ichael Binder, faculty director at the University of North Florida’s Public Opinion Research Laboratory, turned down the job when former director Matthew Corrigan made an offer in 2011. UNF had hired Binder as an associate professor 30 days earlier. When the phone rang with a 904 area code, Binder said his mind went straight to a struggling university budget and the Great Recession’s job market volatility. He was terrified. “It was Matt Corrigan, who started the lab back in 2001,” Binder said Aug. 25. “He was like, ‘Hey, do you want to run the lab?’ I’m like, ‘Run the lab? You just hired me to be an assistant professor a month ago. I haven’t even started here. What are you talking about, run the lab? I don’t know anything about running a lab.’” Binder said he spoke with colleagues who cautioned that managing a public opinion polling operation, with its nonstop data collection and resulting reports to media organizations and private companies, would “totally ruin your research SEE BINDER, PAGE 4

Rooms To Go wants to move into the former Toys R Us space at The Markets at Town Center. The city is reviewing plans and a permit application for a $3.7 million renovation of 84,880 square feet of space at 4875 Town Center Parkway. That size likely is smaller because the space has been marketed as 74,018 square feet. It was not immediately clear why the size on the permit application is larger than the marketed square footage. That cost also could change as the project proceeds. The application describes the project as “renovation of retail space previously utilized as Toys R Us to be converted to Rooms to Go retail furniture sales.” It says there also will be minor exterior facade upgrades with complete interior tenant improvement and a minor civil and landscape scope. It’s not clear if Rooms To Go will buy or lease the space. Rooms To Go’s CEO could not be reached for comment by the afternoon of Sept. 16. The Markets at Town Center is owned by Hines Global REIT. Tire Outlet COO: ‘If you’re not growing, you’re dying’
Jacksonville-based company adding locations, launches mobile service. Jacksonville-based Tire Outlet is going on the road. “The convenience of getting tires replaced at your home or work is a major opportunity that we are planning on capitalizing on,” said Rob Duckworth, chief operating officer of Tire Outlet, in an email interview. Tire Outlet made the decision in February, prepandemic. Customers already were buying food and much else for home delivery, so it seemed to be a natural direction. It is taking Tire Outlet on a strategic path. Tire Outlet launched mobile installation with one van that serves 18 ZIP codes, covering much of the Jacksonville area. Its focus for the fourth quarter and 2021 is expanding the fleet. “As we grow we plan on adding more mobile installation vans,” Duckworth said. “If you’re not growing, you’re dying.” Tire Outlet sells tires and offers installation, rotation, alignment and balancing as well as air conditioning, bat-

teries, brakes, engine air filters and tuneups, oil changes, shocks and struts, and windshield wiper blades. The mobile service is limited to tire installation, balancing and monitoring. Started in 1981, Tire Outlet has grown to 12 stores and is working on a 13th, this one in St. Johns County. Plans show it will start with 37,763 square feet of freezer and dry storage space that is designed for expansion
to almost 105,000 square feet. The city issued a permit July 30 to clear 16.53 acres at a cost of $45,000. The permit in review carries a cost of $55,000 for the warehouse foundation on 8.76 aces.

St. Johns County is reviewing plans for a 6,720-squarefoot Tire Outlet to open in winter 2021 at Parkway Place at Durbin at southeast Race Track Road and St. Johns Parkway. The real estate strategy is to open in market areas with a growing population. “We tend to look at locations in Northeast Florida that are up and coming and can provide an opportunity to fulfill market demands. Population density, traffic models, income, and demographics are all factors in our location choices,” Duckworth said. Sales are doing well, despite the COVID-19 shutdowns. “We have actually done very well during this pandemic. When all of this first started back in late February, I remember all we were prepping for was the worst outcome,” Duckworth said. That included protecting cash flow, managing how it was going to take care of its employees, and “looking at every possible way to weather the storm,” including Paycheck Protection Program money. “We spent a lot of hours preparing the business for multiple scenarios,” he said. “However, we didn’t prepare for what actually happened – record sales months. At times we were scrambling to find additional employees and dealing with two new green-

