succeeds at “fairly distributing” lowincome housing incentives but the market needs more inventory. “When you can deliver a property and have it 100% preleased or near 100% … it clearly demonstrates that there is far more demand for affordable housing than there is supply,” Citrano said. “I am more than happy to support Vestcor or any other housing developer that wants to do a project like this in our (Community Redevelopment Area),” he said. The report states Vestcor would be awarded points in the scoring process if it secures a minimum $610,000 from local government. According to the DIA, Vestcor plans to ask it and the city for another $400,000
Downtown Vision Inc. will not bring a pop-up ice rink to Riverfront Plaza for this year’s holiday season. At the Downtown Investment Authority board’s July 29 meeting, DVI CEO Jake Gordon said his staff did not have enough time to plan or secure the sponsorships needed for the rink. Gordon said in June the activity would cost $750,000. He said DVI will work to bring ice skating Downtown for the 2022 holiday season. “I am devastated about the ice rink as well,” Gordon said. “We think it’s a fantastic idea for Downtown. The reality is, we’re about 14 weeks away from when it would have to be set up. I think the issue mainly was just starting a little late in terms of planning.” The nonprofit DVI is a Downtown business advocacy organization funded by taxpayers. It helps plan events on the Northbank and Southbank and operates the Downtown Ambassadors program. Gordon said DVI had sponsorship interest but the organization could not secure commitments in time. He said in June DVI needed to raise $300,000 to $400,000 to pay Ice Rink Events for its 40-by100-foot rink. Additional money would be needed to operate it. DVI planned to pay for the remaining costs with an estimated $350,000 in revenue generated by skate rentals and concessions from Nov. 27 to Jan. 8.

The Vestcor Companies wants to transform the old Community Connections building at 325-327 E. Duval St. in the Cathedral District into apartments.
The incentive is contingent on developer Vestcor securing a $17.7 million state low-income housing tax credit. BY MIKE MENDENHALL STAFF WRITER
The Downtown Investment Authority voted 8-0 on July 29 to approve a $625,000 development loan for The Vestcor Companies’ proposed mixedincome, multifamily renovation of the former Community Connections building Downtown. It is the second time since Aug. 19 the board has advanced the incentive for Vestcor’s estimated $28.78 million Lofts at Cathedral project at 325-327 E. Duval
St. in the Cathedral District. The board first approved the loan last year contingent upon Vestcor winning a 9% Low Income Housing Tax Credit award from Citrano the Florida Housing Finance Corporation. The Jacksonville Housing Finance Authority selects local projects for the tax credit but chose a competing project in the 2020 selection process, meaning Vestcor needed to start the process again. Vestcor told DIA officials it again will apply for the low-income tax credits expected to pay for $17.7 million of the housing project, according to a staff report to the DIA board. Board member Jim Citrano said Florida

through the Downtown Preservation and Revitalization Program. DIA Director of Downtown Real Estate and Development Steve Kelley told the board July 29 that Vestcor will return to the board with a project pro forma for the $400,000 incentive request. The board will hold a separate vote on that. The report says Vestcor also will use $9.25 million in conventional financing. The term sheet limits the city’s total contribution to the project to $1.025 million. Built in 1949, the Community Connections building was part of the Florence Davis YWCA. City Council awarded the building local landmark status in June 2017. The 120-unit housing project will have studio, one- and two-bedroom units, according to the report. The staff report says Vestcor will reserve about 18 units for tenants earning 30% of area median income; 39 units for tenants earning 60%; 27 units for tenants earning 80%; and 36 market-rate apartments. A chart released by DIA shows monthly rents in Lofts at Cathedral will range from $343 for a studio housing tenants at 30% of the area’s median income to $1,300 per month for a two-bedroom market rate unit. Board member Oliver Barakat supported the project and said he

likes that Vestcor plans to keep the interior and exterior historic design of the former YWCA. Barakat also said he wants the DIA to promote a balance of affordable and market-rate housing. “If you strip out the Southbank and Brooklyn, most of what we’ve incentivized at this board has been the affordable housing,” Barakat said. “I think we just need to be thoughtful about delivering marketbased luxury as well as affordable in Downtown,” he said. “The best Downtowns have a strong mixture of all the product types.” Board member Carol Worsham was absent for the vote. Vestcor’s core business in the Downtown Jacksonville market in the past five years is low- to moderate-income housing that includes the Lofts at Brooklyn, Lofts at Jefferson Station and Lofts at LaVilla multifamily developments. Vestcor paid $1.4 million for the Community Connections building and adjacent property in September 2019 and February 2020 from Billy Goat Hill Inc., a subsidiary of the nonprofit Cathedral District-Jax Inc. JAA board OKs resuming Concourse B design work The aviation authority hopes to secure up to $100 million for the project through a $1 trillion federal bipartisan infrastructure proposal. BY MIKE MENDENHALL STAFF WRITER
