The third floor of the building anchored by Sweet Pete’s is being transformed into a “high-end wedding and corporate event venue” named White Hall.
Owners of the historic Seminole Building Downtown are setting the stage to branch into weddings, as well as other events. The city issued a permit July 22 for property owner 400 Hogan LLC, led by investor Alex Sifakis, to renovate the third floor of the 111-yearold building, whose anchor tenant is Sweet Pete’s candy company. The buildSifakis ing is at 400 N. Hogan St., across from City Hall. “We turned the third floor back into an event space,” Sifakis said July 27. “We really wanted to make it into a high-end wedding and corporate event venue.” He said the 5,000-square-foot space is available for that and also continues to host Sweet Pete’s field trips. The third floor is called White Hall. Sifakis contracted with SEE MATHIS, PAGE 2

Ascension St. Vincent’s paid $17.95 million for land to build a hospital at the Fountains North in St. Johns County. St. Johns County Clerk of Courts records show St. Vincent’s Health Systems Inc. bought more than 33 acres northeast of Interstate 95 and County Road 210 West along CE Wilson Boulevard on July 23. The exact parcel size is unavailable. The deed recorded July 27 lists multiple sellers: Sylvia Smallwood, Eastbourne Jacksonville LLC, Sally D. Lott, Cameron C. Manning Wright, the Anna Jo Manning Trust, Cheryl A. and William Bown and DAR Investments One LLC. The health system expects construction will start this fall on the $115 million, 150,000-squarefoot hospital comprising 56 beds, including eight for intensive care. Completion is anticipated in 2022. The hospital will offer emergency services, short-term care, cardiovascular care, orthopedics and musculoskeletal care, general surgical services, and laboratory and imaging services. It will be Ascension St. Vincent’s first hospital in St. Johns County and it is expected to create 600 jobs. Ascension Florida and Gulf Coast President and CEO Tom VanOsdol said in a news release July 24 there is room for expansion on the campus. Chief Strategy Officer David Meyer said it eventually could accommodate up to 300 beds.

Jacksonville Beach Books-A-Million not closing A week after hanging a giant “Store Closing” banner above the entrance to its Jacksonville Beach store, Books-A-Million announced July 24 it is keeping its store open after renewing its lease with Sleiman Enterprises. The company did not mention any issues with lease negotiations as a reason for closing the store. Books-A-Million was an original tenant at South Beach Parkway Plaza at 738 Marsh Landing Parkway, which is anchored by Publix and Target stores. It opened in 1995.

Alice in Wonderland-themed 10/Six Grille closes permanently The owner says the Downtown restaurant was not able to make it through the pandemic. BY KATIE GARWOOD STAFF WRITER
After opening in the Seminole Building in October, the Alice in Wonderlandthemed 10/Six Grille is closed, said owner Russell Disparti. The Seminole Building also is the home to Sweet Pete’s Candy Shop at 400 N. Hogan St. It remains open. When COVID-19 forced restaurants to close March 13, Disparti said business “came to a grinding halt” when Downtown offices sent employees home, leaving few people in the area. Disparti said toward the end of April, he decided it would cost too much to reopen. He was not able to stay open for to-go business in the meantime. “It just became too expensive to stay there and try to get back open,” he said.
“We just put everything we had into opening it, we would have to turn right around and do it again.” Because the restaurant was open for less than a year when the pandemic hit, it did not qualify for small business relief programs like the Paycheck Protection Program, which required businesses to be open a year to receive funds. Disparti also owns the Stout Snug in Murray Hill. He said that restaurant is open and doing well, and he will focus on that. Some of the 10/Six Grille’s employees transferred to the Stout Snug. He said JWB Real Estate, the building’s landlord, was understanding in letting him out of his lease. Once things “are back to normal,” Disparti said JWB Real Estate will try to find a new restaurant tenant for the space. “They do plan to put another restaurant in there, it’s just a matter of when we can get back to normal,” he said. Destination Planning, owned by Anne Urban, to manage the space. The website, whitehalljax.com, provides information about catering, hours, parking and other services. Urban bills it as “The Sweetest Event Space.” White Hall can accommodate up to 250 guests and a patio can provide space for 50. Sifakis has been making cosmetic renovations to the third floor and now is completing the work. The plans approved by the city show the top floor of the historic three-story building will be renovated to include a bridal room, groom’s room and a lobby. “That’s the sort of thing that brides and grooms really require these days in a high-end venue,” Sifakis said. The third floor also contains offices and party-demonstration space. It previously was used as a toy shop as well as an event venue. The city issued a permit July 22 for River City Contractors to renovate the space at a cost of $99,251. Robbins Design Studio is the architect. Sifakis estimates a total $250,000 investment, including roof work and turning the third-floor deck, which now is cosmetic, into an outdoor venue. COVID-19 stemmed the tide of big events, so a grand opening will be scheduled when practical, he said. JWB Real Estate Companies LLC, led by Sifakis, paid $1.7 million for the building Jan. 31 through 400 Hogan LLC. The 22,500-square-foot building is anchored by Sweet Pete’s candy shop. Jacksonville-based Sweet Pete’s leases part of the first floor as a candy shop and the second floor as a candy store and dessert shop and uses part of the third for field trips, parties and candy demonstrations. The second floor continues to comprise production space, a dessert bar, retail sales and a balcony. The other part of the first floor is used