The city issued a permit Sept. 3 for Jacksonville-based Margo State Line Inc. to buildout its new 552,000-squarefoot distribution center in Imeson Park in North Jacksonville. Dav-Lin Interior Contractors Inc. is the contractor for the almost $1.49 million project at 10501 Cold Storage Road, Unit 100, where Margo State Line said it signed a long-term lease. The permit covers office space and warehouse work. Margo State Line said it will move from 130,000 square feet of space in Alta Lakes Commerce Center, also in North Jacksonville. Margo State Line, founded in 2005, imports and sells decorative pebbles, stones and rocks and other products used in landscaping to The Home Depot, Amazon.com, Walmart Inc., Lowe’s Companies Inc. and other retailers. Margo also sells mulch, which was its initial product.

The surveying began Sept. Corrigan 8 and will be featured on The New York Times website, The Upshot. “I think Mike (Binder) has a good combination of academic rigor but also understands the relevant happenings in the state and the nation, the real world if you will,” said Corrigan, now dean of the Jacksonville University College of Arts and Sciences. “When he talks about the lab and its findings, he puts it out in a way that’s understandable for everyone so it has an impact,” he said.

I mean, the opportunity to live and work by the beach, for me was very important,” Binder said. “But the people I met in the department were great.” Binder, 45, is a New Jersey native and came to Jacksonville after earning his Ph.D. in political science at the University of California San Diego. “I do not do well when I’m far from the ocean,” Binder said. “I’m a Jersey kid. I grew up in suburbia, but I spent my summers at the beach.” UNF LAB’S VALUE
The UNF lab’s work in presidential election battleground polling has raised the program’s profile nationwide, but Binder said the university’s data gathering on statewide and local issues is where the lab can help educate Floridians. “Everybody knows about the presidential race. Not everybody fully grasps decisions made at the statewide level and how that really impacts — or even the local level — how that impacts your day-to-day life,” Binder said.

I think that’s where our real value is,” Binder said. “It keeps politicians, elected officials and citizens just kind of aware of where things stand,” he said. “I think that’s useful, not just for the political scheming of who’s going to win, but to understand what messages are working and how that resonates with voters or doesn’t, or things of that nature.”

UNF and Siena rely on a combination of publicly available voter records and pollster-guided questions in presidential battleground surveys to determine likely voters. That’s how both programs build their polling samples. “Our field is undergoing a constant Levy change and s e l f- eva l u a tion about our methodology,” Levy said Sept. 15. “I think one of Mike’s strengths is he’s not a traditionalist and he’s open to some of the newer methodological approaches, some of the webbased work and sampling that utilizes voter lists.” Levy said a big issue in presidential polling today is reaching voters. He said Binder understands where in Florida pollsters will have better reach through landline calls versus cellphones when seeking poll responses. “Florida is an extremely heterogeneous state. It has every type of geography and so constructing a representative sample there is challenging and I would say Mike is an expert in that,” Levy said.
Siena has worked with C-SPAN, Newsday and media outlets in the state of New York, where Levy said the college focuses much of its polling. But The New York Times has been Siena’s primary client for the past six years, Levy said. Siena’s confidence in UNF’s model and knowledge of Florida demographics allowed the lab to join Roanoke College in Virginia; M. Davis and Co. in Philadelphia; and Reconnaissance Market Research in Austin, Texas, to gather data for The UpShot in six 2020 election battleground states.