The Jacksonville Aviation Authority board agreed Aug. 2 to reappropriate $3 million to resume design work on Jacksonville International Airport’s Concourse B expansion that was postponed last year because of the coronavirus pandemic The board voted 7-0 to move the money from an employee parking lot relocation to the six-gate terminal project. JAA Chief Operating Officer Tony Cugno told the board the Concourse B design will cost $15.6 million and take 18 months. He said JAA executives plan to return to the board to request the remaining $12.6 million after the 2021-22 fiscal year
begins Oct. 1. Cugno said reviving Concourse B is a result of passenger traffic rebounding from the pandemic lull faster than airlines and aviation industry analysts predicted. “To keep pace with demand today and also into the future, we feel it’s in the organization’s best interest to resume the full design of Concourse B,” he said. Cugno told the board Cugno if traffic rebounds to 2019 levels more rapidly without the increased gate capacity from Concourse B, the airport could experience a return to pre-pandemic operational disruptions. “We don’t want to get too far behind the demand curve, meaning we don’t want to wait too long to pick up the design and, as a result of vaccination rates going up even higher and business travelers coming back immediately, we’re right back to where we were in 2019,” Cugno said.
JAA passenger data shows 256,180 people boarded a plane at JIA in June. That is up 177,434, or 225.32%, from June 2020 during Florida’s first COVID-19 summer surge. According to JAA, passenger counts are down 21% from pre-pandemic levels in June 2019. JAA CEO Mark VanLoh said Aug. 2 the recent passenger surge is a result of what industry officials are calling “revenge travel” — pent-up demand from people who have been unable or unwilling to board an airplane because of COVID-19 concerns. Board member Russ Thomas said his support for Concourse B comes from what he expects to be an increase to overall air travel that would make up for any lag in business travel. Thomas, the CEO of Availity, said he does not expect business travel to return to pre-pandemic frequency. JAA officials said the total Concourse B and bypass taxiway project will cost an estimated $272 million to $275 million. Cugno said JAA hopes to secure $50 million to $100 million from a $1 trillion federal bipartisan infrastructure plan,
which CNN.com reported was submitted to the U.S. Senate for amendments Aug. 2. According to Cugno, about $40 billion in the deal is earmarked for U.S. airports. “We want to make sure the organization is at the front of the line and has a project that not only can be supported by the infrastructure dollars but can be built immediately,” he said Cugno said 65% to 70% of the Concourse B project could be paid for by the passenger facility charge, which is a user fee included on tickets that goes to airports of departure which JAA can bond against. The first Concourse B was demolished in 2009 and Concourses A and C were rebuilt in 2008, leaving the airport with 20 gates. In May 2019, the board selected Jacksonville-based engineering firm Jacobs/ RS&H Inc. to design the airport’s third concourse. MMENDENHALL@ JAXDAILYRECORD.COM @MIMENDENHALL (904) 356-2466

University of Florida planning Jacksonville post-grad center JaxLab CityLab will offer advanced degrees in architecture at a facility at St. John’s Cathedral Downtown. BY MAX MARBUT ASSOCIATE EDITOR
The University of Florida plans to open a Jacksonville center for architecture education and research in January. JaxLab CityLab will be a 3,500-squarefoot classroom and workspace on the third floor of the St. John’s Cathedral Education Building at 256 E. Church St., according to a Certificate of Use application to the city June 29. It is the second iteration of a program UF established in Orlando in 2012, said associate professor Nancy Clark, director of the university’s Center for Hydrogenerated Urbanism and JaxLab program director. “We are building on the success of the Orlando project. We have more grad students there than at the campus in Gainesville,” Clark said. At JaxLab, architecture students will be able to enroll in courses accredited to offer the Integrated Path to Architecture Licensure. CityLabs offer a Master of Architecture for people who want to become licensed architects and a Master of Science in Architectural Studies focused on histor-

The DIA voted in June to commit $100,000 to the project, but Gordon cautioned the rink was not a sure thing. At the June 16 DIA board meeting, Gordon said DVI was trying to confirm the vendor and raise money. “Apologies if that was a pump fake for Downtown and this board. We are very, very interested in this project and think it would be a fantastic amenity for Downtown,” Gordon said. CATHEDRAL CHRISTMAS
