The region’s multifamily business is booming, fueled by renter demand, population growth and lifestyle changes, experts say. BY KATIE GARWOOD STAFF WRITER

ou are correct. There are a lot of apartment complexes being built in Northeast Florida. In the first half of 2021, there were 28 multifamily properties under development and 15 were completed. That’s a total of 8,574 units that are expected to be delivered in 2022 and 2023, according to NAI Hallmark’s Jacksonville Multifamily Q2 2021 Market Report. Rents also continue to rise. The average

monthly rate in the second quarter of 2021 was $1,231, up 12% from $1,098 the same period last year. And units are filling up. The current vacancy rate is 3.7%, down 29% from 5.2% last year. CBRE Vice President Joe Ayers said the multifamily market is “white hot,” and there is good reason for it. “It’s driven by a few things. First and foremost it’s renter demand,” he said. “That renter demand is fueling rental

The City Council unanimously approved a partnership with the Jacksonville Jaguars to build the team’s proposed $120 million football performance center. Council approved a bill 17-0 on Aug. 24 to authorize Mayor Lenny Curry’s administration to borrow $60 million to help finance the NFL team’s proposed 127,087-square-foot practice and training facility and to amend the Jaguars’ stadium lease with the city. The Jaguars would pay for the other $60 million, according to the city’s proposed economic development agreement for the project. The Jaguars will lease the performance center from the city. It will be northwest of TIAA Bank Field. According to Ordinance 20210495, the Jaguars will move team offices; an equipment room; weight training; and medical facilities from the stadium to the performance center. The facility also will have an indoor practice field; two outdoor natural-grass fields with about 2,300 bleacher seats; a team store; and concession facilities. Jaguars President Mark Lamping said Aug. 17 that he expects construction on the performance center to be completed before the first game of the 2023 NFL season. The agreement says it must be completed by Dec. 31, 2025.

UPS seeking $100M conveyor system permit

United Parcel Service Inc. intends to complete its at least $334 million package delivery hub renovation at Westside Industrial Park by year-end, with the latest permit application for a $100 million conveyor system installation. “The recent permit application is a part of the continuing Jacksonville Hub modernization project that we anticipate will be completed by the end of the year,” said spokesperson Christina Repassy, who is with Atlanta-based UPS in corporate communications, in an

It will offer more than 70 specialty cheeses and toppings for charcuterie boards. Jacksonville-based Southeastern Grocers Inc. announced July 20 that it would introduce the standalone WDs concept. A news release said the WDs will be the first in the grocer’s Southeast footprint. Williams & Rowe Co. Inc. is the contractor for the $180,000 interior renovation of 8,640

square feet at the site, at the southern end of the building anchored by Players Grille. The store is larger than traditional Winn-Dixie Wine & Spirits stores. By comparison, a liquor store that recently opened at 11380 Beach Blvd. is 2,665 square feet. Levi’s to Town Center: The city issued a permit Aug. 20 for Superior Building Group FL LLC of St. Cloud to make a $75,000 tenant improvement to almost 3,800 square feet at 4663 River City Drive for Levi’s. It replaces Bunulu, a Bealls Inc. women’s brand that closed in January.

So far, permits indicate at least $211 million in expansion projects at the structure since 2017 for the first phases. The pending permit boosts that to $311 million. MHS Company Inc. of Kentucky, also known as Material Handling Systems Inc., is the contractor for the conveyor system. Storage Rack Engineering Inc. of Santa Margarita, California, is the engineer. UPS has been expanding the hub and working toward an additional $138 million investment and 240 jobs that would add to the logistics, warehouse and distribution base. At its Aug. 11, 2020, meeting, City Council approved a Recapture Enhanced Value Grant of $6.8 million, based on 50% of the increase in real and personal property taxes generated at the project site for five years. To receive the grant, UPS must make a private capital investment of at least $300 million and create at least 240 jobs by the end of 2024. The jobs would pay an average annual wage of $50,000 plus benefits. A UPS summary from the

Fanatics licensing deal kills Topps merger

After more than 70 years, the baseballcard maker is losing Major League Baseball business. Iconic baseball card firm Topps Co.’s plan to go public fell apart last week and apparently Jacksonville-based Fanatics Inc. is to blame. Topps in April agreed to merge with a special purpose acquisition company called Mudrick Capital Acquisition Corporation II, which would have turned Topps into a public company. Mudrick scheduled a shareholders meeting for this week that would have been the final step before completing the transaction. However, The Wall Street Journal reported Aug. 19 that the players’ unions of Major League Baseball, the NBA and the NFL reached agreements with a new company controlled by Fanatics for merchandise licensing.