The UNF lab first worked as a subcontractor for the Upshot’s battleground state polling in June. The opportunity came from a five-year relationship Binder built with Siena College Research Institute Director Don Levy. They met when Levy traveled to UNF in 2015 for a program evalu-

European Street owner opens the area’s first pickleball store

Restaurateur Andy Zarka said he became “immediately addicted” to the sport. After operating the European Street Sweets store in San Marco for more than a year and a half, owner Andy Zarka wanted to take a swing at running a new business in the space. On Sept. 8, Zarka, who owns the European Street Cafe restaurants, opened Jax Pickleball, the area’s first equipment store dedicated to the increasingly
popular sport in Northeast Florida. He said he became “immediately addicted” to the paddle sport last year. “In an over-caffeinated, delirious night, I just decided to give it a go and open a pickleball store,” Zarka said. Zarka was leasing the space at 1670 San Marco Blvd. for the candy store and to use its parking for his European Street location next door. He liquidated the candy supply and distributed the remaining inventory among his four restaurants. Zarka said the candy store space was “a place holder” until he found something he was more passionate about. With about $30,000, he said he was able to open Jax Pickleball in one month. “We used a lot of the same shelving, got some clothing racks and painted to go with our new logo,” he said. “We didn’t have to do a whole lot with it.” The store sells paddles, balls, court shoes, eye protection,

clothing, hats, bags, gloves and grip tape. Paddles range from $80 to $150. He also built a demonstration room so customers can try equipment before they buy. Pickleball is a paddle sport that combines elements of tennis, badminton and table tennis. It is played on a badmin-
ton-sized court that measures 44 feet by 20 feet, according to USA Pickleball. A standard tennis court is 78 feet by 36 feet and can be modified with tape or lines for pickleball play. There are 10 city parks with pickleball courts and the city plans to add courts at the Southside Tennis Complex and
at Blue Cypress Park by year’s end. San Jose Country Club plans to add four pickleball courts. Zarka said most Saturdays, the four pickleball courts at the Baymeadows Fort Family Tennis Complex are reserved from the 8 a.m. opening until they close at 9 p.m. It is a similar

situation at other pickleball courts, he said. “There could be as many as 20 people waiting to get on those courts,” he said. “That wasn’t the case six months ago. We’re just seeing it grow exponentially.” Once the Southside Tennis Complex courts open in San Marco, Zarka said he wants the store to host tournaments and clinics there. Jax Pickleball is the fourth pickleball-only store in the state, Zarka said. Google Maps shows the other three stores in The Villages, Sarasota and Naples, all areas where the game has gained traction.
Pickleball USA said 64% of core players, those who play eight times a year or more, are 55 or older. Of the casual players who play fewer than eight times a year, almost 61% are between 6 and 34 years old. As that popularity spreads to Northeast Florida, Zarka, 53, said he estimates a couple thousand people around Jacksonville are playing the sport. With a low bar to entry, both in financial investment and athletic ability, he sees that number growing. It also is ideal for social distancing for those looking to be outside during the pandemic. Equipment is sold online and
in tennis and sporting goods stores, but Zarka said there is an advantage to having a dedicated pickleball store. Zarka will staff the store with pickleball players who can help customers choose the right equipment and learn more about the game. “I think that will help them immensely more than going to one of the big box stores and just grabbing something off the shelf and not knowing anything about it,” he said. Zarka said he may be a bit early in opening the store, given the number of courts and players in the area. As the game grows, he hopes his investment will pay off.