Although Downtown will not see an ice rink until at least 2022, there will be holiday events. The DIA board voted 8-0 to donate
ic preservation, resilience and sustainability, as well as graduate certificates. After some minor modifications, the space will be equipped Clark with desks, computer terminals and 3D printers and laser cutters for making architectural models. About 30 students are expected to be enrolled in January, Clark said. Class schedules are in a hybrid format to accommodate people who are working as interns at local architecture firms. Most classes will be conducted live online in the evening. At certain times in the semester, students will go to the center from 9 a.m. to 5 p.m. for four or five days of workshops, design charrettes and in-person presentations, Clark said. The discussion of expanding CityLab to Jacksonville began when The Very Rev. Kate Moorehead, dean of St. John’s Cathedral, contacted the university with the idea. “She was instrumental in helping us locate at the cathedral. We love being Downtown and we’re happy to be in the cathedral. We’ll bring new energy to the district,” Clark said. MMARBUT@ JAXDAILYRECORD.COM (904) 356-2466
$10,000 to nonprofit Cathedral DistrictJax Inc.’s third annual Christmas in the Cathedral District. Organization CEO Ginny Myrick told the board July 29 that the event will be Nov. 26-Dec. 31. She said Christmas in the Cathedral District drew several thousand people in 2020 despite the COVID-19 pandemic. This year’s event will bring back an audio driving tour of the neighborhood’s historic buildings and includes 150 illuminated trees and light projections on the Basilica of the Immaculate Conception. DIA CEO Lori Boyer told the board the donation would help ensure there will be an interactive holiday activity Downtown in 2021. MMENDENHALL@JAXDAILYRECORD.COM @MIMENDENHALL (904) 356-2466

City Council – Public Hearing Tuesday, August 24, 2021 at 5:00 PM LOCATION: City of Jacksonville Council Chambers City Hall at St. James 117 West Duval Street, 1st Floor Jacksonville, Florida 32202 A public hearing will be held on the on the abovementioned day and time at the City of Jacksonville Council Chambers, City Hall at St. James, 117 West Duval Street, 1st Floor, Jacksonville, Florida 32202, before the full City Council of the City of Jacksonville, Florida, (“City Council”) to consider the elements of a petition (“Petition”) filed by Pecan Enterprises, LLC (“Petitioner”), to consider the adoption of Ordinance 2021-451, establishing a community development district to be known as the Seaton Creek Reserve Community Development District (“District”), as authorized and provided for in Chapter 190, Florida Statutes. A copy of the Petition is available for public inspection in the Office of Legislative Services, located on the 4th Floor of City Hall, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday. Interested parties may appear at the meetings and be heard at the public hearing with respect to the proposed ordinance. The information presented at the meetings and hearing will be used to afford the Petitioner, landowners, any affected units of local government, and the general public, a fair and adequate opportunity to appear and present oral and written comments regarding the establishment of the District. If adopted, the ordinance will establish the District, name its initial Board of Supervisors, grant the District the right to exercise the additional power described in Section 190.012(2)(a) related to parks and facilities for recreational uses, and designate the land to be serviced by the District. The land area proposed to be served by the District is located generally located in the lands north of the intersection of Arnold Road and Pecan Park Road, west of I-95, and south and east of the Seaton Creek Historic Preserve. The District will comprise approximately 345 acres of land. The boundaries of the lands proposed to be served by the District are outlined in the map depicted in this notice. The Petitioner has proposed that the District will construct or acquire certain infrastructure improvements in order to serve the land within the District. By way of information, a community development district is a local unit of special purpose government authorized by statute to ensure the provision of infrastructure to serve community developments subject to state and local regulatory requirements governing the lawful use and development of the property. Establishment of a district pursuant to Chapter 190, Florida Statutes, is not a development order under Chapter 380, Florida Statutes. All planning, permitting and other regulatory requirements pertaining to development within the land area will be in accordance with general and special law. The City Council will conduct the public hearing in accordance with Section 190.005, Florida Statutes, and determine whether to establish the District by ordinance. The purpose of the public hearing is to consider whether the petition meets the six factors listed in Section 190.005(1)(e), Florida Statutes. A statement of estimated regulatory costs (“SERC”) was prepared by Meritus Districts, in