Massee’s 2018 purchase of his 4-acre Orange Park parcel brings the land back into the Johnson-Massee family. With its ancient oaks and natural bluff facing the river, it was part of a multiacre parcel of riverfront land that Massee’s great-grandparents bought more than a century ago. The Downtown Investment Authority unanimously approved a development agreement Wednesday between the city and code-named Project Sharp worth $29.9 million in state and city incentives. Legislation must be approved by City Council. The agreement, Resolution 201908-01, would bring Sharp’s corporate headquarters to riverfront property on the Northbank, shown in a DIA aerial photograph as a surface parking lot at 323 Riverside Ave. owned by insurer Florida Blue. Also in a 7-0 vote, DIA approved a second resolution to provide the insurance company a $3.5 million grant to build a 750-space, $22.5 million parking deck on cityowned property at Magnolia, Park and Forest streets two blocks west of the Riverside Avenue lot. The agreement with Florida Blue in Resolution 2019-08-02 could open its Riverside Avenue parking lot for development. The resolution states the deal is “necessary” to facilitate an increase in the number of employees at a “nearby office building” and “comply with other redevelopment goals such as eliminating surface parking lots, especially on the waterfront.” Florida Blue would retain ownership of the riverfront parking lot but could choose to sell or redevelop the site. The lot is near the campus of Fidelity National Financial Inc.,

Hampton Golf is planning Arlington HQ THE MATHIS REPORT

KAREN BRUNE MATHIS EDITOR

Golf course management company buys former JTA Park-n-Ride lot near Blue Sky Golf Club along Monument Road. Hampton Golf Inc. likely will move its headquarters to Arlington as it determines how it wants to use the 2.52-acre Park-n-Ride lot it bought last week from the Jacksonville Transportation Authority. The lot at 1700 Monument Road is next to the Blue Sky Golf Club, which occupies property owned by the Jacksonville Aviation Authority and is managed by Jacksonville-based Hampton Golf. The JTA lot provides 73 spaces. JTA spokesman David Cawton said the bus stop at the site will remain. Cawton said Hampton is working with the JTA “to transition the facility over the next month, giving us enough time Orender to communicate the change to our customers.” HG Development LLC paid $300,000 for the property July 31. “It is great parking and Blue Sky, particularly on the weekends and for special events, could use the parking,” said Hampton Golf President MG Orender. First, he wants to preserve the parking. “First and foremost, we are trying to protect that parking for Blue Sky, but there is a piece of property that has the appropriate zoning and is a size that we can do a number of things.” Second, he wants to determine how to best use the rest

of the site. “The goal is to move our main corporate office there once we have fully evaluated the highest and best use of the property and how to structure it so that what we do supports Blue Sky,” he said. Hampton Golf is a golf course management and development firm that manages 25 golf courses and facilities in four states. Hampton Golf employs 1,700 people companywide and 35-40 at its headquarters, Orender said. Orender and developer Ed Burr founded Hampton Golf in 1998. Hampton Golf-managed properties include Eagle Harbor in Fleming Island and The Palencia Club in St. Augustine. Hampton Golf began managing Blue Sky, on property next to Jacksonville Executive at Craig Airport, after the golf company’s related Aviation Golf Club LLC took over the club’s lease with JAA. After a more than $1.5 million renovation starting in 2014, the clubhouse and golf course reopened in 2015. The headquarters building could be at least 6,0007,000 square feet, more than the 4,000 square feet used now among two locations in Baymeadows, Orender said. He would like to develop more than Hampton Golf’s office space on the site. The headquarters building could be more than one floor, with the additional levels