Minimum wage, open primary among the potential changes to the state constitution. With the level of national media attention surrounding the presidential election Nov. 3, don’t forget that many other offices and issues will be decided when voters go to the polls. In Florida, there are six ballot questions that could change the state’s constitution. The first four amendments are citizen initiatives. A citizen initiative requires at least 766,200 verified signatures on petitions collected from at least 14 of the 27 congressional districts. The other two questions were placed on the ballot by the state Legislature. The proposed amendments must receive at least 60% approval from voters to become law. If approved by voters in November, the change would take effect Jan. 1.
The state constitution says “Every citizen of the United States who is at least eighteen years of age and who is a permanent resident of the state, if registered as provided by law, shall be an elector of the county where registered.” The amendment would change the first two words to three words: “Only a citizen.” It is sponsored by Florida Citizen Voters.
AMENDMENT 2 Raising Florida’s minimum wage.
Sponsored by Florida For a Fair Wage, it would increase the minimum wage to $10 per hour effective Sept. 30. Each Sept. 30 thereafter, the minimum wage would increase by $1 per hour until it reaches $15 per hour Sept. 30, 2026. Then, future minimum wage increases would be adjusted annually for inflation beginning Sept. 30, 2027.
AMENDMENT 3 All voters vote in primary elections for state Legislature, governor and cabinet.
Sponsored by All Voters Vote Inc., the amendment proposes that all registered voters could vote in primaries for members of the state Legislature, governor and cabinet posts regardless of the voter’s political party registration. All candidates for an office, including party-nominated
candidates, would appear on the same primary ballot. The two candidates receiving the most votes would advance to the general election. If only two candidates qualify for the election, they would not appear on the primary ballot and the winner would be determined in the general election. The change would become effective for elections after Jan. 1, 2024, if the amendment is approved in November. AMENDMENT 4 Voter approval of constitutional amendments.
The amendment would require proposed amendments or revisions to the state constitution be approved by voters in two elections, instead of one, in order to take effect. It would retain the current 60% approval thresholds for passage in each of the two elections. It is sponsored by Keep Our Constitution Clean PC.
AMENDMENT 5 Limitation on homestead assessments.
The Legislature proposes amending the state constitution, effective Jan. 1, to increase, from two years to three years, the period of time during which accrued SaveOur-Homes benefits may be transferred from a prior homestead to a new homestead.
AMENDMENT 6 Ad valorem tax discount for spouses of certain deceased veterans who had permanent combat-related disabilities.
The Legislature proposes that the homestead property tax discount for veterans with permanent combat-related disabilities would carry over to the veteran’s surviving spouse who holds legal title to, and permanently resides on, the homestead property until the survivor remarries or sells or otherwise disposes of the property. In addition, the discount could be transferred to a new homestead property of the surviving spouse under certain conditions.

Landstar CEO sees activity picking up

CEO Jim Gattoni raises forecasts for the Jacksonville-based trucking company. When Landstar System Inc. reported its second-quarter earnings two months ago, the Jacksonville-based trucking company was expecting reduced freight traffic to continue through the third quarter. But at a transportation company virtual conference last week sponsored by Cowen and Co., Landstar CEO Jim Gattoni said the market changed suddenly after that report. “As we rolled toward the end of July and started heading into August, we saw things significantly start to pick up,” Gattoni said. “It looks like it continues to strengthen into September,” he said. Landstar had the secondhighest gross profit for August in the history of the company, Gattoni said. In mid-July as it gave its second-quarter report, Landstar was forecasting revenue of $885 million to $935 million and earnings of $1.11 to $1.17 a share for the third quarter. Gattoni said last week the company has significantly raised its forecasts. Landstar now projects revenue of $1.02 billion to $1.06 billion with earnings of $1.40 to $1.46 a share. That will beat the 2019 third-quarter results of $1.01 billion in revenue and $1.35 per share in earnings. “It’s all driven on just the demand that was totally unexpected,” Gattoni said. Landstar also is benefiting from reduced capacity in the trucking industry, which gives the company an opportunity to gain market share. Gattoni said some drivers are reluctant to return to work because of COVID-19 risks. The industry also was

affected by low pricing in the spring during pandemic-related shutdowns in the economy and high insurance costs, which drove some smaller carriers out of business, he said. Gattoni said he doesn’t mind that Landstar’s original thirdquarter forecast was so far off. “I love being wrong in this direction,” he said.
CSX also sees activity rising Mark Wallace, CSX Corp. executive vice president of sales and marketing, also spoke to the Cowen conference and said activity is increasing. Wallace said freight volume started to pick up at the end of the second quarter, which has helped the Jacksonville-based railroad company’s intermodal business. “Our domestic volumes really started to rebound as we were sort of coming Wallace out of the shutdowns and people staying at home,” he said. “People are coming back to work and the economy was sort of coming back to life a little bit.” Wallace didn’t give a forecast but said freight volumes are stronger than CSX expected. “Clearly, the consumer is back. The consumer is spending. Inventories were depleted. People are buying things,” he said. “Freight fundamentals across all modes are strong,