compliance with Section 120.541, Florida Statutes, as required by Section 190.005, Florida Statutes. The complete text of the SERC is contained as Exhibit 8 to the Petition. By way of summary, the SERC indicates the type of individuals and entities most likely to be affected by the ordinance are the landowners within the District. The SERC estimates that establishment and enforcement costs to the above-described entities will be modest; and, that there will be little to no negative impact on state and local revenues from the establishment of the District. Further, the SERC provides that future property owners within the District will be affected by the proposed ordinance to the extent that the District issues debt for the construction of infrastructure and undertakes operation and maintenance responsibility of that infrastructure. Finally, the SERC concludes that the establishment would have no negative impact on small business and that the City of Jacksonville is not a “small city” as defined by Section 120.52, Florida Statutes. Interested persons are advised that, if a person decides to appeal any decision made by the City Council with respect to any matter considered at a hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. Persons needing special accommodations to attend any hearing or meeting noticed hereinabove shall contact the Office of Legislative Services at 904-255-5122 not less than 48 hours before a hearing or meeting in order to make arrangements.

Major components of this facility include: an electric arc furnace (EAF); a continuous caster; a billet reheat furnace; rolling mill, rod mill; slag handling and storage operations; and six (6) emergency diesel engines. CMC Steel has become aware of newly available emissions information for scrap metal and automobile shredders that indicates that scrap metal and automobile shredders have higher volatile organic compounds emissions (VOC) emissions than previously thought. The purpose of the proposed construction project is to authorize the new potential emissions from the scrap metal and automobile shredder. The purpose of the Title V revision project is to incorporate the terms and conditions of the construction permit into the Title V Permit. This is a revision of Title V Air Operation Permit No. 0310157-014-AV. Permitting Authority: Applications for air construction permits are subject to review in accordance with the provisions of Chapter 403, Florida Statutes (F.S.) and Chapters 62-4, 62-210 and 62-212 of the Florida Administrative Code (F.A.C.). The proposed project is not exempt from air permitting requirements and an air permit is required to perform the proposed work. The Permitting Authority will issue a final permit in accordance with the conditions of the proposed draft air construction permit unless a timely petition for an administrative hearing is filed under Sections 120.569 and 120.57, F.S. or unless public comment received in accordance with this notice results in a different decision or a significant change of terms or conditions. The Permitting Authority gives notice of its intent to issue a Title V air operation permit to the applicant for the project described above. The applicant has provided reasonable assurance that continued operation of existing equipment will not adversely impact air quality and that the project will comply with all appropriate provisions of Chapters 62-4, 62-204, 62-210, 62-212, 62-213, 62-296 and 62-297, F.A.C. The Permitting Authority will issue a final Title V air operation permit in accordance with the conditions of the draft/proposed Title V air operation permit unless a timely petition for an administrative hearing is filed under Sections 120.569 and 120.57, F.S. or unless public comment received in accordance with this notice results in a different decision or a significant change of terms or conditions. Comments: The Permitting Authority will accept written comments concerning the draft air construction permit for a period of 14 days from the date of publication of the Public Notice. Written comments must be received by the Permitting Authority by close of business (5:00 p.m.) on or before the end of this 14-day period. If written comments received result in a significant change to the draft air construction permit, the Permitting Authority shall revise the draft air construction permit and require, if applicable, another Public Notice. All comments filed will be made available for public inspection. The Permitting Authority will accept written comments concerning the draft/proposed Title V air operation permit for a period of 30 days from the date of publication of the Public Notice. Written comments must be received by the close of business (5:00 p.m.), on or before the end of this 30-day period by the Permitting Authority at the above address. As part of his or her comments, any person may also request that the Permitting Authority hold a public meeting on this permitting action. If the Permitting Authority determines there is sufficient interest for a public meeting, it will publish notice of the time, date, and location in the Florida Administrative Register (FAR). If a public meeting is requested within