Panera Bread considering site south of Baymeadows Road Panera Bread is considering a Southside Boulevard location on a vacant lot south of Baymeadows Road, records show. As the applicant, Atlanta-based GreenbergFarrow sought a service availability letter July 25 from JEA for the site. Fifth Third Bank owns the 1-acre site between Walgreens and AutoZone. Jacksonville-based Peter Sleiman Development Group is interested in the property. The city issued a mobility fee calculation certificate for a retail project there proposed by the group. The city calculated a fee of $104,211 to mitigate the traffic impact for a proposed 6,246-square-foot retail-restaurant building on the site at 8325 Southside Blvd. at southeast Southside Boulevard and Baymeadows Road. According to Netleaseadvisor.com, the average Panera Bread size is about 4,500 square feet on 1 to 1.5 acres. That indicates that Panera could be one of two tenants in the building. GreenbergFarrow, an architecture, planning, engineering and development services firm, also was the agent for the conversion of a former Applebee’s Neighborhood Grill & Bar at at 13201 Atlantic Blvd. into Panera Bread.

rented to sister companies or other businesses. Hampton Golf has ventured into golf course maintenance, for example. “We want to think about the other uses of the property so that we can maximize the highest and best use,” he said.

THE MENDENDHALL REPORT

Curry: Metropolitan Park not headed to Landing Bid deadline for old Armory extended

MIKE MENDENHALL STAFF WRITER

The city must find a replacement site for the park if it is taken for redevelopment. The Jacksonville Landing will not be designated as federal parkland to replace Metropolitan Park, said Mayor Lenny Curry. According to Curry, relocating the designation of the federally controlled park at 1410 Gator Bowl Blvd. has not been a part of his conversations about the Landing site after the closed riverfront shopping mall’s demolition is complete by May. “That is not happening. I can say that I don’t have the plan, nor have I discussed a plan, to move Met Park to the Jacksonville Landing,” Curry said Aug. 1. Metropolitan Park is adjacent to the Shipyards property and across Gator Bowl Boulevard from Lot J at TIAA Bank Field. Those sites are planned for redevelopment by Jacksonville Jaguars owner Shad Khan and the park property appears in

project renderings. Speculation that city officials see the Landing as a suitable replacement site for Metropolitan Park began at least in June 2018, before the city took ownership of the Landing from Sleiman Enterprises in a $15 million lawsuit settlement. At that time, a rendering from the city’s Parks and Recreation Department surfaced that showed an urban park at the center of a redeveloped Jacksonville Landing site at 2 Independent Drive W. The image was made public two months after Khan released a $2.5 billion vision for Lot J and the Shipyards that included structures in Metropolitan Park. Metropolitan Park is restricted by the National Park Service. If the city wants to develop the land, it must find a suitable replacement site. Renderings released last week of Lot J and Khan’s proposed Shipyards development show a high-rise and another structure at Metropolitan Park. Curry said discussions with

Khan’s developers center on which property — the park or the Shipyards — is more suitable for development “based on environmental issues.” “To the Shipyards, right now they’re conceptual conversations,” Curry said. “You’d have to have an alternative site (for Metropolitan Park). It’s too early to cross that bridge.” The Shipyards was an operating industrial shipyard for about 140 years, closing in 1992. TriLegacy Group LLC purchased the Shipyards in 1999, but failed to bring a mixed-use development to the site that comprised high-rise condominiums, a hotel, restaurants and public space. LandMar Group LLC took over a scaled-back Shipyards project in 2005, completing $19.5 million of public improvements focused on the St. Johns River bulkhead and core infrastructure, but dropped the project after defaulting on its mortgage agreement with the city. In 2015, Khan offered an initial plan for the Shipyards that included 100,000 square

feet of commercial space, 662 residential units, 350 hotel rooms and a possible home for the decommissioned destroyer USS Adams as a museum. Khan was named master developer of the Shipyards in 2017. The project did not secure the naval ship and Khan shifted toward a broader $2.5 billion plan to develop both Lot J and the Shipyards, first detailed in April 2018. For Metropolitan Park, Khan proposed a convention center and hotel. City Council and Curry set the stage for development of either property earlier this year. Ordinance 2018-770, enacted Jan. 8, rezoned Metropolitan Park and the Shipyards to Commercial Central Business District (CCBD), allowing for high-rise and commercial development. It also depends on removal of the Hart Bridge ramp into Downtown awaiting the final construction design by the Florida Department of Transportation.

