St. and 3.1 acres of submerged land in the St. Johns River. The board voted in August to end an 18-month negotiation with New York City-based Spandrel Development Partners LLC for a $136 million, mixed-use multifamily retail project at the site. Boyer told board members the DIA’s contracted real estate consultant on the project, CBRE, agreed to the timeline extension. The deferral would push CBRE’s site premarketing to mid-October, ending in mid-November. DIA staff wanted it to be from Sept. 15-Oct. 21, Boyer said. The board would have voted on a legally required notice of disposition to put the property on the real estate market in midNovember and close before Christmas.

Jacksonville’s unemployment rate fell in August as payrolls of Northeast Florida businesses inched closer to pre-pandemic levels. The jobless rate in the Jacksonville metropolitan area of Duval, Baker, Clay, Nassau and St. Johns counties fell from 4.5% in July to 4.3% in August, the Florida Department of Economic Opportunity reported Sept. 17. The number of jobs on nonfarm business payrolls rose by 1,400 in August and was up 29,300, or 4.2%, since August 2020 as the economy continues its recovery from last year’s COVID-19 pandemic-related shutdowns. With business payrolls at 729,200 in August, the Northeast Florida economy was near its pre-pandemic level of 732,000 in February 2020. However, the unemployment rate was well above the February 2020 level of 3.2%. Although the number of jobs increased in the 18-month period, the size of the labor force grew by about 35,000, with 829,406 people saying they had jobs or were actively looking for work in August 2021. So, the unemployment rate was significantly higher. Duval County’s unemployment rate fell by 0.2 percentage points last month to 4.7% but the other four counties in the metro area were lower, with two counties reporting some of the lowest rates in the state. St. Johns County’s unemployment rate of 3.4% in August was the second-lowest among Flori-

The Downtown Investment Authority defers until October its vote to finalize bid terms for the riverfront property along Bay Street. BY MIKE MENDENHALL STAFF WRITER

The Downtown Investment Authority deferred a resolution for a month to approve terms to remarket and rebid the former Duval County Courthouse site on Bay Street. DIA CEO Lori Boyer said Sept. 17 that Mayor Lenny Curry’s administration requested the vote be delayed. She added that several DIA board

member’s wanted more time to determine if the city’s next request for proposals for the site should require retail on the Bay Street side of the Boyer development. The delay will push back the DIA’s timeline to award a development contract for the vacant city-owned riverfront land at 330 E. Bay St. into 2022. The DIA board was scheduled to vote Sept. 15 on updated development terms and bid scoring, but staff requested at the beginning of the meeting that action be deferred until October. The 2.89-acre property is part of what the DIA branded in 2019 as The Ford on Bay. It included the adjacent 2.39-acre former City Hall Annex site at 220 E. Bay

Dawkins to succeed the retiring Keith at Truist Truist Financial Corp. named Emily Dawkins regional president for its North Florida region. Dawkins was capital markets originator. She assumed her new role as regional president on Sept. 7, succeeding Scott Keith, who will retire Sept. 30 after a 34-year banking career. “Emily has built her career serving Jacksonville and the North Florida region by delivering solutions that help her business clients achieve their goals, making her well-suited to lead our team in the region,” said David Weaver, Truist chief commercial community banking officer.

THE FORD ON BAY SITE The Ford on Bay is city-owned riverfront property along the Bay Street Innovation Corridor. The Downtown Investment Authority may seek developer bids for Area 2 of the property, the former Duval County Courthouse.

Boyer said the board could evaluate and award a bid in early January. According to Boyer, this timeline would be less flexible because DIA staff wants to complete its award before it starts to market the private development parcels at Riverfront Plaza, the former Jacksonville Landing site. DIA hopes to complete contract negotiations with architectural firm Perkins & Will Inc. in early October to design the public park at the center for Riverfront Plaza, Boyer said at the meeting. The DIA selected the company July 22 after a design competition with two other firms. “We don’t want the two things on the street at the same time,” Boyer said. “We don’t want them competing against each other, and we want to know what the results are of one so we can use it to formulate the other.” On Sept. 9, the DIA board Retail Enhancement and Property Disposition Committee had a workshop and approved requirements for the new RFP that focus on mid-rise or high-rise mixed-use multifamily development but removes the annex site and submerged land from bidding. Development on the annex site is limited by a contractual right of first refusal

da’s 67 counties, trailing only the 3% rate in Monroe County. Nassau County tied for the fourth lowest at 3.8%. Clay County was close behind at 3.9% and Baker County was at 4.1%. While not part of the Jacksonville metropolitan area, one Northeast Florida county reported one of the highest job-