the 30-day comment period and conducted by the Permitting Authority, any oral and written comments received during the public meeting will also be considered by the Permitting Authority. If timely received written comments or comments received at a public meeting result in a significant change to the draft/proposed Title V air operation permit, the Permitting Authority shall issue a revised draft/proposed Title V air operation permit and require, if applicable, another Public Notice. All comments filed will be made available for public inspection. For additional information, contact the Permitting Authority at the above address or phone number. Petitions: A person whose substantial interests are affected by the proposed permitting decision may petition for an administrative hearing in accordance with Sections 120.569 and 120.57, F.S. Petitions filed by any persons other than those entitled to written notice under Section 120.60(3), F.S., must be filed within 14 days of publication of the Public Notice or receipt of a written notice, whichever occurs first. Under Section 120.60(3), F.S., however, any person who asked the Permitting Authority for notice of agency action may file a petition within 14 days of receipt of that notice, regardless of the date of publication. A petitioner shall mail a copy of the petition to the applicant at the address indicated above, at the time of filing. A petition for administrative hearing must contain the information set forth below and must be filed (received) with the Agency Clerk in the Office of General Counsel, 3900 Commonwealth Boulevard, MS 35, Tallahassee, Florida 32399-3000, Agency_Clerk@ dep.state.fl.us, before the deadline. The failure of any person to file a petition within the appropriate time period shall constitute a waiver of that person’s right to request an administrative determination (hearing) under Sections 120.569 and 120.57, F.S., or to intervene in this proceeding and participate as a party to it. Any subsequent intervention (in a proceeding initiated by another party) will be only at the approval of the presiding officer upon the filing of a motion in compliance with Rule 28-106.205, F.A.C. A petition that disputes the material facts on which the Permitting Authority’s action is based must contain the following information: (a) The name and address of each agency affected and each agency’s file or identification number, if known; (b) The name, address, any email address, telephone number and any facsimile number of the petitioner; the name, address, any email address, telephone number, and any facsimile number of the petitioner’s representative, if any, which shall be the address for service purposes during the course of the proceeding; and an explanation of how the petitioner’s substantial interests will be affected by the agency determination; (c) A statement of when and how each petitioner received notice of the agency action or proposed decision; (d) A statement of all disputed issues of material fact. If there are none, the petition must so indicate; (e) A concise statement of the ultimate facts alleged, including the specific facts the petitioner contends warrant reversal or modification of the agency’s proposed action; (f ) A statement of the specific rules or statutes the petitioner contends require reversal or modification of the agency’s proposed action including an explanation of how the alleged facts relate to the specific rules or statutes; and, (g) A statement of the relief sought by the petitioner, stating precisely the action the petitioner wishes the agency to take with respect to the agency’s proposed action. A petition that does not dispute the material facts upon which the Permitting Authority’s action is based shall state that no such facts are in dispute and otherwise shall contain the same information as set forth above, as required by Rule 28-106.301, F.A.C. Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means that the Permitting Authority’s final action may be different from the position taken by it in this written notice of Intent to Issue Air Permit. Persons whose substantial interests will be affected by any such final decision of the Permitting Authority on the application have the right to petition to become a party to the proceeding, in accordance with the requirements set forth above. Extension of Time: Under Rule 62-110.106(4), F.A.C., a person whose substantial interests are affected by the Department’s action may also request an extension of time to file a petition for an administrative hearing. The Department may, for good cause shown, grant the request for an extension of time. Requests for extension of time must be filed with the Office of General Counsel of the Department at 3900 Commonwealth Boulevard, Mail Station 35, Tallahassee, Florida 32399-3000, or via electronic correspondence at Agency_Clerk@dep.state.fl.us, before the deadline for filing a petition for an administrative hearing. A timely request for extension of time shall toll the running of the time period for filing a petition until the request is acted upon. Mediation: Mediation is not available for this proceeding. EPA Review: EPA has agreed to treat the draft/proposed