DDRB to consider the mixed-use development along with plans to redevelop Park Street with landscaping, lower speeds. BY KATIE GARWOOD STAFF WRITER

The Downtown Development Review Board will consider two Brooklyn projects at its next meeting Aug. 20. Landscape architect Joe Loretta seeks conceptual approval for a mixed-use development called The Hub Brooklyn, proposed at southwest Riverside Avenue and Forest Street. The application shows it could include two food vendor buildings, outdoor courtyard seating and a design studio with two rooftops for special events. While it does not specify the food ven-

dor tenants, plans show they could be a coffee shop and street taco shop. “The HUB is a quaint gathering place composed of open courtyards and covered patios,” a description of the project reads. “It’s a place to meet friends for coffee and artisanal fare, a refuge from the office grind, a spot to refresh after walking the Emerald Trail, perhaps cocktails and al fresco before the evening’s big event.” The site is 0.21 acres. The building is projected to be two floors and about 11,000 square feet. Superior Construction Company Southeast LLC owns the property.

Developers are moving ahead with a disputed San Marco apartment community now that a Florida administrative law judge recommended in favor of the project. Harbert Realty Services Vice President of Development Bill Ware said Aug. 11 that architectural designs for the 133-unit Park Place at San Marco will be ready for internal review in a few days and will be submitted to the city by early September. “We had a relatively high level of confidence that (the recommendation) would come out in our favor. It wasn’t a surprise, per se, but we’re glad to have it behind us,” Ware said. Administrative Law Judge Francine Ffolkes entered the recommendation Aug. 10 after a final hearing in the complaint, which alleged the project’s proposed building height and density violate the San Marco neighborhood’s overlay provisions set in the city Land Development Code. The issue was whether a small scale development amendment to the city’s future land use map of the city’s 2030 Comprehensive Plan adopted by Ordinance 2019750-E on Feb. 25 is “in compliance” as defined by state law. San Marco-based Corner Lot Development Group, led by Andy Allen, and Birmingham, Alabama-based Harbert Realty want to develop the 2.87-acre project at 2137 Hendricks Ave. The project is proposed on a section of South Jacksonville Presbyterian Church property. The development would use SEE PARK PLACE, PAGE 2

AMC Theatres to reopen Aug. 20 AMC Theatres plans to reopen its Regency 24 and Orange Park 24 cinemas Aug. 20. It’s part of plans announced Aug. 13 to open more than 100 theaters. On Aug. 20, all tickets will be 15 cents as part of its “Movies in 2020 at 1920 Prices” promotion. Films include “Beauty and the Beast,” “Black Panther,” “Bloodshot,” The Goonies” and more. Starting Aug. 21, the classic films, including “Inception: 10th Anniversary Event,” will be $5. Tickets to new releases will be at regular admission prices. Guests and workers are required to wear protective masks. The Yulee AMC is scheduled to reopen Sept. 3.

The Park Street Road Diet would add landscaping and prioritize pedestrian and bicycle traffic over cars by reducing travel lanes.

It would be across Forest Street from the 220 Riverside apartment complex, and the Vista apartments that are under construction. The site is next to the Forest Street parking garage, and across Riverside Avenue from the future Fidelity National International Services Inc. headquarters. Plans show space for 201 seats. Of those, 163 are indoors or under cover. According to the project proposal submitted to DDRB, “The HUB proposes to make an architectural statement.” It would offer “a place for creativity and connection to the community.” PARK STREET ROAD DIET

Civil engineering firm Prosser Inc. requests final approval for the Park Street Road Diet project, which will redevelop the roadway between Forest Street and Stonewall Street. Park Street connects the LaVilla neighborhood to Brooklyn and to Riverside. The proposal includes lowering the

speed limit, adding more bicycle and pedestrian accommodations and parking. Prosser also proposes to reduce travel lanes from four to two, add shade trees, provide continuity to the Emerald Trail and provide parking for adjacent businesses, according to the DDRB application. The plan also would remove the traffic lights on Park Street between Pierce and Stonewall streets. “The Park Street redesign prioritizes the pedestrian and bicyclists over the car by focusing on reduced travel lanes, traffic calming, enhanced landscaping, prioritization on bicyclists and pedestrians, and designating pedestrian crossings,” the application reads. The Downtown Investment Authority commissioned a study that identified that portion of Park Street as an area where improvements could “initiate a dynamic revitalization process.” Prosser is working with the DIA and the city to develop the street concept. 2.09 acres of church property, leaving the main sanctuary building. A four-story, 133-unit apartment building is planned on the north side of the property and a two-story, three-level parking garage to the south. San Marco residents Jonathan Livingston and Lakshmi Gopal and Right Size San Marco requested the administrative hearing to challenge the city’s adoption of the ordinance. The judge’s recommendation will be sent to the Florida Division of Administrative Hearings for a final review, which Ware said he expects soon. The city is reviewing civil engineering plans, which the development group submitted in July. Ware said the project is on track to break ground in the fourth quarter. However, the development timeline could be delayed by additional legal challenges from Right Size San Marco, Livingston and Gopal. The plaintiffs have 15 days to file an exception to the judge’s recommended order with the Florida Division of Administrative Hearings. If they continue their challenge, attorneys for the developers will have 10 days to respond. The San Marco residents and advocacy group has another challenge pending in

the 4th Judicial Circuit Court in Duval County. Right Size San Marco filed a writ of certiorari March 26 challenging the city’s rezoning of the property to a planned unit development. A writ of certiorari orders a lower court to deliver its record in a case so that the higher court may review it, according to the Cornell Law School Legal Information Institute. That proceeding was on hold until the appeal’s final decision, according to a Right Size San Marco Facebook post May 20. “I guess we’ll see if the petitioner is of the mindset to pursue that or, with the overwhelming response from this order, if it’s prudent,” Ware said. Allen said in a text message Aug. 11 that apartment leasing will begin within 13 months of groundbreaking. “We are happy to be closer to groundbreaking for this much-needed project in San Marco,” Allen said. “Restaurant and business owners have reached out to me weekly, excited to hear of this long-awaited news,” he said.
