Company that sells gluten- and dairy-free prepared meals is adding a location in Five Points.

Kathy’s Table, which prepares gluten- and dairy-free meals for delivery and pickup, is adding a Five Points location at 826 Lomax St. in Riverside. The grand opening is Aug. 31 in the location that previously housed Gloss Goods. “We have been wanting a location on the other side of the St. Johns River, and Riverside is a great area to be in right now,” says Dan Godwin, co-owner. The Jacksonville-based Kathy’s Table concept is based at 7035 Philips Highway and has a Beaches location. Kathy’s Table LLC’s corporate managing member is Kathy Godwin. Her husband, Dan God-

win, is manager. He said they expect sales of about $4 million this year. Dan Godwin said the Riverside address was offered soon after they opened the Philips Highway location in February 2016. They weren’t ready to expand at the time. The property manager stayed in touch and told Godwin a few months ago the site would be available, “so I told him we would be interested.” Plans show Kathy’s Table will open in 420 square feet. The city plans to make improvements in the area startSEE MATHIS, PAGE 2

Arlington’s first retail plaza sold Thursday to JWB Real Estate Companies LLC, which paid almost $5.08 million for the Town & Country Shopping Center at northeast University Boulevard and Arlington Expressway. Jacksonville-based JWB, led by Alex Sifakis, focuses on urban redevelopment and infill housing. “We are currently evaluating our options for the site,” Sifakis said Monday. He said current leases will be honored. Property records show Town & Coun- Sifakis try was developed in 1953 and expanded since then. It comprises about 200,000 square feet of space on almost 19 acres at 903 University Blvd. It is at the eastern base of the Mathews Bridge and about 3 miles from Downtown. Town & Country Shopping Center Inc., led by President Leonard Setzer, sold the property to 903 University Blvd LLC, led by JWB. DLP Lending Fund LLC of Bethlehem, Pennsylvania, issued an almost $6.1 million mortgage to JWB to include financing for construction or rehabilitation of the property. The property does not include the McDonald’s and the service station at the front of the property along University Boulevard. Sifakis is president and one of SEE SIFAKIS, PAGE 3

ing in the first quarter, Godwin said. The work is part of a Five Points improvement project. “I believe that will only help increase business for us,” Godwin said. Kathy’s Table specializes in delivery of health-based prepared meals. There also are 11 pickup locations, and the stores offer a la carte meals and grab-and-go foods. The meals are prepared at the Philips Highway location. Kathy Godwin, a former personal trainer and yoga instructor, launched Kathy’s Table as a small home startup about six years ago, cooking first at her grandmother’s house and then moving to a commissary. She then moved to Philips Highway and expanded in May 2018 to the Beaches. According to kathystable.com, in 1994, Kathy Godwin was diagnosed with Crohn’s disease, a chronic inflammatory bowel disorder that affects digestion. She discovered that by changing her diet and following her doctor’s prescribed medication regimen, she could reduce the effects of the disease, improve her physical performance and lead a normal, healthy lifestyle, the site says.