it’s designed for weddings, corporate meetings and other special occasions. “This is ideal for corporate retreats,” Massee said. “They can have the entire place. They can have complete privacy.” The hotel already is booked for a wedding and a 100th birthday celebration with a family stay-over. Azaleana Manor joins two other Massee-owned hotels in Orange Park: The Club Continental, a Mediterranean Revival luxury resort with a private club and special events venue; and the Winterbourne, a circa 1870 estate-turned-hotel that Massee’s namesake, her greatgrandmother Karrie Johnson Ferguson, bought with her husband in 1906. Massee said she spent more than $1 million to renovate the more than 10,000-square-foot Mason home and meet commercial codes and ADA requirements. The house has tile floors, 12-to-14-foot ceilings, bay windows, fireplaces and a view of the river from every room. Raymond Mason and his wife, Minerva, bought the house in 1985. That was the year after his company filed for Chapter 11 bankruptcy reorganization and sold the Epping estate to Herb Peyton, the founder of Gate Petroleum Co. Peyton turned the property into a private club. The Epping estate originally was built by industrialist Alfred I. duPont and his wife, Jessie Ball duPont.

Mason, whose mentor was Ed Ball, Jessie Ball duPont’s brother, acquired the estate after the duPonts died. He made history there. In November 1975, Mason hosted a meeting at Epping between President Gerald Ford and Egyptian President Anwar el-Sadat about the worsening civil strife in Lebanon. Mason’s Charter Oil Co. had extensive holdings in the Middle East. While his company focused primarily on oil, The Charter Co. owned more than 180 subsidiaries, including interests in insurance and communications, such as Redbook and Ladies’ Home Journal magazines. Charter was on the Fortune 500 for more than a decade

through the 1970s and ‘80s. In 1983, it posted revenue of $5.6 billion. A drop in oil prices and insurance market problems sent Charter’s finances spiraling. The company filed for Chapter 11 in 1984 and eventually sold its businesses. After Raymond and Minerva Mason bought the Orange Park house, they quadrupled its size, adding a wing that included a cedar library that still contains 800 of Mason’s books. The private home’s transition began about two years ago with a call from Mason’s daughter, Marcie Mason Moody, who has known Massee since kindergarten. “I walked across the street to tell her that dad was moving out

and he wanted to offer it to her first,” Mason Moody said. Massee didn’t take long to make up her mind. “I came over and looked and the wheels started turning,” Massee said. “I envisioned exactly what I’m doing now.” She loved the home’s beauty and glamour. “It’s just spectacular,” Massee said. “You can’t beat this view.” Mason, 92, and his wife moved to Jacksonville. Minerva Mason died May 11 at the age of 93. About once a month, he stops by Azaleana Manor with his daughter to see its progress. “That’s been great fun for him to watch,” Mason Moody said. “Daddy loved the library and he’s thrilled that she’s keeping it and the exterior of the house

The deadline for proposals to develop the former Florida National Guard Armory was extended to Aug. 14 by the city’s Procurement Department. The city published a request for proposals July 3 seeking bids from developers to buy the 2.02-acre site at 851 N. Market St., with an option to redevelop an adjacent 2.97-acre property at 928 N. Liberty St. The building has been empty for nine years. CityAssistant Director of Public Affairs James Croft did not indicate why the bid deadline was extended from July 31. According to the RFP, the city also might consider a long-term lease with a developer. Designated a local historic landmark by City Council in 2001, the three-story, 80,826-square-foot Gothic Revival-style armory was constructed in 1908. The building and land on North Market Street are valued about $2.8 million, according to the Duval County Property Appraiser. The optional property on North Liberty Street comprises three stucco warehouses with 21,594 square feet of usable space. The optional property and buildings are valued at $653,600. as is. Mother entertained a lot at the house. They loved it and always enjoyed using the whole property.” The hotel’s name, Azaleana Manor, also has family roots. It’s what Massee’s grandmother called the World War II-era bed-and-breakfast she ran at what is now The Club Continental. Caleb Johnson, the brother of Massee’s great-grandmother, built the structure in 1923 as a winter home. Massee’s father, Caleb “Jon” Massee, turned it into The Club Continental in 1966. Now, with a strong economy and a strong occupancy rate at the family’s hotels, Massee not only is regrouping but expanding. “It’s either the smartest thing, or the dumbest thing, I’ve ever done,” she said. Orange Park Town Manager Sarah Campbell said Massee’s establishments have been “a tremendous asset to our town. I think everybody is looking forward to her new offering.” Jacksonville lodging leader Fred Pozin said Massee is tapping into a niche market for private accommodations where a family can stay under one roof. That is a market that Airbnb has capitalized on, said Pozin, general manager of the Ramada by Wyndham Jacksonville Hotel & Conference Center in Mandarin and a former member of the Duval County Tourist Development Council. “There’s a market for folks who want to get off the beaten path, out of the commercial district and into a residential neighborhood,” Pozin said. “And from a location standpoint, it’s a beautiful spot,” he said.