The next morning, Mudrick issued a news release saying the Topps deal “has been terminated by mutual agreement, after notification on August 19, 2021 from Major League Baseball and the Major League Baseball Players Association that they would not be renewing their respective agreements with The Topps Company when they come up for renewal at the end of 2025 and 2022, respectively.” Topps did not have deals with the basketball and football unions but baseball was a huge part of its business.

Proxy statements for the Mudrick deal do not reveal how much money Topps was making from baseball. The company reported sales of $567 million in 2020 and said 55% of that came from its card business. Besides baseball cards, Topps has licensing deals for several other sports leagues and for Star Wars cards. Topps’ businesses also include Bazooka gum and other candies. The company has been built on baseball cards, having a relationship with MLB since 1951.

An investment company controlled by former Walt Disney Co. Chief Executive Michael Eisner acquired Topps in 2007. The transaction with Mudrick valued Topps at $1.3 billion. Meanwhile, the deals continue Fanatics’ expansion as the dominant company in sports merchandising. After another major capital investment two weeks ago, financial news outlets said the company, which started with a single store in the Orange Park Mall in 1995, is valued at $18 billion. Brothers Alan and Mitchell Trager founded that single store in Orange Park. The Tragers sold the company in 2011 and it now is part of a Philadelphia-based holding company called Kynetic. The Wall Street Journal reported Fanatics expects revenue of $3.4 billion this year. With its growth and additional investments this year, a potential initial public offering by Fanatics is widely anticipated on Wall Street. Genesis Park shareholders are scheduled to vote on the deal Sept. 1 and the Baliff company expects to close the merger Sept. 2, Baliff confirmed. Baliff said Genesis Park is unique because it was one of the first SPACs formed to target aerospace companies and its executives have experience in the field. “We’re a set of operationally oriented executives, mostly CFOs, CEOs and COOs coming from deep aerospace and aviation background,” he said. Baliff said Redwire should be an appealing company for investors. “It does fill that niche that many investors, both institutional and retail, want to invest in a pure play space company, especially this company, which is unique because it does space infrastructure and services.”

Coach parent is opening Las Vegas distribution center

Cannae Holdings Inc., the investment company spun off from Jacksonville-based Fidelity National Financial Inc., announced a deal last week to invest $240 million in Sightline Payments. Cannae previously had invested $32 million in Sightline, which provides digital payments services for gaming. “Gaming is poised for a cashless revolution and Sightline is positioned to be a leader,” Cannae and Fidelity Chairman Bill Foley said in a news release. Foley moved to Las Vegas as he started the city’s National Hockey League expansion franchise in 2016, and he has shown an increased interest in casino-related businesses. Johnson & Johnson CEO is retiring Johnson & Johnson said last week that Chairman and CEO Alex Gorsky will retire Jan. 3, 2022. In turn, there’s a lot of demand from developers for viable sites for multifamily development.” CBRE Senior Vice President Cliff Taylor said developers are looking around the entire fivecounty Jacksonville metropolitan statistical area for multifamily sites. “You’ve got inmigration, population growth, job growth and rents in those submarkets have gotten Taylor to the point where you can justify and support new construction,” he said. “And there are people who want to live in those pockets for various reasons.” Taylor said there is more development activity than four or five years ago because the market is growing rapidly. The Jacksonville MSA added about 26,000 people between 2019 and 2020, a gain of 1.65%, according to U.S. Census data. As companies sent employees to work from home, many workers have decided to relocate to places with a better quality of life and lower cost of living. Florida has seen residents relocate from the Northeast, California and Midwest. That means there are more people who want to rent apart-