held by Hyatt Regency Jacksonville Riverfront parent company Westmont Hospitality Group Inc. If approved by the full board in October, the RFP would eliminate a requirement from the first The Ford on Bay RFP that 80% of a proposal’s Bay Street frontage be retail space. Instead, the committee agreed with DIA staff and CBRE that 35% of the street front be “activated” with retail, urban open space, office or private uses for the multifamily residents. The committee wants the scoring process to be weighted in favor of bids that include Bay Street retail. During the workshop, Boyer suggested asking developers to provide groundfloor space that could be converted to retail when the market can sustain it. Another change is Courthouse Drive along the riverfront. The DIA wants the city to retain it as a public park or open space, unlike the first RFP that allowed developers to incorporate it into the private bids. CBRE’s recommendation that multifamily residential, riverfront retail and hospitality still would be the best use for the site did not change from the 2019 RFP. The committee agreed that any RFP should have clear requirements for riverfront retail and dining. MMENDENHALL@JAXDAILYRECORD.COM @MIMENDENHALL (904) 356-2466

less rates in the state. Putnam County tied with Highlands County for the third-largest unemployment rate of 6.5%, behind Hendry County at 7.4% and Miami-Dade County at 6.7%. Florida’s unemployment rate fell by 0.1 point last month to a seasonally adjusted 5%. The Department of Economic Opportunity does not adjust the Jacksonville data for seasonal factors. The Corporation is a not for profit corporation duly organized and validly existing under the laws of the State of Florida and an organization described in Section 501(c)(3) of the Code. The loan to the Corporation made by the Lender will (i) finance or refinance, including through reimbursement, (i) the acquisition, construction, expansion, remodeling, renovation, improvement, furnishing and/or equipping of the facility located at 6970, 7000 and 7040 103rd Street, Jacksonville, Florida 32210 (not to exceed $21,000,000), and (ii) the acquisition, construction, expansion, remodeling, renovation, improvement, furnishing and/or equipping of the facility located at 1440 McDuff Avenue North, Jacksonville, Florida (not to exceed $6,500,000) (together, the “Project”), that will be leased to and operated by KIPP Jacksonville, Inc. (“KIPP Jacksonville”), a not for profit corporation duly organized and validly existing under the laws of the State of Florida and an organization described in Section 501(c)(3) of the Code, and (iii) pay certain costs associated with the closing of the loan. The Project will initially be owned by the Corporation and leased to and operated by KIPP

Jacksonville. This public hearing is being held solely for the purpose of satisfying the requirements of Section 147(f ) of the Code and shall not be construed as (i) an endorsement of the creditworthiness of KIPP or the financial viability of the Project, (ii) a recommendation to any prospective purchaser to purchase the Bonds, (iii) an evaluation of the likelihood of the repayment of the debt service on the Bonds, (iv) a representation or warranty by the City as to the legal sufficiency or adequacy of the documentation supplied to or by the City for the purposes thereof or (v) approval of any rezoning application or approval or acquiescence to the alteration of existing zoning or land use or approval for any regulatory permit relating to the Project, or creating any vested right with respect to any land use regulations, and the Mayor shall not be construed by virtue of his execution of any certificate hereafter to have made any such endorsement, finding or recommendation or to have waived, or be estopped from asserting, any rights or responsibilities it may have in that regard. Further, the approval by the Mayor of any issuance of the Bonds by the AZIDA shall not be construed to obligate the City to incur any liability, pecuniary or otherwise, in connection with either the issuance of the Bonds or the acquisition and construction of the Project, and the AZIDA shall so provide in the financing documents setting forth the details of the Bonds. The Bonds will be special limited obligations of AZIDA payable solely from the loan repayments to be made by the Lender to AZIDA, and certain funds and accounts established by the bond indenture for the Bonds. The principal of and interest on the Bonds will not constitute obligations of the Corporation, KIPP Jacksonville, the City, the State of Florida or any political subdivision thereof, AZIDA, the Arizona Finance Authority, the State of Arizona or any political subdivision thereof. The Bonds will not constitute a debt or a loan of credit or a pledge of the full faith and credit or taxing power of the City, the State of Florida or any political subdivision thereof, AZIDA, the Arizona Finance Authority, the State of Arizona or any political subdivision thereof, within the meaning of any state constitutional provision or statutory limitation and shall never constitute or give rise to a pecuniary liability of the City, the State of Florida, AZIDA, the Arizona Finance Authority, the State of Arizona or any political subdivision thereof. The public hearing will be conducted in a manner that provides a reasonable opportunity for persons with differing views on both the issuance of the Bonds and the refinancing of the Project to be heard and to present their oral and written comments. Written comments should be delivered at the public hearing or mailed to the Mayor, c/o Economic Development Officer, City Hall, 117 West Duval Street, Suite 275, Jacksonville, Florida 32202 for receipt not later than the date and time of the public hearing. In accordance with the American Disabilities Act, persons needing a special accommodation to participate in this proceeding should contact the Economic Development Officer no later than seven (7) days prior to the proceeding at the address given above. This notice is published and the public hearing is held in satisfaction of the requirements of Section 147(f ) of the Code. Sep. 21 00 (21-06461D)

