The Jacksonville investment group will renovate the Julia Street building for office use and plans a future restaurant for the basement.

JWB Real Estate Capital bought another Downtown property Aug. 20, the threestory Porter House Mansion at 510 N. Julia St. Built as a private residence after the Great Fire of 1901, the structure most recently was used by KBJ Architects until it moved and sold the property to a private investor in 2017. JWB Real Estate Capital, through 510 N Julia LLC, paid $2.605 million for the block. Property records and marketing materials show the almost 16,000-square-foot building comprises three stories of office space and a basement. President Alex Sifakis said Aug. 20 the structure will be renovated for lease as office space to a single tenant on the top three floors. He estimates a $600,000 project. He said the group will save SEE MATHIS, PAGE 3

JWB Real Estate Capital paid $2.605 million for the block that includes the three-story Porter House Mansion at 510 N. Julia St. Downtown. The mansion was built as a private residence after the Great Fire of 1901 and last used as an office for an architectural firm.

D ow n tow n I n ve s t m e n t Authority CEO Lori Boyer told the DIA board Aug. 19 that although Iguana Investments Florida LLC’s proposal to develop the Shipyards property has expired, “that should not be interpreted as a change in interest level by Iguana, Mr. Khan or anyone else” to develop the property. Boyer said that when Iguana Investments, led by Jacksonville Jaguars owner Shad Khan, was awarded the RFP in 2017, there was a stipulation that said it had 18 months to negotiate, enter into a term sheet and pro- Boyer cess legislation through City Council. That has not happened, so Boyer said the “award pursuant to that procurement has expired.” Boyer said if DIA wanted to pursue development with Iguana at the Shipyards property, DIA would have to issue another RFP. Iguana Investments would have to resubmit a proposal. Iguana Investments still is interested in developing the property. “Since the original Shipyards proposal was submitted and approved, the plans for Lot J came online. As a result, some of the development originally planned for the western portion of the Shipyards were incorporated into the current Lot J plans,” Iguana SEE SHIPYARDS, PAGE 2

Cantor Fitzgerald building-out in Capital Plaza The city issued a permit Aug. 17 for Dav-Lin Interior Contractors Inc. to build-out space for financial services firm Cantor Fitzgerald in Capital Plaza in Southside Jacksonville. Dav-Lin will remodel the 7,846-squarefoot space at 10401 Deerwood Park Blvd. at a cost of $502,811. Plans show the New York City-based firm will lease on the first floor of Building II. JAX Chamber announced July 7 that Cantor Fitzgerald’s Jacksonville office will employ 80 people. The operation will handle some of Cantor Fitzgerald’s international security processing activities.

Plans for the Shipyards submitted to the Downtown Investment Authority in August 2018 included a convention center, hotel, boat docks and a riverfront plaza.

Investments spokesman Dan Edwards said Aug. 18 in an email to the Daily Record. “That western portion is no longer part of the Shipyards plan, so this news from DIA is simply part of the process. We look forward to continuing to work with the City on these important projects,” he said. Boyer addressed the issue during the board’s discussion about approving a site access agreement for Iguana Investments to conduct environmental testing at Metropolitan Park. The board approved the resolution 9-0. “As far as this particular resolution goes, I think it is not relevant one way or another whether there is an award outstanding,” she said. “There isn’t a development agreement outstanding, there never has been. But we do authorize people on a fairly regular basis to have access to our property for various reasons to do testing work or survey work or other things.” Boyer said the information derived from the environmental testing would be made available to DIA. On Aug. 18, the Council Finance Committee voted unanimously to withdraw a bill that would have reimbursed the state and federal governments for grants used to create Metropolitan Park. Brian Hughes, Mayor Lenny Curry’s chief administrative officer, said the bill no longer is needed because it was introduced to start a dialog with state and federal partners. Curry’s office hoped that returning the money would satisfy the city’s contractual requirement to reserve the property in perpetuity for public recreational use so the park could be redeveloped as part of Iguana’s proposed Shipyards project near TIAA Bank Field. Under the terms of the grant agreement, if the city sells Metropolitan Park for private development, the state and National Park Service require the city to provide a replacement property equal in

size to the park. Boyer said she would like the board to discuss a substitute location for Metropolitan Park. WATER STREET GARAGE PUBLIC ART