The Skinner family wants to develop the property at Butler, I-295. City Council is scheduled to hear petitions to establish two community development districts in the Southeast Quadrant, comprising 974.15 acres at southeast Butler Boulevard and Interstate 295. The Skinner family wants to develop the last large piece of property from its original 50,000 acres in South Jacksonville into neighborhoods and businesses with a distinct character. The site is where Atlantabased Fuqua Development announced plans in March for a $300 million mixed-use project tentatively named the Exchange at Jacksonville. Ordinance 2019-490 refers to about 414 acres, establishing Ryals Creek CDD, southeast of I-95 and Butler Boulevard, west of undeveloped property and north of Gate Parkway. Ryals Creek will serve about 1.32 million square feet of commercial use and 230 multifamily units. Infrastructure improvements are estimated to be built between 2020-22. The development includes a southern access route, proposed for construction in 2026, that is located adjacent to the CDD, not within it. The southern access is a required condition of the approved planned unit development zoning. Ryals Creek is where Fuqua plans to develop a 67-acre retail, entertainment, hotel, office and apartment center. SSAILER@ JAXDAILYRECORD.COM (904) 356-2466

Sharp would create 500 jobs with an annual average salary of $85,000 and build a 300,000-square-foot, $145 million headquarters office building and parking. Described as an international financial technology services company, Sharp matches the needs of Jacksonville-based FIS, a Fortune 500 company. The agreement states Sharp would maintain its existing 1,216 jobs in Jacksonville, which matches the FIS workforce. In exchange, Sharp would receive $23 million in a Recapture Enhanced Value grant from the city over 20 years for its property improvements. The city and state also will offer a Qualified Target Industry Tax Refund of $3 million, or $6,000 per job. The state would pay $2.4 million ($4,800 per job) and the city would pay $600,000 ($1,200 per job). The incentives include a city closing fund grant of $3.5 million that Sharp would receive when the project is completed. FIS completed its acquisition of Cincinnati-based payment services firm Worldpay on July 31, creating a combined company with more than $12 billion in annual revenue and 55,000 employees worldwide. DIA CEO Lori Boyer instructed board Chair Craig Gibbs to sign the agreement so companion City Council legislation could be filed Wednesday. The agreement will

The DIA board voted 7-0 to approve the Florida Blue parking garage agreement. The $3.5 million grant to Florida Blue won’t be distributed until construction of the parking garage is complete. The city would donate the land to Florida Blue at the assessed value of $3.17 million and Florida Blue would own the garage. The deal also allows the city to lease space in the garage after 6 p.m. for public use. Construction will begin no later than March 1 next year and be completed by March 31, 2021.

OLD FIRE STATION NO. 5

While the city moves to make riverfront property available for Project Sharp, adjacent land owned by FNF is closer to being owned by the city. The council Finance Committee approved Ordinance 2019-527 in a 7-0 vote Tuesday that would allow the city to purchase 1.21 acres at 347 Riverside Ave. and along Alfred Dupont Place, bordering the Florida Blue parking lot. The property holds the 1910-built Fire Station No. 5, not designated as historic. City officials want to realign Forest Street across Riverside Avenue with the two parcels, providing access to the Florida Blue property as well as visitors to Sidney J. Gefen Riverwalk Park. The fire station likely would be demolished.