The applicant has provided reasonable assurance that operation of proposed equipment will not adversely impact air quality and that the project will comply with all appropriate provisions of Chapters 62-4, 62-204, 62-210, 62-212, 62-296 and 62-297, F.A.C. The Permitting Authority will issue a Final Permit in accordance with the conditions of the proposed Draft Permit unless a timely petition for an administrative hearing is filed under Sections 120.569 and 120.57, F.S. or unless public comment received in accordance with this notice results in a different decision or a significant change of terms or conditions. Comments: The Permitting Authority will accept written comments concerning the proposed Draft Permit for a period of 14 days from the date of publication of the Public Notice. Written comments must be received by the Permitting Authority by close of business (5:00 p.m.) on or before the end of this 14-day period. If written comments received result in a significant change to the Draft Permit, the Permitting Authority shall revise the Draft Permit and

require, if applicable, another Public Notice. All comments filed will be made available for public inspection. Petitions: A person whose substantial interests are affected by the proposed permitting decision may petition for an administrative hearing in accordance with Sections 120.569 and 120.57, F.S. Petitions filed by any persons other than those entitled to written notice under Section 120.60(3), F.S., must be filed within 14 days of publication of the Public Notice or receipt of a written notice, whichever occurs first. Under Section 120.60(3), F.S., however, any person who asked the Permitting Authority for notice of agency action may file a petition within 14 days of receipt of that notice, regardless of the date of publication. A petitioner shall mail a copy of the petition to the applicant at the address indicated above, at the time of filing. A petition for administrative hearing must contain the information set forth below and must be filed (received) with the Office of General Counsel, 117 West Duval Street, Suite 480, Jacksonville, Florida 32202 before the deadline. The failure of any person to file a petition within the appropriate time period shall constitute a waiver of that person’s right to request an administrative determination (hearing) under Sections 120.569 and 120.57, F.S., or to intervene in this proceeding and participate as a party to it. Any subsequent intervention (in a proceeding initiated by another party) will be only at the approval of the presiding officer upon the filing of a motion in compliance with Rule 28-106.205, F.A.C. A petition that disputes the material facts on which the Permitting Authority’s action is based must contain the following information: (a) The name and address of each agency affected and each agency’s file or identification number, if known; (b) The name, address, any email address, telephone number and any facsimile number of the petitioner; the name, address any email address, telephone number, and any facsimile number of the petitioner’s representative, if any, which shall be the address for service purposes during the course of the proceeding; and an explanation of how the petitioner’s substantial interests will be affected by the agency determination; (c) A statement of when and how each petitioner received notice of the agency action or proposed decision; (d) A statement of all disputed issues of material fact. If there are none, the petition must so state; (e) A concise statement of the ultimate facts alleged, including the specific facts the petitioner contends warrant reversal or modification of the agency’s proposed action; (f ) A statement of the specific rules or statutes the petitioner contends require reversal or modification of the agency’s proposed action including an explanation of how the alleged facts relate to the specific rules or statutes; and, (g) A statement of the relief sought by the petitioner, stating precisely the action the petitioner wishes the agency to take with respect to the agency’s proposed action. A petition that does not dispute the material facts upon which the Permitting Authority’s action is based shall state that no such facts are in dispute and otherwise shall contain the same information as set forth above, as required by Rule 28-106.301, F.A.C. Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means that the Permitting Authority’s final action may be different from the position taken by it in this Public Notice of Intent to Issue Air Permit. Persons whose substantial interests will be affected by any such final decision of the Permitting Authority on the application have the right to petition to become a party to the proceeding, in accordance with the requirements set forth above. Extension of Time: Under Rule 62-110.106(4), F.A.C., a person whose substantial interests are affected by the Department’s action may also request an extension of time to file a petition for an administrative hearing. The Department may, for good cause shown, grant the request for an extension of time. Requests for extension of time must be filed with the Office of General Counsel, 117 West Duval Street, Suite 480, Jacksonville, Florida 32202before the deadline for filing a petition for an administrative hearing.