The DIA board approved $20,000 for the Cultural Council of Greater Jacksonville to help complete the Water Street Garage public art project, “Emergence.” The $20,000 will cover “additional unforeseen expenses” associated with the project, the resolution reads. The city already appropriated $355,288 to enhance the garage with new public art. The DIA manages those contracts for the city. Seattle-based artists Laura Haddad and Tom Drugan are completing the illuminated mural, which is going up on the southwest sides and top of the Water Street Garage at Water and Broad Streets. It has LED lights that will change color at night. Boyer told the board the painting of the mural is complete, and the remaining artwork is being shipped to Jacksonville.

LOFTS AT CATHEDRAL

The DIA board approved a loan to Jacksonville-based Vestcor Inc. for its proposed Lofts at Cathedral multifamily housing project. The board voted 8-0 to allocate $625,000 from the DIA Northbank CRA Loan Program to fund the 20-year, 1% interest loan. The DIA Strategic Implementation Committee approved the loan Aug. 17. Vestcor requested the loan so the project would be eligible for the Florida Housing Finance Corp.’s Low Income Housing Tax Credit program, the DIA term sheet states. The mixed-income, multifamily housing project at 325 and 327 E. Duval St. is expected to cost $28.8 million. Vestcor plans to construct 90 units and redevelop the Community Connections building to add 30 units.

the basement for restaurant use when the market is ready. The grass lot to the south will provide outdoor seating. “We are committed to revitalizing Downtown,” Sifakis said. JWB already owns the historic Seminole and Federal Reserve Bank buildings at 401 and 424 N Hogan St. It bought the Seminole Building, anchored by Sweet Pete’s candy shop, Jan. 31 and the Federal Reserve Bank Building on Aug. 3. NAI Hallmark is marketing the Porter House Mansion building for lease and will continue to do so, Sifakis said. NAI represented the seller, Poarter House LLC, in Sifakis the sale. “We are enthusiastic about JWB buying this property given their commitment to enhancing the building while maintaining its historic charm,” said NAI Hallmark Managing Partner Keith Goldfaden in a news release. The release said the property comprises 1.5 acres. Sifakis said the Porter House Mansion was built in 1902. After falling into disrepair, KBJ bought and renovated it in the early 1980s. Sifakis said the original architect was Henry John Klutho, an American architect who helped in the reconstruction of Jacksonville after the Great Fire. “We believe that this neighborhood will be a vibrant urban neighborhood,” Sifakis said. He said the 11,000 square feet for office space could work for architects, CPAs, attorneys, tech companies and other firms. “It’s gorgeous,” Sifakis said. “You have these grand staircases, the mahogany trim. It’s pretty incredible in there.” The basement, first and second floors are 4,500 square feet each and the top floor is 2,000 square feet, he said. The NAI Hallmark leasing information describes it as a classic Colonial

“showcasing a grand two-story portico with six Corinthian columns, a serpentine balcony and a coffered ceiling.” It said the mansion, restored in 1981, has original architectural features such as mahogany woodwork and solid mahogany pocket doors, stained glass and other features. “The mansion’s original chandelier and a lighted sculpture from the Porter family remain and it was placed on the National Register of Historic Places in 1984” it says. Sifakis said it is nationally landmarked but not locally. JWB is considering local landmark status. Sifakis said that with the purchase, the area has almost five contiguous city blocks “with redevelopment in the works.” The KBJ property sale to Porter House LLC came a year after Landrum & Brown, a global aviation planning company based in Cincinnati, bought KBJ in November 2016. KBJ has moved to the top floor of the 42-story Bank of America Tower.

The original architect of the Potter House Mansion was Henry John Klutho.

The Daily Record reported in 2002 that the residence was built by lumber magnate Thomas Porter. It was in jeopardy of condemnation by the city in the early 1980s when KBJ bought it to serve as its corporate office. NAI Hallmark associates represent-

ing the property are Senior Associate Patrick Carney and Principal Patrick Thornton. KMATHIS@JAXDAILYRECORD.COM @MATHISKB (904) 356-2466