SunTrust: Certificate of need repeal is ‘accelerating’ health care systems’ plans

Henry Grady, managing director in health care investment banking for SunTrust Bank, says repeal could bring higher quality care at lower prices. Changes in the Jacksonville health care market in light of the certificate of need repeal could be seen as soon this year, says Henry Grady, managing director in health care investment banking for SunTrust Bank. Grady, who is based in Atlanta, is responsible for the bank’s relationship with several hospitals and health systems in North Florida, as well as systems across the country. Florida’s CON law, which required health systems to receive approval from the Agency for Health Care Administration before constructing a hospital, was repealed in June, effective July 1. “I think that HB 21 has accelerated a lot of things and it’s pulled things that might’ve been on the drawing board two, three, five years out, upstream,” Grady said. “Whether that project is a new hospital or a new free-standing emergency department or an urgent care facility or a network of primary cares, I think it’s pulling and accelerating strategic plans,” he said. It’s not just the established systems in Jacksonville that could see expansion. Grady said it’s possible health care systems from outside Jacksonville could move in and start building facilities. To pull patients from Jacksonville’s existing providers could be difficult, unless the new companies can provide better price points and service, he said. “Now, it becomes a financial decision,” Grady said. “It’s not a legislative, legal decision. Do you think you can make money doing it? I think there will be people that will try. I think there’ll be people that will fail. And I think that people will succeed, but being a standalone entity now is tough.” With new facilities come opportunities for differentiation, Grady said. A newer urgent care facility Grady visited in North Florida had prices for procedures like X-rays and CT scans posted on the wall. With more competition in the market, Grady said providers can distinguish themselves by providing information like fully disclosed pricing. Texas has been without a CON law since 1985, and 16 other states have repealed theirs as well. In 2009, Texas allowed construction of freestanding ERs, which brought a

boom of facilities to the market, which quickly corrected itself with a handful of chains declaring bankruptcy. In 2016, nearly one-fifth of the country’s health care bankruptcies were filed in Texas. “Everything’s bigger in Texas, right? So they overdo, they over-underdo and then they blow out and they collapse,” Grady said. “I think we learned from Texas, and I think other states. I don’t think Florida will do as much of an explosion in care providers as Texas did. But I think that’s the lesson learned,” he said. Grady said he doesn’t see Jacksonville ending up with a surplus of hospitals, either. Hospitals are expensive to build and the profit margins are slim, he said. On average, hospitals can cost from $1 million to $2 million per bed. So no matter the size of the facility, it’s no small investment. “Is somebody out of the blue going to say, ‘I’ve got an extra $50 million laying around, I’m going to go open a hospital?’ I don’t think so,” he said. “If I could open up an urgent care center or a bowling alley, and I know I’ll make 15% on a bowling alley and 5% on an urgent care, I’ll probably open a bowling alley.” Changes and growth in light of the CON repeal will be seen in larger cities in Florida, Grady said. In Jacksonville, more health care facilities will open in areas with the most growth, which means neighborhoods like northern St. Johns County, northern Duval County and Clay County. Another effect of the CON repeal will be varied points of care. That means emergency care, urgent care and primary care facilities developed off of main hospital campuses could increase. “So into the neighborhoods, into the geography where you and I drive back and forth from home to work every day, we’re going to see more things that can potentially provide care to us and that’s going to be the biggest change,” he said.

THE BASCH REPORT

‘Seamless’ transition expected at Regency validate the overall trend of strong solid waste fundamentals. Advanced Disposal like all the peers suffered profit pressure from lower recycled commodity prices in addition to incremental cost of leachate processing,” he said. Advanced Disposal shareholders approved the buyout at a special meeting in June, but the deal is not expected to close until early 2020 because of antitrust reviews of the merger.

