Walmart announced Sept. 17 it would build seven Walmart Health clinics in Jacksonville, with the first opening in early 2021. The global retailer announced July 22 it would enter the Florida market with clinics in Jacksonville. The Sept. 17 blog post said it could add locations in Orlando and Tampa, too. Plans for three Jacksonville clinics already have been filed with the city and the St. Johns

Florida Blue President and CEO Pat Geraghty said it is hard to say what the health insurer’s 100acre Deerwood office campus will look like in the future, but he and his team are studying creative ways to use the space. “I happen to be of the opinion that we’re not going to be remaining completely remote and we’re not going back to where we were just prior to this pandemic,” Geraghty told the virtual JAXUSA Partnership luncheon Sept. 17. “I think we’re going to find a spot in the middle.” JAXUSA President Aundra Wallace led the fireside-chat style conversation with Geraghty. JAXUSA is the economic development division of JAX Chamber. Geraghty said he sees some employees working a hybrid schedule, with some days in the office and the rest working from home. option to work fully remotely. The leftover space created by remote workers may need to be reconfigured. “Do we have too much space, do we want to share space? We have to think very creatively about the right balance for us as an employer,” Geraghty said. “I think everyone is going through that same situation, trying to understand what the workplace of the future is about.” A spokesperson said previously there typically are about 6,000 employees at the Deerwood campus, but most are working remotely during the coronavirus pandemic. The campus at 4800 Deerwood Campus Parkway comprises about 1.3 million square feet of office space. Florida Blue has been renovating the seven office buildings on its campus. Five are complete and the final two are expected to be remodeled. The total cost of that renovation could reach $45 million. Geraghty said the company would continue working remotely through the end of the year and decide in the fall on a timeline for a return. In addition to reconsidering its office space, Geraghty said the pandemic exposed “real gaps in employer-based coverage.” As people lost their jobs, they also lost health care coverage, leaving them to turn to the Affordable Care Act. “Our situation in Florida would be much worse if we didn’t have the ACA there to catch people who went uncovered,” he said. Geraghty suggested the program could be improved if younger people were incentivized to enroll. “Everyone’s price gets better” when more young people enroll, he said.

JAXUSA Partnership President Aundra Wallace led the discussion with Florida Blue CEO Pat Geraghty.

When asked about the effect that implementing universal health care would have on Florida Blue, Geraghty said he supports universal coverage. “I believe everyone in our state ought to be covered,” he said. “Many people in this audience know I have advocated for the expansion of coverage in our state and I believe to this day that fiscal conservatives would agree that we ought to cover people.” He has advocated for Medicaid expansion in Florida, saying it’s “a good equation” for the state. With more people covered, costs go down for everyone, he said. “Today our tax dollars go to Washington,” Geraghty said. “We didn’t expand and the 36 states who did expand are using our money to pay for their expansion. It’s not good economics.” KGARWOOD@JAXDAILYRECORD.COM (904) 356-2466

Area unemployment rate rebounds to 5.8% in August “The local labor market in Jacksonville fared better than the state and the nation in general,” UNF economist says. BY MARK BASCH CONTRIBUTING WRITER

Jacksonville’s unemployment rate dropped sharply in August as more people returned to work. The jobless rate in the Jacksonville metropolitan area of Duval, Baker, Clay, Nassau and St. Johns counties fell from 8.8% in July to 5.8% in August, the Florida Department of Economic Opportunity reported Sept. 18. “The local labor market in Jacksonville fared better than the state and the nation in general,” said University of North Florida economist Albert Loh. Florida’s statewide unemployment rate dropped by 4 percentage points to a seasonally adjusted 7.4% last month, the Department of Economic Opportunity said. The agency does not adjust the Jacksonville data for seasonal factors. Loh said when the data is seasonally adjusted, it showed the Northeast Florida unemployment rate fell from 8.73% in July to 5.94% in August. Duval County’s jobless rate fell by 3.1 percentage points to 6.5% in August, without seasonal adjustments. The other four counties in the metropolitan area were all below 5% after big declines last month. Baker was at 4.4%, Clay at 4.6%, St. Johns at 4.7% and Nassau at 4.9%. August is usually a time when people return to work after summer vacations. However, “the typical seasonable change in August due to schools starting does not explain away the substantial decrease in unemployment rate,” Loh said. “The recovery of the local labor market in Jacksonville accelerated in August,

with the return of jobs outpacing the growth in labor force,” he said. The size of the Jacksonville area labor force, defined as people with jobs or actively looking for work, grew by about 11,000 in August to 774,774, with a large number of people finding jobs or returning to their old jobs after layoffs related to the COVID-19 pandemic. The number of people with jobs grew by about 33,000 to 729,826, according to the Department of Economic Opportunity’s survey of households in Northeast Florida. A separate survey of business payrolls found nonfarm employers added 8,200 jobs in August, a 1.2% gain. However, the number of jobs was 25,900 lower than in August 2019, a 3.6% decline. The biggest job losses this year have been in the leisure and hospitality sector, which have fallen by 13,900 in the 12 months through August, a 15.8% drop. Although businesses were bringing workers back last month, the leisure and hospitality sector still had a net decline of 900 between July and August. The Department of Economic Opportunity’s report is based on data collected in the middle of August. More recent data on new claims for unemployment insurance show Florida’s labor market is continuing to improve in September. New claims by Floridians dropped in the week ended Sept. 12 for the fourth week in a row to 33,821, the lowest level since mid-March, the U.S. Labor Department reported. However, the number of unemployment claims still is well above the weekly level before businesses began shutting down in March because of the pandemic. New claims averaged about 5,500 per week for the first 11 weeks of the year. The number of weekly claims in Florida peaked at 506,670 in the week ended April 18. MBASCH@JAXDAILYRECORD.COM