American Eagle Outfitters opening Jacksonville hub
As it reported secondquarter earnings last week, American Eagle Outfitters Inc. said it is opening a regional hub this month in Jacksonville to improve its supply chain transformation. Chief Operations Officer Michael Rempell said the Jacksonville operation joins regional hubs in Boston, Los Angeles and Chicago, according to a transcript of its quarterly conference call posted by the Pittsburgh-based apparel retailer. “Working in conjunction with our primary fulfillment centers, these hubs will provide improved delivery performance, cost benefits and sufficient capacity for us to manage digital demand for the back half of the year,” he said. Rempell gave no other details on the Jacksonville site, and the company’s communications office did not respond to voice and email messages asking for more information.
Latitude 360 securities revoked Latitude 360 Inc. has been out of business for more than four years. However, its stock was still registered with the Securities and Exchange Com-
mission until last week. The SEC issued an order Sept. 10 revoking the registration of the securities for failing to file required periodic reports. Latitude 360 was a Jacksonville-based company that operated a large entertainment and dining venue on the Southside near The Avenues mall. It had similar venues in Indianapolis and Pittsburgh and announced plans to expand to other cities after going public in 2014. However, the company shut down all three venues in early 2016. The SEC order said Latitude 360 had not filed a quarterly report since 2015, when it reported a net loss of $12.9 million for the first six months of the year. Despite not filing reports and having no operations, Latitude 360’s stock continued to be quoted on OTC Link, part of the OTC Markets Group Inc., as of July 2019, the SEC said. The SEC said it revoked registration of the securities after the company failed to respond to inquiries about its financial reports.
Academy Sports targets Jacksonville Academy Sports and Outdoors Inc. is targeting Jacksonville as a market for expansion, according to a filing last week for an initial public offering. Katy, Texas-based Academy has 259 stores in 16 states mainly in the Southeast, including three in the Jacksonville metropolitan area. Its IPO filing touts Jacksonville as one of six infill markets where it already has an established presence and has opportunities to expand into “surrounding metro areas and more rural locations.” The other infill markets identified are Dallas-Fort Worth, Atlanta, RaleighDurham, Charlotte and New Orleans. Academy had sales of $2.7 billion in the first six months of fiscal 2020, according to its filing.
Natural disasters affect Rayonier Jacksonville-based Rayonier Inc. said in an SEC filing that recent natural disasters are
impacting some of its timberlands. Hurricane Laura, which made landfall Aug. 27, damaged about 10,000 acres of timber in Louisiana, the company said. The Sept. 14 filing came as the Gulf Coast region was bracing for the impact of Hurricane Sally this week. Meanwhile, wildfires in Oregon had affected about 10,000 acres which Rayonier manages and owns a partial economic interest. The company said while it is assessing the damage, it does not expect a material impact on its finances from the storm or the fires. The affected properties represent a fraction of Rayonier’s 2.7 million acres of timber that it owns or manages in the Southeast and Northwest U.S. and New Zealand. In a separate SEC filing last week, Rayonier issued financial statements showing the impact of its recent acquisition of Pope Resources, which added 124,000 acres of timberland in Washington state to the company’s portfolio. Rayonier completed the acquisition May 8 but said if the deal had been completed Jan. 1, Pope would have added $31.3 million to its sales in the first half of 2020, bringing total revenue to $486.1 million. The deal also would have increased earnings by 1 cent per share to 22 cents.
International Baler reports loss International Baler Corp. last week reported a net loss for the third quarter ended July 31, despite an increase in sales. The Jacksonville company, which makes balers used for recycling and disposal of a variety of materials, said in an SEC filing sales rose 10.7% to $2.67 million. The sales increase resulted from a $1.38 million order from one customer. International Baler had a net loss of $47,794, or 1 cent a share, in the quarter, reversing a profit in the third quarter of fiscal 2019.