ments, said RISE Real Estate Vice President of Development Matthew Marshall. This time last year, apartment owners were offering concessions, such as a free month of rent, but that is not the case in 2021, he said. RISE, based in Valdosta, Georgia, has three area apartment projects underway, comprising The Doro apartments in Downtown, The Julington in Mandarin and The Linden House, along Race Track Road. More are in the pipeline. From a developer’s point of view, Marshall said Jacksonville is an ideal location for multifamily construction. “We like it so much we’re moving our corporate headquarters to Jacksonville,” he said. “We’re putting our efforts behind what we see. One of the reasons why we’re there is obviously the population growth and a portion of those people are going to need apartments,” he said. “There’s true demand there coming really from outside the state. So we’re encouraged by it.” Some people are renting by choice, he said. “These are people who could go out and buy a house if they want to but for whatever reason, they’ve chosen not to do that and have chosen to have a more mobile lifestyle,” Marshall said. “They’re just choosing this low-impact, mobile lifestyle because a lot of people move around to different jobs. More homes appear on market as median price hits record high There is a 1.4-month supply of homes for sale in Northeast Florida, according to the July 2021 Northeast Florida Association of Realtors report. BY KATIE GARWOOD STAFF WRITER

While there were more homes on the market in July than the month before, the Northeast Florida housing inventory is still 40.6% lower than it was in July 2020. July 2021 had 4,668 units on the market in Northeast Florida, which encompasses Baker, Clay, Duval, Nassau, Putnam and St. Johns counties, according to the July 2021 Northeast Florida Association of Realtors report. That equates to a 1.4-month supply, a historic low, the report said. The median sales price climbed to its highest point at $303,600. It was at $249,000 in 2020. Homes still are on the market for an average of 33 days, which is an even shorter time than the beginning of the year, when the average was 53 days. “While the number of new listings increased compared to the same time last year, the continued demand for homes in Northeast Florida remained strong, bringing little relief to those still in the market to buy,” Missi Howell, president of the Northeast Florida Association of Realtors, said in a news release. Homes continue to become more unaffordable for buyers. In June and July, the region’s affordability index was 118, meaning the median household income was 118% of what is necessary to qualify for the median-priced home under current interest rates. That index was between 133 and 134 in 2019

The battle for ivermectin IVERMECTIN USE IN FLORIDA

You need to read this magazine story. An oldschool reporter shines a light on a COVID-19 miracle drug and the establishment’s efforts to quash its use. Amid the craziness about masks for school kids and the second and third rounds of the Wuhan virus, we are departing this week from our normal practice of focusing on regional business, the economy and government’s effects on business. Instead, we are connecting you to an extraordinary story that the national press ignores but is one that needs light shined on it. It’s the story of a miracle drug that is “the most powerful COVID-19 killer known to science.” You may have heard of it: ivermectin. Dr. Paul Marik, famous in world medical circles, the second-most published critical care doctor in the history of medicine, told a former colleague of mine and friend, journalist Michael Capuzzo, if ivermectin “were universally distributed at a dose that costs 10 American cents in India and about the cost of a Big Mac in the U.S., ivermectin would save countless lives, crush variants, eliminate the need for endless big pharma booster shots and end the pandemic all over the world.” That sounds like not-to-bebelieved hype. But it’s not.

Are Florida doctors and hospitals using ivermectin to treat COVID-19? It appears the numbers are few. Doctors from the U.S. and around the world repeatedly have told journalist Michael Capuzzo the pressure against their use of ivervectin from the medical establishment and government agencies is unprecedented. For Florida physicians and other medical practitioners, the situation is the same. Readers have sent us emails verifying the resistance. One reader told us how a physician who believes in holistic medicine was prescribing ivermectin, only to have CVS decline to refill prescriptions. The same reader told us how her neighbor’s father asked his physician for the drug, but the doctor declined. The man ended up in the hospital. His wife, however, was able to obtain the drug from her doctor and suffered only mild symptoms. A Sarasota nurse practitioner who has been prescribing ivermectin doesn’t want to reveal her name and wants to stay out of the spotlight. She says she is working day and night seven days a week to keep up with the demand for the drug from her patients. But at the same time, she knows there is a push to keep people from getting the drug. If she is exposed, she is afraid she’ll become a target to be shut down. At least two Florida physicians have gone public with their use of ivermectin. Cardiologist Dr. Bruce Boros in the Florida Keys was among the first. Boros told the Miami Herald he had prescribed ivermectin as early as spring