NOTICE OF PROPOSED ORDINANCE 2019-483 AND OF PUBLIC HEARING The City Council of the City of Jacksonville, Florida is holding a public hearing to consider the following Ordinance: ORDINANCE 2019-483 AN ORDINANCE ESTABLISHING BOGGY BRANCH COMMUNITY DEVELOPMENT DISTRICT (“BOGGY BRANCH CDD”); DESCRIBING THE EXTERNAL BOUNDARIES OF BOGGY BRANCH CDD; NAMING BOGGY BRANCH CDD; NAMING THE INITIAL BOGGY BRANCH CDD BOARD OF SUPERVISORS; AMENDING CHAPTER 92 (UNIFORM DEVELOPMENT DISTRICTS), ORDINANCE CODE, SECTION 92.22 (EXISTING COMMUNITY DEVELOPMENT DISTRICTS), TO INCLUDE BOGGY BRANCH CDD; PROVIDING FOR CONFLICT AND SEVERABILITY; PROVIDING AN EFFECTIVE DATE. City Council – Public Hearing Tuesday, August 27, 2019 at 5:00 PM LOCATION: City of Jacksonville Council Chambers City Hall at St. James 117 West Duval Street, 1st Floor Jacksonville, Florida 32202 A public hearing will be held on the on the abovementioned day and time at the City of Jacksonville Council Chambers, City Hall at St. James, 117 West Duval Street, 1st Floor, Jacksonville, Florida 32202, before the full City Council of the City of Jacksonville, Florida, (“City Council”) to consider the elements of a petition (“Petition”) filed by Sawmill Timber, LLC (“Petitioner”), to consider the adoption of Ordinance 2019-483, establishing a community development district to be known as the Boggy Branch Community Development District (“District”), as authorized and provided for in Chapter 190, Florida Statutes. A copy of the Petition is available for public inspection in the Office of Legislative Services, located on the 4th Floor of City Hall, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday. Interested parties may appear at the meetings and be heard at the public hearing with respect to the proposed ordinance. The information presented at the meetings and hearing will be used to afford the Petitioner, landowners, any affected units of local government, and the general public, a fair and adequate opportunity to appear and present oral and written comments regarding the establishment of the District. If adopted, the ordinance will establish the District, name its initial Board of Supervisors and designate the land to be serviced by the District. The land area proposed to be served by the District is located generally located in the lands southeast of the intersection of Interstate 295 and J. Turner Butler Boulevard, west of undeveloped lands and north of the Hampton Park subdivision. The District will comprise approximately 556.56 acres of land. The boundaries of the lands proposed to be served by the District are outlined in the map depicted in this notice. The Petitioner has proposed that the District will construct or acquire certain infrastructure improvements in order to serve the land within the District. By way of information, a community development district is a local unit of special purpose government authorized by statute to ensure the provision of infrastructure to serve community developments subject to state and local regulatory requirements governing the lawful use and development of the property. Establishment of a district pursuant to Chapter 190, Florida Statutes, is not a development order under Chapter 380, Florida Statutes. All planning, permitting and other regulatory requirements pertaining to development within the land area will be in accordance with general and special law. The City Council will conduct the public hearing in accordance with Section 190.005, Florida Statutes, and determine whether to establish the District by ordinance. The purpose of the public hearing is to consider whether the petition meets the six factors listed in Section 190.005(1)(e), Florida Statutes. A statement of estimated regulatory costs (“SERC”) was prepared by Wrathell, Hunt and Associates, LLC, in compliance with Section 120.541, Florida Statutes, as required by Section 190.005, Florida Statutes. The complete text of the SERC is contained as Exhibit 8 to the Petition. By way of summary, the SERC indicates the type of individuals and entities most likely to be affected by the ordinance are the landowners within the District. The SERC estimates that establishment and enforcement costs to the above-described entities will be modest; and, that there will be little to no negative impact on state and local revenues from the establishment of the District. Further, the SERC provides that future property owners within the District will be affected by the proposed ordinance to the extent that the District issues debt for the construction of infrastructure and undertakes operation and maintenance responsibility of that infrastructure. Finally, the SERC concludes that the establishment would have no negative impact on small business and that the City of Jacksonville is not a “small city” as defined by Section 120.52, Florida Statutes. Interested persons are advised that, if a person decides to appeal any decision made by the City Council with respect to any matter considered at a hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. Persons needing special accommodations to attend any hearing or meeting noticed hereinabove shall contact the Office of Legislative Services at 904-255-5122 not less than 48 hours before a hearing or meeting in order to make arrangements.

The project is located in Duval County, Section 19, Township 3 South, Range 25 East. The permit authorizes a surface water management system on 28.07 acres, for KB Home Jacksonville, LLC known as Sandler Lakes Subdivision-Modification. The receiving water body is Sal Taylor Creek. A person whose substantial interests are or may be affected has the right to request an administrative hearing by filing a written petition with the St. Johns River Water Management District (District). Pursuant to Chapter 28-106 and Rule 40C-1.1007, Florida Administrative Code (F.A.C.), the petition must be filed (received) either by delivery at the office of the District Clerk at District Headquarters, P.O. Box 1429, Palatka FL 32178-1429 (4049 Reid St, Palatka, FL 32177) or by e-mail with the District Clerk at Clerk@sjrwmd.com, within twenty-one (21) days of newspaper publication of the notice of District decision (for those persons to whom the District does not mail or email actual notice). A petition must comply with Sections 120.54(5)(b)4. and 120.569(2)(c), Florida Statutes (F.S.), and Chapter 28-106, F.A.C. The District will not accept a petition sent by facsimile (fax). Mediation pursuant to Section 120.573, F.S., may be available and choosing mediation does not affect your right to an administrative hearing. A petition for an administrative hearing is deemed filed upon receipt of the complete petition by the District Clerk at the District Headquarters in Palatka, Florida during the District’s regular business hours. The District’s regular business hours are 8 a.m. – 5 p.m.,

excluding weekends and District holidays. Petitions received by the District Clerk after the District’s regular business hours shall be deemed filed as of 8 a.m. on the District’s next regular business day. The District’s acceptance of petitions filed by e-mail is subject to certain conditions set forth in the District’s Statement of Agency Organization and Operation (issued pursuant to Rule 28-101.001, Florida Administrative Code), which is available for viewing at www.sjrwmd.com. These conditions include, but are not limited to, the petition being in the form of a PDF or TIFF file and being capable of being stored and printed by the District. Further, pursuant to the District’s Statement of Agency Organization and Operation, attempting to file a petition by facsimile (fax) is prohibited and shall not constitute filing. The right to an administrative hearing and the relevant procedures to be followed are governed by Chapter 120, Florida Statutes, Chapter 28-106, Florida Administrative Code, and Rule 40C1.1007, Florida Administrative Code. Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means the District’s final action may be different from the position taken by it in this notice. Failure to file a petition for an administrative hearing within the requisite time frame shall constitute a waiver of the right to an administrative hearing. (Rule 28-106.111, F.A.C.). If you wish to do so, please visit http://www.sjrwmd.com/nor_dec/ to read the complete Notice of Rights to determine any legal rights you may have concerning the District’s decision(s) on the permit application(s) described above.