as restaurant space, and it’s back on the market. The 10/Six Grille opened Oct. 4 with an “Alice’s Adventures in Wonderland” theme but has closed. Sifakis said that 4,300-square-foot space is available for lease to another restaurant. “We haven’t even started marketing it yet but we have some interest,” he said, but did not share the names of prospective tenants. The Sifakis group bought the property from JAX Club Property LLC, which is led by Marcus Lemonis, the TV host of “The Profit.” Lemonis continues to own the Sweet Pete’s company with Peter and Allison Behringer. They signed a five-year lease at the building. Sifakis said in January his group will make general repairs and paint, landscape and pressure-wash the property. Lemonis invested in Sweet Pete’s and bought the building in July 2014 for $550,000 to house the candy company, which moved from Springfield. Duval County property records show the structure was built in 1909. It operated for decades as the private Seminole Club. It closed, was reopened for a time and then closed again before its current use. KMATHIS@JAXDAILYRECORD.COM @MATHISKB (904) 356-2466

proceeding; and an explanation of how the petitioner’s substantial interests will be affected by the agency determination; (c) A statement of when and how each petitioner received notice of the agency action or proposed decision; (d) A statement of all disputed issues of material fact. If there are none, the petition must so indicate; (e) A concise statement of the ultimate facts alleged, including the specific facts the petitioner contends warrant reversal or modification of the agency’s proposed action; (f) A statement of the specific rules or statutes the petitioner contends require reversal or modification of the agency’s proposed action including an explanation of how the alleged facts relate to the specific rules or statutes; and, (g) A statement of the relief sought by the petitioner, stating precisely the action the petitioner wishes the agency to take with respect to the agency’s proposed action. A petition that does not dispute the material facts upon which the Permitting Authority’s action is based shall state that no such facts are in dispute and otherwise shall contain the same information as set forth above, as required by Rule 28-106.301, F.A.C. Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means that the Permitting Authority’s final action may be different from the position taken by it in this written notice of Intent to Issue Air Permit. Persons whose substantial interests will be affected by any such final decision of the Permitting Authority on the application have the right to petition to become a party to the proceeding, in accordance with the requirements set forth above. Extension of Time: Under Rule 62-110.106(4), F.A.C., a person whose substantial interests are affected by the Department’s action may also request an extension of time to file a petition for an administrative hearing. The Department may, for good cause shown, grant the request for an extension of time. Requests for extension of time must be filed with the Office of General Counsel of the Department at 3900 Commonwealth Boulevard, Mail Station 35, Tallahassee, Florida 32399-3000, or via electronic correspondence at Agency_Clerk@ dep.state.fl.us, before the deadline for filing a petition for an administrative hearing. A timely request for extension of time shall toll the running of the time period for filing a petition until the request is acted upon.
Mediation: Mediation is not available for this proceeding. EPA Review: EPA has agreed to treat the draft/proposed Title V air operation permit as a proposed Title V air operation permit and to perform its 45-day review provided by the law and regulations concurrently with the public comment period, provided that the applicant also transmits an electronic copy of the required proof of publication directly to EPA at the following email addresses: R4TitleVFL@epa.gov. The final Title V air operation permit will be issued after the conclusion of the 45-day EPA review period so long as no adverse comments are received that result in a different decision or significant change of terms or conditions. The status regarding EPA’s 45–day review of this project and the deadline for submitting a citizen petition can be found at the following website address: http://www2.epa.gov/caapermitting/florida-proposed-titlev-permits. Objections: Finally, pursuant to 42 United States Code (U.S.C.) Section 7661d(b)(2), any person may petition the Administrator of the EPA within 60 days of the expiration of the Administrator’s 45-day review period as established at 42 U.S.C. Section 7661d(b)(1), to object to the issuance of any Title V air operation permit. Any petition shall be based only on objections to the permit that were raised with reasonable specificity during the 30-day public comment period provided in the Public Notice, unless the petitioner demonstrates to the Administrator of the EPA that it was impracticable to raise such objections within the comment period or unless the grounds for such objection arose after the comment period. Filing of a petition with the Administrator of the EPA does not stay the effective date of any permit properly issued pursuant to the provisions of Chapter 62-213, F.A.C. Petitions filed with the Administrator of EPA must meet the requirements of 42 U.S.C. Section 7661d(b)(2) and must be filed with the Administrator of the EPA at: U.S. Environmental Protection Agency, Office of the Administrator, 1200 Pennsylvania Avenue, N.W., Mail Code: 1101A, Washington, DC 20460.