2020 and that more than a dozen of his COVID-19 patients recovered after taking the drug. In Broward County, pulmonologist Dr. Jean-Jacques Rajter also began prescribing ivermectin in April 2020 with successful outcomes. Soon after, the five-hospital Broward Health System approved the drug. But Broward Health is a rare exception among hospitals. In Northeast Florida, three of the five health systems the Jacksonville Daily Record and the Jacksonville Record & Observer asked about their use of ivermectin to treat COVID-19 said they did not use it for treating the virus. The other two – Memorial Hospital and Ascension St. Vincent’s – did not respond by deadline. Mayo Clinic Jacksonville said it is not using the drug to treat COVID-19, “as the FDA does not recommend it for this use.” A spokesperson included a link to fda. gov, which detailed the risks of consuming ivermectin. “Ivermectin tablets are approved at very specific doses for some parasitic worms, and there are topical (on the skin) formulations for head lice and skin conditions like rosacea. Ivermectin is not an anti-viral (a drug for treating viruses),” the FDA website says. It also cautioned against taking large doses of ivermectin, which is intended for use on livestock and other animals. UF Health Jacksonville said it is not using ivermectin and does not recommend it for treating COVID-19. A spokesperson said it stands by this statement from the National Institutes of Health:

It’s David versus 10 Goliaths.” While telling the story of an 80-year-old Buffalo, New York, woman fighting for access to ivermectin, which ultimately saved her life, Capuzzo tells what is currently the only complete history of the Front Line COVID-19 Critical Care Alliance. This is an alliance that started with five of the world’s most revered pulmonary critical-care doctors who have been fighting with proven science for the recognition and

Some people have been using ivermectin intended for livestock. The Florida Poison Control Center said this year it has treated 62 cases of ivermectin exposure statewide. Of those cases, 27 occurred in August. It said most of those calls involved the use of ivermectin intended for livestock. Florida Poison Control assistant director Dr. Lindsay Shaack Rothstein said symptoms of ivermectin toxicity range from headache, dizziness, lethargy, vomiting and diarrhea to seizure, coma, low blood pressure and respiratory failure.

They are now at the center of a movement of physicians around the world trying to spread the efficacy and use of ivermectin against COVID-19, and more importantly, they are saving hundreds of thousands of lives with ivermectin. In an email last week, Capuzzo told us he and his wife attended a three-day strategic planning conference involving the FLCCC founders. Wrote Capuzzo: “The No. 1 jawdropper: Ivermectin is crushing all variants in Brazil, South Africa, England, doctors on the ground tell Dr. Kory, and ‘slaying the delta variant in India.’” Capuzzo’s story is full of examples of doctors all over the world reporting how ivermectin is saving lives and eradicating COVID-19. These doctors also all say how they have run into repeated resistance from the medical establishment, public health agencies and politicians against the use of ivermectin. And yet, as the stories of this miracle drug spread around the world, the news media continue to ignore the news. This behavior of the media prompted Capuzzo to call them out in his Mountain Home story. We’ve known Capuzzo since our days nearly 40 years ago in the newsroom of the Miami Herald. He was an all-star, old-school reporter, a true believer in tracking down and verifying facts. And he became an expert storyteller, becoming a New York Times Books bestselling author while he and his wife owned their little magazine in the mountains of Pennsylvania. Capuzzo and his wife stum-

bled onto the ivermectin story on Mother’s Day 2020 when they were watching “Dr. Kory testify to the U.S. Senate about his group’s first breakthrough, a steroid treatment that was saving 95% of COVID-19 patients when 80% were dying in New York City, and the world was in panic.” But after that testimony, there was nothing in the media. That triggered Capuzzo’s curiosity. This was news! A story that needed telling. He spent the next several months piecing together the story of ivermectin and the famous Front Line COVID Critical Care Alliance doctors. He wrote: “I’ve seen unthinkable things” — referring to the behavior of the media. At the end of an editor’s note introducing his 10,000-word story, Capuzzo issued a call to “my fellow colleagues (journalists) … to open their hearts and minds to legitimate, unreported doctors and therapies and write about all sides of the ivermectin story, like journalists always have. It is a historic opportunity. “For the first time in the long journey from Gutenberg to Google,” Capuzzo wrote, “journalists may be the ones to save the world.” When we learned about and read Capuzzo’s ivermectin story, we were compelled to help him.