Company President Lisa Palmer will succeed the retiring Hap Stein in January. After he ran the company for more than a quarter of a century, it might have been unnerving to some stockholders to hear Hap Stein is stepping aside as CEO of Regency Centers Corp. But Wall Street already knows his successor, Lisa Palmer, quite well and isn’t expecting anything to change at the Jacksonville-based shopping center developer. “We believe the changes in leadership were largely anticipated by investors (this leadership team has a proven track record and is highly regarded within the investment community) and we anticipate a seamless transition,” Raymond James analyst Collin Mings said in a research note. Regency announced last Thursday that Stein, 66, will retire to the role of executive chairman Jan. 1. Palmer, 51, has been with Regency since 1996 and became chief financial officer in 2013 and president in 2016. She will become president and CEO on Jan. 1. “Over the last several years, Lisa and I have been partners in the direction of Regency, making decisions together every step of the way,” Stein said during Regency’s quarterly conference call Friday. “This succession is the result of a well-considered plan that Regency has been crafting for the last several years,” he said. Analysts were in agreement about the succession plan. “Our take is that the transitions make sense and should be well-received,” J.P. Morgan analyst Michael Mueller said in a research note. “We believe this thoughtful management transition solidifies Regency’s platform for

continued growth,” Deutsche Bank analyst Derek Johnston said in his note. Stein’s parents founded Regency’s predecessor company in 1963 and it first gained notoriety as the developer of Regency Square Mall in 1967. It later sold the property. Stein became CEO when the company went public in 1993. Regency now develops and operates mainly neighborhood malls anchored by supermarkets. The company operated 410 retail properties as of June 30. As Regency announced the management change, it also reported core operating earnings of 91 cents a share for the second quarter, 2 cents higher than the second quarter of 2018. The company considers those core earnings, which include nonrecurring and noncash items, as the best measure of its performance. Regency’s same property net operating income (results at properties owned for more than a year) grew by 2.1% in the first half of this year. “The year is playing out as expected with same-store NOI growth below trend, but Regency is setting the stage for longer-term growth via external growth initiatives including: asset recycling, redevelopment and development,” RBC Capital Markets analyst Wes Golladay said in a research note.

Rayonier AM selling mill for $175 million Rayonier Advanced Materials Inc. last week agreed to sell a pulp mill in Matane, Quebec, to South Africa-based Sappi Ltd. for $175 million. Jacksonville-based Rayonier

AM acquired the mill as part of its 2017 acquisition of Montreal-based Tembec Inc. The company has been looking to sell former Tembec properties that are not part of Rayonier AM’s core business of cellulose specialties products. “As part of our portfolio evaluation, the sale of the Matane mill allows us to divest a non-core asset while providing our stockholders with fair value,” CEO Paul Boynton said in a news release.

Advanced Disposal earnings down Advanced Disposal Services Inc. last week reported adjusted second-quarter earnings of 10 cents a share, down from 19 cents the previous year. The Ponte Vedra-based waste services company said revenue rose 5.3% to $419.1 million but expenses also rose. In a news release, CEO Richard Burke said the company “experienced some headwinds year-to-date largely due to recycling, interest costs, and leachate (liquid in landfills) from wet operating conditions.” Larger competitor Waste Management Inc. agreed in April to buy Advanced Disposal for $4.9 billion. Because of the pending deal, Advanced Disposal no longer is holding conference calls with analysts to discuss earnings. Stifel analyst Michael Hoffman downgraded Advanced Disposal from “buy” to “hold” after last week’s report. “With the shareholder vote in and the deal approved, the likelihood of a third-party bid is virtually eliminated,” Hoffman said in his research note. “The second-quarter results

Earnings at Patriot Transportation fall Patriot Transportation Holding Inc. last week reported earnings of 12 cents a share for the third quarter ended June 30, down from 33 cents the previous year. Revenue fell 6.4% to $27.5 million. The Jacksonville-based trucking company said revenue fell because of a decrease in miles driven as Patriot and other companies in the industry deal with driver shortages. “We have continually been running with about 30 less average drivers this year versus last year,” Patriot said in a news release.