Title V air operation permit as a proposed Title V air operation permit and to perform its 45-day review provided by the law and regulations concurrently with the public comment period, provided that the applicant also transmits an electronic copy of the required proof of publication directly to EPA at the following email addresses: R4TitleVFL@epa.gov. The final Title V air operation permit will be issued after the conclusion of the 45-day EPA review period so long as no adverse comments are received that result in a different decision or significant change of terms or conditions. The status regarding EPA’s 45–day review of this project and the deadline for submitting a citizen petition can be found at the following website address: http://www2.epa.gov/caa-permitting/florida-proposed-title-v-permits. Objections: Finally, pursuant to 42 United States Code (U.S.C.) Section 7661d(b)(2), any person may petition the Administrator of the EPA within 60 days of the expiration of the Administrator’s 45-day review period as established at 42 U.S.C. Section 7661d(b)(1), to object to the issuance of any Title V air operation permit. Any petition shall be based only on objections to the permit that were raised with reasonable specificity during the 30-day public comment period provided in the Public Notice, unless the petitioner demonstrates to the Administrator of the EPA that it was impracticable to raise such objections within the comment period or unless the grounds for such objection arose after the comment period. Filing of a petition with the Administrator of the EPA does not stay the effective date of any permit properly issued pursuant to the provisions of Chapter 62-213, F.A.C. Petitions filed with the Administrator of EPA must meet the requirements of 42 U.S.C. Section 7661d(b) (2) and must be filed with the Administrator of the EPA at: U.S. Environmental Protection Agency, Office of the Administrator, 1200 Pennsylvania Avenue, N.W., Mail Code: 1101A, Washington, DC 20460. The project is located in Duval County, Section 31, 33, 37, 29 & 32, Township 1 North, Range 26 East. The permit authorizes a surface water management system on 98.85 acres, for Forestar (USA) Real Estate Group, Inc. known as Arbors Phase 2. The receiving water body is Cedar Creek. A person whose substantial interests are or may be affected has the right to request an administrative hearing by filing a written petition with the St. Johns River Water Management District (District). Pursuant to Chapter 28-106 and Rule 40C-1.1007, Florida Administrative Code (F.A.C.), the petition must be filed (received) either by delivery at the office of the District Clerk at District Headquarters, P.O. Box 1429, Palatka FL 32178-1429 (4049 Reid St, Palatka, FL 32177) or by e-mail with the District Clerk at Clerk@ sjrwmd.com, within twenty-one (21) days of newspaper publication of the notice of District decision (for those persons to whom the District does not mail or email actual notice). A petition must comply with Sections 120.54(5) (b)4. and 120.569(2)(c), Florida Statutes (F.S.), and Chapter 28-106, F.A.C. The District will not accept a petition sent by facsimile (fax). Mediation pursuant to Section 120.573, F.S., may be available and choosing mediation does not affect your right to an administrative hearing. A petition for an administrative hearing is deemed filed upon receipt of the complete petition by the District Clerk at the District Headquarters in Palatka, Florida during the District’s regular business hours. The District’s regular business hours are 8 a.m. – 5 p.m.,
excluding weekends and District holidays. Petitions received by the District Clerk after the District’s regular business hours shall be deemed filed as of 8 a.m. on the District’s next regular business day. The District’s acceptance of petitions filed by e-mail is subject to certain conditions set forth in the District’s Statement of Agency Organization and Operation (issued pursuant to Rule 28-101.001, Florida Administrative Code), which is available for viewing at www.sjrwmd.com. These conditions include, but are not limited to, the petition being in the form of a PDF or TIFF file and being capable of being stored and printed by the District. Further, pursuant to the District’s Statement of Agency Organization and Operation, attempting to file a petition by facsimile (fax) is prohibited and shall not constitute filing. The right to an administrative hearing and the relevant procedures to be followed are governed by Chapter 120, Florida Statutes, Chapter 28-106, Florida Administrative Code, and Rule 40C-1.1007, Florida Administrative Code. Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means the District’s final action may be different from the position taken by it in this notice. Failure to file a petition for an administrative hearing within the requisite time frame shall constitute a waiver of the right to an administrative hearing. (Rule 28-106.111, F.A.C.). If you wish to do so, please visit http://www.sjrwmd.com/nor_ dec/ to read the complete Notice of Rights to determine any legal rights you may have concerning the District’s decision(s) on the permit application(s) described above.
