escambia, Franklin, Gadsden, Gilchrist, Gulf, Hamilton, Holmes, Jackson, Jefferson, Lafayette, Leon, Levy, Liberty, Madison, Nassau, Okaloosa, Santa Rosa, Suwannee, Taylor, Union, Wakulla, Walton and Washington counties. It includes judicial circuits 1, 2, 3, 4, 8 and 14. For the poll, a ballot was mailed in August to all lawyers residing and practicing in Florida asking whether the incumbent appeals court

jurists should be retained. The Bar sent 78,405 ballots and 3,626 lawyers participated. Florida law requires state Supreme Court justices and appeals court judges to be placed on the ballot in nonpartisan elections within the first year of appointment, and then every six years, for voters to determine whether they should remain on their courts.
Compensation Claims Judge William “Ray” Holley of Jacksonville was chosen by his fellow jurists to serve as president-elect of the Florida Conference of the Judges of Compensation Claims Workers Compensation Judiciary. Holley was appointed to the bench in 2010 by former Gov. Charlie Crist and reappointed in 2015 by former Gov. Rick Scott.
The conference was established to foster and promote collegiality; address and discuss common concerns by and between the judges with the Department of Administrative Hearings and workers’ compensation lawyers; develop educational opportunities; and recognize achievements of conference members throughout the state. JOHNS RIVER WATER MANAGEMENT DISTRICT Notice is given that the following permit was issued on September 18, 2020: Oakleaf Investors, LLC, 77 Almeria St., St. Augustine, FL 320843501 Permit# 140308-4. The project is located in Duval County, Section 30, Township 3 South, Range 25 East. The permit authorizes a surface water management system on 118.97 acres, for Oakleaf Investors, LLC known as Copper Ridge. The receiving water body is Sal Taylor Creek. A person whose substantial interests are or may be affected has the right to request an administrative hearing by filing a written petition with the St. Johns River Water Management District (District). Pursuant to Chapter 28-106 and Rule 40C-1.1007, Florida Administrative Code (F.A.C.), the petition must be filed (received) either by delivery at the office of the District Clerk at District Headquarters, P.O. Box 1429, Palatka FL 32178-1429 (4049 Reid St, Palatka, FL 32177) or by e-mail with the District Clerk at Clerk@sjrwmd.com, within twenty-one (21) days of newspaper publication of the notice of District decision (for those persons to whom the District does not mail or email actual notice). A petition must comply with Sections 120.54(5)(b)4. and 120.569(2)(c), Florida Statutes (F.S.), and Chapter 28-106, F.A.C. The District will not accept a petition sent by facsimile (fax). Mediation pursuant to Section 120.573, F.S., may be available and choosing mediation does not affect your right to an administrative hearing. A petition for an administrative hearing is deemed filed upon receipt of the complete petition by the District Clerk at the District Headquarters in Palatka, Florida during the District’s regular business hours. The District’s regular business hours are 8 a.m. – 5 p.m., excluding weekends and District holidays. Petitions received
by the District Clerk after the District’s regular business hours shall be deemed filed as of 8 a.m. on the District’s next regular business day. The District’s acceptance of petitions filed by e-mail is subject to certain conditions set forth in the District’s Statement of Agency Organization and Operation (issued pursuant to Rule 28-101.001, Florida Administrative Code), which is available for viewing at www.sjrwmd.com. These conditions include, but are not limited to, the petition being in the form of a PDF or TIFF file and being capable of being stored and printed by the District. Further, pursuant to the District’s Statement of Agency Organization and Operation, attempting to file a petition by facsimile (fax) is prohibited and shall not constitute filing. The right to an administrative hearing and the relevant procedures to be followed are governed by Chapter 120, Florida Statutes, Chapter 28-106, Florida Administrative Code, and Rule 40C-1.1007, Florida Administrative Code. Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means the District’s final action may be different from the position taken by it in this notice. Failure to file a petition for an administrative hearing within the requisite time frame shall constitute a waiver of the right to an administrative hearing. (Rule 28-106.111, F.A.C.). If you wish to do so, please visit http://www.sjrwmd.com/nor_dec/ to read the complete Notice of Rights to determine any legal rights you may have concerning the District’s decision(s) on the permit application(s) described above.