Chemours buys Southern Ionics Minerals

The Chemours Co., a publicly traded global chemicals company, last week acquired Jacksonville-based Southern Ionics Minerals LLC for $25 million. SIM mines and processes titanium and zirconium mineral sands, with plants in Georgia and administrative offices in Jacksonville. The company was a subsidiary of Mississippibased Southern Ionics Inc. Wilmington, Delawarebased Chemours said SIM’s assets complement its operations in Jesup, Georgia.

St. Joe 2nd-quarter earnings drop The St. Joe Co. last week reported second-quarter earnings of 17 cents a share, down from 41 cents in the second quarter of 2018. However, last year’s earnings were inflated by impact fees related to the company’s 2014 sale of the RiverTown community in northern St. Johns County. Excluding those fees last

year, the real estate development company said revenue rose 72% to $23.1 million in this year’s second quarter. RiverTown was the last remaining Northeast Florida project for St. Joe, which was formerly headquartered in Jacksonville. The company is now based in Watersound in the Florida Panhandle.

Cannabis firm hires Candace Gingrich An Illinois-based legal cannabis company called Revolution Enterprises said last week it is expanding into Florida with a Jacksonville-based division called Revolution Florida, and that Candace Gingrich was appointed vice president and head of business development for the Florida operations. Gingrich, the half-sister of former Republican Speaker of Gingrich the House Newt Gingrich, is a well-known advocate for LGBTQ rights. She will serve as an ambassador to the LGBTQ community for Revolution. Her role in Revolution Florida includes marketing the company and engaging with policymakers and regulators.

Dredging company cites progress As Great Lakes Dredge & Dock Corp. reported secondquarter results last week, CEO Lasse Petterson said in a news release “we experienced better than expected production on the Jacksonville deepening project,” but gave no other details. Illinois-based Great Lakes was awarded a $113 million base contract last September to perform a phase of the dredging project that is intended to deepen a 13-mile stretch of the St. Johns River from 40 to 47 feet. Great Lakes expects to win an additional $97 million contract from the U.S. Army Corps of Engineers and to complete its work in mid-2021. The entire deepening project is not scheduled for completion until at least 2024. MBASCH@ JAXDAILYRECORD.COM

Lindsay Tygart and Fraz Ahmed knew what they were getting into. BY MAX MARBUT ASSOCIATE EDITOR

To say that Coker Law attorneys Lindsay Tygart and Fraz Ahmed enjoy togetherness would be an understatement. Married since 2013 and raising a family, their 16-year history includes meeting and becoming friends while attending Florida Coastal School of Law. They practice at the same law firm and are members of the Jacksonville Bar Association board of governors after serving together on the organization’s Young Lawyers Section board and several of the section’s committees. “We knew before we got married what we were signing up for,” Ahmed said. Tygart has a more direct description. “We were basically shoved down each other’s throats. If we didn’t get along, it would have been difficult,” she said. During law school, they were members of the mock trial team and after graduation, maintained the connection with Florida Coastal by coaching the

students who took their places. “That gave us common ground. We both knew we wanted to be trial attorneys,” Tygart said. They also became involved with local Bar service, active in YLS activities and committees. Ahmed said he and Tygart co-chaired the Law Week Committee for two years and both served on the Afternoon at the Courthouse Committee that organizes an annual orientation event for law students. Tygart and Ahmed married in November 2013 and two years later, their daughter, Salem, was born. Her sister, Silas, will be 2 years old in October. Balancing work and family responsibilities without taking anything away from either takes planning, they said. With their practices and JBA board commitments, each logs a 60- to 70-hour weekly work schedule that has to make time for raising two children, even with a nanny and family to help, Tygart said. “On Sunday night, we work out the week,” Ahmed said. “Being lawyers, we’re good at creating schedules and sticking to them,” Tygart said. Despite working at the same firm, each has a specific practice area and their offices are on

He also presided over a mock jury selection with the teachers as the jury pool and court
